lot of news for you this morning. let's start by getting a look at the weather with dave sphar. good morning, david. good morning, stephanie. good morning, everybody. a sweet sunday going on here for you there's a live shot of the east bay shoreline. not much the way of fog at all does get the sun some time to do its magic in what magic it will do. >> with essentially mostly sunny skies. we're talking about high temperatures pushing through the 70's for this afternoon there again, as the east bay shoreline shot there. the little bit of the shadow being cast there from the hills off to background there. there's a storm tracker. 4 just want to point out real quickly or maybe a few little scattered clouds working in here because of traffic that's towards our north. this is something you will see repeat itself again monday night into tuesday with again, some scattered clouds, although that's going to happen actually overnight to get the sunshine the monday and then returning by tuesday. here's the 40's for you for right now. that's where we stand at. 45 for relay 54 san francisco. 47 for antioch. 48 meanwhile for san jose trailing a few degrees. but that's clear. skies, calm. winds allow some cooling to

happen overnight. we will make up for that and beyond for high temperatures to 2 o'clock, we're even looking at 71 again, some high thin clouds to toss about a bit, but expect some high temperatures in some of those valleys in the mid 70's. we have a little cool down into next week, but it should be a dry week. coming up, i'll have that forecast in a bit, stephanie. all right, dave, thank you. breaking news from after being hit by a car on d highway 3.80. in san bruno. >> it happened around3.15 this morning near the el camino real off-ramp. the collision forced all lanes of eastbound 3.80, to temporarily close. the roadway is now back open. we reached out to chp for more information and we'll keep you updated as we learn more. and now to a major blow on reproductive rights. after 2 federal judges issued contradictory rulings about the abortion pill. mifepristone a crop was. amanda hari has reaction from local leaders about these rulings and the potential impacts on abortion care right here in california. as of

right now, nothing has changed in terms of abortion care in california and the drug >> is still available with a prescription. but organizations like planned parenthood say they're preparing for whatever may happen next. the extraordinary timing of 2 rulings has left uncertainty when it comes to abortion care. on friday, a federal judge in texas suspended the fda's approval then moments later, a federal judge in washington state ruled in a separate case that the drug is safe. state senator scott wiener says judges shouldn't be making. these calls. summer happened before. judges are not in that position. >> 2 mission is decisions that fda. >> decision made that in you have politicians deciding what you need to do to get best possible medical care. vice president of public affairs for planned parenthood. lauren babb says she's disappointed by the ruling but planned parenthood is ready. but fortunately, we've been preparing for moment. and so

>> should consider just ignoring this ruling. it was so and this is a matter of life and but many democratic lawmakers in washington are not ignoring the ruling. >> with senate majority leader chuck schumer calling it a dangerous new precedent that could have far-reaching ramifications impacting people's ability to get other medications they might need. more than half of us abortions are medicaid abortions. the fda has not commented on the lawsuit. >> however, physicians groups say the drug is safe and effective in the newsroom. amanda hari kron, 4 news. >> we're following developing news out of the east bay. a freeway shooting unfolded on 8.80, near fremont leaving at least one person injured. this happened in the southbound lanes just south of the mission boulevard. exit. the incident forced all lanes of southbound. i-80 to close for an hour and a half all lanes have since reopened. the victim was taken to a nearby hospital for treatment. their condition is not known at this time.

>> and that huge sideshow unfolded on open streets early saturday morning. this is on addilyn street just after 3 in the morning. one point police say about 200 vehicles were involved in this. the sideshow then moved to several areas of the city before dispersing. >> any off, mayor lamar thorpe is calling for an independent audit of the city police department's hiring practices. this comes after more than a dozen officers were accused of racism. a judge on friday released the said the names of 17 officers who allegedly sent racist text messages over 2 years. thorpe says that list includes the name of the antioch police union. president. the fbi is investigating the union for possible civil rights violations. this is not the only scandal police face just last month were, but now several officers were placed on leave for possibly violating city policy. the

mayor did not say how many officers were suspended at the time, only indicating that the investigation was internal. and learning more about the person shot on saturday afternoon in san jose. we've learned that they've died from their injuries. the shooting happened in the area of key street and south 3rd street. the victim was taken to the hospital where he died. police say they're still working to find the shooter and a motive. this is san jose's 8th homicide of the year. in the peninsula on the peninsula, rather palo alto. police are investigating a hate crime. they are looking for the person responsible for riting offensive remarks in a public restroom at a parking garage next to form fitness on bryant street, the written comments were direcd against people from india. public works has removed the graffiti. officers believe the crime happened on wednesday. but last time the restroom was checked by city staff. and police arrested a woman accused of assaulting a restaurant worker. it happened at a subway in petaluma on lakeville highway friday

