morning air 7. good morning, everybody. you part of that radar is quite active this morning. >> it's actually going to break down the more of a spotty event as we get into later during the day today in some of the energy in the atmosphere may spark often isolated thunder shower. now because of what's coming our way the week ahead. this is from monday evening through wednesday, early. we have the flood watch that's in place. the warnings will pop throughout that. but that gives you an idea. this is for the new event. not we just been through the old one is gone. this is now for the new week. that's coming up. meanwhile, we're looking at winds. there's a high wind watch that's been posted. that also kicks and monday through very early on wednesday is when we're looking for all of that. again, this point it's a to watch. it tends to go to a high wind warning at that point. but even if it's a wind advisory with all the saturated ground, we may have some power outage issues with that as well. another storm coming our way monday night. again backed a tracker. there you see it. and there you see kind of a close-up where the heavy stuff is right now. it's heavy in the peninsula from

san mateo down south. also another cluster you can see along the east bay shoreline, extending off to tri valley livermore and all the way to tracy's. you can see golden gate bridge actually shows may be some sun trying to come in there through a little break in the clouds. temperature check for you. we're in the middle 50's now at this hour. and it's putting us in a motion to show that upstream. it looks like the heavy stuff will be the next couple of hours. then we'll be in the spotty program to take you through much of your sunday again, keeping we might have that isolated little thunder shower now in a bit. we do have an active week coming up, all be walking you through that again, we're looking at monday night overnight for your tuesday morning. very sloppy commute, stephanie. all right, dave, thank you so much. >> streets in the small community of palm row flooded after the river's levee failed. that breach is now more than 120 feet wide. emergency crews rescued more than 90 people so far since last night. county officials now advising residents there to not drink or cook with the tap water as it could be contaminated following all

that flooding. residents are now being used to only use bottled water. and this was the scene on the pali road bridge saturday morning where residents waited to be taken to shelters after mandatory evacuations. roads are closed going into padro county officials are advising residents to not enter the evacuation zone. kron four's amanda hari is in watsonville at that evacuation center. she spoke with some of the people forced to leave their properties. >> i spoke to many people here who say they're grateful shelter like this one exists in everything they could need over here. we have tons of clothes donated by the community that everyone can take from. there's also food here for everyone to eat and even some caught set up for people to sleep on. >> hundreds of people are temporarily calling the santa cruz county fairgrounds home monterey county supervisor

luis allay says it was just after midnight early saturday morning and they knew they had to evacuate. we got word by emergency management office. >> that the levees had broke and that water was going to reach her in about 3 hours. supervisor says many people left with very little and they can't go back because the area is completely barricaded off. >> andres garcia says he and his family evacuated around one 30 in the morning. talk. >> you know what's going to happen next? so the behind he says leaving home has been difficult on his daughters for them. it's to understand what's happening. so you have to be that. be calm and it's starting to settle in that they may be at this facility for some time but spoke to cher. so they told us a vote. 2 or 3 weeks, too. until the well, the water flows and the

ocean garcia says he's grateful for all the community is doing, including the red cross, which is providing volunteers to staff to shelter. he says his family is going to need the help that important. william county supervisor says many of these people be out of work for the foreseeable future. many of families work in agriculture and with those fields being that's the damage to our food supply. but it's to their they're going to be out of work for a long time. i was told by the county supervisor this shelter will stay open for as long as it is needed there. looking at opening a second shelter because they expect. >> more people to be here in the coming days in watsonville amanda hari kron. 4 news. >> new this morning, firefighters tackled a house fire in san jose. this phelan avenue just east of on center road. the incident forced the closure of an intersection at center and phelan. no reports of any

injuries. we have reached out to fire officials for more on when that road closure will be lifted. and new this morning, the treasury secretary is weighing in on the collapse of silicon valley bank. it's the largest bank to fail, says the 2008 financial crisis prof was. justin campbell is live for us outside as we be in santa clara with more on the response from secretary janet yellen. just it. at good morning, stephanie. we're not seeing those huge lines like we saw on friday of people outside the bank. the only people that are here. >> our security that are inside in overnight, treasury secretary janet yellen saying that they will not bail out the bank, but it is working to help. they are working to help depositors who are concerned about their money. now, if d i c insured up to $250,000, but many of the people in companies, that bank here are wealthy and had more than that in their accounts. now, yellin, treasury secretary yellen didn't reassure that

the u.s. banking system is but a little bit of a background on how this happened. a silicon valley bank's lead into insolvency when its customers largely technology companies that needed cash as they struggle to get financing began withdrawing their deposits. now, the bank had to sell bonds at a loss to cover those withdrawals. now we did reach out to the bank to get more information to see if they're available for interviews, have not gotten back to us. but a little bit of good news, i guess you could say is on monday. the bank will reopen stephanie in for people with those deposits that are insured by the f d i c you will be able to withdraw that starting tomorrow. reporting here in santa clara, justin campbell kron. 4 news. all right, justin, thank you so much for that live perspective. we appreciate that. >> and coming up on the kron, 4 morning news, a man fatally shot by police is remembered on the anniversary of his death. plus, a north a dicey

