sunday may 14th and we have a lot in store for you all. but first, let's get a check of the weather forecast with dave spahr. david's. >> quite the coal down since yesterday. yeah, we're going a little flavor of that. good morning. l a good morning, everybody. and to greet us again. got that fog covered the golden gate as you'll notice. it's also on the east bay shoreline a little bit as well. and that will mix out will go back to mostly sunny for mom today. >> however, the good news is a little bit cooler for you, folks pretty inland. we'll see a good shading here of a half, a dozen or better degrees. here's what's going on a golden gate bridge kind of covered up for right now. there is a for fog advisory going hunt for the coastal areas and a little bit san francisco included in this, too. so how does this clear out as we approach the noon hour, you can see early afternoon. everybody is 2, 1, to doing well, however, we do see a nice, strong onshore wind working here at least long, selective portions of the bay. this is tomorrow morning. boy, look at that. fog make its way well inland to the sacramento valley to greet us and then mixing out again as we get to around

noon. so this is all cooling mechanism. we don't see much in the way of the winds yet. but the looks like it will get a little stiff wind through the park in a straight expected this afternoon. temperature check for you. most readings in the lower to middle 50's. 63 for antioch at this hour. 53 san francisco in 54 half moon bay that comes out a couple degrees ahead of where we were this time from yesterday. but we will trail this afternoon, 83 at 2 o'clock. it looks like for those inland spots and around the bay, you'll see some cooling as well. we'll give you an idea what to expect as we get into next week as well. coming up little bit later on l a we'll see you >> breaking news overnight, the california highway patrol is investigating 2 fatal crashes. the first one happened last night on the 101 on ramp in tully road in san jose. preliminary reports from chp indicate a big rig hit a pedestrian at around 11. 45 the on ramp and multiple lanes were shut down just after midnight and all lanes are now open this morning. the second one happened at around 02:30am, on 8.80, in fremont

near the mission boulevard. off-ramp. and according to chp logs, a person got out of their car on the right hand shoulder to exchange information with the driver from a previous crash. then a truck hit the person before running off from the scene. a coroner was called out. sobering new data regarding san francisco's drug epidemic. we now know that the city has recorded nearly 270 accidental overdose deaths from just this year alone. kron four's amanda hari has our top story this morning. >> based on the first 4 months of the year, the city is on pace to set a new record for annual overdose deaths. but some health experts say there are ways to prevent that from happening. so bring preliminary data out of the san francisco medical examiner's office. >> in the first 4 months of 2023, 268 people died in the city as a result of accidental overdoses. that's 72 more deaths in the same time period in 2022. what we know

>> is when there is heavy policing of people use drugs when there isn't a safe place for them to go tends to drive the overdose rates higher. gary mccoy with health, right? 3.60, a nonprofit that offers substance abuse treatment. >> says some factors have changed. that may be driving up overdose rates and deaths, increased rates of of charging for people who use drugs and increased rates of citations and arrests for people who use drugs in july of 2022. san francisco police chief bill scott said officers were cracking down on drug use in the tenderloin to combat open air drug use and dealing also the tenderloin center closed in december. it served to temporary safe consumption site as well as an opportunity to link people to treatment. >> you're using a doorway or a public place to park in front of a business in front of a school, you tend to rush your use. you tend to use more so that you're not using more

frequently at for fear of being caught. the majority of people who overdosed had fentanyl in their system. >> mccoy says there's ways to prevent the deadly drug from getting into people's hands. a lot of folks have been pushing for safer supply. >> which would be getting a pharmaceutical grade equivalent under supervision with the provider and then you know that it doesn't have that fentanyl the city currently publishes the number of accidental overdose deaths every month since the beginning of 2020, the year with the most deaths was 2020 with 700. and 25. >> but again, this year is on pace, have more accidental overdoses in the newsroom. amanda hari kron, 4 news. >> we have some developing news out of oakland where the teachers union there has finally reached an agreement on common good items with the oakland unified school district. these include reparations for black students, resources for on how students, as well as some closures. this comes after a week of negotiations and the teachers union has said that

