is pretty much towards the south. that's the deeper moisture is the low starts to reverse towards our south. so that means skies should open up for the afternoon right now. kind of cloudy skies in san francisco. she would notice here temperature check for you. we're mostly into the 40's. that's of somewhat of a mild start here compared to some of the numbers we have for you that 7 day forecast to be quick contrast here. in some cases much above yesterday by some double digits. as you look here in the north bay, winds are going to vary a bit, but they will be ultimately becoming from the north later on with a dip in the low to the south and the sky conditions expected over the next few hours. a few showers and showers going on. that will be concentrated to the south. opening up the skies for the afternoon. but we have that little chance of a shower, redeveloping all morning forecast coming up in just a bit. stephanie. all right, dave, thank you. >> our top story this morning. police arrested a man in connection to thursday's house explosion in a san francisco neighborhood. it happened on 22nd avenue in the sunset district the blast shattered glass on neighboring houses

and cars. police say a woman's body was found in the charred rubble. investigators arrested darren price from san francisco yesterday afternoon and booked him into the san francisco county jail. police say there was an illegal narcotics manufacturing lab inside of this home. investigators say a hazmat situation that shut down several roads in daly city and closed nearby. bart stations is linked to that house explosion in san francisco. fire crews say there was a gas leak inside of a van near the intersection of john daly boulevard. and, you pero serra boulevard. investigators say the man or rather the van was carrying flammable evidence. >> one of the items that was being transported started to just the driver of the vehicle pulled over, called 9-1-1. >> which initiated the at response for a substance within one of the cylinders collected 4 evident. >> the hazmat teams were able to stop the leak. the

investigation did shut down the roadway for about 7 hours. san mateo county is paying 4.5 million dollars to the family of a man who died after an encounter with sheriff's deputies in 2018. that's according to the attorneys for the man's father on october 2018, october, the 3rd 2018, san mateo county deputies stopped. shannon. do kobe on suspicion of jay walking along el camino real in millbrae. deputies used a taser batons and pepper spray on him. an autopsy found a kobe died from cardiac arrest after a deputy deployed his taser 7 times on the man in all 5 deputies were cleared by the county's da of any criminal charges in a kobe's death. san mateo county officials have not commented on this settlement. in the east bay, a reward of $10,000 is being offered for information leading to the

arrest in the death of a beloved east bay baker kron four's dan kerman reports on how friends are remembering her. >> he's been made unspeakably tragic. couple of days. pete, why would he is speaking about the death of his friend oakland baker, jen angel. >> angel suffered a critical brain injury when she was robbed monday afternoon behind the wells fargo on webster street in oakland. she died thursday afternoon. i was with 10 on sunday the day before the incident and she has always was a vibrant and engaging in deeply present with me in actively building community around her as she did. and every element of her life after starting a cupcake business out of her home in 2008 angel opened angel cakes in 2016 and 5th street in oakland. she's to introduce yourself as the cupcake but she's so much more now than

everything that she did was with the intent of i'm building a world where everyone had dignity the resources they need joint truly access to joy and in a lot of ways, that's what led her to baking cupcakes. in addition to baking friends say angel was active against or police violence and justice system. friends say she vieped as racist. in fact, if an arrest is made in this case. >> the family has stated it's committed to pursuing all available alternatives to traditional prosecutions, such as restored to justice. >> but we need is a matching something different. putting humans at the center recognizing harm and leading with love and care and not with punishment or vengeance or or hatred. oakland mayor sheng tao is not available to be interviewed but sent condolences via twitter and

posted a photo of cupcakes angel made for her birthday last year. oakland police had no update on the investigation nor would they provide anyone for an interview. a memorial service for jen angel is still in the planning stages. >> dan kerman kron. 4 news. >> happening today, a local branch of the naacp holds a news conference at diablo view. middle school after a student handed out cotton at school last week. officials with the mount diablo unified school district say the students actions appear to be an attempt to mock black history month. kron four's gayle ong has the details. >> in a letter to parents, mount diablo unified school district superintendent doctor adam clark wrote about an offensive action taking place on the campus of diablo view middle school. it reads in part, quote, a student brought cotton to school and they were distributed by several students as a joke throughout campus in what appeared to be mocking a celebration of black history month. it's not good we have to the other people

