stephanie lin. it is saturday march 25th. let's start by getting a look at the weather with dave spahr the morning day. stephanie, good morning. and good morning, everybody. well, how about this this weekend looks to be high and dry going on here for us. enjoy the sunshine a little bit on the cool side. but at least we have sunshine going on today and tomorrow. >> we're making up for it with cold mornings. however, here's a quick look at the satellite. you can see some high cloudiness will just keep that in the general forecast here. but the bigger issue are the cool conditions are cold conditions. frost advisory with us until 09:00am to be reinstated for saturday overnight into sunday morning, potentially even very early monday as well. but we have some scattered clouds trying to work in here with the arrival of the next storm system. quick check on those temperatures. we're not going to bad upper 30's up there in the north bay off to the east bay, a hodgepodge of 40's and 30's 40 for san jose. 45 meanwhile for san francisco winds currently they're helping out a little bit because they keep the air atmosphere mixing around a little bit single digits and

there will be a pop of some winds this afternoon in some locations. a little bit here. so it may have a bit of a chill, particularly if you're in the shaded areas. looking ahead as we get into the early afternoon, temperatures get up to the middle to upper 50's sunny skies that will be repeated for tomorrow. well, more on your weekend forecast. plus the rival over next storm system. do tuesday morning, stephanie. all right, dave, thank you so much. >> happening now, police in mountain view are asking for the public's help in finding 16 year-old luis louise was last seen wearing a blue sweater and blue jeans. he also wears reading glasses. he was last seen near his home on the 2000 block of leighton street, a block away from el camino. real please contact mountain view police immediately. if you see him. and another big storm is expected next week. but san francisco's 9-1-1, center faces serious staffing problems, raising concerns about impacts to emergency response times. kron four's dan thorn has more on this. >> this week's wild weather

sent people into a panic as san francisco's emergency phone lines. so a major surge in calls the head of the department of emergency management says their dispatch center was fully staffed on tuesday, but the deluge exposed to chronic problem. the 9, one center in san francisco is having a very extreme staffing crisis. executive director mary ellen carroll says under staffing at the city's 9-1-1, center is a daily issue, carol believes despite the low staffing numbers, the 9-1-1 center has been fifty-fifty and it's over and underperformance. but with a 400% surge in calls tuesday, carol says no emergency department in the country could have handled the situation differently. she also says many of the calls should have gone to 3, 1, 1, instead of 9-1-1. >> 4 downs, for power outages. those 2 things which happened quite a bit. we really ask people to use 3, 1, 1,

>> as for filling the open positions, it's been a tall order. carroll says the vacancies have come from a combination of the covid-19 pandemic, a hiring freeze and vaccine compliance qualified applicants have also been hard to recruit. and state law requires extensive dispatch training the recruitment issues are a shared problem with other city departments such as sfpd and the sheriff's office, carol, says her department is working hard to fill the openings. well, finding ways to be more flexible with hiring. it's not something that will be solved overnight. you know, we're putting all the resources that we can bring to bear. >> to solve this issue, reporting in san francisco, dan thorn kron, 4 news. >> and we're learning that a pregnant woman lost her unborn baby after a stabbing in antioch. it happened at an apartment complex on wilbur avenue last weekend. a 14 year-old boy and an 11 year-old girl were also stabbed. police arrested. 37 year-old bartley hall after a chase that ended with a crash

in solano county. the suspect is identified as the woman's partner and charged with murder in the death of the fetus. the victims are now being treated at the hospital. and pittsburgh. police are looking for 2 suspects after a shooting that killed a convenience store clerk. it happened wednesday night on power avenue. a few blocks away from parkside elementary school. police say the suspects gregory, rustic non and jessica russo, both of pittsburgh were involved in the shooting and fled the scene. officers arrested a 3rd suspect allen ag lauro later that day at a home in pittsburgh. anyone with information is asked to call local police there. and store owners and oakland's chinatown are fed up and demanding help after repeated break-ins, 7 burglaries happened at various small businesses just this week. surveillance cameras at lounge chinatown shows someone breaking in thursday morning. as you can see, they're using a wire cutter. police say say store owners should not be leaving large amounts of cash

in their businesses and should install surveillance cameras and motion sensor alarms. officials also recommend hiring private security. but many owners say that they're already doing a lot of these different strategies, but it's simply not helping >> they're asking for mall police president in chinatown, especially at night. >> the oakland police department said they've started deploying additional officers to the area to address this issue. and police in alameda say in the past 30 days they've received 65 reports of catalytic converter thefts and 62 reports of vehicle thefts. they say toyota prius tundra and sequoia cars have been impacted the most, including of other vehicles being targeted across the country include hyundai lawn trump, fe and kia sportage cars, the national highway transportation administration announced hyundai and kia will offer free theft deterrence, software for vehicles. for

