your onshore winds and they'll be with us through most of the day. keeping most the temperatures down a bit for middle 50's to upper 50's cover most of the real estate. 47 up to a santa rosa. 55 for half moon bay and 54. meanwhile, 4 san jose are contrast for temperatures pretty close to where we were this time yesterday. santa rosa stands out and negative 9. there. also with napa and san jose at 95 for today, we even clear out even well inland, as you can see by 11 o'clock, we'll hit about 70 or so by 2 o'clock. most readings well inland in the 70's over cloud cover will be a problem for most of the day across the bay will have more for a forecast for you in just a bit. all right, dave, thank you. >> a group of activists are on a mission to put the brakes on driverless cars in san francisco kron four's dan thorn reports. >> activists are taking on a these in san francisco videos show people disabling the robo

will notify law enforcement of any unwanted or unsafe interference of our vehicles on public roadways. also in response, the sfmta says it does not endorse any actions that may increase the number of disabled davies on san francisco streets. each time this happens, attack needs to reset the car's system. despite the cries from some city leaders and opponents of autonomous cars. >> state regulators are set to approve expansion in san francisco. the california public utilities commission is set to meet again next week reporting in san francisco, dan thorn kron. 4 news. >> happening right now in mountain view, police are searching for a suspect who inappropriately touched a jogger on wednesday night. police say the man was on a bike when he approached the teenager. the suspect is described as a hispanic male between 30 to 40 years old and standing about 5 feet, 8 inches tall. he is a medium build a dark complexion and short black wavy hair and no

facial hair. the bicycle is described as a cruiser style, possibly electric with a black and white lettering. and oakland police responded to a car crash wednesday and they found a man shot dead at the scene. this was near the intersection of macarthur boulevard and 74th streets. well, local police are investigating a friday afternoon assault. that happened just after one 30 pm near 18th street and market street. and this is citizen video of the scene. the victim was treated at the hospital for cuts. the fire caused $50,000 worth of damage to this structure in santa rosa. firefighters responded early friday morning to the intersection of leo drive in l terror avenue where they found the blaze spreading up a redwood grove and threatening nearby houses. they were able to stop the fire in about 20 minutes, the building and its contents are considered a total loss. investigators believe an electrical item caused this fire. and newly released body cam video is telling us more about the

richmond officer involved shooting that left one man dead. we should note some viewers may find this footage hard to watch. >> officer shot and killed. 66 year-old kevin macdonald while trying to serve a search warrant at a home just last week. police already had mcdonald's roommate, jose martinez in custody and were trying to retrieve his weapons from this property. officers arrived, one policeman encountered mcdonald behind a closed door. police say that mcdonald pointed an ar 15 style rifle at the officer forcing him to open fire. mcdonald died at the scene. investigators found 53 guns on the property, including 17 ghost guns, several ar-style rifles and a live grenade. also thousands of rounds of ammo and equipment used to make guns. federal agents and a bomb squad were called in to collect all those weapons.

>> information that we have was that there was going to be 2 individuals in the house we had no information regarding a large cache of weapons that we ultimately found in the house. i'm the only information we have was a that mister martinez did illegally possessed 3 additional firearms and the original intent was to go to retrieve those firearms from his bedroom. >> police say, mcdonald's jose martinez is a convicted felon. he was arrested for threatening people with a gun. he is now behind bars on 9 felony counts. this remains an active investigation. our top story this morning, travel delays continue for thousands of passengers aboard the ruby princess cruise ship in san francisco. the boat has been docked since it collided with the pier on thursday morning. and now we're hearing it could be at least another day before that ship can leave. help was tiffany justice live for us at pier 27 with the latest on this. tiffany would be >> all right, stephanie, day 3

and crews are still trying to fix the damage made to the ship after it crashed into the dog. but cruise officials that cruise officials are saying that guests, ken. and come freely as they please, while the ship is still docked here in san francisco. so here's what's going to happen next. because crews are still trying to fix a damaging, get the green light from the u.s. coast guard. the schedule has been revised and the ship will now sail is seven-day pacific northwest alaska voyage as opposed to the 10 day voyage and it's set to leave on july 9th returning san francisco on july 16 to disembark as originally scheduled. but it was supposed to leave on thursday. it was on thursday as the ship was being navigated in. it ran into the dock, causing a in the side of that ship on board at the time were 3,328 passengers along with 1159 crew members resulting in big crowds and many not knowing what the next steps were. the coast guard saying they don't want to rush