a look at that. the 100 72nd saint patrick's day parade. >> drew thousands of people to san francisco. despite the rainy weather. this is one of the city's largest annual parades and one of the longest running saint patrick's day parades nationwide. saint patrick's day is this friday. and despite the wet weather saturday, san jose's holi festival went on as planned. holy is also known as the festival of colors and is one of the most significant hindu festivals. this year's event happened in discovering meadow park and included deejays street food and more. you can see people got you covered with paint and pastels the fest. a festival of colors celebrates the arrival of spring in india. it also is a celebration of love and togetherness. and we continue to follow the rain making its way across the bay area. this is a live look now at rose

people up at this traveling. but they are doing so quite slowly and carefully across this bridge right now because of those wet and slick roadway conditions. dave, what else should people be aware of today? >> well, for today, watch to see improvement. it looks like in the sky conditions. good morning, stephanie. good morning, everybody. least the rain situation. excuse me, staying cloudy, but it's going to become more of a spotty rain event for this afternoon. but there we may also see a little isolated thunder shower this afternoon. once we get that daytime heating. but to give you an idea how or but he stands, looked like the heaviest amounts down south around the peninsula and also off towards the east bay. the squall line moving through right here around dawn started off course predawn. you see a clearing patch behind us turns the rain off from the heavy intensity a little bit. sfo is cooking on a one hour delay. you can see the fog in the wet conditions that they're dealing with this morning. plus, winds too. but that is nothing compared to what's coming our way. come monday night 50's on the board. that's right. now. 52 santa rosa pair of fives for napa

off to the east bay. much the same. san jose. you're looking at about 57 now. futurecast for their involved. right now. we switch to the afternoon of become spotty, as you can see here or the all the way by 1 o'clock. but with that allows daytime heating for an isolated shower or thundershower still in there, upstream looks to be much the same as we get through monday. again, those spotty showers working their magic, mostly cloudy across the region. oh, goodness. looks like we have something here. another line of heavy rain coming our way for dawn or late monday through tuesday. this package will include with it windy conditions as well. that's with a high wind watch was for to checking out the winds today. they'll pop a little bit as you can see. well, in the teens, it stays all day, even the lower 20's as well. this is monday morning at 05:00am in for monday itself. it looks like we continue with this until boom in intensity builds towards the end as we start to get into tuesday morning. so with the saturated ground, you throw these winds on top of that, which at that point they may issue and as a high wind warning. that would

be also a threat. also for power outages as well. so break it down for you. we have scattered showers on tap today. isolated thunder showers. once we get some heating mild with 60's for highs then for early in the week, monday as the spotty showers monday night. tuesday is when things get real. interesting with that heavy squall line later in the week. clearing out for wednesday afternoon. thursday looks to be some sun coming out on friday. another line of some more modest rain then compared to what we've been through. that seems to be more delayed. so it might be more friday afternoon, perhaps even friday night if it continues that the late process. 58 san francisco, 60 for oakland, 63 for san jose, relatively mild numbers for this time of year. and given the fact we have all this rain working here now, that's just for the early part of the week. there is more upstream will be talking about it coming up in a bit, stephanie. all right, dave, thank you. >> in the north bay, the catholic diocese of santa rosa plans on filing for bankruptcy monday following a string of

abuse lawsuits. the move automatically freezes all lawsuits so they can be settled through federal bankruptcy court. the bishop announced the decision friday saying he had no other choine giving the staggering number of claims and not enough financial resources. the dicey faces more than 200 new legal claims over childhood abuse. the bishop says the dicey face similar cases in 2003, the church sole property and borrow money to pay 12 million dollars to victims on top of another 19 million dollars in insurance payouts. and more than 1000 republicans from across the state are in sacramento this weekend for the annual state gop convention. and saturday, new house speaker kevin mccarthy made an appearance. capitol correspondent eytan wallace joins us with what mccarthy had to say and reaction from people on both sides of the aisle. >> yet, mccarthy certainly did not shy away from going after the president and the governor in a speech that focused on several issues from high-speed rail to fentanyl to the border. greeted with music in

china, especially over its perceived role in producing and exporting fentanyl across the globe. >> this is one of the most deadly things that is happening and it starts in china. kid goes to the cartels. it's coming across this border. mccarthy did acknowledge he and the president meet from time to time to engage in bipartisan dialogue. but he made clear that who do not agree on much, including how the government should respond to its massive debt of more than 31 trillion-dollars said. mister president is 2 things i will never do. i will not raise taxes. and i will not pass a clean debt ceiling. but if you want to cut spending, want to find savings for the american public. i'm all in convention. attendees liked what they heard. very happy that the speaker of the house and i'm very pleased with the contract with a commitment to america. he reinforced that is very positive. we need accountability. county bility over government and we need to make government really work for people but across the aisle in his own district, there's a different feeling about mccarthy. we feel.

