for san francisco. but a chilly 39 there for half moon bay and never more valley are also looking at subfreezing temps, a 30 39. meanwhile for antioch. and this is cooler than those chilly numbers yesterday. in some cases, more than half-a-dozen agrees behind. so for today, with all that chilly weather, we go off to a cool afternoon, but lots of sunshine. temperatures returning to the 50's. we're going to see wall to wall sunshine like that, too much of the week ahead. somewhat unsettled as the winter storm pattern highway as all more details on that in just a bit, stephanie. all right, dave, thank you. >> well, boeing planes are grounded worldwide after a section of an alaska airlines plane blew out mid-flight. the national transportation safety board saying while this incident may be disturbing, they are thankful happened early on in the flight. >> the aircraft was around 16,000 feet and only 10 minutes out. >> from the air the airport when the door blue.

fortunately they were not at cruise altitude of 30,000 or 30,035 1000 fleet feet. >> think about what happens when you're in cruises. everybody is up and walking. folks don't have seat belts on. they're going restrooms. the flight attendants are providing service to passengers. we could end up ended up with something so much more tragic. and really fortunate that that did not occur here. >> kron four's justin campbell has more on what hdppened and the latest on the investigation. >> friday afternoon, this alaska airlines flight took off from portland, oregon, bound for ontario, california, shortly after takeoff. the plane came right back for an emergency landing after the secondary exit door blew out at 16,000 feet. people's like their paws. you cops to 2 people lost their phony

wallets. ready to go. no one died or serious injuries reported. i understand this particular aircraft was very new ross, or an aviation expert says he's not sure exactly what caused the blowout to happen saturday. the faa ordered airlines to ground certain 7.37. max nines for inspections. it's a definitely a bad thing for boeing and for the match, the max planes were grounded in 2019 after 2 fatal crashes. the u.s. lifted the flight ban after software and training updates in late 2020. you're going to find what failed deal swartz. the former airline pilot who has been flying over 50 years says this was a different issue. he says the pilots did a great job handling the rapid depressurization emergency decent start routine. >> but the way they handle that they may look routine swartz's. this scary moment on alaska airlines could have been worse if it happened at a higher altitude. 33 35,000 feet.

>> it would have been an explosive decompression. the shots that whole. i would be surprised that would sent 2 people out towards says it's rare for something like this to happen in de pressurization happened when a southwest airline flight blew an engine. shrapnel hit the window and partially stop the woman now who died. make sure why you're seeing it. your seasonal. so fasten. i'm ty because if something like this happen or unexpected turbulence. >> those are the injuries reporting in san jose. justin campbell kron. 4 news. >> and this is already having a ripple effect with the faa grounding all boeing 7.37. max, 9 passenger planes until the cause of the hole can be determined. this is a live look now at sfo where things look pretty calm at this hour. and according to flight tracking website, flightaware, there are now more than 650 flights canceled nationwide all stemming from the situation here now here in the

bay area. 52 flights have been canceled at sfo. there are 5 cancellations at san jose and one in oakland. it's unclear at this moment just how many of these cancellations are related to the grounding, though. now, richmond residents meantime, are dealing with another flaring incident at the chevron refinery. it happened around 3 o'clock saturday afternoon. the city of richmond says there's no public health risk at this time. but residents may smell an odor near the refinery. the city has sent several air quality violations to the facility in recent months. santa rosa police department is bringing back its gang unit. they say it's because of a surge in criminal activity last year. kron four's amanda hari spoke with a lieutenant about this latest move. >> in 2023, santa rosa had 10 homicides. police say 5 of those had gang connections leading the department to re-establish its gang crimes team in order to stay effective. >> you're constantly having to pay attention who in the community is running these games. were these trends

