a little bit with some sprinkles and specials going on here. here's the east bay shoreline for you. lots of cloud coverage. you'll notice that will pretty much be the case, although there might be some breaks of sun. actually, we might see some late this afternoon, too. temperature check most readings in the 40's. you can see over most of the bay complements of cloud cover supporting temperatures a bit overnight now to watching this kind of roll on in. there you have it. very involved as we approach the noon hour. that's where the fog is, where the heavier rain will be. a brush is out. we're left with scattered showers overnight. we have another little dose conveniently around the other end of the clock midnight. this go around and that will be also with another pop of winds. scattered showers are expected into your sunday. here's what today looks like. that's a bit generous with the sunshine, but some breaks of sun possible, stephanie. all right, dave, thank you. now to the south bay, new details about the san jose man accused of having explosives and drugs in his home. >> police arrested the suspect wednesday morning and kron four's. dan thorn reports from san jose.

>> local police along with federal agents are expected to be at this home for the next several days. there are still a lot of explosive materials that need to be removed from this home. we learned from investigators on friday what initially led them to karen said, and that was the bombing of to pg and e transformers. one of them happening in december. the other happening in january and surveillance images also helped out police in this case. >> the charges continue to mount against 36 year-old peter kara said investigators now believe he is the man responsible for bombing to pg and e transformers just a few months ago, they connected the dots from one explosion to the other and eventually to care. a set of detectives immediately took up the case. bomb technicians also responded to the scene, collected evidence did a forensic investigation to confirm that, in fact, explosive devices were ignited at that time. >> the first transformer exploded in the early morning hours of december, 8th in front of the oak ridge, macy's less than a month later, a

ground base transformer exploded near thefintersection of snell avenue and santa teresa boulevard on the morning of january fit nearby buildings were damaged in that blast, investigators were able to connect the 2 cases gathering surveillance pictures of a man they believed to be kara 7 fleeing both explosions on a bicycle, a similar bicycle was removed from cara seven's home on thursday. over the past few days, crews have been meticulously removing explosives from the home. and in active meth lab was also discovered in the garage. neighboring homes have had to be evacuated and the surrounding area is closed to everyone. besides official personnel, the collection of evidence. >> dealing with explosive devices. it is very detail oriented, too. so we're expecting to be out at that scene for a few more days, possibly up to another 5 days. total. >> kara 7 is a married father of 3. he was formally charged with 9 felonies in front of a judge on friday. the motive in this case is still unknown

reporting in san jose. dan thorn kron. 4 news. >> san francisco police arrested more than 30 people trying to solicit workers. this all part of an undercover operation in place since last fall to curb work happening on tap street in the mission district. police say the arrests came after the suspects proposi ioned undercover officers for. officers also issued nearly 150 traffic citations. police did not arrest any workers during the operation. also in the east bay, oakland, police are warning of a string of armed robberies at atms. they say 5 people were robbed at gunpoint between february 16th and february. 28, 3 of the incidents happened at the same spot on fruitvale avenue near the montana street entrance to 5.80, another was at fruitvale and international. the 5th at the intersection of lake park and grand avenues in each

case. police say robbers approached the victim and demanded their belongings. police are asking anyone with information to please come forward the san mateo coty sheriff's office is asking the public to be vigilant after a mountain lion sighting near downtown half moon bay. it happened friday morning. the animal was seen walking down first street towards grove street. deputies searched the area but could not find the big cat as a precaution. students at hatch elementary school, which is in the area, had to shelter in place. authorities believe the mountain lion is no longer in the neighborhood. officials are telling residents that if you do see a mountain lion, please stay away from it and call 9-1-1. and vice president kamala harris stopped by the bay area friday visiting san francisco's chinatown for a roundtable discussion with api business owners. the v p's agenda centering around the biden administration's plan to advance equity, justice and opportunity for asian american native hawaiian and pacific islander communities.

>> the work of our administration in the last 2 years has resulted in in these 2 years. the largest growth of small businesses in america. >> harris added the inflation reduction act and the bipartisan infrastructure law are also helping meet that goal of helping small businesses grow the vp also advocating for more investment in community banks, which she said will help small business owners get the loans and support they need. and nurses in california are protesting the state's latest decision to roll back covid-19 guidelines specifically in health care settings. the california department of public health announcing this week that starting on march 13th, the state will no longer require masks, be worn indoors and health care settings. and the covid-19 vaccine requirement for health care workers will be drop starting on april 3rd, the california nurses association calling this a, quote, failure of public health leadership. in a statement, executive director

of the california nurses, bonnie castillo or she's the head. bonnie castillo is the head of the association. she says that this decision endangers the health and safety of nurses and other health care workers hurts their ability to access personal protective equipment from an from employers and ultimately exacerbates the healthcare staffing crisis that political leaders have vowed to tackle the public. health department says the state public health department rather says these changes were made due to the public's help in slowing the spread. and that's significant investments had been already made by the state to help respond to covid-19. >> a california snowpack is nearing record levels, according to the state's 3rd snow survey of the season. at phillips station snow. measure. looks like we don't impromptu on this site here. snow measured about 16 inches deep across the state. the snowpack is nearly double its

