just showing you a storm. rain coming down about an a little bit over an inch and a quarter. this is going to be near patterson ranch road in the fremont area. so this is an area an update you on. >> every 15 minutes. but you're going to see some rain, isolated showers. really? the theme not to mention gusty conditions as we fast for a future cast winds. you can see at 10 45, we're still going to see wind gusts in some areas to the north of 22 miles per hour or so. isolated showers, rain, breezy conditions really going to be the theme as far as temperatures are concerned. santa rosa rise and shine the sunday. we're at 49 half moon bay at 52 san francisco. 49 down to the south, a san jose. 47 and antioch. 48, your wake-up planner really showing you rain, breezy conditions in san francisco are looking at a high of 52 glenn, 54, rainy and breezy and san jose. right now. our highs going to be 55. some rain likely for the area. every 15 minutes. we're going to show you those conditions. plus, it's a snowy mess in the

sierra. i'll show you a live look coming up next. all right, brittany, thank you so much. >> friends and family gathered at a park in san jose on saturday to remember a 14 year-old boy killed in a car crash. kron four's philippe djegal spoke with the victim's mother. >> a week has passed since police chips. 14 year-old son joseph gab and died in a car crash. and still, she says it does not seem real was a passenger in a seoul, a vehicle accident. >> it happened near kabul and blossom hill road last around 4.20 friday morning. just saw him hours before the commission had >> early that day, like what am i supposed to do if anything were to happen to like, how do you expect? know, they just go on and he said will be alright, like you'll be good. like we just had a mother, you know, some talk. where are those just like 5 or did anything wrong? like just, you i just want you to like forgive me gap and died on scene making him the first person killed this year during a traffic collision in san

jose. >> the girl who was also in the car died at the hospital. police say the car was speeding and the teenage boy behind the wheel survived. he has been arrested for driving a stolen vehicle and 2 counts of vehicular manslaughter on saturday. friends and family held a fundraiser at lake cunningham r who was a mama's boy. he was a her everything. her other half. >> he was my right hand t you have everybody and he was funny. says her son loved the forty-niners is survived by his parents and 7 siblings, though a week has passed the santa clara county office of the medical examiner. coroner has yet to identify gavin's body so badly burned in the fiery crash. i just said did the dna yesterday. >> and so they set about 2 to 3 weeks. i'll have an answer which i that's my son. he's not home. you people have told me that that was him that. i'm just hoping have him released

before the 21st was that's my birthday. and i want to celebrate him. have services on my birthday's goes, i want to celebrate him moving forward in san jose. leave the ball run for >> a 2 alarm fire broke out in oakland last night. it happened at eves waterfront restaurant about 30 firefighters, at least 4 engines and a couple of fire trucks were deployed to put out the flames. the emergency call happened around 7.30, yesterday evening. the cause of the fire is under investigation. but firefighters say they don't believe anyone was actually in the building when this fire started. that despite the wet weather, the annual chinese new year parade. >> return to san francisco saturday evening. look at how much fun that looks. a kron four's gayle ong spoke with people who lined the streets to get a view of the colorful floats and performers. spectators lined the streets of san francisco saturday evening to take part in a beloved city tradition. the

to drive away evil spirits. rabbit. as you can see, the rain didn't stop people from coming out and wishing everyone happy lunar new year here in francisco, gayle ong kron. 4 news. >> and happening today, lunar new year festivities wrap up in san francisco. >> today is the final day of the lunar new year. community street fair. and that's where we'll find four's camila barco live for us this morning. i'm camila. it might be the last day of the festival, but it sounds like we can expect some more big crowds out there today. >> most definitely hopefully this weather doesn't stop people from coming outside right behind me. you can see that things aren't quite set up in just yet. but like you said, stephanie, it is the last day for people to come out and enjoy this community street fair. and it's a great way to see china town. we're currently on grand avenue and behind me is where the tents and abuse are going be set up.

