four's camila barco for us out in the elements showing us what conditions are like outdoors. but first, let's check in with meteorologist dave sphar. he's tracking the movement of this storm in the weather center. good morning, dave. well, good morning, stephanie and everybody. and we're finally getting at the rain that we discussed and talked about. it is here at least happening aloft is having a little bit of trouble getting onto the ground there. but that's the first order business typically is with the first ray of sun are the first bit of it. >> rain that we get have to moisten up the lower levels to finally get to the ground. here's a live shot of the radar. lots of action you can see in the east bay. however, remember, it's still fighting through some dry air. so once it does get there, we'll get some more success on the ground heading south. we see quite a bit going on in the south bay, by by nature. over our geography always have a rain shadow there that has the fight over. so sometimes you don't get as much. but we do see this trend coming upstream from the santa cruz mountains. so you have more happening for later today. here's what looks like a live shot of the east

bay shoreline. quite a bit of cloud cover, but some breaks in there. so i do want to emphasize that you may see some breaks in the clouds, part of the san francisco peninsula later on today. the east bay, you have that do some early showers putting into motion becomes all-clear. see this clump here. you can see the general direction. that means it's headed off to the east bay. while we're talking to this morning. however, there is a break as we approach around the noon hour or so into the early afternoon until an afternoon wave comes into the overnight. and that's actually be more beneficial because you already have a moisten ground by that point. quick check of the temperatures. got some 60's on the board. not a lot of mercury movement going on for today. new wrinkle. we have winds. wind advisory has been posted as the strip that goes from the north bay along the coast all the way down the monterey bay. this is until 04:00am tomorrow. now the winds will be not just pronounced there. you're going to feel in the east bay, too. but the advisory is there until winds at about 45 miles per hour or so. current track of those winds direction is not going to be due west with this. we're going to get from

actually the south generally speaking, also sitting with that low and you can see the winds into the teens as we hold this conversation. there's the low, i would say maybe a little bit longer on that in the east even up to about 3 into the evening. when you get that second wind and don't forget your be backing off of a moist atmosphere, but that point a lot of it hitting the ground. of course, more is coming up in just a bit. stephanie. >> thanks very much, dave. and we continue our team coverage of this storm with kron 4 s camila barco. she's live for us in walnut creek with a look at the conditions out there this morning. hey, camille, how's it looking there? >> good morning, stephanie we are in walnut creek where you just got a few sprinkles in the last 10 minutes or so as you can see, i've got the hat. i got the ring code. i got the rain boots because we are expect to get a lot of rain here in the east bay bill. right now. we're just seeing a few sprinkles. and so far i've seen people walking their dogs. they've been walking the streets. some people i've even seen holding an umbrella just to be cautious. like i said,

there a little bit of tiny rain. and if i step out of the way, i want you to get a look at the elements here in walnut creek driving here. well, it was dry, but a lot of winds like dave just mentioned in this forecast, it is going to be windy today. and that's what i felt this morning driving over here. i'm assuming in right now on the street, you can see there's been a little bit of rain. if can see the roads are a little wet from of the sprinkles that we have just got in right now. pretty dry. but like i said, stephanie, we are going to be seeing a lot of rain this morning and i am prepared and hopefully of anyone is going to do any errands walk. their dogs right now is the best time because like i said, we are going to be expecting a lot of rain here in walnut creek. we're going stay updated with you, maybe in the next hours. so to see how the conditions are. but right now dry is. what it's like over here. i'll send it back to you. all right. thanks very much, camila for that live report. >> and people living in san francisco's west portal neighborhood are bracing for

potential flooding again. >> heavy rains flooded out many homes near 15th avenue and wellness street back in december of 2019. and at the time, many residents expressed frustration over what they called a lack of help from city leaders. now the san francisco public utilities commission is in the middle of building a new storm, water management system. one local we spoke with says she's happy with the city's response. >> i'm happy that the city is being proactive the because so often things are reactive proactive. so that makes me happy. >> people across the bay area are being asked to clean out their daughters and areas that don't have good drainage. in the east bay. the oakland zoo is closed today because of the rain. they tweet it out. that image as you just saw there just yesterday, along with this apology, they say members can visit the zoo's website to make a new reservation and everyone who pre purchase general admission tickets for

today will automatically get a refund within 3 to 4 weeks. and the rain could also have a big impact on today's 49 ers game at levi stadium quarterback trey lance still expected to start the first home game of the season. the niners trying to bounce back after a disappointing loss to the chicago bears last week hall of fame wide receiver jerry rice sat down exclusively with kron four's kate rooney this weekend. she asked jerry about his relationship with lance and the other younger 49 er players. they come up and they say hello, you know, and we'll talk about, you know, their situation and >> what a great opportunity this is for them to go out there and show their abilities trey lance, you know, commercials with him for go feel been amazing. it didn't take us long to develop chemistry, just run it. and i was running down the field catching the ball. just brought back so many that's god. this is kind of cool. >> i was excited about that.

we're following from overnight. a powerful 6.8 magnitude earthquake rattled taiwan. take a look at these images of collapsed buildings and some other structure damage. emergency crews rescued several people out of a 3 story building that toppled over. we also know the quake stranded some 400 tourists on a mountainside and not part of a passenger train off its tracks. there are several reports of injuries so far, no deaths. the quake also triggered tsunami warnings in neighboring japan that were later lifted. >> and this morning, we're tracking the rain across the bay. it looks like kind of a wet sunday going on here for you even into monday. a little bit as well. the rainfall amounts don't look as generous as we're looking at from yesterday. however, there still a possibility we could see some claps of thunder thrown in. well, morning forecast coming up in a bit better.

