joins us for this morning. all right. here's a check of what we're talking about here with those temperatures got some 30's already cooking here. 34 for santa rosa. 39 for about a lot of 40's across the breadth of the bail, though. 36 off to livermore. and 38. meanwhile, for fremont winds relatively inactive, they're going to be a bigger part of our forecast as part of the forecast area as we get into your monday with the arrival of our next system and speaking what's on her backyard right now? the leftovers from that low that we talked about from yesterday. little clump there, some mid to upper level cloudiness that will be drifting south. so we're going into the mostly sunny mode. these winds i spoke of, they will kick up tomorrow afternoon through tomorrow night. wind advisory formally posted for the coastal areas to the west. you can see today lots of sunshine will look at 60's for those inland valleys. but again, couple token, lower 70's to be had as well. kind of a roller coaster, right temperature wise. we'll get into that coming up in a bit, stephanie. all right, dave, thank you. >> our top story this morning. investigators are still trying to figure out the cause of an

explosion at a home in san francisco sunset district on thursday. kron four's amanda hari spoke with neighbors still shocked by what happened. >> the outer sunset is a quiet neighborhood. so finding out this explosion was related to a drug lab was a surprise to everyone here. >> be explodes. and it's like a bomb went a woman died this week after an explosion that rocked an otherwise quiet san francisco neighborhood. people living near 22nd avenue and moraga say they'll never forget where they were when the explosion happened. >> steve lamb or says he was working from home and there was a massive blast which >> i clearly heard which shook the whole outside of about 2 blocks away. san francisco police say as they sifted through the rubble, they discovered evidence of an active illegal narcotics manufacturing facility. >> the investigation has led police to arrest. 53 year-old darren price. he was booked into san francisco county jail on felony charges for

involuntary manslaughter, manufacturing narcotics and 2 counts of child endangerment. kron 4 reached out to his brother sean price. he says his brother is in the marijuana business. quote, my brother's very experienced with manufacturing and production of products in the weed industry. with over 30 years experience. so i know he would never have done anything at his own house. he's very aware of the dangers involved. city supervisor joel in guardias says when he saw the destruction, he knew it was more than a gas leak. if you're going to have a drug manufacturing lab in your house, you're going to blow up the house and cause of death and mayhem in your neighborhood. >> you need to be prosecuted to the fullest extent of the law. neighbors say they're still processing the news that someone was manufacturing drugs so close by surprising that. >> seemingly they're up to no good. >> right in our backyard. the supervisor says he wants to help the people of this neighborhood. so you'll be holding a private town hall

that will be happening on wednesday. and it's just for the people who live on this block in san francisco. amanda hari kron. 4 news. >> a north bay family is picking up the pieces after their business was burglarized. and as kron four's gayle ong reports the thieves caused thousands of dollars in damage. >> this was the that was actually broken. we have to repair that whole window from the top. >> the bottom hector is showing us the aftermath of the break-in at his family business. want to grill deli and bakery off fairgrounds drive in vallejo. this whole window was also broken to which was very expensive do. and his family woke up to an alert from their security system around 2.15, wednesday morning. he quickly got on the cameras and we are witnessing that they were breaking into business. the family immediately called 9-1-1 and rushed to the store. but no one was there. surveillance video captures this man smashing the window. then this person shows up and goes inside while the other looks out. it took just minutes to rummage through drovers. then

they make off with the cash register poll for you know, there's the dolan and his mother bosio say it will cost a family $8,000 to replace broken windows, computer systems and boxes of coins for us is hot right now because everything is a small, not too many people coming to this south >> they then we believe so expensive. out to that, a lot of money, part of that window. the family has been in business for 17 years. they were know, single day. i come to be you and every single day and especially right now because about time, you know, nobody comes a lot of money line up to us. then the dole wants his neighbors to stay on high alert because he says there have been other break-ins in the area. hopefully they find the people responsible of this, keep sharing the videos, you know, keep sharing the video spread the word. >> and we reached out to vallejo police for more information. we will let you know when we get an update.