if people walk this street just blocks and blocks, they'll find more than 120 booths and concession stands along the way. people can also find all sorts of activities and entertainment for all ages. according to the event lebsite, there's an entertainment stage on pacific and grand avenue. stephanie. they have chinese folk dancing. they have an opera. they have drumming all lined up. >> they'll also have giant puppets and dragon and all other items from the parade here as well. now, as you walk down grand avenue, you'll find the tense and the boost. you also find some brick and mortar stores will also come across the dragon gate. and again, you'll be able to walk through trying to tout the community street fair starts at 9 o'clock this morning and it will go on until 5 this afternoon. it is free of charge. you just come on down here to chinatown and start walking through the streets. but just a heads up. if you're planning on coming out here today, nearby streets are blocked off. i'll send it back to you. important reminder, but it sounds like it's going

expect over the coming days? the music got us in the fields, right? it really sets up the tone of what to anticipate those gray skies that we're watching showers right now. you can see that with stormtracker 4. >> that potential again for rain, isolated thunderstorms really going to be the theme. so again, every 15 minutes we're going to show you those live. look at the conditions to make sure that you are prepared to take a look at radar. stormtracker 4 showing you. yeah, it's kind of active right now in south san francisco. we're also picking up breezy one thing i was watching, you're going to rain picking up over half an inch. this is going to be in the newark area kind of close to cherry street. so if you live near cherry street. >> in the newark area, you're going to start to notice some rain coming down probably for the next 15 minutes. taking a look at the big picture. what to anticipate today. you can see by 9.30, as we fast for that clock. futurecast for still showing you to the south. we anticipate to see some showers today and around 12, 15, we're going to see those showers coming in from the north. so it's going to be those days again where we have the potential for isolated thunderstorms. i think that

window is really going to be between 9 and 2 o'clock. but overall, it's still going to be a rainy day on top of breezy conditions. it was breezy yesterday and future cast when even showing you at 7.45? yeah, we're going to see wind gusts in the 20's. and as we fast for that, take a look by 12 30's really going to pick up across the area. some wind gusts again coming up to 27 miles per hour. when you get to 31 miles per hour, like we will a little bit later around 3.45, that's again. when you start to hear that whistling with those breezy conditions on top of the rain right here in the bay. take a look at donner summit. it is a snowy mess. you can see it. look at that card is going right by on 80 this dangerous conditions. you actually do need chains on 80 right now. so that winter storm warning that's going to stay in effect until 10 o'clock tonight. we could see another 16 inches of snow above 7,000 feet. and we're also watching wind gusts up to 80 miles per hour. and the sierra temperatures are going to be below average. you

soon as possible. >> speaking to reporters shortly afterward, president biden said military officials recommended he wait on that order until the chinese aircraft was over water to ensure no americans would be harmed from falling debris. according to one senior defense official who spoke anonymously to protect their identity, the debris from the blast spanned some 7 miles. they have. the u.s. has been able to recover valuable intelligence from the aircraft and took steps to limit the chinese g%vernment's access to intelligence. the balloon collected while flying over the u.s.. as this episode comes to an end, tension and complication lie ahead in the already rocky relationship between the u.s. and china after learning of the balloon secretary of state antony blinken's planned trip to beijing was canceled. widely seen as an opportunity to east tension between the superpowers, a pattern of

morning. even the potential of thunderstorms. >> as we roll into the sierra, we're going continue to watch a winter storm warning. it's a snowy mess. we'll break that down for you. but the good news finally is that monday? we're going to break. so we just have to get through today. so here's what i want to make sure, you know, stormtracker 4 just showing you still busy. we still have again, the potential for a some showers this morning see that right there at san francisco. i did just notice near canada road in the redwood city area. we are having downfalls right now about a half an inch of rain happening now. so that's kind of where the activity is. and again, i want update you every 15 minutes as we fast for a future cast for at 9.45, you can still see some showers near redwood city area by 12. 45? we're going to see the focus is really going to be near sonoma. you're going to start to see those showers by 3.15, is still going to be cloudy. but it looks like things are going to slowly start to move out. one thing we'll watch throughout the day is going to those gusty conditions you can see right there on the coast as wind gusts of 25 26 miles per hour.

