>> good morning. thank you so much for joining us here on the kron. 4 morning news. i'm stephanie lin. >> it's saturday january the 6th says get your day started with a look at the weather with dave sphar. a good morning day. good morning, stephanie. good morning, everyone. we have kind of a nursing weekend that's going to unfold for us. a mixture of a little bit of rain. we've got some sunshine, some wins and some temperatures that kind of jump all over the place a little bit for us. first things. first, we have pretty much cloud cover over most of the bay for right now, although some folks may be in the south bay getting a little pokes of some to start way up north, you can see the line of rain will be watching and that will be dropping south throughout the day. depending on your location. >> you look to receive this site here. you can see it all lined up for us. it's a pretty neat package. little line of rain. that means just to the north afterwards, we should clear out pretty quickly and time for tonight and for your sunday live shot coming in from court. our look at that. you can see the overcast, the background, although ground fog, not much of an issue this morning. temperature check for you. a lot of 30's and 40's on

the board. we see 37 going on for a little valley. 41 for concord in antioch. 38. meanwhile, santa rosa and 36 for napa and this does show half-a-dozen degrees or better behind yesterday's numbers. i don't often say this, but probably tomorrow morning will do the same thing again as it looks to be even a colder start to your day. the breakdown today, again, a little mixture of some sunshine to start basically cloudy by noon and rain showers in the early afternoon for the east bay. later, when you get down to the south bay just before or sunset coming up in a bit, we'll give you the timing of all this rain for today and what you expect your sunday, stephanie. all right, dave, thank you. >> developing news this morning, alaska airlines has grounded dozens of planes nationwide. this after a flight from oregon to ontario, california was forced to make an emergency landing on friday. that plane took off from portland but turned around just a half hour into the flight photos and video shared on social media captured the scene on board a

window in piece of the cabin blew out midair. as you can see there. and that whole caused the cabin to lose pressure. the plane was able to land safely. there are no reports of any serious injuries. >> we spoke with a passenger about what she saw. >> people's like their paws. you have cops 2 people lost their phony wallets. me to go. it was a whole mixture of because we were knew that we were safe. even good. also like shot because like i just happened with populous, never think that we have to it till they have. it's kind >> some scary moments there. well, the ceo of alaska airlines shared this statement on social media. it reads in part, quote, following the event on flight 12, 82, we've decided to take precautionary steps of temporarily grounding our fleet of 65 boeing. max. 9 aircraft, the ceo going on to say the company is working with boeing to figure out what

happened here. the ntsb is also investigating. meanwhile, let's take a live look at sfo this morning. things looking pretty quiet out there. the decision to ground those planes has led to cancellations nationwide flight tracking website flightaware list. 62 alaska airlines flights canceled so far today. that does include 7 flights out of sfo and 4 at san jose. alaska airlines says they are notifying people whose flights have been impacted. the airline says they expect those 65 plant inspections to be done over the next few days. happening now on the richmond, sandra fell bridge. lane closures continue through next week. >> a live look now at the bridge this morning. we see cars on the roadways there, but not too many at this hour 704. caltrans officials say crews are repairing a major pothole out here. kron four's dan thorn has more. >> a traffic backup along the richmond, sandra fell bridge will likely be a common sight over the next week. repairs on

a large pothole or bridge decks. paul, along with other work will be forcing lanes in both directions to close for having these lane closures in place starting friday night. they'll reopen those lanes for saturday morning and then come saturday night again. we'll have those overnight lane closures to allow our crews to get that work friday and saturday nights construction will affect 2 eastbound lanes between 07:00pm and 05:00am but beginning monday, 2 lanes in both the eastbound and westbound directions were closed during those same hours. we understand that this bill, this bridge of idling too many bay area communities, which is why we're keeping one lane in each direction open as crews are making that permanent fix. caltrans, sharing these pictures of what needs to be repaired. they say the bridge is safe and this ball was likely created by a number of factors such as moisture, humidity and the age of the bridge. >> for those traveling between contra costa and marin counties over the next week.

be prepared for traffic. asked voters again just to be alert. we have grown our crews out there making those fixes. if they can just, you know, a move over slow down or speed a mother working out there. >> reporting in sandra fell, dan thorn kron. 4 news. >> and more protest friday night in brookly over uc berkeley's plan to clear people's park and build student housing. dozens of people gathering in the area of telegraph and dwight just behind barricades there. it was also heavy police presence. as you can see on your screen cargo containers now block public access to the park. a number of people were arrested for protesting on thursday. crashed into a home in pleasant hill friday night causing serious damage and a gas leak kron four's. amanda hari has the latest. >> the people who live inside this house were home when the crash happened. you can see the damage left behind all boarded up. now.

