look at area temperatures santa rosa you're holding on to 30 is the only sub freezing temperatures livermore. 31, okay. only 2 spots sub freezing this morning. a lot of 30's on the board, both of the east bay inland. also up in the north bay. 44 san francisco, and even some upper 30's along the east bay shoreline. give you some contrast to yesterday. we're about a half a dozen degrees behind yesterday. it's the dry air and all that business that's working with us along with the inactive winds which were going to get this afternoon to maybe a little bit the way some high cloudiness both today tomorrow. but we'll go ahead and call and on balance. pretty much mostly sunny. get ready for 60's, maybe even popping about 70 or so in some select locations tomorrow. but your 7 day forecast is quite get more to that coming up in a bit. stephanie. >> breaking news we're following out of oakland. firefighters are on scene of a building fire in oakland. this is video you're watching now from the citizen app. we know that this fire started around

5.30, this morning on the 1500 block of alice street. so far, no word on any injuries or how many people may be displaced. we are reaching out to the fire department for more information and we'll bring you more updates as soon as we learn more. and another big story we're following for you this morning. at least 2 people are recovering, including a child after a shooting in richmond. this happened in the area fleming avenue and ella street police are still investigating, but they say the shooting was between at least 2 people and the victims were innocent. bystanders. they tell kron 4 the adult victim was in a car and the child was outside of the car. just look at that damage there. both victims are expected to be okay. we know the shooting happened in the same area where a car crashed into an apartment complex. and as you take a look careful, look at this video here. you can that there is a car that's completely inside of that apartment. there. we are working to confirm if anybody was inside the building at the

time. we have also reached out to police again to find out how or if this is connected to the shooting that happened in the same area. we will keep you updated as we learn more. new this morning. police are looking for the person who shot a man outside a tesla distribution center last night in livermore. police say it happened around 8.30, outside the building at challenger and discovery drive. the victim was found on the roadway with non-life-threatening injuries. meantime, the shooter is still on the loose. >> happening now, one person is recovering after being shot by a police officer in oakland. >> it happened yesterday afternoon. officers say they saw a motorcycle driving recklessly the opd helicopter following the driver until he crashed. police say the man then tried to carjack another vehicle at gunpoint. officers in the area told the man to drop his gun, investigators say, but the man then refused. and that's when officers opened fire. the man was taken to the hospital and is listed in stable condition at the

moment. neither the officers nor the carjacking victim were physically injured. a street vendor beat up over a hot dog outside the s ap center in san jose kron four's justin campbell spoke with the eyewitness who caught that brutal fight on camera. >> so phone video captures the moment a street vendor really kicked in the face. multiple witnesses say the assault came after a disagreement over a hot dog. theoguy know wanting to pay for some hot dogs or i think like the speed of service him. the man being a little too slow. i guess kim laura shot this tiktok video. she says the fight happened thursday night after a mexican singer's concert at the sapd center. laura says growing up in the hispanic community, she was taught to look out for the street vendors, someone >> within your own community and hispanic and knows the trouble that us that are street vendors go through. >> decide to lower himself and

the be the reason of it's very heartbreaking. so. it is it's a loss of laura says the vendor eventually got back up, started selling hot dogs and then was attacked again by the man being left unconscious. the vendor was taken to the hospital. >> i wouldn't have record of this would have just been something to the and the man gone. how with, you know, the root celebrates pays san jose police confirmed to kron 4 that the vendor was physically assaulted. >> at this time they say they do not have any information about the suspect reporting in san jose. justin campbell kron. 4 news. >> well, business owners in antioch say they are not happy with a series of break-ins and now as kron four's dan thorn reports, there is a growing disagreement between the police and the mayor's office. >> muscle maker grill in antioch was one of a series of small business is burglarized in the city over the last week. hundreds of dollars were

stolen and the restaurant's back counter was left trashed. samir salais says it's tough running a business in the east bay city. you're trying to do that good. you know, you try work hard to. >> for all of this and somebody come destroy. it just feels like horrible seller will be in. the slight joins the business owners of hillcrest restaurant in tap house and co seen a medina as victims of recent break-ins facing pressure from the public in antioch, police. lieutenant apologized about police response in an open letter reading in part, quote, we know that folks in antioch do not like to hear excuses, especially from their police department. the lieutenant concluded the letter by saying the department will share positive news on the burglaries soon. kron 4 news confirmed an arrest in the case was made thursday morning. we had to like. >> most of us thought that basically like a they couldn't hide. that guests are. >> but any act police have not posted about this arrest. the