>> on the peninsula, the limo foundation building in redwood city transformed into a space for science saturday. the nonprofit pacific islanders encouraging fun and an earring science and technology held its second annual stem fair. the event offered hands on experiments at different stations where attendees could explore and learn about all sorts of signs related topics. the organization was started by south bay or other south san francisco parents who are looking for a community in stem for their kids. >> the pacific islander community is underrepresented in stem careers. so what we're trying to do is work with children in kindergarten through 5th grade, trying to develop strong stem identities from a young age so that they'll be more like we are hopefully want to pursue a stimulating. we're going do.

yellow areas over san mateo and the south of fremont and along highway indicating some heavier spots of rainfall. there but really we're seeing it all across the bay area and even more rain is expected later this week. let's check in with dave now for the latest to date. >> stephanie, good morning. and good morning, everybody and radar, as you mentioned, all lit up. it looks like the heaviest concentration, as you pointed out, is pretty much south of the north bay, north bay getting a little bit of a break. but most of the action peninsula, east bay shoreline. but it extends well inland as well. a little closer shot here extends to the tri valley area. you'll see up to concord as well. so that's where the heavy stuff is. this is all pretty much moving from west to east a little bit drift to the north as well as we get later in the morning hours. this will start to break up and we'll go to the spotty shower activity. that's pretty much projected now upstream. there's more heavy rain to be had this new flood watch has been posted. covers us from

monday evening until early on wednesday. this is combined with at this point as a high wind watch for the same time period we look for winds to really spike during this next line. squall line moving through that line. the timing appears to be overnight monday night into tuesday. it's not yet determined it will be a high wind warning or a row wind advisory either way given the saturated ground, this may pose a problem for some power outages. lower to middle 50's. we stand at this hour. not much to build on, though for afternoon highs. we don't see a lot of sun today and for winds currently see, they're kind of breezy to windy along the coast, but inland, not as a parent. the general pattern is from the south and that will remain all the way through early into the week. look at what it looks like today. looks like showers and spotty at that into the afternoon. might have an isolated little thunder shower thrown in there just for good measure with daytime heating. but the bigger shoes are yet to fall. we have a whole closet for the really will take a look at what goes on in the next few days and then longer-range to take into next

weekend. we're looks like wave after wave is coming for us. stephanie. all right, dave, thank you. >> in the east bay on this day, 2 years ago, 33 year-old tyrell wilson was gunned down by former danville police officer now in prison for the shooting death of another man kron four's. philippe djegal reports from danville where the community remembered wilson. >> marvin wilson misses his son tyrell who would have turned 35 years old this week, saturday marks the two-year anniversary of the day. tyrell was shot and killed by former danville police officer andrew hall. the shooting happened at a park and ride near the 6.80 on ramp. and that's where wilson's father, and community afternoon to 35 into the sky. >> felt threatened. he just he didn't run. just tried to walk away from it former officer hall when let him walk away. wilson lives on texas now have made the trip back to the bay

area to remember his son and he describes as appreciates the support from the community. >> we showed up to pray for tyrells. this is something plan on >> as long as god gives me breath used be able to all wall. i will be here every year his birthday and well for his birthday and im emirates when he was unnecessarily gunned down, tyrell was holding a knife that day while experiencing a mental health crisis. former danville police officer andrew hall shot and killed him. >> last year hall was sentenced to 6 years in state prison for the 2018 shooting death of 33 year-old laudemer arboleda the contra costa county district attorney's office chose not to file charges against paul and wilson's case. but last march, the county did settle a 4.5 million dollar wrongful death civil lawsuit with the wilson family. terrell was a caring young man and and he just had that. more about him.

>> that you met you talk to him. i mean, you would fall in love with him this year. the county board of supervisors passed a resolution naming 3/8/2023 tyrell wilson many of us. >> in leap to from 4 >> the fire displaced more than 20 people at a low income housing building in san francisco. it happened friday night on for 20 hyde street near golden gate avenue in the city's tenderloin district. 28 people were forced out of their homes, including for seniors. city supervisor. dean preston says most residents were able to go back to their properties once building utilities were restored. the cause of the fire remains under investigation. fire crews rescued a dog from an apartment fire in mill valley. it happened at 406, maple street near up in avenue on friday. rescue crews knocked down the fire in about 12 minutes. no injuries reported.