>> intersection temporarily shut down after a person drove into a home at the end of doris drive your susan rain, the homes at the end of the t shaped intersection just off of contra costa boulevard. the white truck here just kept going straight. didn't seem to hit the brakes. >> in time. collided with the house, pleasant hill. police sergeant chris anderson says the truck ended up hitting 2 other parked cars. >> anderson says the driver stayed on the scene and cooperated with investigators. police say they're not treating this is a crime. there was a minor roadblock as crews worked safely to fix a gas leak caused by the crash. the leak was big enough. you could hear the hits. big was at a friend's house. a few doors down. she says they heard the crash. it's scary it's so close here. >> ted, house. we just neighbors were allowed to stay in their homes as pg and e

work to fix the sergeant anderson says that's not always the case in these situations. >> and it can be helpful to be prepared for any scenario. have a safety so if something does happ n, if we do not on your door and ask you >> to leave for your own safety that you have a safe place to go or at least be thinking about it. just have it your head. >> police have opened up this intersection here at doors drive and susan lane in pleasant hill. amanda hari kron, 4 news. >> in oakland, a 66 year-old woman was pushed to the ground and kicked repeatedly in the head. police say it happened wednesday near the macarthur bart station kron four's gayle ong spoke with people in the neighborhood. >> police say 2 suspects stole the woman's purse. her phone and a shopping bag. >> it's shocking because i work here all the time from electric. definitely like scared. >> nancy fernandez shocked after hearing about a 66 year-old woman robbed and be in on 40th street near clark in oakland right near her daily walking route near work for me, it's safe so far for me. it's safe.

>> michael to talk about like, oh, be careful, don't walk. but for me so far it's being safe. so it is scary to something happen. >> according to oakland police just before 07:00pm wednesday, the woman was walking alone when she was pushed to the ground and kicked in the head repeatedly by 2 suspects who then stole her belongings. the suspects then got back in the car and drove away. no, it's not surprising because this happens too often. >> i don't want to say yet always be guard and was a sad how changed. neighbors describe the area as pedestrian friendly, given its proximity to the temescal neighborhood full of vibrant bars and restaurants on telegraph ave jonathan moon owns property nearby where the violent attack happened. but the fact is it has gotten worse. you know. >> mean, you know, the mayors of the cities, could complain all they want? but it has gotten worse. and that's a fact. >> and crime statistics from the oakland police department do show johnson robberies, car thefts and break-ins in 2023.

meantime, anyone with information on this recent reported crime is asked to contact oakland police gayle ong kron. 4 news. francisco is expecting a massive turnout for monday's rules committee hearing with the board of supervisors. >> during that meeting, supervisors discuss a cease-fire resolution for gaza, if approved, the final vote will be on tuesday. more than 200 health care workers plan to demonstrate inside city hall monday. the resolution was introduced to the board in december. since then, more than 30,000 e-mails have been sent to the board from people supporting the move. monday is the last chance for public comment before the supervisors vote. coming up on the kron, morning news open residents are cold for the city to declare a state of emergency will tell you why. >> plus, a community holds a vigil to honor fallen oakland police officer on land. and after the break, the bay area artist is shock after one of sculptures is stolen. the theft caught on camera.