moving across the bay area. wow. dave spahr here to break down the movement of the storm and what you can expect in your neighborhood. hey, good morning, stephanie. good morning, everybody. and as you heard and can see the radars pretty lit up. but remember, when you see that all the time, particularly when event like this starts and as the fight to a lot of dry air. and that's been the case this morning. >> we've seen even in the east bay camilla was telling us, she was in see much the way of rain drops all win, but not a lot of the way, raindrops, even though a lot it's been going on now, we did see couple little of the reporting sites in the east bay, noting a little bit of modest rain occurring in this morning event will moisten up that atmosphere a little bit. that's important because this evening, there's another dose we're looking for for you, folks that are going to cover specifically to the east bay and and give you a nice little rain shower going on here. unfortunately, this is not tapping into a good source of constant moisture going on. here is just the slow that's hanging around here. this providing the lift and that will do the trick, at least for right now. there you can see it in the south bay, santa cruz mountains. they've

already were been reporting rain this morning in along the east bay shoreline. but there's that rain shadow right there. this through the santa clara valley. always an issue there. rainfall totals just by average tend to be a little bit less. so let's put it all into motion. you'll see her, but he fits in this. north bay is already getting at, though, continue to get through this afternoon. but the pertinent issue as we approach around the noon hour safer into the afternoon, the rain is going to be very, very spotty to kiev in the east bay. but then tonight, it picks up a little bit and you'll see that on the projections. here we go to future cast for so we get through the morning hours and it kind of breaks up. it's very active in the north bay east bay in the south bay. and we hear this all the time. not as much going on. so there's a little break going on. still some spotty showers shore. then we get to this evening. then we see a little bit more action on the east bay. that's pretty continues all night. and then some heavier rain off to the central valley and over. hopefully the mosquito fire there. that's wonderful rain. then here's a live shot going on from the golden gate bridge. there you see the cloud cover behind us. winds

to talk about a wind advisory does not cover the whole bay. it's only along the coast, but everybody is going to feel it. and these winds are different than our typical winter type storms they usually are out of the northwest are due west. this is out of the south. again, we have our low and it's churning in this general direction. synoptic feature and so therefore, we get our winds into the 20's over good coverage area. but it's right on the threshold of the wind advisory. you can see where those colors ation is run half moon bay. that's why the coastal areas they pop with that wind advisory until again. that's until 04:00am on monday. winds continue for tonight. this takes us all the way to 11 and then overnight as a precaution, they're still keeping an active, although not quite so busy off towards the east bay into the overnight. so for today, we've got north bay rain and thunder showers should mention that can see some lightning action there east and south bay. you've got early showers. then late rain. that's for the evening hours and overnight, turkey for you, folks in the east bay wind advisory. that's from the coast, north bay, donna, monterey, bay and

monterey, the town proper, not too far inland, but it's along the coast, 20 to 30 miles per hour. winds could have wind gusts up to about 45, though. and then for this week, unsettled to midweek. so we've got to keep a mention for monday tuesday, even as late as wednesday, maybe a shower cooking and here, although the bigger stuff is going to happen within the next 24 hours or so, then back to inland highs of about 90 next saturday. 71 san francisco. 71 oakland, 70 for san jose. we have a lot of variety in temperatures don't we will get our micro climates the same way when we have a rain event like this coming up a little bit here, we'll take a look at that long-range forecast for you to check in to the radar yet again. stephanie, thanks a lot. dave. >> the tables have turned on a 74 year-old oakley woman who claimed self-defense after shooting and killing a man back in may as kron four's philippe djegal reports that woman is now behind bars and charged with murder. >> 74 that's good news is behind bars at the martinez detention facility. she was taken into custody last week

by the oakley police department. and this week, the contra costa county district attorney's office filed a murder charge against her. she is accused of shooting and killing. 51 year-old ruben ortiz on may. 20th that night. police say goodner clean. she opened fire on ortiz in front of her home in self-defense. but now investigators say surveillance video shows she committed murder, i believe shows defense james harrington lives next door to goodner on west cypress road and describes her as a good person. we found herself in a bad situation. the guy i was coming over. causing problems during the course of the investigation. police say it appears goodner was not being totally honest about her connection to ortiz after the shooting, police learned goodner had a restraining order against ortiz. but investigators have since learned that the 2 were intimately involved and that good never picked ortiz up that deadly night and drove him to her house before killing him. hopefully, you know, they get to the bottom

of the story and we're all safe around here, right? people familiar with this case in the neighborhood commend police thorough investigation. that just tells you there's still cups out. there's still doing their jobs. goodner is due in court next week. her bail set at 2 million dollars in oakleaf leapt on kron. 4 news. >> police arrested a teenage girl for stealing and crashing a pickup truck in petaluma. police say the 15 year-old was driving under the influence at the time she allegedly stole this pickup truck from the 1500 block of sunrise parkway then crashed into a fence just before 01:00am yesterdayf morning. the collision happened in the area of call fiend wayne and park lane officers book the girl into juvenile hall on a series of crimes, including vehicle theft, burglary, hit-and-run and dui. september is hispanic heritage month. and in this morning's dine and dish they can with the august 8 visits, the chef and tv host of pati's mexican table.

after spending several days on the front lines of the mosquito fire. >> as the mosquito fire burns in the sierra scientists with san jose state university's wildfire. weather research lab are chasing it. got to see a pyrocumulus cloud that over 40,000 feet in the atmosphere. something like that we don't often see when we actually go out to fires. usually where we're kind of far away and we don't get to see up close, like with such high resolution was actually going inside graduate student kate forest and her team spent days monitoring the fire while operating the department's mobile. doppler weather radar. we're studying the wind field around the fire with ground crews are setting the plume and the dynamics going on inside this year. there is new research from the air. the team is getting help from noaa using technology to study the fire progression and plume behavior experiment like this where we have like the wind data. we have these high-resolution observations of fire progression and also high-resolution data of the

fighting through. >> a lot of dry air to get to the ground. and that's particularly the case off to the east bay because when you see the radar, it looks dandy. but camille is not getting the downpour again. the burg a factor. it's evaporating before striking the ground. the thing is the sets the stage for this evening. so the rain that we see coming our way should have much better luck reaching the ground. most of the heavy rain has been already felt in the santa cruz mountains and will continue in the north bay throughout the day today. out a little bit more. so there you can see this clump that i'm talking about way up in the north bay. one right out to sea from san francisco general pattern of this is in this type of direction. sfo looks all cloudy and all don't have a major fog issue. but they have a two-hour delay. plus, going on. this is due to the winds that i had mentioned, that wind advisory. so if you have any flights, anybody coming in go one that may have a little bit of a domino effect a little bit. want to check into that again. 2 hour delay, air quality. it's improved already a little bit, although we have