flying over the coast. the northern coast of alaska friday morning following orders from president biden. the white house said the object was taken out because it posed a reasonable threat to the safety of civilian flight. officials said the object was flying at about 40,000 feet. it is unknown at this time if it was engaged in surveillance. this news coming on the heels of the u.s. shooting down a chinese, a suspected rather chinese spy balloon just last week. officials say this new object appeared to be unmanned. the objects origins are not yet known and it was much smaller than the chinese balloon. the pentagon says debris is being recovered. an investigation is underway. >> couple spots is rain still hanging on just a little bit. here will see the skies open up this afternoon but might be in time for an light. last little of a spurt of rain showers going on this afternoon on vesta gate dry for your sunday. the kron 4 morning news continues.

coming down over the golden gate bridge right now this morning. you can see all of that the lens of the camera just covered with those rain drops there and a spark tracking it all for us this morning and a little brisk wind were added to. good morning, stephanie. good morning, everybody. >> you got that right. a couple little spots rain going on to start things off. might get back to that this afternoon. i'll show you why. but this is what radar looks like here most. the deeper moisture is headed south. little cold core low right near backyard here. so it's very much cold air upstairs. that means with daytime heating potentially, we could see a spark off a little thunder shower. there's your live cam for downtown overcast again for now. give that a few hours. the should open up temperature check for mostly 40's across the board as we can see now. 45 for san francisco 40's going on in the east bay, by the way, those chilly winter like 30's. they're not too far from home. we're going to revisit that next week. let's hand it over to future cast for this departs to the south. skies open up, boom. there's a little dose of some leftover moisture. the very tops of low northern edge of rather of it.

jose and on the big board see a lot of mid 50's again will up these by a decade probably for tomorrow. a look at that extended forecast a bit. stephanie. all right. thanks very much, >> and we continue to follow the latest developments out of turkey and syria. >> following monday's deadly earthquake this morning. survivors continue to be pulled from the rubble. as you can see there, a young girl was rescued friday after being trapped for more than 100 hours and a pregnant woman was also rescued along with a 7 year-old girl. at least 4 others were rescued just this morning after being trapped for more than 20 hours. all of this providing some hope to the families of those still missing. the death toll from the quake has surpassed 25,000 people. a woman in walnut creek is raising money for families and others affected by the recent earthquake. kron four's dan thorn spoke with her.

top rock is doing what she can for her mother, siblings and 6 nephews trying to rebuild their lives. >> she's been able to raise thousands of dollars through an online effort so far. but she's calling on turkey's government to do more. they just things trying to stay at the streets like. >> they they need i can do anything. but i'm trying my best. >> reporting in san francisco, dan thorn kron. 4 news. >> in national news, a lawsuit filed in texas is threatening the nationwide availability of abortion medication. it was filed by abortion opponents and they want to reverse the fda approval of the drug mifepristone. that drug was approved by the fda decades ago and now accounts for a majority of abortions in the u.s. a federal judge appointed by former president trump could make a decision by this month if the judge rules in favor of the lawsuit, it could put an end to the use of all

drugs of all of the drug in all of it. and all of our states here, whether they have abortion restrictions or not. and some of the nation's governors met with president biden on friday to talk about some of the biggest issues facing states all across the country. our washington correspondent reshad hudson has more. we wanted to have you friday. president biden told a bipartisan group of the nation's governors he's ready to work together. one of the things we have a chance to do this year. >> he's just proved that this is where just a broken system. >> president biden says it's time for states to start using the massive amounts of federal funding they have received under his watch. i think this success. >> for all of u.s., democrats, republicans. it's important to be measured by. no one else we get done or pass. but what we able implement what we've already done. the governor say their focus on infrastructure projects, manufacturing and lowering costs for working

families. we have been delivering and i think that's the reason that all of us got reelected >> who are up for reelection? but utah governor spencer says he also wants to see the president do more to prevent illegal drugs from coming into the country. talked about the fentanyl crisis and the immigration crisis at the border the energy crisis that we've been facing. and north carolina governor roy cooper says he's looking forward to working with the administration on climate action is going to put money in the pockets of north carolinians. clean energy is our future. and the group of governors is also calling on the federal government to lift the nation's debt ceiling to prevent catastrophic economic damage reporting in washington, reshad hudson, back to you. >> mountain view police are looking for a car involved in a hit and run. they say the collision happened thursday morning on el camino real between clark and escuela avenues in mountain view, a woman in her late 50's was hit. no word yet on her condition. the car's described