the fire caused more than half a million dollars in damages. on saturday. san mateo county sheriff's deputies arrested 3 suspects in connection to 48 car break-ins. and one of those suspects included a 13 year-old at around 10:00am or rather 10:30am, saturday. sheriff deputies were alerted of a stolen honda hyundai near the intersection of millbrae avenue and u.s. highway 101 in millbrae while they were looking for that car, they received calls of vehicles being burglarized in the city. deputies arrested the suspects a short time later. also on the peninsula highway 84 app or toll road to skyline boulevard in san mateo county is closed in both directions. the wet weather caused a landslide, which as you can see cars, some pretty significant damage to the roadway. there. the san mateo county office says they have no estimated time the road will be back open. they are advising people to use alternate routes. president biden unveiled his budget on

thursday. the president says he's 6.9 trillion dollar proposal will reduce the deficit by scrapping tax breaks enjoyed by oil and gas companies. but as kron four's anna wiernicki reports, some industry experts say this move will only hurt american oil independence. >> president biden's new budget proposal says the country can cut the federal deficit by 3 trillion dollars over 10 years by raising taxes on the rich and removing tax breaks for big oil for big companies in may, 2. >> 100 billion dollars in profit last year in the midst of a worldwide recession, president biden says eliminating those tax breaks would save roughly 31 billion dollars over the next decade. ending. >> those tens of billions in tax breaks is long, long overdue. they just continue to price gouge. they continue to hold on to the profits. tom perriello, the executive director of open society, us. >> calls the plan a win for

than 20 the phone starts ringing like it could bring in the middle of night. it could bring. i keep it under my pillow. boucher founded rocket dog rescue back in 2001, it's a volunteer based organization dedicated to saving homeless and abandoned dogs and other animals from danger of abuse, neglect where euthanasia. it also has a 24 hour helpline for any animal in need. the organization fosters the animals then finds them permanent homes. the animals that are pouring into the shelters set. >> have like will live and die without ever having been chain are loved her treated with just couldn't turn away from it. boucher also goes to overcrowded shelters throughout the bay area to find animals most in need showing me these cute little puppies in these little love. the things in the state won't. and then there's light. >> a three-legged pit bull or like one eye. like, okay. we're taking him first. that's where my heart lives. i know

see the big action we pointed out most of its in the peninsula off to the east bay. that's where that line of heavy rains will notice pretty much san mateo county extending off to alameda county. those are the 2 probably most impacted at this hour right now by the heaviest rain. and this extends off into tri valley as well. now later today, once we get some daytime heating, we pay attention. ali, pick up an isolated little thunder shower. meanwhile, for san francisco going into southern marin, there's also some rain happening there. but there's the shot from the golden gate. you see the wet roads and a little bit of the flag flap and a touch their middle 50's to lower 50's is what we're looking for. current temperatures putting into motion upstream is a little bit of a somewhat clearing patrick least terns the rain off a little bit. so that's why spotty showers will probably work from today this afternoon. overnight to most of your monday. again, bigger action expected for monday night into tuesday. but there is still more upstream for the rest the week and even into the following week. we'll have more on that coming up in a bit, stephanie. all right, dave, thank you.

>> streets in the small community of flooded after the river is a levee failed. that breach is now more than 120 feet wide. emergency crews rescued more than 90 people so far since last night. county officials now advising residents there to not drink or cook with the tap water as it could be contaminated. residents now being urged to only use bottled water. just look at the flooding there. >> and this next video you're about to see was the scene on the bridge saturday morning where >> residents waited to be taken to shelters after mandatory evacuations. roads are closed going into padro county officials are urging residents to not enter the evacuation zone. an evacuation center is set up in watsonville at the santa cruz county fairgrounds. you can see on this map all the areas they're lit up in red in watsonville indicate neighborhoods under mandatory evacuation orders. there. quite a few. and prop was

amanda hari is watching bill at that evacuation center and she spoke with some of the people forced to leave their homes. >> i spoke to many people here who say they're grateful shelter like this one exists in everything they could need over here. we have tons of clothes donated by the community that everyone can take from. there's also food here for everyone to eat and even some caught set up for people to sleep on. >> hundreds of people are temporarily calling the santa cruz county fairgrounds home monterey county supervisor luis allay says it was just after midnight early saturday morning and they knew they had to evacuate. we got word by emergency management office. >> that the levees had broke and that water was going to reach her in about 3 hours. supervisor says many people left with very little and they can't go back because the area is completely barricaded off.