a couple of dark patches to be noted and this rain will be very much welcome this afternoon this evening across the bay area. we're now all in the green category winds. this is a snapshot. this is where we stand. southeasterly. good clip. almost all over the bay, at least around the perimeter of the bay, into the upper teens into the 20's. the advisory doesn't cover the east bay, but you're going to see winds like the 20's this afternoon. so wind advisory here is the coverage area from the north bay all the way down south again, hugging the coast. santa cruz mountains points west. this does include the entire city of san francisco. the breakdown for you today. we have a little bit of a low happening, particularly for the east bay, 11. 2 o'clock might see some scattered showers. but then as we get to tonight, that will be again. the scattered showers continue all overnight. now, as we look ahead into monday, this kind of a little bit of a nuance occurring here. we'll take a look at that coming up in just a bit. stephanie, thanks very much. dave. >> we continue our team coverage of the storm kron four's camila barco is live

for us in walnut creek with a look at conditions there this morning. hey camille, how's it looking there? >> hi, stephanie, a very gloomy day here in walnut creek. we have seen some light rain this morning, but it comes and goes right now. a slight bit of sprinkles over here. but just about 15 minutes ago, it was completely dry. so the weather has been changing upon us throughout the morning. now, it's been a calm morning here in downtown walnut creek. not a lot of cars are out on the roads. that's a good idea. and we've seen plenty of people walk through the streets of downtown walnut creek, a knot of people also walking their dogs. and i would say, stephanie, that it's a good idea to walk. your dog may be. >> take a walk right now because it is going again. we want to creek is expected to get quite a bit of rain later today. now, dave also mentioned when in the forecast, i do want to talk a little bit about that my way over here, you can feel that bit of rain. it a bit of wind when you're driving here,

right now and that's where we'll find lauren lyster. she's live outside of westminster abbey this morning for us with the very latest. good morning to you, lauren. >> good morning, stephanie. london is gearing up for this massive operation. that is the queen's state funeral being held less than 24 hours from now at westminster abbey. this church just behind me. let's take a live look now at the lines of people who are still waiting for an opportunity to pay respects personally to the queen. this is the final day where she lies in state at westminster hall. we're told at some point today officials make the decision about closing the line. already, the uk government is telling people on their line tracker that if they are traveling to line up, they maybe should not in order to avoid disappointment because this goes now for less than 15 hours. more before she will no longer be lying in state. and take a look at this. this is the king arriving at buckingham palace just a short

time ago. busy day for the king. he is hosting. prime ministers, other royalty for a reception ahead of the queen's funeral at buckingham palace. also had a meeting with the prime minister today here in the uk. and then take a look at this. here is president biden and the first lady arriving in london for the queen's funeral. we're told today the president will sign the official condolence book pay his personal respects to her majesty and also attend that reception i was telling you about hosted by the king for the united kingdom. it is a massive undertaking. this is the or a gathering of leaders that this country has seen in decades. and we saw a very tender touching solemn moment last night in westminster hall. let me show you those images where the queen's grandchildren all gathered for a vigil around her coffin. heads bowed 15 minutes of silence. prince william heir to the throne at the head of the cough and prince harry at the foot. both of them and

full military uniform and outside of westminster hall. we are seeing people camp out wanting to get a good spot for those moments after the queen's funeral tomorrow, when there's a procession taking her coffin through city streets, some of them even traveling from the u.s.. let us know what they told us even see. like all the tributes all the flight until you see with your own eyes and you're here with the people. that's why we're here. we've always wanted to. >> would be a part of the monarchy event. we them in the night to watch the weddings. my respects. she's been an amazing any moment and she said that country i was at you know. >> my has had pay. so child can take savings by >> now, in addition to people setting up their tents along the procession route to see that aspect of the memorial services. we also know that the queen's funeral will be

played on screens in parks and squares across the united kingdom. so we can expect people to gather and view it that way. back out here live. the funeral begins at 11:00am local time here at westminster abbey. tonight, we're told there will be a one minute moment of silence it 08:00pm observed for the queen for now. that's the latest live here in london. i'll send it back to the studio. >> yeah. and lauren, what can you tell us about the funeral plans for tomorrow? >> i can tell you will begin with a procession where the queen's coffin is brought from westminster hall, which is just a short distance away from the church to westminster abbey. and then the funeral will begin at 11 o'clock here. going for one hour. at the end of it, there will be a 2 minute moment of silence observed across united kingdom. then another procession. the queen's coffin will leave westminster abbey. it will actually go right on this street behind me. if you if you keep it tuned into the news, you will see it. go right past our live position.

and that is where we'll go through the city streets through central london and people lining up along the route will be able to see it. the cost will be on a carriage. it will be joined by the royal family. and then once near buckingham palace, the couple will be transported into a hearse and taken that hers to windsor, which is about an hour's drive from here. it's another royal residence in windsor castle is where the queen will ultimately be laid to rest. there will be a smaller service there and then a private burial service and should be laid to rest in the royal vault. that's in saint george's chapel there next to her late husband, prince philip. so it will be a long day full of a lot of different attributes n and services all to memorialize the queen and and we'll continue following it. and so will all eyes all over the world for now. i'll send it back to the studio. all right. lauren lister reporting live for us from london this morning. thank you very much for your reporting. >> coming up in honor of hispanic heritage month. learn

taking a live look outside of the bat. the bay bridge where things are moving pretty nicely out. there doesn't look like the rain has impacted the bay bridge too much. we have dave spahr standing by. he's been tracking the wet conditions all what can you tell us, dave? so there you see it on radar is pretty much what you see is what you at least a lot that still fighting through that dry air that we've been talking about quite a bit. >> let's get right into it here. we're putting into motion. you can see where the source of its coming from. but we look way upstream here. it's not like one of these juicy winter storms that we tend to get. it's kind of on its own a little bit. and that's part of the problem. it's not working with as much moisture as the sys sometimes do get when they're really tapping the subtropical jet. are you here? but the pineapple express or the atmospheric river and all of that kind of thing notice is more of a lone ranger type scenario here, although it is trailing with that a little bit of moisture line with that. now let's get into the rainfall totals just using this from the national weather service. to really underscore point, i know this is hard to

