taking new steps to combat the growing fentanyl crisis. >> from the area's local news station. you're watching the kron. 4 morning news at 7. >> good morning, everyone. thank you for joining us here on kron. 4 morning news. i'm theresa stasi win for stephanie lynn. it is saturday october 28th. our top story this morning is the weather. it is a red flag warning in effect, which means increased fire danger. we have live team coverage for you this morning. the tiffany justice in the east bay where the warning is currently in effect. but first, we want to go to dave spahr and the weather center with more on the forecast. hi, dave theresa, good morning. and good morning, everybody. very dry air of selling across the bay. it looks like for the whole weekend. and yes, it will be windy along with all that to giving a little bit. the to all of these winds kind of an opposite situation we've had over the other couple weekends where we did have some rain try to play along with the game here, too. >> we're going to have moisture levels are going to drop those dew points in the

teens or even single digits. looks like possible throughout the weekend. let's get a load of what we've got going on right now. and our current to view here. we have the wind advisory that's pretty much in place in those higher elevations, particularly not so much in the lower elevations and notes a county and there they're the ones are going to be dealing with most of the way of winds throughout the weekend. all right. so what we're getting to be on this does give you a quick shout out what's going on everywhere. solano county is entirely filled up as far as the sunshine is concerned, that's going to be wall to wall for today and tomorrow there's the shot from the east bay shoreline temperature. check for you. this is another interesting thing. it's kind of contradictory to what we've been talking about in terms of the dry air. well, temperatures can fall. we may actually look at lower temperatures tomorrow morning. then this. we're at 34 right now. santa rosa. 36 novato and also for napa. meanwhile, some 40's for a good chunk of the east bay. when your windshield and areas temperatures can fall much more so so if you're not going to be getting much in the way of winds, we tend to be a windshield area. you're going to be very cold

probably by tomorrow morning because the winds subside for everybody. quick check in with our temperatures are going by contrast were trailing in fairfield, also around mountain view. you can see by a degree or so. and with the cold air, yes, even this morning, there's the possibility of a little bit of frost up there. so that's until 10:00am up in the north bay for a little bit of a frost advisory. 56, it looks like by 11 by 2. we'll try 66, but still 70's expected for highs today. we'll take a closer look at that forecast. a bit threesome. >> thank you very much. we continue our team coverage of the red flag warning and the potential fire danger. let's go to kron four's tiffany justice. she's live in lafayette with more. hi tiff. >> hello, good morning. as there is a red flag warning for many parts of the bay area. a red flag warning along with a wind advisory. so let's get into it. they officials anticipate a wind events today going into tomorrow that will create fire weather conditions. so this red flag warning actually went into effect around 5 o'clock this morning. officials expect when

this morning across the ridges of the north bay east bay and santa cruz mountains and cal fire saying they have full staffing available with additional resources as needed. >> and the biggest thing is just for the public to be fire safe, that they're operating outside in conditions. and should there be a fire in your area >> be aware of it. and like i said before, if you're asked to evacuate in the event of a fire, please do so quickly. >> okay. and fire officials also going on to say and warning people not to burn outdoors right now as weather conditions will be conducive to rapidly spreading a fire. they also recommend keeping in touch with your local fire officials for the most up-to-date information regarding any need for an evacuation plan. and because of this red flag warning the fairfield fire department putting out on social media that they have close certain city parks and properties reporting live to be justice. back to important information. thank you very much. tiffany.

>> another big story this morning for you. san francisco is continuing its fight against the fentanyl crisis. now governor newsom is stepping in to make sure that those responsible are being brought to justice. the governor is providing additional resources to launch a task force which could see fentanyl drive dealers rather facing murder charges. kron four's dan kerman explains. >> in the first 9 months of this year, san francisco is seen over 600 overdose deaths. 80% of which are due to fentanyl and how deadly this drug is. >> is impacting the quality of life of san francisco differently than almost any other drug we've encountered. the governor's already sent fn the highway patrol to help curb open air drug dealing. >> now he's sending the california national guard to join the chp san francisco police and the da's office to set up a task force to investigate and prosecute dealers. the district attorney in san francisco plans to

