>> from the area's local news station. you're watching the kron. 4 morning news at no. >> good morning. and thank you so much for waking up with us here on the kron. 4 morning news. i'm stephanie lin. it is sunday january. first, happy new year to you. >> we've got a lot of news for you this morning. let's start by getting a look at the weather with dave spahr. happy new year, dave, while good morning, stephanie. good morning. everybody is a public service member on those checks. it's 2023 now in. good morning, everybody. here's a live shot of the golden gate bridge. lots of sunshine. big contrast to what we had yesterday. >> look at some of hole that fog one on the windshield. there looks like the wind chill your car at home.

>> temperature check for you. it's a little chilly this morning. not as cold as it was at first light, but we're at 49 now santa rosa. most readings are either hovering in the upper 40's, although fremont chilly 43 in some places cracking into the lower 50's already. 51 antioch in for oakland to remember the rain that we had actually acts as a little bit of a cooling mechanism for us today with this drier air that's in place. so here's the temperature contrast for you. not your imagination were trailing by some half a dozen degrees or more most populated in the south storm tracker 4, nice and quiet today. maybe just the intrusion of some high cloudiness a little bit today. that will be about it. winds little bit of a breeze coming in on short. you can see from the peninsula, but elsewhere, kind of an offshore wind that again has ushered in coal where dry air. and that's the evaporation cooling factor. keeping those temperatures suppressed. this is all we're going to do today with all the sunshine mid 50's. again, some high cloudiness, however, next week unsettled. we'll be breaking

that down for you coming up in just a bit. stephanie. dave, thank you. >> on the peninsula, flooding for several roadways in san mateo county to close saturday and brought traffic on some parts of highway 101, to a complete standstill. kron four's gayle ong was there and has the details for us. >> saturday morning, heavy rain and high tides flooded this stretch of highway one to one in south san francisco. both southbound and northbound lanes closed as caltrans worked to clear the drains to get rid of the standing water, causing a lengthy delay, the oyster point boulevard exit a standstill as traffic was diverted off the highway. pretty crazy right now. >> well, >> in san mateo, relentless rain swamped the area of delaware street and bermuda drive. got to walk in the morning. >> well, they pulled love my news. >> well, the water was much higher. monde others braved the elements that this man was forced to step outside with turning sandbanks. for place

and that mission right according to san mateo police, the area flooded due to a nearby creek overflowing live in this building. and i like looking out the window of we have a full now >> it's crazy. flooded has never been before. the weather prompting sophia porous to change her new year's eve plans. i like to go my mom for really quickly. year for the new year. i was like, come says a perfect day snuggle up on the couch and just like netflix. in the meantime, public works. crews will stay busy working to clear the drains in san mateo county, gayle ong kron. 4 news. >> both south and northbound lanes of 101, have since reopened. multiple parts of the bay area were also affected by the wet weather is gail just showed us the rain caused damage to a fitness gym in san francisco's castro district as well. the owner of next 3 sending over this video

as they tried to get all the water damage out. they also had to repair a large hole in the wall caused by the flooding. no word yet on when they'll be back open. but they certainly are working on it. meantime, for homes in the bret hart neighborhood of san francisco have been damaged because of a mudslide. >> this happening on the continent need avenues in the city's bayview district near bayview park. the san francisco fire department shared this video. and wow, just look at all that water up against that window. there. thankfully, no injuries were reported. and also in the city, a large tree toppled over and crushed a car. as you can see there. this happened on 24th street near church. in know, we've another car was also damaged. no injuries reported. on the peninsula. several streets in redwood city are back open after heavy flooding yesterday. redwood city police reopen james avenue at el camino broadway at el camino. real broadway at streets and california street

at winkelblech streets. and while the rain appears to have calmed down for just a moment, more is expected next week. we spoke with the san francisco fire department for their safety tips with more wet weather on the way. watch. >> well, no matter where you live, whether it's in san francisco around the bay area. listen to your government officials and your elected officials find out what services are available such as sand bags learn about the area you live in. is it prone to having floods? check with your insurance carriers coming up in the next week. do you have flood insurance where you covered for and have a plan help place that you can go to if you do have to evacuate or if you become displaced from some of the weather related incidents is that we're seeing today and expecting again next week. >> and captain baxter adds, if you have a weather-related emergency and they're seeing seeing something like a submerged car house and your

