>> from the area's local news station. you're watching the kron. 4 morning news at 7. >> good morning. thank you so much for joining us here on the kron. 4 morning news. i'm stephanie lin. good sunday to you. we have a lot we're covering for you this morning. let's kick things off with the weather with dave spahr. stephanie. good morning. and good morning, everybody. pretty nice. a pretty picture that we have to start the day. there's the east bay shoreline. little bit of oranges for you as we break out the water colors going on and lots of sunshine for your sunday. this is where temps are going to bump up there. >> near the springtime range, we'll see maybe popping a couple little 70's out there for today. got some work, though. cut out for us at 33 santa rosa. 34 meanwhile for

napa. so pretty chilly up there in the north bay to start things off. we're seeing the 30's also litter the east bay, too 40 for antioch. 38. meanwhile for san jose, quick comparison from yesterday. actually a little bit ahead and many of these spots yesterday was quite chilly. we'll still see those high clouds today, although they probably won't be as intense as yesterday. so we'll go ahead and call a good chunk of the day. mostly sunny, minor on those winds and those temperatures looking pretty generous. a lot of readings will be in the 60's well inland today, shore, but we'll see against a couple locations pop near about 70 with afternoon highs. now from that point, onward winter is back and we'll be talking about all this convolutional coming up in just a bit. 70. all right. thank you so much. >> now to developing news, jimmy carter, the oldest living former president has chosen to spend his final days of life in hospice care at his home in plains, georgia reporter rachel menitoff has more on the announcement.

>> former u.s. president jimmy carter is in hospital care at his georgia home. the charity created by the 98 year-old former president said on twitter today that after a series of short hospital stays, carter has decided to spend his remaining time at home with his family and receive hospice care instead of additional medical intervention. he asked for privacy at this time and said he is grateful for the concern shown by his many admirers. right now the specifics of his condition are not yet known. carter, a democrat became the 39th president when he defeated former president gerald ford in 1976, he served a single term after he was defeated by republican ronald reagan. in 1980, he stepped into the role after watergate helping the nation heal from scandal and he brokered the camp david accords in 1978 with egyptian president anwar sadat and israeli prime minister menachem begun. political analyst matt klink says carter is probably best known for what he's been doing after he was president than

what he did during his presidency. he was an incredible act of this for peace. >> he was invited around the world to monitor elections and make sure they were held up to a democratic standards and countries around the world. the former president founded the carter center along with his wife, rosalynn, with a mission to advance world peace and health. he also volunteered for habitat for humanity been especially good for vegas. just wait >> i have been my head still came in label to join all of you. and and there are very wonderful thing for all of his efforts. carter took home the nobel peace prize in 2002, this is a man who was accomplished. so many incredible things in his life. his family deserves, though, his don't few remaining days or weeks that they have with him. >> and that was rachel menitoff reporting for us this morning. state senator scott wiener of san francisco shared his thoughts on twitter about the news riding godspeed. jimmy carter as you enter hospice, you're truly one of

the best and american treasure. now to breaking news this morning out of the east bay and early morning fire in san lorenzo injured 2 people kron four's. justin campbell is live at the scene for us with the latest on what he's learned for us this morning. justin, what are you seeing? >> good morning, stephanie. a fire investigator is here behind me going through this in scientists from the looks of it. it looks like pretty much a total loss. but last night, 2 people, the fire chief tells us elderly both rushed to the hospice house spittle with burn injuries. not exactly sure the extent of their injuries. we can tell you that a cat did die in the fire along with a dog is missing right now. they're not exactly sure what caused this fire that caused it keep burning. but take a listen to exactly what the fire chief said happened last night. >> you got on scene. they had a lot of smoke show. he was some fire coming out of house with a look how the site.