more information, how to protect your car. you can go to our website. kron 4 dot com. and oakland unified teachers. and more than a dozen schools walked off the job friday as part of a contract dispute. they are seeking a 23% raise over 4 years, which they say would make their salaries more competitive with other districts. now the teachers usd was provided a 13% increase in state funding but laid off 100 employees and added 37 top administrative positions. protests unfolded outside multiple schools followed by a rally outside city hall. >> i've been taking 23 years and i've i've never been so to stop. this is really like that. i was just the morning what the district is offering us. the market's top. i am what they're offering 3.5 rays. there i so tired of seeing my colleagues leave this district because we're the lowest paying district in the bait. just want to get up the minute the median pay for the east bay. i don't think that's too much to ask you that much.

>> the oakland unified school district released a statement that reads in part the district all schools open and students were encouraged to attend classes. but this recent action did keep some students out of school and adversely impacted student access to instruction at some schools. the district will continue to negotiate in good faith coming up on the kron. 4 morning news. a police chase ends in a deadly crash here from the victim's family. and what we know about the case so far. >> plus, almost all of california is out of a california is out of a drought. but how long this is a craft 170 years in the making. not me! >> the game developers conference had its first fully in-person event since the pandemic in san francisco friday programmers animators artists and engineers were in moscow in the center of this week to swap ideas and see the latest gaming. innovations. the gaming industry boomed during the peak of covid with people stuck at home trying to find new ways to pass the time. and experts say that business in gaming is still pretty good. >> i think even when the financials might have gone down, we're not at our peak revenue. we are learning like during the pandemic, the positive impact of how the industry can grow and reach so many more people from a player side and from a developer side is like it's a great point right now. >> there's also buzz about the success of the hbo series, the last of us that was a dot adapted from an award-winning vides game of the same name. and it's a fun video game. i

>> welcome back. take a look at this map right here. many parts of the state are now out of the drought. some good news there. as of this week, we are seeing varying degrees of improvement compared to september of last year. right? kron four's ella sogomonian has more on the latest. >> there have been a dozen downpours this year and january saw 3 weeks of record rainfall. that's caused some problems for california, but it's also filled up our water supply. the northern sierra snowpack, for example, is 182% of normal right now. well, governor gavin newsom didn't declare the drought is over for the entire state. he announced californians will no longer be asked to reduce water use by 15%. that's

creating cautious optimism for the bay area. santa clara county is now looking at easing up on some restrictions as a result, too. but the water district urges customers to continue to embrace conservation as a way of life. want everyone to keep up the good habits that they develop during the drought. >> we want everyone to keep up water conservation. we know that drought will continue to come. and with climate change, droughts are going to become more severe and more frequent. it's much wetter than normal now. but parts of california still aren't out of the woods yet. and the national drought mitigation center says now is the time to plan for potential drought in the future. >> in most of the they're they're now coming in of the drug. this is really the best time to think about what you will do the next time dry and crews which inevitably it will eventually occur again. >> and that was kron four's ella sogomonian reporting for us this morning. at this time, the far northeast and southwest parts of the state of the only places still

experiencing dry, too abnormally dry, rather to severe drought. all right. well, thank you so much for joining us here on the kron. 4 morning news. we appreciate you joining us here. this is a live look now at the san francisco shoreline from our mount tam camera looking so pretty out there with the goals and the reds and kind of the blue hues as the sun starts to come up over the city. let's check in now with dave on just how long these nice conditions are going to last for. >> hey, good morning everybody. enjoy about another weekend of this. at least we time this out pretty nicely. we get a lot of sunshine going on. much can get done what you got to get done monday doesn't look to be too bad either, although we'll be sharing this with quite a bit in the way of some scattered clouds with our next system getting in here. the timing of that appears to be tuesday will be applying it out for you. by the way, san bernardino county, pretty drought ridden their to their one of the holdouts a little bit here. so what we had a header shot, actually the golden gate just show you briefly. pretty nice shot there. not a lot. the way of winds going on with all of