average amount. >> this snow pack actually rivals 1982, 83, which is the largest snowpack on record. and in fact, the southern sierra is actually outpacing still outpacing 1983. to date. and that's still with more snow on the way. >> all right. coming up here on the kron, 4 morning news, a fight at a local high school basketball game to tell you about it reportedly endangered young children. plus why soil in one area of the east bay may be contaminated. residents now being told not to eat anything grown in their gardens and why commonly used medication that helps people breathe.

>> the cdc is warning parents of newborns about a rare bacteria infection linked to feeding bottles and pumps. families are now being told to sterilize all equipment. the cdc says a baby died last year from the same bacteria that caused a recall and nationwide shortage of baby formula last year. the infection that killed the baby was caused by a contaminated pump. parents are also being told to wash and dry their hands and all services before feeding their child. and liquid out albuterol a medication commonly used to treat respiratory problems like asthma is in short supply. it's been on the fda shortages list since october last week, one of only 2 companies which makes the drug shut down after

>> welcome back to the kron. 4 morning news taking a live look now at downtown san francisco. word is looking a little bit foggy out there. we're expecting some pretty cold temperatures this morning. are we dave? >> good morning there, stephanie. good morning, everybody. and we start the day kind of tracking the line of rain for the bay area as we get to around the noon hour or so that and a bit first things. first, we'll look at some winter weather get little bit in our backyard for you, folks up to the north bay hills here. this has to do above 3,000 feet. and when you get a little higher than that, you may start to talk about inches of snow with the collection of what's going to march on through gives an idea about where that freeze line is the snow line and so forth. this also translates for folks

in the lower elevations. as we watch this rain could be some hail thrown in there anr hails. not really necessarily a winter event. it just tells us things going on in the atmosphere. that's all. here's what's going on. the east bay shoreline, as you will notice. still overcast as we start the day and look at the line was pointing out to just earlier we went to break right about there. this is again going to march through, give or take about 11:00am. but the san francisco openline most readings are in the 40's right now effect all over the board mid to upper 40's east bay shoreline, antioch of 47. 43. meanwhile for livermore that's going posit here about 10 45 or so. this is being moved up just a little bit here. but you get a general idea when we're expecting this will be popping with heavy rains and in its wake breaking things up might even see the sun come out a little bit. but ice a little shower beyond that tomorrow overnight right around the witching hour, here comes another lie. notice the snow, though the color is a shun indicating not just the north bay hills, but, you know, anywhere of higher elevation. we could see perhaps see some snow with all of that with this in scattered

showers into sunday as well. we see the sun poke out. all that does is gives the atmosphere more energy for a few. what under one of those cells get the rain, get the hail cooking all that kind of routine and some claps of thunder. hear the wind pops for you with our storm today around the noon hour, breezy in its wake and overnight. then breezy in its wake. so these winds won't last real long. that's why they probably have imposed a wind advisory for us. but when you're in the event of an occurring at all, little stormy, heavy rain around new niche. scattered showers for the afternoon. lower 50's tomorrow. scattered showers, hail possible. that will be during the day because overnight is when the big lionel happened breaks of sun and all that too cold lower 50's. we'll have a look at that long-range forecast because rain is not done with us after next few days. it's coming back into next weekend. stephanie. >> all right. if thank you. happening tomorrow, the bay bridge lights are set to go dark about 25,000 lights on the bridge. do not light up right now because the hardware just keeps failing. and the

group behind this project can't afford the upkeep. there is now an effort happening to raise 11 million dollars in donations to get this installation back up and running in the meantime, if you want to enjoy the lights before they're turned off, you can get a nice view from the san francisco ferry building or treasure island. the bay lights go dark at 08:00pm sunday. where your money this morning pg and e says customers could see a 75% drop in their march. natural gas bill. this comes after people have seen 3 months of bills that have been higher than normal. the utility says customers usually use less gas as temperatures get warmer and pg e is also distributing its climate credit a month earlier than previous years. well, your health march is colorectal cancer awareness month and kaiser permanente and operation access are teaming up to provide just 12 free surgeries to help low-income and uninsured people in san leandro. there will be dozens of volunteer doctors and nurses also involved in this effort.