>> that most of the downstairs. >> now, they don't believe our son was a cause at all, but they still don't know exactly what sparked it. but for update for the 2 elderly people that were sent to the hospital, we will be checking back with him this morning to see how they are doing and what's the latest for now? we're live here. justin campbell kron, 4 news. all right, justin, thank you so much for that live update. we appreciate it. >> in other breaking news out of the south bay, 2 deadly crashes unfolded early this morning. take a good look at this. at least one person is dead after a crash on highway 101 in san jose. this is south of story road. we know what happened around 4.20, this morning. you can see or what you just saw earlier was a red pickup truck that completely flipped over and you can see another car here up against the center divider. chp closed down the northbound lanes for about 2 hours. it's since reopened this morning. so there should be no traffic impacts on this stretch of highway 101. again. this

happened in san jose. and about 30 minutes later after that initial incident, another deadly collision to tell you about this one on highway 87 just south of curtner avenue. the chp saying the accident involved a vehicle and a pedestrian. this happening just before 5 this morning lanes are still blocked at this hour. we have reached out to chp for more information on these collisions and we'll keep you updated throughout the morning. and one person is dead after a tesla slammed into a fire truck on i-680, early saturday. the crash happened near the treat boulevard off-ramp in walnut creek around 04:00am fire crews say their truck was blocking lanes in order to tow a car from a previous accident. the driver of the tesla died. chp says a passenger was pulled from the tesla and rushed to the hospital with major injuries. firefighters also for firefighters also had to be taken to the hospital. and just look at the extent of the

damage there. no word yet on if the tesla was running on driver assistance technology or if drugs or alcohol were a factor in this crash. and in the east bay, a car loses control and crashes into an oakland home, injuring 2 children. this happened near survey know circle and redwood road after 5 saturday night. emergency crews say the car struck a gas meter, sparking a fire. the 2 children involved suffered minor injuries. 2 homes were also affected by the flames. as you can see there. but officials say there is no danger to the public at this time. a hit and run in oakland left 2 people seriously injured. it happened yesterday around noon near 34th avenue and international boulevard. police say they got calls of a pickup truck hit into people. the victims are identified only so far as a girl and a woman at last check, the girls in stable condition and the woman is in critical but stable condition. anyone with information about this crash is asked to please

highest they've been since december 6 of last year. the highest prices in the bay area can be found in napa where a gallon of regular will cost you 4.97. the lowest prices in the bay area are in solano county where the average price is 4.65 a gallon of gas in san francisco. going 4 for 86 statewide. the average prices for 73 from 4.43. about a month ago. the average there rather than national average is 3.41. up from 3.28. a month ago. and also happening now, a reminder for east bay, bart riders, the transit agencies as some trains will not run this weekend. crews are replacing more than 7,000 feet of rail between the rockridge in lafayette stations. there will be a free bus bridge in place. but riders are being told to expect delays of up to 30 minutes. >> and let's do it again with lots of sunshine this afternoon, pushing those temperatures. well in the 60's might see a couple near 70's pop this afternoon and then a

had some of this going on from yesterday. i don't think it's going to be quite as intense as yesterday. so let's keep the nod to mostly sunny on balance for today. this temperatures are still quite chilly, though. we have a lot of 30's up here in the north bay some yesterday, although it's a a little bit more mild this morning, got 30's off to the east bay, too, in the east bay shoreline with 37 for oakland and 35 for fremont. so of advance this to monday morning. now we'll start things off monday morning to see what goes on there. and this is why note some scattered clouds building for the afternoon. a little bit into the overnight and by tuesday, things start happening. this is pre dawn on tuesday but will be throughout the day. we'll see the winds increase. more scattered cloud cover and might start to see some precipitation building at that point. a kind of a real reminder we're going into some winter-like weather. i did the same thing with future cast winds. we're now starting on monday morning today. just little bit of a breeze here. the winds pick up a little bit in the afternoon, but it's really on tuesday morning that you'll start to feel it. and there might be some statements

produced by this starting off in the north bay spreading out elsewhere. so this has all the hallmarks of a winter type storm starting toward northwest in building south. so high clouds, mild inland. we've got 60's with a few, 70 ish kind of numbers working early in the week. scattered clouds mild for your monday because tuesday is the change day breezy tuesday, cold showers by wednesday. then late in the week we have low snow levels, maybe even down to 1000 feet in terms of elevation and areas cut off in the mount marine layer, the east bay, for example, you might see the snow levels even a little lower on ballots were probably because medicas we're not looking a lot of precipitation wise, but sorting will be a conversational starter there. if we start to see some snow levels at much lower ranks, there's what's going on. storm tracker 4. our storm system is up here is taking its while to get its act together. don't forget it takes a couple of days and tuesday's the day to start seeing those winds today, though, let's try 61, san francisco, but on the cool side compared to our neighbors inland. 66 for san jose. 64 oakland, but today we'll start