read, but this is all the east bay going on here. just took a snapshot from the national weather service. it's the last 3 hours counting this hour. so well, just as camila barco is talking about, look at the amount your san ramon, one 100th of an inch of rain, walnut creek up there near where she is near again, about 100 of an inch of rain. doesn't look like that on radar. does it? well, from the early morning sounding as we call it, there's this little line of some drier air. it's got to fight through which it's going to do today. and then once it gets more that runway to start working on, then we might start to get some more that rain on the ground speaking runway sfo doesn't look like there's a lot to bother things. and then looking at a 2 hour delay going on here because of the winds. we did talk about a wind advisory. the although technically it's not in it, it's pretty close. we have some traffic going on a little taxing there. speaking of moisture levels, this talking about also the humidity levels. they really start popping this afternoon as we get to the overnight on tuesday because we're going to get more rain coming our way show your pocket of that.

later, though. but how about the fires are what we're getting with air quality. big improvement from tahoe, although still some bad areas. but i suspect with more this rain coming our way. that's going to really improve. there's the greenery all the way down to around the immediate bay area as well. so for tahoe, speaking of which we've got showers and thunder showers in the forecast. now today we're talking a lot about rain. but later today, the north bay may get some of those claps of lightning thunder and lightning thrown in there. and then later on, as this rain becomes very, very spotty for the next couple of days, it's almost going to be a nuisance rain. but thunder showers are possible and that hopefully we'll get some rain by that point that will moisten up the ground level, have some insulation. but the lightning is always a problem. we always talk about that dry lightning effect. so this is what it looks like over the next 36 hours. okay. moisten up the east bay. so now finally some of the stuff is going to be hitting the ground here in the east bay, as you can see, pretty juicy there as we get through the overnight to

monday morning. copious amounts of moisture. you can see the central valley there hopefully right on the mosquito fire. that would be wonderful. so this takes us to monday morning by the afternoon. another patch develops up here in the north bay. but that has a lot of lightning with it. so it's a slow gets closer to us, which it will do early in the week. that's we run the risk of more thunder shower activity. and that's the lightning all of that. you always get lightning sometimes with these things, even if you're not getting a lot of rain from it, you can see it injects from the area by mid week. we get into a little warming phase next weekend and then look at that. another system upstream may not get any rain out of that, but at least that will correct our temperature yet again. bring us back to fall highs today. lower 70's for a lot of the east bay. checking out your seven-day forecast. take a look and settled early part latter portion of the week. it's back to a little flavor of summer again. stephanie. >> all right. is nice to see them. >> how was going to say it is nice to see that the rain has had some positive impacts on our fire fighting efforts. but as you just saw, we are celebrating hispanic heritage and culture all month here at

live look now at storm tracker. 4 radar. it is lit up in green showing the first rainfall we've seen in quite some time here in the bay area. good morning to you. thank you so much for joining us on the kron. 4 morning news. i'm stephanie lin. it is sunday, september 18th and more wet weather is on the way. we've got complete team coverage of the storm hitting the bay area. kron four's camila barco is out in the elements showing us what the conditions are like outdoors. but first, let's start with meteorologist dave spahr is tracking the movement of this storm in the weather center. good morning, david. good morning, stephanie. good morning, everybody. i can see from our live shot. you already have some wet pavement going on. so finally getting a little bit more of the race. some rain. >> off there to the east bay. but the radar very much let up. and it's been the case now for several hours. here's a live shot of how it stands right now. most of the heavy lifting has been done now. so we've moistened up that atmosphere a little bit. so the what we get from radar, more of that should be reaching the ground. the heaviest rain thus far has

been pretty much santa cruz mountains, the higher elevations. that's typical north bay as well as we're kind of a lion share, has been juicy line marching right now. you can see through the central valley and out of the santa cruz mountains. general pattern is like this because we have a low that's right in our backyard. this low is going to add some instability going forward for the next couple of days is not just today, but going forward, coupled with this, there are breaks not just breaks in the rain but breaks in the clouds. look at the light you can see from the east bay shoreline. that will be all day, though. the clouds will fill that back up again. it's this is now into motion. you can see the rain is starting to break up a little bit upstream, but it's forecast to return this afternoon. late this afternoon and through this evening and that second wind is where you folks in the east bay should probably get more of that action that happens aloft temperature checks 60's across the board. 73 at this hour for the for more winds are also coming in this package covering the coast from the north bay down in monterey bay

minutes ago. we just saw quite a bit of sprinkles. but right now, stephanie, it is completely dry here in downtown walnut creek. now, in the step out of the way and give you guys a at the conditions here in walnut creek. like dave said, the rain has hit the pavement and you can see that some of the you can see that the roads are now wet and then from time to time, we'll see turning on those windshield wipers as the rain comes down to right now, as you can see, completely dry. it's been a calm morning here in downtown walnut creek. like i said, it's light rain, not heavy rain. we haven't seen a lot of traffic, but we have seen people walk their dogs to go on a walk. you can see one person right now going on a walk here across the intersection. but from time to time, we will see that rain come down. sprinkles, not heavy rain now, they've also mentioned wind in the forecast. it hasn't been windy here. stephanie, however, on i-drive here going across tae bay bridge very windy. you can feel that it's specially when

there is some wind moving through the branches of that tree as well. and this is likely health. things are probably gonna look all day. this is a live look at stormtracker 4 radar and you can see the widespread rain moving across the bay area indicated by all that green and yellow as well. dave, i know you've been tracking the movement of the storm all morning. what can we keep? what can people expect in their neighborhood? well, and that's one of those days. excuse me. good morning, stephanie and it's one of those days for, you know, kind of indoor activities, maybe check out the exploratory and learn your physics today. >> but as far as what's going on the radar, yeah, we're actually getting a break right now going on. so it's kind of quiet where you are. you may want to get all the preps going on here for mostly wind and then those scattered showers, which is pretty much how we're going to call it for the afternoon in the east bay. you're probably start to look at a little bit of a break developing here for a while until it becomes more committed to rain for the late afternoon into the overnight hours. another clump up here to the north asia will notice problem with this here. as you can see off the coast is it