happening? and our other assignments just are overloaded already with other crimes are investigating. this will help supplement our violent crimes teams. the new team consists of 4 detectives and one sergeant. >> they started investigating in the first week of december. lieutenant christopher, my hearn says they'll take over investigations if they find a gang connection as well as the gang enhancements, which usually put people president for a lot longer. the team will also work on prevention and intervention, especially when it comes to young people in the community worsen huge uptick in juvenile crimes in our city, especially violent juvenile crimes. >> and i believe was march of last year. we had our first of a homicide in the school campus as well that we do believe was gang-related. the homicide happened at montgomery high school. a 16 year-old was stabbed to death. another was injured, but hearn says some gang leaders intentionally recruit young members. we're seeing that a lot of adult gang members are using juveniles. to commit these crimes because they know that there's less a

consequence for juveniles in the long run than there are for adults. so interviewing early age. both the police. >> and stakeholders in our community to reach out to these used to keep them away from them. >> and that was kron four's amanda hari reporting for us this morning. >> and one person is dead shooting saturday night in san francisco happened just before 10 o'clock. >> and the area of terry francois boulevard and 16th street right next to chase center. police found the victim with at least one gunshot wound. that person died at the hospital. witnesses tell police there may have been a car involved in the shooting. no other details released yet. anyone with information is asked to call san francisco pd. on the peninsula. a safeway store in half moon bay is back open after it was evacuated saturday evening. the storm could bring highway was forced to close around 6 o'clock last night because of a shoplifter who may have had a gun. san mateo county sheriff's office has not confirmed if any weapons were actually found or if they have a suspect in

custody. the story opened about 40 minutes after it was evacuated. developing news out of the east bay police are investigating after protesters from 2 different rallies clashed in el serino. police say people rallying in response to the war between israel, hamas took over the intersection of san pablo avenue in carlson boulevard for over an hour. this is video of that rally. some of the demonstrators police say marching from albany. police say demonstrators from one side forcibly took a flag from the other side and burned it. it's unclear what was on that reached out to police for more information about possible property damages and injuries. and happening right now, runners in san francisco are lacing up their shoes. >> for the annual hot chocolate run at golden gate park covers tiffany justice live for us at the race with more. good morning to you. tiffany. >> yes, good morning, stephanie. it is a cold morning, but it's not stopping these runners from coming out

and participating. the first race starts at 7.20 this morning. so to about 15 more minutes, a lot of people expected to be here. you can see some of them right behind me as they gear up. i've seen busloads and busloads as well. being told we have people and runners here from the san francisco state. this is the hot chocolate run a family-friendly race series. there's going to be a 5 k and 10 k to 15 k race along with a nice to mile fun walk the 10 k 15 capable started. same time around 8.10, this morning. this race has been going on since 2000 and aids ever since hundreds of thousands of race to the streets of san francisco for some chocolate organizers say making it the fastest growing re series in the nation. now this year they're doing something different as well. organizers with ventures >> but this year they are partnering up with the special olympics has or official charity partner. this event will help raise funds for special olympics program. what

>> right now, a winter storm is impacting the sierra up to 2 feet of snow is expected to fall over the next few days. according to the uc berkeley central sierra snow lab. this is video from chp in i-80 is back open, but chain controls are still up over donner summit, chp reminds drivers to please travel slowly. >> with us, it appears close for at least 3 weeks. city officials say high tides and large waves last week damaged sections of the piers west-facing deck and concrete. see a railing there. engineers found the structure unsafe for visitors at this time. and

taking a live look now from our mount tam camera. gorgeous, gorgeous view this morning at 7.14, am. and dave, just nice view out there that we're getting of the bank uc san francisco, the right hand side there. and just that beautiful sunrise, it looks so calm to an inviting it almost sultry almost thing, but don't let that fool you because it's the sunny but not warm. no, no. good morning, stephanie. good morning, everybody. we're checking things out of the golden gate bridge in just earlier, we saw the flag on its performance too. >> kind of indicating that breeze that were mentioning with us today. well, they're not up to be that intense going on, but basically will be a bit of an onshore breeze is coming to the northwest, at least temperature check not your imagination. it is cold, lower 30's going on up here in the north bay, nevada with 39. 43 san francisco and even some 30's on the east bay shoreline with a chilly 30 for valley. there. we do have a frost advisory has been posted for a lot of the east bay north bay and even down to the santa