that either. and the temperature check we're holding on to upper 30's way up in the north bay. any chances and pop up you want to step off for we go golden gate bridge and now we have the 30's up the north us want to point out and we have this frost advisory, everything you can have a frost advisory even when you're well above freezing. still. but this is not as severe as a lot of times. we hear that frost advisory. they're always usually lower 30's. we're not too bad. this go around. we the sun. joining good news there. 44 for chilly livermore. 36 little more valley, tri valley. that's that colder air. it's cold air drainage of this in the trade drops to the lower levels. when you don't have a lot of winds. 40 meanwhile for san jose futurecast for is relatively uneventful pretty for us. but off to the mountains. look at the development some snow in the afternoon. this is almost like a pattern we see in the summer months with daytime heating in the higher elevations in the mountains, you sometimes get some of those scattered showers working. well, now it's snow showers in this

particular case. now, little spurt develops there on sunday as we bask in the sunshine for the bay area's a soaking up. enjoy this weekend. things changing going forward. by the time we get into next weekend looks to be on thursday. we'll have a longer range forecast in a bit. here's a little pop in the winds that happen. notice will be along the peninsula. the coast also up to the north bay. and meanwhile, off to it looks like the delta will go right through the carquinez strait, even though the preponderance of the winds out of the northwest. but it tends to get funneled a little bit there. so a bigger pop and winds today, then we'll see tomorrow may be windy in spots today to breezy for buddy else forward in because of the cooler temperatures going call this kind of a cool breeze with all of that. you know, late winter, early spring pattern, even though we're in spring, technically. so frost early today, mostly sunny, chilly winds for the weekend. high temperatures near about 60 and a chilly start. scattered clouds until monday night. that's when some showers may develop and then rain on your tuesday morning. stormy models don't agree exactly on timing

on this, but some of them pushed through right around 7 o'clock right in the peak of the commute time. so tuesday morning speak dicey yet again. coming coming with winds to wednesday. rain and scattered showers. yeah. and then variable clouds for thursday. friday might have a few leftover showers but more potent will be on wednesday and certainly then on tuesday, those the 2 days to really watch. 57 san francisco, 58 for oakland. 58 also for san jose. you couple this with a little bit of that wind pop. i just showed you but chilly there. when you have temperatures at around 60 letting it slide the next couple of days. here we get up to about 62 or so by monday. but again, some scattered clouds in preference or development of our next storm system for tuesday. get more on that longer range forecast for you a bit, stephanie. all right, dave, thank you so much for that update. >> on the peninsula, caltrans crews continue cleanup efforts after last week's storm. >> they shut down el camino real in burlingame friday to remove hazardous trees and debris. caltrans says an arborist examine 200 trees

along el camino reale deeming at least 3 of them unsafe. >> giant trees that would have been planted back in the 18. 100's. and so it's taking a lot of coordination. a lot of crews to go up there and remove these it's enough to hold. the process is removed them. >> crews could close more roadways next week as they continue with all that cleanup left behind are caused by a storm that bad storm we saw on tuesday. all right. well, this massive oak tree came crashing down on a home in and sentence elmo early friday morning. firefighters used a saw to rescue the homeowner's son out of the house after a tree limb trapped him inside of his bedroom. and this is a photo of that bedroom. there. a limb cracks completely through the ceiling, tearing away insulation and crushing almost everything. >> i screamed for my son. what happened to be spending the night that night because he would, you now? >> and >> i said, are you ok? and he

>> welcome back. new legislation in congress seeks to block the popular social media app. tiktok for all u.s. consumers. but experts at uc berkeley's haas school.of there are other options tiktok has on the table to prevent a total ban of the software. here's part of my conversation with professor olof cross on friday. >> band is not the most likely at this point. that's option number one, but it will encounter the ross of i think about 150 million us users. of course, that even though the intention is to protect them, of course, have gotten used to it. and many of them are very young and arguably also democratic voting. so there's some political calculus here as well. >> professor ross added what most likely could happen is the u.s. will install more technical safeguards on the

app. tiktok insists it has long store u.s. user data in its own data centers in the u.s. and singapore and continues to work with oracle on ways to safeguard the app and security of user data. utah is now the first state in the nation to restrict teenagers, access to social media. the state's republican governor signed 2 laws banning kids under 18 from using social media sites between 10:30pm, and 06:30am. users will also need a parent's consent to sign up for sites like tiktok and instagram. tech companies are expected to sue before the laws take effect in a year. still ahead on the kron 4 morning news, we're learning more about the worker killed in tuesday's stormy weather. >> his family's plea for help >> his family's plea for help after this.

