from the area's local news station. you're watching the kron. 4 morning news at 7. >> good morning. a major storm hitting the bay area as we speak. taking a live look now at storm tracker 4 radar and you can see widespread rain. >> all that yellow indicating heavier rainfall, some orange there, too. and there is potential for flooding and downed trees this morning we are keeping an eye on everything you need to know about this storm. thank you so much for joining us. i'm stephanie land. it's saturday december the 31st. happy new year's eve to you. we have team coverage this morning as we track the storm. kron 4

sarah stinson is out in the elements showing us the conditions this morning in the east bay. but first, we want to get to dave spahr with a closer look at where this storm is heading and how long it's going to last. >> good morning, dave. well, good morning, stephanie. good morning, everybody. and it's another wet start for us today. here's what it looks like on storm tracker. 4, as stephanie was some of the heaviest stuff now making its president known presence known through most of the east bay and some packages to the south as well, of course, has been raining pretty heavy over the north bay. so we already have flood warnings. the been posted up there in sonoma county, but everybody is under a flood watch. we have a flood advisory that basically covers all bay area counties. this will be, however, concentrate in the morning hours. so the flood advisory stuff will be out here in the flood watch stuff with an expired as we get into the afternoon or by tonight there. here's a live shot of the east bay shoreline. there you can see all the haze going on, obviously with the fog from all of this rain. we have flood warnings, though, going up in sonoma county. that's

near the russian river. also now this is new because this wasn't here is about 15 minutes ago the santa cruz mountains. and this has not even really started yet because the next package we're looking for is going to play out this afternoon to the peninsula point south into the south bay. if you can see off to the left very much see that cloud puffs that are developing their. yeah. those are new cells our way. and that will be this afternoon to the peninsula and points south. that's one of the reasons why they probably have that a flood warning going on. so winds noticeably there to the south now and they were on shore. but there's going to be a flip more offshore kind of interesting little thing going on for tonight. we don't see a lot of fog. developing temperatures will be pretty much middle right now. are the middle 50's not a lot of mercury movement, although sunshine tomorrow, actually cooler than today for today. expect rain in the early part of the day. i think by 2 o'clock these run contra costa county and points towards the north. that rain will probably be tapering off and by the

time we ring in the new year, the rain will be out of here temporarily. there's a lot more to come into next week. we'll be getting more into what you can expect for your saturday and a little bit of what you can expect for sunday as well, stephanie. all right. thanks a lot, dave. >> and we continue our team coverage on the major storm as it sweeps across the bay area. this new year's eve day kron 4. sarah stinson live for us in the east bay with more. good morning, sara. >> stephanie, good morning. it is dangerous out there on the roads, especially on the bay bridge. a lot of standing water in all of the lanes. so you've got to be extra careful. some of that water comes from the upper deck down to the lower deck and it throw you for a loop the first time. but it happens time after time. you get a little used to it. we're live in render right now where it is coming down consistently drove from san francisco through oakland on 5.80, and then threw 24 and it is very dangerous on the roads. there's a lot of polling lot of flooding roads. there's hydroplaning risks. sometimes a truck will go by

huge wave of water will come on. top of you. so if you have to hit the road this morning, got to go to work today. unfortunately, it's going to be rough out there. just keep that in mind. take it slow, stephanie. i was driving about 45 miles per hour on 5.80, going so slow. but honestly, there's a lot of people around me going the same speed, a few outliers going faster than that. they must have nicer cars with better tread because i had to go. that's low. now on the roads here in orinda. you can see how shiny does. that's all the road. that's like slick definitely saturated. but it gets bad on the freeway because it's much heavier huddling. you're talking about inches of rain that you're going into. so take it slow and make sure that you're prepared. and honestly, when you do feel that hydroplaning feeling just trying breathe through it, don't over-correct don't step on the gas and the brake. just calm down. take it slow and you make it through. feel like

you, stephanie. these days of rain, i'm finally starting to get used to driving in the rain a couple of weeks since we've seen rain. to take us law, there will be live all over the place this morning to show you what you can expect. hopefully you're just standing. you're sitting inside of the cup of coffee and staying warm back to you as some helpful advice there. sarah, thank you so much for your live coverage of the storm this morning. we appreciate it. >> if you are heading out the door, there are a lot of traffic problems to be aware of. a stair just mentioned. >> now this map from caltrans is showing all of the incidents that they're experiencing out the roadways right now. right now, you can see that there are a number of weather-related problems on highway 92 first time in 92 is closed between main street and skyline boulevard because of flooding. this is in the westbound direction as you come east on highway 92. there is a downed tree in the area of 92 and highway. 35. there's

also flooding up the ralston t and a mudslide in the area of 92 and west hillsdale. these are just some of the many problems that are out on the road this morning. according to caltrans. so if you are heading out the door, please travel carefully. also keeping our eye on any potential storm damage is happening in our area. take a look at this video from overnight. this is on the 1000 block of franklin street in san francisco. you can see several large tree limbs lying in the roadway. there. this was around 2 o'clock this morning just one of at least 2 trees that we know came down overnight in the city in cleanup. crews got to work early this morning in the area of jackson in columbus. it was around 2.30, this morning. you can see the roads were blocke off as chainsaws were brought in to help get that tree. that downed tree out of the roadway. at one point this tree was even blocking all lanes of columbus. but as of

this hour, a cleanup crews have gotten to it and that roadway is clear and take a look at this. this was overnight in the north bay. this first video, according de road just before 4 this morning. wow, just look at all that rain coming down hard as the gutters. start to fill up with water. and this was the scene overnight in mill valley. lots of rain out there, too. you can see those large puddles starting to form on sidewalks. a lot of water on the roadways. so again, the message here, please be careful if you plan to be on the roads this morning. and this is how things looked in. and around 4.30, this the heavy rain is why public safety officials across the bay area. they're saying they're worried about potential flooding and more downed trees. we are keeping an eye on potential power outages across the bay area for you as well. this is a look at the pg and e outage map this morning. so far there are some minor the orange spots on the map the areas experiencing the highest number of outages. as you can

concentration of this for pight now appears to be mostly in the east bay through contra costa county, extending all the way out to discovery bay. the peninsula is not as involved as was before, but there's more to be had upstream. you can see the very end of this. these clusters are starting to develop with heavy rain is expected for the peninsula. santa cruz, mountains of south bay, even the east bay, too. as we get to the afternoon into a little bit the evening as well, north bay, you'll find a little break. it looks like as we approach around noon. here's what we have going on. flood advisories just about everywhere. flood warning now covering san mateo county up to sonoma county. that was with the russian river. is most of the statements, including the flood advisory stuff will be retired by the time we get to around 12 or one that really shows you how relatively quickly the system is all moving, heading it back over to future cast for there's the heaviest rain we're tracking right now. there you see the concentration down south off to the east given the north bay. a little bit of a break