>> yeah, stephanie, treasury secretary janet yellen saying there will not be a bailout for the bank, but there is a little bit, i guess you could say good news for some of the customers and companies starting tomorrow. the ftse does ensure certain deposits up to a certain amount of money that they will be able to calm and get a lift get their money out. starting tomorrow morning. now secretary janet yellen when she they will not be a bailout for this bank. basically deposits that are insured or up to $250,000. but many of the people in companies that are here are wealthy and had more money in their account. treasury secretary yellen did reassure that the u.s. banking system is safe on friday. the f d i c ordered the closure of the silicon valley bank and immediately took position possession of all deposits at the bank. now silicon valley

bank slid into insolvency when its customers largely technology company companies that needed cash as they struggle to get financing as they struggle to get financing began, withdrawing their deposits. now the bank had to sell bonds at a loss to cover the withdrawals. governor gavin newsom also weighing in on the bank closure this weekend. he says that he has been in contact with the white house and the treasury secretary. he added, quote, secretary. he added, quote, everyone is working with th fbi see to stabilize the situation as quickly as possible to protect jobs, people's livelihoods and the entire innovation ecosystem that has served as a tent pole for our economy. now, kron 4 this morning, we did reach out to the bank for an interview we have not heard back from them that and so as soon as we hear more on this situation on what's happening tomorrow, i'm sure there will be long lines here in the morning walks

well this morning. let's start this half hour with a check in with dave sphar has been tracking all those wet conditions for us a day. a good morning, stephanie. good morning, everybody. and you know, you pointed out that's where the bulk of the activity is and a little bit in southern. >> are in. but again, mostly the peninsula, san mateo county, and then another juicy line is you'll see off to alameda county fremont off towards tri valley. getting right now. heavy rain as we speak now and because lower level in the energy in the atmosphere here, once we get some daytime heating this afternoon, we might have that isolated shower or thundershower. now we look for scattered showers on balance today, but it's a it's kind of a rough morning. a little bit in san mateo counties. you know, sfo is there. and there you have it kind of the stormy looking clouds going on there in heavy rains, flight delays running around an hour, but they're affecting a lot of flights here. so just keep that in mind. if your travels. and by the way, if you're traveling out on tuesday morning, you have my sympathy. we have a flood watch has been

posted from monday evening through wednesday. early morning. this is new with this is for the new events. not what we've been through, coupled with the winds at this point. it's a high wind watch the next step along the journey here would be a high wind warning potentially a wind advisory given the saturated ground. the biggest threat i see here would be knocked out power lines utility poles and so forth. you see the arrows coming in from the south. that's going to be the case pretty much through tuesday until that front moves through. we're looking at mild temperatures and that's again pulling up that moist air from the south. the breakdown today, cloudy, overcast. for the most part the afternoon turns into spotty showers. this spotty, you might have an isolated thunder shower and they're coming up a little bit that we will take a look at that longer range forecast. we'll get into tuesday a little bit. plus, what's upstream into next weekend? and even the following week stephanie. all right, dave, thank you. >> in the east bay on this day, 2 years ago, 33 year-old tyrell wilson was gunned down by former danville police officer now in prison for the shooting death of another man

four's. philippe djegal reports from danville where the community remember wilson. >> marvin wilson misses his son tyrell who would have turned 35 years old this week, saturday marks the two-year anniversary of the day. tyrell was shot and killed by former danville police officer andrew hall. the shooting happened at a park and ride near the 6.80 on ramp. and that's where wilson's father, and community afternoon to 35 into the sky. >> felt threatened. just he didn't run. just tried to walk away from it former officer hall when let him walk away. wilson lives on texas. now made the trip back to the bay area to remember his son and he describes as appreciates the support from the community. >> we showed up to pray for tyrells. this is something plan on >> as long as gives me breath used be able to all wall. i

tyrell wilson >> in leap to from 4 news. >> on saturday, san mateo county sheriff's deputies arrested 3 suspects in connection to 48 car break-ins. one of those suspects included a 13 year-old child at around 10:30am, saturday. sheriff's deputies were alerted of a stolen car near the intersection of millbrae avenue and u.s. highway 101 in millbrae. well, looking for that car, they received calls of vehicles being burglarized in the city. deputies arrested the suspects a short time later. and also on the peninsula highway 84 upper toll road to skyline boulevard in san mateo county is closed in both directions. the wet weather causing a landslide, which is, as you can see, cars pretty major damage to the roadway. there. the san mateo county sheriff's office says they have no estimated time the road will be back open and they are advising people to please use alternate routes. all right, taking a live look now at sfo behind me here where it's looking.

kind of that the senate here at sfo, heavy rains happening around there. they're also looking at winds causing delays of about an hour. in addition to that, they also have a lot of flight delays and or other airports around the bay. oakland, san jose are also experiencing delays as well. there you have it on storm tracker. 4. there's the heaviest activity is you can see towards the south of san francisco in actually just north of the city in southern marin. little package there of some heavier rains as well, causing problems up to sonoma county. but on balance today, it's spotty showers. another heavier dose in spots the north bay. but again, aside mentioned, we may get that isolated little shower or thundershower going on with the daytime heating. this is what happens upstream. the big line we're watching as it gets here by tuesday morning. and that will come with some winds just quickly, how much rain we're going to get today? not a lot. we're getting most of it right now. but this resets from this current hour. so from this point forward till 02:00am on monday, your buddy might pick up an extra dime on

