for today, you'll see that picking up a little bit in spots. so want to make note of that. but as you watch the satellite into motion, see kind of clear patch from the nudging itself towards the north. that's again, all of the organization with the storm system. well out to sea and it's going to be a player all week long. there is just trying to get its sea legs coming out of the gulf of alaska. if you'll notice and you can see the rotation behind this white line way up there again in the gulf of alaska. key point that means the air above is going to be chilly. and that's also be a player to our temps. we're looking at 40's and 50's quick contrast for you. it's kind of a hodgepodge little head little behind, depending on your exact location to our numbers yesterday morning. so today we'll call mostly sunny some high cloudiness in the afternoon. temperatures revisiting those middle 70's well inland. all right. big storm happening in the next week. we'll be getting into more of that later in the broadcast. 70. >> okay. something look forward to. thank you, dave. well, it is day 2 of the apec summit in san francisco and

security measures in and around the city are expected to get tighter in the coming days. first, if it just is live for us now at the moscone center with the latest on all of this, tiffany. >> yes, stephanie, today is day 2 of the apec summit. yesterday was a big day as everything got going. we do know that world leaders and dignitaries from all over are in francisco. president biden along with chinese leader xi jingping are expected to come wednesday, but it was on saturday. the first event started at 1 o'clock in the afternoon with opening remarks from senior officials. >> meeting chair nora todd during the opening remarks, todd pointed out the city's connection to the asian culture with historic chinatown and a large portion of the population with asian or pacific islander route, as well as its close proximity to business leaders in silicon valley. >> president biden's decision to host economic leaders in the city of san francisco was a natural one. the city is synonymous with connectivity.

it has long been recognized as a gateway to the asia pacific. if there ever was an american city that personified a pack. this is the place. >> now city leaders have prepared for the summit fight, had 6 security at barricades and checkpoints for pedestrians and cars. want to show you a map to show you the areas that are going to be impacted the most in and around this county center and the fairmont hotel. so traffic will be temporarily blocked off from market to harrison street and from 5th street to second street, the green areas means that this is only for local traffic. the red areas and locators. this means that this is going to be controlled, pedestrian traffic and checkpoints, locations with yellow locators. this is where vehicles will be checked. >> another big talker is the anticipated protests. activists protesting environmental poor working conditions and the israel-hamas war are among those planning to protest today. thousands of protesters are expected throughout this week long summit. francisco

investigators have identified a suspect but have not been able to find that person yet. we will update you once we get more details from police. and police are investigating a shooting that seriously injured a teenager in front of the high school. investigators say it happened just before 10 o'clock friday night. the victim was standing in front of campus when he was struck by a bullet. he was taken to a hospital but is expected to survive. police say at the time of the shooting, a football game that just wrapped up. the department says they plan to step up police presence and security around campus. the school district releasing a statement saying, quote, our thoughts go out to the victim and to those affected by that event. adding it is understatement to say that we are outraged our students, our school and our community deserve better. that statement reads. well, francisco city commissioner is in jail accused of assault. san francisco police arrested william palmer. the second on thursday. palmer is arrested or other accused of sodomy, assault and battery. police

say this stems from an alleged assault back in august. palmer is a member of the san francisco sheriff's department oversight board in response to the arrest, the president of the board of supervisors, aaron peskin called palmer to resign. the supervisor adding he will take the necessary steps to remove palmer from his post. the investigation remains open. anyone with information is asked to please contact police. the coma police department is asking for the community's help identifying 6 people in connection to a retail theft. take a look at your screen here now. police say the suspect store more than $6,000 worth of merchandise from a business on coleman boulevarm. the theft happening just earlier this month. investigators say the group was seen driving away in a white lexus and a silver infinity. police are asking anyone with information to please give them a call. in the north bay. police are searching for suspects connected to a string of saturday morning burglaries. power tools were stolen in all