and by this afternoon, again, we could see those wind gusts in the 30's. so very breezy today, cold below average temperatures. i'm gonna break it down for you. coming up funny. all right, brittany, thank you so much. >> in solano county school officials are investigating what they're calling a racist social media post at a dick's in middle school. the superintendent of that district calling it the worst he's ever seen. our karma dickerson spoke with family of one of the students targeted. >> in his 35 years in education, even 2 days later, just has me staggered. the superintendent of dixon school district is calling a social media post sent from this school the most disgusting, disturbing. i'm really troubling. a hateful. >> i think ever seen. superintendent brian dolan says wednesday just after school apparent came to the john that middle school office showed administrator social media post. >> people were asked to pose for a picture. without it being explained what the

purpose of that was the result with a collage of the school's first black principal, camille o'connor and 15 to 23 black and mixed race. students with >> kind of had a banner up top, you know, happy black history month. you monkeys. >> having to head. a conversation like with your 12 >> my mic nielsen was shown in that post. she works for the school district, but in this situation, she was simply one of more than a dozen parents who got the horrifying call from the school district letting her know what happened. she and her husband had to tell their son. could this be somebody around me? is this somebody right up under a little at rest? >> how do i know that this isn't going to happen dolan says he believes a small group of students are responsible for the post which was made during school hours and posted to the social media account of the 7th grade boy, that boy has been suspended as district officials investigate. one of the things that so deeply

concern is that this took an awful lot of planning. >> mcneill and other parents came to hear the superintendent speak friday say this is just one of many racial harassment issue students the district have faced and they fear the community at large is not taking it seriously. a lot of the students in the area as though this was just a joke, a silly mistake. it wasn't really means it was meant to be funny if it wasn't funny, it wasn't funny as a parent receiving that call. it wasn't funny to watch. might out crying in her. >> that was karma dickerson reporting for us. the superintendent says that those involved with the offensive post could face expulsion. alameda county's new botts dots which were meant to stop dangerous sideshows don't seem to be working. on friday night a car was filmed spinning donuts on top of the dots in san lorenzo, a social media post shows video of a white cadillac spinning donuts at one of the intersections. you can see the burned. rubber marks across the top of the dots there, which again were meant to stop sideshows from happening. the sheriff's

office installed these dots at 2 intersections but say that more will be installed were sideshow. activity has been reported. in the north bay. serious citrus pest has been detected in sonoma county that culture department says the asian citrus psyllid is known for spreading disease to citrus trees. the past was found thursday inside a survey trap in a residential area east of sonoma. officials there say that there are numerous counties in southern california already affected by this book as well. local officials are now seeking state assistance to coordinate a response, including cooperation from nurseries and farmers. markets that sell and move citrus. this pest is not a threat to other agriculture in the region. and kron 4 is your local election headquarters. a measure that would give voters the final say on all state wide tax increases has officially qualified for the 2024 ballot.

game-changer for california and why opponents argue it will hurt local communities. >> well, supporters say this ballot measure is all about transparency to give you the voters. the final say on how your tax dollars are spent. but opponents argue it could impact critical government services. >> your tax dollars as it stands today. any time the legislature wants to impose a new tax or tax increase, it needs at least two-thirds approval from both chambers. and of course, must have the governor's signature. but now a measure that just qualified for the 2024 ballot would add another layer to the mix you the voters known as the taxpayer protection and government accountability act. the measure would require a simple majority vote or approval for any statewide legislation imposing new or higher taxes. the people should be making these decisions. >> and that's again, what we're trying to do with this match. robert lapsley is the president of the california business roundtable. a self-described non-partisan organization comprised of

major employers across the state. >> lapsley and his team helped organize the effort to collect and turn in more than 1 million valid signatures to qualify the measure for the 2024 ballot. given that we're the highest costs state in the country know and that we have were also on the highest tax states. you know, we think this is a very important provision and it's fair and its balance. and with again, with our highest cost of living. >> it's also a check and balance on the legislature on top of acquiring the voters. majority approval for all statewide tax increase proposals. the measure would also require at least two-thirds vote or approval for what's referred to as local special taxes in essence, city or county tax increases to raise money for specific purposes like road repairs or the hiring of more police several groups including the service employees, international union, california chapter the california special districts association, the league of california cities and the california state association of counties also known as c