to see a little bit of the coupling as we see some minor warming, particularly up towards the north bay, will have a bit more on that long-range forecast for you a bit, stephanie. all right, dave, thank you. >> services happen saturday for 2 of the students killed in the mass shooting at michigan state university. 20 year-old sophomore brian phage frazier was held was laid to rest in grosse pointe farms. michigan, a few miles away. funeral services unfolded for 20 year-old alex verner. 19 year-old junior are rio. anderson will be laid to rest next week. 5 more students were injured in the attack on monday. the motive for the shooting remains under investigation. meanwhile, classes are set to resume monday at michigan state. the school adds that student athletes can ease back into activities at their own comfort level. starting this weekend, officials say hundreds of students have already received counseling services. and residents of an eastern ohio city are going back home 2 weeks after the train derailment that spilled dangerous toxic chemicals in

the area. rich mayhew has more on the fallout in east palestine, ohio, as well as those in pennsylvania who feel they're being forgotten. so we're in the kennel this morning. i'm picking up some supplies we left. i went home to take it to home. >> i went back to the place are being evacuated, keeling swartzwelder and her boyfriend, chris, after being evacuated. >> came back home today, but she says she broke out in a rash almost instantly. i undressed to get into the shower. and i had a rash all over the side of my face on both sides all over my. just take a look at these photos of her this morning after coming back on her property, the rash all over her face, neck and chest. my boyfriend, chris, also had a rash on his left side. and i mean to to this moment right now, i have just a really low grade, constant headache. they live nearly a mile from the derailment where norfolk southern released the toxins into the air 2 weeks ago. but their issues clearly persist. but with fema finally

oakland police department will have additional resources out tonight to tackle illegal sideshows like the one you're watching here. officers issued a reminder that sideshows are illegal and any participating vehicle can be towed and seized with a 30 day. hold. in

the south bay students in the west valley mission community college district would get free tuition under a bill introduced by senator dave cortese and that bill would allow the district to draw from its existing local general funds to cover all college related expenses for students with the greatest financial need. if passed, the measure would also allow the district to assist with enrollment costs for all. but students in a statement cortese says sb 6 to 9 will open the doors of opportunity for hardworking students across valley. it follows smart financial stewardship in tremendous generosity by the west valley mission community college district. allen's on interstate 6.80, between soon on pleasanton and alameda county are closed. it will stay that way through the end of presidents day weekend, caltrans crews are working to repair and replace sections of the highway that roadway does reopen tuesday morning. southbound lanes will not be affected. still ahead on the

much for joining us. it is 7.28 this sunday morning. let's check in with dave. real quick for the weather today. >> hey, good morning, 70. good morning, everybody. and now we're seeing quite a bit of sunshine going on down there. san jose state, a nice blue skies to know. we'll see a little bit the way some high cloudiness still today, but we'll give the nod to mostly sunny on balance today off to a chilly started is yeah. in the morning hours you see temperatures near about freezing up there in the north bay. we're going make up for that this afternoon, though, as we look for high temperatures to soar past the 60's, maybe even into 70 34 going on for lihermore east bay shoreline. 37 oakland, 35 meanwhile, for free still cold even in those spots, the wind, that's kind of the single digits or remain that way. the winds are not a factor really until tuesday, although some scattered clouds will breezy for your monday. so here's what we're being sprayed by some of this high cloudiness from traffic up in the northwest ultimately will be something to that. however, as we get are again, early into next weekend for today. let's keep it mostly sunny, again, noting some scattered clouds into the late afternoon, 63.

but again, some near 70 degree be reached again next week. looks to be very interesting. it starts off on tuesday, pushing snow levels down or freeze levels down very low by about thursday friday. maybe some of the lowest we've seen in a little while. we'll get into some of that coming up in just a bit, stephanie. all right, dave, thank you. >> hundreds headed to seacliff state beach, an app to saturday to clean up debris after last month's devastating storms. the weather caused millions of dollars in damages as kron four's. philippe djegal reports the popular pier there is on its last legs. >> the pier here at seacliff state beach was all but destroyed during last month's storms. what's left of it? >> no longer reaches the ss palo alto. large waves tore it down piece by piece. what is left of it will be removed by the end of the month. sad to see it. go is this so many and, you know, every every week we would come down and see people and >> it became a real community

