magic overnight. here it is to greet us this morning as well as we've got patches of rain in there. >> and some light drizzle and showers around. expect that to continue during the later morning hours. before we take a break at around noon and then we're going to build up for sort of the grand finale to kind of tap this all off as we get into the evening hours, which will be tracking for you just heading down south little. that's what we've got going on here. more of the same, of course, the higher elevations are getting that up sloping factor. that means just to the ring a little bit more moisture out of the atmosphere. when you get that kind of activity there, it is kind of in motion and you can kind of make out a little bit towards the west where the break is before the low . and that may generate some potential thunder showers. that will be late this afternoon into this evening. live shot of the golden gate bridge. clearly very wet there that we have kind of an onshore wind working a little bit here. there it is on the map. you can see the winds largely out of the west on shore and the breakdown today got a little break happening about 11 o'clock or so cloudy again by 2 as rain redevelops into tonight. i even agreed to

a little bit by tomorrow morning. well, the more your forecast coming up in just a bit, stephanie. >> i thanks very much, dave. in the north, a heavy rains and strong winds caused several trees. as you can see there to come crashing down, damaging homes and cars. this happening in said monte rio in sonoma county just yesterday. officials say 4 homes were damaged by trees. one of those trees landing on a 2 story home on alder drive. the other, bringing down power lines and half of the utility pole. 3 airbnb renters say they were inside of a home on old monte rio road when an enormous tree limb landed on the roof and damaged their cars. >> it was a limb somewhere. grateful for being inside and not outside and trying to stay safe. enjoying the weather. this was a little bit much more than we anticipated. this is our first big storm. we've got several years of drought and all these trees are drying out of water. >> no injuries were reported in any of these incidents. and

we also are tracking conditions in tahoe this morning. looking like it's going to be a white christmas for them out there. this is a live look at the sierra at this hour. highway 80 and they got hit. so with some pretty heavy snow yesterday, they are expecting more today, according to caltrans parts of i-80 were closed or are closed rather out cold facts, truckee and at the nevada state line, there are also closures on highway 20 and highway 2, 6, 7, dave is going to have a complete look at the snow in the sierra coming up at 7.15. happening today. mayor woods national monument remains closed throughout the day because of this wet weather. the agency tweeting out this photo just yesterday of a tree that fell over a walkway. no wood. so one of the many places and events shutdown this weekend because of the weather, the oakland zoo and their glow farhi event are also closed for the day. and the rain kept santa claus out

of town this weekend, at least in napa. the bad weather forced the cancellation of the holiday parade there. it was supposed to happen saturday night to celebrate 175 years of christmas in the area that route normally starts near city hall and officials with the downtown napa association say unfortunately, the parade will not be rescheduled this year. and we continue to track the what we weather for you all weekend long here on television and our digital platforms for the latest, you can scan this qr code that will take you straight to our website. well, you can find the latest forecast and details on current conditions out doors. and speaking of conditions out doors that wet weather is putting a damper on many holiday events in the area. but the jingle bell 5 k run kids run event is still going to get started in the north bay this morning. and that's what we're going to find. kron four's camila barco. she's live for us in sausalito where the rain camila is not keeping people from celebrating the holiday spirit.

>> yes, stephanie, good morning. rain or shine people are coming out here to sausalito this morning to participate in this 5. k let's talk a little bit about the weather first. obviously not a lot of rain this morning here in sausalito. however, i can't say the same for other parts of the bay we have heard from some of our co-workers that it's been raining in the east bay, but here in the north bay. so good so far and kind of ok whether to be running and it's raining too harsh. how ever it is very cool this morning here in the north bay. you can check it out. i'm even wearing gloves this morning just because of how cold it is. people, however, are still going to be coming out for this event. it takes place in sausalito registration starts at 7.30. the race starts at 8.30, and excuse me. the run starts at 8.30 and then the kids fun run starts at 9.15. we're going to be here throughout the morning. bring you live. look of the run and