as we get to around noon, the trend continues. mountain snows as well. yeah, that's a given in the afternoon. so that more rain that does return up north, but not the intensity we've seen. we get to around sunset shortly there afterwards, skies are actually starting to clear out as we ring in the new year. looks pretty good on that front. and our sunday looks pretty good as well with lots of sunshine. however, despite all that's overheating, temperatures will actually be a little cooler than your today. couple reasons for that. some of the air mass coming down here. plus, all the rain and the ground that evaporation. that's a heat absorber. so that kind of robs us of our high temperatures that we would get. now, let's 0 out the rain bucket right now. let's just throw out the water. this is what's going to happen as we go into the later morning hours, another half an inch of rain, san francisco, some points to the east. you may pick up an additional inch and that's the heavy rain that you see happening right now in the livermore and tri valley going on up to the north bay. maybe another quarter, a little bit more. then we go past noon and into the afternoon evening hours. this is what we get to the south. a

lot more concentration livermore going to strike me. another 2 bucks with this half moon bay over 3 quarters of an inch of rain to add to what we have at this point. future cast winds are almost out of here. we do have a wind advisory with us for next couple of hours. notice the wind shift offshore, which happens pretty quickly tonight. that's some drier air being moved in here. that's one of the interesting things about seeing the fact it doesn't okay. we'll see a lot the way of fog going on for tonight. although in the lower levels you can sometimes get some of that and valleys. fog sometimes does develop. that's that radiation fog because of all this moisture here, not our typical advection fog that comes in from the ocean this morning. winds, heavy rain, flooding flood warning for most of the bay. we just discussed this afternoon. heavy rain peninsula, south bays where that concentration will be new flooding is also possible. so it will be popping up all afternoon evening. and then tonight in new year's day, clearing breezy dry, the operative word here and mostly sunny with a touch cooler again today keep the rain going here. it will be largely north and earlier

activity with just some scattered showers in the afternoon. temperatures loyally hold about 60 or upper 50's. remember tomorrow, just a touch cooler. there it is on the big board there approaching at about 60 of the rain that we've had this week is kind of favor the mild sector. we haven't had the really cold air brush on through. however, up in the tahoe up in tahoe, we're looking at snow levels to fall with the advisories and what their talk about. the winter storm warning down about 5,000 feet will be talking about that a bit. but here's a looks like the next couple days. a break on sunday. more rain on monday. stephanie. >> breaking overnight, pope emeritus benedict, the 14th, has died at the age of 95. john mueller takes a look at his life. >> born joseph ratzinger in 1927, germany. but grew up near the austrian border where he lived his younger years and are not see rule towards the end of world war. just 16, he was drafted into service for the german military for which he served 2 years. benedict took an early interest in theology, studying at the

university of munich from 1946. until 1951. it was then that he was ordained a priest after years of teaching theology at universities around germany. but it was appointed archbishop of munich in 1977. by then pope paul, the 6th. just months later, he was elevated to cardinal. he would serve the munich diocese until 1982 when he relocated to roman served various positions within the vatican in 1998, becoming the vice dean of the cardinal of colleges. and in 2002 dean, it was during his tenure that he presided over the funeral for pope john paul. the second and deliberations over who would replace him. in april of 2005. it was the much more stoic ratzinger himself who was chosen to replace the widely popular and beloved predecessor. >> taking the name benedict, the 16th. his tenure was not without controversy. well, but made advancements in the way the church dealt with abuse allegations. he has been criticized for not doing enough, including during his

time serving munich in 2012, a cache of internal documents were leaked revealing behind the scenes claims of jealousy and infighting among factions of cardinals. benedict drew crowds of the faithful as he traveled the globe, spreading the vatican's message that included a visit here to new york city in 2008, he addressed the united nations and stop the ground 0 to meet with 9.11 family members, first responders and survivors. after 8 years of holding the highest rank within the church, his resignation came as a surprise announcement in february 2013, citing his failing health. he would be the first pope to step down since 14 15 and has person fitting enough. >> and guys, he is since accepted to school or to stuff as a success have peta. i was deeply get for staying support and pretty is of near pope benedict holding his final audience in late february over 200,000 faithful packed saint peter's square and each of you

to pay for me. >> and for new pope benedict keeping the name he chose and being named pope emeritus, which is latin for retired. he eventually relocated to a vatican residence where he would spend his final years in quiet reflection. >> in january of this year, pope benedict acknowledged and apologized for his handling of abuse allegations while he served in munich. the 95 year-old will be laid to rest among the tombs of of the pope's below saint peter's basilica, john muller. >> in national news, president joe biden pardon 6 people who serve sentences for drug or alcohol related crimes. one of them, a bay area man from dublin, edward lincoln decoy. do. the 3rd is a military veteran who pleaded guilty more than 20 years ago to marijuana trafficking charges. according to the white house, the 50 year-old had served as a courier on 5 or 6 occasions. he was released from prison in december 2000. he had previously served in the u.s. army and army reserves earning various awards during that

>> welcome back. a major storm continues to sweep across the bay area this morning. taking a look right now at storm tracker, 4 radar and you can see widespread rain indicated by all the green and the yellow and orange spots indic ting heavier rainfall. so it's really coming down over an parts of san francisco, half moon bay. and

there is potential for flooding and downed trees. we are, of course, keeping an eye on everything you need to know this morning with live team coverage as we track the movement of this storm. kron 4 sarah stinson is out in the elements for us showing us live conditions in the east bay. but first, let's check in with dave spahr for a closer look at where the storm is heading and how long it's going to last. well, good morning, stephanie and everybody. good we're good course dealing with this rain happening as we speak. the heaviest amount right across mid. they want to point this out here. this briefly. >> not that it's a big shocker here for you, but obviously you can hardly see anything on the east bay shoreline with all this low level moisture with the heavy rain that we've already had and continuing to get not much mercury movement. the moisture has nowhere to go. even though we have motion in the atmosphere, it's all pretty damp. so here you can say take a look at stormtracker 4 and see where the rain is. as we just pointed out, looks like some heavier stuff happening actually now over the east bay hills. but another cluster there around san francisco, golden gate and points out to sea. there's another cluster yet to develop. that's this

afternoon story for the santa cruz mountains peninsula south bay and also for the east bay. zooming in on it. you can see exactly where that moderate to heavy rain is as it continues from what we've had all overnight. so we have areas of flooding going on. flood advisory is everywhere all over the bay. as you'll notice. there's also flood warnings have been posted for san mateo county. also, they're up to sonoma county around the russian river giving us some troubles. good news up in the north bay is the heaviest rain will probably the part the north bay as we approach around noon. but heavier stuff expected down south. now getting back to the fog business. i mentioned not a shocker here with this. we have rain there. you see the coverage area. look how nice and clean that line is. we talk about the heavy rain being south following suit with that. so not only do things kind of try to clear up a little bit up north still have some scattered showers and might be in there. but also drier air is really moving across the bay for tonight. and even tomorrow morning, we don't see a lot of fog going on. so we typically would get radiation fog

because all the surface moisture and temperatures dropping. but some drier air motioning its way in here. let's check things out. humidity, wise again, not much of a surprise today this afternoon, so on and so forth tomorrow morning. that's not a big separation, but i guess enough to keep the surface fog away. but look, by the afternoon, it drops off considerably. they'll still be puddles out there. the grass and all that will be wet and even some roads. but it will dry out enough that the surface to drop those humidity levels down. so that's one of the reasons why it will be cooler. this is a vapid of colder. cooling and a large scaled. just give you an idea what that's like. all right. breaking things down today. we've got rain in the morning hours by the afternoon. concentration is in the east bay peninsula south, starting to clear up for some showers up in the north bay. and then coming back in a little bit, we'll take a look at that longer range forecast in just a hint. keep the rain gear in the car. you'll need it. stephanie, thanks very much, dave. >> we continue our team coverage of this storm as it sweeps across the bay area. this new year's eve day with