>> a school in san jose is inspiring kids to be entrepreneurs, page, acton, community or other academy hosted their 3rd annual children's business. fair at evergreen village saturday, organizers said of 50 tables for kids ages 6 to 16 and participants learn to develop a brand, create a product or service, build a marketing strategy and then open for business for customers. well, different product ideas ranged from arts and crafts projects and said some people even so plants. we spoke with one of the organizers have been. >> this is an opportunity for them to get out and actually tell us what they've learned and show their knowledge, entrepreneurship in all of the different ways they learned

san francisco in the east bay, the local restaurant change how had to close down. but on today's dine and dish vicki liviakis brings us some good news. she takes us inside a brand new open now in san ramon. >> after some 3 years of being on the back burner chow is back and serving up american cookery. same delicious comfort food. the beloved chow is back. but in a new location, this is the new chapel in san ramon open inside the city center at bishop and longtime fans of the old couldn't be i have to talk us today and i feel changed a lot to it's really good. child closed down in 2019 after 2 decades of serving bay area diner, we like this location. better for real. yeah. okay. how about the really good with something to appeal to every age you can chow down on everything from tacos to fresh tuna poke to

unsettled sunday going into a quiet monday. we've got nice sunday going into a nice monday, too. >> here's the east bay shoreline. all kind of getting lit up now as we see the sun rise a little bit higher, might have some stray clouds for today, but on balance, we'll call it kind of mostly sunny for most your activities. there is a passing system up towards our north and again might be sprayed with some afternoon clouds potentially with all of that temperature check for you. we have the 40's on the board for the most part, but cooled off quite a bit overnight. you know, have the calm winds, lots of clear skies and all of that, all the things we need the recipe to drop now going forward a little bit today, as i mentioned earlier, basically mostly sunny really doesn't show up here on future cast for in terms of some of those high clouds, though, tomorrow, it looks like this marine layer is trying to nudge it a little bit. it will be kind of held at bay for most of the day. so keep it pretty much mostly sunny for monday, on balance for the day. but then overnight, perfect timing. here comes the cloud cover. sorry, stargazers. but will be cloud covered up a little bit. but by tomorrow morning, it should clear out rather tuesday morning we'll clear out so tuesday should fare out

to be a kind of mostly sunny day as well. so it's kind of timed out to be a nocturnal event today, mostly sunny and nice. we got 70 ish for the bay mid 70's going on inland early in the week. we just talked about it. a nice start on monday. then monday night that system passes with cloud cover, clearing up again for tuesday, but will be a drop in temperatures. middle 60's. it looks like by the middle of the week here. bit of shock to the system. maybe then late in the week we warm back up again into next weekend. now with the passing of the system's, it looks like we will stay dry. can't rule out. maybe a soul stray sprinkle along the coast, particularly up north. but we're pretty far south for most of the action that's going on. 65 san francisco. 69 oakland, 74 going on san jose. we're seeing the same deal in the east bay up to the north bay with santa rose about 70 for 72 for napa. little bit more in your 4 zone forecast. a look at that extended as well. stephanie, thank you. >> well, the private information of several police officers in los angeles was released online last month. and now the police officers union is suing the city and

the city is suing the man who requested the information in the first place. our nancy loo has more. >> the new lawsuits linked to the la pd record scandal. >> include a case filed against the city as well as another case filed by the city against a local reporter. in an exclusive interview with news nation, the man who triggered the information released insists he has done nothing wrong. >> all they do is make california public records act request for some photos. i got some photos and then they made a mistake. apparently the 2 men >> none of that is on the it's been 7 months since. 28 year-old ben camacho got the manila envelope from the city of los angeles that sparked the ongoing mess in an exclusive news nation interview, camacho says he was stunned to get way more than what he requested from l a p d. i got the letter from the city attorney. >> and a flash room full of photos.

