>> from the bay area's local news station. we now with breaking news. >> thank you for joining us here on the kron. 4 morning news. i'm stephanie lin. that breaking news we're following is out of los angeles county where at least 10 people are dead after a shooting following a lunar new year's festival. we have video from the scene overnight. the gunman is still on the loose this morning. we know that in addition to the 10 people killed, that shooting left at least 10 others hospitalized. their conditions range from stable to critical. we know about the shooting started just before 10, 30 last night in the city of monterey park. this happening in a business. investigators are describing

as a ballroom dance studio at a news conference earlier this morning. investigators described the scene which when officers arrived. let's go ahead. take some of that video. >> when officers arrived on scene, they observed numerous individuals, patrons of the location pouring out of the location. screaming. the officers made entry location. and located additional victims. the monterey park police, the fire department responded to the scene and treated the injured. and pronounced 10 of the victims deceased at the scene. >> the shooting happened in the city of monterey park located about 10 miles from downtown los angeles, park is home to about 60,000 people. most of them asian investigators say the shooting happened during one of the largest lunar new year events in southern california. we know that the second day of the festival is now canceled and we're working to get a suspect description right now.

we only know the shooter is a man. the motive for this also remains under investigation. police to say it is too early to know if this was a hate crime. investigators also added there was a so-called incident in the nearby city of alhambra and that the 2 incidents, the hombre and the one in monterey park could be connected. they are investigating that right now. we also know that president biden has been briefed on the shooting. this is again, a breaking story we're following this closely for you. and we do expect to receive more information throughout the morning. a news conference is happening in the next hour and we will bring that to you live when that happens. stay right here with for the kron. 4 for the latest developments. now. let's get a quick check of the weather this morning. dave spahr is in the weather center with the latest a day. >> okay, good morning, stephanie. good morning, off to clear essentially with some high cloudiness to deal with a little bit, which will be the case this afternoon. one of the issues we've been dealing with a pretty much since friday has been those king

tides are with us again today, although technically won't be as high as yesterday. we expect the high tide to reach around 11. 0, 8, it will be about noon going on for you on monday. as you can see, the amounts going down a little bit by monday at 6.78 feet. we also have additional wind advisory. this doesn't kick in from our perspective until 1 o'clock. but it's going to be with us all afternoon evening until in fact, tomorrow morning. this is a dry, offshore wind in the wake of that very week dry front that already passed winds currently not particularly very active com to single digits, but some of that high cloudiness interrupted some of the cooling overnight. so here's the effort with our temperatures. we actually see some quite a bit of 30's on the board here, 40 for hayward. but almost what we saw from yesterday, although they don't have any temperature advisories there. you can see some of the high cloudiness left behind. but look to the south. that's that front pushing its way down further south. and in the wake of that, we get the offshore wind for today. we've got about 49 working at 11:00am to 2. 54 high cloudiness on

balance for today for a pretty dry week coming up ahead. but it will feel very winter like we'll have more on that coming up in just a bit step. all right, dave, thank you so much. and breaking overnight, at least one firefighter is injured and 25 people displaced. >> after a fire engulfed 2 structures in san francisco. this happened on the 1300 block of hay street around one. 45 am. the firefighter was taken to the hospital and is expected to be okay. and speaking publicly for the first time since placing oakland police chief leronne armstrong on paid administrative leave. newly elected mayor shane town says the move does not mean he will be fired. kron four's philippe djegal reports that mayor tells says the decision is consistent with any officer under investigation. >> our goal here is not to be punitive this is not a disciplinary action. >> to keep the route armstrong instead, mayor sheng tells that it's a saturday her and the city administrator place police chief leronne armstrong

on paid administrative leave is consistent with policies, guy to investigations into all. officers heard rumors like people saying, well, this is going to be the end of chief leronne armstrong. >> and i want to make sure that everyone understands that putting somebody on paid administrative leave while there's still a active investigation, if that's exactly what it is, it is not meant to be candidate. but there is an investigation. i want people to understand that under this administration there will be no, you know, a different kind of treatment, whether you're the chief. >> rank and file the move was made after a law firm hired by city last year released an independent report detailing one police sergeants alleged misconduct and the department's internal affairs divisions mishandling of his investigations. the sergeant is accused of leaving the scene of a hit and run collision while driving a patrol car back in 2021. and then a year later, waiting a week to report firing his gun in an elevator at police headquarters. the report suggests chief armstrong took