>> at kaiser very, very passionate about this program. they love me. they love the impact that they unity that they're serving. >> now, more events like this one are being planned across the bay area. doctors encourage anyone over the age of 45 to get routine screenings. colorectal cancer is the second-leading cause of cancer in the u.s.. in the east bay. people living near the martinez, refining company are being told not to eat anything grown in their gardens. that's after the refinery release toxic dust over the area during thanksgiving last year. kron four's philippe djegal explains. >> it will be awhile before heidi taylor's garden. looks like it used to some of the 20 tons of spent catalyst, dust like metal material that was released from martinez, refining company on thanksgiving and the day after blanket in her yard, potential contaminating her plan to improve just this morning, a friend of mine was asking me about gardening advice and she wants to plant a garden with

her young children. oh, my god, don't put it in the soil. the first thing i said to her was you better have a container. this is container gardening. time now because of what they did. martinez refining company did not immediately notify contra costa health services about the release leading the county to consider enforcement action against the company. >> the public health department's investigation into the november incident has been turned over to the district attorney's office for review county public health director doctor ori tzvieli says a toxicologist will be hired to review the data. the health department. >> and hazmat team collects through the month. we're looking basically to see if there's evidence of contamination. >> where it is, how deep it is. and if yes, what needs to be done to remediate the situation? so i till we know. >> we really recommend not eating food, grout. and so that's been exposed to catalyst kind way. >> toilet paper bowls and i'm going to filled with dirt and then i'm going to start

planting my sunflowers. and then taylor says research suggests planting flowers like dandelions rosemary and lavender to help pull toxins out of the soil. she is concerned about throwing the dirt away for fear of potentially contaminating a landfill. so for now, it will stay put in martinez, philippe djegal, all kron. 4 news. >> and now to a story about celebrating kindness in the bay area, staff and families at ucsf benioff children's hospital in oakland gather to recognize one of the volunteers. this is bernie payton and he spends every thursday volunteering with the kids and teaching them oregon. me the supplies, all of the paper and even makes oregon the hats for the patients like these right here and for his kindness, the nonprofit chris kindness award presented payton with a $1000. check. and we heard from the woman who nominated payton for the award as well.

>> happening now, caltrain service will not run this weekend between san francisco and millbrae stations for track repairs. >> people can't go to a bus bridge between the stations with time, transit connections and millbrae station. caltrans says they strongly encourage riders to avoid taking the train on weekends as they're working on electrifying a service for the area. and a pair of bald eagles spotted nesting in alameda are expected to welcome a batch of aches. this protected species is rarely seen in populated areas. it's been more than a decade since a bald eagles nest was even spotted in alameda county. this corey cup park golf golf course is being looked after by local audubon

>> let's kick things off this half hour with a look at our forecast with dave spahr stephanie, good morning. and good morning, everybody. kind of overcast are mostly cloudy skies with a little bit the way some breaks of sky in the sky happening as you'll notice. we'll get that this afternoon to now. >> after this that this is a san jose state was down south. so it's going take a while for this to get all down there. but you're looking at still overcast to kind of start the day. they're a little bit as well. storm tracker 4. this is what it looks like with some breaks in the clouds happening, but not too far from home as you'll notice. the rain already working up there up north and we're expecting this to be mid as we approach around the noon hour. temperatures mostly in the 40's. 47 going on for antioch. we didn't have quite the chill this morning because of this. overcast conditions. don't worry. we'll have that after the front. there you have the winds kind of southerly right now that also aids and keeping temperatures supported a touch. your breakdown today, optimistic lee inland. you might see again, the sun coming out a little bit before the rain gets here around the noon hour. and then in the afternoon we'll have some variable clouds working here

times. both professional counselors here. >> team members that are available that have been crisis. some have been through violent a school shootings before they can call it number that we have our web site. i have released as well. that's 24 hours a day, 7 days a week. those lines are also available to adults monitor by professional counts. >> chapin says that the foundation is also looking to be an independent voice as a team will gather facts about what happened offer advice on how to prevent these kinds of conflicts from escalating board members that are. >> part of our research team in investigators, higher the collective. we will look at a lot of different various factors. >> i'm not just incident itself, all the mitigating factors leading up to and ultimately with the idea of being. solutions.

>> chapin says that the foundation assists other school districts around the country as stab list after the mass shooting of 19 children and 2 adults at robb elementary school in uvalde, texas last year. chapin says the foundation's goals focus on trying to avoid crisis like what happened at montgomery high school. >> there's a child that with school. i had a that's not going to have that anymore. so if a school wants to ask, why is the foundation of estimating? because we're all so parents and i can't what that family is going. >> theresa kron, 4 news. >> what we've been through a lot wildfires due to covid out it like work on. think >> and students held a rally at maria carrillo high school friday where a student brought a gun on campus on wednesday. participants also observed a moment of silence to honor 16 year-old jayden pm to who died

slowly. and that's a good practice because those roadways are going to be very slick. we can see quite a bit of snow on the side of the roadway there of all the snow that got dumped from the last storm system, california highway patrol saying drivers can expect blizzard and whiteout conditions as well as very strong wind. they predict that conditions could get so dangerous. it might be impossible to travel over donner summit >> if are coming up this weekend, no, and expect long delays. last time we had we had people truck and we know for a day and a because we had just so much no with working. 24 7. >> the clip, well, roadways that we had so much snow that it was reduced to one lane which caused traffic jam up. so expect delays, expect closures. >> so there is also an avalanche warning with all of that incredible snowfall that we are this weekend. this is

