getting a look at the weather with dave spahr. hey, dave. >> stephanie, good morning. and good morning, everybody. we're dealing with still that fog cloud cover going on here, particularly around the bay and towards the coast. that's keeping those temperatures a little bit on the cool side in a mixing this out with the onshore winds at work. it's going to be kind of a cool day in some spots today. give you a wind going on the tail wind. if you're heading back to the east bay later this afternoon, there's a look at where we stand right now. we have this yesterday, too. so san francisco coastal areas in the east bay shoreline, you can expect those winds working all this afternoon. some of the valleys in the east bay, too. but the trend is good. west wind. we like that not offshore. we don't hear about that pick in the summer. middle 50's across most the breath of the bay. 57 going on for antioch, a chilly 45 up there to santa rosa. 56 san jose in this is pretty close to those numbers. yesterday. we dealt with all of that coastal and they fog right on top of us there. that breaks up even around presser on the quirkiness stray too, by 11 o'clock. we're at 60 to 69 by

2 o'clock is it's kind of a mild afternoon. now we're getting into next week. we're getting in the summers. numbers are going start to pop in about 90 and it looks like the triple digits. we're in store for by the time we get the end of the week. we'll have more on your forecast package coming up, stephanie. all right, dave, thank you. >> breaking news we're following this morning. a plane crash overnight in sandra fell leaves. 2 people injured kron four's. tiffany justice is live for us now at the smith ranch airport with the latest details on this. tiffany. >> yes, good morning, stephanie. we know that the crash happened around 10, 30 last night. we have seen a few deputies out here this morning, but it looks like for the most part, their investigation here at the location has wrapped up. but we do want to show you the video from that scene last night right away. you can see the tail of the plane just sticking out of the marsh. this is at the smith ranch airport. and according to this, amber fell fire department. 2 people had to be extracted from that plane which crashed at the end of a

runway. both people were taken to the hospital. one of those people was critically injured and how to be airlifted to to the john muir medical cener in walnut creek. that's according to california highway patrol. now we're still trying to get an update on the conditions of those 2 people who were inside of the plane. the plane also took down some electrical lines in the area and knocked out power to nearly 2000 customers. but according to the outage map on the pga new website that power has been restored. now we did reach out to us. our fell fire department along with the marin county sheriff to try to galher more information this morning. but we do know that the cause is still being investigated at this time. but as soon as we learn more information, we'll bring that to you. back to you, stephanie. all right, tiffany, thank you for staying on top of this for us. >> in southern california, 6 people died in a private jet crashed saturday morning. the small plane plunged into a field near french valley airport. ann marie at a

starting a fire but scorched an acre. it took firefighters an hour to put out that blaze. the faa and local authorities are on site conducting an investigation. this is the second deadly plane crash at that airport in the same week. and the princess cruise ship that struck a pier in san francisco thursday is finally expected to leave at 4 o'clock this afternoon. now let's take a live look at the ship this morning. it was originally scheduled to leave on thursday. the collision with the pier damage the back of the vessel. and let's take a look at that damage. we can pull that up here. passengers on board say they felt only a slight bump and they were able to disembark safely. a princess cruise line spokesperson told kron 4 news that they are offering options for passengers and giving refunds and credits towards other excursions. spoke with some of the passengers still waiting for the ship to >> they're trying their best you could tell there you trying to buy time. captain kept coming on every couple hours. we need more time

talking. the coast guard, you know, is a little bit bigger than you know, it seems that it is. but i think they're just doing all the planning and finally figured out that they could on sunday, which is a lot later than it >> the coast guard says they have inspectors monitoring the repair process and the ship will not depart until it meets safety standards. the city of oakland's 9-1-1, automated system failed again on saturday. going down for hours. prop was amanda hari spoke with one man who says he struggled getting through to a dispatcher when he was trying to report a dead body. >> the man i spoke to says it breaks his heart had its this difficult to reach 9-1-1. he says it makes him sad for his city and some think needs to change. busy signal is alan liang. owner of oakland auto shop tried to call 9-1-1 in september. he found a body crushed in the tow yard. >> he says he was placed on hold for 10 minutes. then he