has to march through the santa cruz mountains like that. it just tends to chew up those systems. that's why there's that rain shadow in the santa clara valley. that's very typical right now. fairly dry. and this rain breaking up in the east bay, too. so what most of this rain has been doing is fighting through that dry air moy, sing it up now. so that success of systems that come over won't have that type of resistance. now, this low is not tapping into a really good subtropical jet or anything to really fortified with a lot of moisture. it's kind of working on its own, although it's quite impressive than giving rainfall totals that we're thinking. we're going to be pretty high. they've backed off of that since that point here. however, again, for september, this is definitely a treat. the second part of this program is going to be those lightning strikes that we haven't seen anything really happening just yet. but when the slow starts to move and talking now, maybe monday, monday night cookie with any daytime heating, we see breaks happening on monday. so daytime heating into monday night, you might start to see some thunder showers start working here, too. so we're not out of the clear for that.

marching through futurecast for here is this clearer patch, if you will, spotty rain showers continue. then we get to the evening hours. nice. juicy line seems to be committed right here to the east bay marching to the south bay to give a new rain with this to actually a little bit of a break up there to the north bay. this is by dawn on on a monday morning and notice these clear patches when you get the sun out tomorrow. that is because the atmosphere, more energy to produce vertical energy, which means lightning strikes as we get into monday night. there's the golden gate bridge kind of gloomy going on this morning. the winds very committed wind advisory does cover all of san francisco, the city, the winds coming in from the southeast into the 20's. this is a future cast. now. but you can see off towards the east bay, even though they're not in this advisory, they do see the winds quite committed throughout the day today and out of a southerly direction. look at danville pops about a 40 there. i think there's some channeling and funneling going on along the coast here. this is where the wind advisories.

you see those numbers really start popping there. and that's closest to the source of the low going on. so expect the winds to be quite active in your neighborhood. well, in the business of the 20's and maybe popping around 30 or so dying down a little bit. it looks like tonight, even though that advisories with us until 4. so breaking this down, north bay, rain and thunder showers that we may start to see the first committed lightning strikes going on east and south bay. early showers break late rain, wind advisories that he's talked about. that's until 04:00am on monday. and then for this week, unsettled to the middle of the week, even though there's going to be spotty, scattered showers, thunder showers thrown in there in 90 or so expected to return by saturday. 71 71 oakland, 71 on for san jose. so much for the microclimates today because of all of this mixing going on from this rain coming up a little bit here. we'll take a look at what may be your money is going to look like and maybe try to get some rainfall totals of speculation for you, stephanie. all right. thanks very much. day. >> another big story we are following for you this

morning. final preparations are underway for the student. of queen elizabeth. the second president biden is in london right now. let's check in with lauren lyster. she's live outside of westminster abbey this morning for us with the very latest. good morning to you, lord. >> stephanie, good morning. we are heading into the final night of the queen lying in state at westminster hall just behind me. we have not heard that they are cutting off the line at this point, but we would be expecting that announcement at any time because they have to get long, long lines of people through westminster hall all before tomorrow morning here. let's take a live look now at the scene. as people have been passing by the queen's coffin, paying their respects already. we've seen the uk government tell people that if they're traveling to get in that line at this point, they should not because they may be disappointed they may not be able to make it into that haul to witness that moment just because of the time

constraints. show you what security undertaking is underway in london right now. the funeral for the queen is tomorrow. right where i am at westminster abbey. this is the largest policing operation in london's history. according to authorities surpassing even the london 2012 olympics. we're talking about more than 10,000 officers that will be on duty monday. not just that street drains and garbage bins. they're being searched in sealed on monday. there will be police spotters on rooftops, sniffer dogs on the streets. marine officers on the river thames. so this is a major security operation all to ensure safety with some 500 world leaders and dignitaries in town for the funeral. not to mention all of the members of the public who have come in to london for this. now. take a look. i mentioned those dignitaries among them, president biden. we saw president biden and the first lady arrive in london overnight on air force one

today. we've learned a little bit more about what we can expect from their movements, which are set to begin in less than an hour. the president, we're told, will pass through westminster hall himself. and pay his respects to queen elizabeth. well, that's closed to press. presumably. we'll see those images on the fee that we're getting from inside westminster hall and perhaps see those moments for ourselves. we'll keep following that. also, we know that the president will a sign the condolence book, the official condolence book for queen elizabeth. an interesting detail that we've learned there is a separate condolence book for heads of state and another one for spouses and others. so the first lady and president biden will actually sign to difference condolence different condolence books. then the president is set to attend a reception being hosted by king charles with other dignitaries tonight at buckingham palace. back out here live. we've learned that they've already dispersed the crowds around buckingham palace ahead of that

san jose state university's wildfire. weather research lab are chasing it. got to see a pyrocumulus cloud that over 40,000 feet in the atmosphere. something like that we don't often see when we actually go out to fires. usually where we're kind of far away and we don't get to see up close, like with such high resolution was actually going inside graduate student kate forest and her team spent days monitoring the fire while operating the department's mobile. doppler weather radar. we're studying the wind field around the fire with ground crews are setting the plume and the dynamics going on inside this year. there is new research from the air. the team is getting help from noaa using technology to study the fire progression and plume behavior experiment like this where we have like the wind data. we have these high-resolution observations of fire progression and also high-resolution data of the plane dynamic. something like that, an experiment that has never been done ever before. an experiment that will help improve weather forecasting