>> gayle ong kron, 4 news. >> the death toll is now 33,000 as the search for survivors continues following the massive earthquakes in turkey and syria. it's been nearly a week since 2 earthquakes devastated both countries more than a dozen survivors were miraculously rex rescued yesterday, including a family of 5 people and their 7 month-old baby experts say the odds of finding additional survivors are dwindling as cold and snow worsen. conditions. the turkish president referring to this as the disaster of the century. back at home in the bay area. people held a vigil in san francisco's union square. people held posters, signs and candles to show their solidarity with the people of turkey and syria and the rescue teams there. some of the attendees shared that they were personally affected by this tragedy. >> i'm in a lot of pain that i'm here and not there.

>> and the least i could do is come out and honor the victims who been affected by this earthquake. >> that woman echoing the sentiments of many who attended this vigil frustrated by what they called a lack of equipment for first responders in the affected area. it took until thursday for the first united nations aid convoy to cross from turkey into syria. on the peninsula, the farm workers and families impacted by the half moon bay mass shooting may soon be getting some relief. the san mateo county board of supervisors will vote on a resolution resolution on tuesday. if passed, would approve $750,000 to provide emergency rehousing and supportive services for farmworker households displaced by the shooting. coming up here on the kron 4 morning news today is the big day and all eyes are on arizona. >> the latest coming up and a live report from super bowl. 57. plus the warriors and lakers went head to head game

>> all right, everybody. take a look at this. this is what it looked like yesterday at the palace aides, lake tahoe ski resort just become pretty. that is on friday night. the resort received 3 inches of fresh snow bringing the season snowfall total to get this 391 inches. that doesn't equate to just a little over 32 and a half feet of snow plow on average. the resort sees 400 inches of snow. so they are well on track to blow past that number this year, the resident, the resort, says they are excited to see this much snow before february, both for business and for people just looking for a change of scenery across the greater lake tahoe basin area. very nice back at home, although where it's not quite as chilly.

>> i'm taking a live look now at mount mount tam a pie this morning. >> let's get a quick check of the forecast with dave spahr in the weather center. just a beautiful view out there, but no snow in the bay area. you know that they have those or 2 feet to talk about there. that's quite a snow yeah, that's quite a quite large. we have to collect for the nice for the bank account. >> by the way, we're going to add to that a little bit sees me. we get to tuesday, although the system from our standpoint, it's very weak is going to be a cold factor. it's going to remind us it's still winter. here's a look at tahoe, by the way, as we just mentioned, tuesday, a little bit the way some snow coming their way. this is token, not a heavy amount in for us. it looks to be fairly dry. but you see that drop in those temperatures. watercolor still working here. some oranges off towards the distance. there you have the east bay shoreline, nice and lit up 30's and 40's on the big board here we have right now. so a little flavor of some colder temperatures to come. although today you'd be pretty dandy. but you get to tuesday morning wednesday morning that some cold numbers coming back again. 34 santa rosa got some 30's going on in london, the east bay. 38 for freeman 40.

meanwhile, 4 san jose futurecast for not much to tell. here is 10:00am on monday. this system starts off relatively uneventful. the winds are really the factor. we're going to be watching going forward. but you can see pretty clear into monday afternoon. so it looks pretty nice and a decent day. temperature wise to now. let's go to those winds. this is for right now today, bit of a breeze going offshore will be the wind. so expect warm temperatures. now we're on monday here come the winds that's going to prompt. as i showed you earlier, that wind advisory along the coast, but some areas like half moon bay could get up to about 48 miles per hour. 36, you can see their purse and repel so towards the west. these winds will be quite a clock and a out of the northwest. although the advisory zone is relatively thin today, mostly sunny, warmer, inland 60's and a few 70's will crack early in the week, mild on monday, but then windy turning cold by your tuesday. the middle of the week here we stay cold for the morning hours. we get to

