>> from the area's local news station. you're watching the kron. 4 morning news at 7. >> good morning. and thank you so much for joining us here on the kron. 4 morning news. i'm stephanie lin. >> it is saturday and we have a lot to get to for you this morning. let's start by getting a look at the weather with dave spahr. stephanie, good morning. and good morning, we are looking ahead and another batch of rain coming our way. not just for the weekend, which is pretty well time now. what this is going to be mostly nocturnal and into next week as well with some newer details as well. here's a look at the golden gate bridge, not much the way of fog this morning. little bit of a breeze happening while we speak essentially mostly clear skies we have from overnight allowing those temperatures to

fall. here is the progress that we're seeing mostly 40's across the region. >> compliments of some wind still. 41 going on for a santa rosa. 43 from the bottle. 45 for any all? can 46 checking in for san jose? pretty close to the numbers yesterday. if not a little bit above, like napa, for example, very cold yesterday morning, 6 degrees ahead this morning. a couple on the east bay, the winds not to keep very active. they're variable, if you will, single digits in calm conditions. but upstream, there you see it. nice line of cloud cover. that's going to yield for storm for overnight. you'll see that cloud cover build this afternoon in the michael asked if 59 11 o'clock by 2. we're talking turning cloudy at 67. not that with those inland temperatures still been on the warm side. coming up a little bit. we'll show you the rain coming in this weekend and on into next week as well. stephanie. thank you so much. >> our top story we're tracking for you this morning. we're following reports of mysterious flying objects spotted over northern california. take a good look at this video here. this was

taken over the city of davis. it called for is also hearing from viewers across the bay area, including concord, richmond and petaluma about these objects. and you can see in the video, at least 5 of them flying through the sky. and let's take a look at more video shot from oast night. this is from the tri valley area in the east bay. the first reports about these flying objects started coming in around 9.30, last night. we've reached out to nasa for more information on what these could have been. we will keep you updated as we learn more throughout the morning. another big headline we're following for you this morning. former oakland police chief leronne armstrong takes part in a town hall with members of the community this morning in oakland, armstrong is expected to discuss his firing among other issues facing the city. they are shaped how fired armstrong earlier this year for his alleged mishandling of police misconduct cases. the community town hall starts at 10:00am at the antioch baptist

church on 14th street. an east bay community continues to mourn the death of a 17 year-old dancer. jeffrey was slated to compete in a dance competition this weekend. she was tragically killed while crossing the street the night of march, 7th pittsburgh police announced this week the arrest of the man they believed to be responsible. kron four's. dan storm has the story. >> 34 year-old science has been charged in connection with the hit-and-run death of pittsburgh team brooke. jeffrey signs is accused of striking jeffrey, along stoneman avenue and taking off in the night of march, 7th at the time the teen was walking to be picked up by her mother. it takes a weight off of our grateful. >> that they were able to catch. so get this close. family friend kayla lane says jefferies dance team has been devastated by her death. the 17 year-old was set to compete this weekend. >> her fellow keeping her memory alive through temporary

tattoos of her favorite animal. all he had to do was stop. >> and he did it. he ran. and he just left for their contra costa county prosecutors officially charged signs friday. deputy da jeff kolko says signs not only took off from the scene after striking jeffrey. >> but also tried to cover it up. attempted to conceal evidence of the crime by spring painting is a vehicle that was used in the collation. >> and then taking it to sonoma county and the tempting to them. their signs was also driving with a license that was suspended because of a dui. coco says the lack of remorse and signs actions. >> compelled him to ask the judge to raise the bail amount from 200,000 to 1 million dollars. and it reflects the seriousness of crime. there is a 17 year-old girl who is dead because of the defendant's

actions. jeffrey's family and friends are hoping changes will happen at the crosswalk where she was killed. the crossing lights have not been working and they may have been the difference in jeffrey being alive. >> kind of our next step trying to get justice for her. that like that doesn't happen. anyone else. >> reporting in pittsburgh, dan thorn kron. 4 news. >> the suspect is set to be back in court next month. police also arrested his fiancee in connection with this case. prosecutors say they are still reviewing charges against her. another stabbing happened at a local school this time in san francisco video from the citizen app shows san francisco middle school in north beach. officers got a report of the stabbing friday afternoon. someone described only as a juvenile was taken to the hospital and is expected to be okay. officers detained another suspect. the investigation is ongoing. and on friday, police arrested 2 students from montgomery high school. the pair are accused of being involved in a fight