that resistance going forward. quick check in to the radar. most of the bulk of the rain right now as we hold this discussion wraps around from san ramon through the north bay out to sea. zooming out a little bit further from home. there's another clump down here to the south. you'll notice and this generally is doing a rotation move. so this is going to be chewed up a little bit through the santa cruz mountains, but still bringing rain within and santa cruz mountains as one of the places we've seen rain going on nicely this morning. there's a live shot of the east bay shoreline. again, the shredded stratus behind us. and then showing you the whole thing in total in the motion. this is what we're talking about and it's lonely. hello out there. usually you see sometimes these lows when they're given us all this rain, they're tapped into the subtropical jet, something to work with. but in this case, it's kind of on its own. so that's why it doesn't have as much to work with. but it's an impressive job. and this is september. i mean, this is still worthy and this is pretty good. so once we moisten up the atmosphere, hopefully some more making it to the ground. i took another snapshot of this is hard to

read. but the national weather service last 3 hours updated. you see more reporting stations along the east bay shoreline, san ramon to hundreds of an inch of rain and then hayward about 100 of an inch of rain. san leandro coming in about 2 pennies. but the general idea is the amounts have been generally speaking less than a 10th of an inch of rain. well, last in the last 3 hours when the sun then start to unfold with impressive radar hits. but now the atmosphere starting to be moistened. also going to do a nice job on our air quality still have some work to do up around truckee, as you can see, but mostly green coming here. and plus, the rain bands will be extended all the way out to tahoe. so that means on the mosquito fire. there's more rain to come today tonight tomorrow as we go, they're the snapshot of the winds right now out of the southeast. again, this is unusual for winter type storm systems and this is winner. but still we tend to get the more out of the northwest. so we're getting the rotation winds at the surface from this low. we have a wind advisory covering the coast all the way

>> as kron four's philippe djegal reports that woman is now behind bars and charged with murder. >> 74 that's good news is behind bars at the martinez detention facility. she was taken into custody last week by the oakley police department. and this week, the contra costa county district attorney's office filed a murder charge against her. she is accused of shooting and killing. 51 year-old ruben ortiz on may. 20th that night. police say goodner clean. she opened fire on ortiz in front of her home in self-defense. but now investigators say surveillance video shows she committed murder, i believe shows defense james harrington lives next door to goodner on west cypress road and describes her as a good person who found herself in a bad situation. the guy. >> was coming over. causing problems during the course of the investigation. police say it appears goodner was not being totally honest about her connection to ortiz.

being the major factor with all of that, even though technically sfo was not in that advisory, here's what looks like an stormtracker 4, a little bit of a break with spotty rain showers in the east bay. little bit more commitment to rain up to the north bay south bay around santa cruz looks like another dose of some moderate rain. showers will be marching in being shoot up by that, however. and then going back into the rain shadow, the santa clara valley and which has been the case a little bit for the east bay to this rain shower effect where the rain has had trouble getting over the line of hills that face the coast. there. now, this system is basically plowing in directly from our west and it's not exact same as these winter storms which come marching in from the northwest there go. the winds will be a little different. and for this event than they typically are quick shot of half moon bay kind of gloomy and doomy as one foot guy out there. i think it's walking his dog or so. all right. our winds coming in, though, the southeast is what they will be for much of today. again, that wind advisory see the colors ation along the coast. meanwhile, to the east there

you can see the southerly winds and they pop in some cases like danville. the snapshot says about 40 miles per hour winds. so kind of windy going on. this will be this afternoon. then as we get into the evening hours, we'll get another dose of rain happening on top of all of this. now the wind advisory goes till 04:00am tomorrow, but use you can see the winds start to subside. it looks like late for tonight. up in tahoe. it's rain and thunder showers in the future. looks like as they get the delayed effects. temperatures pretty much holding into the 50's through all of this. let's hand it over to future cast for kind of a break with very spott rain. it looks like this afternoon evening. we get to the late afternoon and look at this. a pretty decent commitment of rain happening in the east bay, although it is scattered, but at least there's a little bit more coming up stream for you as we go into the nightly hours. this is frozen at 9 o'clock. and then for the overnight, not as much overnight, but at least we'll get some late this afternoon and this evening. notice some clear patches developing here. so tomorrow morning, wet roads, but maybe some sunny skies. that is the

atmosphere, some more energy in which to play with we go back to future cast for for the rain amounts. they're not very, very impressive like this granted because there that had to be calling the rainfall all the way up to about wednesday because it's going to be unsettled n that's freezing here about 06:00am. now looks like about a quarter of inch of rain. that's interesting. we go forward ok, that's interesting. it's not so much the rain there, but this will come with some lightning activity because the low is going to start to move a little bit. so once that low starts moving, you get into monday tuesday, you can get some patches of thunder shower activity, not so much. just rain. good thing is we had a rain event so that will kind of keep the ground somewhat less sensitive. finally by wednesday, this low seems to pick up and leave. we go into warming phase in the next weekend. and yet another system dropping out of the gulf of alaska little bit, although its effects may not be felt as far down south as we our highs today, the east bay name and at some lower 70's complements of some sun poking out 60's. meanwhile, up to the north bay, here it is unsettled the word being

is sunday, september. the 18th and more wet weather is on the way. we've got complete team coverage of this storm hitting the bay area. kron 4 s camila barco out in the elements showing us what the conditions are like outdoors. but first, let's start with meteorologist dave spahr who was tracking the movement of this storm in the weather center about well, good morning, stephanie. good morning, everybody. we actually looking a little bit of a clear patch happening in the east bay. we've been talking about this all this morning. >> and that will gradually start to a road back a way to put some more scattered shower activity as we get to this late afternoon and over into into the overnight. here's what it looks like. quick snapshot, not a lot of the east bay. there's another clump down here to the south bay and the north bay is also breaking up to at least marin and sonoma counties. here you see a little bit more commitment of rain going on, but that's though. and then, of course, santa cruz mountains problem is this does tend to get shoot up in the mountains and that's why that rain shadow is always there in the santa clara valley. but the general pattern will continue will be trying to moisten up that mid lower