and that so look at kinds of missions. word of the piers impending demolition and need to clean up the beach. drew a large response saturday. >> families were encouraged to bring their own buckets, gloves and trash grabbers to remove anything in the sand. >> harmful to the environment we've been seeing so much trash for the last month. and so it is it's wonderful to see all the people come out and help clean up the microplastics. the big pieces of cannes last month. president joe biden and governor gavin newsom visited the area and the city of capital a in santa cruz county, both pledging funds for the recovery effort locally, the nonprofit friends of santa cruz, state parks has raised more than $46,000 to clean up and restore the on satursay. family sharing memories of the by writing messages that will be posted on driftwood and eventually display that's than being out of visitor center. the fact here is going to be going is but it feels really festive

here today. people come out by the hundreds to help with cleanup and to say their farewells to the pier, to share their memories, to photos, to share with their kids. >> and it's it's a really great day. the picnic area bathrooms and seawall role so badly damaged during the storms. it will be weeks if not months before this area returns back to normal. but this community is determined to make that happen. >> not toss philippe djegal all kron. 4 news. >> a street vendor brutally beaten outside the sapd center in san jose speaking out that now viral attack was captured on cell phone video kron four's gayle ong spoke with the victim. that street vendor is recovering at home. he says he is still in pain and the suspect is still out there. >> cell phone video captured the moment. rick hahn go was brutally kicked in the face outside the s ap center in san jose. says before the beating he had a disagreement with the suspected attacker hit. may have been couple had the for

you. >> and now you're supposed to get it. if we had a go for photo. and i thought and i can do it says an argument ensued. the suspect threw beer on his face and on his grill. he says the suspect left and then returned. he came from behind huge mia. >> what's going to face for congo went to the hospital that night. he suffered a broken nose, black eye, swollen face and a bad headache. san jose police say the incident happened thursday night just before 11. 45 congo and his wife are selling hot dogs after a concert. >> it's very heartbreaking. so. it is it's a loss of words. similar witnessed the attack and captured it on cell phone video that i wouldn't record of. this would have just been something to the and the man gone. how with, you know, the group celebrates phase in a statement to kron 4 s ap center management says safety at as ap center events continues to be our top priority. we continue to actively communicate with city officials to ensure that public spaces outside of the arena.

proposing bills that would either limit or all out ban members of congress from trading stocks. joe khalil has the latest from washington. >> now, retired senator jim inhofe sold about $750,000 worth of stops. then senator richard burr sold more than 1.6 million worth. and senator dianne feinstein unloaded as much as 6.4 million all within 1, 2, week span. coincidence. you really it came just days before the pandemic would take the economy and crushed the markets. but after all of the senators got classified briefings about what was coming, former senator kelli leffler who not only dumped millions in stock during that same 2 week period. she and her husband then bought nearly $250,000 of stock in citrix, a company that makes remote work from home software. and so one day chip roy and i were talking, we're talking on the house floor. we're both

expressing are discussed. and we said, you know, this ought to not be legal. this ought to be illegal. >> congresswoman abigail spanberger of virginia, democrat and chip roy, texas republican want to ban members of congress from buying and selling stock altogether. they say lawmakers consistently get market moving information before everyone else and can cash in like they did during the pandemic. members of congress bought. >> u.s. stocks clorox and in june and various different pharmaceutical companies. on the other side of the capitol, senator josh hawley says it's basically a legal version of insider trading. the truth is that a lot of the information that members of congress get isn't technically insider information. but yet it's still really beneficial. if you want to try to make a buck on the stock market spanberger and holly's bills, band members, spouses and dependent children as well from investing for reasons like this in march of 2020, the wife of former congressman alan lowenthal sold all her

an idea about how we're really flipping the season's again. again, reminder that february still course winter storm tracker 4 little the way. some high cloudiness, a chilly start to the day. we'll warm it up in the afternoon. well into the 60's. here are the numbers right now. we see a lot of lower to middle 30's up there in the north bay east bay, the same deal as well. 40 going on for hayward at this hour. 39, even for half moon bay. 47 meanwhile, for san francisco, the long-range forecast, that's where it's all happening again today. not too bad tomorrow. yes, some scattered clouds, but we get to around wednesday. that's after the winds on tuesday. and here it comes not a whole lot. the way of moisture. it doesn't look like with it. but cold cold air. this is coming in a loft sort as the marine layer to kind of contend with. that's a nice little shield for us around the immediate bay and along the coast. although the higher elevations still could pick up snow with this going on there you see the indications going on even along those coastal areas. you saw some colors ation there that shows you how cold that air is upstairs. and also when you get over the east bay