>> good morning. welcome back to the kron. 4 morning news. thank you so much for joining us. let's start this half hour with a look at our forecast. it looking to be pretty dry and sunny today. it is and tomorrow as well. good morning, stephanie. good morning, everybody. we're taking a breather from the rain here. >> that means because it will be coming back into next week's forecast. checking things out in half moon bay. how about that? pretty nice start to the day. there. just wait for the sun to a little higher up. we do have addition, though, this frost advisory in place until 9 both today tomorrow that may actually even carry over to monday as well, depending on this cloud cover develops. now notice it's not near ocean water or near the east bay shoreline. also san francisco

in a good chunk of the peninsula not included in that temperatures, actually not doing too bad this morning. given everything we have upper 30's up there in the north bay. 36 livermore, a little bit of that cold air drainage into the valleys and upper 30's even along the east bay shoreline. again, after the sons joined us here, you can see will probably get some quicker improvement here. single digits for those wins. they will pop a little bit later on this afternoon. looks like a little bit of a wind pop. i want to show this real quick in terms of our moisture levels dropping off very nicely in the afternoon. that's typical a little bit. and we do have cooler air today. it's doesn't get real hot only about upper 50's. so. relative humidity, that's a pretty low. here's the so-called recover in the morning hours. usually it's green around the bay, not this go-around in tomorrow afternoon. same kind of deal dry as well. so enjoy that. 56. it looks like by 02:00pm with sunny skies. looks like a repeat into tomorrow. but next week things are changing on a walk you through that. also checking it out for some forecast to stephanie. >> a day. thank you so much. the family of jesus, cruz diaz, are still trying to make

sense of his tragic death. the 29 year-old plumber died during tuesday's storm when a tree fell on top of his van near portola valley. on friday, his family returned to the site while crews stood by to clean up the area cruz diaz had been in the country for almost 10 years. he says he's rather his family says that he was loved by all, who knew him? >> he was a great person. he always had a smile on hard worker. >> you know, very humble thinking of go missing. every the only kind of for 29 years, you know, and he's he's gone like water between your fingers. >> abel plumbing, the company, cruz diaz, worked for set up a gofundme page to help his family. a young mother is dead and her twin boys in the hospital after what witnesses describe as an explosive crash. kron four's philippe djegal shows us what happened. >> tommy lewis is emotionally broken, visiting the corner

where he says his 31 year-old cousin lost her life. >> surveillance video shows as she was making a left-hand turn onto 4th street in rodeo thursday night with her 6 year-old twin boys in the 2017 nissan passenger. 2021. mazda suv slammed into them heading south on parker avenue. the driver behind the wheel of the mazda then ran off. it sounded like that. >> a bomb went off. i mean, was it was crazy. it was or just feet away and rushed to the motherland foods when he heard the collision. i went and i held the little boy and i just told him son, it's ok, it's all right. yeah, he was screaming. i got into quick ryan. he was bleeding out as years. now his nose the other boy and the on the driver side in his car seat. he was lifeless. we haven't received an update. we know that one of them. >> is in stable condition. it

was listed in critical condition. perky least police chief joseph vasquez says just before 7.30, thursday night, the contra costa county office of the sheriff notified his department. they were looking for the mazda. >> which was reported stolen and connected with recent crimes in the east bay. when the driver exited interstate 80 and entered hercules officers attempted a traffic stop or a portion of the pursuit. >> with pretty short, that's less than 30 seconds long. and it ultimately ended in a traffic which was fatal. the driver of the mazda has been identified as 20 year-old ralph white. the 3rd. he was found near a liquor store shortly after the crash and taken into custody. >> police also located a gun and tony dylan owns giant for years and saw the suspect running away and help direct police to his location, grandparents. every money there. i don't know what they're going through right now are, you know?

>> was it just says stuff? is tough to lose anybody, you know, in a in a community and we are very small community here. and, you know, everybody lord knows each other, you know, so it says the mother and her family were customers and the that his restaurant. >> in rodeo, philippe djegal all kron. 4 news. >> all right. take a look at this. more trouble involving a driverless cruise car in san francisco. this image shared with kron 4 shows the car that rear ended a muni bus on haight street. cruz says this crash happened thursday and no one was hurt. we don't know what caused the car to crash or how fast the car was going. but if you look closely, you can see the hood of the car is bent from impact. and there have been 2 other incidents with driverless cars operated by crews in san francisco this week. 2 cars appeared to not have detected road closure tape and drove through a closed street. no one was

injured cruise, a self-driving car company headquartered in san francisco and affiliated with gm and honda. in the north, a beer fans in sonoma county celebrated the release of a highly anticipated new beverage kron four's. charles clifford was there and brings us all the details. >> friday morning, the russian river brewing company through its doors open to celebrate the 19th annual release of its popular playing the younger hundreds of craft beer. fans started lining up around 06:00am here in downtown santa rosa. i love craft beer. reggio tar came all the way from vancouver, canada. he's never even had playing the younger before. no, never had >> i've heard great things about wanted to try it out and it's. on my checklist of craft things to do once inside all customers are allowed 3.10, ounce pours and then 2 bottles. >> to go natalie says she loves this time of year and hopes everyone has fun, food and beer and conversation and a chat with our staff. and i just kind of well rounded