the business of the 50's for afternoon highs in maybe cap things off with a shower come friday. more mountain snows, by the way. 61 san francisco morning clouds. 63 open. 64 san jose afternoon. sunshine is what the doctor ordered. and on the big board here, we have plenty of 60's and forget the 50's 71 in places like santa rosa will have more. your 4 zone forecast. stefanie say thank you. >> this morning we continue to honor black history month. san francisco mayor london breed is currently serving as the city's first black female mayor. she sat down with kron four's noelle bellow to share what led her to public service. >> is there ever like a pinch me moment ever? you every day's a pinch me moment because it's not something i thought was possible for someone like me. a native san franciscan raised by her grandmother in the city's western addition neighborhood. >> london breed is no stranger to san francisco and its challenges growing up going to so many funerals of people that i was just hanging out

with him or we were just at this event together. people all around me were suffering, especially with gun violence and drugs and poverty. >> and i just thought why me, why us? >> why she would learn to turn those questions into action seeking out ways to help her community. she started out small working several odd jobs as she grew up mean, i babysat i clean houses. i did do it. things that make a little bit of money run errands for all the older ladies in the projects, then it 14 breed is one of the lucky ones to get a spot in. mayor willie brown's youth employment and training program where she learned even one or 2 small actions could create big changes. there was a stoplight location in my neighborhood where there was just, you know, traffic would fly through, you know, we would take our life in our hands every time we cross the street and to make >> something happening like that as an intern to put a stop light in this intersection that was amazing

to get a sidewalk that would everyone would trip over fall over to get that fixed. as like there's a lot of power. you can actually get some things done. she would go on to work at the african american art and culture complex spending her days, uplifting the youth, some of whom now work in her office. >> as the city's 45th mayor breed says her drive for public service comes from her own past of growing up in public a lot of why decided to do it is why not me? >> why not someone who's lived through really challenging times who could help make were shaped the kinds of policies that will hopefully lead to some lasting change. and you feel you're on that path. i feel like we're on that path. but i got to tell you, it is hard every single day to just move the needle a little bit. >> she says she's prepared for criticism, making sure her health and well-being is top of mind. i can walk and chew gum at the same time. i take a lot of personal pride. >> in showing up and being there. but i also think it is

important to have a balance in to make sure that you don't get so consumed by the job that you don't take a moment to step away because i think it makes you better read remains proud of her tenure so far, specifically her response to covid-19 were able to get rid of the city bureaucracy in process and get down to doing what the people of san francisco needed and deserved. i wish we could do that with everything she says bureaucratic layers make it difficult to address issues. san franciscans are concerned about. >> but it's not stopping her from trying. >> folks, i want to hear exist excuses. they want results. you know, we've we provide so many resources around social services around treatment on demand. our homeless outreach team, our ambassadors, our our response teams and alternatives to policing. and i mean, just. you name it. it's out there. >> now she looks towards the legacy. she wants to leave. the mayor highlights her dream keeper initiative, an annual 60 million dollar investment in her budget to support the

black community. >> it's a response to the disparities that continue to exist when you look at the data around the homeless population san francisco has, you know, less than 6% african-american population. but almost 40% of the people are homeless or black dream. keep our offers support for black owned businesses and down payment assistance for housing. >> it's recently led to 19 new black homeowners in san francisco. nopo think people sale. it's not enough is never going to be enough, you know. but at the end of the day, we've got to start somewhere. and this investment is a start. and my hope is that it continues to change lives for the better. she credits her grandmother for being a solid rock for her during challenging times and offers this advice to young people and similar situation. i would just say that never let your circumstances determine your outcome in life. and san francisco, noelle bellow kron, 4 news. >> and we have an entire section on our web site dedicated to black history month. all you have to do is scan the qr code right there