>> local police along with federal agents are expected to be at this home for the next several days. there are still a lot of explosive materials that need to be removed from this home. we learned from investigators on friday what initially led them to karen said, and that was the bombing of to pg and e transformers. onof them happening in december. the other happening inanuary and surveillance images also helped out police in this case. >> the charges continue to mount against 36 year-old peter kara said investigators now believe he is the man responsible for bombing to pg any transformers just a few months ago, they connected the dots from one explosion to the other and eventually to care. a set of detectives immediately took up the case. bomb technicians also responded to the scene, collected evidence did a forensic investigation to confirm that, in fact, explosive devices were ignited at that time. >> the first transformer exploded in the early morning hours of december, 8th in front of the oak ridge, macy's less than a month later, a

ground base transformer exploded near the intersection of snell avenue and santa teresa boulevard on the morning of january fit nearby buildings were damaged in that blast, investigators were able to connect the 2 cases gathering. surveillance pictures of a man they believed to be kara, 7 flynn, both explosions on a bicycle, a similar bicycle was removed from karen seven's home on thursday. over the past few days, crews have been meticulously removing explosives from the home. and in active meth lab was also discovered in the garage. neighboring homes have had to be evacuated and the surrounding area is closed to everyone. besides official personnel, the collection of evidence. >> dealing with explosive devices is very detail oriented to. so we're expecting to be out at that scene for a few more days, possibly up to another 5 days. total. >> kara 7 is a married father of 3. he was formally charged with 9 felonies in front of a judge on friday. the motive in this case is still unknown

reporting in san jose. dan thorn kron. 4 news. >> what san francisco police arrested more than 30 people trying to solicit workers. this all part of an undercover operation in place since last fall to curb work happening on cap street in the mission district. police say the arrest came after the suspects propositioned undercover officers for. police also issued nearly 150 traffic citations. police did not arrest any workers during the operation. in the east bay. after a nearly two-hour standoff at an oakland motel, police arrested a suspect wanted in connection to a killing at the same time, a fire broke out in one of the rooms. it happened at a motel 6 on embarcadero on the embarcadero near highway 8.80, shortly after the arrest. firefighters also arrived on the scene. they say a butane canisters caught fire and exploded inside of a suitcase in a room. hope a motel guest

managed to put the fire out but experienced minor burns. police say they do not know yet if the standoff and the fire are related. oakland police are warning of a string of armed robberies at atms. they say 5 people were robbed at gunpoint between february 16th and february. 28, 3 of the incidents happened at the same spot on fruitvale avenue near the montana street entrance to 5.80, another was at fruitvale and international and the 5th at the intersection of lake park and grand avnues. in each case, police say officers are rather robbers, approacdhe victim and demanded their belongings. police are asking anyone with information to please come forward the san mateo county sheriff's office is asking the public to be vigilant after a mountain lion sighting near downtown half moon bay. it happened friday morning. the animal was seen w down first street towards grove street. deputies searched the area but could not later find the big cat as a precaution.

owners get the loans and support they need. and nurses in california are protesting the state's latest decision to roll back covid-19 guidelines specifically in health care settings. the california department of public health announced this week that starting on march 13th, the state will no longer require masks to be worn indoors in health care settings. and the covid-19 vaccine requirement for health care workers will be dropped starting on april 3rd, the california nurses association calling this quote, failure of public health leadership. in a statent, the california nurses association saying that this decision endangers the health and safety of nurses and other health care workers and hurts their ability to access personal protective equipment from employers. well, the state public health department says it is relaxing guidelines because covid hospitalizations and deaths are down in response to vaccination and public health efforts. california snowpack

>> palmdale assembly member, one promoting this bill yesterday. if passed, the bill would increase access to cash assistance programs for undocumented immigrants. seniors, he says this bill would help at least 17,000 people who worked in the country for decades but were not eligible for social security payments. >> it is the right thing to do. it is time that we reconocer most vulnerable community. and those are the 65 and older who, again get a good gave their life project due to the state economy by working so hard in jobs that not everybody wants to take maybe some that we recognize that they are a part of our communities. that's the right thing to do. >> no word yet on any formal opposition to this piece of legislation. the bill is set to go before policy committees in the coming weeks. and the federal government says by the year 2032, it won't be able to pay social security recipients, their full benefits unless congress acts. our washington correspondent alexandra limon reports on the