and bringing weapons on campus. this is the same high school where a student was stabbed to death earlier this month. this brings the number of students arrested for weapons this month to 8 in santa rosa schools. police say at around 10:40am, they responded to reports of a fight between 5 to 6 teens off campus. officers also found a large knife and a backpack and metal knuckles at the scene. new developments in the death investigation of angelo quinto. the man who died after being restrained by antioch police in 2020 civil rights attorney john burris says there's new evidence that shows quinto's death was not an accident. he says new evidence suggests quinto died of asphyxiation. the 30 year-old passed away after a police officer responding to reports of a dispute between quinn till and his mother kneeled on quinto shoulder and handcuffed him. that officer eventually called for an ambulance until later died at the hospital. the contra costa county coroner's office said quinto died of so called excited delirium syndrome.

it's a term some experts say is not a valid medical or psychiatric diagnosis. now quinto's family want his death reclassified as a homicide. >> even if they conclusion that this was the death of what the call was issued. a fixation. i was transfixed the nation essentially being held down. we have died from cut off and you can no longer bray. but this wasn't an accidental death so that that death is the hands of another. >> windows family is expected to file a petition, a request in contra costa county vacate the coronerps finding that quinto's death was an accident. coming up here on the kron 4 morning news. not in my neighborhood. members of the south bay community rally against a proposal to bring a new buddhist temple to the area. >> the reasons why. plus governor gavin newsom wants to re imagine san quentin state prison. what he's planning for the inmates on death row. and after the break, president

with us at that point. going through today. here comes the buildup of cloud cover. this is again mid afternoon about 3.15, or so give a general idea on that front. here comes the line of rain overnight. so we say about midnight is when we expect the rain starting to build so overnight it will play its game tomorrow morning. it's still with us with some embedded, not moderate to heavy rain still in there, looks like it's focusing a little bit of this run through up in the north bay and then by the afternoon we go into the spotty rain showers, what we'll call it. even some breaks perhaps in there to see a little sun. and but it continues overnight to your monday. but monday will be another break before yet. another wave comes our way on tuesday. but about those today, a breeze one on there, you know, to the teens, nothing major. it's a tonight. it starts to pick up. and then tomorrow. but it's not every where one time it's kind of spotty jumping around as you'll notice. we don't have any statements from any of this yet. it may just be because it doesn't reach the

school say they're upset over proposed plans to build a buddhist temple in the area. developers want to build on a vacant lot. but as kron 4 s justin campbell learned some neighbors say they just don't want the temple near their homes. >> yet right now, outside of this empty plot of land being used for a fruit vendor. but the billionaire gets his way. he'll be building up 14,000 square foot. 4 story, buddhist temple. >> leena alam head of the commuter foundation is backing the project once built the temple will serve as a home to 8 months in welcome. a maximum up 300 visitors at any one time. in addition to event, staff and security. but the idea is facing pushback from people who live in the area. you know, rezoning it was tension, neighborhood to be a commotion alike, type of property just from nick family lives 1000 feet away from the proposed buddhist temple and is a former city of san jose planning commissioner right

now, this evergreen neighborhood is zoned residential, but the developers are asking to rezone a public, meaning no height limit and their ability to build fire stations or movie theaters in the middle of the neighborhood. general plan policy clearly indicate that anything we do >> in the city, especially, you know, in a highly dense residential area, it could be compatible with the neighborhood. >> pham says average home in the neighborhood is 2000 square feet. the temple would be more than 7 times that size with parking for 60 cars. he says simply the temple is beyond compatible for the neighborhood, along with safety concerns. >> then at 3 schools, ok within a half-mile radius. there are many cyclists, many people who walk to the school that many people who walk right, all of that lives will be impacted it's big safety issue for a project of anything which is not

a breeze overnight. help support some of those numbers. but we have the 40's, the east bay shoreline inland, dropping a little bit to the lower 40's as we see up in the north bay, too. those winds pretty calm for right now. although tomorrow we expect a little bit more activity going on. and that's going to actually linger all the way through monday morning. now, the breakdown today shows that increasing cloud covered already by the noon hour. you'll see it really covering up a lot of the sky in terms of the high cloudiness thickening up. so the pasty white skies will start to thicken up by mid afternoon as we reach to about 70 in a bit. we're going to show you the breakdown for the rain coming for tonight. also, the rain coming into next week to 7. >> disgraced theranos ceo elizabeth holmes appeared in federal court friday. her defense team argues she should be able to stay out of prison until her appeal can be heard. her lawyers at holmes needs to be at home with her 2 children. prosecutors say it's time for her to start serving her sentence. holmes was convicted last year for deceiving investors. a judge sentenced her to more than 11