recover financially from the pandemic. well, a local lawmaker is proposing a new idea. combine all 27 transit agencies down to one. >> we are. >> a region that travels and live somewhere else. right? so for example, in my district, you may live in fremont and commute all the way to disc or jose. >> and it does not make sense and not a single person can make sense of this. why do we have 27 official public transit agencies let alone of the ride, sharing apps and and other programs that are available to the public. if we're going to spend money in public transit, it has to be consolidated. it has to be efficient be faster and has to be cheaper for the writer. >> at the height of the pandemic, public transit agencies operated on covid relief funds. well, now that money is running out. transit agencies are struggling and lawmakers say they hope the financial turmoil can be solved through consolidation. taking a live look now at

mount tam gorgeous new this morning. good morning to that is tough. and the water colors working. and they're wows at a nice picture. just beautiful. it's 7.14, this saturday morning. >> let's check in now with dave. for more on what we need to know about the his best arise meter, stephanie, with picture street here. mother nature for that one. >> good morning, stephanie. good morning, everybody. and without that, despite the fact that we're getting that we look for a rainy day today, but not kind of an all day thing. it's going to be something that's like the gusts that stays a little longer than it should. but it's coming anyway. so it's here on radar. we're basically have the cloudy skies most of the bay for right now. this is what's going to impact us throughout the day today. want to send you down to san jose state where maybe a couple raise a son to start things off. it looks like a lot of cloud cover is already settled there as well. typical system that goes north central south bay is what we're watching all day today. give you an idea about timing. approximately say about 1 o'clock or so at

that point, it's still busy up in the north bay starting to penetrate the east bay and a little bit of the peninsula. so in the afternoon, east bay peninsula is what you can expect in the south bay in the late afternoon. but everybody opens up. probably about sunset or shortly thereafter, words in the north bay, probably by the late afternoon. and that's going to be company with winds. but it just want to show you on sunday morning were cleared out nicely and sunday. the day proper looks to be pretty good. this also carry with it some mountain snows and they do have some statements up in tahoe involving this, however, way upstream. it looks like it's going to be a lot more involved, particularly towards we get to the end of the week. that's something we'll be watching as well. let's get to those winds now. first of all, the rain is first that marches through in right afterwards. we get those winds uptick that strong northwesterly wind. you can see you're going into the evening hours. skies clear out. so you'll be able to see the stars and all, but it will be busy. so it'll be a pole station for about 6 hours or so kind of those heavier winds. they die down to a nice

kind of breezy conditions for your sunday and sunday will be plenty of sunshine. temperatures much the same as today. but that chilly wind will be with us. opening it all together for us to fill in the background. cloudy showers, late clearing briefly, windy to with 50's. hang on tomorrow. it's a cold start frosty at that frost advisory will be posted for a good chunk of the bay sunny and breezy and cool in the next weeks and clouds early in the forecast monday tuesday, then by wednesday on the next weekend. this is where it becomes unsettled. and we're looking for a nice, big hit up around tahoe to happen friday, saturday. still working on the timing. the models don't completely agree with that. let's called showers late clearing san francisco at 57. also for oakland, san jose. everything's little bit more delayed for you, folks. but again, you'll probably look for some clearing as we approach around sunset early evening. temperature check for you for highs. mid 60's east bay shoreline. a little cooler off to the delta. looks like 59 antioch. 62 santa rosa and 69. meanwhile, 4 san jose, as i mentioned earlier, it could be quite busy, stephanie,

getting into the end of the week and next weekend working on time because the models don't agree. but it looks like a nice good hit happening. took up to tahoe light snow is coming our way. okay. something look forward to. thank you so much, dave. >> all right. >> well, a san jose artist is in shock after someone stole his 600 pound metal art sculpture on new year's day. kron. 4 s justin campbell spoke with the artist. >> how can i say it? i was a shock. it was a shocking, though, is >> upset. the new year is off to a rough start for metal sculpture. art is ito rosenberg. he says when he pulled up to his studio in san jose tuesday morning, he's 600 pound metal sculpture bolted to the ground was gone. surveillance camera footage caught a white truck pulling up to the studio in broad daylight. its driver removing the bolton using a chain hoist to lift the sculpture into his truck. rosenberg says he went to a local scrap yard in hopes of finding a sculpture. that's