efforts on capitol hill to save this program. >> government projections say that in just 9 years, the social security fund won't have enough money. if congress doesn't do anything, we would have. the media. 23 1% cut benefits for everybody. michael peterson is ceo of the nonpartisan nonprofit peter g peterson foundation. he says those cuts would result in a $7,000 a year laws for current eocial security recipients. and he says part of the problem is about 10,000 baby boomers are retiring every day. every time someone retires. >> it's a double whammy because they stopping and then they start taking out right now. social security taxes are only deducted from income below $160,000 a year. but democrats are rallying behind a bill they say would fully fund social security for the next 75 years by making income above $250,000. subject to that tax, the social security expansion act was introduced

the kron. 4 morning news and does some good news for people in the north bay this morning regarding california's drought. according to sonoma water of the lake, sonoma and lake mendocino. reservoirs have reached above average water supply levels. this video shows what lake sonoma looked like last april and now lake sonoma is at 102% capacity. so that certainly over 100%. so some very good news there. let's check in now with the day for the latest on the weather. >> i think tahoe first, here's a of tahoe uk. there it is. and we can see some people making their way slowly. >> down down the roadwass there. and of course, the chp has been issuing many reminders throughout the day about of the severe winter weather that is expected to sweep across the sierra. so some people right now we're seeing them traveling. you know, they're probably going to be advised not to do that

that jazz. but next weekend we're looking for maybe those snow levels to go up and coupled with deeper moisture our way. that may mean some melting sea saw them blasting away some of the excess snow. maybe something to keep in mind because next weekend, if you're headed up there, maybe some localized flooding thrown into the mix with rain coming in will be a warmer rain. sfo want to mention quickly got an hour delay or so going on this morning. and when this line drops out of the peninsula where the airport is may have a temporary, just wait on the tarmac before you can take off a little bit here. here it is. the line that we're watching. i've seen some lightning strikes already with it. not a surprise with cold air upstairs that drives this. so as we reach around 12 o'clock or so, this model is really pushing this forward quickly here. so the rain may start really before we even leave you this morning in its wake. here you have the skies open up a little bit temporarily. spotty showers complement the daytime heating overnight. there you have a 02:00am. notice the snow levels. there will be more aggressive, meaning the snow levels are a little lower and this is going

to be colder air filtering in behind all of this as well. spotty showers and thunder showers might have some hail thrown in there, too, because the daytime heating just warms up the atmosphere for some more action winds pop. we're going to get that with the first system that moves through overnight to about midnight will do it again. winds are not long-lasting. so therefore, they haven't issued a wind advisory with any of this traffic. but just prepare fort just brief moments of has some heavier winds. here's the long-range forecast models. we get to the latter portion of the week. there's a break here when all this traffic is done and then boom, here you have this deeper moisture coming in from the lower latitudes. snow levels are pushed further to the north, telling us that this air mass is more modest or moderate, kind of like we had a few months ago with all that heavy rain. we heard the tahoe snows you at higher snow levels, melting rain, all going on at the same time sometimes can pose an issue there for travel. so next weekend may be a problem. if you're headed up that way into the following week, it looks like the rain gravy train continues. help those

wrightwood home. this is absolutely the most snow i've seen in a long time or sent us these pictures and recordings of all the snow piled up outside her home and along the streets in the small san bernardino mountain community with the snow conditions in the street, you get feet of snow. plus, the plowed coming by now as your berm in front of your driveway at 6. plus the so people are trying to dig through 6 feet of snow and you just you can't. so the elderly, the disabled, they just haven't left their house in 7 days. and that's concerning for me. that's why alberts who is an elected board member on the right would community services district says she has urgently requested more county and state resources. sent out a plea for food and water. people are contacting me saying they don't have food for their children because usually their children get that and school breakfast and lunch every single day. they haven't been able to leave for work for 7 days. >> they can't afford their heater bill. so they're not turning on the heat. they're out of firework. i asked for all of these resources yesterday at last night, i was told that it was sent to big bear, which is 40 miles away

from us here in wrightwood. so we're still without the essential supplies. but she's hopeful that will change after her county supervisors approved 10 million dollars in assistance. and after the governor proclaimed an emergency declaration for 13 counties, including kern to larry sierra l a. >> and hard-hit san bernardino. it's all about giving them more tools, more resources, more firefighters, more law enforcement. >> to help bring people to safety. brian ferguson with cal oes says the emergency declaration has allowed the state to quickly deploy resources, including the california guard, caltrans road crews and private companies to accelerate snow removal. this will be able to get first responders in quickly to get residents out who need help. hopefully the goal that we're saving lives. state senator rosalee co ciobo represents several san bernardino county mountain communities. she sent the governor this letter earlier this week asking him to proclaim an emergency. well, now that he did, and no, it's not fast enough for the people that are in need. >> but i can tell you that we didn't all hands on deck.