hills, no marine layer is getting out there. so those snow levels can really get really, really low. we'll see what happens. we get a little closer now. the big issue here as we get a break next weekend, a couple days and there are more moisture drops to the south. it doesn't look to be as cold as its predecessor, although the mountain snows will continue up in the mountains in it looks like this is actually juice here. then we're getting towards this week of the 4 zone forecast this sunday about 61, san francisco. not a lot of movement happening to the coast or even of the peninsula here. 63 for burning gain to the south mid 60's, starting to move a little bit as we see in the south bay to 66 milpitas and also san jose east bay shoreline, mid 60's inland kind of matching that a little bit. looking at 66 for walnut creek. 66 for concord. 62, meanwhile, for berkeley with a around 63, 67, napa's little bit of movement happening up here in the north bay. finally and maybe 6 to 9 or so. santa rosa, probably one day of this tomorrow may be somewhat similar. but

>> i grant that upper 30's going on up there in the north bay. we're covered this afternoon. 35 meanwhile, for livermore, some lower 40's off to oakland and also in hayward, give you a contrast to 24 hours ago were a couple degrees actually ahead of where we were this time from yesterday. in some cases, almost half a dozen degrees or so. that's going help us make those highs later on for today. can start off with too much of a whole. and there we have the up high cloudiness. you can see from traffic up in the northwest. now, ultimately this blocking high will give way. and then we'll finally start to see the system's dropping in from the northwest. the bigger issue with it will be the cooler temperatures. not a lot of moisture with it, though. 64 by mid-afternoon again, some high cloudiness to make note of, although some scratch near about 70 or so enjoy today and tomorrow as we'll have old man winter back again for the balance next week. we'll be talking about and the bit, stephanie. all right, dave, thank you. >> breaking news this morning out of the east bay and early morning fire in san lorenzo injured 2 people kron four's.

justin campbell is live at the scene with more on what we're learning this morning. justin. >> yes, stephanie, we know their fire chief told us last night that those 2 people were elderly and they suffered some burn injuries were not sure to the extent and they were taken to the hospital. but behind me, as you can see, there is a fire investigator here. he tells me that this fire started in the living room. take a look at the video that we have from last night. ripped entirely through this house. this house is a total loss. one cat died. a dog is this morning. neighbors are waking up and they're looking to see this house. they're wondering exactly what happened asking about their neighbors. but take a listen to exactly what the fire chief said last night. >> you got on scene. they had a lot of smoke show. he was some fire coming out of house with a look how the site. >> that most of the downstairs. >> they don't expect arson and they're not exactly sure what

caused the fire. all we know right now is it started some where in the living room and no update yet on the 2 elderly people taken to the hospital with the sun was here this once we get a chance to check back with the fire department, we would like to see how they are doing will pass that information along to you. for now. we're live here in san lorenzo. justin campbell kron, 4 news. all right, justin, thank you. >> and more breaking news this time out of the south bay. 2 deadly crashes happened early this morning. at least one person is dead after a crash on highway 101 in san jose. this is south of story road. it happened around 4.20, this morning. you saw just moments ago, a pit red pickup truck completely flipped over on its roof. and you can see another car here up against the center divider. chp closed down northbound lanes for about 2 hours and the area. all traffic. it's the roadway has been reopened to since then. again, this happened on highway 101, in san jose. in

about 30 minutes later, another deadly accident. this one on highway 87 just south of curtner avenue. the chp saying this collision involved a vehicle and a pedestrian. this happening just before 5 this morning, we have reached out to chp for more information on both of these collisions. all lanes are now back open and we will keep you updated on any new developments. should they arise this morning? one person is dead after a tesla slammed into a fire truck on i 6 day early saturday morning. the crash happened near the treat boulevard off-ramp in walnut creek around 04:00am fire crews say their truck was blocking lanes in order to tow a car from the previous accident. the driver of the tesla died. chp says a passenger was pulled from the tesla and rushed to the hospital with major injuries. 4 firefighters also had to be taken to the hospital. no word yet on if the tesla was running on driver assistance, technology or if drugs or alcohol were a factor in this crash.