they're still on strike, but they say momentum is on their side. the union has also added that they will continue to bargain with the school district to reach a full tentative agreement. oakland teachers and school staff have now been on strike for the past weekend. we will bring you any updates on air and online as we get more information. the city of san francisco is working to make some plans to bring back some more summer concerts to golden gate park events would be held following the annual outside lands festival. it's quite popular. kron four's gayle ong has more reaction from neighbors. >> outside lands. always a busy time for golden gate park. and with the thought of more concerts, people who live nearby have mixed views. >> neighbors of golden gate park have complained over the years about the noise traffic in trash from the annual outside lands music festival. it's pretty bad. i sometimes leave town. i leave town. the >> loud and throbbing. and

it's it's yeah, i find it very on friday, the city of san francisco announced their plan to bring more summer concerts to golden gate park. >> the 2 to 3 day event would be held on the weekend following the outside lands festival which usually takes place in august. neighbors share their thoughts. ideas. tell know. >> off the top of a summonses called a jam. i think if that were acoustic, i would be all for it to stick with the picnic by the proposed event would feature a single headliner instead of multiple headliners and it would be limited to the polo field with a capacity of 65,000 people. >> rather than 75,000 mayor london breed says more concerts would help the local economy. i know see light money, but not for the people live around him. not that i'm not against music. obviously, i'm a musician, i would i think is it's a great thing. i think getting people together is a great thing. starting. >> at noon and at 5, you know,

bay for right now, 50% or rosa. 59. meanwhile, 4 san jose for futurecast for we talked about this before a little bit with some drizzle along the coast. gradual clearing by noon. it's working on it, but it still can return a little bit to the afternoon. she going to be fighting some afternoon clouds a little bit. everybody's going to see a reduction in temperatures today. so with that to keep in mind, even those inland spots, we seen numbers fall. so that's at least nice treatment. then up there to tahoe, maybe a sprinkle or 2, perhaps today and that system there is helping actually cool us off inviting in this marine layer. look coming in force overnight for monday morning spilling right in the sacramento valley. monterrey as well. again, this does make south for the afternoon, but it kind of shows you the marine layer still in play here and it acts as a nice climate control little for us. i mentioned those winds right across the golden gate. tucker keenest rated go. those winds being drawn in by that low off towards our east a little bit in some inland heating,

helping out to these winds go into the 20's or not advisory, strengthen going to be more localized in these spots that you can see. but it will help encourage that marine layer coming in at night. you'll see the fog rolling on in half moon bay. in our background here. we've got the morning fog clearing out. warm for the bay, though, still 80's and 90's happening in spots here today. 90's that is inland, then for early in the week, mostly sunny with 70's and 80's. actually a little bit of a bump on to about tuesday before we gradually start to drop off inland. sunny with mid to upper 80's at work. but then they take that turn. and then late in the week got some scattered bay cloud, 70 ish. and then near 80, it looks like as we finish off next week, it will be a shot to the system that we had like. 90's yesterday. so next weekend going into near 80 or upper 70's. 68 san francisco today, 70 for oakland, 81. meanwhile for san jose on the big board, the 90's were gone. we have the middle 80's being replaced. a tie-up there to to a santa rosa. 68. meanwhile,

crackdown on coal and natural gas plants. new epa rule orders power plants to cut emissions by 90% by the year 2040, or shut down. the rule is now undergoing public comment and would take that take effect in about one year. the future of electnic vehicles could change. now we have electric vehicles and how they are being operated on at repair shops. triple a reports ev maintenance costs about $949 per year. and that's roughly $330 less than gas powered cars. evs also have -% fewer mechanical parts and do not require air filters antifreeze. spark plugs or oil changes and evs are complex and local repair shops may not be keeping up in training and equipment. so they're shifting repairs to auto dealers closer to manufacturers and technology. >> happening now, bara will be replacing trains service with free buses between rockridge and stations as crews continue