>> activists gathered outside twitter headquarters yesterday to protest the company's layoffs of thousands of workers. the rally started at 11:00am and featured

performers who presented a painting depicting musk on a one-way trip to mars. there it is. the event was in support of both laid off workers and those who still remain at the social media company. activists say the workers who remain need labor rights such as the right to unionize. and elon musk's brain implant company neuralink is under federal investigation for allegedly mishandling hazardous materials. neuralink aims to make devices to treat serious brain disease. well, now an animal welfare group claims the fremont based company didn't properly clean or store devices when testing on monkey brains causing needless suffering. the group's claims are based on public records detailing the alleged violations at uc davis back in 2019, we've reached out to near a link for comment and will update you once we have a response. still ahead on the kron 4 morning news, california wildfires may be widening the gap between the rich and the poor. >> what experts are calling

>> good morning, stephanie. yes, as you said, fans have been heading here to arizona all week, but it is really ramping up this weekend yesterday. and today is when those really big groups of fans are heading in to really cheer on their specific t. now, as you said, philadelphia eagles and kansas city chiefs have been here prepping all week for kickoff. now, downtown phoenix is also a place to be. that's where the nfl experience is about. 25 minutes to hear from here in glendale groups of eagles and she spends were down there yesterday. many who traveled from their home cities bringing that really wild energy here to arizona. >> we've suffered through a lot of lean years until patrick mahomes arrived. so we're ready for another super bowl victory. we love bears out that this is just beautiful. we're in a minneapolis. >> and a team when we knocked off tom brady. and it was 7 below. this is just a little warmer. even the latest you

now. some 40's breaking loose here at 43 for of 40 for san jose. 36 meanwhile going on for livermore. the winds are relatively calm. the single digits. there's a wind advisory that's expected to kick in here. that's tomorrow afternoon through tomorrow night. this is in advance of the next system. that's to come here. there's the coverage area. you can see some of the higher elevations, but most notably along the coast towards the west. so that's where the impact with the greatest. although we'll see the wind spread out elsewhere. this is again tomorrow afternoon and tomorrow evening, there's the leftover cloud cover you can see streaming on across the bay filtering out for mostly sunny for the day. now, a lot of inland readings will be in the 60's for today, but we expect a couple areas to pop into the lower 70's a bit. we're going to show you some of that in and the 4 zone forecast. plus, we'll take a look at that extended because after all of this, a little chilly for the middle of the week and maybe cap things off a little shower or 2 for friday stuff. all right, dave, thank you. >> the naacp is responding to a racist incident at a clayton middle school kron four's.

philippe djegal has the latest. >> for this group of parents, council members, activists, kids and neighbors in clayton, one student being disciplined for a racist act that may include up to 8 others is not enough. you have 2 black children. >> they've been subject to bullying. and i don't know. raw emotion from steve rossi who was consoled by one of his sons outside diablo view, middle school saturday morning, the pain of a racist act still fresh less than 2 weeks after it happened. >> enact school administrators did not immediately relayed to the superintendent's office or to the victim's parents. my concern with those students. >> the for 8 days had to go through knowing that their school administration did not have their back days after a student distributed cotton on campus to mark black history month this week, mount diablo unified school district superintendent doctor adam clarke sent a letter to parents stating the school and

district leaders fell short of addressing the situation properly. >> he says one student was disciplined, but the east county naacp not and clayton council member holly tillman say up to 8 may have been involved because they're stay at home and met with the principal friday to meet have been swept under the rug. >> i get that people were suspended, which i don't approve of, really, because what are they going to go outside and play? isn't that a carrot to school is becoming the norm for middle school students. >> this type of behavior was not an but appear plan is yet another systemic failure on the part of a school and a system refuses to teach or even to accept a value african american history. disturbing for parents and leaders in this predominantly white community. they believe all students involved should be disciplined. >> as should the principal who it appears kept district leaders in the dark on the issue. we just know about this one. now it's not the first. it's not the last and it doesn't only happen here at the apple of you. the conversations that take place in the homes of the people behind me don't take place in

