in sonoma county, where they have that flood advisory, that's going to go until 8.45 this morning. but this is until tomorrow morning for the rain event that we've had all week long and it just had to be cover us for the little bit of a spurt that looks to build for overnight very early tomorrow morning after that shoe falls are taking another breather until we get into next week with more rain to be had. but there's a cluster were looking up there in the santa rosa that's causing some flooding in the santa rosa creek up there. so that's a little bit of an issue. but beyond that, again, very spotty. as with the rain looks like for your saturday. lots of cloud cover. that's the issue we're not will see. it's a little different this week than last week. we have all that cloud cover that's going to remain pretty much all weekend long. they're your 40's covering just about all the geography little bit lower 50's as well breezy. but it really picks up a little bit more so for tomorrow. want to show you the fog cast real quickly here. the fog redevelops because of all the surface moisture and then look real carefully right after this. you can see that way. that just goes right on by

that actually stirs up the atmosphere clears up a little fog temporarily. but this all is again, radiation fog from another dose of some heavier rain coming for late tonight early tomorrow morning. there's your breakdown for today. keeping those scattered showers on tap, mostly cloudy. more on that very unsettled week. coming up in a bit, 70. all right, dave, thank you. >> happening right now, an accident blocking lanes at the toll plaza at the bay bridge. take a live look. >> at our camera showing this scene here. you can see police vehicles blocking traffic in at least one lane of the roadway. there. several lanes we're being told are closed right now to traffic. this happened around 6.30, this morning. we will keep you updated on the situation and let you know when all lanes are back open. >> well, the breaking news this morning, mandatory evacuations are underway in parts of monterey county because of flooding. >> rising waters breached a levee overnight in a community near watsonville. this happened around midnight. officials went door to door

alerting people to leave the area immediately. and all this happening just after president biden approved governor newsom's request for a presidential emergency declaration in response to the storms. this declaration covers bay area counties including the ones you see there on your screen, san francisco, sonoma, santa clara, san mateo and santa cruz. it allows residents immediate access to federal assistance for things like generators, road clearance equipment and shelter programs. take a look at that. livermore. police evacuated people living underneath a bridge. this happened at sandbar island at stanley and maria boulevards. people are are other police are urging people to stay away from rivers and creeks because they can easily reach flood levels right now. and canyon road is closed indefinitely due to flooding and debris. this is between mission boulevard in

fremont and main street in signal this area is prone to mudslides during heavy rain as well. severe weather, if you can recall back in january forced the closure of this roadway for several days. the heavy rain in the north bay is taking a toll on at least one resident still trying to rebuild after the devastating 2017 tubbs fire kron four's terisa stasio spoke with the homeowner about the problems they are facing with all this stormy weather. jesse, you let hollow has a remarkable attitude. >> with all of these rains that have happened here in the north bay. it's caused a lot of damage to his property. safe yourself. that is the tractor stuck on jesse. you let hallows property as you can see. it is buried deep in the mud. >> you look taller says that the problems have been growing with the ferocious reigns in january as he tried to finish rebuilding his home following the devastating tubbs fire

back in 2017 just had drainage about 60 feet. but behind my house. >> 4 inches of rain clogged the drain immediately. and i have about a 3 foot. and my property all along that 60 feet on top of where the dream supposed to go. so tractors and nothing will be able to get out there for at least a couple months because it's so wet and it's going to continue to ula says that most of the damage affected. >> the landscaping around his rebuilt home. yeah. just got in may of last year. so the house is still kind of getting completed. theirs. >> no real landscaping at and this is kind of the first step towards that. and it's a step forward and a step backwards. at the same time. >> despite the widespread challenges you let hollow, says he is optimistic takes it all in stride. with living in santa rosa's countryside. >> oh, i love the area. i couldn't be happier to be