years in federal prison. >> because of the length of her sentence, she is almost a purse, a flight risk and they point to the fact that she bought a one-way ticket to mexico while this case was going on. so for the government there saying that makes us uneasy. >> the judge will make a decision by april 27th. that's the day holmes is scheduled to turn herself in. and homes as former business partner sunny balwani is also free on bail. he was ordered to report to prison by thursday, but he filed a last-minute appeal, forcing an appeals court to take up his case, keeping him out of prison for now. well, what he was convicted of 12 counts of wire fraud and conspiracy because of false statements he made to investors and patients about their noses, blood testing technology. he's expected to serve nearly 13 years behind bars. governor newsom is promising to reform the state's prison system starting with san quentin. the governor launched the effort in marin

county friday. the prison is home to california's largest population of people on death row. almost 700 newsom is proposing to move them to other facilities while the changes take place at san quentin. he's asking legislature for 20 million dollars to come up with a plan to create new education and rehab programs. >> this is something i never expected to get into. i don't know a program like this existed until i came down the saints and to be honest, it it is help see an opportunity for myself see to of the future beyond these prison walls. >> the governor's advisory panel plans to move forward with the changes. newsom says they'll be in place by 2025. kron four's terisa stasio reports. >> we have to do more than warehouse people after serious crime. christine soto da berry is a former san francisco assistant district attorney

and executive director prosecutor alliance which focuses on working towards modernizing the criminal justice system. she says that she sees governor newsom's plan to turn san quentin into a rehabilitation institution, a win for everyone. >> sadly, in the united states, we fail about 70% of the time with our current prison systems in the state of california, about 50% of the time because we have not invested in the kinds of programming and services. people need to make different choices. once they're released. newsom and his advisors have turned to norway for this revision of the former death row facility. they made the decision that what they wanted to do was completely re imagine their presence to be places of rehabilitation and reintegration and they have dropped their recidivism rate to nearly 20%. it's incredible. it's counterintuitive sometimes to

us in this country. we think that the harshness is what's going to teach someone the lesson to avoid crying the truth of the matter is that people need support. so did berry says california currently spends 18 billion dollars a year running prisons. >> but that hefty price tag could get caught. fewer people who served time and up back in prison. the new vision for san quentin does face some criticism in the state legislature. some say that the plan helps criminals, not victims. so the da berry disagrees. >> because if we can prevent the next crime from happening, we prevent someone from being victimized. we prevent a community from experience that in safety, it benefits all of us to help individuals that are incarcerated come home safely. she also points to guards and staff at presidents who suffer from high rates of >> post traumatic stress disorder due to the high level of violence. can't eradicate violence with violence and it applies to our prisons and

jail systems as well. and the more humane solutions we can find that still prioritize safety that still center victims and the harm that they've experienced. >> but the more that humanity is at the core of that, the better we all are theresa kron. 4 news. >> the san francisco naacp holds a meeting today at 10:30am, to discuss the latest proposed reparations package. you're looking at footage from a meeting early in the week to discuss the plant. and the u.s. state department is warning americans about the dangers of flying to mexico at a time when many people plan on making the trip south for spring break. kron four's rob nesbitt has more on the places you probably want to avoid. >> the 2 reasons listed for travel warnings and mexico are crime and kidnapping. 2 americans were killed earlier this month after they were kidnapped by members of the gulf cartel that area's one of 6 mexican states on the state department's do not travel list. john trainor with aaa of northern california says

today, former oakland police chief leronne armstrong takes part in a town hall with community members in oakland and armstrong is expected to discuss his firing among other issues facing the city. mayor shane tell fired armstrong earlier this year for his alleged mishandling of police misconduct cases. the community town hall starts at 10:00am at the antioch baptist church on 14th street. an east bay community continues to mourn the death of a 17 year-old dancer, brooke. jeffrey was slated to compete in a dance competition this weekend. she was tragically killed while crossing the street the night of march, 7th pittsburgh police announced this week the arrest of the man they believed to be responsible. kron four's dan thorn has more. >> 34 year-old science has been charged in connection with the hit-and-run death of pittsburgh team brooke. jeffrey signs is accused of striking jeffrey, along stoneman avenue and taking off in the night of march, 7th at the time the teen was walking to be picked up by her mother.