3 cases. the first happened around 04:50am, on whole road in petaluma. police say the burglars drove into a garage door using a white van then just before 5.20, officers say the sand and drove to another business on lindbergh lane. the 3rd incident happened 10 minutes later. a business on lakeville highway. former raiders player and 5 others are dead after a car crash in houston saturday night. it happened early saturday morning when a driver ran a red light and slammed into an suv. the houston chronicle reports 5 men and one women died. police say former cornerback dj hayden was one of the victims. the 33 year-old was a first round draft pick by the oakland raiders in 2013, he played 8 seasons in the nfl. in the north bay. napa county is getting 5 million dollars to launch a rental assistance program to help the growing senior polis population. there. the money is expected to benefit 180 to 200 senior

citizens. local officials say seniors do account for more than 10% of the homeless population in napa county officials added financial or health crises can be the leading causes of homelessness for older adults. when the east bay community members gathered at the uss hornet sea air and space museum in alameda for veterans day on saturday. the event also celebrated the 80th anniversary of the commissioning of the uss hornet and the 25th anniversary of it becoming a museum. >> it was commissioned in 1943. and served from 1970. it was in all the major battles from 43 on in the pacific. it served during the korean war it served during the vietnam its last missions to missions with the pickup apollo 11 and apollo 12. and we think that's really significant to our community in our museum for the legacy their fathers or grandfathers daughters or sons that served in a

>> winemaker heidi barrett agrees. she says she's impressed with the flavors from the already crushed grapes. i'm really liking the flavors in the tanks. everything's tasting delicious. i think we're going to really high quality. didn't actually do you? >> have this many perils pretty standard for know. this is more than i had last year last was a very light on lookout this chardonnay. >> there owns la serena wine and she's not afraid to get her hands after she checks or chardonnay. it's time to crush garage. particular batch is just a little over almost 3 and a half what she says after a heat wave right in the middle of harvest sped things up in 2022. this year's gentle fall weather reminds her of when she first started winemaking 45 years ago. kind of had a more steady pace of harvest, which kind of a little more old-fashioned images that i remember from when i first started, we had really chantal right, running

lower 50's working here. 55 san francisco, a lot of lower 40's off towards the east bay for our satellite picture. looking good chunk of the based on really nice lead out of the south, particularly see as much the way that high cloudiness is. you see everything left towards the north. but let's step out a little further. as i mentioned, there's our storm system coming out of the gulf of alaska, but it's not making a beeline directly here like sometimes a lot of our winter storms do. it's actually a sinks further to the not the south pacific. the further south kind of get its act together again to me and are off our coast for a few days, which is why this looks like a weeklong drama to go forward. we've got a little bit more steps to talk about here. before we get there. we'll get to that in a minute here. futurecast for for today, though, looking so sweeping in this one officially do it again. interference of some clouds tonight. maybe as we get into your monday. so monday, maybe not as pretty as today, but it looks pretty much rain free on your monday as we again wait for things to come together. so let's take it out now to monday night tuesday morning. you do see a

little pop of some showers working their overnight to tuesday morning by your tuesday morning commute. looks like there might be the hit of some rain going forward, but not necessarily for everybody yet. it's wednesday. this looking like perhaps the most active in because by that point, we'll start to get some of that colder air aloft and that will start to work on some thunder shower action. look at the winds as we watch this forward. we'll have a breeze this afternoon on shore so forth. but then they kind of become variable about and then seemed to rest later on with kind of offshore wind is what we're going to expect later in this forecast, period. look at this is the winds pop. then they flip more offshore and that's going to be the direction. we're going to see what this storm system again, as the low is out to see here, just our proximity to it. it's going to drive an offshore wind, although it's not going to be dry is going to be plenty wet. so in that mindset, high clouds today, nice, 70 ish for the bay near mid 70's inland like yesterday early week. now monday is the variable clouds cool. we have that. dallas of rain happening

for tuesday morning. a little pass. then there's a break tuesday afternoon. so that's a look at the evening commute is going to be wet. but then wednesday through friday with a call to storm because got thunderstorms, winds, rain, whole business. but wednesday looks like you're going to get hit twice by rain in the morning. rain night, heavy with heavy winds, variable clouds, by the way, for the weekend today us to 68 san francisco, 70 for oakland, 77, san jose. pretty much what we saw yesterday. looks like some numbers. little warmer. 75 for a livermore. 72 up to santa rosa. of course, we'll have more on the 4 zone forecast. but that does give you a gander what we're looking at, stephanie, so get on the timing of this thing here tuesday. we'll get grazed a little bit there on the west is going to it's raining morning commute. unfortunately, everything night taking a breather. and then wednesday is going to be very messy looks like so that's going to be one that when it looks like most of the activity is and we'll have a cold air upstairs. that means thunder showers, maybe some hail by wednesday. yes. it's going to be a bit of a what conference for those coming into town for a yeah, that's what gets cut its kick. and i