the repair process. >> you need a we understand people have plans on vacations and everything. but again. the bottom line is, is people safety. >> now in a statement from princess say, quote, princess has considered all possible alternatives and has selected this itinerary to preserve as much of our guests is precious vacation time as possible. we deeply regret the disappointment delays. it has cars and appreciate guests understanding as we manage this unprecedented or unexpected situation. officials are princess cruises segues to elect to cancel their crews or received 100% refund of their cruise fare. and those who want to continue with their vacation will receive a 75% refund on the cruise fare they paid. being told that the damage is going to take another day to repair and that crews officials expect that they should depart tomorrow sunday by 04:00pm.

back to you. all right, tiffany, thank you for your live coverage of this developing story. >> and a man is under arrest for allegedly stealing nearly $140,000 worth of luxury sunglasses across the bay area. santa clara police say jameel leak committed to thefts at a macy's in the city's west field. >> but valley fair mall in early june. investigators. they believe the suspect carried out similar thefts in alameda contra costa, san mateo counties in santa cruz county police arrested the suspect last month when he was allegedly stealing more merchandise from macy's valley. fair. police in union city are searching for the attackers involved in a robbery attempt that left one person injured. it happened at the floor. cannabis dispensary on courthouse drive around one 30 am yesterday morning. security officers say the attackers forced their way inside and when confronted started shooting and and ended up hitting one person. the victim is expected to survive.

>> welcome back to the kron. 4 morning news taking a live look outside at the golden gate bridge this hour where virtually no traffic out there looking like a perhaps a lovely day to take a quick road trip around the block around the bay area. perhaps yeah. it is a it's rain ice and you get kind variety of what's going on. >> by the way, that was gloomy clouds that you see there, this fog clouds, you see him here to the shot that will clear out for us into the

afternoon. however, along the coast, you might have to deal with that a little bit longer through the day today. nice, pleasant breeze. you can see from all our windows shots going on. that's a nice start to to help keep those contests conditions. cool throughout the afternoon. here's the satellite picture going on. not much happening aloft. so it's all kind of our local marine layer moisture, 50 temp 50's over most of the region as you'll notice got a 63 off the antioch of 50 santa rosa. 54 san francisco in 54 also for san jose. futurecast for that morning. fog does clear out for us for most of the region except along the coast may be coming back again tomorrow morning. we do this again. clear it out. you will notice. and then as we get into monday tuesday, e're actually looking for a warming phase. however, you can see how that marine layer really spills and nice in the sacramento valley start your work week there. meanwhile, the winds all day today, we're going to continue coming on shore flow at work. we're going to lose some of the support those we get into next week. we're looking at kind of a heat bump developing nothing to really upstage anything we've been through thus far.

yosemite. this as we're learning that 2 other bay area residents died over the 4th of july holiday while exploring the wilderness, oakland native died while hiking the eagle peak summit trail in modoc national forest. he's been identified has been no one grow. he was found by another hiker sunday. the cause of death has not been released, but foul play is not suspected. and francisco woman ish right ezzy was swept over a waterfall in lake tahoe tuesday. investigators believe she fell from the top of eagle falls by emerald bay. they say she'd been trying to dip her toes into the water and was holding her friend's hand when she slipped and fell. her body was found below the waterfall. and the doctor accused of driving his tesla off double slide with his wife and 2 children inside appeared in court yesterday. attorneys for dharmesh patel asked for a mental health diversion saying their client suffers from a major depressive disorder.

contracted by the the city to operate that facility. prosecutors say in january 2021, guy access the computer system to an install software protected the water treatment system, including water pressure filtration and chemical levels. gallo has been charged with one count of transmitting a program, information code and command to cause damage to a protected computer. if convicted, he faces the faces up to 10 years in prison. happening tonight, officials closed a portion of highway 4 in brentwood this weekend for construction that's happening in the eastbound direction between lone tree way and sand creek road starting at 09:00pm tonight. that road is expected to reopen tomorrow at 07:00am eastbound traffic can exit at lone tree way. local police are still looking for this missing teen. take a look at your screen there. 13 year-old else. estrada hernandez was last seen wednesday on 80th avenue around the corner from the east bay market and liquor store also was last seen wearing a black and blue

