deadline for that service is december 23rd. for your money this morning. gas prices continue to drop across california and right here in the bay area. let's take a look at prices this morning, marin and solano to cheapest in the bay area. according to triple a is san francisco. gas prices have finally drop below $5 a gallon, the most expensive gas in the bay area continues to be in napa where the average price for a gallon of regular is still $5.12 sets. the prices might not stay down for long after russia rejects a $60, a barrel price cap on its crude oil. that price had been set by western powers and was set to take effect tomorrow. the group of 7 nations as well as the european union and australia are trying to limit a key source of money russia uses for its war with ukraine. but russia has said it will not supply oil to countries that insist upon that cap. it is not clear yet how this
9:39 am
could impact prices here in california, but we will let you know when we know taxpayers are being warned to expect smaller tax returns in 2023. the irs says refunds could be lower because there was no stimulus payment in 2022. and there's a less generous tax deduction for charitable gifts. the irs also says that if you want your refund faster, you should file as soon as possible and request your payment via direct deposit. of course, still a few months to go before tax day. so if you have some time to think about all that information as millions of americans prepare to travel this month, there's growing calls in the travel industry to make airplane seat safer and more inclusive. the push for more leg room also happening in the entertainment industry, our sloane glass reports. >> nearly a 3rd of the world's population is either overweight or obese. and that number is growing. but our seats aren't having a 3rd of the community that they're serving now feel comfortable in their establishment is bad
9:40 am
news, right? so they're highly motivated to make some changes. the faa asked the public for comments on the minimum seat. i mentions for airlines. >> and they were flooded with comments. airlines are not unique in this challenge. stadiums theme parks and theaters all have a plus size problem. rebecca alexander is the founder and ceo of all go a design firm that specializes in helping companies and organizations make their spaces more inclusive for all sizes and abilities. the bigger issue is that you have. >> an experience where very few of your customers enjoy it right. so like even if you're not a plus size person. but if you love getting on a plane, is it a good experience? absolutely not. but what about the other passengers? opponents argue reducing the number of seats or making them larger may raise fares to compensate for cost, get
9:41 am
creative. >> like people are, you know, to focus on making small changes to a system that nobody likes. let's make big changes and see if we can get to a place where, you know, air travel is actually fun again, according to market research and business intelligence, the plus size market, which includes a peril in the u.s. is currently worth 601 billion dollars and is projected to nearly double in size over the next 10 years. >> 9.41, we're still tracking storms to the north. plus, it could be a rainy commute tomorrow morning. we'll track it all down for you now so it all down for you now so that you're prepared later.
9:42 am
9:44 am
>> all right. welcome back. taking a live look now at the golden gate bridge. this beautiful sunday morning. probably a little damp where you for stepping outdoors. at least it was for me in san francisco. and it might be that way for some of the drivers crossing that bridge just now. but that just how long it's all that rain going to last for britney. you know what? we're going to scattered showers throughout the day. and as you wake up tomorrow, that's really going to be the theme for the next couple of we're still watching for that' rain today and that rain tomorrow. let's talk about everything you do need to know. so rain and patchy fog. i think the majority of that from the 06:00am. >> to the 10:00am hour. but we still watching santa rosa
9:45 am
because from 10 all the way to 6 with the potential for rain, storms and thunderstorms, maybe even hail. not to mention sierra winter storm and that is in tomorrow at 4. but we've already got a lot of snow. show you a picture here shortly. so right now, as we speak again, let's talk about that for radar to 9.44, so right now, as we speak, we're still watching the showers. so in north of san francisco, you may be seeing some showers right now. this is going to be near the i-80 part, you know, just right there close to vacaville on the bottle and >> up there towards a santa rosa. as we fast forward a little bit later on today, i think around 10, 15 up north of a santa rosa, you're going to start to see the potential for thunderstorms and i'm talking about again, we always say when you hear thunder storms go inside, you see those showers continue to move on 5.15, you're still going to see some thunderstorms or rain just north to us. and then we're going to get a break. but then right there, the potential for more just north of santa rosa at 7. so i'm going to be watching the north part of our map throughout the day because you can still see that rain taking a look at
9:46 am
donner summit. this is why he's talking about, yes, you're going to be change, although some folks are still going pretty fast. i think. >> on 80 50. but that you're still going to see a lot more snow in the mountains, futurecast when not only showing sprinkles throughout the area, except with the santa rosa area. watching those thunderstorms, we're going to see breezy conditions throughout the day. some parts of the day for that to the 6 are going to see those wind gusts of 20 miles per hour fast to tomorrow. whtt i want to make sure that you know about we are watching the potential of fog, but really it's going to that 5 to 9 rush hour that we're going to watch for the potential rain. and i just want to tell you now, so you can kind of prepare to wake up a little earlier than what you normally would so that you're prepared doesn't always rain here. so that means slower drive times as well. our highs are going to be right there at the upper 50's. so we're right there at seasonal average for pretty much everybody and that 7 day forecast really just shows you scattered showers. i think that's going to be during the morning rush hour commute. we'll get a couple breaks and then scattered showers again on friday. so really, we have
9:47 am