area for us little bit closer to home. we've been watching some showers in san francisco. that cell is moving from san francisco over to the oakland area. you're going to see a sprinkle or 2 taking a look at the big picture. the totals for today. we're looking at about a 10th of an inch for the majority of the area. santa rosa, maybe a little bit more than that bodega bear. but overall, you can see it's going to those drive. just willie conditions today that will continue to watch and the potential for thunderstorms. and i think that windows really going to open up 9 to 3 conditions. you can see it some places up to the north. we're seeing those wind gusts up to 20's, even 30 miles per hour. we fast for that clock. sonoma petaluma you can see right here at 10, 31, 30. really start to see it picking up. so it's going to be chilly today. we have those below average temperatures. we have rain in the area. isolated showers. this low pressure system really just giving us below average temperatures for the rest of the day. so as we take a look, you can see santa

well. a local animals are rather excuse me. local officials are now seeking state assistance to coordinate a response, including cooperation from nurseries and farmers. markets that sell and move citrus. this pest is not a threat to other agriculture in the region. kron 4 is your local election headquarters. a measure that would give voters the final say on all state wide tax increases has officially qualified for the 2024 ballot capitol correspondent eytan wallace shares why supporters say this could be a game-changer for california and why opponents argue it will hurt local communities. >> well, supporters say this ballot measure is all about transparency to give you the voters. the final say on how your tax dollars are spent. but opponents argue it could impact critical government services. >> your tax dollars as it stands today. any time the legislature wants to impose a new tax or tax increase, it needs at least two-thirds approval from both chambers. and of course, must have the governor's signature. but now

a measure that just qualified for the 2024 ballot would add another layer to the mix you the voters known as the taxpayer protection and government accountability act. the measure would require a simple majority vote or approval for any statewide legislation imposing new or higher taxes. the people should be making these decisions. >> and that's again, what we're trying to do with this match. robert lapsley is the president of the california business roundtable. a self-described non-partisan organization comprised of major employers across the state. lapsley and his team helped organize the effort to collect in turn in more than 1 million valid signatures to qualify the measure for the 2024 ballot. given that we're the highest costs state in the country know and that we have were also on the highest tax states. you know, we think this is a very important provision and it's fair and it's balanced. and with again, with our highest cost of living. >> it's also a check and balance on the legislature on top of acquiring the voters.

national news, president biden is scheduled to deliver his state of the union address to a joint session of congress on tuesday. >> his message could signal his plans for 2024 and what's expected to be his second presidential race. biden is expected to officially announce his intention to run for a second term in the near future. this will also be the president's first state of the union speech since republicans won back control of the house in november's midterm elections by a slim margin. you can watch the state of the union and analysis following the president's speech right here on kron 4 tuesday night, starting at 06:00pm. that will be hosted by our own catherine heenan. in the north bay. community members help a man in sonoma county get his brand-new tv back after it was stolen from his pickup truck. now, this man, chuck, you can see them right there in the middle there. he says that he brought his 85 inch tv at costco and on his way home. he stopped at the grocery store and when he came back, that tv

really quickly during the commercial break, we were at an inch and a quarter. this was near fern a side street near redwood city. it looks like that's now clearing out. that's the good news for us. but up to the north and still going to be busy in terms of rain and future cast winds as we've been showing you up to the north santa rosa, a wind gust of 24 miles per hour. but as we fast for that clock, you can see sonoma, even at 2.30, we have wind gusts of 32 miles per hour. so just breezy conditions throughout the day. also making it chillier. so again, we get to that 32 miles per hour. 31 miles per hour. that's when you start to hear whistling outside your door at 39 miles per hour. that's when you start to see those whole trees being knocked down with all that rain and saturated soil. it's just something. >> that we're not keep an eye on throughout the day. so this low pressure system bringing us chillier, temperatures bringing us rain. you can see below average temperatures. san francisco, your average is 59. we're looking at 52 today. livermore. your average is 58. we're looking at 54 and even santa rosa. your average is