kron. 4 morning news. i'm stephanie lin. it is sunday march 12 at a very wet one at that. let's check in now with dave sphar for much more. >> stephanie, good morning. and good morning, we're actually looking also an additional to that. there's a flood advisory that's been posted for san mateo county until early this afternoon, even though the bulk of the rain will be in the morning hours. but urban and small stream flooding going to be very possible there. we've been talking about that though, really quite a mess going on with the delays. and that's not going to really improve for the next couple of hours. certainly the domino effect continues into the afternoon. here's a quick check into what's little looks like for the flood watches. you can see off to the east bay to everybody is included in this all the way through wednesday evening. this will be a company with winds. there's a high wind watch that may be upgraded later on. but it's for the same time period. it's for either a wind advisory, a high wind warning given the saturated ground. i suspect this will still be problematic with maybe death, some downed power lines, concentration of most of the rain now is in san mateo

county, slipping down to the% south bay a little bit. and alameda counties, you will notice stretching off into the tri valley. so very heavy rain is going on well inland. as you'll see, they're all with the squall line. the earlier forecast models were saying could be some lightning strikes thrown in there with some daytime heating with the spotty showers might get some of that in the east bay this afternoon, potentially golden gate bridge kind of sandwiched in between to this because up in southern marin, a little cluster, some showers holding together to temperatures for you. middle 50's to lower 50's and there it is on storm tracker. 4 looks like there's a break about to happen in a couple of hours and we get past all of this. we get into next week and it's going to be quite active on that front will have more in just a bit. deputy. dave, thank you so much. >> streets in the small community of poplar row flooded after the river's levee failed. that breach is now more than 120 feet wide. emergency crews rescued more than 90 people so far since last night. county officials now advising residents there to not drink or cook with the tap water as it could be

contaminated. residents now being urged to only use bottled water. wow. just how high those flood waters scott and this was the scene on the bridge saturday morning where residents waited to be taken to shelters after mandatory evacuations. roads are closed going into padro county officials are urging residents to not enter the evacuation zone. and into that situation. center is set up in watsonville at the santa cruz county fairgrounds. you can see on this map all the areas in red there in watsonville indicating neighborhoods under mandatory evacuation orders. and crawford's amanda hari is in watsonville at the evacuation center. she spoke with some of the people forced to leave their homes. >> i spoke to many people here who say they're grateful shelter like this one exists in everything they could need over here. we have tons of clothes donated by the community that everyone can take from. there's also food here for everyone to eat and

even some caught set up for people to sleep on. >> hundreds of people are temporarily calling the santa cruz county fairgrounds home monterey county supervisor luis allay says it was just after midnight early saturday morning and they knew they had to evacuate. we got word by emergency management office. >> that the levees had broke and that water was going to reach her in about 3 hours. supervisor says many people left with very little and they can't go back because the area is completely barricaded off. >> andres garcia says he and his family evacuated around one 30 in the morning. t-lk. >> you know what's going to happen next? so the behind he says leaving home has been difficult on his daughters for them. it's to understand what's happening. so you have to be that. be calm and it's starting to settle in that they may be at this facility

morning after being shot during a carjacking in antioch. police say it happened outside the twin creeks apartment complex saturday morning. when police arrived, they found a man suffering from at least one gunshot wound. the man was rushed to the hospital in serious but stable condition. and new this morning, the treasury secretary is weighing in on the collapse of silicon valley bank. it is the largest bank to fail since the 2008 financial crisis kron four's. justin campbell is live for us outside as phoebe in santa clara with the latest response from secretary janet yellen. justin, what we know. >> hey, good morning, stephanie. this morning that we know treasury secretary janet yellen says the federal government will not be able out the bank, but there is a little bit of good news for customers and companies. the f d i c says insured deposits up to 250,000 starting tomorrow. customers will be able when the bank opens to withdraw those deposits. and now the f d i c like i said, they insure

deposits up to $250,000. but many of the people and companies that bank hair, excuse me, our wealthy and had more than that in their account. now, transit treasury secretary janet yellen reassured the u.s. banking system is safe. she said on friday the f d i c ordered the closure of silicon valley bank immediately took position of all of the deposits at the bank. silicon valley bank slid into insolvency when its customers largely technology companies that needed cash as they struggle to get financing began, withdrawing their deposits. the bank had to sell bonds at a loss to cover the withdrawals. governor gavin newsom also weighing in on the bank closure this weekend. he says that he has been in contact with the white house and the treasury department. now, every he said he added, quote, everyone is working with the ftse to stabilize the situation as quickly as possible to protect jobs,