>> in the south bay alum, rock park has been closed since january's winter storm and now it might take even longer to get back open. kron four's justin campbell has more on when that day could come. >> aiden signs that say danger alum rock park in san jose has been closed since january and there is still no timeline on when it could reopen. we're hoping to open the park soon. 2 hikers, walkers and bikers for the time being and we plan for the entry and exit the park to be likely one way in and out. daniel lazo is public information manager for the city of san jose. he says there is still road damage, landslides and mudslides happening inside the park from recent storms. we had gotten a tour of the park in january. there were mudslides down streets and boulders, the size of washing machines blocking the roads. and with another

tuesday, but the deluge exposed to chronic problem. the 9, one center in san francisco is having a very extreme staffing crisis. executive director mary ellen carroll says under staffing at the city's 9-1-1, center is a daily issue, carol believes despite the low staffing numbers, the 9-1-1 center has been fifty-fifty and it's over and underperformance. but with a 400% surge in calls tuesday, carol says no emergency department in the country could have handled the situation differently. she also says many of the calls should have gone to 3, 1, 1, instead of 9-1-1. >> 4 downs, for power outages. those 2 things which happened quite a bit. we really ask people to use 3, 1, 1, >> as for filling the open positions, it's been a tall order. carroll says the vacancies have come from a combination of the covid-19 pandemic, a hiring freeze and vaccine compliance qualified

applicants have also been hard to recruit. and state law requires extensive dispatch training the recruitment issues are a shared problem with other city departments such as sfpd and the sheriff's office, carol, says her department is working hard to fill the openings. well, finding ways to be more flexible with hiring. it's not something that will be solved overnight. you know, we're putting all the resources that we can bring to bear. >> to solve this issue, reporting in san francisco, dan thorn kron, 4 news. >> we're learning that a pregnant woman lost her unborn baby after a stabbing in antioch. it happened at an apartment complex on wilbur avenue last weekend. a 14 year-old boy and an 11 year-old girl were also stabbed. police arrested 37 year-old bartley hall after a chase that ended with a crash in solano county. the suspect is identified as the woman's partner and charged with murder in the death of the fetus. the victims are being treated now at the hospital. pittsburgh police are also looking for 2 suspects after a shooting that killed a convenience store clerk. it

60. now in a bit. we'll check the 4 zone forecast and also of those extended models for you as well. stephanie, they thank you so much for that. >> we'll take a look at this map right here many parts of the state are now out of the drought, which is some good news. as of this week, we're seeing varying degrees of improvement compared to september of last year. kron four's ella sogomonian has more. >> there have been a dozen downpours this year and january saw 3 weeks of record rainfall. that's caused some problems for california. but it's also filled up our water supply. the northern sierra snowpack, for example, is 182% of normal right now. well, governor gavin newsom didn't declare the drought is over for the entire state. he announced californians will no longer be asked to reduce water use by 15%. that's creating cautious optimism for the bay area. santa clara county is now looking at easing up on some restrictions as a result, too. but the water district urges customers to continue to embrace conservation as a way of life.

to monitor this if there are other traffic impacts to be aware of later this morning will be sure to let you know live here on kron. 4 morning news. and another big storm is expected next week. but san francisco's 9-1-1, center faces serious staffing problems, raising concerns about impacts to emergency response times. kron four's dan thorn has more on that. >> this week's wild weather sent people into a panic as san francisco's emergency phone lines. so a major surge in calls the head of the department of emergency management says their dispatch center was fully staffed on tuesday, but the deluge exposed to chronic problem. the 9, one center in san francisco is having a very extreme staffing crisis. executive director mary ellen carroll says under staffing at the city's 9-1-1, center is a daily issue, carol believes despite the low staffing numbers, the 9-1-1 center has been fifty-fifty and it's over and underperformance. but with a 400% surge in calls tuesday,