59. and we're at 52 on top of the chilly conditions for us. you just saw the snow in the sierra a winter storm warning that's going to stay in effect till 10 o'clock. you're going to need chains on 80. it's a snowy mess. you're also going to see those wind gusts up to 80 miles per hour or so. it's chilly today. the good news, though, once we get past today in that potential isolated thunderstorms monday, stephanie is clear. you can see it's looking at sunny, so we will take it. just got to get through today. all right, bernie, thank you. well, gun violence has an impact on mental health already more than 30 mass shootings have unfolded in the u.s.. >> including at least 2 right here in the bay area. joining us live now to talk about ways we can care for our mental wellness during these tough times. is nicole ybarra area director of behavioral health with kaiser. thank you so much, nicole, for being here with us. we appreciate it. thank you so much for having me. it's such an important topics. i'm really happy to be here today. >> yeah, and i understand that this might also feel very personal to you. do a lot of

therapy in the day in your day-to-day work. you work with a lot of patients and also you're a resident of half moon the most recent shooting happened not too far away from where you live. >> yeah, very close to where i course, all of the mass shootings, you know, hit us really hard. this one, of course, was a little bit more personal, but watching the way that the community has really come together has been incredible. but it's been very painful for the community. and as you know, a lot of other things have happened the past couple months. and so the community is really wrapping themselves around each other right now. but it's been very hard. and of the violence can really and these incidents can really feel very relentless. >> you know how the violence like this affect people, even if their loved ones or friends aren't necessarily in that direct line of of gunfire. absolutely traumas complicated. you know, there's trauma for the ones who experience it firsthand. >> but there's also vicarious trauma as well for first

responders, for friends and family. there's people who have had a lot of their own personal trauma. and so this can trigger a lot of their pain and things that they've been through. and so it's very complicated. but i think, you know, there's different coping skills for those who have experienced it themselves directly. and those who are just, you know, in touch with that to the community that they live and what they're seeing on a daily basis happen. and what do you recommend that of some steps that people can take if they're feeling anxious or down because of the recent headlines? yeah, i think i had a professor and graduate school whose incredible and it will that she taught me has really stayed with me. >> which is the 6 steps to feelings. so what she mentions was when you're having an intense feeling, right and on this is a feeling where you can tolerated to some degree because there are some feelings that we have associated with trauma when we may go outside of the window of tolerance and have the thinking part of our brain shut the medulla. so if we are in a place where we can tolerate to some degree what's happening, even if it's really

painful, there's steps that we can take. so one is just facing the fact that you're having a feeling and just having some compassion around the fact that this is what your experiences. and then after you face it, you allow yourself the opportunity to feel it to have compassion for your feelings to just let the feelings come and after that, finding a way to discharge the feelings outside of your body outside of yourself, whether that's the writing through crying through talking to a friend exercise, sweating and after you discharge those feelings, then you're going to think about what it is that you need. what do you need to feel safe? what do you need to feel kind of connected back to your experience and then you're going to make a decision. so maybe that is getting involved with gun violence in the community. maybe that is at reaching to a friend asking for help or explore mental health options for yourself. and then you're going to decide you're going to follow through. so you're going to act it. so the 6 steps to feelings. i find to be really helpful and i

utilize them in my own life on a day-to-day basis. you have some great tips there and >> a question that has come up a lot as well. and i hear this from parents, especially as what kind of conversations can they be having with their young children or their teenagers? when it comes to violence that's happening in the community. yeah, that's a really tough thing to think about with young children. i have young children myself. so what i found is children feel safe when they can actually talk about the things that are making them feel unsafe. so something scary. they want to be able to talk about it and that in itself can really help. last night, my son, even he had a nightmare like 2 in the morning all and he called me into his room and he just wanted to tell me about the nightmare. wanted to tell me about the monster gave him a couple back to sleep. so obviously it's different with with gun violence. but i think just allowing your children the space to talk about what it is that they know and getting really curious about what they know because we