>> the office peet's coffee spokesperson mary o'connell says that is where the employee described as a distribution leader was located with a portion of the roof came down. i will tell you he was a beloved employee, had been with pete's for 15 years was part of the family. can tell you that everyone around be is shaken by this. we know that it was happening as the storms oakland last night. there's no question about that. >> but why exactly that part of the roof collapse? we don't know. building was a red tag by the city of virtual. >> engineer that came out as part of the preliminary investigation. >> oakland fire department battalion chief christopher foley says it is rare in this case for partial structural failure. roof collapse. given the typical construction of this building. >> to my knowledge, there's that buildings not. on anybody's list. as far you know, maintenance deficiencies or anything like that. so,

us now live right now on the ground. we've got 14 and a half feit because, of course, all that snowfall compacts overtime. well, this is the most snow that we have seen in recent years. the hope now is that it sticks around as long as possible. warmer weather means rain at higher elevations, rain that can melt a portion of the snow pack. short explains why this is far from ideal during the winter we often use our reservoirs as flood mitigation and we need extra capacity and them to prepare for plus potential flooding events. so if we melt our snowpack too early, we have to do at early releases and those reservoirs and we don't get to capture all of the water from the snow pack that we would if it melted later in the season. shorts does add that if the rain comes down on snow really high up the hill full that shouldn't cause snowmelt issues, that rain would realistically filter into the snow pack potentially freeze and just ball cup. the amount of water content that we have in the >> all right. and taking a live look right now at the

golden gate bridge this morning. we can see it seems like most people are choosing to staying bundled up cozy in bed at this maybe avoid the rain. that said we're expecting across the bay area because not too many people on the roadways there. let's check in now with dave for the latest the day. a good morning, stephanie. good morning, everybody. and it's a great compared to what we've been getting all week long here. there is some rain occurring course up there up north. >> sonoma county, that's one little spot kind of watching a little bit there in santa rosa creek. they've got a flood advisory in place until 8.45. this morning, everybody, of course, is under that flash or that flood watch. there you have it. the east bay and all the cloud cover we just referenced. this is pretty much what you can expect through the day today, although as far as any real commitment to rain, it's going to be kind of the on off or it just about all day today and tomorrow. 40's cover most of the geography, lower 50's line up the east bay shoreline. let's hand it over. a future cast for it tells the tale actually see some breaks trying to happen. there's your

spotty showers going on the day today. again, mostly cloudy. that will be kind of the better take away. you have some patches, but they're going to be brief then tomorrow morning, here's probably the biggest line we're going to have all this weekend. in fact, i suspect it's the reason why they've kept flood watch in place because of this last shoe to fall and after it passes there, lifting that for this event from last week turned the page to next week. that's where we're going to be watching for events to play out there. but this is timing predawn. looks like a nice, good commitment of heavy rains in its wake. now, spotty showers all day. probably generally speaking, mostly cloudy in the north. they will be treated to some of those pulses. that will be a little bit more intense at times. the winds they do come with the ride tomorrow. not so much today. we'll get a brutal breeze going on. looks like a bit more down to the south bay. let's stop it here sunday morning. that's when that heavier line is marching through. and there you see the winds pretty good commitment there to the double digits. don't think they'll be up to a wind advisory strength, but they'll be marching up. the

bits will have more of a stormy feel in even the wake of that sunday morning rain. so putting it all together. mostly cloudy, scattered showers today, breezy mild. got 60 is going on here then for tomorrow. predawn, rain and showers, but then left over with mostly cloudy, warm, lower 60's. again, we'll have those scattered showers cooking. and then next week, rain and then breaks of sun going on and on march through all of that coming up a little bit later on. but it looks like they're nice. big breaks going on here. at least we'll see the sun come out just a tad for today. keep it mostly cloudy. those high temperatures kind of interesting popping a little bit in the south bay up to 64 upper 50's even with a rain event. stephanie. all right, dave, thank you. >> in the east bay, we're learning 6 bodies in the cremated remains of more than 150 other people discovered in a hayward warehouse. alameda county sheriff says the bodies are linked to oceanview cremations, a crematorium. their business license was suspended in 2018, they were banned from storing any remains at the facility. but