level of the atmosphere, which has been very dry that's been robbing us of some of this rain, even seeing some breaks of clouds as we can see some sunlight coming through here in the long the east bay shoreline. but plenty of cloud cover. you'll notice putting this into motion stormtracker for the rotation. also said it with a slow this is actually going continue in some form for the next several days is not really to wednesday that this thing starts to move again, noting some clearing patches starting to develop quick check of the temperatures. 60 71 for a little more up in the north bay. most readings in the 60's, but winds also part of this forecast. wind advisory only covers the north bay straight on down to a moderate bay at the coast. san francisco is all included in that east bay. you're not in that technically, but you're going to see winds that are quite breezy to windy today, 2030 miles per hour range. it just doesn't technically reach that criteria. they look for quick snapshot of the winds note. the arrows are pointing in from the southeast. we get these winter storms and this is in winter, but we tend to get them coming in from the

throughout the morning comes and goes it stop. and then it comes and that light rain hits again. it hasn't been heavy rain whatsoever. however, we have seen that light rain accumulate on the ground and that's where you see some wet roads here. and we have seen some people walk through downtown walnut creek this morning. some people carrying an umbrella and their hand. we've seen some people with wearing their hoodies. we've also seen some people wearing their raincoat. so if you are stepping out here in walnut creek, make sure to grab maybe an umbrella or raincoat. it will help if that light light rain does hit. now, i do want to mention something that i have noticed in my weather app. it says that in the last 6 hours wanna creek has received one 10th of an inch of rain and they expect in that in the next 24 hours, wanna creek will see a quarter of an inch of rain. so the rain will not stop here in walnut creek. like i said, it's been light rain and that's kind of what we will see for the most of the day.

in london policing the streets and in the city tomorrow and not just that they'll be people on the roofs scoping out the scene in policing from there. there will be dog sniffers. there will be police on the river thames. they are looking in storm drains and trash cans and sealing them. airspace will be closed during the that funeral in heathrow. drones won't be allowed to fly. so this will be such a large scale security operation in already. we see the streets carefully being managed. there's only certain places you can walk. pedestrian traffic is being directed to specific areas. a lot of roads are closed and police are here from all over. i mean, in our hotel, we have police that are staying there that drove in from scotland. other areas far outside of london. back out here live. the president isn't done after going through westminster hall. we understand he's going to sign a book of condolences. the official book of condolences

inviting us. like goodness, you're both so gorgeous and obviously smart and talented as well. take us back to the night of the pageant. what was going through your mind? how did it feel when you heard their names called personally for me? i think i was just trying to have a lot of fun with that. i met a lot of >> really sweet and loving people for the first time during the pageant week. so it was a huge surprise when my name was called. i usually don't do pageants. so i had no expectations going in there. but how about for you, angela? while this was actually my first time competing being in any kind of competitive field. so it was kind of a challenge and a new space for me, too. but, you know, the night is kind of floor is the kind of went on the way to her stead. and it was so nerve wracking excited all at the same time, i was never felt so many emotions in my life to my work. congratulate graduations. excuse me again to the both of you now i know how tough getting ready for this competition can be. it is not a one night affair. i mean, i was miss asian american myself. back in 2015. >> so walk us through what the

process was like getting ready for all those fundraisers and community events and meeting people from all different backgrounds. >> yeah, i think for me, you know, i'm older and i was holding on a corporate job as well. and i think from use, knowing, you know what, i wanted to get out of it and knowing that if i just put all my time and investment in this like short amount of time, you know, go to all the community of fans like put my all into fundraising and things like that that i would leave with no regrets. i think that's the mindset i had going in. how about for you? and then for me, i think is about presenting a community was has such a big u no way to an end in a good way had give me a lot of responsibilities. >> so and prepare in preparation for this pageant. i felt a lot of just ties to my asian community and was able to kind of lee type back to that and just kind of really focus on the foundation of what the pageant means. and it's just the vive as asian asian american woman and the american >> you know, what would you

>> the wet weather has officially arrived in the bay area. taking a live look now at storm tracker. 4 radar. it's all lit up in green and yellow as we track the first rainfall that we've spotted in a very long time here in the bay area. ok, let's start off this half hour, rather with a check in at our weather conditions out doors with dave spahr is in the weather center with the very latest heyday. well, good morning, stephanie. good morning, everybody. and yeah, we're going to splotches that are reappearing radar instrument stormtracker 4. that's a good news. and we do have that scattered shower event that's expected to continue. >> as we get into the afternoon and evening hours. quick check of the storm tracker. 4 looks like a nice little cell here around san mateo drifting near close to sfo. they're looking at a 2 hour delay today. by the way, not necessarily because of rain but because of winds. but this is filling up in the peninsula a little bit on the east bay shoreline around fremont. it looks like but not so much in the interior east gusts yet, but there is still more to be had with this

parent low. that's going enter a backyard. looks like for the next couple of days. looks like we're getting some sun and a half moon bay. how about that action? but still very gloomy and it will remain also quite what for today. what underscore the fact that this low is kind of all by its lonesome, it doesn't have any help from the subtropical jet to kind of fortify its not an atmospheric river. it's not a pineapple express, any of those kind of things. so it sort of on its own a little bit here, mid latitude cyclone. we sometimes say so with we don't get as much in the way of moisture associated with in the rainfall totals have dropped a little bit because it's fighting through some dry air air quality expected to improve. we've got some green here in tahoe city, although need some work up there around truckee with the rain coming. this may improve green. as you can see, the central valley right into the bay area and some rain coming for the mosquito fire. that's good news. southeast winds. they're going to be shifting that direction in building an intensity. although the wind advisory remains the coast coming up a little bit. we'll take a look at that little bit

longer range forecast because the rain is not done for today. still looking out for some thunder showers as well. stephanie, thanks very much, dave. >> the tables have turned on a 74 year-old oakley woman who claimed self-defense after shooting and killing a man back in may as kron four's philippe djegal reports that woman is now behind bars and charged with murder. >> 74 year-old june. it's good news is behind bars at the martinez detention facility. she was taken into custody last week by the oakley police department. and this week, the contra costa county district attorney's office filed a murder charge against her. she is accused of shooting and killing. 51 year-old ruben ortiz on may. 20th that night. police say goodner clean. she opened fire on ortiz in front of her home in self-defense. but now investigators say surveillance video shows she committed murder, i believe shows defense james harrington lives next door to goodner on west cypress road and describes her as a good person. >> we found herself in a bad situation. the guy i was coming over. causing problems

tall trees, mobile home park. and you can see a large plume of smoke rising up into the sky from that fire. so far, no reports of any injuries. and now to our wildfire coverage, the mosquito fire now more than 73,000 acres in size. it's 21% contained. kron four's gayle ong checks in with scientists at san jose state on what they learned after spending several days on the front lines of the mosquito fire. >> as the mosquito fire burns in the sierra scientists with san jose state university's wildfire. weather research lab are chasing it. got to see a pyrocumulus cloud that over 40,000 feet in the atmosphere. something like that we don't often see when we actually go out to fires. usually where we're kind of far away and we don't get to see up close, like with such high resolution was actually going inside graduate student kate forest and her team spent days monitoring the fire while operating the department's mobile. doppler weather radar.