police officers association says it's being covered up by mayor lamar thorpe. they say the mayor is doing this because he does not want our officers to be highlighted positively, but rather wants an opportunity to craft the message himself to take credit for the work our officers do. the mayor is not responding to the union's comments, but police chief steven ford says the withholding of information is not true and he is troubled by the antioch police unions attempt to create divisions. their circus antics will not in any way interfere. so lay appreciates the police department acknowledging they can do better but says when a crime is resolved, the community should be informed. it's not fair. it's not fair to as a small business owners, you know. >> that and they just let it go as it is like nothing. >> and they let them out on the street when they see no consequence. so that just go back and do it again. >> reporting in antioch, dan thorn kron. 4 news.

>> in national news, u.s. officials have gathered all the debris from the chinese spy balloon shot down off the south carolina coast. the final pieces are now headed to the fbi for investigation. officials add analysis of the debris so far reinforces conclusions. it was indeed a spy balloon, but it's not clear how much information, if any, the chinese were able to get from it. the military also called off the search for the airborne objects, shot down over alaska and lay karen. the biden administration says those objects were likely federal officials are taking a closer look into what's behind the natural gas price spike in our state regulators are looking into whether any market manipulation took place. they say if they find any violations they will pursue an investigation. utility companies have blamed the spike on a combination of things, including the colder

44 for san francisco. so overnight, we don't have the winds in the air still fairly dry. yeah, we still drop off. it's almost like the desert a little bit, you know, drops off at night. and during the day it warms up nicely in a 30 degree movement with temperatures. that's pretty impressive. you need have usually dry air to do that. high pressure is basically responsible for us again, we'll get some high cloudiness a little bit throughout the day today, but definitely for the season will call it now. look ahead of the game plan sunday, by the way, 60's near about 70. we're kind of 84 tomorrow. early the week. sunny and mild on your monday. we continue with that program and then breezy tuesday, cold showers by wednesday into thursday. that's going to be interesting zone here wednesday night through thursday and then lingering on the friday. that's when we got to watch will carefully coming up for the week ahead. rain and low snow with all of this, particularly off to the east bay hills. this is one of the chances you might see the chance of seeing a little dusting of snow up there. windy with highs near about 50 with all of that, too. so where that system is bottled up. way up here. the north

gulf of alatka. this is the pathway for winter storms will be monitoring that later on for the week. ahead today, 60 san francisco, 63 oakland, 66 meanwhile for san jose. again, we're going to be adding to these numbers when we get to tomorrow. but for today, let's go with mid 60's own little bit more in your extended forecast a bit. stephanie. >> all right, dave, thank you. the suspect in last week's deadly explosion at a home in san francisco will be released on house arrest. he appeared back in court yesterday and faces a string of felony charges. kron four's gayle ong reports. >> at a friday morning arraignment, the judge ruled 53 year-old darron price was criminally careless about last week's house explosion in san francisco's outer sunset district. but does not need to be detained. defense attorney sierra be lebron. there was not evidence that mister price would be a substantial danger and would cause great bodily injury to someone if released. and that's because the prosecution has chosen. >> and that's what they think

the evidence shows is that mister price at best acted with negligence. they are not so much active with intentional car, investigators accuse price of producing hash oil with butane a highly flammable gas. they claim on the day of the explosion prices caregiver reported having a headache and feeling dizzy. >> she turned on the dryer and that triggered the explosion. the caregiver separate severe burns and prices. 51 year-old wife died in the blast. the explosion also damaged several other homes. kron 4 spoke with david garth off camera. he lived next door to price. he says he is surprised to hear price will be released from jail but is focusing on being thankful his family was not hurt. and for the support from the community. meantime, the judge ruled price has to find a place to live within 50 miles of the court will be on full home detention. he's not allowed to leave the premises. >> unless he has prior approval from law enforcement or the sheriff's department.