carol says no emergency department in the country could have handled the situation differently. she also says many of the calls should have gone to 3, 1, 1, instead of 9-1-1. >> 4 downs, for power outages. those 2 things which happened quite a bit. we really ask people to use 3, 1, 1, >> as for filling the open positions, it's been a tall order. carroll says the vacancies have come from a combination of the covid-19 pandemic, a hiring freeze and vaccine compliance qualified applicants have also been hard to recruit. and state law requires extensive dispatch training the recruitment issues are a shared problem with other city departments such as sfpd and the sheriff's office, carol, says her department is working hard to fill the openings. well, finding ways to be more flexible with hiring. it's not something that will be solved overnight. you know, we're putting all the resources that we can bring to bear. >> to solve this issue, reporting in san francisco,

dan thorn kron, 4 news. >> we are learning a pregnant woman lost her unborn baby after a stabbing in antioch. it happened at an apartment complex on wilbur avenue last weekend. a 14 year-old boy and an 11 year-old girl also stabbed. police arrested. 37 year-old bartley hall after a chase that ended with a crash in solano county. the suspect is identified as the woman's partner and charged with murder in the death of the fetus. the victims are being treated at the hospital. >> and pittsburgh police are also looking for 2 suspects after a shooting that killed a convenience store clerk. >> it happened wednesday night on power avenue. a few blocks away from parkside elementary school. police say the suspects gregory, rustic non and jessica russo, both of pittsburgh were involved in the shooting and fled the scene. officers arrested a 3rd suspect alan laura later that day at a home in pittsburgh. anyone with information is asked to please call pittsburgh police. and store owners in oakland's chinatown say they're fed up and

demanding help after repeated break-ins, 7 burglaries happened at various small businesses just this week. surveillance cameras at lounge chinatown shows someone breaking in to that business thursday morning using a wire cutter. police say store owners should not leave large amounts of cash in their businesses. they should install surveillance cameras and motion sensor alarms and also recommended hiring private security. but many owners say they're already doing many of those things and it's not helping. they're asking for mall. >> police president in chinatown, especially at night. >> the oakland police department says that they've started deploying additional officers to address this issue. >> and police in alameda say the past 30 days they've received reports. 65 reports of catalytic converter thefts. >> and 62 reports of vehicle thefts. they say toyota prius tundra and sequoia cars have been affected the most other vehicles being targeted across the country include hyundai a

>> welcome back to the kron. 4 morning news taking a live look now at clear skies in downtown san francisco. that's perspective of sales force tower right in the middle of the screen there. looking like a nice day to go out for a walk, maybe a road trip day. >> that's true. that's good for that to good morning, stephanie. good morning, everybody. and look at the golden gate bridge. how about that? no interference from fog. not much in the way of winds. we expected to get a little windy in spots to breezy this afternoon. temperature check for you. we graduated out of the 30's everywhere livermore's about 41 40's also covering much of the north bay to a 51 already for this hour in antioch. here's a quick comparison for you. you can see we're trailing by a couple degrees and a few spots are pretty close. so this weekend is relatively uneventful. the only thing popping here is a little bit in the mountains a little bit the way some scattered snow showers. very, very light, though. this is not the big deal we're talking about. that's going to be next week. but this is almost reminiscent we see in the summer months when it's just in the form of rain with

as you know, stephanie, there has been a national conversation going on since the very first time that congressman john >> conyers, that has languished, sadly on the floor of congress to create a federal, a commission to study the impacts of reparations. and so we see it as an opportunity here in san francisco to take up that same charge and cause. and so we're excited to be here it is there anything that happened historically in san francisco that got to this point? we're we're talking about reparations, i think is a couple of a combination of things. the board of supervisors took this matter up shortly after the murder of george floyd. as you recall, there was the national civic discourse and civic unrest, quite frankly, in san francisco, led by supervisor, then president's some on walton led the effort to create this charter and subsequently this ics and so obviously not an easy test to come up with solutions how exactly do put a price tag on what's being owed? >> really good question. so the charge for the committee was to, as you just

referenced. do the research to understand the harm since the beginning of san and then determine what that could and should be and to be clear, i would like and what we've done so far to be an appraisal that we believe the value is not what the ultimate the city will decide to do. that's fully in the hands of the board of supervisors and the mayor's office and the full leadership of the city. and we're hopeful as a committee that they will take up that charge and do what they believe. they both he's right to do and also have the capacity to i see. could you go over some of the highlights? i know so many just a recommendation. i think more than 100, right? yes, that there are 111 recommendations so far because we're still working this the and they're in for areas. they are in economic empowerment. >> and that's what we want to ensure that families black san franciscans get back on a path towards economic solvency and generational wealth there and as we know, african-americans