how people feel running in this weather. stephanie, i will say i am not one to even run when it's even sunny outside. but these people they are braving through this weather and they're going to be out here today. so be speaking to them soon. but for now, i'll send it back to you. all right. it's very impressive to see people getting up this early in the morning to run in conditions. >> camila, thank you. people also turned out for sausalito 35th annual lighted boat parade. >> kron four's amanda hari shows us what happened. i'm on the 85 foot long yacht that started off the boat right behind me. you can see a couple more of the boats that participated. i'm told in the 35 years of this event, they've only had to cancel it once because of weather. >> and never leave been up to that this year. instead of decking the halls, captains were decking out their boats with thousands of festive holiday lights. >> even had an inflatable santa set sail. i've never

seen the light show boat show. so kind of excited to see what that despite a dreary forecast, aaron levie still came out to sausalito from san francisco with his family. >> but he came prepared for the weather to little blustery. little chilly. i got my big sweater on and my a raincoat. >> we're all warmed up here next. a little heaters. so we're trying to stay as warm as we can for shot. lorre says his son is visiting for the holidays and and planning to come to lighted boat parade for weeks. we had already paid for this. like, you things like. yeah. >> so it but it did not get enough being hit any says once he was at gabriel son park, he realized there was a benefit to the rain. i'm actually glad that mother daughter and some people as i can get the jeff's she is on the waterfront foundation board and helped organize the event. >> he said they watch the forecast all week and set up some heaters and covered areas. we definitely can check in or out of the storm for the last couple days to see, of course, inflows of what's

foot to what's going on with this, potentially even up to a foot in some locations. so, yeah, it's not done yet. it's still going to continue through today. general forecast notes by tomorrow already clearing out a little bit here. 31 tuesday, same deal. mine are warming up by wednesday, but the takeaway here is quite a bit of sunshine, at least early during the week that our storm tracker 4. here's what we've got going on. some spaccia still remain this. the leftover light rain showers zooming in a little closer. looks like the east bay is getting a little bit more activity. wild start to taper off a bit in san francisco in the peninsula. 40's and work for right now somewhat milder. know going on. we'll see temperatures dip a little bit early in the week. once this low passes, we have some forces working against that. part of it is that cloud cover that will remain. that doesn't allow us to cool off as much so noting that break, i hear you say, ok, we've got the rain moving through, boom around noon, little bit of break. maybe couple. the rays of sun come out. then the low finally starts to move its very obvious where it is looking at right here. nice, good, strong bands of rain. so

the rain is going to come in with kind of the intensity. you remember from yesterday, but it will be more spotty and it's dips to the south has projected notice in the higher elevations of our local mountains. you did see some color is a shun and they're just telling us that air mass is a little cooler and the potential is there. you might pick up some cosmetic snow up in the higher elevations. there may be for our winds. it's going to remain breezy. they're going to be somewhat variable throughout the day. double digits. it looks like all day today. finally tapering off a little bit. by the time we get to monday. so look ahead of the whole week here. we've got rain showers, midday break, thunder shower possible with the true version of that low going through and that low passes breezy for this week. early showers clearing on monday. but the week is kind of wishy-washy on the models here. they don't agree. the brain later. still there in the cloud cover and so forth. but we may potentially also have a little in the way some light rain showers with all that and then continuing into next weekend, although it doesn't look like the act that we just experienced. your forecast

program manager. these students are. i a huge range of different artis some are beginners who have just been with us for a little while. and there's quite a few people. >> we have a real interest in art that had started from when they were very young and they've been sort of funneled to our program because they have to strengthen our. there is a wide range of skills among the artist and a wide variety of artistic options. ceramics painting. >> drying phone, prince and much more. >> this beautiful work with all of its colors and detail could easily be shown at any museum or gallery. and it is for sale. 50% of all of the art sales goes to the artist who created and creativity explored has a gift shop right here outside the studio with the students are busy at work. vincent jackson's work sells