a hands-off approach in holding the sergeant accountable for his actions. tao said she is concerned this investigation could prolong the federal monitors oversight of the police department. that's been the case since a civil lawsuit was filed against the agency in 2000 until this house as the department was nearing a period of probation in the very beginning, this oversize will see enough for 5 years. >> it's been going on. 21 years now. and so, of course, we take it very seriously. and it is an ongoing concern. well, i under this administration, we are going to move forward in a way where we're going to try to get the department out of this federal oversight and a good place to start, she says, is removing internal affairs from investigating officers and transitioning those duties to another oversight committee. >> chief armstrong has not responded to our request for do whatever we go from 4 news. >> and not everyone agrees with the decision to place the chief on leave during the investigation. former council member lauren taylor, shane tells opponent in the recent

>> all right, dave, let's get a quick check of that weather with you, good morning, stephanie. good morning, everybody. a live shot coming in the east bay shoreline. here we have some high cloudiness to deal with, but more to the point, some drier air being pushed into our area with all of that kind of put together here. we do actually have a wind advisory that's going to pop up that you'll see when i show you the wind profiles coming up in just a bit of the we look like for the winds. check into those temperatures, though. still quite chilly. as we start our day today. noaa advisories with any of this. but you get the general low down here, maybe in some frost in some areas. but well drier today. 33 going on santa rosa. 36 for napa. 37 for and the far east bay. we have mostly 30 degree readings. 38 coming in for

oakland and 40 for hayward. 39 for san jose. but i did say sunny skies, right? so yes, we'll get the daytime warmth going on. but when you couple that even with them being offshore winds, it's still have a bit of a chill in the air. so don't let the pictures for you when you step outside man to dress more accordingly. we are in winter. remember, even though a lot of sun going on here, calm winds to single digits for now. that's going to the case few morning hours. it's up to lunch time things start to change stormtracker 4. you kind of get an idea of the wake of that front dropping out of central valley into socal in its wake. we get the strong offshore wind. it's going to come plowing right through the central valley and right through solano county filtering right across the bay and going out across the golden gate into the sea. futurecast four's relatively uneventful just to note might have a few little stray snow showers going on up there in the mountains. from our perspective, that's it. we're going into sunday mode as we get into your monday. and most of the week will be, in fact, just like that. let's get to those all important winds as we get to about 1 o'clock. it becomes very apparent where the action is. solano county

through most of the east bay east of the east bay hills. you really feel those winds and a little bit of the peninsula. then plays out actually holds together impressively for a good period of time here all the way overnight into tomorrow morning. we lose a lot of the intensity of the peninsula fairly quickly. white holds in the east bay, particularly well inland and solano counties using the last stop along the journey get these offshore winds coming plowing right down the valley like that kind of gets channel right into the bay. so for today, we've got mostly sunny and windy. cool with 50's going on inland or near the water week we have a few scattered clouds but cool again is what we got 30's to 60's for highs, low 30's for lows, rather and 60's going on for highs. windy. also late and then foreign next week weekend, rather saturday will call scattered clouds, been watching a chance of rain try to develop on sundays with being pushed forward for this little rain event that will carry us into early next week. let's to 57 for san francisco. 58 oakland, 57 for san jose. also check in at levi stadium.