good morning 7.29. this saturday. welcome back to the kron. 4 morning news. let's start this half hour with a look at our forecast with dave spahr painted. well, good morning, stephanie. good morning, everybody. and it's a not to a bad start a bit cool today. it will be for the season. enjoy it because we've got a little warm up phase. coming up, the war the week ahead. >> right now, the imagery shows quite a bit of this fog that we're dealing with that just got spill on across the bay early this morning here. now, the air above us is very dry, but it's also much warmer, too. so it's that bubble that it takes a little time to start much in the way it all of this fog. but that will probably happen the coast will call it more of variable cloudy story on balance. and there are those onshore winds. keeping temperatures down. you see taking its pathway right across the golden gate, east bay and across the carquinez

strait as well. most the readings are in the mid 50's. that's probably a good average, if you will. 63 for antioch, 50 up to santa rosa. 54 meanwhile for san jose going to be chilly at the ballpark today versus the rockies game. time 105, temps near 60, mostly sunny, but breezy and chilly with those gusts in spots can reach about 35 or so. 63 by 11 by 2, we're talking 70, yes, 70's inland vote today. tomorrow. but as i mentioned, we do have a warm-up coming into next week. we'll take a look at the 4 zone forecast. also, stephanie. all right, dave, thank you. >> the city of oakland is recovering from a power outage that took out the city's 9-1-1. system temporarily. now part of that system is working but fingerpointing by the city's police union has caused some friction with the mayor. kron four's. dan kerman reports. >> it's not a good situation and it needs to be addressed. >> oakland police officers association, president barry donelan talking about a power outage that knocked out the city's 9-1-1. system thursday

afternoon. the city is taking this very seriously. oakland mayor sheng thao says calls went unanswered for only 10 minutes and much of the system is now back online. all emergency calls are being answered in a perfectly dispatch for police fire, medical services. and again, if you have a 9-1-1, call. >> and your call drops. are you received a busy signal? just hang up and call back. but while calls are being answered, the mayor admits the systems automated dispatching system is still not up and running. and the police officers union says that slowing down. police response across the city. >> these dispatchers are toiling in an environment where literally breaking out a pen and paper and writing down the information as best they can then running across the room to get to the dispatcher who's doing the best he or she can to transmit that out units in the field. the police officers union says the writing was on the wall for the 9-1-1 collapse setting. a recent grand jury report. the system failed.

>> and the grand jury said it. every oakland police officer said the mayor says that report was not about a power outage which caused this shutdown. but about long wait times something she says her administration is addressing. clearly it's unacceptable. >> and my administration will be tackling this inherited issue with urgency. and so i can say that i have directed that 9-1-1. call taker vacancies be given top tier priority, the aity's hiring blitz. dan kerman kron. 4 news. >> a pregnant woman died after being thrown in the area during a car crash in antioch as kron four's. philippe djegal explains. it happened along a stretch of lone tree way that is notorious for speeding. >> a grieving mother consoled streets. i just feet away from where her 20 year-old daughter rests lifeless on the roadway. like you put into words. it's horrific. the contra costa county office of the sheriff's coroner's division has identified the woman who died as angela fee arrow.

>> a passenger in the black sedan witnesses say was speeding down lone tree way in antioch just before 5 o'clock thursday evening. witnesses say it collided with a white sedan near ridge rock drive. she was ejected approximately 50 feet from the vehicle. and i people coming out of flying out of the car. >> and finally, call came to somebody called out the core and started yelling. >> person's name a dead body on antioch. police say the driver and another passenger in the car that rolled over were hospitalized. >> as was the driver in the car that was hit. alex del toro, the father of the arrows, one year-old daughter says arrow was pregnant. she was loving mother. you know. >> at the end of day, she's very caring, very generous person. you know, gary, for who she fortunes had over >> she will be missed, you know, can gators confirm witness accounts that speed

charge. this surveillance video from nearby donde donut shows the moment a white pickup truck. >> traveling southbound on white road slams into a woman pushing her cart trying to cross the street on a friday afternoon or 5 i something that but happens a on particular cook owner of the doughnut shop says he recognized the woman. i saw the video, there was a we believe she was customers when wasn't sure. san jose police say the woman was on housed and was not in the crosswalk. >> and after initially being hit, she got run over again by a second car. obviously that other driver. >> couldn't avoid hitting the pedestrians that were down in the red wave. like i said, that drive into the right thing is here at the scene talking with cooperate. this marks the 24th traffic death of 2023 and cook hopes his video can help.