don't actually know what they're hearing at school or from their peers. and so just offering that open space for them to talk about it. and then, of course, the very age, appropriate level being able to offer them different tools and really assuring them that they are safe and there's many adults in our life that want to help preserve and keep their safety and just letting them know bad things do happen in this world. and it can be really scary and allowing them to be scared to an end, be in touch with their emotions. because a lot of the times i think, you know, we want to just kind of take care of it in that moment. but there may be some things that really need to come out and we need to provide a safe space for them to just kind pack year. and what are some resources that people can take advantage of today. if >> they might be struggling a little bit? >> absolutely. so, you know, mental health is equally important is taking care of your physical health, rain. and so even if in the moment you're feeling like you're pretty stable and you're okay, i think it's really important to know what resources are available to you, right? so

understanding where you can go if you're having a crisis or if your loved one is having a crisis, knowing what phone numbers to call knowing how to reach out, knowing how to get that access to care. a kaiser permanente were working daily, knocking down all the barriers and making sure that access to care is available right away. and so just being able to pick up the phone either for yourself or for a loved one to reach out and say, i need help. i'm not feeling okay and realizing that that's ok and that's actually taking care of yourself in that moment. and would you 9, 8, 8, would be one of those potential options? absolutely. absolutely. >> knowing we're closest hospital is right. if you may need to to check yourself and for involuntary or voluntary hold, which will then connect you to more resources, right? there's just so much going on in the world today that sometimes we are running around day to day, just kind of thinking, okay, i'm just going to, you know, make it through grin and bear it. but there's absolutely no shame in getting help and know that

of students are responsible for the post which was made during school hours and posted to the social media account of the 7th grade boy, that boy has been suspended as district officials investigate. one of the things that so deeply concerning is that this took an awful lot of planning. >> mcneill and other parents came to hear the superintendent speak friday say this is just one of many racial harassment issue students the district have faced and they fear the community at large is not taking it seriously. a lot of the students in the area feel as though this was just a joke, a silly mistake. it wasn't really means it was meant to be funny if it wasn't funny, it wasn't funny as a parent receiving that call. it wasn't funny to watch. might out crying in her. >> and that was karma dickerson reporting for us. the superintendent says those involved with the offensive post could face expulsion. alameda county's new botts dots which were meant to stop dangerous sideshows don't seem to be working. on friday night, a car was film spending on top of the dots in san lorenzo and a social media

post shows video of the white cadillac spinning donuts at one of those intersections. and you can see the burned. rubber marks across the top of the dots. there. the sheriff's office installed these dots at 2 intersections, but say that more will be installed where sideshow activity has been reported. in the north bay. serious citrus pest has been detected in sonoma county. the agriculture department saying the asian citrus psyllid is known for spreading disease to citrus trees. that test was found thursday inside a survey trapped in a residential area east of sonoma. officials say there are numerous counties in southern california already affected by this past as well. local officials are seeking state assistance to coordinate a response, including cooperation from nurseries and farmers. markets that sell and move citrus. this past is not a threat to other agriculture in the region. kron 4 is your local election headquarters. a measure that would give voters the final say on all state wide tax increases has officially qualified for the

2024 ballot. our capitol correspondent eytan wallace shares why supporters say this could be a game-changer for california and why opponents argue it will hurt local communities. >> well, supporters say this ballot measure is all about transparency to give you the voters. the final say on how your tax dollars are spent. but opponents argue it could impact critical government services. >> your tax dollars as it stands today. any time the legislature wants to impose a new tax or tax increase, it needs at least two-thirds approval from both chambers. and of course, must have the governor's signature. but now a measure that just qualified for the 2024 ballot would add another layer to the mix you the voters known as the taxpayer protection and government accountability act. the measure would require a simple majority vote or approval for any statewide legislation imposing new or higher taxes. the people should be making these decisions. >> and that's again, what we're trying to do with this match. robert lapsley is the president of the california

business roundtable. a self-described non-partisan organization comprised of major employers across the state. >> lapsley and his team helped organize the effort to collect in turn in more than 1 million valid signatures to qualify the measure for the 2024 ballot. given that we're the highest costs state in the country know and that we have were also one of the highest tax states. you know, we think this is a very important provision and it's fair and its balance. and with again, with our highest cost of living. >> it's also a check and balance on the legislature on top of acquiring the voters. majority approval for all statewide tax increase proposals. the measure would also require at least two-thirds vote or approval for what's referred to as local special taxes in essence, city or county tax increases to raise money for specific purposes like road repairs or the hiring of more police several groups including the service employees, international union, california chapter the california special districts association. the league of