have seized more classified documents from president biden's home in wilmington, delaware. saturday. the president's personal lawyer said that investigators had found a half dozen documents after conducting a 13 hour search of the home on friday. now some of those were dated from the time when biden served as u.s. senator and others from his time as vice president in the obama administration. 2 democratic senators have called for an investigation into president biden for his handling of classified documents when he was vice president in the obama administration. according to a new you gov poll. senators joe manchin of west virginia and tim kaine of virginia agree with two-thirds of americans who support an investigation. the documents were discovered in the president's former private office and his delaware home. the attorney general has appointed a special counsel to look into the matter. meantime, president biden's white house chief of staff ron klain, is expected to step

his business is scheduled to be arraigned in february. collier, gwin owner of foster gwin gallery now faces charges for misdemeanor battery. if convicted, he could face up to 6 months in county jail and a $2000 fine. the san francisco da's office says he is expected to enter a plea at the arraignment. it's scheduled for february 17th. now to an update on san francisco's 1.7 million dollar toilet saga. this is a story that garnered national attention because of how silly it might sound. just one toilets, in know, >> and astronaut listed at an astronomical price to be completed and several years governor newsom had to step in to put a temporary halt on this project. and now a prefab fabricated toilet is being donated to the city to be ready to go by this fall. the catch year, it could still cost the city close to a million dollars just to get the new toilet up and running. according to the san francisco chronicle. that's because

>> and developing news from san luis obispo county where hundreds of first responders continue to search for missing 5 year-old boy kyle. one kyle was swept away on january 9th as the year's first winter storm drenched. california. he's not been seen sense. a total of 21 people died during that downpour, including several caught in rising flood waters. authorities deployed drones, helicopters and hundreds of cal fire and cal oes team members continue to look for kyle together. they've searched large portions of the salinas river near where he was swept away. they plan to continue their search throughout the weekend. happening now it's to patrols

right. let's start off this half hour with a check of our forecast. let's check in with dave spahr today. >> okay, good morning, stephanie. good morning, everybody. and a live shot coming in from the embarcadero. we can see the flag not too active right at this hour with the bay bridge behind this will become more active later on for an offshore wind direction is what we're expecting for today with those gusty winds, a wind advisory posted from 1 o'clock this afternoon until 07:00am on monday and notice the colors. ation who's getting hit by this. this does include san francisco, but it does not include everybody up in the north bay. what direction the winds are coming from. think that kind of telecom, the single digits is where we stand right now. the will be really setting up in a line for good offshore wind event right across a lot county. now with unrelated to by the way, we also have that continuation of the king tides. we reach the high tide today about 11. 0, 8, and tomorrow will be with us again for elevated tide levels just past noon on

backyard pool waking up the homeowner and leaving behind more questions than answers. chp is investigating how a woman's car veered off the roadway went through a fence and then straight into the pool. kron four's. amanda hari has the story. >> the homeowner tells me she's fine, but is likely still in shock. there's a lot of damage. her backyard. if you take a look over here, you can see this is where the tesla hit the wall and the ground is now an even here. farther down. we have a ton of debris and the fence there is where they drove through. >> this sandra fell back yard became the setting for a tragedy early saturday morning. a woman died after driving her tesla off san pedro road through a fence and into the pool homeowner barbara cuff nurse says it's hard to process what happened. i was sleeping in my bedroom. it was a 6.35, and i heard a loud like food i jumped up out

of bed. she says she looked outside and saw flashing lights in her pool. she ran downstairs and her friend who was staying with her was already out there. he just looked at me and said call 9-1-1. she says he tried to help and the car was sinking and he knew there was a person in there and he was trying to break the car to get the person out. but he says sandra fell. police were there within 5 minutes, but the woman had died. they were asked to leave the backyard for the investigation. a tow truck has to pull the car over the fence to get it out of the backyard. she says she spends many mornings in the backyard and could have been out there when this happened here. a high and the dog any all 3 of us could have been out there at that time. >> and we might not be alive right now. california highway patrol is taking over the case and they're investigating. >> they will look into whether drugs, alcohol or fatigue factored into the crash. and because this is a tesla, if

breaking news out of los angeles county. 10 people are dead at are dead and at least 10 injured after a mass shooting at a lunar new year festival in the city of monterey park. we're taking a look now at video from this scene. and according to police, we know that gunshots ran out at about rang out at around 10, 30 last night. that shooting happened at a business being described as a ballroom dance studio. monterey park has a large asian population. investigators say this was one of the largest lunar new year events in southern california. so far at as of this hour, investigators say that they do not have a suspect in custody. they have not released a description of the shooter. we only know that the person responsible as a man. there's also no description that's been released of the weapon. the motive does remain under investigation at this time. and police have not said this was a hate crime. a news conference is slated for later this morning and we will bring