had to continue to wait officers respond to maybe about 40 minutes later after that >> so more ridiculous and more big things that are he says living and working in a high crime area. he's had to make many 9-1-1. calls and it's becoming more and more difficult, but not 1, 1, that's been the past 10 years. yang says he's a takes seconds to speak to a dispatcher. he often waits minutes. >> then thursday, a power outage knocked out oakland's 9-1-1, automated dispatching system. >> forcing dispatchers to handle calls manually for hours, then less than 24 hours after the city said their systems were restored, they went down again saturday morning. president of the oakland police officers association barry donelan says the writing was on the wall for 9-1-1, collapse citing a recent grand jury report to system failed. >> and the grand jury said it. every oakland police officer

said oakland mayor sheng thao says one of her administration's main focuses is the 9-1-1 issue. i can say that i have directed that 9-1-1. call taker vacancies begin top tier priority. the city's hiring blitz. the yang lays he doesn't believe mayor thao has been aggressive enough in her efforts. despite that, he's not leaving oakland the debate, but i have pride for o'quinn and the better answer before, assuming that would plan. >> the better answer is much rather to help out how you can get >> we says he believes the issue is bigger than just a slow 9-1-1. response. he thinks leaders have to look at ways to curb crime. so there's less 9-1-1. call volume in the newsroom. amanda hari kron, 4 news. a woman is dead after her car struck after a car struck her late saturday night in san jose. >> that crash happened at east capitol expressway and monterey highway at 9.45. the

>> a judge has ordered the city of san jose to release all records relating to the firefighter strip club scandal last october. that controversy started with a viral video showing a woman wearing a bikini stepping out of a fire engine outside of the pink poodle strip club. a fire captain was demoted after that incident. the mercury news later sued the city claiming that the city of san jose refused to release records about its internal investigation into what happened on friday. a judge ruled the city must comply with that request. mayor matt mahan applauded the ruling saying the decision would allow the public to understand why disciplinary action was taken against the firefighters involved. and again, jose mayor matt mahan issued a statement as somebody who was been pushing for more and faster transparency on this matter. the judge's decision is good news. the public will now be able to see key details of the investigation themselves and understand why significant discipline was

to that effort. you saw there, the winds, by the way, if you're headed out towards the coast or in san francisco, heading back to the east bay, you'll get that nice tailwind going on coming in from the west of this is a good direction. both from offshore wind. we have a really big problem with that. so we'll take some of this fog and whatever gloomy start, we'll take it. half moon bay kind of socked in again with the overcast skies early clouds working here, breezy 60's for the bay shoreline and 70's well inland, very modest, modest intemperate early in the week. sunny warming quickly now we've got 70's for the bay, 90 ish already inland as early as probably tuesday and stays that way with 100 plus expected for those inland spots as early as maybe thursday. but friday and saturday, the 2 hot days we're looking into next week. it's all the placement of this high 62 san francisco today, early clouds breezy 66 for oakland, 71 san jose off to the far east bay. the readings there, the upper 70's little corner santa rosa. this go around, maybe about 80 62. meanwhile, san francisco and 60 coming in

for half moon bay next couple of days. here you see the klein ever so quickly up to about 91 on tuesday and we stay 90's. all week-long course. we'll be checking into that long range forecast for you and the 4 zone and a bit. stephanie. >> right, dave, thank you for that update in san francisco, a grass fire burned 5 acres in mclaren park on saturday. the blaze started in the city's crocker, amazon neighborhood burning from geneva avenue near moscow street to sunnydale avenue. crews contain this fire around 5.45 last night stopping it from spreading to a nearby school. san francisco. rescue crews pulled a dozen people out of the waters around the city due to strong wind gusts. several people were among those rescued several children, rather one rescue involving 2 kite surfers happened around 5 o'clock in the afternoon point lobos near cliff house. 2 kayakers also had to be rescued near pier 70 80 kayakers, including 6 kids under the age of 15 rescued from behind barry bonds. junior giants field crews say