we're studying the wind field around the fire with ground crews were studying the plume and the dynamics going on inside this year. there is new research from the air. the team is getting help from know what using technology to study the fire progression and plume behavior experiment like this where we have like the wind data. we have these high-resolution observations of fire progression and also high-resolution data of the plane dynamic. something like that, an experiment that has never been done ever before. an experiment that will help improve weather forecasting. i was able to look at the updraft downdraft the or hydra need years that are in the cloud and any rain droplets or crystals that might make up that cloud. we're really trying to gather data to improve our models. >> and also to potentially protect lives and property and also the people who are working the fires. gayle ong kron, 4 news. >> we are celebrating hispanic heritage and culture all month long here at kron 4. christine

a bit. but in the meantime, while it hangs around here, it's not the same commitment of rain we sometimes get with winter systems or when these are tapped into say the pineapple express. so the atmospheric river, all these other fun terms. you hear about the media generally speaking, it's kind of on its own this one. so it doesn't as much to work with, but it's putting up a show as it can. and it's fighting through some dry air at first. that was the big problem overnight and early this morning. now we start to moisten up atmosphere. so a lot of this is now reaching the ground. so success of systems will help out the winds. they're going out hilt further to the south as we get later in the day today, wind advisory only covers along the coast from the north bay down in monterey bay. but you can see the east bay quite active this afternoon. we're talking 20's and upper teens and some pop up pockets, for example, vacaville 33 looks like 40 going on for danville. so be some pockets of some, you know, blustery conditions by mid afternoon and late afternoon as well. so even it's not raining in your neighborhood. watch out for those winds are going to be around all day today and

it's an ongoing problem plaguing the city of san francisco fatal drug overdose numbers continue to climb since january 2020, 1700 san franciscans have died from drug overdose. that's nearly double the number of those killed from covid-19 in the same time frame this month, a group of san francisco supervisors released an ambitious new strategy to confront this problem. it's called san francisco recovers. and i believe we actually have a pamphlet of that right here. and joining me now to discuss is san francisco district, 6 supervisor. matt dorsey, thank you so much for joining us this morning. stephanie, thank you. appreciate the opportunity to be here. and thank thank you for making the time. i mean, most of this resolution that we have in our hands now you're proposing using 100 million dollars at the city earned from opioid litigation. settlements with drugmakers to power this so walk us through how this funding is going to be deployed. it's an interesting thing because at the moment when we have a real visible.

>> problem that is creating a record shattering level of drug overdose deaths and also really losing the confidence of i think they're i'm hearing from district 6 that the drug scenes, the drug dealing. it is just unacceptable. but against the backdrop of this, we have an opportunity city attorney david chiu as presented some free money as it were because he has been pursuing litigation against opioid manufacturers and he's getting some settlements in the door. so we've got about 100 million dollars. it's going to come in over the next several years. and what i have said to the city of turning was i think this is really an important moment to make sure that we're spending this money prudently on a plan to make sure that we're maximizing the funding we already have in public health, criminal justice and all the other things that we need to do. and how exactly do you envision that money will be spent? so what we're proposing and i'm i have done a lot of work with the national experts and drug

market interventions, drug policy. i am working closely with supervisor catherine stefani and supervisor rafael mandelman. what we looked at was cities in the united states and europe and all the things that they do to successfully address open air drug scene struck dealing and drug overdose deaths there's been amsterdam, frankfurt, vienna, zurich, switzerland, new york. there's other providence, rhode island. there's many cities that actually do a good job. so what we did was we put it all together in one resolution to walk through the things that san francisco could do. we are asking 21 city departments and 6 city commissions to report back to the board of supervisors. i wish that i could take credit for all the ideas in san francisco recovers. but the truth is, these are ideas that are already working. we just need a coherent plan and strategy. and i think we've got 100 million dollars to that will maximize the funding that we already have. san

francisco's a 14 billion dollar enterprise and i refuse to accept that the city can't solve these problems. when other cities are doing so. thinking that this funding will be deployed towards more law enforcement and a mental health services. what are you thinking? i i think that i feel very strongly. it has to be all of it. >> and one of the things i think where san francisco has struggled is. we tend to take a lot of you are here to, for at least have taken a view that we're going to do something in the tenderloin and it's going to be temporary and it's going to be public health but not criminal justice. i think this is something that needs to be citywide. it needs to be sustained and it needs to include things like public health initiatives and strategies, criminal justice and strategies what we're calling a right to recovery initiatives and programs that will encourage and incentivize people to get into recovery. a lot of the people who are out there are active in their addictions in using sober new deal programs that we can have job training, job

opportunities and student loan program, student grants to make sure that we can have some of the people who are early recovery get in to peer counseling programs, which are making a lot of progress in states like oregon where they're struggling with their own opioid issues and then enhance transparency initiatives that we have to take. one thing that has come up in lot of programs that have tried to address this. san francisco does not do a good job of tracking outcomes when it comes to drug court and other things. we need to know where we are succeeding and where we're not. if we're going to get better at this. payless, 15 seconds here for when will this resolution be put up for a vote? so next month we're going to have a hearing on this. the resolution is beginning a conversation with the department heads and i've already started this. this is personal to me. i'm not giving up on this. very good. all right. thank you so much. san francisco district, 6 supervisor matt dorsey, we appreciate your time this morning. thanks so much all right. we'll be right back. ♪ meow, meow, meow, meow. ♪