until 4 tomorrow afternoon because we have another wave happening overnight into tomorrow morning and throughout the day, we may see these pops of some isolated showers or precipitation events. keep in mind with this colder air upstairs. that means for the rest of us, you still may get some hail potentially particular. you start heating up the atmosphere anytime you get under one of those cells. so in the south bay, this we're looking at kind of overcast are mostly cloudy, but some sun is peering through there again. so kind of like a thin layer of cloud cover for right now. most readings in the 40's. but you can see some 50's making their way along the east bay shoreline. 50 going on up to napa. but in this into motion, there you see the line that we're watching. there's another one yet to happen overnight. and as far as the fog cast, it has already popped plowing right through by one or 2 o'clock this afternoon and overnight as well as we get into tomorrow morning. but again, an isolated shower or thundershower still in the cards. so showers going on is the approach the middle of the day afternoon. almost want to say variable clouds on this but will give a nod more to

mostly cloudy with an isolated or scattered shower in the program. unsettled weather continues on into early next week. we'll have more on that and a bit, stephanie. all right, dave, thank you. >> in the south bay, new details about the san jose man accused of having explosives and drugs in his home. police arrested the suspect wednesday morning. kron four's dan thorn reports from san jose. >> local police along with federal agents are expected to be at this home for the next several days. there are still a lot of explosive materials that need to be removed from this home. we learned from investigators on friday what initially led them to karen said, and that was the bombing of to pg and e transformers. one of them happening in december. the other happening in january and surveillance images also helped out police in this case. >> the charges continue to mount against 36 year-old peter kara said investigators now believe he is the man responsible for bombing to pg any transformers just a few months ago, they connected the

dots from one explosion to the other and eventually to care. a set of detectives immediately took up the case. bomb technicians also responded to the scene, collected evidence did a forensic investigation to confirm that, in fact, explosive devices were ignited at that time. >> the first transformer exploded in the early morning hours of december, 8th in front of the oak ridge, macy's less than a month later, a ground base transformer exploded near the intersection of snell avenue and santa teresa boulevard on the morning of january fit nearby buildings were damaged in that blast, investigators were able to connect the 2 cases gathering. surveillance pictures of a man they believed to be caris. ev flynn. both explosions on a bicycle, a similar bicycle was removed from karen sevenover th past few days, crews have been meticulously removing explosives from the home. and in active meth lab was also discovered in the garage. neighboring homes have had to be evacuated and the surrounding area is closed to

everyone. besides official personnel, the collection of evidence. >> dealing with explosive devices. it is very detail oriented to. so we're expecting to be out at that scene for a few more days, possibly up to another 5 days. total. >> kara 7 is a married father of 3. he was formally charged with 9 felonies in front of a judge on friday. the motive in this case is still unknown reporting in san jose. dan thorn kron. 4 news. >> will san francisco police arrested more than 30 people trying to solicit workers. this all part of an undercover operation in place since last fall to curb work happening on tap street in the mission district. police say the arrests came after the suspects. proposition undercover officers for officers also issued nearly 150 traffic citations. police did not arrest any workers during this operation. in the east bay. after a nearly two-hour standoff at an oakland motel, police arrested a suspect wanted in connection

to a killing at the same time a fire happened to break out in one of the rooms at that motel. this happening at the motel 6 on embarcadero near highway 8.80, shortly after the arrest. firefighters also arrived on scene. they say a butane canisters caught fire and exploded instead of a suitcase and one of the rooms, a motel guest managed to put out the fire but suffered some minor burns. police say they do not know yet if the standoff and the fire are related. oakland police are warning of a string of armed robberies at atms. they say 5 people were robbed at gunpoint between february 16th and february. 28, 3 of the incidents happened at the same spot on fruitvale avenue near the montana street entrance to 5.80, another was at fruitvale and international. the 5th at the intersection of lake park and grand avenues. in each case, police say robbers approached the victim and demanded belongings. police are asking anyone with information to please come forward the san mateo county

sheriff's office is asking the public to be vigilant after a mountain lion sighting near downtown half moon bay. this happened on friday morning. the animal was seen walking down first street towards grove street. deputies searched the area but could not find the big cat as a precaution. students at nearby hatch elementary school had to shelter in place. authorities believe the mountain lion is no longer in the area. officials are telling residents, though, that if you see a mountain lion, you want to stay away and call 9-1-1. vice president kamala harris stopped by the bay area friday visiting san francisco's chinatown for a roundtable discussion with api business owners. the vp is agenda centering around the biden administration's plan to advance equity justice and opportunity for asian american native hawaiian and pacific islander communities. last 2

south bay about this san jose state looks like a pretty decent day. well, this line will be coming down for you, folks, too, but give a little bit extra time to make its way down to the south bay. looking at it from stormtracker 4 here. it is all packed together. already seen some lightning strikes with it. not an unusual event. when you have that cold air upstairs and it's why we get sometimes hail the lower elevations because those raindrops get force upward and that causes the hail lower 50's along the east bay shoreline a little bit inland to up in the north bay, a hodgepodge of 40's and 50's handy over future future cast for there. you have it by about noon or so in the east bay hills and now marching down the peninsula left with a few isolated or scattered showers for afternoon with pockets of sunshine thrown in there as well. here we go for overnight. 01:00am or so heavy line moves through. this could be more moisture, though, that we're getting with this system here. but again, short-lived for the bulk of it. we'll be left with scattered showers throughout sunday with breaks of sun again, that only heats up the atmosphere to drive a