>> you shared that information? >> yeah. did i posted on a one directly? >> camacho says he did that since the city made the information public. among those who have used the data, a group which launched watch the watchers, a searchable website with photos and the personal information of over 9,000 officers including hundreds who work undercover their officers to know who are fearing for their safety. what do you have to say to officers take it up with the city? the police union has already filed suit against the city and l a p d in addition a separate lawsuit on behalf of over 300 undercover officers. this presents a significant threat to the safety of the citizens of los angeles. several under covers have been threatened with direct threats based on this release in response to action against camacho and others. the city said in part while there is strong public interest in governmental transparency, there is equally strong interest in the safety of lapd officers. that is why we brought this suit to have

>> good morning. welcome back to the kron. 4 morning news. i'm stephanie lin. thank you so much for joining us. let's start off this half hour with a look at our forecast. dave spahr in the weather center with the dave, we're hearing i might there might be a some nice sunshine yes, plenty no pushing, no shoving. good morning, stephanie. good morning, everybody. it's a pretty sweet sunday going on here for you today. are lots of that going on, wolf. see, maybe some high cloudiness to be had. >> and monday looks like a nice day to just the case, have that they off as well. then we cool off for midweek here, but that should remain dry as the systems go toward north. you see the shadows continue to retreat back to the hillside as you'll notice as the sun gets a little higher in the sky. so today. >> again, some of the way, some high cloudiness and to show you some of this traffic from a larger perspective there it is. and that line will probably drop across the region monday night. the thinking is and that will be just time with cloud cover overnight. and we should clear back up tuesday. but on the backside of it, things will be a bit cooler. now. our winds currently pretty much single-digit. you can see on

we have dave spahr know the weather center with more and just looking like a gorgeous start to the day today. it is that good morning, stephanie. good morning, everybody. when you get real flavor of spring going on here, 43 been waiting all this long. we have 70's across much of the bay. >> this little shot up daughter summit. yeah, look at this. this snow packs are so picky. look like little bunkers calling on here. as you can see. next thing to watch out for is the wet roads a bit because we're going get some melting today. tomorrow as temperatures there visit 16, it looks like both today tomorrow. then a little bit of a cool down by midweek. we're going to get that here in the bay as well. but still, it's a bit above freezing. so we're going to continue ation of melting, but it could be a bit more aggressive today and tomorrow, but certainly plenty of sunshine upstream for us to look out for some scattered clouds, try to work in here. some high clouds today. but tomorrow we're going to get more of the brunt of it probably by tomorrow night through the overnight, clearing back up by tuesday thing is that this is going to be a temperature, correct? or so. this is temporary temporary 2 days or so of 70 something. and then we drop

back to the 60's will get a return, though, by the end of the week. and next weekend looks pretty good as well. 52 antioch, we've got mid 40's right now for much of the east bay east bay. shoreline is actually leading the pack in terms of the numbers. 51. meanwhile, for san francisco in a chilly 42 up to santa rosa. so longer-range, what does it look like? here we go in and stop it at that. very concerning to see the rain is up towards the north. can't rule out a little sprinkle along the coast to that's going to be very, very isolated to get anything. it's going 30 up your car basically is all going to do. but the cloud cover is what i want to point out. this is a 02:00am or so. and then that starts to clear out for good tuesday. a few little scattered clouds here by wednesday. looks good as we finish off. and by this point, we're warming up. temperatures start to climb back to the 70's even as early as friday. and that will take us into next weekend. so we're starting to do nice springtime pattern, but because it's so early, some numbers, all stubborn here, 65 san francisco. but along the coast, got some 50's here and there 60 ish will do for highs. this is also true up in the north bay and marine. so