it eecame clear last week the building was still being used. relatives of the bodies have been contacted. anyone who did business with oceanview cremations and are uncertain about the status of family remains is asked to call the alameda county coroner's bureau. and we now know the identity of the person killed in a shooting in daly city earlier this week. the san mateo coroner's office identified the victim as 27 year-old francis liu cerro friday. the shooting happened monday night on eastgate drive off john daly boulevard near the west lakes shopping center. the victim had been shot several times according to a gofundme campaign for the family who sarah leaves behind 2 young children. police arrested a 27 year-old man for the crime. the man convicted of murdering kristen smart is sentenced to 25 years to life in prison on friday, san luis obispo county judge denied paul flores attempt to get a new trial and a request to have his conviction

overturned. a jury of pound flores guilty last october. he was the last person seen with smart near the cal poly san luis obispo campus. in may 1996 her body was never found. paul flores, his father, ruben flores, was accused of helping hide the body but was acquitted of that crime. the catholic diocese of santa rosa is filing for bankruptcy monday following a string of abuse lawsuits. the move automatically freezes all lawsuit so they can be settled through federal bankruptcy court. the bishop announced the decision friday saying he had no other choice given the quote, staggering number of claims and not enough financial resources. the diocese faces more than 200 new legal claims over childhood abuse. and here's a look at the statement released friday by the bishop. it reads in part with excess property depleted with insurance for many of the years, either nonexistent or exhausted, it is impossible to see any way

>> now in sports, the oakland high school boys basketball team that made history taking home their first state title. >> the alma mater of portland trail blazers, damian lillard taktng or rather making its first app arance in the state title game battled when a ventura for the c i f boys division 3 title. the oakland high. well, cats, one 59 to 43. and another oakland basketball team making the town proud. the oakland tech girls team also got the w in sacramento, the lady bulldogs beating santiago, high school from southern california and the division one title game. this marks the 4th title in the program. history. and in more bay area sports forty-niners quarterback brock purdy is recovering after a successful surgery on his injured throwing elbow. the 23 year-old underwent an internal brace surgery. the typical timeline for a full 6 months, which would be the start of the 2023 regular season. the

forty-niners say they expect party to start a throwing program in just about 3 months. and some sad news for giants and a's fans this morning. jesus alou the youngest member of major league baseball's trio of lou brothers passed away friday. he was 80 years old. alou won 2 world series titles with the a's in 1973 in 1974. before that, he made history with the giants when he and his older brother's felipe and maddy played together in the outfield on september 15, 1963, jesus alou had a 15 year career in the majors. his brother felipe, who managed the giants from 2003 to 2006 is the last living a little brother. matty alou passed away in 2011. still ahead on the kron, 4 morning news, a young dancers killed after getting a and a hit and run in pittsburgh after getting involved in a hit and run in pittsburgh rather. pittsburgh rather. >> h

flood advisory that will be in place until 8.45. this morning, little closer inspection we're talking about. that's really what stands out on the radar for right now. there's our overcast skies. little bit of that low level moisture. so we have not so much the advection fog we typically have, but we have radiation fog that's in place as you'll notice. a lot of 40's in place. here to start the day near about 50. so it's a mild start at the surface. but what we're looking for upstream is a new storm system to come our way. probably predawn. we can get some of the in claims of this through our fog cast. here's overnight up north because of the rain. you can see that. that's why it's remaining in place. not so bad around the east bay in the south bay there. but look real carefully as you see a little line of white does upon by like that. that's the thunderstorms were going to get tomorrow morning. i did say thunderstorms because it looks like there's a chance of some of that going on. and then as we get to the afternoon, we'll go back to the scattered shower event. lots of low level moisture content with even in its wake as you can see. all right. the

breakdown today, pretty simple. we've got mostly cloudy. those temps reach at about 60 got scattered showers on tap this afternoon and tomorrow afternoon. and then another active week. coming up, we'll take a look at the longer range and a bit, stephanie. all right, dave, thank you. >> happening right now, all lanes. good news here. back open after an earlier accident at the bay bridge toll plaza. we told you about this at the top of the hour here at the kron. 4 morning news. and you can see that the police vehicles that we saw earlier about 30 minutes ago have left the scene and the car that was involved in the collision has been towed away. so traffic moving slowly along the bay bridge toll plaza area. at this hour. take a look at this in the north, a fedex driver got stranded in his delivery truck friday after the rising waters of the russian river and its surrounding creek spilled onto slusser road. this is the county's one of