likely ahead. let's check in now with a look at the weather with dave spahr. a good morning, stephanie. good morning, everybody. and that's a little cluster of rain. one up there in the north bay. but the biggest one is in the right now in the peninsula, extending off the alameda county. that's where the concentration of this heavy rain has been. >> there has been now a flood advisory that has been posted to early this afternoon for san mateo county and santa clara counties as well. this is why you can see and again, this extends off the tri valley well inland in the east bay. this is more most of the action today. timing wise will be. you get to a few hours later on. this will all pretty much move out and we'll be left with the spotty showers that will cover the balance of the day today and really all the way until tuesday morning or pre dawn, here's the golden gate bridge for you. not a lot of winds right now. winds been behaving themselves relatively well. let's sure. underneath the course that rain that's going on, right intense as well. futurecast for goes forward with this was spotty rain here that goes on today. another little dose up in the north bay looks like late

tonight. and then as we get into monday again, spotty showers. couple little breaks in the skies. it looks like for the east bay in the south bay a little bit. we get to monday afternoon and monday night. what here it in the very early morning hours of tuesday. this will be with winds, everything coming in from the south. so we're in the soupy air mass that will be in place. that means a lot of rain to the dish out coupled with some winds. so it's been kind of breezy today could become breezy as we get into tomorrow as well. but it's really, really start. spiking is late on monday into tuesday. this by this point may be either a wind advisory or high wind warning. either way these numbers, you see how elevated they are. well, in the 20's, the 30's even popping in some cases past 40 miles per hour. so it's getting a tropical storm strength type wins. and with all of that, that may pose some power issues, scattered showers and lots of rain drops. look at how big scary they are minor camera. they're isolated. thunder shower is a possibility. when you get some

the peninsula now getting to the south bay a little bit and off to the east bay. pretty much contained and alameda county, as you will see, a little bit of the contra costa county as well. but this is some heavy, intense rainfall still closer. some heavy, intense rainfall you can see there covering from fremont off to livermore and even tracy. >> before this continues, its track towards the east. so it should lift off of the peninsula here probably in the next hour and a half or so. at least the intense rainfall. and then finally subsiding from the east bay. this is the bulk of where most of quantitatively the rain is going to be. what we're going to what's been experiencing. the next say hour or 2 quantitatively. that's the most amount of rain we're going to get for today because then we go to spotty showers. meanwhile, here's a shot from san jose state a lot of times we go down there to show the sun out because of bay area fog. now with this kind of weather pattern there you see the spooky skies in place there and that line of juicy rain we just showed you is up towards the northern may not completely sink south because it's on its way towards the east. but you get a general

idea. all right. we have the flood watch that's in place now. this is a new one. it's typically for monday evening through wednesday, early in the morning. however, san mateo county has a flood advisory that's being posted been posted. also santa clara until early this afternoon. a couple with this. we have a high wind watch. this will be with us until they find the decide to go with the wind advisory or high wind warning. this is going to be posted also until wednesday morning. and this kicks in tomorrow night is when this goes into effect. the winds for today. however, they're coming in from the south as they will be when the storm system gets here. pretty much double digits off to the west and where the stormy action is. you can see there double digits. that's where the more intense winds are will be cloudy for the balance of today. again, spotty showers of the fair way to phrase it. that looks to be more concentrated in the north bay. but with some daytime heating, you can't rule out a couple claps of thunder. again. the real show will be monday night. we're going to walk in with a longer range forecast. looks like in just a bit, stephanie. all right, dave, thank you so much for that

update. >> and let's get a live look now at sfo at this big screen behind me here. we know that inbound flights are currently experiencing a 58 minute delay because of the severe weather and the heavy winds, according to flightaware, there are 111 delays and 7 cancellations. as of last check at sfo. and meantime, oakland airport with 16 delays and no cancellations. it settles in the with 29 delays. so far, no cancellations. as of this hour. and at this time that could force all change on the peninsula highway 84 at the toll road to skyline boulevard in san mateo county is closed in both directions. the wet weather causing this landslide that you're seeing on your screen right there, which caused major damage to the roadway. the san mateo county sheriff's office says they have no estimated time the road will be back open. they are advising people to please use alternate routes at this time. and an 85 foot eucalyptus tree fell on san

day forecast. it's not totally rain. it is breaks. and here we have the sun coming out for several days. it looks like and again monitoring the next big dose after that heavy one tuesday morning will be friday and off into the weekend and beyond. stephanie. all right, dave, thank you. >> the city of san francisco continues to make headlines over the ongoing fight against fentanyl and other drug overdoses in the city. joining me live now to discuss is district 6 supervisor matt dorsey, who represents the neighborhoods of soma and mission bay. thank you so much for being here with us this morning. thanks for having me stuff. and it's great to be here. we have a lot to cover with you this regarding sentinel as well. so just to start off let's talk a bit about the sanctuary city situation, right? so and how that ties into the whole fentanyl. think so. the city of san francisco is a sanctuary city, which essentially means that law enforcement cannot communicate with immigration officials less in extreme cases when it comes to deportation. you wanted to add to that list of