charge people with murder. if there is evidence. >> the person who died from a drug overdose, if there's evidence that they could link back to the actual dealer who sold them these drugs, the new task force will investigate overdose deaths like homicides in an attempt to prove the dealer had a conscious disregard for human life. there have been multiple convictions for murder, second-degree murder under this theory in california, starting in placer county. >> we've had a conviction, a similar lead by jury trial. i believe in riverside these prosecutions are happening in san diego county. so we we're seeing these prosecutions be successful across the state in in a few jurisdictions. and so we need to get on board. san francisco district attorney brooke jenkins says she hopes the prospect of a murder conviction well also proved to be a turn for those considering selling deadly drugs on san francisco streets but may take somebody being prosecuted in this fashion for others to wake up and to

choose a different past. city. officials say the goal is to get this task force up and running by early 2024. >> at the da's office in san francisco, dan kerman kron, 4 and we continue to attract fentanyl use here in the bay area. you can scan this qr code. >> to go to a special section on our website with the very latest stories. what san francisco county officials say that the inmate population in their jails is growing and as a result, they are opening a facility in san bruno. they say that the number of inmates 32% more than last year with 1100 prisoners during this time last year, there were about 800 inmates. they say that the new area being open in san bruno has 6 storms, only 2 of which are currently use. this morning. we're learning more about the life of the 16 year-old a key marion tucker who was killed at a house party oakley last weekend. kron four's gayle ong spoke to his father.

antioch has been arrested in connection to the shooting, oakley, police say well as audible be released from custody as police investigate what led up to the shooting. >> that was gayle on reporting for well, 6 years ago this month, the tubbs fire destroyed nearly 6 1000 homes, including 162 homes in the journey's end mobile home park. they're in santa rosa. now the park was home to many seniors of tragically displaced because of the fire. what you're seeing right now are pictures of the new facility. it is called laurel a perennial park. it opened and it is now welcoming residents back 6 years later with that new name and a brand new facility. >> so many signs that. this day would never come. but thanks to the tenacity thinks to the grid in grace of journeys in residence. thanks to all levels of government working together to get the job done. >> now it features 162 affordable housing units for seniors and others to qualify.

>> bad news for those of you who like dungeon is crowned for thanksgiving for the 5th year in a row, california fish and wildlife officials are delaying the start of commercial dungeness crab season from half moon bay up to the oregon border. this season was originally set to start on november. 15th. now it's not going to start until at least december 1st, officials say that the delay will protect migrating hump back whales from getting caught up in crab traps. right now we're going to take a live look outside at sfo for you. if you're flying, it looks beautiful. also, no delays right now, which is fantastic.

hey, dave, going on in the weather is kind of chilly this morning, but not as cold as i thought it was going to yeah. well up maybe tomorrow morning we look, your spirit will be so that's something a 4 to a good morning, carissa. good morning, everybody. and the red flag warning we're all talking about, of course, covers every where you can see on here except around the immediate perimeter of the bay. >> and they're actually tend to be different times for expiration for all of this because some of the valley's won't get as much as the higher elevations, but it's really covering basically this entire weekend through all of it is what it looks right now. getting beyond that point, we are not getting beyond that hang on one 0nd here and let me get clicker here. we'll try this guy out. so what i want to do is show you these temperatures because teresa's talk about how cold it was and you got that right. look at that up in the north bay, their 30's, mid 30's that that we've got going on here. meanwhile, in the east bay into the 40's now, the key issue with all of this is not so much during the day because of a warm-up, but then tomorrow night in windshield areas and the winds start to win some fancy dancing around