everybody's home here in clayton. and i think that's a real problem in anti. >> black incident is not okay with us any time, especially during black history month when we're supposed to be uplifting, the contributions of black americans get comfortable having those hard conversations. >> talk about race. talk about sexuality. talk about differences because differences is what makes america great. local leaders are encouraging families to show up to the mount diablo unified school district board of education's meeting. >> on february 22nd to share their concerns in clayton, philippe djegal all kron. 4 news. >> when homeowners impacted by the powerful winter storms will get some extra time to pay their property taxes. but they must apply for that extension. you now have until april 14th to apply for that. that does set the deadline nearly 2 months out from the original date. the move is meant to help homeowners, homeowners, rather, who are seniors or those who have a disability to defer payment of

property taxes on their home. meantime, california wildfires may be widening the gap between the rich and the poor when it comes to housing. experts call this a situation. fire driven gentrification. they say this trend was observed after the 2017 tubbs fire in napa county. many victims of that fire were forced to leave the area because they didn't have fire insurance and it was too expensive to do home repairs, but those that could afford to stay where much likely wealthier the trend now furthering now further sorting communities across the state by income and wealth. take a look at this right here. alameda county and oakland fire departments teamed up to rescue a man trapped below ground level because of a wall collapsed. this happened in oakland yesterday. the man was sent to the hospital with minor injuries. and all northbound lanes of i-680, from sunol to pleasanton remain closed for the weekend

and it's been causing some at massive backups on alternate routes. let's take a live look now at where some of the construction is happening. you can see all the bulldozers and various other equipment lined at the bottom right hand corner of your screen. there. this is that soon. all at a away. it was heavy traffic yesterday on northbound 8.80, between fremont and hayward yesterday announce canyon road was also congested. and a reminder of i-680, will not reopen until early tomorrow morning. and caltrans crews are working around the clock to repair and replace entire sections of the highway, which will also mean some in a frequent closures over the next 2 weekends. coming up here on the kron 4 weekend morning news. one of the highway shut down during the storms is set to reopen today. >> and the dpa giants and the a's are traveling to arizona for spring training. if you're following them there we have some sites you can consider checking out during your checking out during your visit. stay tuned for that.

californians park officials selected projects that closely aligned with california's goal preserving 30% of its lands and coastal waters by 2030. and that is some good news. california's sequoia national park reopened its giant forest yesterday. recent storms have forced the area along with generals highway to close because of severe roadway damage. as you can see there back in january well, this reopening now allows access to the giant forest museum. the drug general sherman tree and woolverton snow play area. if you're heading up to the park, you can expect some traffic delays. general highway is still reduced to just one lane. and happening today, a stretch of highway one through big sur reopens after being closed for several weeks due to widespread damage. the 20 mile stretch from ragged point in san luis obispo to mill creek in monterey county, not all portions of highway one will be reopened, though. caltrans says a portion of paul slide will stay closed

surprise you like kayaking. let's go kayaking in the desert. who knew? who knew? not a bad way to beat the heat in between spring training games are ai co-op adventure center centers. guys have trips on the lower salt river. and as you can see, these trips often come with what i like to call some extra special company. if you're lucky, you might spot wild horses wire floating along. also, keep your eyes open. there are grants. there are bald eagles. you mates you might see crime >> the water is very, very calm. so this is perfect for beginners or someone who's maybe not sure about kayaking. that said the serie is so fantastic. this is something even more advanced paddle or will enjoy. when you look down, you just get to watch and take it all in. as long as you are quiet, the horses don't mind to be in there. they're just going to do their thing and this is kind of a