and there's an incredible exchange that goes on between our artists and are teaching artists who work with them. everyone gets a lot of joy out of being here. people will come in the their to door. they're not having a good day and do have the tools in front df them and they'll start to get to work. the sort of the stresses of the day will kind of fade away as they absorb themselves and their work. the disabilities vary from mild to some light has make. his grandmother says creativity explored changed. number one is. >> making friends not only friends on with his peers, but also friends with the teachers and the love that he wants over more of what the world is like outside of his home. they just blossomed next year. creativity explored will celebrate 40 years in san francisco's mission district. and for some, that's even more reason for pride in the work

today, the house committee investigating the january 6 riot at the capitol. >> meets to discuss what criminal referrals they may want to make to the department of justice. that committee has said it will release its list of referrals on december. 21st members of the panel say they are still weighing who should be included on that list. once the list is released, it will be up to the doj to decide

>> welcome back. we are tracking this storm sweeping across the bay area right now. >> and this is a live look at conditions. according to stormtracker 4 this morning. all that green and we're starting to see some yellow there indicating the rainfall that's coming down across the bay area. we, of course, do want to start this half hour with a look at what a lot of you have on the top of your minds, which is the rain outdoors, the snow a day. but can you tell us? >> hey, good morning, stephanie. and it looks like today. we'll get a little bit

of a break going on. at least the mid part of the day. let's get some things done. perhaps even a couple to raise a son to throw out there as well. no to the radar as well. there you see it. the splotches of the darker green tend to be the more moderate rain showers. and yes, the yellows, more intense notice how that's conveniently where the higher elevation is. you tend to get a little bit of that up in more or graphic lifting tampa bay's call. but you get the general idea and that tends to sometimes have a bit more intensity. just not as much moisture you have to work with, but we're waiting for the last shoe to fall in all this. that's that low pressure system. look at this. the golden gate bridge and you can make out a little bit a patch of blue out there. so you may see some of that throughout the day today, the next few hours, really. but after say one or 2 o'clock that's done once this low starts to move through, it is still out to sea. not a player yet. this is all the precursor of motion before it gets there. you can see the clear patch off towards the west. that again is about the lunchtime hour break before it rebuilds again with cloudy skies this afternoon and showers. perhaps some thunder showers going

into your evening hours. this rain will be a tense like it was yesterday as it moves through, particularly a nice little juicy band in southern moran, extending off to oakland and san francisco a little bit. and once this plays out overnight, that's it for a little while. looks like we'll have more on your long range forecast in a bit, stephanie. all right. thanks very much, dave. >> breaking overnight, at least one person is dead after a car collided with a pole in san jose. according to police, this happened in the area of story and center roads. 3 passengers were taken to a local hospital and one person succumb to her injuries and was pronounced dead. the driver of the car was not injured. he was arrested for dui and vehicular manslaughter. this marks san jose's 62nd traffic fatality of the year. a street in east oakland has a new name as kron four's. philippe reports it was renamed saturday during a ceremony honoring a bay area. rapper. >> just outside fremont high school in east oakland where

departments. officials say they handed out just over $30,000 in exchange for those guns. members of the public were offered $100 for handguns, rifles and shotguns and $200 for ghost guns and assault weapons. livermore. police held their annual shop with a cop event saturday morning where they helped out dozens of local kids in need. watch. >> i think this is awesome. i place office is also i the girl that shopping with me is awesome. >> everything is awesome. haha. off-duty officers pick the kids up from their homes, then brought them to starbucks for hot chocolate and cake pops up from there. the elementary and middle school students headed to walmart where the granada high school marching band. welcome them. as you just saw a few moments ago, officers then took the kids shopping when they got to pick out their own gifts. $300. walmart gift cards were also given out to a number of students. lovely to see that.