after pence is attorney turned in what he called a small amount of papers. he says they were mistakenly boxed up and taken to his home as he was leaving office. the fbi also plans to search pence is washington, d.c., office. for your money this morning. the irs says california residents will not have to pay federal taxes for the middle class tax refund. that refund provided up to $1050 to taxpayers in the state. the irs is millions of taxpayers who got the checks will not need to report the payment on their 2022. tax returns. this decision coming one week after the agency told people to delay filing their returns until they could figure out whether or not the payments should be taxed. taxes are due for disaster victims on may 15th and for everyone else on april 18th. so you have some time. still ahead on the kron 4 morning news. just one more day before the big game. we'll have a live report from glendale, arizona on what's at stake.

across some of the bay going on here. >> this will break up for us in the late morning hours will be treated to some sunshine for the afternoon but might see a resurgence late in the afternoon. probably the contra costa county looks like it might develop solano county again after we had some daytime heating this cold air. that's us upstairs. so technically can deliver even some spurts of hail or even some lightning strikes. we've got 40's across the region as you'll notice that this our current winds kind of offshore as the general direction because the low is towards our south of the core of it. there's a live shot coming in from downtown. there are a couple of breaks. it looks like at least some brighter spots before we go into some afternoon sunshine. so we'll say somewhat partly cloudy by the mid-afternoon. but again, adding the daytime heating for potentially a little last minute shower and we should see some daytime highs a little warmer than today. tomorrow. i'll have more details on which expected next week, stephanie. all right, dave, thank you. >> the suspect in the half moon bay mass shooting appeared back in court yesterday ahead of a scheduled plea hearing next week. he's

charged with shooting 8 co-workers killing 7 of them. kron four's haaziq madyun has more. >> here at the hall of justice in redwood city in court. the 66 year-old defendant sean lee begins sobbing out loud as his interpreter translated that judge elizabeth lee the night the defense motion to bend media cameras in the courtroom. defense attorney jonathan mcdougal argue that there is a concern of a violation of due process and tampering of a fair and impartial jury by allowing these proceedings to be recorded by the media. the prosecution took no position on the matter and left it to the court's discretion in her ruling, judge lee said that she doesn't take lightly the importance of public access to the judicial process and will continue to allow one pool camera and one still photographer. the court did, however, grant the defense motion for a gag order during his argument, mcdougal singled out district attorney steve wagstaffe conduct for previous comments made in the media and

asked if the judge could specifically gag the da. the prosecution argued that the defense's characterization of the da was inaccurate. judge lee also granted a defense motion to deny the public and the media remote access to court documents connected to these proceedings. zhang li zhao is the suspect in the half. moon bay mass shootings that took place back on january 23rd of this year. he is facing 7 counts of murder and one count of attempted murder. if convicted, he could face the death penalty in redwood city. has it made kron 4 news? >> well, this statue weighing more than 400 pounds was recently stolen from a park in san jose. luckily it's been found, but where was discovered is the strange part of the story. kron four's justin campbell has more. >> bay river park in san jose. these concrete block is empty. what's missing of 440 pound

wouldn't it be great if all valentine's day gifts were filled with peanut butter? ♪♪ well, i mean... maybe not... all of them. maybe it's just reese's that are better. >> in the south bay, santa clara county hosted the homeless health fair in downtown san jose. for the first time since 2019, the event featured more than 30 local service providers. unhoused people were able to see a doctor or dentist get new clothes, a warm meal and even sign up for services to help them take steps towards a better life. santa clara county supervisor cindy chavez was also there.