great way to start the morning. if you ask yeah, absolutely beautiful. like who because usually when one thinks of arizona, if we're not from the area, it's kind of like, oh, it's hot. >> you know, which i should probably words. but like you just showed us, there's actually some water activities and some beautiful wildlife there. beautiful wildlife. now, my neck suggestion you're not going to like when the alarm goes off. >> but once you're moving, you'll be okay. hot air ballooning over the desert is a very popular activity. now you're going to forget all about that early wake-up morning. call once you are up and away hot air balloon flights, give you this whole new perspective of the desert terrain and for a lot of people there, one of those so-called bucket list it's amazingly quiet. and still when you're floating along the loudest noise, you're really going here on the hot air burst that come from the balloons. propane burners a tip i often share with people

is bring along hat because it can get toasty up there. and that's a good way to keep your noggin from feeling warm. it's also a good idea to dress in layers because it will warm up as the sun comes up and the day begins. there are 2 companies, hot air expeditions, rainbow ryders. they both offer a very similar experience. and chances are, as you can see in that video, you will not be only balloon up. and that just adds to the pretty mess of number ning. now, after seeing the desert from above, it makes sense. let's see it down close and in person, the desert botanical garden is a spot that i recommend to a lot of people. 50,000 plans, 140 acres. now what they have are a lot of short trails about a 3rd of a mile or less. so nothing long. nothing too hard. but you'll see cactuses succulents wild flowers. if you like the idea of hiking, but maybe you're a

little intimidated by the thought. maybe you're short on time. this is a great starting point and it can be accomplished in a really short amount of time when you're trying to make it to a stadium for something like, oh, i know a first pitch. this is also something to keep in mind. if you're traveling with kids, it's just the beauty and the diversity of the desert. and it's just incredibly accessible for so easy for anyone to do. and lastly, frank, lloyd wright, a name that we're all very familiar with in the bay area. well, he left his mark in the desert as well. tell us in west is his winter home. it's another one of those locations that's just easy to squeeze in between games. dates back to the 1930's, the winter home and architecture school was built by right? and his apprentice is so that would blend in with its surroundings. so rocks and anything they could find in the desert was brought into its design and construction.

in the north bay. we have 30's for the last couple of hours. and that's a little bit of a flavor of what you're going to have later on this week. once the system drops towards the south, there you about 51 going on for any act. that's the other side. also 50 for half moon base. we cracked around 50 in some locations. basically been offshore, but they're expected to pick up on shore a little bit along the coast as we get later in the forecast, period. but not today. so much. there you see that leftover cloud cover kind of mid to upper layers of the atmosphere a little bit. but on balance, mostly sunny today. so let that for you. the winds i spoke of this will be coverage area from one tomorrow through the afternoon into the evening hours. it's a very small strip of land, but still you'll feel those breezy conditions all the day tomorrow afternoon. still going to be mild, though. 63 today about 4 o'clock. although again, some spots will top off at about 70 or so. a big jump, though, happens into tuesday. watch your step as gets things get much cooler on that. a

good. >> right in our backyard. the supervisor says he wants to help the people of this neighborhood. so you'll be holding a private town hall that will be happening on wednesday. and it's just for the people who live on this block in san francisco. amanda hari kron, 4 news. >> and the north bay family is picking up the pieces after their business was burglarized. and as kron four's gayle ong reports the thieves caused thousands of dollars worth of damage. >> this was the that was actually broken. we have to repair that whole window from the top. >> the bottom hector is showing us the aftermath of the break-in at his family business. want to grill deli and bakery off fairgrounds, drive and delay how this whole window was also broken to which was very expensive do. and his family woke up to an alert from their security system around 2.15, wednesday morning. he quickly got on the cameras and we are witnessing that they were breaking into our business. the family immediately called 9-1-1 and rushed to the store. but no one was there. surveillance