and obviously we heard the other conditions that the court posed, including searches of his electronic devices and his search history and things of that nature price is facing multiple felony charges that include involuntary manslaughter. >> arson, drug, manufacturing and child endangerment prices. next court appearance is next. friday. gayle ong kron. 4 news. >> in the north bay police arrested a fairfield man reported missing earlier this week on suspicion of killing his wife. police say 61 year-old greg hobson and his wife a not hobson reported missing on thursday. fairfield officers were eventually able to find greg but not his wife. police say based on evidence collected so far they believe a non was killed. they did not say why they believe hobson to be a suspect in his wife's death at this time. officers are also looking for the 2021 toyota tacoma. the pair were last seen in anyone who may have spotted hopson or any

suspicious activity involving the tacoma with the license plate on your screen. there is asked to please call fairfield police. and stay comics who believe they are. it is it may get a second chance at justice state attorney general rob bonta announcing the creation of a new post conviction justice unit. the first ever some da offices throughout california have similar units, including contra costa and napa counties. >> argument is an extra layer, a review to ensure integrity and transparency and justice in the criminal justice system. but we don't want repeat that. we do. and we do want to make sure we're taking advantage of the existing units that are there. but have a broad range of of oversight and rev%ew to do what we know is necessary to make sure that no it is convicted of a crime they didn't commit. >> bonta announced the unit yesterday and oakland citing the national registry of its of exonerations which found there have been more than 3300 exonerations across the

country since 1989. the art gallery owner arrested for spring, a homeless woman with water is expected to enter a plea in court next month. his attorneys appeared in court on friday. collier. glenn says he tried to repeatedly get the homeless woman to move. and that's when she became violent. he claims he had initially offered to help her, but she refused that help. when faces a battery charge and could be fined $2000 and get up to 6 months of jail time. also in court yesterday, the man accused of firing blanks in a san francisco jewish center has that we're getting more information on what's going to happen to him. prosecutors are requesting to keep 51 year-old dimitri valerie mission in custody. and that's been granted by a judge. he faces a slew of charges, including 6 counts of brandishing a replica gun and disturbing a religious meeting. a preliminary hearing is set for next week. for your health this morning. a new study suggests that vaping isn't any better for you than

tomorrow and a big change for you by tuesday with wind clouds and cooler temperatures into the middle of the week. i'll have more in your extended forecast a bit. stephanie. all right, dave, thank you. >> in the east bay, former oakland police chief leronne armstrong spoke publicly for the first time says the city's new mayor fired him. the city parted ways with armstrong over his handling of officer misconduct cases. here's armstrong on friday. >> my termination was about federal monitor. robert warshaw and the mayor's failure to fight for the oakland community. we still warshaw's history of incentives. our crystal clear that the elephant in the room is being uncovered. he's supposed to be neutral, supposed to be a compliance director that helps the department move forward. but clearly. continues to move backwards. >> armstrong called the federal monitor robert warshaw a bully, accusing him of continuing to find problems with the police department has

a way of collecting a paycheck. a washout has served as federal monitor since 2010 and is paid about a million dollars a year in taxpayer dollars. chief armstrong is not the only person blaming the federal monitor for oakland's policing problems. kron four's terisa stasio spoke with a former oakland council member who shared some choice words. >> chief armstrong may call a bully, but i i called him a disrupter and i call him, you know, somebody who is a threat to public safety. quite honestly. lynette mcelhaney was elected as the first african-american president of the oakland city council during her tenure. she dealt frequently with federal monitor robert warshaw. >> who oversees the oakland police department? >> i'm deeply concerned about the destabilizing influence of chief for because he continues to leave us on a carousel of rotating chiefs. and that has nothing to do with the public's number one priority, which is public safety. she says that she is alarmed by the outside law firms. 57 page

armstrong in front of city hall. if former contra costa deputy faces several charges for crimes he's accused of committing while working at the sheriff's office. prosecutors say 41 year-old matthew buckley committed the crimes in 2020 2022, he was arrested last august. prosecutors charged him with grand theft, unlawful use of an assault weapon filing a false report destroying or concealing evidence and evidence buckley had worked at the sheriff's office for 15 years. in the east bay and encounter between an oakland city council member and a homeless advocate is now being investigated by police kron four's haaziq madyun reports. >> you're looking at video that shows the tail is oakland police describe as an assault. that said, williams says he is the alleged victim in the video punched me in my face. my class went flying off. >> he slammed me to the ground. continue to punch me. continue to choke me out. and then at one point, he just