some local fishing boats also helped in the rescue. all victims are expected to be okay. the san francisco fire department is urging people this weekend to stay out of the water because of these dangerous conditions. wind gusts could reach more than 30 miles an hour. the search continues for a missing petaluma man swept into rushing yosemite rapids just last week. the national park hayden klemenok was -old c- backpacking with friends on july second when he fell into the water, state officials are warning the public that rivers streams and other waterways are very dangerous this year because of massive runoff and snow melt somebody. park rangers respond to about 250 emergencies throughout the park every year. of the biggest challenges for dog owners coping with a sick pet, especially when it's got a serious illness like cancer. and of course, there's the cost, which can be overwhelming for many people. but as kron ken wayne reports,

such a nice india. and you see people, lots of people around here and join and bike and say according to mountain view police. it was wednesday around 8.30, in the evening when the teen was approached by a man walking a bicycle. police say he the girl if she spoke spanish she knew how to get back to a hotel. then he put his arm around her and touched her inappropriately. disturbing because, you know, like a beautiful day, we just come here to see that you know, of the shoreline enjoyed today. >> it's disturbing shocking because we do come more often than not. and it is >> never thought that this something like this would happen here. it said seems to be a pretty safe area of the jogger push. the suspect away ran from the area and flagged down a woman who walked her back to her car. when you think about the fact that so many people come through here. >> and that there might not be enough security to allow that the to be done safely. >> that's unsettling. >> and anyone with information about the suspect is asked to contact mountain view. police reporting from mountain view

gayle ong kron. 4 news. >> california's reparations task force has submitted its final recommendations to the legislature and the governor, capitol correspondent eytan wallace spoke with a lawmaker on the task force who shares what reparations for black residents could look like. >> applause last week after the california reparations task force completed its 1100 page final recommendations. report sending it to the legislature and the governor. the document dives in to help california reparations should work for descendants of black american slaves and those in the black community who've experienced racism and wrongs reparations. the final recommendations report comes following a two-year period featuring more than a dozen task force hearings and thousands of testimonies. when you heard individuals testify. >> i could hear my ancestors talking to the assembly member reggie jones. sawyer is one of the members who said on the task force and helped draft up the final report. i was

extremely impressed because it is a definite blueprint of what you need to do when it comes to homes, forced on anybody. the document received a lot of attention for its recommendation that the legislature consider what are described as down payments for descendants of anyone who was a black slave. in addition to those in the black community whose ancestors arrived before 1900, if the descendants meet a certain criteria for the wrongs they've endured, coupled with the amount of time they've lived in california that could be eligible for up to 1.2 million dollars. >> but it also comes as critics argue down payments constitute government handouts in the state already dealing with a 30 plus billion dollar shortfall. this inside california politics. emerson college poll last month found 50% of californians either strongly or somewhat oppose the idea while more than a quarter support, it another 22% are neutral. john sawyer says cash payments are just one portion of a much larger picture of the citizen day one reparations more than cash

paid. >> and it's unfortunate that that has become a lynch pin starting point for people who are against it. and there's a myriad of other things reparations. he says that includes calls for increased state subsidize mortgage programs for eligible black californians. >> legislation promoting racial pay equity and a reduction of food deserts described as areas lacking access to fresh food, something he says impacts predominantly black now that the report is in the hands of lawmakers, john sawyer has a message to his legislative colleagues, but they have their staff. >> and the people who advise them read it so that we we can have very good, robust discussion. governor, how are you? and that's where governor gavin newsom stands on all of this. he spoke about it just before he went out of state last week. we will review it. >> and we'll make a determination make subsequent statements after have a chance to read. >> and as for a timetable here, well, it could still be a while until any final decisions are made. but john

>> good morning, stephanie. right. that crash happened around 10, 30 last night. we have seen a few deputies out here this morning. but for the most part, it does seem like the investigation here at the location has wrapped up. >> but we do want to get to that scene video right away for you. you can see the tail of that plane just sticking out of a marsh. this is at the smith ranch airport. and according to the center's fell fire department. 2 people had to be extracted from the plane which crashed at the end of a runway. now both people were taking to the can to a hospital. what are those people was critically injured and had to be airlifted the john muir medical cener in walnut creek. that's according to california highway patrol. now we're still trying to get an update on the conditions of the 2 people who were inside that plane. the plane also took down some electrical lines in the area and knocked out power to nearly 2000 customers. but according to the power outage map on pg e's website, the power has been