guess tuesday is when it's really rock. i imagine we got a look at that full itinerary. but the conference itself a week last week on. yes. so i don't can be done at lunch on the patio is here in wednesday's. alright? yeah. thank you so much, dave. >> all right. in the east bay this the open city council, they gave an update on a 2.5 million dollar upgrade plan for the city's 9-1-1. response system. they say the money will go to providing updated technology, hiring more dispatchers and improving staffing levels. back in september, officials announced the money was coming from vent revenue at the coliseum will be distributed over the next 2 years. well, this comes as lawmakers across the nation are pushing to reclassify 9-1-1, operators as first responders, our washington, d.c., correspondent basil john explains. >> california democratic congresswoman norma torres says she still vividly remembers speaking with a child during her days as a 9-1-1, operator. the only thing that i could hear. something really loud.

>> screams, horrific screams. followed by 5 shots. torres says she only got the call because their department >> did not have enough bilingual dispatchers. i was still in training. i should not have been answering those calls. and then what is the address your emergency days is one of the many reasons why torres and pennsylvania republican congressman brian fitzpatrick introduce their bill declassify 9-1-1, operators as first responders instead of clerical workers. there's legal protections are not available for them because of that classification. those grants and funding that they can that cannot flow to them because of that designation. fitzpatrick and torres hope those added protection resources will help keep more of the 9-1-1. operators currently facing burnout on the job numbers are going down. >> as a citizen, the things you want when you call 9-1-1, you want pick up on the first number one she wants them to get to speak her language. number 3, you want them to be

trained to deal with your specific situation. fitzpatrick says the bill would also allow for improved training, having a workforce. that's strong enough numerically is very important. we can right this wrong by passing the 9-1-1 say reporting in washington. i'm basil, john. for your health. a new study out of uc berkeley fines that combining alcohol and caffeine could lead. >> to a better night's sleep. xavier walton with news nation has the details for us. >> those response effects of brilliant minds of the university of washington and uc berkeley believe they may have cracked the code to help get a better night's sleep. that combination might surprise you. >> i love seeing caffeine and alcohol having both caffeine and alcohol on the same night and a media getting effect. >> on each other's negative effect on c. >> their research revealed on average caffeine reduce sleep by 10 minutes per cup consumed the previous day. same thing for alcohol consumption. those

street off-ramp and eastbound 80 and the 5th street off-ramp on westbound 80. that's going to be closed starting november. 15th until november 17th westbound drivers are advised to use the ramps at fremont or 8 street and those ramps will be closed. so utilize those over to the golden gate bridge. so the vista point off ramp from northbound 101, which is the very first exit off of that bridge on the marine side. now, that's going to be closed from november 14th to the 18th during that time, there's going to be no access to data. bowers vista point, some of the areas impacted our streets and freeway on-ramps right around the muskogee center. that's going to be close from november 14th to the 19th, not hill and the embarcadero. now the security zone around muskogee senate will be extended for market street for harrison street and second street to 5th street cars are going to have to be route around the area using a variety of local streets. now, i'm not hill. that secure area

will be bounded by clay pine stockton and taylor streets as well as one-block stretch of powell street right between washington and clay streets. traffic detours are going to be primarily using those botnded streets that we just talked about. now, the embarcadero that's going to close right between battery street and broadway. just give yourself a little extra time. maybe consider even using some alternate routes or even public transportation. i'll send it back to you. very helpful reminders there. thank you. reyna parking restrictions are also tightening tightening during the apec summit. not surprisingly. >> the san francisco mta urging residents to sign up for text before tow, which sends a message to you and your car is about to be towed. sounds pretty handy. the texts are sent parking control officer finds a car in violation of the 72 hour parking restriction or if the car is abandoned. you can also follow our coverage of the apec conference on our website. kron 4 dot com. just

injured a teenager in front of allay high school. investigators say it happened just before 10 o'clock friday night. the victim was standing in front of campus when he was struck by a bullet. he was taken to the hospital but is expected to survive. police say at the time of the shooting, a football game had just wrapped up. the department says they plan to step up police presence and security around campus. the school district releasing a statement saying our thoughts go out to the victim and to those affected by this event. adding it is an understatement to say that we are outraged our students, our school and our community deserve better. a san francisco city commissioner is in jail accused of assault. san francisco police arrested william palmer. the second on thursday. palmer is accused of sodomy, assault and battery. police say this stems from an alleged assault in august. palmer is a member of the san francisco sheriff's department oversight board in response to the arrest, the president of the board of supervisors. aaron peskin cole palmer to resign the supervisor adding