a 68 year-old man and lighting him on fire. it happened last boehner r street near university avenue. police say the victim had been sitting on a bench one. 24 year-old bradley mark rom walked up, doused him with gas and lit the fire. witnesses ran over to help which police say helped save the victim's life. the suspect now faces charges, including attempted murder and elder abuse. the victim was badly burned but is expected to survive. and police in oakland are warning people of another spike in atm robberies. it's the second warning in 10 days. they say victims have been targeted by armed robbers after making transactions and the robbers get away in waiting cars. the targeted neighborhoods include uptown fruitvale montclair montclair and chinatown. police in oakland busted an illegal casino operation. it was discovered on the 2300 block of east 16th street. these are images of some of the items recovered by police. they say they found 3 guns,

forecast in a bit, stephanie. all right, dave, thank you. >> our top story this morning. travel delays continue for thousands of passengers aboard the ruby princess cruise ship in san francisco. that vote has been since it collided with a pier on thursday morning. and now we're hearing it could be at least another day before that ship can leave. kron four's tiffany justice live for us at pier 27 with the latest on this. tiffany. >> i-seventy day 3 in crews are still trying 6 at damage made to the ship when it crashed into the dock. but crews officials are saying guests are free to come and go as they please. while the ship is still docked here in san francisco. so here is what's going to happen next because % crews are still trying to fix damage and get the green light from the u.s. coast guard. the schedule has been revised and the ship will now sell a seven-day pacific northwest. alaska voyage as opposed to the 10 day voyage and is set to leave on july 9th returning to san francisco on july. 16th

of disabled davies on san francisco streets. each time this happens, attack needs to reset the car's system. despite the cries from some city leaders and opponents of autonomous cars. >> state regulators are set to approve expansion in san francisco. the california public utilities commission is set to meet again next week reporting in san francisco, dan thorn kron. 4 news. >> happening right now, mountain view police are searching for a suspect who inappropriately touched a jogger on wednesday night. police say the suspect was on a bike when he approached the teenager. the suspect is described as a hispanic male between 30 to 40 years old and about 5 feet, 8 inches tall. he is a medium, build a dark complexion. it and short black wavy hair, no facial hair. the bicycle is described as a cruiser style, possibly electric with black and white lettering on the side. local police responded to a car crash wednesday and found a man dead at the scene. he had

been shot. this was near the intersection of macarthur boulevard and 74th street. local police are investigating a friday afternoon assault as well. it happened just after one, 30 pm near 18th street and market street. this is citizen video of the scene. the victim was treated at the hospital for cuts. a fire caused $50,000 in damage to this structure. and santa rosa, you can see it in flames. there. firefighters responded early friday morning to the intersection of leo drive and altair avenue where they found this blaze spreading up a redwood grove and threatening nearby houses. firefighters were able to stop that fire in about 20 minutes, the building and its contents are considered a total loss. investigators believe an electrical item may have caused this fire. a newly released body cam video is telling us more about the richmond officer involved shooting that left one man dead. should note some viewers may find this footage hard to watch.

>> officer shot and killed. 66 year-old kevin macdonald while trying to serve a search warrant at a home just last week. police already had mcdonald's roommate, jose martinez in custody and were trying to retrieve his weapons from the property officers arrived, one policeman encountered mcdonald behind a closed door. police say that the suspect pointed an ar 15 style rifle at the officer forcing him to open fire. mcdonald died at the scene. investigators found 53 guns on the property, including 17, those guns, several ar-style rifles along with a live grenade and thousands of rounds of ammo and equipment used to make guns. federal agents and a bomb squad were called in to collect all those weapons. >> the information that we have was that there was going to be 2 individuals in the we had no information regarding a

large cache of weapons that we ultimately found in the house. i'm the only information we have was that mister martinez did illegally possessed 3 additional firearms and original intent was to go to retrieve those firearms from his bedroom. >> police say, mcdonald's roommate, jose martinez is a convicted felon. he was arrested for threatening people with a gun. he is now behind bars on 9 felony counts. this remains an active investigation. a man is under arrest for allegedly stealing nearly $140,000 worth of luxury sunglasses across the bay area. santa clara police say jameel lee convicted 2 thefts at the macy's in the city's westfield valley fair mall in early june. investigators believe the suspect carried out similar thefts in alameda contra costa, san mateo counties and santa cruz county police arrested him last month when he was allegedly stealing more merchandise from macy's valley. fair. police in union city are searching for the attackers involved in a