restored. now this morning we did reach out to the fell fire department along with the marine county sheriff too, gather more information for you guys this morning. we're waiting to hear back. but we do know that the cause is still under investigation. as soon as we learn more, we'll bring that to you. stephanie, back to you. all right, stephanie, thanks for staying on top of this for us. we appreciate it. in southern california, 6 people died in a jet crash saturday morning. >> that small private plane plunged into a field near french valley airport in marietta, starting a fire scorched an acre. it took firefighters an hour to put out that blaze. the faa and local authorities are on site conducting an investigation. this is the second deadly plane crash at the airport in the same week. >> and the princess cruise ship that struck a pier in san francisco thursday is finally expected to leave at 4 o'clock. >> this afternoon, some good news for passengers. this is a live look at the ship this morning. and it was originally

scheduled to leave on thursday. but of course, that collision with the pier damage the back of the vessel. let's take a closer look at that damage. passengers on board said that they only felt a slight bump and they were able to get off of that ship safely. a princess cruise line spokesperson told kron 4 news they are offering options for passengers and giving refunds and credits towards other excursions. we did speak with some of the passengers still waiting for the ship to leave. >> they're trying their best you could tell there you trying to buy time. captain kept coming on every couple hours. need more time talking. the coast guard, you know, is a little bit bigger than you know, it seems that it is. but i think they're just doing all the planning finally figured out that they on sunday, which is a lot later than it >> the coast guard says they do have inspectors monitoring the repair process and the ship will not port until it meets all safety standards.

the city of oakland's 9-1-1, on a mated system failed again on saturday. going down for hours. kron four's amanda hari spoke with one man who says he struggled getting through to a dispatcher when he was trying to report an emergency situation. >> the man i spoke to says it breaks his heart it's this difficult to reach 9-1-1. he says it makes him sad for his city and some think needs to change. busy signal is alan owner of oakland auto shop tried to call 9-1-1 in september. he found a body crushed in the tow yard. >> he says he was placed on hold for 10 minutes. then he had to continue to wait officers respond to maybe about 40 minutes later after that >> so more ridiculous and more big things. and already it he says living and working in a high crime area. he's had to make many 9-1-1. calls and

it's becoming more and more difficult, but not 1, 1, that's been the past 10 years. yang says he's a takes seconds to speak to a dispatcher. now he often waits minutes. >> then thursday, a power outage knocked out oakland's 9-1-1, aided dispatching system. >> forcing dispatchers to handle calls manually for hours, then less than 24 hours after the city said their systems were restored, they went down again saturday morning. president of the oakland police officers association barry donelan says the writing was on the wall for 9-1-1, collapse citing a recent grand jury report to system failed. >> and the grand jury said it. every oakland police officer said oakland mayor sheng thao says one of administration's main focuses is the 9-1-1 issue. i can say that i have directed that 9-1-1. call taker vacancies be given top tier priority. the city's hiring blitz. the yang says he doesn't believe mayor thao has been aggressive enough in her efforts. despite that, he's

face injuries. police also arrested the passenger of the pickup truck. kelsey lucius officers also found a loaded handgun, narcotics and fake id's in the truck. a woman is dead after her car after a car struck her late saturday night in san jose. the crash happened at east capitol expressway and monterey highway at 9.45. the woman was taken to the hospital where she later died of her injuries. this marks the 24th fatal collision and 25th traffic death of 2023 in the city westbound capitol expressway between snow avenue in 7 trees boulevard are shut down while police investigate. the san francisco fire department says pg e equipment exploded underground, causing property damage in san francisco last night, the blast blew off a manhole cover, took out windows and damaged at least one car in the pacific heights area. this happened around 8.15, near laguna street and pacific avenue. and this is video you're watching from the

release all records relating to the firefighter strip club scandal. that happened last october. the controversy started with a viral video showing a woman wearing a bikini stepping out of a fire engine outside of the pink poodle strip club. a fire captain was demoted after this incident. the mercury news later suing the city san jose claiming the city refused to release records about its internal investigation into what happened on friday. a judge ruled the city must comply with that request. mayor matt mahan, he applauded this ruling. his office issuing this statement with us that reads in part as somebody who has been pushing for more transparency on this issue, the judge's decision is good news. the public will now be able to see key details of the investigation themselves and understand why significant discipline was imposed and that san jose will not tolerate deviation from the high standards. the vast majority of our workforce uphold every day.