the bay, you can get some areas that won't get as much winds tonight there go. the temperatures will fall to go into freefall. you do that with dry air very easily. so we might be looking at numbers a little cooler up north, putting this all together for you. here's what it looks like the east bay shoreline. you can see the sunshine coming in. they're very nicely. let's get to those winds now offshore. very clear for everybody, solano county. look at that off to the delta. very strong to the sacramento valley. all the east bay is looking at directly north winds all day today, not as noticeable along the coast. looks like a little bit of a sea breeze working here. then tonight we continue the winds. they remain up there in solano county. look at the curvature now. we have a pop here of some offshore winds right across turkey in a straight off to san francisco. you will notice will be going out across the golden gate, not to the traditional onshore wind and up in the north bay are all air was coming to north. but in some windshield areas overnight tonight into sunday morning might see temperatures going little free fall as you don't get as much in the way of widespread winds. but

generally speaking, the preponderance is of offshore winds. this is what it looks like in terms of humidity levels. a big drop in the east bay. look at these numbers. humidity levels this afternoon tomorrow morning wears the green not to be found. marine letters out to lunch tomorrow. looking out dry sunday afternoon is we see some single digits for relative humidity levels. again, that chapstick, you're going to be that watch the hands because we're going to get really crusty here in a couple of days this weekend, the red flag warning very dry winds, 70 ish for temperatures, not winds, but we do have a wind advisory are going up to about 45 or so higher elevations. you might see the winds will but more so early in the week. sunny, early lower 70's that we got some scattered clouds working here tuesday, mid 70's temperature wise, the end of the week looks interesting as we might be re-doing some rain trying to get in here. but mid to upper 70's for those inland spots. 67 san francisco, 71 1 on for san jose. 69 for oakland. the raindrops know we won't see any of those high temperatures today. we might scratch some lower 70's up towards the north. 71 going on

remind people to keep a safe distance when recording crime. the search for the gunman who shot and killed 18 people in maine is now over. robert card was found dead on friday shine a low chad. a has been in lewiston, maine, where a shelter in place is finally been lifted. >> all across new england, but especially here in lewiston, maine, people will be waking up and feeling that difference. the fear is no longer in the community, but the pain and the grief are filling the hearts of all those impacted. >> a manhunt comes to an suspected mass murderer, a 40 year-old robert card is found dead friday night. just about 48 hours after the massacre in lewiston, maine. like many people. >> i'm breathing a sigh of relief tonight knowing that robert card, there's no longer a threat to anyone. >> card is accused of fatally

shooting 18 people and injuring 13 more. the youngest victim killed only 14 years old, local state and federal authorities have been investigating the 2 shooting scenes, a bowling alley and a local bar. authorities are not yet saying how exactly they found the suspect's body only saying it was located near a river about 20 minutes from the shootings. the city of lewiston. >> and the state of maine. begin to move forward. on what will be a long and difficult road to healing. we will heal. >> and while parts of this city will never feel whole a ain, there are certainly signs proving that some things can never be broken. i think the right direction that we need to be healing. ines. >> one of strength and one of community and one of unity. >> and we really expect the landscapes to change at the 2

scenes of the mass shootings really in the coming hours for the first time since the mass shooting stores will be open, meaning people can go and buy flowers reporting in lewiston, maine. i'm shiina low >> countries like the uk, new zealand, norway and australia. quickly pass new gun laws after mass shootings this week, vice president kamala harris pointed out that those laws nearly eliminated mass shootings in those countries. washington correspondent alexandra limon reports on the issue and why similar gun laws are nowhere to be found here in the united states. >> once again, routine gatherings have been turned into scenes of horrific carnage. vice president kamala harris says there's a solution to the gun violence problem in the u.s. as our friends and on streaming have demonstrated in 1996 a mass shooting in port arthur. australia claimed the lives of 35 people.

domestic violence awareness month. kron four's ella sogomonian has more on the warning signs to look out for. >> a beautiful display was set on a table in honor of mariah davis, a former student at san leandro high school and other domestic violence victims. a teacher range the pictures and encourage conversation about domestic violence with her students, some of whom paid to the porch of mariah for her mother to keep mariah was killed just a few weeks before her 19th birthday on halloween by an ex-boyfriend who turned himself in the national coalition against domestic violence reports, the 40% of women murdered are killed by intimate partners. and the domestic violence is most common among women between 18 and 34 years old. the executive director for love never fails is also chair of oakland's violence prevention coalition. she says people should watch out for particular behavior that would signal whether relationship could get dangerous like refusing to respect boundaries or stocking. are they super controlling? do they are they jealous? >> are they texting? you all