meantime, on to our next story here, we know that the apec summit will cause several major road closures in the coming days. kron four's traffic anchor reyna harvey breaks it all down for us with the bay bridge will start there. first. >> on 80 eastbound lane, number one, westbound lane. number 5, they're going to be closed for 4 days starting november 14th to the 17th. that's the right. most lane of 80 westbound and the left most late of 80 eastbound. now interstate highway 80, the 4th street off-ramp and the eastbound 80 and the 5th street off-ramp on westbound 80. that's going to be closed starting november. 15th until november 17th westbound drivers are advised to use the ramps at fremont or 8 street and those ramps will be closed. so utilize those over to the golden gate bridge. so the vista point off ramp from northbound 101, which is the very first exit off of that bridge on the marine side. now, that's going to be closed from november 14th to the 18th

during that time, there's going to be no access to data. bowers vista point, some of the areas impacted our streets and freeway on-ramps right around the muskogee center. that's going to be close from november 14th to the 19th hill and the embarcadero. now the security zone around muskogee senate will be extended for market street for harrison street and second street to 5th street cars are going to have to be route around the area using a variety of local streets. now, i'm not hill. that secure area will be bound by clay pine stockton and taylor streets as well as one-block stretch of powell street right between washington and clay streets. traffic detours are going to be primarily using those bounded streets that we just talked about. now, the embarcadero that's going to be close right between battery street and broadway. just give yourself a little extra time. maybe consider even using some alternate routes or even public transportation. i'll send it back to all right,

investigating a deadly shooting that happened in the chili's restaurant parking lot. it happened just before 3 saturday afternoon at the bayfair center. police believe a fight may have led up to that shooting. investigators have identified a suspect but have not been able to find that person yet. we will update you once we get more details from police. and police are investigating a shooting that seriously injured a teenager in front of allay high school. investigators say it happened just before 10 o'clock friday night. the victim was standing in front of campus when he was struck by a bullet. he was taken to a hospital but is expected to survive. police say at the time of the shooting, a football game that just wrapped up. the department says they plan to step up police presence and security around campus. the school district releasing a statement saying, quote, our thoughts go out to the victim and to those affected by the event. adding it is an understatement to say we are outraged. our students, our school and our community deserve better. a francisco city commissioner is in jail accused of assault. san

francisco police arrested william palmer. the second on thursday. palmer is accused of sodomy, assault and battery. police say this stems from an alleged assault in august. palmer is a member of the san francisco sheriff's department oversight board in response to the arrest, the president of the board of supervisors, aaron peskin cole palmer to resign the supervisor adding he will take the necessary steps to remove palmer from his post. the investigation remains open. anyone with information is asked to please get in touch with police. the coma police department is asking for the community's support with identifying 6 people in connection to a retail theft. take a look at your screen here now. police say the suspects stole more than $6,000 worth of merchandise from a business on coleman boulevard. the theft happening earlier this month. investigators say the group was seen driving off in a white lexus and a silver infinity. police are asking anyone with information to please give them a call. in

the north bay. police are searching for suspects connected to a string of saturday morning burglaries. power tools were stolen in all 3 cases. the first happening around 04:50am, on home road in petaluma. police say the burglars drove into a garage door using a white van then just before 5.20, officers say that same van drove to another business on then berg lane. the 3rd incident happening 10 minutes later at a business on lakeville highway. a former raiders player and 5 others are dead after a car crash in houston. it happened early saturday morning when a driver ran a red light and slammed into an suv. the houston chronicle reporting 5 men and one woman died. police say former quarterback dj hayden was one of the victims. the 33 year-old was a first-round draft pick by the oakland raiders in 2013, he played 8 seasons in the nfl. in the north bay for napa county is getting 5 million dollars to launch a rental assistance program to help a growing senior homeless population. the money is expected to benefit 180 to 200 seniors.

local officials say seniors account for more than 10% of the homeless population in napa county officials adding that financial health crises can be the leading causes of homelessness for older adults. the interfaith winter shelter program is back in san francisco. mayor london breed announcing friday that san francisco's faith communities provide additional beds for the unhoused from now until march 24th up to 80 more beds are expected dinner and breakfast included. the mayor's office says the city now provides shelter to almost 16,000 homeless and formerly homeless people every night. in the east bay community members gathered at the uss hornet sea air and space museum in alameda for veterans day on saturday. the event also celebrating the 80th anniversary of the commissioning of the uss hornet and the 25th anniversary of it becoming a museum. it was commissioned in 1943. and served from 1970. it was in all the major battles from 43 on in the pacific.