when he found out his art piece is gone forever. they have a receipt to this guy for like $120 for 1200 pounds of metal. >> and your piece is gone. that was basically it. rosenberg says he left a sculpture outside overnight to treat the metal with acid once finished. the sculpture would have been roughly $100,000. now he says he'll think twice before leaving his work outside only on a concrete pad to down in a different way. police arrested 40 year-old james in connection to the death. >> in san jose, justin campbell kron. 4 news. >> friday, the supreme court announced it will decide whether to rather whether former president donald trump to be kept off the ballot because of his efforts to overturn his 2020 election loss. the court acknowledging the need to reach a decision quickly with primary elections on the horizon. the court will consider for the first time the meaning and reach of a provision of the 14th amendment. barring some people

who, quote, engaged in insurrection from holding office. arguments happen next month. and today marks 3 years since the january 6 capitol riot kron four's rob nesbitt reports on what it was like for lawmakers that day and brings us the prediction from legal experts on how the supreme court might respond. >> 3 years later and the events of january 6 are still impacting democracy. colorado courts in maine, secretary of state have made the decision to remove donald trump for the primary ballot, citing his role during the insurrection. the u.s. supreme court announced friday they will review trump's ballot banned in colorado. but professor of law at loyola law school. jessica levinson says the decision will have precedent in every state. she's predicting a ruling in trump's favor. expect that the supreme court will overturn what the colorado supreme court said. they will find that he is eligible. >> in part because this is the court that remembers what happened after bush v gore when it looked like they were the ones to decide the presidential election. meantime, president biden is

using january 6 as a talking point for his reelection campaign 3 years ago. tomorrow we saw their own lives. >> the violent mob stormed the united states capitol, addressing a crowd of supporters at valley forge friday. >> the president sought to remind voters of the chaos at the january 6, 2021 insurrection of the u.s. capitol. >> smashing windows, shatter indoors, attacking the police. outside gallas were wrecked it. as a maga crowd chanted. >> 5 people were killed according to the president. more than 140 police officers were injured. california congressman jared huffman barricaded himself in his office at the capitol hearing chance outside and even gunshots. my false sense of security just jarred into a very disturbing reality. i thought the capital was a fortress. just inviolable. >> i had a rude awakening that day 3 years later. and trump's momentum with republicans hasn't slowed down leading by

items will be half off. no word on why the store's closing its last day is next saturday, january 13th. so you what? a time to snag some good deals there, though. the pacifica pier is closed for at least 3 weeks. city officials say high tides and large waves last week damaged sections of the piers west facing deck and concrete railing. engineers found for visitors at this time. this comes as a beach hazard statement ended last night. and there's a winter storm brewing and it's headed towards the sierra. the uc berkeley central sierra snow lab reporting 12 inches of snow over a two-day period from the last storm. they predict the next storm could bring anywhere from 6 inches to 2 feet of snow. that's good news after the first survey of the year showed a snow depth of just 7 and a half inches, which is well below average. >> still ahead on the profit warning news, another hindu temple vandalized in the bay area where this happened and area where this happened and what we know about the case.

morning, everyone. >> the with some rain showers going on. way up north. give a little time to drop south and some morning sunshine for you. folks in the south bay at san jose state i got my how about that? we some morning sunshine going on there down in san jose state last for a long as it turns mostly cloudy and then comes some rain as we get into late afternoon early evening hours. temperature check for you were in the 30's in some 40's at work to start things off and as chilly as this is and yes, we are trailing from yesterday. tomorrow's numbers will be even colder post. all of this rain there you have in there some half-a-dozen degrees or better behind where we were this time from yesterday. now putting this into motion, you can see where the source of the rain is coming from. it's not an all-day deal to for a few hours before blows on through winds, not doing much of anything. but in the wake of the rain, you'll see some of those winds kind of active a little bit. so breaking it down for you again some morning sunshine. very, very briefly turning cloudy with

rain developing coming in from the north bay early afternoon for you, folks in the east bay. and then later in the afternoon, as you head to the south, got about 51 or so by 2 o'clock. meanwhile, tomorrow morning have a frost advisory and that will be in the wake of all of this rate. we'll have more details on what looks like for your forecast into next week and that 7 day to stephanie. >> all right, dave, thank you for that update. a vigil happen for officer twan lay friday in oakland's chinatown. he was gunned down in the line of duty on december. 29th kron. 4 ella sogomonian reports. >> it was a somber gathering in oakland's chinatown on friday morning when people came together in honor of the fallen officer to one lane. 36 year-old was shot and killed on december 29th when responding to a burglary at a marijuana dispensary near jack london square. he was in plainclothes and driving an unmarked car several speakers at the ceremony mentioned lace commitment to serving and protecting the community. the former president of oakland,

