kron. 4. >>the area's local news station. >>thanks for joining us on kron on on air and streaming on the kron. 4 news app. i'm dan thorn. here's what's happening. a shelter-in-place order for a shooting investigation thursday evening in san mateo kron four's sara stinson reports. >>my backyard no. heard the shots for >>this 8 year-old bryan junior was at home with his mom when shots rang out near their san mateo apartment complex turning lights and closing >>that's mars tonight locked his dad, brian paulus was at work at the time. he says he rushed home to make sure his family was ok, pretty shocking to that. usually quiet neighborhoods. san mateo police got a call about shots fired off of east hillsdale boulevard on lago street around 4.45 thursday

afternoon, officers learned the shooter was hiding in a nearby apartment. so they told the neighbors to shelter in place. police say they found the suspect, but it took some time to get him to surrender. suspect finally exited the apartment and was safely no victim was found at the scene. but shortly after police got a call about a shooting victim being found in san carlos officers went out. san carlos. >>was able to >>interview the victim and determine that that victim was associate, said this shooting. that victim was later transported to a local area hospital after determining the public was not in danger. police lifted the shelter-in-place know at this point. this looks like a a >>very targeted and isolated incident. police and neighbors say this kind of gun violence is rare in san mateo. >>paula says he's proud of how his son handles himself. i think that's just from his elementary training. you know, it. >>they go to the active

shooter training school on the immediately, just kind of snapped and do was in locking the doors. >>that was kron 4 sarah stinson reporting. flowers and candles now lay in a light post in the city's bernal heights neighborhood. man was struck and killed by a driver earlier this week near mission in cortland avenue. advocates from walk sf leaving heart shape notes with the names of other people who were killed while walking this year in the city. >>and that's because very people the crash. >>walk sf says they are actively fighting to make the streets in san francisco safer for pedestrians. advocacy

groups are asking a judge to unseal court records in connection to the u.s. the lawsuit over abuse. the now closed women's prison in dublin. this comes after prison inmates claim that the federal prisons bureau failed to stop abuse after several reports the prison was closed earlier this year and the 600 inmates were transferred. the city of oakland is one step closer to revitalizing the coliseum. a unanimous vote by the city council signed off on selling its 50% share to the african american sports and entertainment group. oakland mayor sheng thao says she's been working on the 105 million dollars sale for some time and she says she plans to invest that money in east oakland. >>be able to affordable housing on the site. more green spaces that's needed a grocery store, possibly. i mean, the possibilities are endless. >>the path of the coliseum are hopeful what this could mean for entertainment in oakland. >>either arena has a serve

centerpiece as part of the development because it there's so much you can build around you know, you're familiar live and how they build around that. the staples center with hotels and restaurants and that piece of things. i'm not to go too far into the site plan, but that's what you put vision with the entertainment peace. >>well, don't expect shovels in the ground any time soon. that's because the other half of the coliseum was sold to a's owner john fisher and the african american sports and entertainment group says it's trying to purchase that half. we have reached out to the a's for comment, but have not heard back. brand new affordable homes are ready for move in in oakland, there was a grand opening ceremony today at the cherry hill apartments on international boulevard in east oakland. the complex offers 55 housing units and city officials say the new homes made possible. thanks to 350 million dollars voters approved last year for housing projects.

>>city put the land as well as close to 10 million dollars. and so these 55 units, 14 of which will be serving people exiting homelessness is really such a valuable contribution to the deep, deep need that we have for affordable housing. >>mayor sheng thao says there are 11 other housing projects that are currently in the works. san jose residents could soon be paying more for their water state utility officials are set to vote on whether to allow a rate hike in san jose. the company says the extra money will go to replacing 24 miles of waterways. what the rates to go up over the next 3 years with a riposte hike of 7% in 2025. 4% in 2026. and another 4% in 2027. no word yet on when state officials will reach that final decision. by the time music festival coming to downtown san jose this weekend. the san jose foods

pattern least for tomorrow as the temperatures start to back off a little bit. we do have some 30 plus mile an hour gusts in the san francisco stallone. and 28 in fairfield. these numbers start to come down somewhat as we head through the night tonight. yeah, we'll see a little bit less that wind. but right now that onshore flow continues in that that cool sea breeze helping to drop the temperatures around the bay area tomorrow, numbers going to warm up again, though, as we head toward tomorrow afternoon. should be a beautiful day in san jose about 81 degrees there. 77 in oakland and 66 degrees. little fog in the morning. lots of sunshine in the afternoon in san francisco. a fatal crash

caused a major backup on westbound 5.80, in livermore for several hours thursday

morning. kron four's will tran is in livermore with the story. >>if you are leaving tracy at this time, you dodged a major bullet because all lanes are rolling right now. they actually open up all lanes at around 8.15, this morning, but it was backed up from livermore all the way to tracy. so we are talking miles for hours. this being pretty much the gateway from tracy into livermore and to the rest of the bay area and they need this. but unfortunately, it was shut down for quite some time because of a motorcyclist who was killed along west bound 5.80. let me show you the video. here's the motorcycle. they removed it from the scene at around 7.45. in the morning. however, 2 hours before that at around 5.40, in the morning, according to the chp, a motorcyclist is name not be released to the public at this time described to be in his