kron 4 sarah stinson. she's live for us in the east bay with the latest. good morning, sara. >> a happy new year's eve, stephanie. it is certainly going to be a rainy one today. we're already seeing it nonstop this morning and we're talking about flood advisories. flood watches and we tend to see flooding because of drains like this one where they may be clogged and then this rain just continues to hit. and then that water just continues into the roadway and causes small flooding here and there. when you're driving today, i was out on 80 than those on. 24 was on 5.80. is on the bay bridge. all of that. there's a lot of water on the road. all we've we've been saying the roads saturated. the roads are slick. i think we're well beyond that point. now we're seeing actual small flooding in certain lanes of the freeways specially that first lane you're getting on the freeway. a lot of water collects there. so make sure you take it slow and your extra here in are in do we're

seeing people starting to wake up their head and impedes. they've got there are rain coats on umbrellas and they're dealing with these types of roads. very slick out here. you can see the reflection on the road from just how wet it is. you can see from the the storefront across the way. that's what we're seeing out here. so make sure you if you have to leave the house, we have to go to work like we do. you take it slow out there. be extra cautious. and if you live in a in an area that prone to flooding, make sure you get those sandbags out. if you haven't already, you may have some issues because it's been raining nonstop all through the night and into the morning. we're expecting to see another inch or 2 of rain today. so stephanie, it's going to be a long one and will be out to show you the conditions throughout the morning. live every half hour show everybody what it's like out here. what line we've got tells in the car to dry off in between.

sonoma county. you can see cars driving through the water. there is a starts to really pull up this morning. there are several reports of flooding on roadways all across the bay area. we are keeping an eye on rising creek levels as well. check out this video from overnight showing the rising levels of the sand. and creek, it's really going filling up there. the creek has been for prone to flooding in the past. so people living in the area should have some sandbags ready. we're also keeping an eye on potential power outages across the bay area. we but you a live look at this. a closure of a top of the hour. this is how things look now from pg any so far. just some minor outages. the orange spots on the map of the area, seeing the highest number of outages and things could get a bit more severe. we could be seeing more power outages as the storm continues to move across our area. we're going to keep an eye on this map for you as the morning goes on. and check this out. a

landslide on state route 84 yesterday afternoon, blocked lanes in both directions. this happened between sunil and fremont blocking traffic for a couple hours canyon road and silver springs under past, caltrans crews were able to clean up and get the roadways back open. but what a mess. in the north bay. 2 teens died in a car crash on highway 101 in novato. it happened around 11 40 thursday night on high northbound highway 101, near dave drive and ignacio boulevard. the chp says a 16 year-old boy was driving with 4 other people inside the car. deputies say he lost control of the vehicle and hit the center divide. the car flipped over and rolled over the highway barrier. the driver died at the scene. one of his passengers, a 17 year-old girl also died at the scene 3 other miners inside the car were sent to the hospital for treatment. the cause of the crash is still under investigation. >> as we head to break, taking

the bill passed in 2019 and that makes california the first state in the country to ban for sales. several companies like canada goose a saks 5th avenue. and zain, a group are cooperating with the bill's effective date and have implemented for free policies. neiman marcus will also eliminate for products by march 2023. the law does not impact ownership of existing for products. meantime, a judge has issued a temporary hold on a law that governor newsom signed into law this year. that law creates a council that would set standards for fast food workers, wages, hours and other working conditions. but the save local restaurants, coalition filed a lawsuit to block it, arguing the law will increase prices and put some restaurants out of business. they want the law to be voted on before go. it goes into effect. labor union president here or call the effort cowardly and part of the corporate playbook. ths judge will decide on the fate of this temporary hold on january 13th.

the south this afternoon. back up there in the mountains. real quick until 04:00am actually on sunday. new year's day is when this winter storm warning will be in there's another issue going on here. they also have avalanche warning until again tomorrow morning. but the other issue with this is this rain has been relatively mild and hasn't been a real cold surge with all of this. that will tend to send a lot more snow up there in the mountains. in theory, i think it's pretty much agreed that we'd like to get as much as we can up their cause of stores that up there. and although are reservoirs are low right now, all this extra rain we're going to get next week. a lot of it's going to be run away and run off. and if it was a little colder, we could stored up here for later in the spring. tahoe forecast is reflected in what we're looking at tomorrow. we take a breather back to precipitation on monday. maybe not too much on tuesday, but there's a lot more upstream yet to be had back to the bay area we've got going on of the winds i mentioned as well only for a couple more hours. they will be kind of favoring the on shore flow direction. then they flip a little bit

offshore. that's that dry air i was referring to earlier that will feel that impact tomorrow. keeping the temperatures down a little bit here, but will keep probably the fog away by tomorrow morning heading back into future cast. we'll see what i was talking about earlier where the north bay starts to get a little bit of a break here as we approach around noon, heavy stuff to the south and the east bay filling in with a few more scattered showers up north. but again, the concentration will be south and east. but before we even ring in the new year by 6 or 7 tonight, starting to move out of the bay area. although the mountain snows will continue clear tonight. so check out the stars as we welcome 2023. amount of rain. we get and to the rain bucket. this is what happens. we get to around noon or so. good coverage you can see across the bay in areas that don't always get rain. when we see systems like this move through favoring the south bay in the east bay a little bit through all of this as well. as i mentioned, rain is returning in this forecast. there. you can see this as monday's storm to look out for. and here is new year's day sunday long

range forecast models are going go through the first couple ways. kind of quickly. yeah, not much happens. the juice, your stuff gets here by wednesday, but notice the track to the south. that's more mild air. that means the mountain snows are going to be a lot higher. they're talking there about these winter advisory or winter storm warnings at 7,000 feet and beyond. we'd like to see them down to around 3,2500 feet. that really tells us we're getting that all that moisture being parked up there in the mountains. again. more storm systems expected until saturday. that's next saturday, folks in the national weather this pattern may hold all the way through the middle of january glance of high temperatures today, there are actually more mild than what we're going to see tomorrow actually, because of all that moisture at the ground and the drier air filtering in 7 day forecast here. it's a wet one. keep the rain gear on. tap wednesday is when the heavy stuff returns. we'll probably see another wave of that as we get to saturday. the lows are kind of behaving themselves indicating we're in the mild sector all the way through next weekend, stephanie. all right. thanks a lot for that update. dave.