there. officers got a report of the stabbing friday afternoon. someone described only as a juvenile was taken to the hospital and is expected to be okay. >> officers detained another person. the investigation meantime, is ongoing. and on friday, police arrested 2 students from montgomery high school. the pair are accused of being involved in a fight and bringing weapons on campus. this is the same high school where a student was stabbed to death earlier this month. this brings the number of students arrested for weapons this month to 8 in santa rosa schools. local police say at around 10:10:40am, they responded to reports of a fight between 5 to 6 teens off campus. police also found a large knife and a backpack and metal knuckles at the scene. and some san jose neighbors near evergreen valley high school say they're upset over proposed plans to build a buddhist temple in the area. the developers say that they want to build on a vacant lot there. but as just as kron, 4 justin campbell learned some neighbors don't

want the temple near their homes. >> this empty plot of land being used for a fruit vendor, but the billionaire gets his way. he'll be building up 14,000 square foot. 4 story, buddhist temple. >> leena alam head of the commuter foundation is backing the project once built the temple will serve as a home to 8 months in welcome. a maximum up 300 visitors at any one time. in addition to event, staff and security. but the idea is facing pushback from people who live in the area. you know, rezoning it was tension, neighborhood to be a commotion alike, type of property just from nick family lives 1000 feet away from the proposed buddhist temple and is a former city of san jose planning commissioner right now, this evergreen neighborhood is zoned residential, but the developers are asking to rezone a public, meaning no

company that owned the failed silicon valley bank filed for bankruptcy protection friday svb financial group. officials say the move will allow the company to preserve its existing value. meantime, silicon valley bank's holdings are now being managed by the federal government and is not included in the bankruptcy filing. regulators shut down svb after depositors rushed to pull money out of their accounts over news of the bank's financial health. and president biden wants tougher penalties for executives of failed banks. he's asking congress to pass legislation that would make it easier for the government to take away bonuses and stock sale gains. the president also asking congress to make it harder for banking executives to find jobs in the industry. if a bank they oversee fails. the question remains of biting could get enough votes to take these actions. democrats lost

this medication can save and so as a mother reading the number of the number of kits are getting access to this poison and who are dying every day i decided that. okay, it's great. they're going to have it available over the counter, but it will make any sense if families cannot afford rana place right now in the world where especially here where many mothers are struggling just to buy eggs our to put food on the table, our to pay their rent. so how are they going to be able to afford medication that could potentially save the lives of their children if they happen to be poisoned by this if if they don't have the resource to us. so what i want to do with this bill is once that fda makes it available over the counter that both medicare, medicare and private insurance covers it and people

don't have to worry about the cost. so basically any parents as school, a staff member can basically go to the pharmacy and use the insurance, use their private insurance to cover the cost of. >> of narcan. ideally, that's what that's the world you want to see. ideally, they would have it for free. >> and again, this is a crisis that we're in with close to 150 people dying a day. that's almost as many it has people. they were died during the i'm hearing stories about morgues being full of people. overdosing are being poisoned by that. now. and if i can have that life saving medication in my purse in the event that my child gets into it or a young person gets into it and i can save them. then i want to have that medication and cots costs should not be the issue. and assemblywoman, how did we get to this point

with the fentanyl how things got so bad? >> well, it's been, you know, growing over the last few you know, the fentanyl is such a tiny amount of narcotics that it's evolved from, you know what most people are thinking. it's just, you a track that's being used for those who are overdosing are, you know, used to taking tracks. but now. it's gotten to the point where it's in medication is in the parks. police had a story here. not that long ago a baby was playing in the park in san francisco and was poisoned by it. we heard a dead. another story recently about another baby airbnb who got into the pots at the place where they were staying and they were poisoned. so this met this drug is so small and so potent that it's now all over the country and it's no longer

just something that you can that you look at and say, oh, this is spent. no, no, it's and there's our attorney general. i law enforcement. they're all looking into. how did we get here and how do we stop it? i am looking at it from a public health perspective. it is here. so now what do we do to make sure we save the lives that are now being impacted by this poison and assemblywoman in the last about 30 seconds we have left here. what sort of conversations can parents be having with their children about the dangers of fentanyl? you know, to be on the lookout to the you know, that. be careful about what you know, someone give i know that i've heard kids say i need a tylenol and now we're hearing stories about fentanyl being in tylenol. things that look like such as being aware having parents talk to them about the dangers of it,