chinatown, chamber of commerce, karl chan came to no way during the height of crime involving asian americans in oakland. he says that lee was able to bridge the gap between their community pdr was able to be having a smile likely councilmember noel gallo said that he merely because he went to high school with his daughters, that he is tired of violent crime plaguing oakland and claiming >> and that was kron 4 ella sogomonian reporting for us this morning and official memorial service for officer leahy has been set. oakland police announcing friday will be held next wednesday, january 10th at the 3 crossings church in castro valley. the death of officer lake is ramping up pressure on the mayor to declare a state of emergency. there. kron four's dan kerman has the details. >> renewed calls friday for oakland officials to declare a

state of emergency due to the city's rising crime problem. weise. >> need to declare an emergency because we are in the state of emergency. we like to see more resources from the county from the state to have. i'm more law enforcement provide the needed security clearly opened doesn't have a local emergency declaration is in the hands of the city council in the city administrator. >> now, city councilmember noel gallo, once one or the other to act. right now. there's a very clear demand from the neighbors, the neighborhood we to declare a state of emergency here in the city of oakland. and the bottom line is we need more police pressence interstates not only in our sidewalks streets but also to protect their schools. back in september, oakland, mayor sheng thao said a state of emergency is not needed to secure extra resources because

they're already coming getting the resources from the state. >> we have done that. we seeing that again. the governor is giving us 6 chp officers. plus one sergeant. we're going to ask him for more resources out him because the chp, again, 1.2 million dollars from the state as well 300 cameras that are going to go up support our great officers who are doing great work day in and day out. the mayor said she would only declare a state of emergency to allow her to bypass the police commission and appoint a new police chief on her own after rejecting the first 3 finalists selected by the police commission last month. it's unclear whether she still supports a state of emergency to speed up that process. oakland has been without a full-time police chief since the mayor fired lauren armstrong in february of last year. dan kerman kron. 4 news. >> the teenager who died from a fireworks related injury in san francisco. new year's day,

18 year-old marciano and town board and was fatally injured on treasure island early monday morning. police found gordon suffering from life-threatening injuries on exposition drive. the team was given first aid and later pronounced dead. a second hindu temple in the east bay has been hit with anti india, graffiti. the jays share while the temple and hayward was vandalized with graffiti supporting a sikh separatist. the organization did not say when this happened, a similar act did happen at anther temple in newark in december during that incident spray paint on a sign criticize the prime minister of india. in the north bay. one person is dead after a crash closed interstate highway 6.80, friday night. it happened just north of concord avenue. the highway reopened just shortly before midnight so far. no word yet on what caused that crash. and after a monthslong delay crab season is officially open. the california department of fish and wildlife says commercial

dungeness crab ing is open from the oregon oregon state line to the sonoma. mendocino county line. this after the department placed a commercial crab trap restriction because of humpback whales migrating through the area. recreational crabbing has been open since october. banks. they traditionally see a dip in volunteers and donations after the holidays. was for luke to go reports from the east bay. we're a nonprofit is already feeling the pinch. >> quick and efficient volunteers sort through and packaged food for distribution at the food bank of contra costa and solano in concord, grape. many of thosc donating their time have been doing so for years and over time, more and more insecure. families are relying on them for their meals. volunteer gary warren understands the vital role he plays and serving the community and hopes others are willing to lend a relieve your help. please come. >> and this is why because we are serving 465,000 people a month with food. so we're

trying to make sure that we get as many people as we can. food bank spokesperson christine did says the nonprofits, all the usual uptick in volunteers in december that is already seeing a decline a week into the new year still very high. >> donations are down congress still an issue. hunger is an all year-round issue. second harvest silicon valley, the alameda county community, food bank and the san francisco-marin food bank also reporting a shortage of volunteers and monetary donations. this as their budgets and the number of people they serve demick era benefits are gone. inflation is still an issue out there. cost of living very high. the food bank of contra costa and solano sets a goal of providing 3 million meals a year. >> and in 2023, it fell short of that goal by 13%. >> in concord, philippe djegal all kron. 4