life is not in any immediate danger. please call 3, 1, 1, we're also keeping an eye on any potential power outages across the bay area following that massive winter storm. this is a look at the pg e outage map this morning. you can see multiple areas along the peninsula east and south bay were affected by yesterday's downpour areas in green have less than 50 customers affected and yellow. that means less than 500 customers affected in the areas that are marked orange around 5,000 customers have been affected is so few spots there. we'll keep an eye on these outages for you as the morning goes on. and the rain and bitter cold can be deadly for people who don't have a roof over the heads, at least for unhoused. people died from exposure over the past 2 weeks. clouds was justin campbell was in san jose where services are being made available to help the unhoused. >> we encourage you to a safe shelter now staying dry and come out of the cold. he is

the emergency risk. communications officer was santa clara county is sounding the alarm saying unhoused people should not try to write out the chilly temperatures and rain. it's too dangerous one that on sheltered community member had died. the santa clara medical examiner is investigating that person's death as cold related. this after at least 3 on housed mean died in the freezing cold 2 weeks ago. the county is opening its libraries for people to use during the day county libraries are operating you know, their normal library and we encourage all of our community members to go there. if they need a place to for respite from cold and wet weather. >> and that was justin campbell reporting for us this morning. for a list of libraries open as warming centers. you can head over to our website kron 4 dot com. coming up here on the kron 4 morning news. a new program in the east bay is rewarding

odds don't look good for the raiders. losing 9 in winning just 6 games. wide receiver deebo samuel will miss today's game after injuring his ankle and knee during the game against tampa bay. derek carr will also not be playing for the raiders after being benched for the last 2 games. his replacement will be jarrett stidham. this will be his first game started for the raiders. kickoff is at 105. southwest airlines continues to recover from its operational meltdown following last week's winter storm. an effort to speed things up. the airline is asking volunteer other employees to volunteer to help customer service staff with refunds and reunite customers with their bags. southwest has set up a website to help customers find their bags and request refunds and reimbursement. as of today, southwest delays and cancellations have dropped significantly nationwide. the airline is reporting up to 324 delayed flights. and 23 cancellations.

have cleared up quite a bit when it comes to all that rainy but more rain is on the way, though, right? did pick your day? basically kind of they're just about each day. >> there are a little some minor distinctions that will be talking about today. want to get another beauty shot here. this is of half moon i can show you half moon bay other days. but of course, there was aof rain going on. so here's one of the glaring sunshine going on. but don't let that for you. it's going to be chilly every where you are today because of some dry air that came across the bay overnight. help clear out the skies took care of the morning fog, but that acts as kind of a little bit of a facilitator for some cooler air today. 55 for antioch right now. 47 concord and livermore at this hour, east bay shoreline is hovering around. 51 for open. 45 for fremont? 49 for santa rosa. our numbers really didn't dip too much into the 30's. i saw that first light and they weren't much lower than this. but don't expect much of a climb from this either half a dozen degrees or a little better is kind of how we're standing. as you can see, the

south contrasted this morning, much cooler than it was yesterday. let's head over to future cast for because it's not going to stay like this for long sunshine going on. some leftover snow showers up there in the mountains. they do actually dissipate later today tonight after sunset here come some scattered clouds around the witching hour. and for the most part, thickening up by the time you have your morning commute. but by high noon is when the rain should arrive across the bay. we're calling it scattered showers. i guess is the fair way of saying that on balance for the whole day, then this really thins out by the evening commute. so, yes, that will add to any issues. we have certainly and any puddles and so forth will reinvigorate a little bit by the shower activity, but least new fresh falling rain at the morning commute will be waiting at that point. there is more yet upstream. we're going to talk about particularly noting wednesday through thursday zone. quickly on these winds. remember, this is offshore. so it's dry, not a fire hazard clearly, but it is dry air when you have dry air over water, of operation time.