lead to many of the wrong indicators of health and well-being. they're education and again, leaders in all the wrong ways academic achievement and the republic policy because many of the ways in which lex harris is because have been harmed. it's 2 policy is then embed it into the practices of the city. what are the plans when it comes to financing some of these recommendations? really great question. so again, are kind of task was to do the and it's the city's test to determine how based upon which recommendations state decide to adopt, which is again, that conversation that is to come, then then they'll be will that the determination of how it will get financed made possible, ok, and who would qualify for reparations under the current proposal? sure. so in our report, a draft report and will remain tweak. you know, possibly a little bit. but there are 2 primary. one is that you have to be

according to public secondly, you have to have lived in the city for at least 13 years. and then there are another set of criteria and there's about 8 or 10 of them that can't recite right now. but they having experienced the out-migration pushed out by certification. they also the period when urban renewal was being implemented across the country. and what that meant here in san francisco. that's when what was then deemed the harlem of the west who was destroyed and decimated properties were taken by eminent domain, both family homes and businesses were taken away from and so what's next walk us through the timeline this is going to be discussed upon if you're going to do some other draft. sure. sure. thank you. >> so 18 months of research and build in development of this initial draft proposal which we submitted back in december, we had our first public hearing of it 2 weeks ago on march and now will

continue to do that work of are finding some of the criteria refining some of the recommendations, possibly adding a few more recommendations that will be submitted to the board by the end of june. but by june, 30th and then our next hearing with the board of supervisors will be september 19, ok? so september 19 is sort of the next big milestone for in just in the remaining time we have left here. >> obviously, systemic racism continues to be an issue in our modern day society, right? what sort of message would you lire to share with with terms of everyday small steps they can make sure sure, you know, one of the things that i would observe has been part of our times is we haven't learned given how to talk about this. all right. there's a certain discomfort and unease around talking about issues of race and discrimination. and i believe that our ability even begin to have the conversation. can we can be the path towards how do we reach better understanding appreciation in value of each other all that each of us

driverless car. this one, a cruise car in san francisco. this image shared with kron 4 shows that the car ended up rear ending a muni bus on haight street. cruz says the crash happened thursday and no one was hurt. we don't know what caused the car to crash or how fast it was going at the time of this collision. but if you do look closely, you can see the hood of the car is bent a little from impact. and there have been 2 other incidents with driverless cars operated by crews in san francisco this week. 2 cars appeared to not have detected road closure tape and drove through a closed street. no one was injured here. cruise a self-driving car company headquartered in san francisco and affiliated with gm and honda. in the north, a beer fans in sonoma county celebrated the release of a highly anticipated new beverage kron four's. charles clifford grabbed itself applied and has the details for us. >> friday morning, the russian river brewing company through its doors open to celebrate the 19th annual release of its popular playing the younger

this map. many parts of the state are now out of the drought. as of this week, we're seeing varying degrees of improvement compared to september of last year. kron four's ella sogomonian has more on that. >> there have been a dozen downpours this year and january saw 3 weeks of record rainfall. that's caused some problems for california. but it's also filled up our water supply. the northern sierra snowpack, for example, is 182% of normal right now. well, governor gavin newsom didn't declare the drought is over for the entire state. he announced californians will no longer be asked to reduce water use by 15%. that's creating cautious optimism for the bay area. santa clara county is now looking at easing up on some restrictions as a result, too. but the water district urges customers to continue to embrace conservation as a way of life. want everyone to keep up the good habits that they developed during the drought. >> we want everyone to keep up water conservation. we know that drought will continue to come. and with climate change,

droughts are going to become more severe and more frequent. it's much wetter than normal now. but parts of california still aren't out of the woods yet. and the national drought mitigation center says now is the time to plan for potential drought in the future. >> in most of the they're they're coming out of the drug. this is really the best time to think about what you will do the next time dry and crews which inevitably it will eventually occur again. >> that was kron four's ella sogomonian reporting for us this morning. at this time, the far northeast and southwest parts of the state are the only places still experiencing abnormally dry to severe drought. on the peninsula. caltrans crews continue cleanup efforts after last week's storm. they shut down el camino real in burlingame friday to remove hazardous trees and debris. caltrans says an arborist examined 200 trees along el camino, real damning, at leasa 3 of them unsafe. >> giant trees that would have been planted back in the 18.