>> only way we're going to deal with was under the leadership of people senator for tennessee saying that every single one of us could help in our own way. start to address for to address this issue and this problem and really support our community. >> about 10,000 people in santa clara county are unhoused and almost 7,000 of them live in san jose. in santa cruz county, cleanup of seacliff state beach kicks off one week from today. the beach has been partially closed since a series of storms came through the area in late december and early january. the weather caused extensive damage to the fishing pier and concrete ship. the ss palo alto. president biden survey the damage himself last month. the cleanup runs from noon to 02:00pm on saturday, february 18th and volunteers are encouraged to bring their own buckets and gloves. >> and we still some low leftover rain this morning here at shake this off. we should see the skies open up

day, even if it does rain a little bit, it's dark day. >> all right. thank you, dave. all northbound lanes of i-680, from soon on the pleasanton are closed this weekend. taking a live look now at crews busy at work this morning. you can see this is in sunol near paloma way and they are addressing that roadway issue and caltrans crews work around the clock today to repair and replace entire sections of the highway. there. the closure began last night at 10:00pm and the road will not reopen until early monday morning. the highway is also expected to be closed for repairs for the following 2 weekends. corridor in san francisco's mission district is now barricaded in response to complaints about workers along the street. these barricades were put up yesterday near camp street in response to traffic backing up between 18th and 22nd street. amid reports of prostitution, a heavier police presence is expected on fridays and saturdays supervisor hillary ronen's office is backing a

plan to create a sanction red-light district. the office also calling on state lawmakers to legalize work. kron 4 spoke with the program director of saint james infirmary, a nonprofit that works with people in the industry. >> thing that concerns me the most about this and so many like, quote, unquote, solutions that people talk about is just the lack of feedback that i feel like it's really important said, you know, that more people involved in the situation are able to have feedback because i feel like this is the solution for small group of people that doesn't include all of the neighbors. that doesn't include the businesses. that doesn't include. >> you know, the folks that are that are working on the streets. >> so she also suggested a town hall meeting for policymakers to hear directly from people affected by the recent headlines, including the workers here. meantime, ronen's office is having a meeting about the closure on

tuesday. human trafficking is an issue that continues to plague california. now, several bipartisan state lawmakers have a bill that they're backing that they argue we'll protect victims and get traffickers off the streets. our capitol correspondent eytan wallace explains. it's about justice for the victims. that's what republican state senator shannon grove says is the driving force behind her bill to change state law. classifies human trafficking. >> known as senate bill 14 if signed into law, it would to find human trafficking is a serious and violent felony and would included as a strike into the california 3 strikes law that could lead to an increase in jail time for convicted human traffickers. >> the bottom line is, is that when you commit these types of crimes against women and children, lgbt trans kids, indeed it is. indians are foster care kids. and when you take these individuals that are most vulnerable members of our society and you traffic at them for exploitation for your

personal financial gain against their will. you should go to prison for a long period of time and there should be no reductions in sentence for you as a perpetrator. last year, senator grove introduced a similar bill, but it did not make it out. >> of committee at the time, opponents argued increased jail time is not the answer. they're not being trafficked. >> because the sentence isn't harsh enough. they're not being trafficked because it's not a strike because the person is only getting 12 or 20 years in prison and set of life in prison. they're getting traffic because what society has done to them. but this time around grove says the bill has a much broader bipartisan coalition. supporters include democratic senator steve glazer who said in part human trafficking should be treated as the serious and violent crime that it is and not as some minor offense. his democratic colleague, senator susan rubio, maria alvarado gill agree they are partnering with each other and with growth to support their own bipartisan piece of legislation including over auto gills proposal to

hazmat situation that shut down several roads in daly city and closed nearby bart stations friday is linked to that house explosion in san francisco. fire crews say there was a gas leak inside a van near the intersection of john daly boulevard and unit pero serra boulevard. investigators say the van was carrying flammable evidence. >> one of the items that was being transported started to just the driver of the vehicle pulled over, called 9-1-1. >> which initiated the at response for a substance within one of the cylinders collected 4 evident. >> the hazmat teams were able to stop the leak. the investigation shut down the roadway for about 7 hours. san mateo county is paying 4.5 million dollars to the family of a man who died after an encounter with sheriff's deputies in 2018. that's according to attorneys for the man's mother on october. 3rd,