>> now on kron, 4 increase fire dangers across a bay area this weekend. we have team coverage with everything that you need to know and the deadline is looming for street vendors in san francisco before they are forced out of the mission district. good morning, everyone. and theresa thank you for joining us. let's start the half hour with a look at the forecast. dave spahr. he is in the weather center with the very latest. hi, dave. >> hey, good morning, theresa. good morning, everybody. and a cold start. it's been for us going on here with the dry air in place. and that's even with some winds in place as well. we're going to lose a little bit of the way. the winds briefly for tonight, just a touch and that will allow at

least some wind children, areas adult humble temperature wise of the flag warning. that's what all weekend that covers just about the entire bay except for a little piece of geography. that kind of is there around the perimeter of the bait. if we can check into that, the red flag warning. there you have it and there to coverage just about everybody. technically it starts to kick in and some of the lower elevations later, it's not in place right now, but that gives you a general idea of what we're looking at for the balance of the whole weekend. and just that little area down to the santa clara valley, not in that. but what they're really watching is human activity on all of this because it's really only the very small fuels, the brushes, the grass. that's really what's the most vulnerable of all of that, that we've had enough rain lately that we don't have problems with the major fuels, which is a good thing. those winds are going to be felt. again, the higher elevations, wind advisory throughout the weekend here, they can get up there to around 45 miles per hour particular. you folks off to the east bay in sullivan county because that's where the source of the winds are coming from. all ta aside from

that, we're also looking at a frost advisory and this may be reinstated tomorrow morning. this is basic up in the north bay until 10 temperatures up there aren't subfreezing for the most part, but you can get frost easily in the 30's. beauty shot coming in from half moon bay. yeah. even then we're not seeing much the way of fog. of course, with an offshore wind like this. so temperatures there you have them in the 30's up north, not below freezing yet. 43 for a delay. whole lot of 40's covered the east bay as well. and our contrast, we're actually ahead by a couple degrees up north. although there are some negative numbers you can see for mountain view and also for fairfield today with the sunshine, expect high just grazing a little bit of the lower 70's for the far east bay. again, your bigger issue will be the dry air in the offshore winds take a look at that and maybe some rain returning to our 7 day forecast. that's coming up in a bit. step there. so all right. >> we continue our team coverage of the red flag warning and the potential for fire danger. let's go to kron four's tiffany justice to she's live in lafayette for us

warning people not to burn outdoors right now as weather conditions will be conducive to rapidly spreading a fire. they also recommend keeping in touch with your local fire officials for the most up-to-date information regarding any need for an evacuation plan. and hlso because of this red flag warning the fairfield fire department putting out on their social media that several city parks and properties have been closed for today. reporting live to be justice. back to you. >> tiffany, thank you very much. while some street vendors in san francisco's mission district will soon have to get off the streets or face a fine a street vending ban is set to take effect next month. the supervisor behind the temporary restrictions says that it's too dangerous to allow vendors to continue as they have been kron four's. rob nesbitt has the details for us. >> the supervisor says street vendors in the mission will have to move sometime next month. that an exact date and where exactly they'll be able to go is still in the works.

this is what the bart staff at 24th and mission in san francisco looks like on any given night, but not for long. according to supervisor hillary ronen starting next month street vending with or without a permit will be prohibited because of how dangerous conditions have become. there has been gunshots. >> there have been regular assaults. there have extorted of the legacy vendors by sort of the vendors involved and fencing goods. it's been 6 months since the city started requiring proof of a permit. >> but those from the department of public works walking around the mission, enforcing the law have been met with violence threatened with their lives assaulted. >> so much so that they wear bulletproof vests to work. she says illegal vendors of the problem and to separate the bad from the good the city is in the process of renting a storefro on mission street. that legal street vendors can work inside of as well as inside bar plazas and a parking lot of 24th street. those will be alternative spaces for people that you know, the selling goods that