well, despite the wet weather, volunteers in oakland got out and planted trees for community climate action day. the event in celebration took place at liberation park saturday morning. mayor libby schaff was there saying the conditions were great for planting a tree. volunteers dressed in ponchos and rain boots and also clear brush to create some defensible space for wildfire prevention organizers say their mission is to empower californians to take meaningful action, to protect their homes and communities. now, when they're good, they can be pretty tasty. we're talking about dumplings has this morning's dine and dish vicki liviakis introduces up to the chef from the dumpling time at thrive city. like ocean. >> line he's a man of many most important dumplings. we

happen today for you to go out and do that. however. >> no dinner on the patio. so whole thing. so we'll have some wind and rain coming back again. there's a look at the winds want to point out. real quickly. do have a nice little onshore wind at work here both in the east bay shoreline along the peninsula as well. having said all that, going to future cast winds going kind of the variable in terms of directions. however, they can hold a good clip. it looks like through the day today and into tonight when we get more, the stormy feel as this low finally gets some movement stormtracker 4 years we've got going on here. most of the heavy rain for the peninsula down around san mateo. and meanwhile, the east bay, there's a patch you can see here from fremont extending on to san ramon, the tri valley. you're getting some rain as well. those higher elevations. yes, you can see some rain occurring up there around mount hamilton as well. key point when this low starts to drop in looks rather interesting. here is the west coast. golly, gee, i think we have a trough in the west coast. i don't know. call me dumb anyway. the higher elevations there. you can see some snow happening. we've

been talking about tahoe the whole time, maybe a half a foot to an additional foot possible. still looking at that. a winter storm warning until very early tomorrow morning. let's go to future cast for we get that break. we talked about at noon. maybe the sun even coming out a little bit. here comes that final low and the intensity. it will be more spotty than what we had last go around, but it will be there. just so kind of remind you what went through yesterday. notice the higher elevations. that's where starting to pick up potentially might be mixed in with some winter weather in there or more importantly, maybe some hail or some claps of thunder because this is colder air mass aloft here. this plays out throughout the evening hours overnight. we start getting some clearing here in the north bay. monday opens up very nicely. but in your morning commute may be a little caution for some little puddles and so forth are flooded areas in the local and your local region due to all this rain that we had over the weekend extra collection. stop it, right. there were only going to pick up a couple 107 inch of rain. that will do it for the early day. then in the afternoon, boom, you can see

where the intensity is much heavier to the south relative to the north, although it looks like knapp and you might still pick up a out at least a quarter of an inch of rain for this big low. but to the south amounts will be heavier. now going to the week ahead. there's the break we talked about, but it gets very fuzzy in wishy-washy. in many ways. we're seeing a lot of this cloud cover going on. the models disagree on any rain. one continues to paint us with some scattered showers throughout the week and into the weekend. the other keeps us dry until the weekend. so still not totally clear what's going to go forward. we do have a couple of nights potentially of a dip to around freezing. a lot of that's contingent on how much clearing we get temperatures for you for the week ahead. again, we have this variable clouds that should weigh shun might have the rain jump in and out. but into next weekend looks more promising overnight lows may visit the subfreezing numbers, but it really depends on much overnight clearing we get with that, stephanie, thanks a lot date. >> meanwhile, santa stops in

>> welcome back. we continue to follow the movement of this winter storm that's sweeping across the bay area. here you can see stormtracker 4 radar picking up a lot of that rainfall that's currently coming down on us. and we know that it's certainly going to be a wet one this morning. we do want to kick off this half hour dave sphar. he's been tracking those conditions and what's been happening outdoors for us all morning long. hey, dave. well, good morning, stephanie. good morning, everybody. and we see a nice little line here from freeman through san mateo. that's where most of the action remains for right now. this current moment more to be happening upstream. we're going to go will break in here. >> we get to around the noon hour or so. even the sun trying to poke out a little bit in spots before we far up with the grand finale going on late this afternoon. here's the shot from the golden gate. still kind of in the shadow a little bit here. but you get a general idea with some clear patches making their way across the sky. so hint a little chance to get your

local hospital and one person succumb to her injuries and pronounced dead. the driver of the car that was involved in this collision, not injured. he was arrested for dui and vehicular manslaughter. this marks san jose's 60 seconds traffic fatality of the year. a street in east oakland has a new name as kron four's. philippe djegal reports it was renamed saturday during a ceremony honoring a bay area. rapper. >> just outside fremont high school in east oakland where bay area rapper too short graduated from in mayor libby pop icon. >> he's leaving >> the 3 block stretch in foothill boulevard now renamed after the recording artist who walked the street every day in the early days of his career celebrations inside the high school gym 1000 showed up in support, including 2 short, good friends, mistah fab and

