stephanie, you're just so full of sunshine and here's mean gloom and >> here. good morning, stephanie. good morning, everybody. this is the shot from uc berkeley down at the ground level. as you can see right over the hill, you can see where you can see, but the east bay shoreline, fog up right now, we're expecting this mixing o take care of this as we approach the noon hour. that's the models are telling us here, but we'll still be left with some scattered cloud cover through today. going to over to future cast for we'll get over on the side here. but the pulsating during the morning hours into the afternoon of that marine layer that's very familiar and the flare up of some showers in the afternoon. maybe not so much this afternoon, but tomorrow and even some color is a shun and they're indicating could be some winter weather just thrown in there just a bit. that will be the higher elevations going on. and that is coming in actually from the southeast. so that's that the track that we use the sea with the monsoon pattern, a temperature check for most readings are in the 50's for right now in is racing ahead. 67 right there. breaking everything down for you today. morning fog bay
9:16 am
scattered clouds remain, though. now temperatures inland will be in the mid 80's. now this week ahead. we've got morning fog. mostly sunny, though, for the afternoon. and our temperatures hold much the same 70's in the bay 80's inland. so kind we say in the trade, a persistence forecast into the weekend. the only a little wrinkle here is a good strong on shore wind for those afternoon hours. i did mentioned before that we had a little bit of a potential whisperer of an offshore wind during the week. that doesn't look to be really kind of coming together real well, we are, though, perhaps kind of watching with some caution as we get into the following week. now, the we might start to get some offshore winds. you say that in october and that already is ears. go up right away. 68 san francisco, 72 for open today. we'll do about 79 for san jose. got those got the morning fog, of course, in the scattered clouds, got to keep that in the afternoon forecast highs there. you the upper 80's in the far east bay lower 80's. up to the north note, the green, though, the covers the perimeter of the bay with those 70's and upper 60's
9:17 am
holding a strong 83 for monday. tuesday will also do 83 and really for the 70 forecast that will continue. but i'll get more into that. plus, also that tropical system around central america right now. that's a turning to a tropical storm. stephanie. all right. thanks very much, dave. >> kron 4 is your local election headquarters. the midterm election is now less than just a month away and ballots will be arriving in the mail any day now. so check your mail. joining now to discuss everything that voters need to know is contra costa county deputy county clerk recorder tommy god, thank you so much for joining us back here this morning. thank you for having me. all right. so elections very, very close. just coming up in a few weeks here. we know that a common concern that was brought up by a number of politicians over the last few election seasons was this matter of ballots, safety safety for voters. so can you walk us what the messaging is to people who might doubt the security of their ballots when they go cast their vote.
9:18 am
>> yes, you know, we want to educate people that vote by mail. voting is safe and secure. just like our normal in-person voting is. and so there are many safeguards in many checks and balances with regard to our processing of the vote by mail ballots and how we treat them and how weak how count them. >> so walk us through what that security process looks like. >> so when we pick up ballots from post office, for example, or from drop boxes located throughout the county, then we always travel in teams of 2. there are always 2 people with the ballots and we also always have a chain of custody procedures forms that are filled out. so we know we should be expecting ballots to be processed during a picked up during the day. and then we do our signature recognition process. we count for every ballot. that is a process through the day through the mail. so there's a lot of the county none. again, a lot of checks and balances. and how do you make sure that people don't vote
9:19 am
>> so, you know, that's one of the anytime we happened to send a ballot a second time to to, for example, if they registered to vote, we've registered to vote at the dmv, for example, or the changer address at the post office. then we receive that information and we send a replacement ballot and that's all accounted for in our voter regis ration system. so therefore, the first bell that comes in will be the one that would be counted. the second one if they should come back raises a red flag. and and we're ensuring that but are only votes want. i should also mention that because of the day, the creation of the statewide voter registration database that we're able to check on a voter status, let's say if they move from one county to another that we are able to track that voter moving and being able to tell if they had already voted in the previous county and other any benefits with some somebody choosing to vote. >> in-person where as good versus getting it through the mail. i was. are there any pros and cons?
9:20 am
>> well, certainly when when a voter receives a ballot and ballots are going to be put in the into the maelstrom no later than tomorrow by law. and voters will begin receiving their ballots this week. they actually have more time to be able to study the issues and make their decisions make an informed decision. of course, they should be doing so if they're going to be voting in person, too. but in a lot of ways, i think that voters feel like there's a little bit of pressure when they come to the polling place that they're out of boating booth and there's no other voters waiting that if they're doing it at home than they are able to do, it leaves early in their own home and be able to make a more informed decision out what are some of the important deadlines that people need to know. >> as we get closer to the midterms. yes. so the closer registration is in 2 weeks. that's up to 24th. we encourage for voters to register by that deadline. they can do so. >> online, for example, in all the elections websites have a link to the secretary of state online registration. so therefore, then we're sending
9:21 am
them a ballot if they miss that deadline, they have to come and in person in order to register, they can register as late as election day. but we encourage them to vote to register ahead of time and then therefore we can get them a ballot in the mail. we encourage voters to vote early. also, if they've already made their decision in terms of who they're going to vote for and what measures are going to vote on, then go ahead and vote that ballot and get that back to us by now by a drop in person, the ballots that we receive early. we can actually allowed to process those ballots and count those ballots and have them at our 08:00pm results. first thing, those are the first result at 08:00pm or the vote by mail ballots that we've processed today ask a couple things here for you. what are some common mistakes that people make on their mail in-ballots? so the top 3. >> the top 3 reasons. number one, they forgot to sign there and what we want to be sure that voters signed the return envelope. that's what we're
9:22 am
required to compare this signature on that. and look to the signature on file when they registered to vote. number 2, is sometimes the spouse might assign another. you know, there are other spouses, a ballot. and so sometimes we receive that information. if we can match it up, seeing that it came from the same address. and that was, you know, and the signatures compare. >> then oftentimes we will count those. but sometimes somebody will for a signatures will not compare. and then that way were required to send with are called cure letters, letters that give voters a second chance to be able to cure their challenge status. and then the 3rd reason is that it has received too late that the voters just got it into the mail after election day. it has to be postmarked on election day and received within 7 days after the election or that they turned it into a drop box after 08:00pm on election night. so we want them to be sure that they turn it in a timely fashion and vote early. >> alright, vote early. that