>> after shopping in san francisco saturday, alex car passed through the soma second saturday's event on 12th street unaware that the san francisco public health department was offering free m-pox vaccinations between fulsome and harrison streets. no, but i love that are just walked up and they ask me for my information. health insurance on on a and. done in less than 10 minutes, he received his first dose months ago. the public health department says people should waio at least 28 days to get their second shot to be fully vaccinated. but health officials say you do not need to restart the series if more than 28 days have passed so hard, jumped at the chance to maximize protection against the disease. it's not just about like preventing me from getting it's about like if i it's about preventing me from getting it and spreading it to other people unknowingly. this is the first of 2 pop-up clinic schedule that a second saturdays. the next will be held june 10th. a chance for those who received their first dose to get a second ahead of

news. >> and they spray the oakland police department is continuing a search for a woman who went missing nearly one year ago. take a look. this is chanel copeland. she was last seen on may 27th 2022. standing at 5 foot. 3 inches tall with black hair and brown eyes at this time. copeland's disappearance. she was 190 pounds. and if you have information about her location, call opd these missing persons unit. yesterday morning. we told you about a 16 year-old boy who was shot and killed in vacaville on friday. we now know 17 year-old boy has been arrested in connection with that shooting. police say the 2 teens have been in some sort of altercation before the shooting at about 06:30pm, en meadows drive and while officers were responding to the scene, a 17 year-old took el to the hospital with a gunshot wound and was treated there. his injuries were non-life-threatening. the 17 year-old will be taken to solano county juvenile hall after he is released from

hospital. governor gavin newsom released his updated budget on friday, outlining priorities for california. but noting that the state is facing an even bigger deficit than expected. we're talking more than 30 billion dollars. our capitol correspondent eytan wallace reports how the governor hopes to close that gap. >> well, here it is. this is the governor's updated budget summary. all 132 pages of it. it's a budget the governor says will benefit california. one. he acknowledges comes with a multibillion-dollar deficit that could lead to some tough decisions ahead. governor gavin newsom receiving applause as he officially presented his updated state budget for the next fiscal year. >> budget worth more than 306 billion dollars. but one that also includes a deficit of about 32 billion. we are walking into a budget where we need to maintain our prudence and we need to prepare not just for the short term, but the medium and long-term

newsom says the deficit increased by more than 9 billion dollars since his initial budget presentation in january due to factors outside of california involving the national economy as interest rate increase in inflation stays high. california's top earners who provide nearly half the income tax revenue for the state have raked in less money, less money for them means less tax revenue for california. this was not an easy budget to close the deficit. newsom put forth several proposals, including new efforts to borrow money. a call to delay spending on some projects, including the foreclosure intervention, housing prevention program. more than 3 billion dollars in what's known as trigger cuts, meaning cuts. that could happen if the economy does not improve. and then a proposal for actual cuts, including reductions to a small portion of the middle class tax refund program and reversion of unspent funds within the cow works public assistance program. newsom says for now he will not dip into the state's 37 plus billion dollars of reserves. and as for whether he's considering raising taxes to upset possible cuts, i do not think it's the right time. to raise

taxes. and i was crystal clear on challenges aside newsom 1000, this budget will make strong investments to address some of the state's most pressing matters, including homelessness, address the issue cleaning up these encampments, 303 quarters of billion dollars just in that space. and then there's half a billion dollars for flood control. amid this winter's record storms keeping them safe from floods. we do recognize the immediacy situationally. and speaking of those storm emergencies, they resulted in the government pushing back the tax deadline to october for millions of californians meaning the state will not know its total revenues. until then, republicans say that's why it's crucial as the governor begins to negotiate his budget with the legislature, he remain fiscally conservative. these things require us to be fiscally responsible and we need a real fiscal responsibility, not rhetoric. >> the fact that the governor's own budget continues to overspend creating -tructural deficits into the future is proof that