>> despite the rain, people came out for a gun buyback event that's happening in set. that happened in san francisco rather on saturday. the violence prevention and youth development organization united playaz connected and collected more than 100 guns within 4 hours of the event. this program launched back in 2014 and today it's helped collect more than 2500 firearms. organizers say by collecting these guns and destroying them afterwards is less of a chance the guns will land in the wrong hands. san francisco supervisor matt dorsey says his office is taking action to increase neighborhood safety as well. >> we indications are utility of government to do any kind of just because supreme court decisions morass in washington

going to be very, very spotty. as again. we have this little break during the day until the next batch gets here late this afternoon through the overnight. now, you might already has some flooded roads in your local area. little bit caution monday morning when you're out about yourself extra time there because you might have some issues, particularly with this last day dose. we're expecting you can kind of see it way upstream a little bit in this low is coming from the northern latitudes, which cold aloft, meaning it may potentially drive some thunder shower action or some hail, but it lowers those snow levels that we may have some token or cosmetics known mount hamilton, mount diablo just temporarily. here's a look at the golden gate bridge and you can see the clearing patch that we have. again, this may be interrupted by that pla bubba. some rain out to see in the next hour or so before that funny. so subsides. winds are pretty much on shore for right now. it will be breezy today will give a note a nod to that. the double digits expected well overnight and monday morning we finally lose the winds. the breakdown today got to mostly cloudy, going on

the rain kept santa claus out of town this weekend will at least for people in napa. the bad weather forced the cancellation of the holiday parade there. it was supposed to happen saturday night to celebrate 175 years of christmas in the area. the route winless starts near city hall officials with the downtown napa association say unfortunately the parade will not be rescheduled this year. and the weather put a damper on many holiday events in the bay area, but it's not stopping some people from getting outdoors. the jingle bell 5 k run kids run event is about to get started in the north bay kron four's camila barco is live for us in sausalito where she's been speaking with people just lacing up their shoes and getting their run on a good morning, stephanie. well, this race already begun about half an hour ago and already we are seeing multiple people cross the finish line. one kid here

basic core principles. one being we have limited resources and staffing of officers and police resources in our city. and the second is that everyone in our city, regardless of race, gender is entitled to equal treatment under the law. and right now we're seeing problems on both. we're seeing officers spend a lot of time on low level traffic violations like expired, registration or dice. hang in the mirror. spend do thousands of these stops here. the don't have a public safety benefit. they very rarely finding drugs or guns and they're not making our roadways any safer. at the same time, they're driving huge racial disparities, black and brown. san franciscans are between 6 and 10 times more likely to be stopped and searched and to our policy. does it rise to address both those problems? i would any to reduce racial disparities and reallocate valuable and precious police resources to higher value and more important public safety concerns.

>> so how is his new policy going to be different from what was before sure said has 2 major steps in this policy? one is. it focuses on what are called pretext stops, which is where officers will stop someone for a minor reason like a tail light being out because they have hunch that does not need a legal requirement. a reasonable suspicion and ask questions about for the crimes. and again, these drive a lot of racial disparities. so this policy does 2 things. first, it limits what officers can ask without having a valid reasonable suspicion of limits that area of questioning. and second, it takes a certain category of 9 low level offenses that we've looked really hard at the data to show are not driving public safety outcomes and our driving racial disparities and as officers can no longer conduct stops for those reasons. so, for example, feeling have a front license plates. having a dice or a mere obstruction the sort of lower-level offenses, what will no longer be the basis for a traffic stop under our proposed policy? i say so.