however, a success of system coming up by tuesday with the folks down south. a nice big hit later on about those winds. they do pop a little bit with a storm system all day tomorrow through monday. no wind advisory with this, but those numbers will get up to the 20's with some gusts, maybe even 30 or so. so there's that first hit that we're talking about. that happens tonight. a little break. there's the other system there. you can see it's right. just south of the bay area, but looks like a nice line just about to hit us around the santa cruz mountains before it does kind to back to slam the rest of the bay area. by wednesday, we're looking at another break. the other system we're talking about drops in from the northwest, but it looks much more modest in terms of coverage that we're going to get. and yet a new line posts next weekend into the following weeks week. another break in here before the line comes marching in high temperatures today we have some lower 70's to be had will do that tomorrow. you see that in the east bay shoreline and out of the south bay, the 7 day forecast rain comes and goes in all of this little drop by the middle of the week. we should note but low

anyone else. >> reporting in pittsburgh, dan thorn kron. 4 news. >> the suspect is set to be back in court next month. police also arrested his fiancee in connection with this case. prosecutors say they are still reviewing the charges against her. another stabbing happened at a local high school this time in san francisco video from the citizen app shows san francisco middle school in north beach right there. and officers got a report of a stabbing friday afternoon. someone described only as a juvenile was taken to the hospital and is expected to be okay. officers detained another person. the investigation is ongoing at this time. and on friday, police arrested 2 students from montgomery high school. the pair are accused of being involved in a fight and bringing weapons on campus. this is the same high school where a student was stabbed to death earlier this month. this brings the number of students arrested for weapons to 8 in santa rosa schools in just march. a santa rosa police say

at around 10:40am, they responded to reports of a fight between 5 to 6 teenagers off campus. police also found a large knife and a backpack and metal knuckles at the scene. new developments in the death investigation of angelo quinto. the man who died after being restrained by any of police in 2020 civil rights attorney john burris says there's new evidence that shows quinto's death was not an accident. he says new evidence suggests that quinto died of asphyxiation. the 30 year-old passed away after a police officer responding to reports of a dispute between quinto and his mother kneeled on quinto's shoulder and handcuffed him. the officer eventually called for an ambulance but quinto later died at the hospital. the contra costa county coroner's office said quinto died of so-called quote, excited delirium syndrome. it's a term some experts say is not a valid medical or psychiatric diagnosis. now quinto's family want his death reclassified as a homicide. >> even if they conclusion

she sees governor newsom's plan to turn san quentin into a rehabilitation institution, a win for everyone. >> sadly, in the united states, we fail about 70% of the time with our current prison systems in the state of california, about 50% of the time because we have not invested in the kinds of programming and services. people need to make different choices. one step least newsom and his advisors have turned to norway for this revision of the former death row facility. they made the decision that what they wanted to do was completely re imagine their prisons to be places of rehabilitation and reintegration and they have dropped their recidivism rate to nearly 20%. it's incredible. it's counterintuitive sometimes to us in this country. we think that the harshness is what's going to teach someone lesson to avoid crying the truth of the matter is that people need support. so did berry says california currently spends

18 billion dollars a year running prisons. >> but that hefty price tag could get caught. fewer people who served time and up back in prison. the new vision for san quentin does face some criticism in the state legislature. some say that the plan helps criminals, not victims. so the da berry disagrees. >> because if we can prevent the next crime from happening, we prevent someone from being victimized. we prevent a community from experience that in safety, it benefits all of us to help individuals that are incarcerated come home safely. she also points to guards and staff at prisons who suffer from high rates of >> post traumatic stress disorder due to the high level of violence. kent conrad, a cape islands with violence and it applies to our prisons and jail systems as well. and the more humane solutions we can find. >> but still prioritize safety that still center victims and the harm that they've experience. but the more that humanity is at the core of that, the better we all are

theresa kron. 4 news. >> disgraced theranos ceo elizabeth holmes was back in federal court friday. she's arguing that she should be able to stay out of prison and until her appeal can be heard. prosecutors argued a reversal is unlikely. kron four's dan kerman has more. >> convicted theranos ceo elizabeth holmes arrived at the federal courthouse in san jose friday. so her lawyers could argue she should remain out of prison while they appeal her conviction. the defense points out that she's made every court date. she has complied with every court order and she's not a danger to the community. she has community ties and there's no reason that she shouldn't get bail pending appeal. let's get this right, not let's put her in jail and then find out that we made a mistake during the trial. defense attorneys also say she needs to be with her 2 children, one of whom was born just recently. but prosecutors maintain home says a flight risk.