the county's low lying roads that is prone to flooding a permanent signs to warn drivers of potential flooding in this area. another important reminder to never drive through standing water. and if there are signs warning of flooding, it's probably good chance to you want. you don't want to drive through those areas when there's a lot of rain in the east bay, flooding and mudslides forced road closures and unincorporated contra. costa county pinehurst road near moraga was briefly closed friday after a chunk of the hillside gave way the area has since been cleared. the county's deputy public works. director says everything is still very wet from the january storms. and with more rain on the way, the danger is not over yet. >> driver should expect that there's the potential with more rain. first slide sent to drive slowly if signals are out. remember to treat it as a four-way stop sign. >> another area being monitor right now is north canyon road

between ashbourne drive and the county line near san ramon. the embankment failed because of the january storms. and our top story this morning, an east bay teenager is being remembered after she died in a hit and run earlier this week. pittsburgh police say it happened while she was walking near black diamond high school tuesday night. kron four's dan thorn spoke with those who knew her. >> melodies dance studio in antioch, remembering one of their fellow dancers who was tragically killed. 17 year-old brooke jeffrey was hit by a car while crossing the street tuesday night. she was the >> sweet escape through all of the girls here. we're all. best friends with because she was such a sweet girl. got along. great with everyone kayla lane is a family friend who introduced brooke, to dance more than 10 years ago. >> over that time, brooke, thrived in hip-hop and jazz as well as ballet. the accident has left lane and brooks, fellow dancers devastated.

big story we're following this morning. a key player in the tech industry and venture capital community is officially no more. silicon valley bank collapsed on friday. federal regulators have taken control of its deposits. the f d i c says investors will be able to access funds with a limit of $250,000. no later than monday. we should also say anyone who is banking with that limit of $250,000 does apply to them as well. and that bank failure can be traced back to wednesday when it was announced that the bank was trying to raise more than 2 billion dollars in capital to help balance its asset sheets that sent scrambler czar rather sent investors scrambling to pull deposits from the bank, including several high-profile venture capital firms sbb specialized in providing financial services to start-up companies. state senator scott wiener. we spoke with him live here on kron 4 yesterday. he's calling the collapse of the banks load a crisis for the tech industry. and he's asking

the government and the tech industry to work together at this time to make sure that this bank collapse does not affect the bay area economy. >> and with this collapse, all of these startups that are banking they may not be able to make next week. they they may have to shut down. we may layoffs, significant layoffs. this needs to be fixed very quickly. >> the b is the biggest bank failure sent washington mutual during the great recession of 2008. congressman ro khanna who represents silicon valley, also sent us a statement about the bank closure. you saw that just a moment ago in that statement said that he spoke with the white house. that morning to emphasize the importance of svb to the startup and tech economy and that he'll be working to insure the bank's customers are protected and have continued access to their funds. we'll see what happens. and it's almost time to spring ahead for daylight savings

storms. the declaration covers bay area counties including san francisco, sonoma, santa clara, san mateo and santa cruz. it allows residents immediate access to federal assistance for things like generators, road clearance, equipment and shelter programs. with more rain on the way. state and federal officials are issuing more warnings. >> communities warning systems learn more about how alerts dot gov. if you're told to evacuate, please do so. as soon as possible. never drive through. barricades are road closures. never drive through water that you understand what the depth of that water is. and as always, please help your neighbors. officials want to remind everyone that rescue workers and other resources are in place. >> in case of any new emergency is tied to this wet weather. drivers are urged to slow down and pack a go bag with a blanket food, water and extra cell phone battery. you