capitol correspondent eytan wallace takes a look at that. >> debris. most importantly, human beings. this look at a portion of downtown sacramento office. just a snapshot of the homelessness crisis across california where an estimated 115,000 people go without shelter every night. there is no question that homelessness is crisis in every community in california. graham canales is the executive director of the california state association of counties also known as c sec, the primary advocacy organization lobbying on behalf of all 58 county governments across california. >> creason lee released its own homelessness plan known as at home an acronym for accountability. transparency, housing, outreach, mitigation and economic opportunity. in short as canals describes it, the real system. >> with the real

accountability and that's what we've done with at home. the wide ranging proposal includes a call for state government to provide more ongoing. local homelessness funding as opposed to one time spending for investments into things like housing, homeless emergency response resources and a committed workforce for wraparound services. but in addition of that, now stress is a major part of the proposals all about calling for more clarity over the role of the state. >> first is the role of local governments in the response to homelessness. we will not successfully address homelessness and less. there are very clear roles and responsibilities for the state. >> for counties and for cities and that is not in place today. no official word from the governor on the at-home plan. and while newsom has long maintained the state plays an important role on homelessness, he says california can only do so much without help. >> from local last month after he announced a combined 1200 new tiny homes will go up across san diego, los angeles, san jose and sacramento. so too, did the governor released

1 billion dollars in homelessness funds for local governments? he spoke with us about it during a one-on-one interview in march, giving the cities and counties money for encampments. we're giving them unprecedented out of money on an annual basis for flexible funding. but we're acquiring something for the first time in return. and that's a plan and accountability. no plan, no money, but moving forward, canals hopes the novernor will take into account. the at-home plan now is the time to make big progress on homelessness. we've all waited long enough wait. he hopes will soon turn into more action and results in sacramento. wallace crop. >> and changes could be coming to your favorite easter candy. marshmallow peeps, along with several other candies, contain chemical additives. the california lawmakers are working to ban 5 chemicals on the list are used to add color and texture to candy studies have shown the chemicals can increase the risk of cancer and cause other health problems. the ingredients are already banned in europe. >> what we really want as for

camino real off-ramp. the collision forced all lanes of eastbound 3.80, to temporarily close. the roadway is now back open. we've reached out to chp for more information and we'll keep you updated as we learn more. and happening right now, berkeley police are looking for a man who punched and robbed a woman and stole her purse early this morning. this happened around 01:00am on uc berkeley campus on hearst avenue near the intersection with oxford street. the woman was walking down the street when she was punched in the head by the man who then ran away with her purse. officers say a berkeley police are asking anyone with information to please get in touch. and now to a major blow on reproductive rights. after 2 federal judges issued contradictory rulings about the abortion pill. mifepristone kron four's amanda hari brings us reaction from local leaders about these rulings and the potential impacts on abortion care right here in california. >> as of right now, nothing

has changed in terms of abortion care in california and the drug is still available with a prescription. but organizations like planned parenthood say they're preparing for whatever may happen next. the extraordinary timing of 2 rulings has left uncertainty when it comes to abortion care. on friday, a federal judge in texas suspended the fda's approval then moments later, a federal judge in washington state ruled in a separate case that the drug is safe. state senator scott wiener says judges shouldn't be making. these calls. summer happened before. judges are not in that position. >> 2 mission is scientific decisions that fda. >> decision made that in you have politicians deciding what you need to do to get best possible medical care. vice president of public affairs for planned parenthood. lauren babb says she's disappointed by the ruling but planned parenthood is ready. but fortunately, we've been preparing for this moment. and so >> still be able to in the

>> and a huge sideshow unfold on oakland street early saturday morning. this is on street just after 3.30. now, one point police say about 200 cars were involved. the sideshow then moved to several areas in the city before dispersing. >> well, this morning, oakland police are investigating the death of a child that child was found unresponsive on market street around one friday morning. they were rushed to the hospital where they were pronounced dead. no word on how the child passed at this time. anyone with information is asked to please call oakland police. any up. mayor lamar thorpe is calling for an independent audit of the city's police department's hiring practices. and this comes after more than a dozen officers were accused of racism. a judge on friday released the names of 17 officers who allegedly sent racist text messages over 2 years. thorpe says that list includes the name of the