clara valley. and it was not technically in there, but you can see quite the way of chilly temperatures as well. so here's the deal going forward today. a lot of sunshine shore, but monday, here comes some of that cloud cover. we'll sakes clouds mix. but going to get really the nod more to more in the way of cloud cover. so looks ok today. but again, cloud cover comes back. then tuesday, tuesday morning. already there's the rain showers up far north and already around the bay. you can see that our humidity levels are really going to spike. they're going to jump right back against the air is very dry right now. we have to have it for these temperatures to drop like this, but it's going to snap back real quick. want to check out those future cast winds, not a whole lot to report on this to have that cooley. cool breeze working here bit. look how the arrow shift very end of this on tuesday indicating we have a change of systems coming our way. and that is the first of several to come our way. here's the lowdown we've got going on early in the weeks and clouds mixture, chilly, start staurday 30's for lows. 50's going on for those highs. then late in the

week, unsettled passing rain will be several systems to watch. we'll be talking about him. stormy on saturday. unfortunately, looks like we're going to get hit pretty good next weekend. 56 san francisco. 55 for oakland. 56. meanwhile, san jose and there's not much of an improvement on those numbers at all across the big board there. but and interesting week, though, stephanie, we're going to have the real feel of winter time here. the highway from the gulf of alaska is all open up and they become zipping right on past. so watch when you cross the road. all rife that winter is truly officials here. all right, dave, thank you. >> advisory council is recommending governor newsom slash his budget for plans to build a campus with classrooms at san quentin state prison. in a report released friday. the group says the 360 million dollar budget should be cut by at least a 3rd. the group says the money should instead go to other projects to improve overall living conditions for inmates and prison staff newsom the advisory council last may. it was part of his plan to transform the prison

francisco mayor london breed announced a new campaign saturday urging voters to back. >> ballot measures. she says we'll make the city safer, safe and vibrant. san francisco is aimed at addressing public safety. the fentanyl crisis and downtown office building vacancies. mayor breed kicked off the initiative saturday with state senator scott wiener. saturday's event promoted 3 measures that will appear on the march ballot. a california judge says snapchat faces a lawsuit from families whose children allegedly used the app to purchase drugs. the suit claims many of those young people who use the app the app to find drugs suffered from deadly overdoses of fentanyl. the new ruling opens the door for lawsuits against

snow returns to the sierra. we've got the latest in your forecast. good morning. welcome back to the kron. 4 morning news. let's get right over to dave spahr for the latest on your weather. hey, morning. well, good morning, stephanie. good morning, everybody. and off the kind of little bit of a frosty start going forward. a bit of that one has been posted for a good chunk of the bay area that is the inland valleys and all that. >> but really temperatures are really the cold stuff that we're feeling everywhere. so you don't have to be in the frost advisory to field a chilly start that we have for today. we're going to see more 30's along the way, however. so it's going to be very much winter, like even with the arrival of the storm system that will be talking about. first of all, first things first golden gate bridge checks in nice orange hue off towards the distance and the flag going. it's thing given you that on shore when we spoke about going to be a chilly breeze back to the frost now the frost advisories with us until 10 this morning to read be repeated again tomorrow morning. by the way, until 10 and again, the same coverage areas you can see

everybody except near water and the peninsula not in there. and by the way, that gray that you see off to the sacramento valley, that's a little bit the way of the dense fog advisory they had this morning 30's going on up in the north bay, as you can see, still a chilly 30 for livermore. 33 concord, east bay shoreline is even treated to some 30's this morning. palo alto in fremont a 30 to 34 team. meanwhile, 4 san jose and the quick contrast we had from 24 hours ago where it was also cold, about 6 degrees behind or half-dozen degrees or so. so this is the view from space and what you see up there in the northwest. that is part of the highway of these storm systems are going to see all week. coming up each day, we'll have a little bit of a different kind of tree to a different next to it. but it will be the passing systems with a looks like the lion share getting in here next weekend. we're going to be kind of tracking that all week. now, here's a look at the winds a little bit out of the north, but there will be favoring the south probably by tuesday morning in answer to the first of many systems. 46 coming in at about 11 o'clock. lots of sunshine for you. 2