the zoo hopes to reopen on monday january the 2nd. but that could change depending on the weather. golden gate fields cancel their live racing event today. they say yesterday's rain has created some unsafe conditions on the racetrack, but they do plan to reopen tomorrow. in the north bay this week pg and e made its first of 5 court mandated payments to sonoma county, nonprofits, supporting people affected by the 2018 kincade fire. this all part of pg and e's 20 million dollars settlement with the county earlier this year. in return, prosecutors dropped 8 felony charges against pg and e the kincade fire burned for more than 15 days destroying hundreds of buildings more than 200,000 people were evacuated. in developing news, we're learning more about the 2 people killed in a rockslide at yosemite this week. the victims have been identified as a married couple from san jose. 51 georgios theo the

oquirrh u.s. and 35 year-old mei yan died on tuesday morning. officials say the car they were in slammed were slammed by 185 tons of rock that fell from 1000 feet above them. this happened between the arch rock entrance and the town of ellport. how geologists say they're investigating what caused this rock fall. in the east bay. a teenager faces felony charges in connection to a fatal shooting in pittsburgh. it happened thursday around 3 in the afternoon on suzanne drive. police believe that a 15 year-old boy shot another teen of the same age inside of a home. the victim died and the other teenager was arrested. he was booked into juvenile hall and faces one count of involuntary manslaughter. the motive for the shooting remains under investigation. investigators are following up with witnesses. and now to the latest on the murders of 4 university of idaho students. police arrested a suspect thousands of miles away in

pennsylvania. our brian entin reports from where the suspect was arrested. >> brian co berger accused of stabbing 4 university of idaho students to death will not fight his extradition back to idaho. according to his public defender who also said co burgers, quote, eager to be exonerated of these charges. >> i'm a reporter no one answered when i went to the house with a 28 year-old was arrested in monroe county, pennsylvania. the front window was broken with duct tape covering the door after it may have been busted out when the fbi moved in. sources tell news nation with kohlberger was in custody. he asked if anyone else was arrested and that he had a quiet blank stcre. coburg was getting his phd in criminal justice at washington state university in pullman, washington. just a 15 minute drive from moscow, idaho, where the murders happened before moving to washington. he grew up and studied in pennsylvania.

>> co burger got his bachelor's degree here to sales university back in 2020 and then a master's degree from their criminal justice program. a spokeswoman for the school says they are absolutely distraught by what is happening. something really interesting. there is a world renowned forensic psychology professor who works here who reportedly actually talked burger. >> have eyes come face to face a second pass. absolutely. doctor captain rams lynn has appeared in more than 200 crime documentaries and written almost 70 books, including the psychology of death investigations, the mind of a murderer. and she even worked with the btk serial killer dennis rader on his autobiography, according to the university website, lehigh valley, new says doctor rams and confirmed to them co burger was a student of hers. when i reached out to her, she told me i cannot make media statements about him at this time. news nation has obtained this photo of co burger taken during the group project at desales university in 2019

students who studied with him tell newsnation. they've been told to only talk to police because they could potentially be called as character witnesses in the case they did say he was, quote, controlling during the group project. >> and that was brian entin reporting for us this morning. the suspect will be in court on tuesday. still ahead on the kron, 4 morning news, congress approves funding for 2 bay area transit projects. how much money the projects are getting and where the construction is happening. >> after this.

>> to bridge toll assistance programs are set to take effect today. veterans with a congressional medal of honor, disabled veterans and those who have been awarded the legion of valor or the purple heart. pearl harbor survivors and former prisoners of war. we'll be able to cross all california toll bridges for free. also by july, some low-income residents can waive penalties for bridge toll violations. that's if they meet the income threshold of roughly $55,000 a year for a family of 4. also households with an income at or below 200% of the federal poverty level. they'd all be able to request a waiver for outstanding penalty fees over a certain period. happening now, the chp is conducting its maximum enforcement period. it will be in place through monday, january. the second at midnight. >> during that time, the agency will have more officers on the road, keeping an eye out for people driving under

the influence. they say 29 people were killed and officers arrested almost 500 impaired drivers in california on new year's eve last year. and congress approved funding for 2 bay area transit projects. the first we'll give 1.8 million dollars for the smart train rail extension to healdsburg. there are plans to expand the railway all the way to cloverdale and 400 million dollars will go towards construction projects on the golden gate bridge to help the bridge withstand a catastrophic quake. this project could be completed in 2024.