the bay area. the green spots indicating rainfall and the yellow indicating even heavier rainfall. there is potential for flooding and downed trees. we are keeping an eye on everything you need to know this morning. thank you so much for joining us here. i'm stephanie lin. it's saturday. december 30st happy new year's eve to you. it is a wet one out there. we have team coverage this morning as we track the storm. kron 4 sarah stinson out in the elements showing us the conditions this morning in the east bay. but first want to get to dave spahr with a closer look at where the storm is heading and how long this is going to last. good morning. >> well, good morning, stephanie. good morning, everybody. live radar showing us where the action pretty much is a really hitting the east bay shoreline. pretty good, san francisco and also extending off to tri valley. usual notice. we're getting good coverage with all of this, not just the north bay and dropping across the immediate bay as well. and that's going to continue through the day today. we're taking a look at this is the south bay san jose state. it

doesn't look quite as active there but more heavy rains coming your way this afternoon. and this evening, though, we do have flood warnings going on for san mateo county and up there in sonoma county around the russian river elsewhere. it's a flood advisory. this will be pretty much focused on today. those warnings are through the morning hours. they almost all expire by noon or so in the forecast really pretty much shows we projected why that's the case as we speak. now, this is where the heaviest rain is. if you look down to the southwestern lower left-hand corner, that's where the future is. we get into the afternoon hours and the evening with the heavy rain down to san mateo county as well. the winds are also a little bit more pronounced to the south. we see up north to win. there's going to be a shift more off shore that will bring in ashley some dry air our way tonight into tomorrow. temperatures are pretty much in the mid to upper 50's. not lot of movement there. maybe even a drop in temperatures with the front passing. and this is fairly mild with the snow levels, not quite being at the lower levels that we

sometimes see from all of this. moisture has been pulled up from the mid latitudes in the southern latitudes. so we've been calling an atmospheric river. it's it's a more a deeper moisture in the tropics a little bit. so with somewhat mild, 3 o'clock, i think we'll start to see the rain lift in contra costa county and points to the north at that point. but again, more heavy rain expected points south. all be marching through that coming up in just a bit. stephanie, thanks very much. dave. >> and we continue our team coverage of this storm as it crosses the bay area. this new year's eve day kron 4 sarah stinson is live for us in the east bay with the conditions out there. good morning to you, sarah. >> stephanie continues to rain out here on this new year's eve. we're now in walnut creek reporting live for you to show you that it is consistently rainy out here. the roads very wet out there. a lot of puddling not only in the city streets but also on the freeway highway. 24, we're talking 5.80, the bay bridge.

it's very dangerous out there. so take it slow. i think most people are. so that's good to see. but a few outliers who are speeding on by did see chp pulling someone over. and so they're out and they're patrolling not only to make sure people are safe, but there's a lot going on out there. there's a lot of flooded roads. there's a downed trees, downed tree limbs debris. a lot you need to worry about when you're driving. so if you have to do some free new year's eve air and maybe up to go to the grocery store this like that. if you have to do that, then take it slow out there because it can be pretty bad when you're driving in the rain, you can see how much water even here on the sidewalk on main street, in walnut creek, it's pretty i mean, it's just been consistently raining. so, of course, it accumulates, stephanie, and not just means we all have to do put up with it. this is going to be causing some flooding in certain areas and you just have to avoid it. the best you

can stay home as much as you can try and enjoy the rain from the inside. you don't come out unless you absolutely have stephanie. we want to head over to martinez. we're hearing of some flooding off of 6.80. stay tuned for my report in about a half hour. why some helpful advice there from our sara stinson. thank you so much for your live reporting this morning for us. >> and take a look at this photo just into our newsroom from the belmont police department. you can see a car almost completely submerged in the water there. this is at harbor boulevard and old county road. police are warning drivers to please be careful as the water levels just continue to rise outside potential flooding that we're already seeing as sarah also just mentioned in her live report. and we also want to show you what conditions are like in other parts of the bay area. taking a live look now at the peninsula. this is highway 101 just south of east hillsdale boulevard in san mateo. you can see a lot of

water on the some of that even falling across the lens of the camera there as we get that live perspective of cars traveling carefully down highway 101. again. this in hillsdale. now. it is the same across the bay area. bridges on the top of your screen. you can see conditions at the golden gate and bay bridges. the bottom showing you conditions out on the san mateo bridge and richmond, sandra fell a very slick and wet conditions out doors and that wet weather expected to get a bit more severe over the next few hours as rain continues to fall. as for public transportation, bart is reporting up to 10 minute delays systemwide because of the wet weather. so please keep that in mind. if you are planning to head out the door, there are several traffic problems you want to be aware of of. this is a map from caltrans. now you're getting a perspective of that here showing all the incidents that they are seeing right now. there are a number of weather-related problems.

caltrans is reporting on highway 92. let's zoom in there. you can see highway 92 is closed between main street and skyline boulevard because of flooding. this is in the westbound direction. there is also a mudslide. caltrans is reporting in the area of 92 and west hillsdale. also, we're following were several reports of flooding and highway 101 in redwood city. these are just some of the many problems that are on the roadways this morning. so if you must head out the door, police travel carefully. we're also keeping an eye on storm damage is happening in our area. take a look at this video taken from overnight. this is on the 1000 block of franklin street in san francisco. you can see several large tree limbs lying in the road. there. this was around 2 o'clock this morning. and just this is just one of at least 2 trees. we know came down overnight in the city. a cleanup crews got to work early this morning in the area of jackson in columbus, taking care of some downed trees

there at around 2.30, this morning. you can see, but the roads were blocked off as chainsaws were brought in to help get that tree out of the roadway. at one point, this tree was blocking all lanes of columbus, things have cleared up since then because of the fast work of those cleanup crews. and take a look at the scene overnight in the north bay. lots of rain falling out there. this first video out of court in madera just before 4 this morning. and you can see all that rain coming down pretty hard as the gutter start to fill up with water. and this is how things looked overnight in mill valley. a lot of puddling on the roadways there. the rain really coming down hard again, large puddles starting to form on sidewalks. a lot of water on the roadways. be careful if you plan to be out in your car on the roads this morning. and this is a situation in san anselmo around 4.30, this morning. heavy rain that we're seeing right now is why public safety officials across the bay area say that they are worried about potential

speaking of checking in. let's check in with dave sphar who's been tracking the weather conditions. i'm dave. it's pretty wet out. there it is an sfo addition. all the issues going on. they do have a one hour. plus delays going been watching that play into it will turn here. here we very slowly of those in eastern planted first shows where i was. but anyway. >> quite heavy. the rain has been that's going to continue this afternoon. sfo, by the way, since are in san mateo county. typically they do have the a flood warning going on for this hour through this morning. so for the next hour or so, watch out to about noon is when most of those flood warnings should probably expire. getting back to the radar there you see where the action is as we speak now, the dark green tell you tells you that it's more the have your moderate with the other caller is a shunt tends to be the real heavy rain that's in play. we still see was some of this up to the north bay as we talked about some issues going on up to the north as well. but most the concentration pretty much extended off to the east bay and some of those valleys and tri valley. you're getting a nice dose of this.