>> a public works. crews yellow tagged the home highlighting the potential danger of falling debris if people enter the property. fallen trees were also behind thousands of power outages around the bay area earlier this week. and with more storms on the way you might consider. introducing a portable power generator to help keep the lights on. we spoke with an expert on things to consider before you purchase one. >> but you're choosing a generator. so what you want to see is that you want to have a little bit of a reference water. that's what it is that what size you might need to to get for your home. your plan should have a label on it that tell you what is the running wants on that particular item? if you having a blender, it typically is using about 300 running, wants. and if you have coffee maker is using the 1500 color walk. so you add up those running watts to determine what size of capacity of a generator you might need. >> experts say never use a gasoline or propane powered generator inside of your home. you want to eliminate the

is like nice little we're ad you got a little bit of and you know, how does it feel to win the crown? like walk us through that moment. i waiting for someone to like. >> walk in when someone says, oh, this is miss oakland a field. real that this is like a when i when i actually had my crowning look at the judge, as i said, oh, my gosh, there's something in my head. and it's yes, yes. thank you. you know, you're a graduate of sonoma state. you hear a lot with the county out how did you get involved with the miss oakland organization? so i actually because flight attendant in oakland the way the miss america organization works is that you have to work live or go to school in the area. so because i work in oakland actually live out in sacramento. but i love the community just so much. so when i heard that. but oakland was a competition is going to be happening. i just knew that, you know, getting to meet so many community members. i really want to represent and make a difference in the community. so it's a really fantastic

opportunity. and you already received some outreach from some nonprofits and you, hey, like come out and help us, right? exactly. so one of those is like the pit bull rescue in oakland. they're actually having their gala tonight. but since i'm i'm on call right after this so will be doing a photo shoot with them and getting to meet some adorable dogs. that's the money. i dogs. and i'm so excited for that. oh, that's lovely. and you know, you identify also i want to ask you about this to identify being a part of the lgbtq community. can you tell us a bit about how that shaped or pageant experience? it? actually one of the reasons that i'm open about being out as a woman, and that is because it's actually really scared to i've heard and felt like it would be hard to compete as a woman in there be a lot of judgment in that area. and honestly, there has been when i actually was miss know the county a couple years ago, i did get some backlash because i was out you know, people still have opinions about that. but for me, that's why it's so important to be out and to be supporting the

community and opening that door because if i can do it, that maybe someone else who's afraid to do it would step into its position. excuse me. give a message for other women who might be in similar shoes who are interested in maybe they want to speak up about, you know, their orientation and so forth. but they're a little bit apprehensive about that. i think that fear is something that really holds us back. and one of the things that like i'm afraid of heights, but i'm a flight attendant, which is a really weird career choice. but fear not as big as the things that i'm going to accomplish in my life. so when you think about your life is being, doesn't have to be like all of who you are. can just be a part of who you are. everyone has so much to offer and their orientation is so little of that's a beautiful message. bill, i want to speak about what's next for you as well. you are going on to compete in the miss california competition. that's happening in june. so tell us a bit about how you're feeling about that. how you're

getting ready. i'm a little nervous. so they're bringing back fitness in the bus or going to miss america organization's. that was a big thing a few years ago that they had eliminated the swimsuit competition. so i definitely working out ok a little bit more than i normally do and eating healthy and just making sure to prepare with some of my my talent is sculpture. so i've just been trying to hone that down. make sure i really have that and feel comfortable with it. so that spent the main part of my preparation process tell us a bit about the sculpture talent as well. so how did you get into that? like was it something that you do a lot growing up? well, that's actually what my so i have a bfa with an emphasis in sculpture. and so i used to do a bunch of metal work and that sort of thing. and so unfortunately, i can't bring a big boulder onto stage, which i tried industrial plug. it's a whole so i looked into clay. that was something i really got into during the pandemic, finishing my degree. and so i actually sculpt. it's called the bomb relief sculpture. see

take a 2 dimensional surface to build off of and i do that in about 90 seconds, which is kind of second. the entire sculpture, right? so that's really stressful. but it is really fun. and that's i feel like i'm leaving so much of my passion in my heart and stage, which is crazy to think about that. that's something i care so deeply about. get to show with that's a lovely message as well. and in our last minute here, you know, it is women's history threat. this time where women have gained so many privileges. but it also feels like we're almost losing some of those privileges as air, what is your hope for the future? and are there any changes that you'd like to see? i mean, i definitely. >> speaking of women's history month, i mean, getting the right to vote was such a big difference, but we're still arguing for equal y. that seems like a really basic thing to me. that is a very solvable thing. >> so that would be i think the biggest step to overcome. but i also really love to see a law that would reinstate roe v wade. that would be really cool to see like no matter what your platform is. i think