a little bit of everything. still stay connected throughout the day. you know that area really >> bush, you know, most of the little creative with your wardrobe, right? no to dress in layers. have the coats ready. thanks, brittany, for your health this morning. every year, more than 800,000 americans have a heart attack. and winter is a time of year but sees a very high number of heart attacks joining me live now with some tips and how we can all protect ourselves is our health expert karen owoc. good morning to you, karen. good morning, stephan. a all right. so let's talk a bit about how this >> colder weather, the one and all that cold weather that britney was just talking about, how that's going to affect our heart health. >> well, number one, it it's because of the flu. that's one of the reasons why and flu season peaks during october to february, then kind of dies off in april. so what happens when you have the flu? you are 6 times more likely to have a heart attack. 7 days after the onset of the flu. and one of
9:48 am
the reasons why is the the stress it competes on the heart because the flu also causes your lungs, too, in get very inflamed. so it's the heart. the heart has to work harder to get air blow, but slow to date. the longs inflammation. your body becomes very inflamed when you have the flu becomes your brain, your muscle tissues, your lungs, your organs, all become inflamed. and also the arteries. so what happens is that when the arteries become inflamed your arteries, if you have heart disease, then you have a lot of plaque sticking within the artery wall. so that plaque that call inflammation will cause that plaque to actually crack and dislodge in a can that flat plaque can flow and it could travel on to in in light into other areas and cause a clot. also that crack can be
9:49 am
platelets and those of the planning agents that are in your blood. that will they'll rest to the cracked area. and that will also cause a clot to form. so that's 2 fold in that. and not only is that of, you increases your risk of a heart attack, but also stroke as well. and you also mention you know, are for >> this fashion choices. i guess you could say. will the the stress on the heart as well. >> well, you want to make sure you dress that correctly and that dressing inappropriately is one of the causes that will cause a heart attack because if you are very cold, the cold temperatures are going to also increase your risk because when it's cold, your vessels will constrict is trying to hold on to the heat and then that's going to increase blood pressure. so you want to make sure that you dress
9:50 am
appropriately? you know, one of the things i tell my heart and lung patients is to wear something that protects their their mouth and their net keeps at war because you want that warm when you breathe in, some cold air is going put a shock to your heart and your lungs. and so you want to kind of protect it with the layer. so therefore, the air is warmed before it enters the body and then also keep your keep your hands warm. you know, we now have gloves that are that are text, you know, phone friendly. so they have these little pads on there. so if you want still text, you can still do so with these gloves, you don't have to take your gloves off so him and that will help protect you in the in the cause. and another thing that you wanted to point out, who is just a nowadays, a lot of people like to head up to the snow burning was also talking about well as snowfall that we're seeing in the sierra. >> snow activities are popular thing to enjoy this time of
9:51 am
year. you know, but we also want to make sure we're not over exerting ourselves when we're participating in sledding in skiing, that sort of thing, right? so so snow be be ware of snow because snow can be very heavy. >> and lot of people when they go out there, they're not in good shape. they have some kept a heart condition. they go out, start shuffling. that's a very vigorous exercise. so your blood pressure is going to rise. your heart rate is going to increase and your oxygen demand is greater. so that puts you at a higher risk of a heart attack. so you really have to be cognizant of what you're doing when you're out there in the cold and what exercise you're doing. and another point i want to bring up is that. >> when you're older, you you have less body fat. so you're at a higher risk of, you know, hypothermia being and having a heart attack. >> and also, as you get older, you kind of lose that sense
9:52 am
temperature. so if ever you see an elderly person out and they're not dressed appropriately out in the cold, make sure you get them with some warm lots of layers because they they may say they're fine, but they just don't sense that they're cold. >> and the last point here real quick to is this is the time of year where we're going to holiday parties and there is going to be some, you know, drinking involved. how does that also of mixed with the cold weather affect our bodies. >> so alcohol and cold weather do not mix. and lots of times you go out to a football game. what are you doing to drinking and sitting out in the cold? that when they are drinking, - that's what actually warming them up. but actually it's cooling them down. so when you drink alcohol, the vessels will die a late to widen and then you'll start to lose body heat and then you'll feel it in your skin and that feeling of want on your skin is
9:53 am
actually you losing the body heat. so it's a it's a fallacy. and so if you are skiing or golfing and you're out there drinking and it's cold. definitely. it's going to put you at risk of a heart attack. the best thing is water and maybe some warm water because warm water is an insulator and that's going to help you stay warmer. a good tip for any time of the year. thank you so much to our health expert, karen owoc your tips on how to stay safe as the weather gets colder. we appreciate it. >> you're wel where can you save time shopping... and spend quality time, at the same time? lowe's, actually. this holiday season experience the magic of winterfest.
9:54 am

don't receive cabenuva if you're allergic to its ingredients or taking certain medicines, which may interact with cabenuva. serious side effects include allergic reactions post-injection reactions, liver problems, and depression. if you have a rash and other allergic reaction symptoms, stop cabenuva and get medical help right away. tell your doctor if you have liver problems or mental health concerns, and if you are pregnant, breastfeeding, or considering pregnancy. some of the most common side effects include injection-site reactions, fever, and tiredness. if you switch to cabenuva, attend all treatment appointments. every other month, and i'm good to go. ask your doctor about every-other-month cabenuva.

>> we got through. >> but it's just so neat to brittany, take a look at this. i mean, video you can see here shows nasa. well, they've got 2 astronauts conducting a spacewalk. this happened yesterday and they were installing a new rollout, solar array on the international space station. this new technology is expected to help improve the space station's current solar powered system. and then this next spacewalk is planned for december. the they're going to have another solar array installed there. and the point of this new technology is to help increase the system's power generation capability by up to out really needs to fit a lot of science, right?