>> and also in the east bay, a car loses control and crashes into an oakland home, injuring 2 children. this happened near circle and redwood road after 5 saturday night. emergency crews say the car struck a gas meter, sparking thisrfire that you're watching right here. the 2 children involved suffered minor injuries. 2 homes were affected by the flames, but officials say there is no danger to the public at this time. and a hit and run in oakland left 2 people seriously injured. it happened yesterday around noon near 34th avenue and international boulevard >> police say they got calls of a pickup truck hitting 2 people. the victims are identified only so far as a girl and a woman. at last check, the girl is in stable condition and the woman is in critical but also stable condition. anyone with information about the crash is asked to please call oakland police. now to developing news. jimmy carter, the oldest living former president has

chosen to spend his final days of life in hospice care at his home in plains, georgia. rachel menitoff has more. >> former u.s. president jimmy carter is in hospital care at his georgia home. the charity created by the 98 year-old former president said on twitter today that after a series of short hospital stays, carter has decided to spend his remaining time at home with his family and receive hospice care instead of additional medical intervention. he asked for privacy at this time and said he is grateful for the concern shown by his many admirers. right now the specifics of his condition are not yet known. carter, a democrat became the 39th president when he defeated former president gerald ford in 1976, he served a single term after he was defeated by republican ronald reagan. in 1980, he stepped into the role after watergate helping the nation heal from scandal and he brokered the camp david accords in 1978 with egyptian president anwar

>> that prices are creeping back up again as spring approaches. prices are now the highest they've been since december 6 of last year. the highest prices in the b%y area can be found in napa where a gallon of regular will cost you 4.97. the lowest in the bay area are in solano county where the average price is 4.65 a gallon of gas in san francisco is going for 4.86 statewide. the average prices for 73 up from 4.43. about a month ago. the national average is 3.41. up from 3.28. a month ago. and northbound lanes on i-680, between soon on pleasanton and alameda county are closed and it will stay that way through the end of presidents day weekend,

icon. but i think we really want to peel back the layers on who she is as a person and not just as an icon, a key to doing that is this 2019 museum interview with the davis museum felt hearing her perspective as she is now in her 70's gives visitors a deeper view of who she is, particularly as an important figure in oakland. angela lives here in oakland has lived here for a long time. this a reflection clinton is and i think we really wanted this exhibit 2. >> not only humanize angela davis, have visitors understand that they could continue to connect with. >> the social justice issues that angela fights for. i was once on the fbi's 10 most wanted list. a. >> and ended up spending time and jails in new and marin county san jose. all of the

of the south bay. 2 deadly crashes early this morning. at least one person is dead after a crash on highway 101 in san jose. this is south of story road. it happened around 4.20, this morning. you saw it just right moments ago that what looks like a red pickup truck flipped on its roof. you can see another car up against the center divider. chp closed down the northbound lanes for about 2 hours. it has since reopened this morning. again, this happened on highway 101 in san jose. in about 30 minutes after that initial crash, there was another deadly collision. this one on highway 87 just south of curtner avenue. the chp saying the accident involved a vehicle and a pedestrian. this happened just before 5 this morning. we reached out to chp for more information on both of these accidents. all lanes are now back open and we'll keep you updated on any of late-breaking developments that should come up later this morning. and one person is dead after a tesla slammed into a fire truck on i-680, early saturday morning. that

crash happening near the treat boulevard off-ramp in walnut creek around 04:00am fire crews say their truck was blocking lanes in order to tow a car that been in an earlier accident. as you can see. well, the driver of the tesla died. chp says a passenger was pulled from the tesla and rushed to the hospital with major injuries. 4 firefighters also had to be taken to the hospital. no word yet on if the tesla was running on driver assisted technology or if drugs or alcohol were a factor in this crash. also in the east bay, a car loses control and crashes into an oakland home, injuring 2 children. this happened near serino circle and redwood road after 5 saturday night. emergency crews say the car struck a gas meter, sparking a fire. the 2 children involved suffered minor injuries. 2 homes were affected by the flames, but officials say there's no danger to the public at this time. a hit and run in oakland left 2 people