ahead at 55. 50 going on for san jose. we talk a little bit about this yesterday and we now the dry air in cooler air in place. as you can see, substantially cooler than it was from yesterday. you see with the rain event. it's a pretty moderate throughout the whole time period. although these systems we've had all week long have come from the lower latitudes. they haven't been like these gulf of alaska storms, but 11 degrees behind for san jose in livermore this morning compared to yesterday and more than a half a dozen degrees for the east bay shoreline. again, very clear. some leftover rain is kind of trailing out there to the central valley in the south. there looks around by celia. meanwhile, for the bay area, we are all sunny. not going to stay that way, though. some cloud cover is expected late tonight into tomorrow. now these numbers for highs mid to upper 50's as what you can expect kept cool because of the dry air and all the water at the surface. that acts as a cooling mechanism of the fact of cooling coming up in a bit. we'll walk through this kind of unsettled week. that lays lies ahead. good come. details

about what you can expect in all of that. plus that 7 day forecast 7. >> dave, thank you. a woman was killed saturday afternoon when a tree fell on top of her in santa cruz. it happened around one 30 at lighthouse field. state beach. first responaers arrived at the scene and tried to save her life. unfortunately, the 72 year-old resident died at the scene. on the peninsula. the driver in a and i had to be rescued in san mateo after their car became fully submerged by rain water. as you can see there looks like they're trying to they're on top of the car. there is this happened at the caltrain grade separation along el camino, real and pacific boulevard. police and firefighters worked to pull at least one person out of the car and bring them to safety. fortunately, no one was it looks that may have been an officer on top of that car and now to the east day, another water rescue caught captured on camera. just look at that. this happened in danville saturday afternoon. as you can see, a woman and a

little kid were rescued by a firefighter from their car. looks like he used some sort of a paddle boat there. the city is urging residents to avoid areas prone to flooding and to not attempt to drive on or cross flooded roads. the city says crews are continuing to work on clearing debris and downed trees from the area. on the peninsula. firefighters helped evacuate people from flooded homes in half moon bay. this was at polar sea chose avenue and oak street. and as you can see, several cars got stuck in flooded waters and swollen creeks flowed into people's yards. no injuries reported. we're also keeping an eye on power outages across the bay area. this is a look at the pg e outage map this morning. we're seeing multiple areas along the peninsula east and south bay have been affected by yesterday's downpour areas in green have fewer than 50 customers affected. yellow, fewer than 500 and the areas

marked in orange. that means around 5,000 customers have been affected. we will continue to keep an eye on these outages for you as the morning goes on. and a new session of congress starts in the new year. this time with a different power dynamic. bragg gives us a look ahead at lawmakers. top priorities. lawmakers return to the capitol on tuesday with a long to do list and the new republican majority. i believe the american people put us in the majority on the house to deal with the immigration crisis is a congressman greg steube isis. the first task for the house will be choosing a speaker and the conference is going to have to figure that out. before we start business, congressman kevin mccarthy is fighting for the spot but he doesn't have enough votes yet. the republican majority will also control house committees and their investigations. >> and if said, they want to use them to crack down on the biden administration, even in the minority. congressman don beyer says democrats still have important responsibilities in the house try to be that alternative

voice. >> always looking for win-win situations that help the american people. democrats will still control the senate and the white house. so republicans will have to work across party lines to get legislation passed and signed into law. >> you have to be realistic, but it would be foolish to give up on finding a path on some bipartisan pieces of legislation. senator tim kaine points out the last congress passed bipartisan legislation on infrastructure, gun control and computer chips and he thinks there are more areas where both parties can come together. what about mental health? >> what about substance use disorders? an opioid addiction. >> what about long covid, though some priorities will be left behind? i don't think either party to be able to get anything is that are out on the edges. but there will be many, many things in the middle that we do together and the work to find that middle ground starts next week in washington. i'm hannah brandt. >> former president trump's tax returns have been made public. the house ways and means committee says there are thousands of documents covering 6 years of returns