the zenith of the fog. we get each morning and all but it won't be as intense as what we've seen. it will mix out a little quicker as we progress later on during the week. this is particularly the case is this high starts to build here. onshore winds expected for the period and they do pop this afternoon little bit most noticeable around the coast. as you can see here, golden gates watch the bay area. baidges here. you're going to get a westerly wind that's working here all day and all this evening. and tonight all the way into about tuesday morning, looks like it's still noticeable. by that point. it wsll start to lose the winds, hence that will allow the surface heating a little better, too early bay clouds. this is half moon bay behind us here breezy 60's for the bay shoreline, 70's well inland. and then early in the week, sunny and warming quickly, 70's for the bay, 90 ish again, well inland. and then for late in the week we've got a cool sunny coast going on. so we funny take care of that morning, fog and all. but it's hot inland near 90 for the bay and 100 plus the days to look for to be friday and saturday, those

wind gusts. several children were among those rescued one rescue involved to kite surfers. and that happened around 5 in the afternoon at point lobos near cliff house. 2 kayakers also had to be rescued near pier 70 kayakers, including 6 kids were rescued from behind barry bonds. junior giants field crews say some local fishing boats helped in the rescues. everyone is expected to be okay. the san francisco fire department is urging people this weekend to stay out of the water because of dangerous conditions. wind gusts could reach more than 30 miles an hour. the search continues for missing petaluma man swept into rushing yosemite rapids just last week. the national park service says 24 year-old hayden klemenok was backpacking with friends on july. 2nd when he fell into the water. state officials are warning the public that rivers streams and other waterways are very dangerous this year because of massive runoff and snow melt. 70 park rangers

>> that's starting to mix out a little bit in some spots of the viewing area here. but we're still working on the immediate bay air still kind of socked in a little bit with mostly cloudy skies. for now. >> again, it will be a cool day today with that onshore wind. here's the shot of the east bay shoreline. we're doing it again. and some fog kind of comes right up against us here on the ground. it's certainly a loft announce covering over the east bay shoreline telling us it's starting to mix a bit. meanwhile, the golden gate bridge, you can see kind of overcast for now i checked the shot down in san jose state. we could see some broken clouds working. there is some blue star to pierce on through onshore winds. that's going to be today tonight through tomorrow. not only does that bring in the marine layer, but it keeps those temperatures down and keeps a somewhat moist here. we don't dry out too much. all good news on that front. if you like the warmer weather, don't worry. it's coming in the longer range forecast. mid 50's along the east bay shoreline. 61 for now for antioch. we've got a 56 up there to santa rosa. 54 half moon bay. again, looks like an improvement for the afternoon. be patient. it may take a while to get 58 san jose. by comparison sake were

airport. and according to the senator felt fire department, 2 people had to be extracted from that plane which crashed at the end of the runway. authorities say because of where the plane crashed, it was difficult to get to sheriff's office say say, says around 10:00pm a call came in about a bright flash of light in the sky and power being out near the airport. one of was sent to a critical condition is injured and had to airlifted to the john muir medical center in walnut creek. that's according to california highway patrol. one has passed away. the other is in critical condition and we have come from there are only 2 people on board the flight which left from end in nevada was on his way to sour. phil has its final destination. we also know the plane did take down some electrical lines in the area and knocked out power to nearly 2000 customers. but according to the outage map on the pga new website, that power has been restored. now,

we do know that the marin county sheriff's office is working alongside the ntsb to figure out what happened. the cause of the crash is still being investigated. stephanie, back to all right, stephanie, thank you for continuing to follow this story for us in southern california, 6 people died in a private jet crash saturday morning. >> the small plane plunged into a field near french valley airport and maria starting a fire scorched an acre. it took firefighters an hour to put out that blaze. the faa and local authorities are on site conducting an investigation. this is the second deadly plane crash at that airport in the same week. and the prince's chris cruise ship that struck a pier in san francisco thursday finally expected to leave at 4 o'clock this afternoon. so live look at the ship this morning. could see it up there. it was originally scheduled to leave on thursday. the collision with the pier damage the back of this vessel. let's take a closer look at that damage. passengers on board say they felt only a slight bump and were able to get off the ship