california's k through 12 system. that's according to a 2020 report by ucla to address the problem this week. a south bay lawmaker revived a proposal to guarantee income for homeless high school peniors. state senator david cortese representing district 15, the silicon valley joins us live now. thank you so much for being with us today. >> thank you for having me. this all right. so senator paint a picture of the situation for us because >> as many of us know, student homelessness is not a new problem, but things have gotten worse during the pandemic. >> as you mentioned, 200,000 homeless students in california about 15,000 every year for high school seniors who essentially graduate right into homelessness and they're homeless. well, they're in school, but the differences, well, those students are in school and high school they are it's under something called a boat, too . so

assistance that are, of course, directed specifically at higher education. when you do that, it really changes the way the legislature in certain committees will look at the bill it. and frankly, i think there are a lot of my colleagues who figured that when it comes to college and financially we're in pretty good shape. you do need more state laws, but that isn't what this is. what we're saying is let's bridge that period of between graduation in may in the fall. many of these students is high school students who are homeless will good cause even accepted to college or community cause csu. you see but they can make it through that o for 5 period it will show up but not not only that. a bunch of those kids are just trying to go into careers are jobs for patient training and apprenticeship programs. same problem they're they're

they're trying launch, but they're experiencing the party. so it's a it's a short-term bridge. it's guaranteed income for 5 months, not for a year with the rest of their lives. it we think it will dramatically reverse of the whole the situation by start to cut it off right where it starts. >> and and how much funding are you hoping to allocate for 12th grader? >> well, move, keep negotiating. the bill calls for $1000 a month for a 5 month period. so it's a maximum of $5,000 for each student. it's not going to break the bacon double to our state budget that would you know, about 50 million dollar state but in this problem, including full trade here. so the state university and a city $650 a month would be enough. but to keep those students of proof or 5 months, of course, brings the price to do so will keep negotiating that to your preparations process and trying to get this

done this year. >> and know what is the plan as of now to verify the housing status of those students? >> he it's a great question, honey. they're fun the federal government. you're devise a great program. years it's named 2 legislators understand that comey them too, which requires public schools to identify those homeless students. us what we know, these exact numbers, school liaison, deal with them. of course, they deliver a after a package of federal benefits to those students. so really of also just telling those schools that in a fact. but we are going ed oliver tackle the benefit just after graduation. 5 months. just a toast to the are no, of course, the names and addresses confidential. we need those high schools to do is voluntarily signed up those families or those young people. a 17 year olds are 18

year-olds were no one's forcing them to do but we want to make sure that. but once the program is up and running every public school will offer those students, the assistance that was guaranteed income were provided and then it's up to them. if they want to sign up and give us a name and address and everything. but we know where they you know, there's a roster in every school. >> and a last quick question here for mister it was the bill now in the legislative process. you mentioned that some things are still up for negotiation. but walk us through where things are now and how hopeful are you that this is going to get the% governor's final signoff? >> you go. there's been extremely interested in caring. he did in the last 2 years. social opposing assume are guaranteed improve the income program for troop foster youth and the jumped all over. that ended up putting that right into the he actually has an advisor, michael tubbs, who was the

high cloudiness across the skies kind of covering over some of the constellations things have cleared over most of the bay already. >> there's a cellphone, no delays happening this morning to solve plane. take off just about a minute ago. there's some of that cloudiness i referenced. you can see kind of evaporating away as we project forward temperature check for you. most readings in the 50's and 40's got 42 santa rosa, 50 for oakland. 45 fremont and 46. meanwhile, for livermore longer-range forecast, we do see traffic happening in the west coast here. the first issue is this low. the drop south. and with that, you're going to feel big change of those temperatures, winds and all of that. this paints more activity and at that will probably get there. is that risk of a shower with that will mention at least verbally here and timing appears to be late in the day is late as about tuesday or so. but you'll feel the temperature change with that. and then friday, maybe a chance to look at some rain after that things clear up in time for the weekend. yesterday we looked at a bunch of 50's today and improvements. look at this.