from 2015 to 2020. the former president fought for years to keep these documents secret. so they do confirm former president trump paid very little in federal income taxes in the first and last year of his presidency. the documents also bringing up questions about trump's wealth and income and with a presidential run inside for 2020, for many people are wondering how this could affect trump's candidacy. kron four's political analyst michael yaki waited for us. >> the tech to turn themselves artis documents or people do with them between now and 2024. and whether that result in any criminal liability for the president could have an impact on, i guess, election and his chances for getting the nomination. republican party again. but again, remember. he's been through all this before. he's been through 2 impeachments. he's still got about 30 so percent of the republican party in its grasp. he still person to watch for in 2024. >> every president and

major-party candidate since richard nixon has voluntarily made at least summaries of their tax information available to the public. in the south bay, matt mahan was sworn into office as san jose's mayor. this happening at a private ceremony in council chambers at city hall on friday and was joined by his wife and 2 children and cheered on by staff members. he says he's humbled and honored, say in a statement that it's time to roll up our sleeves and get to work on common sense solutions to combat the homelessness epidemic take on crime and clean up our streets. in oakland. it appears the wrong person was certified as the winner of a school board election. the problem, the votes were apparently not counted properly. kron four's ella sogomonian spoke to the candidate claiming to be the real winner. >> the alameda county registrar of voters admits initial results in a tight race used to certify nick resnick as the oakland school board member for district 4 were not correct. that

incumbent mike hutchinson, the candidate who first showed finishing in 3rd place in the ranked choice voting system. it's a real victor. i really want to stress this is a correction of an error. >> and so i think a really good sign that our system is working and it only impacted a very small number of votes. he says an organization called fair vote didn't audit, which is how this all came to light. >> according to the registrar's office, the algorithm miss some ballots which didn't have a first choice selected just a second or 3rd. so they weren't counted when they instead should have been counted by reverting to the second choice to act as a first choice. now that the real winners revealed the trouble is the original results from the election. we're already certified. so under the current process, hutchinson will have to contest them before a judge before resnick is sworn in on january. 9th. roe v reps say that they are working with their vendor to provide safeguards so that this does not happen in future elections and assure that this was the

only race and alameda county affected by the problem. >> and that was kron four's ella sogomonian reporting for us this morning. now to developing news from berkeley. the la times is reporting that berkeley city manager dee williams, riley knew about harassment allegations against the person appointed as interim police chief but did not tell anyone the original report claims that in 2017, the city of berkeley hired an outside law firm to investigate accusations that interim chief jennifer lewis sexually assaulted or other sexually harassed. excuse me. several women alleged victims included a berkeley police officer who accuse lewis of making inappropriate comments at a party. the report also claims lewis was disciplined for violating city policy. the city manager reportedly failed to disclose these allegations to the city council or the police accountability board before appointing lewis berkeley's mayor calls these allegations and concerns saying they cannot be ignored.

acts of kindness can come in many forms and a new program in berkeley is cecebrating that by giving away $1000 a month to people doing acts of good. i spoke with the organizers behind the special award that's highlighting kindness in the community. >> for arts magnet school. good morning. a celebration of kindness is underway. our first. >> chris kindness. award winner is miss cell. were young. >> 4th grade teacher michelle williams recognized for her acts of good with a $1000 check and a room filled with cheers. big and small. >> it feels wonderful. but i feel like the word is in. the relationship with my student apparent nominated ms williams for supporting a special needs student during the pandemic. he thinks outside of the box

because of his learning and he >> has a wealth of knowledge about certain topics. >> so i've actually learned a lot from him. >> all this inspired by a former teacher remembered for his gentle spirit. he was always as calm as could be in sweet and kind. chris walton passed away from cancer in 2012 hit show up at your kid's birthday party with his guitar and sing songs, generosity that moved alan ross to pay it forward. walton taught his children would give $1000 to someone in berkeley who just does a random act of kindness every month. a professor at uc berkeley ross started the chris kindness award in october, launching a website where people could submit nominations. hundreds of people wrote in each one that i read. i was thinking, wow, now i really see why i did this. they include stories of people cooking food for the homeless store. workers racing to help someone with a health emergency. the list goes on of