o'clock at 52. so a bit on the chilly side, but at least we get the sunshine in a bit. we'll have that longer range forecast for you, stephanie. >> all right, dave, thank you for that update. and new this morning, the oakland police department is investigating a homicide on the 5900 block of san leandro street. it happened just after 05:45pm. officers got call of a person caught cause of a person shot. police responded and found an adult female suffering from a gunshot wound. the victim was taken to a hospital where she passed her identity has not been released. another hindu temple in the east bay is hit with for fiji. the jays share a while. the temple and hayward was vandalized with graffiti supporting a sikh separatist. a similar act happened at a temple in newark last month that graffiti criticize the prime minister of india. the temple's president tells us a small team runs the temple and repairing the side will not be an easy fix. >> are a sign like this and even on the artist game, he was devastated. and he said,

chp continues to patrol the area. governor gavin newsom and berkeley's mayor are in favor of the project. and a friendly reminder this morning from bay area police to slow down on the roadways. take a look at this image from san ramon police. this driver was stopped for driving more than 103 miles an hour on city streets. illegal activity like this can result in a very expensive find in your license being suspended. officials say. a state law banning californians from carrying guns and most public spaces has once again then blocked from taking effect, at least for now, the 9th circuit court of appeals ruled against last week's decision to allow the law to temporarily go into effect in the new year signed by the governor in september of the law would have banned californians, including those with concealed carry permits from carrying firing firearms in public places such as parks, sports stadiums and hospitals. well, also

implements new guidelines for people in the state seeking to obtain a concealed carry weapons permit, including a requirement to be at least 21 years old and also providing character references and going through a background check. the latest ruling allows that portion of the law to go in effect, but not the other part of the law, californians from carrying guns in most public places. well, came together saturday to cleanups at san francisco's tenderloin area. they met at a local park with the hope to give the neighborhood a fresh start in 2024. organizers refuse ref use said they were grateful so many volunteers came out to help. >> you know, the works never die here. a constant that we just got to keep showing up and showing our love for the city helping to protect the environment. we build community and have a great time. in the meantime, so very thankful for all the people who showed up today. >> the event started off as a weekly trash pickup in 2021. refuse refuse says last year's clean up lead to more than

interstate 80 due to multiple spinouts on saturday. the agency said that traffic along the westbound i-80 at the nevada state line in the eastbound i-80 in truckee where the most affected areas as of saturday afternoon, jane controls are still in effect along the i-80 from cisco grove to the nevada state line. >> kimberly cruz kron 4 news. >> by the companies are planning their own missions to the moon. it's part of a nasa supported efforts to kick start commercial move deliveries as the space agency focuses on getting astronauts back to the moon. the first liftoff is set for monday out of pittsburgh, pennsylvania. another launch is planned out of houston in february. >> nasa contracted with private companies to send their own landers to the moon, sort of to to scout out the place before astronauts actually arrived. >> this comes as nasa continues its artemis mission focused on establishing a long-term presence on the moon

and eventually sending the first astronauts to mars. can't wait for that. a new study from uc berkeley reveals california farm workers are being underpaid for overtime work. a state bill was passed in 2016 to remove overtime exceptions and lower over time standards for workers but data from the study shows on average employers are cutting working hours to avoid paying the one and a half times the hourly rate for overtime. the study also revealed weekly take-home pay for higher earners fell while the number of mid-level earners went up due to the shifting hours, trends. women are preparing to take on the world's toughest row 5 months from now. the group embarks on a 2800 mile race. roads across the pacific ocean from monterey to hawaii. the group has been getting ready since august. one member of the team has done a similar race before rowling 3,000 miles across the atlantic. and that to 58 days. >> think you back and like.