california cities and the california state association of counties also known the sec have all opposed the measure, arguing it will hurt local governments and their efforts to fund vital projec s and resources. in a statement, the second executive director graham wrote. >> counties continue to oppose this deceptive initiative because it undermines the abilitoes of voters and locally elected officials to provide critical services. but lapsley hopes voters look at it with a different perspective. we have a lot of programs coming. >> across all these different state and local government entities that are going to require increased fees and increase taxes. and it's right that the people decide what they want. and a reminder now, general election day is november 5th, 2024 reporting from the state capitol eytan wallace kron. 4 news. >> in national news, the u.s. military shot down a suspected chinese spy balloon after was seen flying over the u.s. earlier this week. it was shot down over the carolina coast yesterday afternoon. our joe khalil has the latest.

>> shot down u.s. fighter jets took to the skies and with a single missile brought down the chinese spy balloon over the coast of south carolina. i was on the blown. >> the pentagon to shoot it down. i want to be as soon as possible. >> speaking to reporters shortly afterward, president biden said military officials recommended he wait on that order until the chinese aircraft was over water to ensure no americans would be harmed from falling debris. according to one senior defense official who spoke anonymously to protect their identity, the debris from the blast spanned some 7 miles. they have. the u.s. has been able to recover valuable intelligence from the aircraft and took steps to limit the chinese government's access to intelligence. the balloon collected while flying over the u.s.. as this episode

comes to an end, tension and complication lie ahead in the already rocky relationship between the u.s. and china after learning of the balloon secretary of state antony blinken's planned trip to beijing was canceled. widely seen as an opportunity to east tension between the superpowers, a pattern of aggression from the chinese communist party. congressman mike gallagher, chairman of the new select committee to investigate china says the takeaway from this incident should be the brazenness of the chinese government and its willingness to act on american soil. and in our airspace, it shows that this isn't just a matter of territorial disputes in the south china sea or the east china sea. >> it's not just a matter of threats to taiwan's freedom. it's it's a matter of our own national security. it's a here at home problem. the chinese foreign ministry continues to say this balloon was a civilian, whether aircraft. >> despite near universal rejection of that claim by the pentagon and american officials. and that was joe

now things look like they might be drying up. but just how long is that going to be around for bringing, you know, when to watch chance for scattered showers throughout the afternoon. so stormtracker 4 just showing you. it's really busy. take a look at your screen. you can see it right now as we speak. >> here's what i want to make sure. you know, as we zoom into the active spot, you could probably going to see rain right now as we speak. this is going to be a fair trial drive near mountain view a little bit over a quarter inch of rain to the north. i notice it's still picking up skyline boulevard in oakland. so this is more than a half an inch just east of that. a half an inch of rain happening right now as we speak. so again, we have a potential for those thunderstorms throughout the afternoon. i think we're going to dry up a little bit later on. but as we take a look at those numbers, you can see we're looking maybe a 10th of an inch up to the north. but overall, just of those scattered showers mountain view. you're looking more than a 10th of an inch with those scattered showers throughout the day. really just a setting the tone for us now we have this low pressure system not only dropping down those temperatures below average, but just bringing us those

to be sunny. we are dry out at 58 and then we're going to creep right back up to the 60's with just going again. get through today. all right, bernie, thank you so much. we continue our coverage of black history month with the man in charge of overseeing the water supply. >> for 2 million people in santa clara county. rick calendar is the first african-american to serve as ceo of valley water in the organization's 90 year history. he's also president of the california hawaii chapter of the naacp. he joins us live in studio now. thank you so much for being here with us today. thank you so much for having honored to be here. and you know what? it sounds like you are just honored as well to as a chico state, distinguished alumni are after all the water. you know, i was so surprised. this is such an honor to be out of a honored by my alma mater. for them to say distinguished alumni. >> you know, they were help me to create the base of where i came from and where you have quite an impressive list of accomplishments before and since then, you know, you're