>> welcome back. this mother's day, we're taking a look at the list of top baby names of 2022. in america. and it's a much different from past few years. once again, liam and olivia take the top spots. in fact, has been boy's name for 6 years running. well, libya has been the top girls name 4 years in a row. the only new name in the top 10 list is luna. the rankings are compiled by the social security administration just more than 3.6 million babies were born last year, which is a slight uptick from 2021. many restaurant workers are gearing up for a really busy day and with good reason, waiters, waitresses and other staff members consider mother's day to be one of the most grueling days of the year. the issue includes big groups, fussy kids to complain about their meals and people who linger too long tying up the table for many restaurants. this is the first big holiday since 2019 that has not been affected by the pandemic.

jose onshore winds you can see right through san francisco, kirk in a straight. that's where they're going to be the most active being driven by this low that we talked about helping out with this onshore flow. and as a result of tonight's climate control and it keeps temperatures a little bit more subdued than we saw from yesterday. so for the week ahead, what can we expect? first things first with a slow here. we're seeing some the almost summer time little showers that will develop with that daytime heating off towards tahoe in the rockies. but then all week long, fairly quiet. this high breaks down and ourk temperatures will respond accordingly to that. so we'll see more in the way some scattered clouds heading into next weekend. this is friday, saturday zone and a good 10 degree drop. even for more we're seeing from highs today. it looks like. all right. let's check it out. here are the 4 zone forecast today. 68 for san francisco will keep it mid to lower 60's along the coast. 72 for burlingame heading south to have some lower 80's still hanging on a little bit here. 81 for redwood city, 79, meanwhile, for palo alto in the south bay, these are mostly 80's.

again, we do have a dense fog advisory that's at work here along the coast. and that's expected to expire by about 10 o'clock. we'll probably have more of those kind of statements tomorrow. there is the progress. it looks a little stubborn up there in the north bay a little bit. so you might see some more coastal clouds today than you did from yesterday. and this is what's going to greet you tomorrow morning. so a lot more of that ground fog. we'll be around at that point. all right. with all of that said, what about these winds later today? looks like a little uptick on those winds. this is acting as a climate control being driven by low off towards our east temperatures thus far, we're in the middle to upper 50's 67 for any act. 53 meanwhile, for santa rosa, 53 also san francisco. our contrast from yesterday. we're a little ahead of where we were this time from yesterday by this afternoon. however, we will trail from those lofty numbers well inland, the lower 90's have been retired, at least for now. so expect about 83 r so by 3 o'clock. the cooling also being felt along the east bay shoreline. we're going to get into that forecast coming up in just a

bit. but it looks like a springtime week for us. coming up ahead, l. >> breaking news overnight. the california highway patrol is investigating 2 fatal crashes. the first one happened last night on 101, on the on ramp in tully road in san jose. preliminary reports according to chp indicate that a big rig struck a pedestrian at around 11. 45 the on ramp and several lanes were shut down just after midnight. but all lanes are now open this morning. the second one happened at around 02:30am, on 8.80, in fremont near the mission boulevard. off-ramp. and according to chp logs, a person got out of their car on the right hand shoulder to exchange information with the driver from a previous crash. that's when a truck hit the person before taking off. the coroner was called out to that scene. we're taking a look at sobering new data regarding san francisco's drug epidemic. we now know that the city recorded nearly 270 accidental overdose deaths from just this past year. kron four's amanda hari has our top story.