>> and thank you so much for joining us here on the kron. 4 morning news. i'm stephanie lin. we are tracking breaking news for you this morning. it's out of los angeles county where at least 10 people are dead after a shooting following a lunar new year's festival. and we have video from the scene overnight about to show you here. the gunman we know is still on the loose this morning. and in addition to the 10 people killed, that shooting also left at least 10 others hospitalized. their conditions range from stable to critical. and we know that this incident happened just before 10, 30 last night in the city of monterey it started at a business investigators are describing as a ballroom dance studio at a news conference early this morning. investigators described the scene when officers arrived. watch. >> when officers arrived on scene, they observed numerous individuals, patrons of the location pouring out of the location. screaming. the

officers made entry location. and located additional victims. the monterey park police, the fire department responded to the scene and treated the injured. and pronounced 10 of the victims deceased at the scene. >> the shooting happened again in the city of monterey park located about 10 miles from downtown los angeles. and this area is home to about 60,000 people. many of them asian investigators say that this happened during one of the largest lunar new year events in southern california. and we know the second day of the festival is now canceled. we are working to get a description of the suspect. we just heard from the sheriff just about 10 minutes ago that they are a potentially going to release an image of the suspect. we only know right now, but the shooter is a man. the motive for this also remains under investigation. police say it is too early to know if this was a hate crime.

overnight, at least one firefighters injured and 25 people displaced after a fire engulfed 2 structures in san francisco. this happened in the 1300 block of hay street around one. 45 am. the firefighter was taken to the hospital and is expected to be okay. and speaking publicly for the first time since placing oakland's police chief on unpaid administrative leave. the newly elected mayor shane tells says that her decision to put the police chief on administrative leave does not mean that he will be fired. kron four's philippe djegal explains. >> our goal here is not to be punitive this is not a disciplinary action. >> to keep the route armstrong instead mayor sheng tells side year and the city administrator to place police chief leronne armstrong on paid administrative leave is consistent with policies, guy to investigations into all. officers heard rumors like people saying, well, this is going to be the end of chief

on saturday, january, 21st 2023 at approximately 10:22pm. officers from the monterey monterey park police department responded to a business and the 100 block of west garvey avenue in the city of monterey park regarding a shots fired call. when officers arrived at the location, the observed numerous victims and patrons in the business parking lot. additional officers made entry into the business and located numerous gunshot victims. monterey park fire department responded to the scene and started to treat the injured. i do want to point out these police officers get there. they don't hesitate. they go in right away. and then our partners at the fire department and not only the monterey park fire department, e but many others who came to assist the victims, survivors who needed assistance. they were at least 10 additional

shooting left at least 10 others hospitalized. their conditions range from stable to critical at this time. this incident starting just before 10, 30 last night in the city of monterey park. again, that's in la county. it happened in a business. investigators are describing as a ballroom dance studio. it happened again in monterey park located about 10 miles from downtown los angeles. and to further contextualize is for you. monterey park is home to about 60,000 people. a very densely populated with many asians. investigators say that this shooting happened during one of the largest lunar new year events in southern california and, you know, today is the lunar new year. so this leaving a lot of people, they're just shaken up the festival. the second day of the festival is, of course, now canceled right now. no description, no clear description of the shooter at this time. we. understand, though, according to la county sheriff, that he's been

you for joining us here on the kron. 4 morning news. i'm stephanie land and that breaking news we're following is out of los angeles county where at least 10 people are dead after a shooting following following a lunar new year's festival. we have video from the scene overnight to show you here of the gunman, according to authorities is still on the but they we are getting word

that there is that we are expecting a clear suspect description in the coming hours here. and in addition to the 10 people killed, we know that shooting left at least 10 others hospitalized. those victims conditions range from stable to critical in the started just before 10, 30 - last night in the city of monterey park. that an area that has a large asian population. there's also a number of latino population there as well. and the shooting happening at a business that investigators are describing as a ballroom dance studio. this happening again in the city of monterey park located about 10 miles from downtown los angeles that the population it of monterey park is about 60,000 people to further contextualize this for you. and investigators say that this shooting happened during one of the largest new year events in southern california. we know that the second day of the festival is now canceled and at a press