the only black ceo of a major water organization in the u.s.. it's quite significant. you talk a lot about abolishing systemic in the water tell us a bit about that. well, i think which which you have to see is better representation of not only african-american men after america, one that everybody i think for so long we've been excluded and we haven't been at the table. i think my presence here, all that does is help me to bring other folks behind me and hopefully we'll see a child that will look at me and say, i want to be just like him. i see myself in him. so, you know, what we have to do is just continue to reach out and continue to work with everybody. yeah. what would you say you do in your day-to-day work to help address the issue of that systemic racism in the water space. well, at one of the things out there talking to folks that having a conversation, special communities of color, i say, raise your hand if you know anyone that owns water rights often comes to color, no hands go up because we haven't been at the table. so what you have to do is the train you have to educate, you have to be able

to show people that there is a path and water. >> often when my mentor 11th month when my mentors said we want, i want you to go into the water spaces who wants to go in the water. that seems so boring once you get there so much excitement, water is life you really do need to have everybody there. and so i think often people hear engineer scientists, lawyers, and that's what copa, if you think about all of that, that's also in the water and talk to us a bit about the inequalities that exist when it comes to getting fair access to clean safe drinking water. well, if you look at what's going on, especially in the central valley where you have poisonous groundwater, you have. >> you know, the the fact that people cannot utilize the groundwater often that's only in latino communities are other communities of color. so one of the things is when you have drought, when you have any impacts in the water, space often hits those that are disenfranchised on the bottom of the perils of the most. and often those black, brown and asian. and so your organization is taking some steps to remedy that situation. absolutely. if both

the ne cp and valley, what i think if you look at the in acp, we have we're strong in strongly involved in environmental justice. not only in california, but throughout the nation. often people here the in acp in the only think of of police and to no, no, we're involved in any space where you may see discrimination, unfair treatment inequality. and while we're on the topic, you know, we are here we are again at this moment where the topic of race and policing are back in the spotlight as president of the someone in your position, how did the recent headlines affect you and how are you hoping to bring about that positive? you know, so hard when you look at the tv, you see an african-american man that looks just like you. and he's calling out for his mom because he just wants to go home. often african-american . ople don't understand what it's like to live in the skin that i live in and walked on the street in that and the fear and how the stereo types of made people fearful of you. well, unfortunately, it's real. how do we get beyond that? and so what we've been doing not only in the people throughout the nation, in the

in acp just trying to make sure that we can push policing acts not only to the state legislature's but through congress. we need to be treated fairly and we need to be seen as human beings. and that would martin luther king says i am a man. i am a man, but i'm african-american men. i want to be treated with respect and dignity. are you a believer that meaningful police reform can happen in our generation? you know what i thought i'd never see an african-american president in my lifetime. i've seen that i'm a believer because i have hope. and if you don't have hope the money fighting for worth fighting for the hope of change were fighting for what we can go. you have a son now moving to a slightly lighter note here you have a son that he is going to chico your alma mater. >> what is your hope for him and for future generations? you know, my son hoping the city of think that too early, he actually graduated from chico. so >> we have 2 generations of my family. all right of she could graduate. he graduated business administration. he's out there working cells. you

know, he's the pride and joy of my life. i look at him and he's everything that i wanted him to be an even we touching that. >> what is your hope for him and for the future generations? you know what my hope is that we'll see quality in his generation is he's going up. he's still an african-american men that. >> walking down the street and i fear all the all the time of what it means. you know, when you have to teach, you know, young african-american males, even middle age, african-american males, what to do when you're stopped by the police or what mistreatment feels and looks like, you know, that's the same. some hope. i'm very hopeful in his lifetime. we'll see change. all right. last quick question here for you. what would you say is your secret to a secret to success is work hard and never quit the positive and try to do the best that you can get. anything that you do. all right. rick calendar, ceo of valley water. it is a pleasure to have you on the show here today. and thank you so much for your time. thank you. i'm honored to be all right. we'll be right back.