>> let's take a live look right now at the sierra just behind the year. huge amount of snow fell over that area over the last several days. and typically we think of snow season getting a lot of snow. we think, ok, that's good news, right? well, erick rucker has more on that. >> it doesn't take us know, scientists to tell you, we have received a whole bunch of powder in the sierra this season compared to an average year way above average. but since meteorologist andrew schwartz is a snow scientist who just happens to live in soda springs of the uc berkeley snow lab. we'll just have him do it anyway. so far this year with had a little

over 50 feet of snow here with us now live right now on the ground. we've got 14 and a half feet because, of course, all that snowfall compacts overtime. well, this is the most snow that we have seen in recent years. the hope now is that it sticks around as long as possible. warmer weather means rain at higher elevations, rain that can melt a portion of the snow pack. short explains why this is far from ideal during the winter we often use our reservoirs as flood mitigation and we need extra capacity and them to prepare for plus potential flooding events. so if we melt our snowpack too early, we have to do at early releases and those reservoirs and we don't get to capture all of the water from the snow pack that we would if it melted later in the season. shorts does add that if the rain comes down on snow really high up the hill full that shouldn't cause snowmelt issues, that rain would realistically filter into the snow pack potentially freeze and just ball cup. the amount of water content that we have in the

warehouse. alameda county sheriff says the bodies are linked to oceanview cremations, a crematorium. well, their business license was suspended in 2018 and they were banned from storing anymore remains at that facility. but it became clear last week the building was still being used. relatives of the bodies have been contacted and anyone who did business with oceanview cremations and are not sure about the status of family remains are being asked to call the alameda county coroner's bureau. and we now know the identity of the person killed in a shooting in daly city earlier this week. the san mateo coroner's office identified the victim as 27 year-old francis liu cerro on friday. the shooting happened monday night on eastgate drive off john daly boulevard near the west lakes shopping center. the victim had been shot several times according to a gofundme campaign for the family. sarah leaves behind 2 young children. police arrested a 27 year-old man for the crime. the man convicted

of murdering kristin smart is sentenced to 25 years to life in prison. on friday, san luis obispo county judge denied paul floor u.s. attempt to get a new trial and a request to have his conviction overturned. a jury found flores guilty last october. he was the last person seen with smart near the cal poly san luis obispo campus. in may 1996, her body was never found. paul flores, his father, ruben flores, was accused of helping hide the body but was acquitted of that crime. the catholic diocese santa rosa is filing for bankruptcy monday following a string of abuse lawsuits. the move automatically freezes all lawsuits so they can be settled through federal bankruptcy court. the bishop announced the decision friday saying he had no other choice giving the quote, staggering number of claims and on nothing that and not enough financial resources. the dicey faces more than 200 new legal claims over childhood abuse. and here's a look at the statement released friday by the bishop. it reads in part,

now advisory when the kids speak the flood advisory that's could be around for their 15 minutes or so. but everybody is, of course, some of this flood watch. now. we're still just looking at scattered showers throughout the morning and really all this weekend except for heavier line pre-dawn tomorrow, east bay shoreline all covered in the fog. you will see not unusual for this weekend forecast. more of that to come. temperatures holding pretty steady upper 40's near about 50 winds, not particularly were any active. they're going to be a little bit more active tomorrow afternoon in the wake of that system. back to the fog again, i know you see a lot here locally with our camera shots that's actually going to intensify a little bit overnight and then tomorrow it overnight, as you can see, 3, 15 look at the east bay. real quick wash right through there. that's at line of showers. i was talking about in the fog stays all day with the overcast and all of that peninsula up to the north bay a little bit better clearing trying to happen in the east bay, but you can see quite a bit of cloud cover, even with that. so the breakdown today, again, mostly cloudy, scattered showers will work.

being remembered after she died in a hit and run earlier this week. pittsburgh police say it happened while she was walking your black diamond high school tuesday night. kron four's dan thorn spoke with those who knew her. >> melodies dance studio in antioch, remembering one of their fellow dancers who was tragically killed. 17 year-old brooke jeffrey was hit by a car while crossing the street tuesday night. she was the >> sweet escape to all of the girls here. we're all. best friends with because she was such a sweet girl. got along. great with everyone kayla lane is a family friend who introduced brooke, to dance more than 10 years ago. >> over that time, brooke, thrived in hip-hop and jazz as well as ballet. the accident has left lane and brooks, fellow dancers devastated. >> family and take note. >> so did pittsburgh police have not released any information about the driver. they have only said the teen was hit while walking near