rain is not just a north bay peninsula story. you're getting involved in this as well. this is all into motion upstream. we see more rain starting to develop. this is the story for this afternoon for the peninsula and the south bay and east bay as well. again, those reds indicate where we have a flood warning. san mateo county also up to sonoma county as well. this will go to around noon or so. they they all all very different times which they expire. so getting back to future cast for you'll see kind of the story of how this plays out throughout the bay little different than is typical typically drops in from the northwest. but this is more coming sideways. we get around the noon hour. so we're still holding on to some rain up to the north of the models are now favoring a later departure. there. heavy stuff in the south and the east bay then get into the afternoon. the starts to depart in clear on out. this is now getting sunset. we still have some leftover rain in the east bay. however, we approach the witching hour and everybody's pretty much starts to clear out in because we're getting some drier air in here. the conventional wisdom is that will keep the fog at

bay a little bit. he's the son of the skies. somewhat clear how much rain will 0 it out to start this. this takes a shortly after noon lion shares in the east bay even better than the peninsula on balance. and then another heavier doses. you see as we go into the evening hours, those winds were almost about to retire than we do hape a wind advisory in place. wind advisories don't tend to bring damage with that. it's usually a high wind warning that we look for that, however, because of our scenario, we've had so much rain recently. the ground is all saturated. it's easy to blow down power lines and also trees and whatever can be additional complication, which we should mention getting out later. we do hold on to some winds, although they are offshore but winds or wind so they can still perhaps cause some issues with some saturated ground in some spots there for utility poles. and that like so a look ahead to what we've got going on this morning is where most of the heavy rain will be north bay, the east bay as well. flood warning in place for most of the bay. then this afternoon, heavy

biden pardon 6 people who serve sentences for drug or alcohol related crimes. one of them, a bay area man from dublin, edward lincoln to the 3rd is a military veteran who pleaded guilty more than 20 years ago to marijuana trafficking charges. according to the white house, the 50 year-old has served as had served, rather as a courier on 5 or 6 occasions. he was released from prison in december 2000. he previously served in the u.s. army and army reserves earning various awards during that time since his release, he's worked as an electrician and as a pilot. millions of people visit san francisco chinatown every year. but did you know that there's a new way to explore the neighborhood virtually i spoke with the youth led program taking visitors on a unique tour of chinatown. >> we really wanted the public to understand our rich history. you probably never experienced chinatown like

trees. we are, of course, keeping an eye on everything you need to know in terms of the weather this morning. but first, let's check in with dave sphar with a closer look where the storm is heading and how long this is all going to last for. good morning, good morning, stephanie. good morning, everybody. another picture view we have for you half moon bay clearly getting rain going on from that location. back to the radar. >> most of the concentration has been pretty much in the east bay. they have a little bit over the east bay hill, sometimes that tends to cause some upslope ing with that kind of rings out some extra rain in there. hint for santa cruz mountains later today. expect some downpours there this afternoon. and then elsewhere, some good moderate rain pretty much covers the whole bay as we speak for right now, including up in the north bay, still hanging on, just zooming in across san francisco, oakland here to give you a general idea again around the carquinez strait contra costa county appears to be with the biggest patch right now of rain is flood advisory covers everybody right now. we also have flood warnings going on for san mateo county and up to sonoma

county. even at this hour, there's expirations expire expected this morning and around 12, 30, i think is the last one for this 2 point something out as we go forward. obviously we have fog that's in place because of the rain that's here. once that front drops to the south. that really starts to break up. this is still the daylight hours will still remain essentially cloudy and maybe some scattered showers up to the north bay, too, that all the parts and we talk about the rain getting out of here as we ring in the new year. but this is tomorrow morning. and where's our fog? usual, get that radiation fog because of all the rain that we had. but this drier air coming in here will a kind of clean that out just a little bit. and it really drops tomorrow afternoon to watch this into motion. okay, we get to the afternoon tonight. all right. ttmorrow morning, it's a little bit lower to kind of eat up some of that fog. this is radiation fog. not that addiction stuff. we get across the golden gate and then tomorrow afternoon. really drops off considerably. this is considering the fact we have a very moist surface

because of all the rain that we've had. so this is impressive. dry air just for a brief moment. we'll get sunshine skies to and because of operation that's going to keep temperatures down a little bit too. the rain continuing into the early afternoon, i think for contra costa county by 3 or so. it will start to break up a little bit for you, folks as everything starts to depart to the south into the east, there is more after today, though, as we look ahead into next week, there's couple batches of some heavy rain to make note of point that out for you coming up in just a bit, stephanie. dave, thank you so much. >> and we continue our team coverage of this storm. this new year's eve day. >> with kron 4 sarah stinson, she's live for us in the east bay with the latest out there. good morning, sara. >> stephanie have been driving all around on highway 4 or 5.80, a law in walnut creek in now in martinez, the roads are more than flick. they are flooded in some spots, especially on lanes one and 2

specially when you right when you get on highway 4 from 24, can see even on the side of the road here. we've got massive puddles and the streets are lined with water underneath overpass. there's a huge amount of water there. you can see cars. >> trying to make it through up there on highway 4, though, keep in near bluhm road there. the chp is reporting some flooding, ok? so make sure you take it slow out there. even if chp has been reported it, i'm seeing a lot of standing water and it's causing for concern of hydroplaning into these cars here going close to highway 4 in martinez. it's a time to take it slower than you normally would and make sure that you are prepares for that moment when you do hit a flooded roadway. >> both hands on the steering wheel. take it slow 3, deeply just you'll get through it. sometimes i really start to panic. but then i remember, okay, get through it. just take it easy. don't put your

foot on the gas. the break. >> and make sure you don't over correct with your steering wheel. now we're about to go try and find some more flooding in concord. we're hearing of some of flooding over there on the roadways. so make sure you take it slow there, stephanie, because it is dangerous for sure. i've already seen a few incidences where people have had a blown out tire. >> done a spin out stuff like that. very, very dangerous. so if you can avoid driving, do so. but if you do those last minute errands do the work we do, >> then make sure your extra aware extra cautious today and an obvious point hears headlights headlights headlights. i know it seems obvious, but i have seen a few people without their headlights on and that can be dangerous as well. >> back some helpful reminders there from sara, thank you so much. and please travel safely. we appreciate your live reporting. and take a look at this photo just into our newsroom from the belmont police department. you can see a car almost completely

submerged in the water there. >> this is at harbor boulevard and old county road. police are warning drivers to please be careful because those driving conditions out there are slick. and as sara just mention, some roadways are starting to flood and we are getting another an age of flooding around the bay area. this photo tweeted out by the livermore pleasanton fire department. look at that. this we did not say exactly where this is happening, but you can see that a car is about halfway submerged in the water. there. just another reminder again that the the traveling conditions outdoors can be dangerous for drivers. so if you must travel, please do so carefully. and as you head out the door, there are a number of traffic problems. you will want to be aware of. this is the latest map from caltrans showing all of the roadway incidents out there right now. there are a number of weather-related problems on highway 92 a highway. 92 is closed between main street and

skyline boulevard because of flooding. that's in the westbound direction. we also know of several reports of flooding and highway 101, near redwood city, including some reports of 2 to 3 feet of water on the roadways. these are just some of the many problems that we're hearing about that we're seeing on the roads this morning. if you're heading out the door, please be careful. in the north bay. we're getting another look at more situations unfolding on the roadways. there. this is video from overnight on highway one in sonoma county. you can see cars trying to make their way carefully through the water. there this morning. there are several reports of flooding on roadways across our area and we already brought you several images of they're also showing us some live photos. live images r1ther, and we're keeping an eye on rising in different parts of the bay as well. this is san anselmo creek. a video taken from overnight showing the water

levels rising at the creek. there. we know that this creek has been prone to flooding in the past. so local business owners, residents who live there should have sandbags ready. we're also keeping an eye on power outages across the bay area. take a look at the pg outage map this morning. so far there are some minor outages. the orange spots on the map are the areas seeing the highest number of outages? i do believe that the last couple hours here since we've been tracking this. we are expecting things to potentially get worse as the storm moves across the bay area. we will keep an eye on these outages for you as the morning goes on. take a look at this. a landslide on state route 84 yesterday afternoon, blocking lanes in both directions. just look at that. this happened between soon all in fremont blocking traffic for a couple hours between canyon road in silver springs. under past, caltrans crews were able to clean up and get everything back open. but what

a mess in the north bay. 2 teens have died in a car crash on highway 101 in novato. it happened around 11 40 thursday night on northbound highway 101, near dave drive and ignacio boulevard. the chp says a 16 year-old boy was driving with 4 other people on board the vehicle. deputies say the driver lost control the car and hit the center divide. the car flipped over and rolled over the highway barrier. the driver died at the scene and one of the passengers, a 17 year-old girl also died on the scene. 3 other miners were inside the car. they were sent to hospitals for treatment. the cause of the crash is still under investigation. as we head to break taking a live look at conditions out doors this morning. >> this appears to be westbound. i-80 at gilman on your berkeley conditions pretty wet out there as well. more on the storm and what you can expect as happening