>> walk us through the people involved with putting this new policy together. and i understand you also incorporated some feedback from the public as well going as far back as may. absolutely. so this has been the most comprehensive feedback the police commission has ever undertaken for policy for about 6 months going into last year. certain commissioners were working with the police department and subject matter. experts. this policy was released to the public in may of 20. 22, just after i was appointed and started to help with that and from may to december, we conducted a comprehensive outreach campaign. we listening sessions all across the city. we had the assistance of doctor cheryl davis and human rights commission. there was online survey. there were 14 public events in addition to those public events. there were 4 meetings of subject matter. experts. we had multiple meetings with data experts and policy experts as well as town halls with rank and file officers to really make sure

that we want this policy to be the best it can possibly be. and then last week we announce a revised version of this policy, which is what's under consideration now. could you share some of the most valuable feedback that you received during all these different sessions and >> the process of gathering this week that, yeah, i think that 2 big takeaways for me. >> one was it's very clear that for communities of color and san francisco that are undergoing these disproportionate stops. these are dangerous to officers that dangerous individuals. philando castillo was killed in a routine traffic stop. is that the status quo is not acceptable. and as the oversight body of the police department, we have a responsibility to do something to reduce racial disparities. that's one takeaway. and the second takeaways, i really want the public to know that we want to be evidence based everything we did in this policy. whenever there was a stop on our list that we felt did actually have public safety value. it was removed in the revision for example, originally we had some language in there about u

turns and how you could say from a commuter route getting pulled over. but after meeting with mta, we saw there were actually a lot of accidents that are driven by that. and that's not in the final policies we really wanted to make sure we're balancing public safety and only focusing on these stops and really our low value stops and officers and the community would be better served if time is being spent on and and better policing activities. and 10 seconds, if you could. >> so what's next year before? i mean, obviously the goal here is to finalize this. what's next? yes, the policy has now been presented to the full commission. the public's been able to comment. it could come up for a vote as early as this next wednesday or when the commission returns from its recess early next year. all right. well, we will stay tuned for what police ever. cisco police commissioner kevin benedicto, thank you so much for joining us this morning. thank you again for having me. all right. we'll be having me. all right. we'll be right back.

san francisco bay this morning. how it looks so pretty out there. it looks like the storm moved out of the area. just for now, though, we are expecting some more rain back in the afternoon yeah, i mean, but otherwise, it's looking really pretty out there. let's get a check of our forecast now with meteorologist dave sphar a day. a good morning, 70. good morning, everybody out. most people enjoying that break. a little bit of clusters holding together a little bit in the south bay. you'll notice actually towards about hamilton a little bit there. >> and also very, very spotty along the peninsula. but it looks like we're settling into a little break across the bay before this guy comes down south later this afternoon. again coming from the higher latitudes. so it's a cold core low that will drive potentially some claps of thunder going on. speaking of some sunshine here, it is an sfo. no delays actually occurring there. what pavement, but still at least looking good, at least for a good chunk of the day. futurecast for shows that break. and here comes the low end. nice squall lines with it. got a couple of hits going on for tonight. but again, it will be broken up and spotty

with the colder air. you may potentially get some hail with this in the higher elevations around the bay area might pick up some token snow. this drifts south overnight by tomorrow morning. things are starting to open up. but because of all this weekend, rain, any issues along area roads, just take some caution. all of that, too. monday looks pretty clear for us. and then we get into the rest of the week and it gets more money. the models are not totally clear on all this looks like we'll get more cloud cover thrown our way. thickening up that marine layer of that. so the risk is there for a shower. how much do we collect here? not much early on, but then later in the overnight hours, perhaps picking up maybe a half a buck looks like in a good chunk of the bay up north. a little bit more modest, a quarter of an inch or less. so for today we've got the rain, the showers by midday. we got a break going on, which it looks like it's already developing thunder showers possible late with breezy conditions. then for this week ahead, monday is kind of a clearing day variable clouds beyond and the risk of a shower because the models just don't agree on this. then next weekend looks