crisis. good morning, everyone. thank you for joining us here on kron. 4 morning news. i'm theresa stasi for stephanie lin. >> it is saturday october 28th. our top story this morning is the weather. there is a red flag warning in effect, which means increase fire danger. we have live coverage with stephanie justice in the east bay where the warning is currently in effect. but first, we're going to go to dave spahr. he is in the weather center with more on the forecast. good morning, dave. well, good morning, theresa and good morning, everybody. we are dealing with some very dry air in a very strong force of offshore winds. now. >> this fall thus far, we've had these little, although they've been very weak systems enough to kind of moisten us up a little bit here. so we didn't have this kind of problem. but this is a very strong offshore wind event. and it's overcoming the recent rains a little bit. so this is a what they're concerned about its human induced activity there. if you're out and about

sparks, fly any fires and so forth can go off to brush fires as well. so the red flag area just about the entire bay except for around the perimeter around the bay itself in a little bit in the santa clara valley. but it's everybody take caution with the winds, higher elevations, most apt to this for the wind advisory. that again will be an offshore tour coming from the northeast to easterly direction on balance. and again, it's the higher elevations you get above, say 1000 feet. technically that's what you're looking at on that. but it will be breezy just about everywhere, expect even at the ground level for those winds to be in the 20's and 30's easily. nice beauty shot coming in from half moon bay. no fog issues this morning. nice sunshine from beginning to end repeated tomorrow. our lows, a little chilly up north there in the middle to upper 30's. now we do have a frost advisory also, but tomorrow morning and some of the shield and areas you might see temperatures slip a little bit more so and because of some of the moisture of the ground level actually does cool us off more still temperature contrast for you were trailing a couple pockets here and there, but pretty close to yesterday's numbers.

and some of their properties will be closed. reporting live to be justice. back to important information. thank you very much, stephanie. >> one other big story this morning, san francisco was continuing its fight against fentanyl crisis. >> now governor newsom is stepping in to make sure those responsible are being brought to justice. the governor is providing additional resources to launch a task force which could see fentanyl dealers facing murder charges. kron four's dan kerman explains. >> in the first 9 months of this year, san francisco is seen over 600 overdose deaths. 80% of which are due to fentanyl and how deadly this drug is. >> is impacting the quality of life of san francisco differently than almost any other drug we've encountered. the governor's already sent in the higheay patrol to help curb open air drug dealing. >> now he's sending the california national guard to join the chp san francisco police and the da's office to set up a task force to investigate and prosecute

dealers. the district attorney in san francisco plans to charge people with murder. if there is evidence. >> the person who died from a drug overdose, if there's evidence that they could link back to the actual dealer who sold them these drugs, the new task force will investigate overdose deaths like homicides in an attempt to prove the dealer had a conscious disregard for human life. there have been multiple convictions for murder, second-degree murder under this theory in california, starting in placer county. >> we've had a conviction, a similar lead by jury trial. i believe in riverside these prosecutions are happening in san diego county. so we we're seeing these prosecutions be successful across the state in in a few jurisdictions. and so we need to get on board. san francisco district attorney brooke jenkins says she hopes the prospect of a murder conviction well also proved to be a turn for those considering selling deadly drugs on san francisco streets but may take somebody being

for thanksgiving for the 5th year in a row, california fish and wildlife officials are delaying the start of commercial dungeness crab season from half moon bay up to the oregon border. the season was originally set to start november. 15th. until now, it's not going to start until at least december. 1st, officials say that the delay, the reason is to protect migrating, humpback whales from getting caught up and crab traps, which i guess, really good right and why we're taking a live look outside to sfo right now. who would like to get on a plane and somewhere right? all right. not that it's not great here. imply that there's far here with us to talk about the weather. >> well, good morning, stephanie guard strike 0.3, good morning, everybody. we have a red flag warning that covers just about the entire bay area except for that little perimeter right around the bay itself. but everywhere else you can see, it's a very much entrenched again due to those offshore winds and just how the topography kind know,