antioch police union. president. the fbi is investigating the union for possible civil rights violations. this is not the only scandal antioch police faces just last month. 4 pronounced several officers were placed on leave for possibly violating city policy. the mayor did not say how many officers were suspended at the time only indicating the investigation was internal. and we're learning the person shot saturday afternoon in san jose has died from their injuries. the shooting happened in the area of key street and south 3rd street. the victim was rushed to the hospital where he passed. police say they are still working to find the shooter and a motive. this is san jose's 8th homicide of the year. on the peninsula. palo alto police are investigating a hate crime. they're looking for the person responsible for writing offensive remarks in a public restroom at a parking garage next to for fitness on bryant street, the written comments were directed against people from india. public works has removed the graffiti. excuse me. officers

jose, let's walk through it, though, for the entire week ahead. here comes that cloud cover. i mentioned might get a spray to a stray sprinkle along the coast enough to dirty up the car, clearing back up again in time for tuesday. but cooler and a little breezy at that, like it's more scattered clouds by midweek. and then for the rest of the week, high pressure rebuilds and we go back to the warming phase will return to numbers that we're experiencing like today. so they'll be in more spring coming our way and relatively short order. take a look at the 4 zone forecast now some of the different climates checking in a bit. we got 65 san francisco. the coast is really recalcitrant in terms of moving because it's so cold still off towards the coast. even you see some upper 50's at work. the civic up, for example, 61, they saw little bit more generous mid 60's that that heading south warming up to some lower 70's palo alto and mountain dew. meanwhile, in the south bay popping in the middle 70's, we'll see the same kind of thing tomorrow to santa clara. at 75 cupertino. 74 east bay shoreline, lower 70's but tri

boulevard. exit the incident forcing all lanes of southbound. i-80 to close for an hour and a half all lanes have since reopened. the victim was rushed to a nearby hospital for treatment. their condition is not known at this time. >> sideshow unfolded on oakland city streets early saturday morning. this is on addilyn street just after 3.30. at one point. police say about 200 cars were involved. the sideshow then moved to several areas in the city before dispersing. and this morning, oakland police are investigating the death of a child. that child was found unresponsive on market street around 1 o'clock friday morning. >> and the child was rushed to the hospital where they were pronounced dead. no word on how the child passed at this time. anyone with information is asked to please call oakland police. and mayor lamar thorpe is calling for an independent audit of the city's police department and they're hiring practices. and

this comes after more than a dozen officers were accused of racism. a judge on friday released the names of 17 officers who allegedly sent race. it's racist. text messages over 2 years. forbes says that list includes the name of the antioch police union. president. the fbi is investigating the union for possible civil rights violations. this is not the only scandal antioch police face just last month, 4 pronounced several officers were placed on leave for possibly violating city policy. the mayor did not say how many officers were suspended at the time only indicating the investigation was internal. we're learning the person shot saturday afternoon in san jose has died from their injuries. the shooting happened in the area of key street and south 3rd street. the victim was taken to the hospital where he died. police say they're still working to find the shooter and a motive. this is san jose's 8th homicide of the year. on the peninsula. palo alto police are investigating

>> in san francisco, legion run >> and the san jose police chief is responding to the investigation that led to the federal drug charges against a former head of the city's police officers association julius ago. has been charged with attempting to illegally import fentanyl. she was fired on friday. the police chief went to twitter to try a rather they wet and tweeted on saturday to try and reassure the public and he repeated an earlier pledge to cooperate with the investigation. he also added that so far there's no indication that any officers are suspected of any wrongdoing and they are. matt mahan is also says to go via was not a police officer or a city employee. and in our state's capital, there's a new proposal on the table that supporters say will help address the homelessness crisis in california. our capitol correspondent eytan wallace takes a look at that. tense. debris. most

importantly. >> human beings. this look at a portion of downtown sacramento office. just a snapshot of the homelessness crisis across california were an estimated 115,000 people go without shelter every night. there is no question that homelessness is a crisis in every community in california. graham canales is the executive director of the california state association of counties also known as c sec, the primary advocacy organization lobbying on behalf of all 58 county governments across california. creason lee released its own homelessness plan known as at home an acronym for accountability. transparency, housing, outreach, mitigation and economic opportunity. in short as canals describes it, the real system. >> with the real accountability and that's what we've done without home. the wide ranging proposal includes