>> based on the first 4 months of the year, the city is on pace to set a new record for annual overdose deaths. but some health experts say there are ways to prevent that from happening. so bring preliminary data out of the san francisco medical examiner's office. >> in the first 4 months of 2023, 268 people died in the city as a result of accidental overdoses. that's 72 more deaths in the same time period in 2022. what we know >> is when there is heavy policing of people use drugs when there isn't a safe place for them to go tends to drive the overdose rates higher. gary mccoy with health, right? 3.60, a nonprofit that offers substance abuse treatment. >> says some factors have changed. that may be driving up overdose rates and deaths, increased rates of of charging for people who use drugs, increased rates of citations and arrests for people who use

drugs in july of 2022. san francisco police chief bill scott said officers were cracking down on drug use in the tenderloin to combat open air drug use and dealing also the tenderloin center closed in december. it served to temporary safe consumption site as well as an opportunity to link people to treatment. >> you're using a doorway or a public place to park in front of a business in front of a school, you tend to rush your use. you tend to use more so that you're not using more frequently at for fear of being caught. the majority of people who overdosed had fentanyl in their system. >> mccoy says there's ways to prevent the deadly drug from getting into people's hands. a lot of folks have been pushing for safer supply. >> which would be getting a pharmaceutical grade equivalent under supervision with the provider and then you know that it doesn't have that fentanyl the city currently publishes the number of accidental overdose deaths every month since the beginning of 2020, the year

with the most deaths was 2020 with 700. and 25. >> but again, this year is on pace have more accidental overdoses in the newsroom. amanda hari kron, 4 news. >> we have some developing news out of oakland. the teachers union has reached an agreement on a section of the contract called common good items with the oakland unified school district. these include reparations for black students, resources for and how students and some closures. this comes after a week of negotiations. the teachers union says that they are still going to be on strike, but they say momentum is on their side. the union will continue to bargain with the school district to reach a full tentative agreement. oakland teachers and school staff have been on strike for the past week. we'll bring you updates on air and online. now. some funders, the city of sirte, cisco is working on some plans to potentially bring more summer concerts to golden gate park. the events would be held after the annual outside lands festival. kron

clouds. and you saw from yesterday and as a side of your head up to tahoe by any chance, you might have a stray sprinkle but not a whole lot. that's just a leftover from that low. and there's a little reminiscent summertime pattern going on there with the afternoon day time heating us. some flare ups of some localized little showers there. let's get into tomorrow. boy, look at that marine layer. it's quite aggressive again. might return to some early morning drizzle along the coast. monterrey is following suit that again will mix out by the late morning hours. and we go back to mostly sunny and a little bit of a warming trend for the first couple days of next week before we drop back off again to finish off the week. back to those winds. they're very concentrated right across the golden gate smacking into the east bay shoreline in off to the carquinez strait. but again, as i mentioned, is a nice, refreshing breeze. and we didn't have as much of that yesterday. so on top of slightly more moderate temperatures, we have a little bit of a breeze thrown into as well. and it's a good direction to coming in from the onshore direction. this is half moon bay. looks like we're getting more ground fog. we did last hour morning fog

2022. she is 5 foot. 3 inches tall with black hair and brown eyes. and at the time of her disappearance, she weighed 190 pounds. if you have any information about her whereabouts, call opd these missing persons unit. well, yesterday morning we first told you about a 16 year-old boy who was shot and killed in vacaville on friday. we now know that a 17 year-old boy has been arrested in connection with that shooting. police say the 2 teams that have some sort of a fight before this shooting at around 6, 30 at night over on meadows drive and while officers were trying to get to the scene, the 17 year-old took himself to the hospital with a gunshoti wound. that's where he was treated for non-life-threatening injuries. 17 year-old will then be taken to solano county juvenile hall after he's released from the hospital. all lanes back open now after a deadly crash on highway 101 in mountain view on saturday. chp say that a 64 year-old woman was driving northbound when for an unknown reason she lost control of her car, hit the barrier and the

center divider and then later crashed into a tree. the victim died while being rushed to the hospital. governor gavin newsom releasing an updated budget on friday outlining his priorities for the state. but also noting the california is now facing an even bigger deficit than expected. we're talking more than 30 billion dollars. capitol correspondent eytan wallace tells us how the governor is hoping to close that gap. >> well, here it is. this is the governor's updated budget summary. all 132 pages of it. it's a budget the governor says will benefit california. one. he acknowledges comes with a multibillion-dollar deficit that could lead to some tough decisions ahead. governor gavin newsom receiving applause as he officially presented his updated state budget for the next fiscal year. >> budget worth more than 306 billion dollars. but one that also includes a deficit of about 32 billion. we are walking into a budget where we need to maintain our prudence