extreme cases. you know, people who deal all right and are convicted of sentinel. but that doesn't seem like that plan exactly. will that things went according to plan? well, there, you know, the issue of sanctuary in san francisco's. >> status as a sanctuary city has always been a sensitive topic in san francisco politics but the reality of the law is that it has always had exceptions for criminal conduct. and as recently as 10 years ago, the board of supervisors amended sanctuary to create a due process for all ordinance that provides and the couple dozen exceptions for violent crimes and then a few years later, there were additional exceptions for serious felonies. and what it means is that people who have been convicted, who are adults who have been convicted of a violent felony or serious felony, who then on the second offense are held to answer by a judge on a probable cause. standard are ineligible for

sanctuary. if and only if federal authorities submit a notification request. so it it. it is the case right now that there are about 45 different exceptions for felony crimes that include things like extortion and carjacking. and my point is the deadliest crime in san francisco right now. does fentanyl dealing it is claimed the lives of more than 1400 san franciscans over the last 3 years. it is by all accounts, the deadliest crime san franciscans have ever faced. we are losing 9 times more people to fentanyl than we are to homicide in san francisco. and if we're going to withdraw the protection of sanctuary for some from someone for a crime like extortion, for firing a gun from a vehicle, then by all means i believe fentanyl dealing should be among those exceptions. >> and what do you say to opponents of the idea is in a great people who are for and

what they say that they're with the immigration rights groups, civil rights groups who say that adding any more exceptions would be further criminalizing undocumented immigrants, a city. i think that the reality is is that it is it is not the that lawmakers were criminalizing anyone. >> it is a policy decision to say that we will extend sanctuary and we should be a welcoming city. i'm a strong supporter of sanctuary laws and sanctuary city policies and for very good public safety reasons. many years ago, this goes back to the 1980's. it was it was a lesson for urban police departments that the worst thing you could do is have a community of new immigrants who don't trust law enforcement. we want to make sure the people feel safe and it is not the job of local government to do the federal government's job. that's what sanctuary is all about. the only issue with what i'm proposing is that we have

existing exceptions in the law for crimes that are violent or serious. and i don't understand how we could possibly withhold sanctuary from somebody for a carjacking. while the deadliest crime we've ever seen. fentanyl dealing, it's costing so many lives. what's what we're doing right now in san francisco isn't working and we've got to try some things. and i'll just say, you know, this is personal for me. when i asked mayor breed to consider me as her appointment to the board of supervisors. and when i asked voters to elect me, i was very up front. the reason i'm asking for this is because i'm a recovering drug addict. this is personal for me in a way that nothing in politics. it's ever been personal. and when i talk to people who have kids out there who are addicted to fentanyl. and i'm hearing from a mom who is pleading with her son, please, pure heroin addict. that's a good. that's good advice. heroin is a much safer drug than fentanyl. no mother should be in that situation.

we've got to do more as a city and that's why i'm fighting for this. >> so are you going to try and bring this back up to the board of supervisors? again? >> well, what i have done is so it it is going to be coming to the rules committee.hand i happened to be the chair of the rules committee. so i'm going make the decision about when this when or if this is something comes back to the board i have said that i am considering taking the strictly to voters. if i can't get it accomplished within city hall. but i also want to open the conversation about supply side interventions, drug policy. sometimes we talk about demand side, meaning what we can do for people who are struggling with substance use disorders and addiction versus supply side. what do we do about the drug dealers? i'm right now. i live in a neighborhood and mid-market where people walk by brazen drug dealing in open air drug scenes every day. and it's at a level that we have never seen in our i think i hear

from my residents every day. what are you doing about this now? there's a multitude of things that we need to fix. police staffing. we need better services. we need commute. we need to engage the community-based organizations as part of an overall drug market intervention strategy. but i think a narrowly tailored exception. that's that is fitting with existing exceptions within sanctuary. is of a small step. we could take to get going in the right direction. >> and to touch on another potential solution i'd like to ask you about the new approval allowing nonprofits to run drug overdose prevention sites in the can you walk us through that plan? sure. >> so when we when i just talked about, you know, demand side versus supply side, a demand side intervention that can save lives is what's called overdose prevention centers or supervised consumption facilities. they're not without but i'm going to be supporting them for the very same reason that

i'm supporting an amendment to our sanctuary ordinance. and that's because i believe they will save lives. when we're talking about drug as deadly as fentanyl in which 2 milligrams can be a fatal overdose. for most people, anything we can do too, save a life and put people to invite them into a facility where they would have to bring their own drugs. but they will be in a clinical and clinical environment. and if they do overdose, there's medical intervention. we can make with naloxone or narcan or sometimes just oxygen to make sure that we're saving that person's life. it's also an opportunity to get off the street that that that is one of the things that i hear a from my neighbors in south of market. the guy public use is problematic. and honestly, it's problematic for the drug users too. i think we can overdose prevention centers