a call for state government to provide more ongoing. local homelessness funding as opposed to one time spending for investments into things like housing, homeless emergency response resources and a committed workforce for wraparound services. but in addition of that, now stress is a major part of the proposals all about calling for more clarity over the role of the state for says the role of local governments in the response to homelessness. we will not successfully address homelessness and less. there are very clear roles and responsibilities for the state. >> for counties and for cities and that is not in place today. no official word from the governor on the at-home plan. and while newsom has long maintained the state plays an important role on homelessness, he says california can only do so much without help. >> from local last month after he announced a combined 1200 new tiny homes will go up across san diego, los angeles, san jose and sacramento. so too, did the governor released 1 billion dollars in homelessness funds for local governments? he spoke with us

about it during a one-on-one interview in march, giving the iities and counties money for encampments. we're giving them an precedent out of money on an annual basis for flexible funding. but we're acquiring something for the first time in return. and that's a plan and accountability. no plan, no money, but moving forward, canals hopes the governor will take into account. the at-home plan now is the time to make big progress on homelessness. we've all waited long enough wait. he hopes will soon turn into more action and results in sacramento. wallace kron. 4 news. >> the private information of several police officers in los angeles was released online last month. well, now the police officers union is suing the city and the city is suing the man who requested the information in the first place. nancy loo has more. >> the new lawsuits linked to the la pd record scandal include a case filed against the city as well as another case filed by the city against a local reporter. in an

their officers to know who are fearing for their safety. what do you have to say? officers take it up with city. the police union has already filed suit against the city and l a p d in addition a separate lawsuit on behalf of over 300 undercover officers. this presents a significant threat to the safety of the citizens of los angeles. several under covers have been threatened with direct threats based on this release in response to action against camacho and others. the city said in part while there is strong public interest in governmental transparency, there is equally strong interest in the safety of lapd officers. that is why we brought this suit to have the photos of officers immediately removed from the website and have the flash drive containing them returned into trying to scapegoat me and intimidated into giting something that. >> even if i gave you whatever copies i happened, the flash drive. that's not going to do anything like to to remedy end. >> la mayor karen bass has refused to comment on the

>> welcome back to the kron. 4 morning news 9.44. this gorgeous sunday morning. we're seeing the sun just rise over and is beamed down on the city of san francisco. what beautiful day. really. let's check in now with day for more on that. good morning day. hey, good morning, stephanie. good morning, everybody. at the sweet sunday going on here for today. not a lot of sunshine will get some nice temperatures in here. >> meanwhile, tahoe little bit of melting process, the natural order of things and will it probably somewhat roads a little bit with some of that melting today. tomorrow we'll be a little bit more muted as we get to the middle of the week as everybody starts to cool down. but daughter summit, as you can see, the snow banks fully fully stocked up here from a nice juicy winter that we've had a look at your temperatures in the next few days. if you're headed up there, buddy, chance tomorrow. also warm at 60, dropping down to 50. it looks like by the middle of the week just a little intrusion of some passing clouds early in the week as well. storm tracker 4. that's what i'm talking about. that educator there. by the time we get to tomorrow night, we'll get some of that cloud cover. just nicely timed

overnight. perfectly so we can get a lot of sunshine monday. lot of sunshine tuesday, but expect some cooler temperatures will bit of a breeze to. that's what you get with a passing front. 62 antioch, most readings are in the 50's for now. we don't have the decoupling from inland contrast with along the east bay shoreline. yet a little bit of one will develop later today. 51 santa rosa. 55. meanwhile, 4 san jose. so on the big map, we watch the progression of the system gradually get here. here it is overnight monday night through tuesday. then it clears up its act pretty quickly. on tuesday afternoon, a little breezy passing clouds a little bit in the early part of the middle portion of the week. this is where the coldest temperature will be. then a recovery high pressure rebuilds. and you know the rest of it, we're back to numbers like today as we get into saturday, particularly so we'll get those 70's back again. 4 zone forecast. now. some places are a little stubborn to move here because it's early in the season. still 65 san francisco. but at the coast, we're seeing 60 issues. you see it's a struggle to get up to about 60 in. those are highs at a little breeze on.