>> welcome back. taking a live look at the bay bridge this morning where things are looking pretty soggy out there. you can see all that rain covering the lens of the camera and drivers taking it slow out on the bay bridge, which is a pretty good idea. given those wet conditions out there. let's check in with dave spahr. now. he's been tracking all this winter storm. really that's sweeping across the bay area today. yeah, we're seeing up there in tahoe as well. good morning, stephanie. good morning, everybody. the mountain snows as promised. here's 80. >> donner summit. we just had this shot just last hour. there was nothing on the roads. you can see nice little backup here and 80 all around that area. heavy traffic going on there. so everybody is kind of stuck, as you can see going on here in the snow, even from

this imagery still coming down, going to be the case all this afternoon. finally subsiding by tonight. back to our local radar. we're talking to the intensity. we see the the dark green. that's a good, solid moderate. heavy stuff is course the yellow. now we're getting into the moderate category for everybody. but since we've had a lot of rain already creating problems with even modest amounts of rain coming from the sky can create those problems again. closer inspection here, southern marin looks like they're taking a little bit of a break, not as intense in san francisco, but certainly heavy in the east bay at this hour. back up to tahoe. as i mentioned there, winter storm will be in effect until 04:00am on sunday. they could pick up and maybe a foot to 2 on all of this. and they're talking about the snow levels and about 5, 6, 7,000 feet and so forth. so this is not a really cold storm system. freeman, from our vantage point, it was a little bit lower will be talking about the no 4,3500 feet and so forth. now, again, a couple of feet are expected to add to this avalanche. warnings have also been posted there for about the next 12 hours or maybe see a little less just

because we're in a very sensitive area for right now with this new dose of precipitation next couple of days, we take a breather tomorrow, everybody monday back to it with a break on tuesday. but the heavier deeper moisture doesn't get here until the middle of the week. i mentioned winds earlier. they were kind of on shore before but really lonely coming off shore as we get to the afternoon post frontal and this is dry air coming in our direction will feel it. even at the surface with all of the surface moisture in place with the sunshine out tomorrow. the look at the fight to all that evaporation. keeping temperatures suppressed. so actually a little cooler expected tomorrow. then today back to future cast. this is the short term period. freezing around midnight or noon, rather excuse me here. some heavier rains in the east bay in the south bay, north bay still got some moderate rain is cooking there that the parts mid-afternoon, as you notice, we continue with the heavy rains to the east and south 7.45. clearing up the skies. by the time we get around midnight ring in the new year with the stars and so forth all in place. but the

rain again is not too far from home. how much more do we pick up rain if we start off at 0 right now, another buck or so you can see it across a good chunk of the east bay, san francisco included and then another dose as we get into late this afternoon and early this evening. alright, long-range forecast here. as i mentioned earlier, the rain does return next week. that's that guy here. but this nice little patch here. this is new year's day longer range forecast models the early ones go through here. it's interesting on wednesday. notice how that deeper moisture gets here from the south same scenario we talked about there's this week. this is more moderate rain. i'm sorry of moderate temperature air. so therefore it doesn't push those snow levels down as much and that creates more problems for urban aisd areas because it will be heavy rains wednesday is the day to watch friday into next weekend. it looks like national. the service is talking about this pattern being like this to the middle of january, potentially highs today. scratching your

center fell southern marin and even into san francisco just a little bit temporarily. there's more to fill back in and that later on, there's the east bay shot for you and a lot of fog going on, obviously with the rain and then playing out. we have a flood advisory. that's everybody flood warning now board on san mateo county. also up to a sonoma county. this is expected to it looks like another patch just develop there and alameda county, i believe, just popping up there. as you notice as we're speaking now, storm tracker for shows this in motion. look at that other little package out to sea. that will be striking along the peninsula. santa cruz mountains that up sloping factor hughes. he tends to drain out more rain out of the clouds a little bit here. so expect some heavy rain your way in the next baby hour to 2 or so. when tracker we've been seeing some winds in the south bay a little bit and the east and peninsula, the wind advisory is all over the place going on for the next couple of hours. that will expire action. some parts of expiring as we speak. now and then elsewhere should clear out by

clearing out a drain. but you can still see. let me get behind the camera. second show you you can still see a little bit rough to drive in the worst parts of it are actually on the sides of the road zoom in. so you can see. >> they have been able to clear the drain, though. so that has helped a lot. but even so they're telling people to kind of avoid this street, which is very doable, is very easy to avoid patterson boulevard, many surrounding streets here in pleasant hill. >> it's just an area that they were see. you can see someone driving right there, several inches water here at one point was about a foot. but then they're able to clear that drain. this is one example of what we're across the entire bay area. this is an area that shows you you could be driving and then you >> foot of water. at that point, it's always smart to turn around. don't drown. that's the saying, of course, a foot of water. you're not going to drown. but it's an example of a situation where you just don't know what's

ahead. you don't know how deep it's going to get. and that's why it's best to turn around. you're going to see an ambulance right here. nothing to do with this flooding. there's an old folks home here and they did just transport someone. but now i can show you a bit clearer. >> of what we're seeing down here. you see the road and there's a sign down there that says flooded. that is where we saw literally breaking out the leaves clearing out the drains. it's so important to these drains are cleared because that's how we can avoid flooding. >> stephanie, this is just one example. we're seeing this all across the bay area and just going to continue because the rain is not letting up. >> back to you. yeah, i'm glad to see that people are slowing down on that roadway. given those wet conditions and that you are right next that roadway there, please do stay safe us. aaron, thank you so much for that live report. >> now, take a look at this image that just came into our newsroom from the belmont police department. you can see. >> a car almost completely

conditions can get this morning. so if you must travel, please do so safely. another look at more images now out of clayton. these were sent to us by a kron. 4 viewer showing the flooding on aspera drive. you can see the roadway covered in water and debris there. this again is why emergency officials are warning people to please be careful if they must be on the roads today. let's take a look at conditions are north going northbound 101, >> and it looks like we're going to try to pull up another live camera for you in just a moment here. but this so we're hoping pull up highway 101 in san mateo to give you a live perspective of conditions out there. just look at the winds sweeping through the fortunately doesn't look like anyone's driving too fast down the roadways here. it's best to just take your time. then we're also seeing some ample space between the cars there. that is probably a good given