technology, hiring more dispatchers and improving staffing levels. back in september, officials announced the money was coming from events, revenue at the coliseum and will be distributed over the next 2 years. well, this comes as lawmakers across the nation are pushing to reclassify 9-1-1, operators as first responders, our washington, d.c., correspondent basil john explains. >> california democratic congresswoman norma torres. so she still vividly remembers speaking with a child during her days as a 9-1-1, operator. the only thing that i could hear. something really loud. >> screams, horrific screams. >> followed by 5 shots. torres says she only got the call because department did not have enough bilingual dispatchers. i was still in training. i should not have been answering those calls. and then what is the address of your emergency days is one of the many reasons why torres and pennsylvania republican congressman brian fitzpatrick introduce their bill to

classify 9-1-1, operators as first responders instead of clerical workers. there's legal protections are not available for them because of that classification. those grants and funding that they can that cannot flow to them because of that designation. fitzpatrick and torres hope those added protection resources will help keep more of the 9-1-1. operators currently facing burnout on the job numbers are going down. >> as a citizen, the things you want when you call 9-1-1, you want pick up on the first number one she wants them to get speak your language and over 3. you want them to be trained to deal with your specific situation. fitzpatrick says the bill would also allow for improved training, having a workforce. that's strong enough numerically is very important. we can right this wrong by passing the 9-1-1 say socked reporting in washington. i'm basil, john. well, your health, a new study out of uc berkeley finds that combining alcohol and caffeine. >> could lead to a better

there, four's traffic anchor reyna harvey breaks it all down for us. >> let's take a look with the bay bridge will start there. first on 80 eastbound lane. number one, westbound lane. number 5. >> they're going to be closed for 4 days starting november 14th to the 17th. that's the right. most lane of 80 westbound and the left most late of 80 eastbound. now interstate highway 80, the 4th street off-ramp and the eastbound 80 and the 5th street off-ramp on westbound 80. that's going to be closed starting november. 15th until november 17th westbound drivers are advised to use the ramps at fremont or 8 street and those ramps will be closed. so utilize those over to the golden gate bridge. so the vista point off ramp from northbound 101, which is the very first exit off of that bridge on the marine side. now, that's going to be closed from november 14th to the 18th during that time, there's going to be no access to data.

suffering from loneliness. they they miss the camaraderie. they missed the the physical identity, their tents of purpose gets lost when they leave the military. yes, and i do want to can text realize all of this by saying that you work a lot with veterans at the local va. >> and your family. you have family members who also served as well. yes, yes, as you have a very personal understanding of right. i work in cardiology. so. a lot of our our veterans suffer from these diseases. and it's it's it's just sad and real thing are there other health issues that are also associated and tied with loneliness that can emerge and in our veterans? one of the causes of this the loneliness is that first. >> the >> the older they are the more likely they are to be lonely. so so that and it's really sad that they come out. they're so

used to being in this family. they have their brothers and sisters. they eat sleep, work alongside with him at all is said and they go back to civilian life. if they don't have the family, they feel very lose that sense of belonging. and even if they do have a family, go home they still have that sense of loneliness. interesting. so it's the routine that they miss. perhaps it sounds like it's yes, it's that it's that. >> unit working together and being together in. >> and serving together. >> and so what are some ways that we can help our veterans cope with loneliness? well, one of the ways is to talk to them. >> reaching out to a you know, a veteran that's suffering from loneliness. what they do is so they them or their the lonely or they are the more they withdraw. and that's because of the stigma. maybe

are they? they fear, you know, being yeah. >> outed being weak, so one way is to talk to a veteran a lot of times. people ask me, well, what should we say? >> and and just asked them open up the conversation where did they serve what they do? did they serve? but was there when they enter the military? they all have some type of job patient and then ask them what they did and they will open up and most likely tell you some and that's that's a way of reaching out. and for them, too, open up your building. a bridge in showing that, hey, i i'm taking some interest in you like shares worry with also you mention it's important, too. >> show your support for veterans and different ways. so like hanging your flag, hanging the flag. it's very meaningful to a veteran when a fellow american shows love for the country that they served