its this difficult to reach 9-1-1. >> he says it makes him sad for his city and some think needs to change. busy signal is alan liang. owner of oakland auto shop tried to call 9-1-1 in september. he found a body crushed in the tow yard. >> he says he was placed on hold for 10 minutes. then he had to continue to officers respond to maybe about 40 minutes later after that >> so more ridiculous and more things. and already it he says living and working in a high crime area. he's had to make many 9-1-1. calls and it's becoming more and more difficult, but not 1, 1, that's been the past 10 years. yang says he's a takes seconds to speak to a dispatcher. he often waits minutes. >> then thursday, a power outage knocked out oakland's 9-1-1, aided dispatching system. >> forcing dispatchers to

welcome back to kron. 4 morning news. good morning, everybody. and you can see some of the improvement i was referencing earlier down the san jose state. you can see some blue star to peer through there. that's a dry air layer starting to mix with the marine layer. don't worry. >> we'll take care of that around the bay to get the sunshine out to do its performance. but that's the sign of things to come, including at the coast to although it may take until later in the afternoon to do that mid 50's line at the east bay shoreline. for now we got 56 santa rosa, 53 san francisco, antioch, you're coming in about a 61. 58, san jose. so you can see a lot of climate control going on with this. a marine layer filtering into even some of those inland spots will see lhe same thing again tomorrow. now you can see this on future cast for it fog. we have mixes out pretty quickly today, although it is kind of stubborn there around san francisco tonight spills back in again in the central valley. this is pretty progressive here. this will be for tomorrow morning. we'll see kind of that again to on tuesday before it starts to become more subdued and it will mix out fairly quickly

>> california's reparations task force has submitted its final recommendations to the legislature and the governor. our capitol correspondent eytan wallace spoke with a lawmaker on the task force who shares what reparations for black residents could look like. >> applause last week after the california reparations task force completed its 1100 page final recommendations. report sending it to the legislature and the governor. the document dives in to help california reparations should work for descendants of black american slaves and those in the black community who've experienced racism and reparations. the final recommendations report comes following a two-year period featuring more than a dozen task force hearings and thousands of testimonies. when you heard individuals testify. >> i could hear my ancestors talking to the assembly member reggie jones. sawyer is one of the members who said on the task force and helped draft up the final report. i was extremely impressed because it

sydney australia for a good morning, dan. good morning. you know, we're so lucky in the bay area spoiled, really, when you think about we have multiple airports, countless flights to get all over the world recently quantas resumed after a 3 plus year pandemic pause flying from sfo to sydney. there's a lot of great reasons to go to sydney. it's the dead of winter right now. so what does that temperatures in the low to mid 60's sounds a lot like summer. the bay area, there's a great exchange rate less crowds. a going on. might be the perfect time to visit. it's also the only time of year you can see vivid sydney due to famous landmarks. the city lights up all throughout the city. the annual festival starts. the end of may runs through mid-june, the brunt of it. but some light installations like this lightscape at the royal botanical garden are still going on. this is one of those once a year events. but one of those wants your events that's

yes. you won't see them in sydney. however, this is hunter valley wine region. just a couple hours outside of sydney, just like people kangaroos like hanging out in the vineyards. fascinating, fascinating and they don't really mind people. so in between watching the kangaroo, sipping wine, hot air ballooning is another great way to take in the sights. plenty to see this kind of cement for me. similarities to the bay area. you've got the city. you've got one country, just an easy drive away with just some stunning sights to make you smile and maybe a little sunday travel inspiration. absolutely. and watching that, i just feel so decompress it's one of those type of destinations. and i do think bay area, folks, they'll find things that make them go. oh, this is kind of like home. and that's very sweet. and with those kangaroos are wild kangaroos, wild kangaroos that they're not. they're not pets. they just go running through the vineyards. that's that's the way it is. i guess very similar to how we have deer in