assistance for undocumented immigrants. seniors, he says the bill would help at least 17,000 people who have worked in this country for decades. but are not eligible for social security payments. >> it is the right thing to do. it is time that we reconocer most vulnerable community and those are the 65 and older again get a good gave their life back the state economy by working so hard in jobs that not everybody wants to take you to some, but we recognize that they are a part of our communities. that's the right thing to do. >> there's no word yet on any formal opposition to this policy. the bill is set to go before policy committees in the coming weeks. the federal government says by the year 2032, it will not be able to pay social security recipients, their full benefits unless congress acts. washington correspondent alexandra limon reports on the efforts on capitol hill to save this program. >> government projections say that in just 9 years, the

social security fund won't have enough money. if congress doesn't do anything, we would have. the media. 23 1% cut benefits for everybody. michael peterson is ceo of the nonpartisan nonprofit peter g peterson foundation. he says those cuts would result in a $7,000 a year laws for current social security recipients. and he says part of the problem is about 10,000 baby boomers are retiring every day. every time someone retires. >> it's a double whammy because they stopping and then they start taking out right now. social security taxes are only deducted from income below $160,000 a year. but democrats are rallying behind a bill they say would fully fund social security for the next 75 years by making income above $250,000. subject to that tax, the social security expansion act was introduced by senator bernie sanders and his co sponsored by senator kirsten gillibrand. millionaires pay in much lower percentage of their income

>> a pair of bald eagles spotted nesting in alameda are expected to welcome a batch of the protected species is rarely seen in populated areas. and it's been more than a decade since a bald eagles nest was last spotted in alameda county. now this nest at a popular local golf course is being looked after by a local audubon society with lewis has been part of the bird watching society for years. and he says while the birds are nesting in an unusual spot, it seems to be working for them for now. >> you have to be a little more cautious with them when they're on the ground. you need to stay about 100 yards away from them because they do look at you and they're they're very aware of their surroundings. they do their activities in the humans do their activities and they don't we don't seem to have any conflict right now, which is which is a great thing. what you're looking for it to occur. >> we'll watch raise their

afternoon with the sun coming out to lower 50's lined up the east bay shoreline. so right at that, mark, their upper 40's to near about 50 is what it looks like. and then for your winds, a strong southerly flow, as you will notice here in the teens for most of the area. but it's not going to be windy long enough to pose a wind advisory. this get general idea here, rain and showers around the middle of the day afternoon. you got some sunshine. but again, a few little isolated showers left over. we have another line that's heavy expected overnight tonight. but then into tomorrow, still have to call it scattered thunder showers and showers going on with some breaks of sun, too, got an unsettled weather pattern and early next week we'll get into that longer range forecast a bit, stephanie. all right, dave, thank you. >> foundation is stepping up to help students affected by the recent violence that unfolded at a santa rosa high school. the foundation was set up after that mass shooting in uvalde texas kron four's terisa stasio reports. >> what we're hoping to do is what i think should be top

down here to be here today. it's that feeling of the potential widespread implications of california's reparations task force, which inspired this man to travel from new orleans to sacramento for the last week of scheduled hearings is not going to solve the if we just throw money at it. landon, as was mention and also. programs and resources. the task force created in 2020 by simply bill. 31 21 is charged with examining the modern day impact of slavery on african-americans. specifically those descended from american slaves. lineage matters because reparations is a debt owed to the descendants of chattel slavery in america. it is not a catch all for injustice. california was not asleep holding state. however, the work of the reparations task force details what they see a specific harm suffered by african americans in california as a result of slavery. >> those harms according to the task force impacted housing, education, political representation and land and

business ownership for blacks in california for more than a century after slavery ended having that publicly about 2 dozen times over the last year and a half. the task force is still working to determine what they believe reparation should involve, but could include cash payments, grants and tuition assistance. what direct victims and are all african-american descendants of us slavery in california to meet the residency requirement be compensated. he questions still remain to be decided, including will recipients have to be california residents and perhaps the question of most high interest. our reparations be paid and measure to ensure the form of payment aligns with the estimate of damages in sacramento. karma dickerson. >> and several california mountain communities are seeking help following the recent snow storms. governor gavin newsom proclaimed a state of emergency for the counties affected. our capitol correspondent eytan wallace takes us through the state's response. >> well, you can see here at the california office of emergency services headquarters. they are in full