we're looking at that fog this morning covering over the bay itself, as you will notice, although you can see the sun peering out. so it will be clearing out as the morning starts to progress. already looking pretty good, actually at the golden gate bridge at last check here. and of course, in san francisco, can see lots of sunshine work aloft. all of this business. we're talking about is all marine layer stuff. in other words are not getting clouds aloft messing with us at all. maybe a little bit of a buildup touch during the afternoon hours of the mountains a little bit mid-fifties. you can see east bay shoreline. 63 antioch, as we speak. 54 santa rosa. meanwhile, the coast we're mid 50's back to future cast for we clear this out pretty quickly, although it does return again, as i mentioned, this is not cloud cover aloft. it's regular marine layer redeveloping. and then kind of interesting by monday. look spilling right in the sacramento valley making a little bit of progress. but don't let that fool you because it's a warming trend. we get to the middle of the week there. the onshore winds helping us out. nice pop happens this afternoon. some of livermore valley cortina straight and right across the

peninsula. little bit. san francisco all weekend long. that's going to be a nice climate control now at the coast will probably deal with some afternoon clearing here. but in the morning hours, it's pretty much what you see here that marine layer giving overcast east bay clouds, mild going on for this weekend. 60's for the east bay shoreline getting close to 70 70's inland early into the week. we've got sunny and warming quickly 70's for the bay, 90 ish or so well in london. this means by wednesday we're going to pop and stay kind of lofty as we finish off the week. by that standard, others will get near 100 or so as we get into next weekend, reminding us it is july mid summer here. cool and sunny at the coast, though, hot inland. there's a contrast from some local winds, at least 62 san francisco open. 66 70. meanwhile for san jose and for high temperatures, not bad. there's kind of a freakish 83 at the santa rosa, but most ratings you can see inland are in the 70's next couple of days. puts us about 75 tomorrow. and by monday we're getting to about 82 as we get seasonal numbers. but

bay shoreline. and we're still hovering with fog layer right above us. it is dry and it's cleared out nicely over most of the bay. but couple little problem areas such as this. there's your onshore winds. double-digit, you can see over a good chunk of real estate here that's going continue all this weekend. it will subside a little bit into next week as we see temperatures start to soar on us a bit middle to upper 50's are the readings you can see here. 61 up to 65. meanwhile, for any 64 concord. 58. meanwhile, for livermore and today we'll call it 70's pretty much well inland. a little bump on that. maybe perhaps by tomorrow. but most readings will stay below. 80 couple spots will make it though, as we get into next week. looks like a warming phase that will be talking more about that coming up in a bit, stephanie. all right, dave, thank you. and top story this morning. travel delays continue for thousands of passengers aboard the ruby princess cruise ship in san francisco. >> that vote has been dock since it collided with a pier on thursday morning. and now we're hearing it could be at least another day before the

ship can leave. well for stephanie justice live for us now at pier 27 with the latest on this story. tiffany. >> right, stephanie, we spoke with some guests just barely and they tell us that they're trying to stay positive in taking advantage of some extra days here in san francisco. but we do know we're on day 3 in crews are still trying fully repair. the damage map do that ship once it crashed into the dog. officials are saying guests are free to come and go as they while the ship is still docked here in san francisco. so here's what's going happen next. because crews are still trying to fix a damaging, get that green light from the u.s. coast guard to go. the schedule has been revising the ship will now sell a seven-day pacific northwest. alaska voyage as opposed to the 10 day voyage and is set to leave on july 9th returning to san francisco on july 16 to disembark as originally scheduled. but it was supposed to leave on thursday. it was on thursday

as the ship was being navigated in. it ran into the docket and causing a in the side of the ship on board at the time or 3,328 passengers along with 1159 crew members resulting in big crowds and many not knowing what the next steps were. the coast guard saying they don't want repair or rush this repair process. >> we're not rushing anything. we understand people have plans on vacations and everything. but again. the bottom line is, is people safety. >> now a statement from princess cruises. they say, quote, prince says has considered all possible alternatives and has selected this itinerary to preserve as much of our guests. precious vacation time as possible. we deeply regret the disappointment. the delays have caused appreciate guests understanding as we manage this unexpected situation. now, officials with princess cruises say guests who elect to cancel their crews will receive 100% refund of their