grabbed my head with his other and it started smashed it into the into the concrete. >> it happened on february 14 just after 08:30am, near 34th street and peralta in west oakland. williams says he was there doing some outreach at an encampment of unhoused residents. at the same time that oakland city council member carol fife in the city of oakland where there to close the encampment them. he says that he approached the council member, yelling his disapproval. i told, carol, this is your fault. >> this is your fault because you have these advocates out here working for you and they're lying to people in your line to people why we're having this back and forth. barreled into the conversation and pushes me back and he's yelling the whole time. you need to back up. you need to back up. don't try to walk towards. are you kind of saw her. don't do that. and i'm not trying to do any of that. whether council member, carol 5 says that she felt threatened and concerned for her physical safety. >> so i and well within my right as is every human being

to be safe, we all deserve to be safe. and if someone is it is it is choosing to take that safety from you. then the law says that you are within your rights to defend yourself. >> in this case, 5 says her close friend did the defending this incident comes on the heels of last week's press conference at city hall where 5 flake by mayor saying towel and others as for help in dealing with voicemail messages and emails threatening to harm her and other female politicians. >> i can take all of the profanity, whatever. but when you come in my face and you're yelling at me and then york pressing towards me, that's a completely different situation at no one. no one should have to endure. 2 days after the incident, carol, 5 tweeted, aggression and harassment masquerading as free speech is a justification for violence. know the difference. >> some see this as the

council member justifying violence. but she says no. >> i'm saying that my opposition is using free speech as a justification for their harassment, a >> this william says he was hospitalized later that night as a result of injuries he suffered during the incident. oakland police officials say their officers world the scene during the assault and immediately intervene that the responsible individual was cited and released and that the investigation is ongoing. i think that crime for news. >> in the south bay, san jose police are still looking for a woman accused of kidnapping her 2 year-old daughter. the little girl was found thursday safe with relatives in oakland. but the woman has not been caught. crystal mendez is accused of abducting the child from her ex husband's home in san jose. police say she's a known drug user and does not have legal custody of her daughter. mendez was last seen wearing a white hooded jacket, black, skinny jeans and dark colored sneakers. she also has

person tells us a school spokesperson rather tells us, but this was the second break-in at the school to happen within just 2 weeks. just look at them moving everything out. all that. there's they say that thousands of dollars of instruments were stolen, including one that costs $6,000. various community groups have since donated money. so the school can increase building security. chp officers say they're seeing a spike in illegal bicycle activity on the bay bridge. like what you're seeing here, surveillance video shows more than a dozen kids riding bikes headed eastbound towards oakland. the chp says there was a similar situation that unfolded in august of last year than twice in january. the chp says riding a bike on the bridge is not only illegal, but it can also be pretty dangerous. >> well, we have good bike weather and those selected areas now for this afternoon with those temperatures reaching up to the middle 60's, we're going to up that for your sunday as well. but it's different story into next

citizen app. we know the flames sparked around 5.30, this morning on the 1500 block of alice street. just take a look at how active that scene is there. and we have learned 5 victims had to be rescued from this building. the victim taken to the hospital is being treated for smoke inhalation. the cause of the fire is still under investigation. we're continuing to work our sources on this and we'll bring you any information, new information, rather as soon as we have it. and another big story we're following for you this morning. at least 2 people are recovering included a child after a shooting in richmond. it happened in the area of fleming avenue and ellis street police are still investigating, but they say the shooting happened between at least 2 people and the victims were innocent. bystanders. they tell kron 4 the adult victim was in a car and the child was outside of the car. both victims are expected to be okay. that shooting happened in the same area where a car also crashed into an apartment complex. take a look at that video and