2018, san mateo county deputies stopped chin kobe on suspicion of jay walking along el camino in millbrae. deputies used a taser batons and pepper spray on him. an autopsy found a kobe died from cardiac arrest after a deputy deployed his taser 7 times on the man in all 5 deputies were cleared by the county's da of any criminal charges in kobe's death. san mateo county officials have not commented on this settlement. in the east bay, a reward of $10,000 is being offered for information leading to an arrest in the death of a beloved east bay baker kron four's dan kerman reports on how friends are remembering her. >> he's been made unspeakably tragic. couple of days. pete, why would he is speaking about the death of his friend oakland baker, jen angel. >> angel suffered a critical brain injury when she was robbed monday afternoon behind the wells fargo on webster street in oakland. she died

with we add to it, the cold core. wow, kind of still on top of us. and that will then fire off a little chance of an afternoon. little shower going on, almost like a summertime pattern here. when you got the cold air upstairs, their chance of afternoon evening thundershower there. here's what it looks like. the shot of the east bay shoreline kind of still covered up in this low level moisture fog bit. also the light rain drizzle with all of that 40's on the board here. we expect lows, though, to return to the 30's, though, into next week after successive system. let's hand it over to future cast for that low drifts further south. there is that clear patch, i noted in the boom, there's little chance maybe of the firing up a few afternoon. little showers going on after all of that said and done again losing energy overnight, we go back to mostly clear and that will set the stage for your sunday being actually a little warmer on the week of this low, too. with high temperatures bumping up to the 60's. it looks like for a lot of those spots inland winds. they are offshore as you'll notice east bay coming in from the east in from the northeast. that will continue throughout the day today.

this morning. survivors continue to be pulled from the rubble. a young girl was rescued friday after being trapped for 106 hours and a pregnant woman was also rescued along with a 7 year-old girl. at least 4 others were rescued just this morning after being trapped for more than 20 hours. all of this providing some hope to the families of those still missing. the death toll from the quake has surpassed 25,000 people. a woman in walnut creek is raising money for her family and others affected by the recent devastation. kron four's dan thorn spoke with her. >> this is where homes and businesses once stood in carrick on town and the hot thai province of turkey devastated by a catastrophic earthquake. it's also the hometown of walnut creek resident say the top rock, lost everything. >> our home, our cars like my all and my family's some relate to i lost my friends.

los angeles. at least 5 people were injured when an american airlines jet collided with a passenger shuttle bus at lax. this happened around 10 last night. this crash happening on the south side of the airport as the plane was being towed from the gate to a parking lot on a taxiway. the plane was not full of passengers, but there were passengers on board the bus. the crash is under investigation. there are no deoays at la x as of now. in national news, a lawsuit filed in texas is threatening the nationwide availability of abortion medication. it was filed by abortion opponents. they want to reverse the fda approval of the drug mifepristone. that drug was approved by the fda decades ago and now accounts for a majority of abortions in the u.s. a federal judge appointed by former president trump could make a decision by this month. if the judge rules in favor of the lawsuit, it could put an end to the use of the drug in all states whether

they have abortion restrictions or not. and mountain view. police are looking for a car involved in a hit and run. they say the collision happened thursday morning on el camino. between clark and it's avenues in mountain view, a woman in her late 50's was hit. no word yet on her condition. the car is described as a mid to late 2000. nissan sedan. with damage to the passenger side, anyone with information is asked to please call mountain view. police. the valentine's day is just around the corner. and if you're planning on buying balloons for that special, somebody utility companies are issuing a reminder. they say the balloons can drift away and hit power lines causing outages. and this is a demonstration you're watching from last year showing what can happen when balloons hit power lines does look quite dangerous pg and e says that homes and businesses lose power because of this problem every year. they are warning people also to not try and

searched his home on friday a week after pence's attorneys called in a rather turned in what he called a small amount of papers. pence says that these documents were mistakenly boxed up and taken to his office says were taken to his home as he was leaving office. the fbi also plans to search pence is washington, d.c., office. for your money this morning. the irs says california residents will not have to pay federal taxes for the middle class tax refund. that refund provided up to $1050 to taxpayers in the state. the irs says millions of taxpayers who got those checks will not need to report the payment on their 2022. tax returns. this decision coming one week after the agency told people to delay filing their returns until they could figure out whether those payments should be taxed. taxes are due for disaster victims on may. 15th and for everyone else on april 18th.