expert here at kron 4 for your health this morning. february is american heart month. it is meant as a time when all people can focus on our cardiovascular health. and as i just mentioned, how our health expert karen owoc joining us live now with a look at who is most at risk for a heart attack and how we can help prevent that. good morning to you, karen. good morning. >> so we're seeing more heart attacks in the 20 year-old and early 30 year-old. so this is really shocking, but it doesn't happen overnight. what we're seeing is that a study show that children ages 10 to 14 are showing evidence of onset heart disease. they're they're showing fatty plaques in the arteries and plaque buildup in these arteries. so it's not shocking that at 20 people are having a heart attack. you know, with early for these young children to have middle age hearts, it's

just really shopping. high blood pressure. high blood pressure is on the rise in the young adults more so than in the older adults. and you think about it, you're you're vessels need to be very elastic. and when you're unsure when you have high blood pressure for long periods of time. that vessel is inflated and it's really putting a lot of pressure on the vessels and that will cause damage the longer you have high blood pressure, the more serious in the higher your risk of having a heart attack. so really have to manage that and start measuring that young adults think they feel good. so they don't think that anything's wrong with them because high blood pressure is a silent disease. and i understand that obesity diabetes. those also play a role in all this. obesity we're seeing 56% of young adults are either overweight or that is definitely a risk factor.

diabetes is doubles. your risk of having a heart attack. and here's why. in in diabetes where your blood sugar is high. just thinking of the blood sugar that's circulating in your arteries and shards of glass. and it is doing damage to the inner lining of the that delicate inner lining of the blood vessels and then slack is going to stick to those. that inner lining making it very rough. and so. >> diabetes. very, very prevalent in those that heart attacks. we're seeing twice the number of children% developing diabetes between the ages of 10 19. >> wow. so that is certainly very concerning. and thank you for that demonstration that the show and tell always helps. a lot of people have this issue, which is high cholesterol. and you mentioned that is being a risk factor. how can people control their cholesterol levels? so high cholesterol? we're seeing a lot of that particularly

because >> of the diet diet, lack of exercise, lack of movement. if you see if you have lack of movement, lack of exercise, poor food choices, that's going to end up with. you're going to end up with high cholesterol and all these other risk factors for heart disease. so real important to take care of the cholesterol, the good cholesterol you want those to be high and the bad cholesterol. we want those to be low. family. history is very important to note because that will put you at a higher risk, but also not even knowing your risk, but also the timing of your wrist. so if you have early onset heart disease, then you really have to pay particular attention. if you're in your 20's and 30's. important reminder there. and how much does you know, substance and mental health >> raise the risk of heart disease. >> well, young adults that that have heart attacks, they

also report using cannabis and and cocaine. cocaine increases your heart rate constricts blood vessels, cigarette smoking nicotine, also constricts blood vessels in the morning smoke the higher your wrists. so if your income, if you smoke one packer more day, you're doubling your risk for having a heart attack. they are going to if they're not so much associated with a heart attack, but heart failure. so really important to kind of take a look at your lifestyle. all of these risk factors are lifestyle related except for the genetics. a mental health issues are really you are seeing depression on the rise, especially in young children. and that is definitely associated with with heart attacks, strokes and then your risk factors for cardiovascular disease. and what are some ways that people

can help lower their risk for heart attack. >> well, taking one step to the time. real first measuring and monitoring of blood pressure. that's something sit very simple. easy to do at home. >> be aware what you eat. you know, main thing. paying attention to that extra teaspoon of sugar in your coffee. just those little things that started to start paying attention and then really pay attention to how much you exercise and how much you sit sitting is as a real risk factor is a it's definitive risk factor for heart attack. we're seeing a lot of the 7 terry young adults are the ones that are at higher risk and then start these healthy habits early when you're young, like i said, those young children >> are are have middle a tart. so starting early, if you're a parent, you know, get your children out, get them eating healthy and and get them exercising in. enjoying enjoy