organize all of these. you see the day today and particularly tomorrow, it's going to some fancy work 30's up to the north bay. right now, they do have a frost advisory. you can get that even though, though you don't have temperatures below freezing 40's moines. meanwhile, for a lot of the east bay in the 41 coming in for half moon bay, by the way, we may see some kind of interesting numbers happening at half moon bay because of those offshore winds coming down over the hill. sometimes you get a last minute pop in those numbers. but certainly a beautiful picture in the wind will be at your back throughout the entire weekend. it looks like that's going to load of what it looks like. as you can see, the good coverage area the north bay, particularly solano county. those numbers really pop and also in the east bay, they're not cooperating the same way along the coast today, but that will shift later on by tomorrow. comes right across the carquinez strait across the golden gate. as you will notice there. so will be a few hours going on tomorrow is going to be a real good push right across the bay of that dry wind again of a pop for a few hours in the afternoon before subsiding. but even monday morning at this point,

we're going to be banking off of a very dry atmosphere, even though it is starting to subside a little bit. let's get to the humidity part of the forecast. there's all the green and the green is good by for the entire weekend. we're not going to see it on the map at all dries out during the afternoon today. sure it's supposed to recover in the morning hours, not in the cards tomorrow morning, very dry. and remember when you have wind chill areas on top of this. know, the words are not having a lot of windy situations in the valley or something. those temperatures can plummet so you can get artificially very cold pockets that develop with this kind of dry air and through the day tomorrow. again, we have more influence of the dry air coming in from land still by monday morning that marine layer is trying to recover a this weekend. red flag warning very dry wind, 70 ish temperatures, not winds. that's the temperature will make about 70 or so earlier this week, sunny, early on with lower 70's still on the cards were going to warm up to mid 70's, but some scattered clouds try to work in here as we get kind of a piece of a system doesn't do much, but it does help bring in a little

you can see many parts of the day is included in this red flag warning fire officials anticipate a wind event today going into tomorrow that will create critical fire. weather is what they're saying. this red flag warning actually went into effect at 5 o'clock this morning. officials expect when today across the ridges of the north bay east bay and santa cruz mountains, cal fire saying they will have full staffing available with additional resources as needed. >> and the biggest thing is just for the public to be fire safe, that they're operating outside in conditions. and should there be a fire in your area >> be aware of it. and like i said before, if you're asked to evacuate in the event of a fire, please do so quickly. >> okay. fire officials warning people as well not to burn outdoors right now as weather conditions will be conducive to rapidly spreading a fire. they also recommend keeping in touch with your local fire officials for the

most up-to-date information regarding any need of any evacuation plan. and also because of this red flag warning. you also do want to mention the fairfield fire department putting out on their social media because of this red flag warning several city parks and properties will closed down. >> reporting live to justice. back to to me. important information. thank you very much. >> well, another big story this morning. san francisco is continuing its fight against the fentanyl crisis. now, governor newsom stepping in to make sure those responsible are being brought to justice. the governor as providing additional resources to launch a task force which could see fentanyl dealers facing murder charges. kron four's dan kerman explains for us. >> in the first 9 months of this year, san francisco is seen over 600 overdose deaths, 80% of which are due to fentanyl and how deadly this drug is. >> is impacting the quality of life of san francisco differently than almost any

other drug we've encountered. the governor's already sent in the highway patrol to help curb open air drug dealing. >> now he's sending the california national guard to join the chp san francisco police and the da's office to set up a task force to investigate and prosecute dealers. district attorney in san francisco plans to charge people with murder. if there is evidence. >> the person who died from a drug overdose, if there's evidence that they could link back to the actual dealer who sold them these drugs, the new task force will investigate overdose deaths like homicides in an attempt to prove the dealer had a conscious disregard for human life. there have been multiple convictions for murder, second-degree murder under this theory in california, starting in placer county. >> we've had a conviction, a similar lead by jury trial. i believe in riverside these prosecutions are happening in san diego county. so we we're seeing these prosecutions be