morning. and good morning, everybody. little addendum or of change. here in the forecast, the a flood watch that we've had posted a was posted that's been now canceled and pulled away early except solano county and we still have that flood advisory up here to sonoma county. that's going to be around until this evening at 5. now. >> that's because a recent rains and still got some scattered showers for today. but now with the weather service is going to kind of flipping the page for the next event. our new series of events that will be into next week to be watching. but what's good news is right now at least for taking a nice breather here again, sullivan county still looking at that flood advisory on storm tracker 4 right now. there's a nice collection of some showers working through the north bay. that will be through the late morning hours as what we expect closer inspection. we did have a nice little cell here in santa rosa. that's now since moved off to the sacramento valley. again, a little bit more upstream. look at the fog. this is a different type of fog. it's not our typical wikipedia addiction fog. this is radiation fog, which is we're going to have all the weekend. that's what you tend

to see around the rest of the country. when you have a lot of moisture, the ground and with the temperatures so close to the dew point, you get that fog temperature check for you right now. some lower to middle 50's working here. not a lot of movement. mercury wise back to the fog. again, as i mentioned here comes that radiation fog and right there, right predawn in the east bay. that line of showers moves through in its wake. we're left with all that surface moisture. so a lot of cloud cover tomorrow. it looks like throughout much of the day and that surface fog to contend with breaking it down for you today. scattered showers work temperatures not too bad. lower 60's. the next series of events look to be just like their predecessor. this means it's warm air and that means high level thunder showers are still possible with that as well to stephanie. >> all right, dave, thank you so much. breaking news this morning. mandatory evacuations are underway in parts of monterey county because of flooding. rising waters breached a levee overnight in a community near watsonville. this happened around midnight and this is video you're watching now that shows water rescues happening near roe

river. the national guard says they responded to 56 rescues near this waterway. officials also went door to door alerting people to leave the area immediately. and all of this happening just after president biden approved governor newsom's request for a presidential emergency declaration in response to the storms. this declaration covers bay area counties including san francisco, sonoma, santa clara, san mateo and santa cruz. it allows residents immediate access to federal assistance for things like generators, road clearance, equipment and shelter programs. the heavy rain in the north bay is taking a toll on at least one resident still trying to rebuild after the devastating 2017 tubbs fire kron four's terisa stasio spoke with the homeowner about the problems the storms are causing. jesse, you low has a remarkable attitude with all of these rains that have happened here in the north bay. >> it's caused a lot of damage to his property. see yourself.

schwartz is a snow scientist who just happens to live in soda springs of the uc berkeley snow lab. we'll just have him do it anyway. so far this year, we've had a little over 50 feet of snow here with us now live right now on the ground. we've got 14 and a half feet because, of course, all that snowfall compacts overtime. well, this is the most snow that we have seen in recent years. the hope now is that it sticks around as long as possible. warmer weather means rain at higher elevations, rain that can melt a portion of the snow pack. exp from ideal during the winter we often use our reservoirs as flood mitigation and we need extra capacity and them to prepare for plus potential flooding events. so if we melt our snowpack too early, we have to do at early releases and those reservoirs and we don't get to capture all of the water from the snow pack that we would if it melted later in the season. shorts does add that if the rain comes down on snow really high up the hill full that shouldn't cause snowmelt issues, that rain would

like these lows are now staying towards the north. they facilitate this with these plumes of moisture that come up from the south temperature. check for your highs today approaching about 60 or so. we're still technically, i guess in some ways in winner, although logical spring already began. and in the seven-day forecast, rain coming in going in this program. temperatures hold in the 60's. the lows. interesting. we might dry out enough to allow temperatures to tumble about 38. we'll keep it 40's of the coast. stephanie. >> in the east bay, we're learning 6 bodies and the cremated remains of more than 150 other people were discovered in a hayward warehouse. alameda county sheriff says the bodies are linked to oceanview cremations, a crematorium. their business was us. their business license, rather was suspended in 2018 and they were banned from storing any remains in the facility. but it started to become clear last week the building was still being used. relatives of the bodies have been contacted. anyone who did business with oceanview