conference that we brought you live here on kron 4 just about 30 minutes ago, the la county sheriff shared why they currently do not have a definitive description of the suspect yet. watch this. >> are very preliminary description. has been described as a male asian. it's taken us a while and please be patient with us because as we're interviewing victims and witnesses, we've gotten different descriptions of one suspect. so when i say is please, again, be patient with us. >> and the motive for this also remains under investigation. police say it is too early to know if this was a hate crime. another thing to add here is that investigators are also looking into another incident that they say happened in the nearby city of alhambra. they say that these 2 different incidents could be connected in some way. they are investigating that right now.

and we're also hearing from lawmakers across the country, including right here in california, our own governor governor gavin newsom. this morning saying, quote, monterey park should have had a joyful night of celebration of the lunar new year. instead, they were victims of a heartless act of gun violence. the governor going on to say that his or his heart as we learn more about the devastating acts of last night he is monitoring that situation closely. we also reached out to san francisco police this shooting in monterey we know that there's a lot of lunar new year celebrations planned for this weekend they responded to us saying that they are closely monitoring what happened in monterey park on saturday and that officers are working with the community to address any safety concerns for the lunar new year. and officers also adding that at this time we do not have any information of

>> the homeowner tells me she's fine, but is likely still in shock. there's a lot of damage. her backyard. if you take a look over here, you can see this is where the tesla hit the wall and the ground is now an even here. farther down. we have a ton of debris and the fence there is where they drove through. >> this sandra fell back yard became the setting for a tragedy early saturday morning. a woman died after driving her tesla off san pedro road through a fence and into the pool homeowner barbara cuff nurse says it's hard to process what happened. i was sleeping in my bedroom. it was a 6.35, and i heard a loud like food i jumped up out of bed. she says she looked outside and saw flashing lights in her pool. she ran downstairs and her friend who was staying with her was already out there. he just

looked at me and said call 9-1-1. she says he tried to help and the car was sinking and he knew there was a person in there and he was trying to break the car to get the person out. but he says sandra fell. police were there within 5 minutes, but the woman had died. they were asked to leave the backyard for the investigation. a tow truck has to pull the car over the fence to get it out of the backyard. she says she spends many mornings in the backyard and could have been out there when this happened here. a high and the dog any all 3 of us could have been out there at that time. >> and we might not be alive right now. california highway patrol is taking over the case and they're investigating. >> they will look into whether drugs, alcohol or fatigue factored into the crash. and because this is a tesla, if the autopilot was you've seen it on the news with the tests the auto pilot. >> whatever you call it and i

11 o'clock early this morning with a low tide occurring around 06:00pm. officials say tides are expected to reach over 7 feet. >> this king tides of today represent the future average time tied to the future. right? so near future, the king tides just about a foot or 2 higher than the average high tides that's going to be are sort daily condition is high water levels, help engineers and planners identify these hot spots so we can plan and adapt for this. >> according to the national oceanic atmospheric association, the king tides are not related to the recent storms that we've had. rainfall that we experienced in our state led to floods and mudslides, also triggering a shortage of oysters, many of the state's oyster farmers have not been able to harvest these because of water runoff. farmers have had to pause operations because of higher bacteria levels in the water.

and one large farmer of oysters in the central valley said the harvest stoppage has said his supply chain back at least a month. in about 6 weeks. the famous bay bridge lights will go dark and these lights are actually part of an art installation. the nonprofit the art installation that you see here says the hardware on the bridge is failing and they're hoping to raise donations to help the reinstalled that display. >> and in >> what what the bay bridge look like without its iconic twinkling march 5th, the bay area. we'll find out the hardware is failing. >> it's actually fairly at a rate faster than we can cost effectively keep up. then davis is the founder of eliminate san francisco arts, nonprofit. >> create flight filled public art. and after 10 years of dazzling bay area, residents and visitors, the bay lights display has more than a few bald spots. if you look closely at all been watching some of the brighter pattern start to see areas, a lot of