nationwide here in the bay area. 53 flights have been canceled at sfo. there are 6 cancellations at san jose and one in oakland. it's unclear how many of these cancellations are related to the grounding. richmond. residents are dealing with another flaring incident at the chevron refinery. it happened around 3 saturday afternoon. the city of richmond says there is no public health risk at this time. but residents may smell an odor near the refinery. the city has sent several air quality violations to the facility in recent months. santa rosa police department is bringing back its gang unit. they say it's because of a surge in criminal activity last year, kron four's amanda hari spoke with a lieutenant about this latest move. >> in 2023, santa rosa had 10 homicides. police say 5 of those had gang connections leading the department to re-establish its gang crimes team in order to stay effective. >> you're constantly having to pay attention who in the community is running these games. were these trends

happening? and our other assignments just are overloaded already with other crimes are investigating. this will help supplement our violent crimes teams. the new team consists of 4 detectives and one sergeant. >> they started investigating in the first week of december. lieutenant christopher, my hearn says they'll take over investigations if they find a gang connection as well as the gang enhancements, which usually put people in prison for a lot longer. the team will also work on prevention and intervention, especially when it comes to young people in the community. we're seeing huge uptick in juvenile crimes in our city, especially violent juvenile crimes. >> and i believe was march of last year. we had our first of a homicide in the school campus as well that we do believe was gang-related. the homicide happened at montgomery high school. a 16 year-old was stabbed to death. another was injured, but hearn says some gang leaders intentionally recruit young members. we're seeing that a lot of adult gang members are using juveniles. to commit these crimes because they know

that there's less a consequence for juveniles in the long run than there are for adults. so interviewing early age. both the police. >> and stakeholders in our community to reach out to these used to keep them away from them. >> and that was kron four's amanda hari reporting for us this morning. one person is dead after a shooting saturday night in san francisco. it happened just before 10 o'clock in the area of terry francois boulevard and 16th street right next to chase center. police found the victim suffering from at least one gunshot wound. that person died at the hospital. witnesses tell police there may have been a car involved in this. no other details released yet. anyone with information is asked to please get in touch with sfpd. on the peninsula safely. store in half. moon bay is back open after it was evacuated saturday evening. the stark a brillo highway was forced to close around 6 last night because of a shoplifter who may have had a gun. the county sheriff's office has not confirmed any weapons were actually found or if they have

nothing really are shattering with this, but we do get dry into the afternoon, somewhat typical with a dry event for today. this is monday afternoon. same kind of deal, though, will be some cloud cover and then warships preparing for the next event. and we stay moist with the next 2 rival over next storm system on tuesday. so here's how it looks like we just get kind of the inklings of it coming. i take it all the way out to monday, very early morning to give you a general idea. today's very sunny. the cloud cover starts late overnight to monday morning. so we're kind of mostly cloudy on your monday. some breaks going on and all and not very eventful. but by tuesday, this is when the first of a series of systems starts to drop south. so plan on some rain on tuesday and going forward. those yes, they are a little bit of a breeze hanging around a little bit out of the northwest. that will be a chilly breeze. but later on, there's a shift coming in from the southeast with the approach of our next system. again, the first of several to come today, we got break in the sunshine from yesterday.

risk at this time. but residents might smell an odor near the refinery. the city has sent several air quality violations to the facility in recent months. the santa rosa police department is bringing back its gang unit. they say it's because of a surge in criminal activity last year, kron four's amanda hari spoke with a lieutenant about this latest move. >> in 2023, santa rosa had 10 homicides. police say 5 of those had gang connections leading the department to re-establish its gang crimes team in order to stay effective. >> you're constantly having to pay attention who in the community is running these games. were these trends happening and our other assignments just are overloaded already with other crimes are investigating this to help supplement our violent crimes teams. the new team consists of 4 detectives and one sergeant. >> they started investigating in the first week of december. the tenet christopher, my hearn says they'll take over investigations if they find a gang connection as well as the gang enhancements, which