seriously injured. it happened yesterday around noon near 34th avenue and international boulevard. police say they got calls of a pickup truck hitting 2 people. the victims are identified only so far as a girl and a woman at last check, the girls in stable condition and the woman is in critical but stable condition. anyone with information about this crash is asked to please call oakland police. now to developing news. jimmy carter, the oldest living former president has chosen to spend his final days of life in hospice care at his home in plains, georgia. our rachel menitoff has more on the announcement. >> former u.s. president jimmy carter is in hospital care at his georgia home. the charity created by the 98 year-old former president said on twitter today that after a series of short hospital stays, carter has decided to spend his remaining time at home with his family and receive hospice care instead of additional medical intervention. he asked for privacy at this time and said

air as soon as justin arrives on we'll try to bring him live for you here with the latest updates on the kron. 4 morning news. and now to our next story here in napa, state senator introduced a bill they say would improve how harassment and violence cases are resolved on california state university campuses. if passed, the measure would add additional oversight over cases. senator bill dodd introduced the bill in response to numerous reported harassment and violence cases on csu campuses in recent years. if the bill is passed, those schools would be required to share the outcomes of case settlements on their website and report them to the legislature. in the south bay students in the west valley mission community college district could get free tuition under a bill introduced by senator dave cortese. the bill would allow the district to draw from that existing local general funds to cover all college related expenses for students with the

greatest financial need. if passed, the measure would also allow the district to assist with enrollment costs for all of its students. in a statement, cortese says sb 6 to 9 will open the doors of opportunity for hardworking students across silicon valley. it follows smart financial stewardship and tremendous generosity by the west valley mission community college district. as we continue to celebrate black history month, the oakland museum of california is hosting an exhibit about activist, author and educator angela davis. the exhibit strives to personalize your story of activism, which still resonates to this day. kron four's pam moore takes us on a tour. >> if serious about to being advocates of of freedom, we have to be real and to struggle. and i'm very happy that i've participated in movements that done that. >> sees the tide a new level of understanding to the activism of angela davis.

silverstein is the museum project lead. when you look at the content of this exhibition, you see that there are a lot of images of angela and we know her from her afro, her image as an icon. but i think we really want to peel back the layers on who she is as a person and not just as an icon, a key to doing that is this 2019 museum interview with the davis museum felt hearing her perspective as she is now in her 70's gives visitors a deeper view of who she is, particularly as an important figure in oakland. angela lives here in oakland has lived here for a long time. this a reflection clinton is and i think we really wanted this exhibit 2. >> not only humanize angela davis, have visitors understand that they could continue to connect with. >> the social justice issues that angela fights for. i was once on the fbi's 10 most wanted list. a. >> and ended up spending time and jails in new and marin

this is a building burned roughly 6 months ago. we believe that it is bacon. that is not confirmed yet, but they're doing what they can to get this fire under control. it is massive. flames are still going and we're working to learn more information on exactly what sparked this. but from what i'm hearing from people out this building is vacant and burned about 6 months this is a warehouse district around here. when you look around here in san leandro, so hopefully nobody was inside of this building at the time of the fire but will work to find out more information as we know more. stephanie. >> and just in on you mention that this fire is quite sizable. we are seeing some of the smoke pillars up behind you have firefighters given any indication in terms of acreage in terms of the size of this fire. >> yeah, that's a really good question. they haven't given any type of acreage, haven't updated the media yet as are working to figure out. but just from the looks of it from my eyes, it's a big property.

>> we continue to follow breaking news out of san leandro. a large fire burning out there. this is a live look from our sutro tower camera. you can see even from our vantage point from the distance of where this cameras place, you can see just how huge that pillar of smoke is sending a large amount of smoke into the area. so if you are living in the san leandro area, you're likely going to be smelling that smoke in the air. we just heard from our justin campbell moments ago. he just arrived on scene. he could not confirm yet from fire officials the size of a in terms of the number of