and we need to prepare not just for the short term, but the medium and long-term newsom says the deficit increased by more than 9 billion dollars since his initial budget presentation in january due to factors outside of california involving the national economy as interest rate increase in inflation stays high. california's top earners who provide nearly half the incime tax revenue for the state have raked in less money, less money for them means less tax revenue for california. this is not an easy budget to close the deficit. newsom put forth several proposals, including new efforts to borrow money. a call to delay spending on some projects, including the foreclosure intervention housing prevention program. more than 3 billion dollars in what's known as trigger cuts, meaning cuts. that could happen if the economy does not improve. and then a proposal for actual cuts, including reductions to a small portion of the middle class tax refund program and reversion of unspent funds within the cow works public assistance program. newsom says for now he will not dip into the state's 37 plus billion

dollars of reserves. and as for whether he's considering raising taxes to upset possible cuts, i do not think it's the right time to raise taxes. and i was crystal clear on challenges aside newsom 1000, this budget will make strong investments to address some of the state's most pressing matters, including homelessness, address the issue cleaning up these encampments, 303 quarters of billion dollars just in that space. and then there's half a billion dollars for flood at this winter's record storms keeping them safe from floods. we do recognize the immediacy situationally. and speaking of those storm emergencies, they resulted in the government pushing back the tax deadline to october for millions of californians meaning the state will not know its total revenues. until then, republicans say that's why it's crucial as the governor begins to negotiate his budget with the legislature here remain fiscally conservative. these things require us to be fiscally responsible and we need a real fiscal responsibility, not rhetoric. >> the fact that the governor's own budget

dense fog advisory along the coast and a little bit in western san francisco. there you see what's goes on. it clears up pretty nicely, but a troubled area looks to be up in the north bay that may have some coastal clouds just about all day today. here comes back again tonight, right through the quirkiness trade and a lot of the valleys off in the east bay. so again, in the early morning commute, expect more ground fog as well. our winds are going to be out of the west during the day today. a good onshore wind. once we get some good daytime heating complements of a low to our east, 72 antioch, the warm number. foreign 56, san francisco. not a shocker because all this fog keeps temperatures a little suppressed. and speaking of that numbers are actually above where they were this time yesterday. however, they will overtake us from yesterday's numbers. will be a little cooler today. here's the effort for highs. still staying in the 80's. it looks like so we won't be in the 90's in london that refreshing onshore breeze for you to to help out coming up a little bit. we'll take a look at that mother's day forecast, which expected to next week. l a

>> thanks, dave. we're learning that hundreds of people accidentally overdosed and died in san francisco from drugs just this year alone. kron four's amanda hari has our top story. >> based on the first 4 months of the year, the city is on pace to set a new record for annual overdose deaths. but some health experts say there are ways to prevent that from happening. so bring preliminary data out of the san francisco medical examiner's office. >> in the first 4 months of 2023, 268 people died in the city as a result of accidental overdoses. that's 72 more deaths in the same time period in 2022. what we know >> is when there is heavy policing of people use drugs when there isn't a safe place for them to go tends to drive the overdose rates higher. gary mccoy with health, right? 3.60, a nonprofit that offers substance abuse treatment. >> says some factors have

changed. that may be driving up overdose rates and deaths increased rates of of charging for people who use drugs and increased rates of citations and arrests for people who use drugs in july of 2022. san francisco police chief bill scott said officers were cracking down on drug use in the tenderloin to combat open air drug use and dealing also the tenderloin center closed in december. it served to temporary safe consumption site as well as an opportunity to link people to treatment. >> you're using a doorway or a public place to park in front of a business in front of a school, you tend to rush your use. you tend to use more so that you're not using more frequently at for fear of being caught. the majority of people who overdosed had fentanyl in their system. >> mccoy says there's ways to prevent the deadly drug from getting into people's hands. a lot of folks have been pushing for safer supply. >> which would be getting a pharmaceutical grade equivalent under supervision with the provider and then you

