conditions looking quite cool and foggy out there. let's check in with dave sphar for the latest on conditions out doors heyday. >> hey, stephanie, good morning. and good morning, everybody still dealing with those overcast skies we've been talking about. here is the east bay shoreline. you may recall from yesterday that we had a lot of ground fog. we're still negotiating through and we had the overcast, the kind of lingered into the early afternoon and so forth. well, this is going to probably clear out by the early afternoon in terms of giving us at least partly cloudy skies were mixed bag of some sun and clouds here and even a better job tomorrow. but the general program is still the same with that on shore flow pattern. bringing us the morning fog and all. so that's going continue just about all week long. got to keep some scattered clouds in that general forecast 60's over the entire board. santa rosa's now graduated up to 60. and even though we're going to see some nice inland clearing, don't expect those numbers to pop today. that will happen midweek, but not so much today. here's futurecast for let's roll through this nice clearing happening in london. looks like by the early afternoon, a good chunk of the bay clears out too. even maybe
9:16 am
san francisco opening up to some rays of sun going on southern marin, which was tough going yesterday and we'll do this again tomorrow overnight shore. but then it starts to clear out a little bit as we get to get some sunshine in here eat away at this cloud cover. so looks pretty good. as you can see approaching around the noon hour again comes back again for monday. will do this whole routine all this week long. it really doesn't start to change the pattern until we get to next to the end of the week. but we look for a little bit of a heat pump will call it for midweek today. considerable bay clouds going on afternoon, clearing all that at least in spots, not everywhere. at the same time, then early in the week, some variable clouds part the fairest way to say it cool, but a warming trend. again wednesday, thursday that today's probably the warmest upper 80's scheduled for that. and then late in the week, we've got some cooling going on because the shift as things come in from the northwest down to the bay area that would normally delivers some rain. but it looks like that. there's a chance of rain but not great. 64 san francisco,
9:17 am
oakland, 67, 71 for san jose. but again, with the skies opening up even the inland valleys, lower 70's about all will be able to muster again. expect some upper 80's mid week coming up in a bit. we take a look that extended forecast your 4 zone, stephanie. >> all right. thanks very much, dave. california's opioid crisis continues to kill thousands of people each year this month, san francisco assemblyman matt haney was tapped to lead a bipartisan committee of state lawmakers to investigate solutions. he joins us live now to discuss. thank you so much for being here. thanks for having me. all right. so paint a picture for us, right? how bad has this opioid situation gotten in the state of california? >> the pictures very bleak. unfortunately. and it's getting 10 years ago we had about 82 deaths that were attributed to this past year. we had nearly 6,000. wow, 70 time increase in 10 years. and in one year from 2020 to 2021, an increase of 50%. so this is a statewide problem that is
9:18 am
taking the lives of thousands of californians every year. it's impacting every city and county across our state. and so what we need is a statewide response that is as big as the crisis we're facing. and right now there's no plant. so we formed this committee, a bipartisan committee that's going to hold hearings all up and down the state and really come forward with solutions that can save lives. >> where are these drugs coming from >> it's just so fentanyl is a synthetic opioid it's coming in many cases from overseas. is 100 times as potent as morphine. and so with a little small amount, it can kill somebody. and so fentanyl is showing up mixed with other types of drugs. obviously, the drug crisis that we're facing is more than just fentanyl. but this rapid increase in a drug overdose deaths in particular and the real devastation that we're seeing is is attributed largely to fentanyl. and so these drugs
9:19 am
are coming in some cases from overseas sometimes are made in the u.s. not only do we need to make sure that people who are addicted to fentanyl get help. but we also have to make sure that we're stopping this a flow of these drugs into our state. >> so what are some potential solutions that you're looking into right now? it sounds like there is a hearing process where you're going to go across the state, but are there any potential solutions already on the table? >> this is something that i'm intimately familiar with. i represented the tenderloin and south of market. there are things that work making sure we have more readily accessible, nor can i know lock so you can reverse overdoses, lowering the barriers to get more people into treatment. buprenorphine is the most effective treatment, not enough enough. people have access to that. we have to make sure that when people are incarcerated are going to hospital that we begin treatment there so that they don't come back out on the streets and maybe take the same amount of drugs that they were before, which is, which is much more deadly. so these are some of the things that we're doing. but in reality,
9:20 am
this is a statewide. so the problem and it may look different on tribal land may look different in rural areas where they don't have treatment beds. and so we know that reversing overdoses and making sure narcan is available as a part of it. treatment is a part of it. working with our attorney general local police officers to make sure that we're stopping the flow of these drugs in the communities but this is a process that we really want to go out there and listen to people on the ground. listen to people in these communities and develop a real statewide pean to confront what is now at the most deadly epidemic in our state. >> and obviously the situation is pretty severe what sort of timeline are you guys working with in terms of ideation, too, the tangible steps? >> well, you know, we're going to start with our first hearing in january and we're going to hold hearings throughout this next year, all over the all of my colleagues have stepped forward and said they want to be a part of this process. and at each of these hearings, we want to develop
9:21 am
solutions. we want to make sure we analyze how we can get more people into treatment. how we can expand access to beds, how we can when somebody does overdose, make sure we immediately respond and enroll them help. and then we're going to work with our statewide law enforcement and local law enforcement. so these are all things that are going to happen over the course of the next year. and i'm planning with my colleagues to come forward with each year. i'm in the assembly, a set of bills, new laws that can respond to this epidemic. and hopefully we'll start to see a real impact. and and, you know, governor newsome recently vetoed a bill that would have allowed some cities to introduce safe. >> injection those are places where people can use drugs under supervision from medical workers. >> do agree with the governor's move here. >> i i don't agree with it. you know, i think that we need to this drug use that's happening in many cases out our streets and sidewalks inside get people help save lives. you know, these sites
9:22 am
are operating all over the world and no one has died in a overdose prevention site. so this is something that i was disappointed to see the governor veto at the same time, we can't wait. we have to do everything we possibly can to confront this crisis. families are suffering. our neighborhoods are suffering and people are dying. and there are solutions that are out there and we need to be aggressive about pursuing them. >> all right. san francisco assemblyman matt haney, thank you so much for your time and thanks for having. all right. we'll be right back. welcome