>> our state including the bay area grapple with retail theft. a lawmaker at the state capitol is introduced legislation he believes will tackle the issue head on capitol correspondent eytan wallace reports. >> retail theft. it's an issue that's plagued communities, shoppers and business owners alike across the state. but now enough's enough. stockton, democratic assembly member carl philip, has introduced legislation he believes will help with the end goal in his words to fix this problem. specifically, he introduced the proposed referendum to make changes to prop 47 passed by california voters in 2014. the law change certain nonviolent crimes from felonies to misdemeanors, including theft when the items stolen are valued at less than $950. while supporters have long argued the law will help reduce california's prison population and lead to criminal justice reform opponents to this day say prop 47 emboldened criminals to take part in certain crimes like retail theft, with little to no punishment. this is one wall that sound great. but

really didn't do much. in fact, it was very harmful. it's a message echoed by prop 47 opponents, including several republicans in the legislature. when you significantly reduce the consequence. >> a crime. >> then there are the all say less are angels among us. you take that as a message that well, may be that times. okay. >> says his bill will address a number of concerns with prop 47. first, it calls for a change to the $950 threshold. that states theft of items worth less than $950 can be charged simply as a misdemeanor. as for what the new threshold should says that decision will be made after he meets with all impacted stakeholders. i do not want his hit upon. i want to hit a home run on this. so getting everyone at the table to hear from them are consumers are public. >> this is why this bill is being developed. >> the legislation also calls

we're expecting another dose happening later. this particular storm system. the snow is a little higher in elevation. it's not as cold, but we expect to be a lot colder. and the next hit, which is going to be a little bit later on during the week ahead. so here's how it kind of looks like the next few days, sunny by tomorrow. so it's great if you're heading back monday about 40 or so tuesday. 39 ish or so with another dose of some snow. heavier dose expected friday and into saturday with a colder storm system. so the gulf of alaska is all open up, keeps throwing at us all weekend long. and so it will be somewhat unsettled midweek onwards. we watch a couple more systems drop south. let's go and watch them in a motion. this is what's going on today. and then into early in a week you got this on wednesday and then another dose happens right around the weekend. as you can see, they're still working on exact timing of all of this. this is a little bit later by saturday evening. it might be a little bit earlier say friday night. so work on that timing issue. but it means mountain snows with that as well. and that will be cold

the plane was able to land safely. no reports of any serious injuries. we spoke with a passenger about what she saw. >> people's like their paws. you cops and 2 people lost their phony wallets. ready to go. it was a whole mixture of because we are a people. we knew that we were safe. good. also like shot because like i just happened with populous, never think that we have to till happens. kind >> the ceo of alaska airlines sharing the statement on social media. it reads in part, quote, following the event on flight 12, 82, we've decided to take the precautionary step of temporarily grounding our fleet of 65 boeing. max. 9 aircraft. he went on to say the company is working with boeing to figure out what happened. the ntsb is also investigated. meanwhile, as we take a live look at sfo this morning, things looking pretty calm out there at this do too.

now this decision to ground these planes has led to cancellations nationwide flight tracking website flightaware list. 84 alaska airlines flights canceled so far today. that includes 13 flights out of sfo and 4 at san jose alaska airlines. they say that they are notifying people whose flights have been impacted by this. the airline says they expect those 65 plant inspections to be done over the next few days. and happening right now on this, which is richmond fell bridge. >> lane closures continue through the week live. look at the bridge this morning. could see just a few cars out there at this hour at 803. caltrans officials say the crews are repairing a major pothole here and kron four's dan thorn has more details. >> a traffic backup along the richmond sandra fell bridge will likely be a common sight over the next week. repairs on a large pothole or bridge decks. paul, along with other work will be forcing lanes in

both directions to close for having these lane closures in place starting friday night. they'll reopen those lanes for saturday morning and then come saturday night again. we'll have those overnight lane closures to allow our crews to get that work friday and saturday nights construction will affect 2 eastbound lanes between 07:00pm and 05:00am but beginning monday, 2 lanes in both the eastbound and westbound directions closed during those same hours. we understand that this bill, this bridge, the biden leading to many bay area communities, which is why we're keeping one lane in each direction open as crews are making that permanent fix. caltrans, sharing these pictures of what needs to be repaired. they say the bridge is safe and this ball was likely created by a number of factors such as moisture, humidity and the age of the bridge. >> for those traveling between contra costa and marin counties over the next week. be prepared for traffic. asked voters again just to be alert. we have grown our crews out