those wet and slick conditions on the roads this morning. it is, of course, a similar situation across a number of bay area. bridges on the top of your screen. you can see conditions at the golden gate bridge and the bay bridge with all that rain, water, just kind of fog and cloud cover and the camera lens there. but we can make out some of the cars moving along slowly across the golden gate and the bay bridge on the bottom half, we're seeing the san mateo bridge and the richmond, fell bridge similar situation there. put a foggy out there on the san mateo bridge. but up hoping everyone travel safely as we get through this this wet weather together. as for public transportation, barr was also reporting 10 minute delays. and we're also keeping on our eye on potential storm damage is happening in our area. take a look at this video from overnight. this is on the 1000 block of franklin street in san francisco. you can see

several large tree limbs lying in the roadway. this was around 2 o'clock this morning and just one of at least 2 trees that we know came down overnight in the city. cleanup crews got up early this morning to the area of jackson in columbus. 2 address. this is around 2.30, in the morning. you can see the roads were blocked off as chainsaws were brought in to help get the tree out of the roadway. at one point the tree was blocking all lanes of columbus. coming up on the kron 4 morning news taking a live look now it's stormtracker 4 radar. it's go ahead and pull that up. you can see a lot of rain continuing to sweep across the bay area indicated by green of the yellow spots indicating heavier rainfall. we'll have your new year's eve forecast coming up.

playing hard to get this morning is the kind of covered up a little bit here. i think the sign says caution what road? yes, and it will remain that way probably until next week as well. let's get to the radar to see what's going on where looks like we're getting a little bit of a break going on with moderate almost trying to develop some scattered showers. but at least moderate covers a good chunk of the bay. then this other package upstream here. this is our future as we get to around noon in the early afternoon favoring the peninsula, the south bay in the east bay. but the rain continues in the north bay as it does in the far east bay. now, most of the heaviest rain is about to exit and get to the sacramento valley for right now in the central valley as well. this can translate also to winter snows up there to tahoe, putting it all into motion. you can see that package. we're talking about as this front starts to la's lee drop to the south. those winds, by the way, wind advisory has been chipped away from the north basin out san francisco points to the south as far as our flood warnings going on. we talk about san mateo and up

of some on shore winds, but they're going to shift off shore. as i mentioned earlier, that drier air filtering in here, clearing out our skies but also cooling off the surface here, too, probably will eat away at that fog. we would normally get for the morning hours, too. so putting everything together. it's winds, heavy rain, flooding flood advisory for most of the bay. there are some pockets of flood warnings that we just talked about now this afternoon, it's heavy rain for the peninsula in the south bay, probably mention the east bay. there are 2 new flooding will be popping up all over the place and then for tonight, new year's day proper clearing drees, a breezy dry, mostly sunny and a touch cooler. again, that evaporative cooling going on there because of that drier air filtering in today. it's pretty simple rain. temperatures hanging around 60 or so kind of breezy early on in the met with those winds will be tapering off just about everywhere for this afternoon evening. temperatures for you for highs again about 60. we're looking for them slightly cooler tomorrow and the rain is coming back next week. we'll be taking a look at that long-range forecast for you in just a bit. stephanie.

>> all right. welcome back. a major storm is sweeping across the bay area. let's take a live look now at storm tracker. 4 radar where you can see rain just really just coming down across different parts of the bay area of that's all indicated by the green any yellow spots would indicate some heavier rainfall. it does seem like things might have lined up just a little bit over the last hour or so. conditions are always changing. we are following reports of flooding and downed trees across the bay area as well. we are keeping an eye on everything you need to know before you step outdoors. it's more this morning. let's check in with dave sphar. we know that we have team coverage this morning. he's tracking the storm and we also sarah stinson who's tracking conditions out doors for us as let's check in with day first. good morning today. she definitely is the hood going on today? good morning, stephanie. good morning,

everybody. yes, rain continuing golden gate are starting to make out a little bit of some of the towers trying to come out there. a touch. >> but certainly the rain does continue with moderate rain over a good chunk of the bay. stephanie was talking about. there was some breaks happening. but see all that yellow went all out to the southwest. that's our future. expected to strike the peninsula probably within the next hour or so and certainly into the south bay to the south bay in the santa clara valley is a natural rain shadow area, but it definitely get hit as well. and this is the recipe to see it coming in from the southern latitudes marching on through santa cruz mountains, particularly going to be nice dosing zooming in a little closer. a couple pockets of some moderate rain going on a little bit in the east bay hills. just a touch there. but to try valley as you'll notice and up to richmond and also in the center of as well with some moderate rain. meanwhile, with some of these pockets of red in here, that's a a flood warning going on. that's for san mateo county. a little bit around seminole in alameda county in up to sonoma, even at this late hour. still

holding on flood advisories. you can see through much of the day today now want to get to the moisture. part of the forecast here. we have fog in place for right now as this by this afternoon. almost all associated with the rain itself out. that's not always typical. and if you go to the night hours, sometimes the fog develops. it's a radiation type fog with that cooling air. but we don't really see the fog develop tonight. that's partially because we're getting some drier air coming in here and that means cooler temperatures even tomorrow with all the sunshine expected. let's get that moisture. part of the forecast will briefly here this afternoon. obviously it's very lofty, but you see a dropping off a little bit up to the north bay a bit indicating evaporation tomorrow morning. it's off a little bit compared to today and then a big drop off tomorrow afternoon. and that means will be robbing the atmosphere, lower levels of some moisture. okay. temperatures will hold in the 50's all day today by 4 o'clock rain. still trying to hang on in the east bay will be departing the north bay by that point. and san francisco peninsula looks good for

everybody tonight in terms of the festivities here, not only does clearing out the rain but clearing out the skies so it should be back to the stars and all that kind of stuff in sunshine for you for sunday. briefly clouds back again on monday. and it's another unsettled week. number to break that down for you coming up in just a bit. stephanie. dave, thank you. >> and we continue our team coverage of this storm as it sweeps across the bay area. this new year's eve day kron 4. sarah stinson live for us in the east bay with a look at conditions out there. sara. >> stephanie, we're live here in pleasant hill where there's some flooding in the roadway right now. it's about at my ankles, about 2 inches or so. and earlier it was about a foot and a half of water. all because of drain over here. this train gets to capacity and then it no longer takes water and that causes the flooding to talk to the man who lives right here. he got very prepared. he's been dealing with this for 25

years. and he was very happy with the response that came out here. not only to see the news out here to get some attention on it, but also to see the city came out here with a tractor. police were here making sure sure people drove by slowly because he said when people drive on the flooded road going fast, it sends a wave on his property and it's actually caused damage before i'm going to get behind the camera. second point out a few things here because i just learned a lot from this man who's lived here for so long. he lives right here. you can see he's a sandbags. he got the sandbags already at his house. and you can see that right there from the garage to protect. i also see that little running stream now that's now able to go into the drain. earlier was not. >> and then he said it get so bad. he wanted to make sure that he protected his door is got a barrier there you see that and the flooding. it's so bad here. stu historic reason. every time there's an atmospheric river, he actually changed his landscaping. you