response mode that as those who live in impacted communities say help cannot come soon enough. >> this is that my son the window and this is the snow level pop with them. this is the view outside sadie albers, wrightwood home. this is absolutely the most snow i've seen in a long percent. us these pictures and recordings of all the snow piled up outside her home and along the streets in the small san bernardino mountain community with the snow conditions in the street, you get 4 feet of snow. plus, the plowed coming by now as your berm in front of your driveway at 6. plus the so people are trying to dig through 6 feet of snow and you just you ctn't. so the elderly, the disabled, they just haven't left their house in 7 days. and that's concerning for me. that's why alberts who is an elected board member on the right would community services district says she has urgently requested more county and state resources. i sent out a plea for food and water. people are contacting me saying they don't have food for their children because usually their children get that and school breakfast and lunch every single day. they haven't been able to leave for

work for 7 days. >> they can't afford their heater bill. so they're not turning on the heat. they're out of firework. i asked for all of these resources yesterday at last night, i was told that it was sent to big bear, which is 40 miles away from us here in wrightwood. so we're still without the essential supplies. but she's hopeful that will change after her county supervisors approved 10 million dollars in assistance. and after the governor proclaimed an emergency declaration for 13 counties, including kern to larry sierra l a. >> and hard-hit san bernardino. it's all about giving them more tools, more resources, more firefighters, more law enforcement. >> to help bring people to safety. brian ferguson with cal oes says the emergency declaration has allowed the state to quickly deploy resources, including the california guard, caltrans road crews and private companies to accelerate snow removal. this will be able to get first responders in quickly to get residents out who need help. hopefully the goal that we're saving lives. state senator rosalee co ciobo represents several san

>> all right. well, people are advised not to make the trek up to the sierra this weekend. we can see from this live picture here. some big making that slow haul up the roadway there on i-80 of this winter storm us about this. we've been is expected to shut down a lot of roadways, which means a higher possibility of people getting stranded. and you can see from this live perspective, all that snow piled up on the side of the roadway from the last storm system that we all experienced

here, a california highway patrol says that drivers can expect blizzards and white out conditions along with strong winds this weekend. they predict that conditions could get so dangerous. it might be impossible to travel over donner summit. >> if you are coming up this weekend. >> no, and expect long delays. last time we had we had people truck and we know for a day and a because we had just so much snow in with working. 24 7, the clip, well, roadways that we had so much snow that it was reduced to one lane which caused traffic jam up. so expect delays, expect closures. >> and there also is an avalanche warning with the incredible amount of snowfall this week. this is pg and e video now on. you can see their chopper. they're working to trigger a slide, an avalanche there on purpose with help, with to help with power restoration efforts, the utility set up that helicopter carrying 700 gallons of water and then dropped it down that

mountainside. there. and they say this is being done to reduce the risk of any avalanches making conditions safer for ground crews that are working to restore power. 20 affected areas. so again, if you absolutely must travel, chp is recommending that you take a make sure that you have a full take a guess. an emergency kit with food. you have water and warm clothes and that euro your car has proper tires on it. and you can also check with caltrans for the latest on roadway conditions. but really the best practice here given the severe weather conditions we're expecting in the sierra it's probably best to just stay safe indoors. and at home. and back here at home in the bay area. weather no snow, right? still chilly outdoors. you can the wind pushing through the the branches of that on the embarcadero in san francisco. and just just looking like a very cold day, dave. yeah, it is. and we're

experiencing another dose of winter coming our way, stephanie, both. >> he ran back up. the tahoe. in fact, next weekend looks to be problematic as well. snow in the forecast now. but what will happen is we're going to stay cold, obviously through the week up there and then add to that rain, raise those snow levels. you get melting might have some flooding going on by next weekend at this all comes together. here's a look at what the advisories are for this morning all the way through monday morning. winter storm warning. i think about 5,000 feet is about the elevation they're looking at in terms of collecting several more feet again, just through the storm system taking us fairly weak will be a little bit more to add to that. and then we get some mild weather quotation. mark smiled as we head into next weekend. there's sfo for you about a half-hour delay. we're looking for probably more importantly, is if your timing for flight travel is within the next couple of hours. by the time this line sinks to south, you may be caught up in a little brief rainstorm. give a little time. it's not going to last

that long when it marches over would be left with scattered showers. here is on futurecast giving about 11:00am. timing. 12 o'clock give or take and notice the shun here. we don't see it so much in the peninsula. but up north, we do. that's why they have that winter weather advisory. scattered showers throughout the day today with daytime heating and blah, blah, blah, colder line marches through overnight into tomorrow morning and we'll be left with again, isolated or scattered about showers and thunder showers that can also produce hail, particularly when we get that daytime heating. these storms come with pops of wind, not long lasting, but they pop this noon around midnight. it will be breezy as we get into your sunday. so kind of like something for everybody. basically almost got a little bit of sun. you've got rain. one on cloud cover winds, everything longer-range forecast. we get done with this traffic by the middle of the week. we get a little breather in here now. tahoe, it's still a nice box up there from all that it gets. here comes a surge of milder air coupled with rain. so we might have some lifting snow levels