sunset. for most folks. here's the progress, though. you can see just about to enter into sonoma county with some light rain showers at that off to a chilly start. we are. here's a live shot for you in the east bay shoreline. still kind of snickered in with this overcast sky conditions, which is how we're starting the day off for the most part. but here you can see it clearly march through and on the other side of it. the line is a lot clearer. as you can see, it's kind of muggy at first. then when this system passes, it's clear on the other side lights, clear line cut right here, middle and a 2 o'clock or so. lot of rain for the east bay peninsula. san francisco clearing out already in the north bay and everybody sees the clear out round sunset or shortly thereafter where this is going to come with some winds now and then breezy into your sunday as we stay mostly clear, sunny for your sunday. although again, coupled with that chilly breeze expected as well, things become more unsettled again for the middle to latter portion of the week. that will be success of systems will be covering. here's a look at that pop of winds. i just mentioned it's right after our

pound metal sculpture bolted to the ground was gone. surveillance camera footage caught a white truck pulling up to the studio in broad daylight. its driver removing the bolton using a chain hoist to lift the sculpture into his truck. rosenberg says he went to a local scrap yard in hopes of finding a sculpture. that's when he found out his art piece is gone forever. they have a receipt to this guy for like $120 for 1200 pounds of metal. >> and your piece is gone. that was basically it. rosenberg says he left a sculpture outside overnight to treat the metal with acid once finished. the sculpture would have been roughly $100,000. now he says he'll think twice before leaving his work outside only on a concrete pad to down in a different way. police arrested 40 year-old james in connection to the death. >> in san jose, justin campbell kron. 4 news. >> the bay area's more than 2

dozen transit agencies and many of them still struggling to recover financially from the pandemic. one local lawmaker is proposing a new idea. combine all 27 transit agencies down to one. >> we are. >> a region that travels and live somewhere else. right? so for example, in my district, you may live in fremont and commute all the way to disc or jose. and it does not make sense and not a single person can make sense of this. why do we have 27 official public transit agencies let alone a the ride, sharing apps and and other programs that are available to the public. if we're going to spend money in public transit, it has to be consolidated. it has to be efficient. it has to be faster and has to be cheaper for the writer. >> at the height of the pandemic, public transit agencies operator on the covid relief funds. and now that money is running out. transit agencies are struggling and lawmakers say they hope the financial turmoil can be solved by consolidation. on

>> retail theft. it's an issue that's plagued communities. shoppers and business owners alike across the state. but now enough's enough. stockton, democratic assembly member carl philip, has introduced legislation he believes will help with the end goal in his words to fix this problem. specifically, he introduced a proposed referendum to make changes to prop 47 passed by california voters in 2014. the law change certain nonviolent crimes from felonies to misdemeanors, including theft when the items stolen are valued at less than $950. while supporters have long argued the law will help reduce california's prison population and lead to criminal justice reform opponents to this day say prop 47 emboldened criminals to take part in certain crimes like retail theft, with little to no punishment. this is one law that sound great. but really didn't do much. in fact, it was very harmful. it's a message echoed by prop 47 opponents, including several republicans in the

legislature. when you significantly reduce the consequence >> of a crime. >> then there are all say less are angels among us. you take that as a message that well, may be that times. okay. >> says his bill will address a number of concerns with prop 47. first, it calls for a change to the $950 threshold. that states theft of items worth less than $950 can be charged simply as a misdemeanor. as for what the new threshold should says that decision will be made after he meets with all impacted stakeholders. i do not want to just hit a point. i want to hit a home run on this. so getting everyone at the table to hear from them are consumers are public. >> this is why this bill is being developed. >> the legislation also calls for more support for diversion programs to address the root causes of retail theft. and the bill seeks to provide more discretion for judges to determine which punishment best suits the crime. we have to be accountable. and that's