acres burned when it comes to this fire. but he did say that it appeared to come from what might be an abandoned sort of warehouse. he is working to confirm further details from fire officials. let's go ahead and check in now with the well with dave spahr for the weather and that shot. you can see that inversion is very, very low going forward. so the air rises and it sinks and just hangs there, which we have winds coming. but >> not for a couple of days. one u.s. and europe to tahoe. real, real quick here. this is what it looks like as we watch temperatures plummet for highs in the 20's by wednesday and will continue their fall from that point. let's take a look at the wide we're talking about the change. as i mentioned earlier, the surface winds not doing much today. we have this big inversion. it's going on where the air is actually much warmer right above us. and you have to go to about 10,000 feet to reach that freeze line. well, that freeze line by wednesday, thursday, maybe as low as 1000 feet. okay. that's what with the inversion is right now. so

there ou have it dropping enough to get very moist, but it's cold air winds coming with all of this. all freeze it when it's well in play right there along the coast, those higher elevations. that's what this is looking at. it see those higher elevations and must be some kind of mixture going on. that's not necessarily a guarantee, but it gives you an idea how low the freeze levels are, something we'll be monitoring here. but you might see snow in some places that don't typically see snow during this time of year. this clears out in time for looks like next weekend. and then wet into the start of march, although it won't be quite as cold. 4 zone forecast today. pretty pleasant day. lots of 60's on the board may be hanging to some upper 50's at the coast. bayside lower 60's getting to the mid 60's heading south, including in the south bay. as we take a look at the east bay shoreline mid-sixties also out the tri valley. stanley andrew coming in at 66 at this hour now. 66 also for danville, the late show. you're looking at 63 and let's look at 69 going on for santa rosa. 7 day forecast. here is the drop. 57 tuesday and more to come with a couple of precipitation in here.

all really interesting. how add anything to that? >> yes, grassroots activism is super especially considering, you know, and the greensboro sit where college students set in a diner that was and it was a form of non violent so with grassroots activism work, we're able to pay activists a livable wage in the bay area so they can come in the streets and educate people all the bay and make sure they know about what's going on in the hip-hop because they're not just, you know, walking around oakland all the time seeing people. the activists are able to educate people on things they don't normally know about and see every and you do quite a lot of work with different age to walk us through some of the work that you do with with the youth and in local schools. >> yes, so we do kindergarten to 12 programming. what we do is we're going into schools and we're giving them and empowering them w th the history of hip-hop. and you'd be very surprised to know the

how how people are identifying with really don't know the history. and we're actually on the 50th year of his public coming. this global phenomenon, just world like cultures. so grounding kids in that understanding that you are part of the a group that created the most predominant form of you felt expression around the world, i think is an amazing empowering reality and a good getting them to break dance. do graffiti. rights rap songs in dj make beats all of these different things that give them an outlet of creativity, but also provide a new way of thinking that can change the reality for the anything you'd like to add to that. >> oh, yeah. i mean, the youth are always we need to plant seeds and inspire because right now hip-hop is so misogynistic and there's a lot of violence surrounding it and we make it a point to have them know the real hip-hop, the true hip hop in the one that inspires them to be great and plants. that scene. >> and we understand you also

have some special programming for black history month. walk us through yeah. black history month is probably by far our busiest time of presently. we're probably organizing around 30 to 35 programs in schools all throughout the bay area in and around the country, kind of specializing in celebrating black history, but tying in hip-hop history, especially on the 50th year of the culture and tying it into the black history movement and also recognizing that hip-hop is just an extension of that. hip-hop is actually bringing forward all these older forms, a black expression going all the way back to africa and the tradition of the green dot and storyteller and how that implements into our communities and how our forms of expression or really just these older traditions that we're now really mixing and then in turn will be mixing ourselves and being that in the community that we are part part credible. mylan said it like speeches. it's easy fixed >> all right. so something that you're also very much about building solidarity amongst different groups. walk us through that work.

>> yes, one particular thing is at the height of the pandemic when there was a lot anti violence going on in the communities we being together with a lot of asian organizations to have more after asian solidarity conversations where we're kind of talking about in chronicling the the unification of both black, as well as asian communities. historically not only in the united states but around the world. so this isn't just a new thing. it's it's showing people that our communities have been uniquely linked and there's been a symbiotic relationship between the asian and black community for as long as we can remember and be giving people that education giving people an understanding of the history is what actually kind of breaks down these barriers, these walls, this level of tension in contention for us to really just kind of unify and really fight against what what we see as the problem, which is white supremacy, how it's impose and in in our systems, in our criminal justice system, in the war on drugs and a lot of other issues that people of color face very important work. thank you so much to marlin and malaynia.