cremations and are unsure about the status of family remains is asked to call the alameda county coroner's bureau. and we now know the identity of the person killed in a shooting in daly city earlier this week. the san mateo coroner's office identified the victim as 27 year-old francis lucero friday. the shooting happened monday night on eastgate drive off john daly boulevard near the west lakes shopping center. the victim had been shot several times according to a gofundme campaign for the family. sarah leaves behind 2 young children. police arrested a 27 year-old man for the crime. and the man convicted of murdering kristen smart is sentenced to 25 years to life in prison. on friday, san luis obispo county judge denied paul flores's attempt to get a new trial and a request to have his conviction overturned. a jury found flores guilty last october. he was the last person seen with smart near the cal poly san luis obispo campus. in may 1996, her body was never found. paul flores, his father, ruben flores, was accused of helping hide the

body but was acquitted of that crime. the catholic diocese of santa rosa is filing for bankruptcy monday following a string of abuse lawsuits. the move automatically freezes all lawsuit so they can be settled through federal bankruptcy court. the bishop announced the decision friday saying he had no other choice given the staggering number of claims and not enough financial resources. the diocese faces more than 200 new legal claims over childhood abuse. and here's a look at the statement released friday by the bishop. it reads in part, quote, with excess property depleted with insurance for many of the years, either nonexistent or exhausted. it is impossible to see any way forward without recourse to the bankruptcy protections our country makes available. the bishop says the dicey face similar cases in 2003, the church still property of borrowed money to pay 12 million dollars to victims on top of another 19 million dollars in insurance payouts. still ahead on the kron, 4 morning news,

going to be around until 5 this evening. meanwhile, the rest of the north bay is kind of clear temporarily. but with the progress of this from west to east, expect more throughout the north bay, elsewhere in the south bay, actually see the sun come out a little bit. there's you will see in the santa clara valley, just a touch there in a rain shadow by nature. but of course, that doesn't children tally rain, as you well know. temperature check for you right now. we have the lower to middle 50's someone on a mild note and we'll actually see highs in the lower 60's later today. winds, they're kind of calm, going to be a bit more active tomorrow that will have some breezy conditions after the pop with the heavy rain early in the day. here's what goes on with the fog. not too bad today. building up here in the north bay through the day today and off. also to the east bay know this is for 15, right when that line marches through in its wake. the fog remains in the north bay in the peninsula just all day tomorrow. pretty much mostly cloudy skies. don't expect to see much in the way of sun today. want to make a brief note of it. we'll say some peeks of sun working in their lower 60's for highs. you can tell we're still in the mild sector of the air mass. and as we get the

urging people to stay away from rivers and creeks because they can easily reach flood level right now. and niles canyon road is closed indefinitely due to flooding and debris. this is between mission boulevard in fremont and main street in seminole this area's plunder prone to mudslides during heavy rain. severe weather back in january. also forced the closure of this roadway for several days. in santa cruz county, heavy rain swept away a main road in socal cutting the town in half and stranding hundreds of people kron four's. justin campbell has the latest on the effort to repair the roadway. >> roughly 130 households trapped after this road washed out during the atmospheric river that dumped heavy rain overnight. didn't hear anything, but we did come down first thing this morning to check it not in just baker's family of 5 are among those stock north main street in. so

monday, the bank's failure can be traced back to wednesday when it announced it was trying to raise more than 2 billion dollars in capital to help balance its asset sheet that sent investors scrambling to pull deposits from the bank, including several high-profile venture capital firms, svb specialized in providing financial services to start-up companies. state senator scott wiener spoke with us yesterday here on kron 4 news and is calling the collapse of the bank, quote, a crisis for the tech industry. he's calling on the government and the industry to work together to make sure the collapse does not affect the bay area economy. >> and with this collapse, all these start ups that are banking their they may not be able to make next week. they they may have to shut down. we miss you lay off significant layoffs. this needs to be fixed very quickly. >> the collapse is the biggest bank failure since washington mutual during the great recession of 2008. and