jogger on wednesday night. >> police say the suspect was on a bike when he approached the teenager. the suspect is described as a hispanic male between 30 to 40 years old standing about 5 feet, 8 inches tall. he has a medium build. a dark complexion was short black wavy hair and no facial hair, the bicycle that he was on is described as a cruiser style, possibly electric with black and white lettering. local police responded to a car crash wednesday and they found a man shot dead at the scene. this was near the intersection of macarthur boulevard at 74th street. on to our next story here, oakland police are investigating a friday afternoon assault. that happened just after one 30 pm near 18th street and market street. this is video from citizen video. the victim was treated for at the hospital for cuts. a fire caused $50,000 in damages to this structure in santa rosa. fire

fighters responded early friday morning to the intersection of leo drive and avenue where they found the blaze spreading up a redwood grove and threatening nearby houses. they were able to stop that fired about 20 minutes. the building and its contents are considered a total loss. investigators believe an electrical item may have caused this fire. and newly released body cam video is telling us more about the richmond officer involved shooting that left one man dead. we should know some viewers may find this footage hard to watch. >> officers shot and killed. 66 year-old kevin macdonald while trying to serve a search warrant at this property just last week, police already had mcdonald's roommate, jose martinez in custody and were trying to retrieve his weapons from this property. when officers got on scene, one policeman encountered mcdonald behind a closed door. police say that mcdonald pointed an ar 15 style rifle at the

officer forcing him to open fire. mcdonald died at the scene. investigators found 53 guns on the property, including 17 ghost guns. several ar-style rifles along with a live grenade. also thousands of rounds of ammo and equipment used to make guns. federal agents and a bomb squad were called in code to collect everything. >> the information that we have was that there was going to be 2 individuals in the house we had no information regarding a large cache of weapons that we ultimately found in the house. i'm the only information we have was that mister martinez did illegally possessed 3 additional firearms and the original intent was to go to retrieve those firearms from his bedroom. >> police say, mcdonald's roommate, jose martinez is a convicted felon. he was arrested for threatening people with a gun. he is now behind bars on 9 felony counts. this remains an active investigation. a man is under arrest for allegedly stealing nearly $140,000 worth of

francisco woman ish right ezzy was swept over a waterfall and lake tahoe on tuesday. investigators believe she fell from the top of eagle falls by emerald bay. they say she had been trying to dip our toes into the water and was holding her friend's hand when she slipped and fell. her body was found below the waterfall. and the doctor accused of driving his death. his tesla off double slide with his wife and 2 children inside appeared in court yesterday. attorneys for dharmesh patel asked for a mental health diversion saying their client suffers from a major depressive disorder. patel previously pled not guilty to attempted murder, claiming his car had tire issues but tells wife allegedly told first responders patel drove off the pacific a cliff on purpose. incredibly, everyone survived. this crash court will be back in session at the end of the month to set a date for a hearing to determine tells eligibility for that diversion program. for now, the tell remains in custody without bail. a man faces federal

charges for allegedly shutting down the computer system of the contra costa county water treatment plant. the u.s. department of justice says rambler gallo damaged a computer to an install the main operational system for the discovery bay plant. prosecutors say gallo was an employee of a company contracted by this facility contacted by the city, rather to operate the facility. prosecutors say in january 2021, gallo access the computer system to an install software that protected the water treatment system, including water pressure filtration and chemical levels. gallo has been charged with one count of transmitting a program, information, code and command to cause damage to a protected computer. if convicted, he faces up to 10 years in prison. happening tonight, officials closed portion of highway 4 in britain with this weekend for construction that's happening in the eastbound direction between lone tree way and sand creek road starting at 09:00pm tonight the vote is expected to reopen tomorrow at 7 eastbound traffic can exit at lone tree way. oakland police

>> and your call drops. are you received a busy signal? just hang up and call back. but while calls are being answered, the mayor admits the systems automated dispatching system is still not up and running. and the police officers union says that slowing down. police response across the city. >> these dispatchers are toiling in an environment literally breaking out a pen and paper and writing down the information as best they can then running across the room to get to the dispatcher who's doing the best here. she canceled transmit that out to units in the field. the police officers union says the writing was on the wall for the 9-1-1 collapse setting. a recent grand jury report. the system failed. >> and the grand jury said it. every oakland police officer said the mayor says that report was not about a power outage which caused this shutdown. but about long wait times something she says her administration is addressing. clearly it's unacceptable. >> and my administration will be tackling this. can harry did issue with urgency? and so