see there, those rocks. that is because before all of his landscaping would get ruined. as i said, people would drive by a huge wave would come over and he said it's even gotten to the point where it has had his foundation of his home. you act several inches and the culprit being this drains. so now he's met a lot of his new neighbors this morning and they plan on having the city address this. he actually talked to the city planner because he said this is just going on far too long. this is a great example of flooding that's happening all over the bay area. this is pleasant hill in patterson boulevard. but this is happening across the bay area and it's a good example. when you see flooding at one point, this is a foot and a half. you need to slow down and potentially just turn around, don't drown that rays is not necessarily because the foot is because you don't know ahead how deep it could be. i seen in the north bay near the

russian get several feet deep. that's when you see floating cars. you see people actually needing to be rescued and you just don't know what you're getting into. so why not just turn around and go the other way? there are so many other options than taking patterson boulevard and you just need to be safe rather than sorry. the creek here in pleasant hill, it is rising. stephanie, and going to be interesting to see how the day plays out. i'm sure we'll see more flooding for now. this has receded to a point where people can drive. i lives here. he is feeling a little bit better about this. but we'll send it back to you. >> and that people not drive through standing water. thank you so much there for that live contra costa county. we appreciate it. >> and let's take a look now at this image that just came in to the newsroom from the belmont police department. you can see the situation that sarah was just describing a car almost completely submerged. this is at harbor boulevard and old county road. police are warning drivers to please be careful as the water

levels continue to rise and we see instances of potential flooding on roadways. we're also getting him in another image of flooding around the bay this pick, this one tweeted out by the livermore pleasanton fire department and you can see that a car was about halfway submerged. this is just another reminder about how dangerous these conditions can be for people traveling on the roads this morning. and let's take a look at video out of san mateo. this is from the citizen app showing flooding on texas way. you can see a lot of standing water in the roadway there on that. something you do not want to be driving through. reports of flooding are increasing all across the bay area. now the video out of clayton, this was sent to us by kron. 4 viewer showing the flooding. on espera drive. you can see the roadway covered in water and debris. that's why emergency officials are warning people to please be careful if they must be out on the roads today. in the north bay. we

are getting a look at it. even more instances of flooding. check out these images taken from overnight on highway one in sonoma county. you can see cars driving through the water this morning. there are several reports of flooding on roadways all across the bay area. as we just heard sarah mentioned earlier, we're also keeping an eye on rising creek this is video from overnight showing the anselmo creek. this area has been prone to flooding in the past. so residents living in the area probably want to have their sandbags ready. also keeping an eye on potential power outages across the bay area. another check now at the pg outage map for you right now. there are some minor outages of those orange spots indicating the areas that we're seeing, the highest number of outages, things, of course, could pick up. we could be seeing more outages as the storm continues to intensify across the bay area. and if there are any major outages or disruptions will

make sure to up and take a look at this. a landslide on state route. 84 yesterday blocked both lanes in both directions. this happening between soon all in fremont blocking traffic for a couple hours canyon road in silver springs. under past, caltrans crews were able to clean up and get all the roads back open. but what a mess. in the north bay. 2 teens died in a car crash on highway 101 in novato. it happened around one 11, 40 rather thursday night on northbound highway 101, near dave drive and ignacio boulevard. the chp saying a 16 year-old boy was driving with 4 other people on board the car, a deputy say, but the driver lost control of the vehicle and hit the center divide. the car flipped and rolled over the highway barrier. the driver died at the scene. one of his passengers, a 17 year-old girl, also died. there. 3

other miners inside the car were sent to hospitals for treatment. the cause of the crash is still under investigation this morning. in the new year, nearly 1000 new while laws take effect statewide. our capitol correspondent eytan wallace told us about some of them. and now he focuses on traffic related laws that you should know about before you hit the road or even take a walk. >> well, no doubt at some point in our lives. we've all done what i'm about to do. the illegal act of jaywalking where you cross the street, a random point in the road outside of a marked crosswalk but come 2023 as long as you look to the right and to the left and they're no hazards. you can do just this without getting a citation. just one of the many new traffic law set to go into effect january 1st. >> our cameras saw it happen over and over again in downtown sacramento. jay walking technically as of right now, jaywalkers could be ticketed. but in the new year that will because of a new law by assembly member. phil ting,

the goal is very simple. just encourage more people to walk in california. while critics have argued the new law could endanger pedestrians and drivers alike. ting says that will not be the case. noting the legislation allows jaywalking to take place only when there are no hazards there's no immediate car or bicycle or in the that it's ok to safely cross that street in at a time where we want more and more people to walk. >> i can't imagine a greater disincentive to walk into work, walking to school, walking a pick up groceries, getting a citation along the way of the law. he argues will especially help low income communities, he says were unfairly hit hardest by jaywalking. citations. the tickets were actually in lower-income areas where there's actually last pedestrian infrastructure. so we also don't want communities where there's fewer sidewalks. if you're a pedestrian over crosses to get penalize for having a lack of infrastructure and encouraging them to also be able cross the street safely. also related to

where traffic is moving along people are appear to be taking their time. they're leaving plenty of space in between cars, probably a good idea. given those wet conditions on the let's check in with dave has been tracking the storm conditions for us all morning long. >> hey, dave. hey, good morning, stephanie. good morning, everybody. donner summit we go to and now it's not so much traffic. it's we're getting covered up here the snow. it's kind like the opposite of a getting covered came back to the home front. there's the rain. pretty much moderate rain is the word that we have for right now. we're taking a break from the real heavy stuff. it's expected to pick up 4 later this morning and into the early afternoon hours. that's what the game plan is. all of this. but again, most of moderate rain for right now is hugging the east bay. breaking up a little bit up to the north bay as zooming in a little closer here. there you see the east bay shoreline up to the east bay hills and even tri valley getting some good rain out of all of back up to the mountains there. that winter storm warning is until 04:00am

on sunday. they also have an avalanche warning because of all as expected. pick up another foot or so out of this particular package. snow levels are around 5,000 feet or so. as talking about in terms of some of the the warnings and so forth. we like to see them a little lower, obviously, because that means we're saving more moisture with all of us. but these storm systems have been more than mid to lower latitudes. so it's been somewhat mild air coming our way. not the really cold stuff up when we get precipitation coming from that direction, we get the cooler temperatures but more mountain snows. so we take a break. breathe air tomorrow. monday, back up again, taking a break on tuesday. but the deeper moisture expected by wednesday. you'll see that in the long range forecast models, futurecast, wind gusts were almost but to put this to bed, too. in terms of the wind advisory. however, it looks like the winds are going to pick back up again being from an offshore direction. you can see up here to the north bay in the mid afternoon and because of so much saturation of the ground, it provides very little bit in the way of some resistance. we may continue to have future

problems this afternoon outside of the wind advisory posting now those offshore winds. i pointed this out earlier is going to bring in some drier air in here and that will have a little impact on not only our skies, not seeing much the way of fog tomorrow morning. at least it doesn't say so. and that may also mean more evaporation of the surface keeping those temperatures down. here's what goes in future cast for there's the deeper moisture you can see climbing on up as we get to around 2 o'clock in the afternoon just about to put this to rest up in the north, asia will notice continuing in the east bay after sunset. however, you get to around 8, 9 o'clock tonight. we should clear out those skies and that's the drier air coming down here. so for all the festivities, except for all that's been done, we won't be adding to that with future rain going on. so it'll be a little bit of relief with that futurecast rainfall totals just estimating once we clear things out for now, looks like some heavier rain for san francisco, east bay shoreline, but even inland, you don't always see that sometimes the east bay hills sometimes block