you can see that the vehicle completely made its way inside of that apartment complex. there. we are working to confirm if anybody was inside that building at the time. that collision happened. we've also reached out to police to find out how or if this is connected to the shooting that happened. in the same area involving that child. we will keep you updated as soon as we learn more. and new this morning, police are looking for the person who shot a man outside a tesla distribution center last night in livermore. police say it happened around 8.30, outside the building at challenger and discovery drive. the victim was found on the road with non-life-threatening injuries. meantime, the shooter is still on the loose. happening right now. a carjacking suspect is recovering from injuries after being shot by police in oakland. that shooting happened yesterday afternoon. looking at video now from the citizen app. officers say they saw a motorcycle moving about recklessly and the opd helicopter followed the driver of the motorcycle until he

crashed. police say the man then tried to carjack another vehicle at gunpoint. officers in the area told the man to drop his gun. they say he refused. and that's when police opened fire. the man was taken to the hospital and is listed in stable condition. neither the officers nor the carjacking victim. the suspected carjacking victim were physically injured. a street vendor beat up over a hot dog outside the sapd center in san jose kron four's justin campbell spoke to the eyewitness who caught he brutal fight on camera. >> so phone video captures the moment a street vendor really kicked in the face. multiple witnesses say the assault came after a disagreement over a hot dog. the guy know wanting to pay for some hot dogs or i think like the speed of service him, the man being a little too slow. i guess kim laura shot this tiktok video. she says the fight happened thursday night after a mexican singer's concert at the sapd

and would cause great bodily injury to someone if released. and that's because the prosecution has chosen. >> and that's what they think the evidence shows is that mister price at best acted with negligence. they are not acted with intentional car. investigators accuse price of producing hash oil with butane a highly flammable gas. they claim on the day of the explosion prices caregiver reported having a headache and feeling dizzy. >> she turned on the dryer and that triggered the explosion. the caregiver separate severe burns and prices. 51 year-old wife died in the blast. the explosion also damaged several other homes. kron 4 spoke with david garth off camera. he lived next door to price. he says he is surprised to hear price will be released from jail but is focusing on being thankful his family was not hurt. and for the support from the community. meantime, the judge ruled price has to find a place to live within 50 miles of the court will be on

full home detention. he's not allowed to leave the premises. >> unless he has prior approval from law enforcement or the sheriff's department. and obviously we heard the other conditions that the court posed, including searches of his electronic devices and his search history and things of that nature price is facing multiple felony charges that include involuntary manslaughter. >> arson, drug, manufacturing and child endangerment prices. next court appearance is next. friday. gayle ong kron. 4 news. >> in the north bay police arrested a fairfield man reported missing earlier this week on suspicion of killing his wife. police say 61 year-old greg thompson and his wife a not hobson, were reported missing on thursday. fairfield officers were eventually able to find greg but not his wife. police say based on evidence collected so far they blew. they believe a non was killed. it did not say why they believe hobson to be a suspect in his wife's death.

religious meeting. a preliminary hearing is set for next week. comics convicted of they're in or other comics convinced of their innocence may have a second shot at justice state attorney general rob bonta announced the creation of a new post conviction justice unit kron four's philippe djegal explains. >> today my office is antouncing the launch of the departments first ever post conviction. justice unit state attorney general rob bonta says the unit will be staffed by 2 deputy attorneys general. >> and we'll review claims of innocence, wrongful conviction and corruption. we're walking the walk. >> we are already doing this work. taking a hard look at cases were handling on appeal and considering racial justice act claims with an eye toward systemic racism on to making the announcement during a news conference in oakland friday, citing the national registry of exonerations which reports across the country. >> there have been more than 3300 exonerations since 1989

i-680, between sunol in pleasanton and alameda county are closed. as you can see there. >> they will remain closed through the end of presidents day weekend. caltrans crews are working to repair and replace entire sections of the highway. that highway will reopen tuesday morning. the southbound lanes will not be affected by the work. happening now, a heads up for east bay, bart riders. the transit agency says some trains will not be running this weekend. crews will replace more than 7,000 feet of rail between the rockbridge in lafayette stations. there will be a free bus bridge in place. but riders are being told to expect delays of up to 30 minutes. and for your help this morning, a new study suggests that vaping isn't any better for you than cigarettes. check this out. researchers analyzed cells taken from the mountains of vapers and smokers. they compared them to people who had never done either. and researchers found a person smokers both had more than twice the amount of damage. the study also found popular products like flavored vapes also appeared to be the most