on ramp and several lanes were closed just after midnight and all lanes are now open again. and as we got more details about fatal hit and run crash that happened early this morning on 8.80, in fremont. this happened near the mission boulevard off-ramp and chp tells kron 4 that at around 2.40, in the morning a woman was hit by a car when she pulled over to help a driver who had just been in a crash themselves. a pickup truck drifted into the shoulder and rear ended her car which hit her. the driver left their truck and ran off from the scene. and police are still looking for that suspect. meantime, the driver who the woman was trying to help was arrested with a dui. some developing news out of oakland. the teachers union there has reached a partial agreement on one section of the contract called common good items usd. these include reparations for black students and resources for unhoused students as well as other items. this comes after weeks

of negotiations. the teachers union says that they will still remain on strike, but that momentum is on their side. the union said that they will bargain with the school district to get a full tentative agreement. oakland teachers and school staff have been on strike for the past week. we will post updates online and bring it to you here. some good news for the city of san francisco. if you are looking to have some more fun in the park, they're working on bringing plans to have more summer concerts at golden gate park. the events would be held following the annual outside lands festival and kron four's gayle ong has reaction from neighbors who are a bit concerned about this. >> outside lands. always a busy time for golden gate park. and with the thought of more concerts, people who live nearby have mixed views. >> neighbors of golden gate park have complained over the years about the noise traffic in trash from the annual outside lands music festival. it's pretty bad. i sometimes

1500 people. they say the state needs to extend help to those in sudan. >> we need medication. we need food. we need safe passage for americans to get out of the country with their families. that's the most area. the city news association of the greater sacramento area organized that raleigh. >> also the capitol governor newsom releasing his updated budget on friday. he outlined priorities for the state, but also noted that the california is facing an even bigger deficit than first imagined. we're talking more than 30 billion dollars. capitol correspondent eytan wallace has details. >> well, here it is. this is the governor's updated budget summary. all 132 pages of it. it's a budget the governor says will benefit california. one. he acknowledges comes with a multibillion-dollar deficit that could lead to some tough decisions ahead. governor gavin newsom receiving applause as he officially presented his updated state budget for the next fiscal year.

>> budget worth more than 306 billion dollars. but one that also includes a deficit of about 32 billion. we are walking into a budget where we need to maintain our prudence and we need to prepare not just for the short term, but the medium and long-term newsom says the deficit increased by more than 9 billion dollars since his initial budget presentation in january due to factors outside of california involving the national economy as interest rate increase in inflation stays high. california's top earners who provide nearly half the income tax revenue for the state have raked in less money, less money for them means less tax revenue for california. this is not an easy budget to close the deficit. newsom put forth several proposals, including new efforts to borrow money. a call to delay spending on some projects, including the foreclosure intervention housing prevention program. more than 3 billion dollars in what's known as trigger cuts, meaning cuts that could happen if the economy does not improve. and then a proposal for actual cuts, including reductions to a small portion of the middle class tax refund

program and reversion of unspent funds within the cow works public assistance program. newsom says for now he will not dip into the state's 37 plus billion dollars of reserves. and as for whether he's considering raising taxes to upset possible cuts, i do not think it's the right time to raise taxes. and i was crystal clear on challenges aside newsom 1000, this budget will make strong investments to address some of the state's most pressing matters, including homelessness, address the issue cleaning up these encampments, 303 quarters of billion dollars just in that space. and then there's half a billion dollars for flood control. amid this winter's record storms keeping them safe from floods. we do recognize the immediacy situationally. and speaking of those storm emergencies, they resulted in the government pushing back the tax deadline to october for millions of californians meaning the state will not know its total revenues. until then, republicans say that's why it's crucial as the governor begins to negotiate his budget with the legislature, he remain fiscally conservative.