40's was going anywhere between 8100 miles per hour. lost control of his motorcycle clipped a big rig. he fell off of the motorcycle. then another big rig comes along, runs over him, unfortunately kills him on the scene. the big rig drivers, they are cooperating with the chp. it appears that they were just minding their business when all of a sudden things went terrible at 5.40, this morning at the height of the morning commute course. and chp came out that shut down the scene. take measurements, talk to witnesses, which is why it was so slow all morning. and a lot of people thought that they could avoid this area by taking the streets of livermore itself. but then those streets became back to. so it was a nightmare for most of the morning commute. but as you can clearly see now it is rolling. i'm sure it's still

backed up a little bit into tracy. it's going to take some time for all of this to clear out. but at least all lanes are this morning at the height of the morning commute, this being the gateway into livermore, dublin and well, obviously the san mateo bridge and the rest of the bay area pretty much came to a standstill. >>this week police are noticing a trend. thieves in berkeley are breaking into cars but not necessarily to steal them. kron four's philippe de gaulle reports junta, civics and accords. other targets. >>cars parked on the streets and driveways in berkeley are vulnerable to thefts and break-ins. catalytic converters are frequently targeted, which is not new or unique to the city. but this week, tuesday night. >>wednesday morning we noticed a trend and it involves older model honda civics and acords. they are among the most stolen cars in the country. but in this case, officer byron white says 700 either stolen or burglarized overnight and in 4 cases, the

valencia street was installed last summer. we heard a lot from the merchants about. >>motorists, confusion about occasional large deliveries, blocking all traffic and variety of other impacts that we didn't anticipate. but that's why we do pilots. why the experiment we learn and we put and now the transit agency plans to pivot. >>and is proposing a side running bikeway concept. instead, part of that plan unveiled at a virtual press conference thursday afternoon. the green lines represent. >>the bike lane right against the sidewalk. we've also reflected back parklet placement. so those are the yellow rectangles, a trapezoid. some people want that that parklet floating out in the floating parking lane. some people have preferred to keep that parklet against the fan of that more longtime mission district resident rachel's in their old says the center bikeway is challenging to get around the neighborhood. i feel like you're like writing with my

rallying outside of regional medical center in san jose calling on the hospital to reverse a decision to close their trauma center. kron four's charles clifford has the story. >>well, the emergency room here at regional medical center is a level 2 trauma center, which means they can handle things like strokes and heart attacks. they have surgeons ready to go. 24 hours a day, but the hospitals made the decision to reduce those services. a lot of people aren't happy about that. he outside regional medical center on thursday, doctors, nurses and neighbors rallied against the decision by the hospital to close its level. 2

trauma center. the hospital decided to close the center earlier this year because they say very few people are using it. but opponents of the plan say closing the center could put lives at risk. >>want to keep the services, the nurses, a regional medical center. we want to keep the service is available. we want to keep stroke stemi and trauma available to the residents of santa clara county and the surrounding counties. and no matter where you live in santa clara county, the loss of this trauma center is going to it is going to have impacts on our other 2 trauma centers in the county that makes this a risk for every single person who lives here. organizers of this rally say they plan to submit a petition signed by thousands of community members. >>doctors and nurses to the office of governor gavin newsom and attorney general rob bonta asking them to stop the closure in response, the hospital sent a statement to kron 4 on thursday in which they acknowledge that they plan to shut down the trauma center. >>but at that, they're actually increasing the number of beds in the emergency department by 20. they say

that over the last decade they've invested 200 million dollars in the hospital and say that we are committed to delivering excellent health care for san jose. now and into the future. if the trauma center here is eventually shut down the next closest trauma centers are santa clara valley medical center in stanford hospital. now, unless something changes, the trauma center will shut down on august. 12th in the south bay, charles city leaders in oakland celebrated the grand opening of more affordable housing. >>cherry hill complex as 55 units available on international boulevard. kron four's rob nesbitt has the story. >>there >>was a celebration in east oakland thursday. actuary hill apartments is now open and director of housing and community development for the city. emily weinstein. explain how the studio to three-bedroom apartments came to be city put the land as well as close to 10 million dollars. and so these 55 units, 14 of which will be

>>medication in question, but rather whether the plaintiffs had standing to sue in the first place. this was the first major abortion ruling since roe v wade was struck down in 2022, today's ruling

was essentially a procedural call. the court ruled unanimously that a group of doctors and medical association's opposed to abortion rights did not have the right to sue the fda to stop the pills distribution. the plaintiffs argue the fda inappropriately relaxed rules for the drug's use in 2016 2021. the court's decision did not address that claim, but rather ruled the plaintiffs simply lacked standing to bring the lawsuit in the first place. the ruling doesn't prevent mifepristone is used to be challenged again. but it does mean that recent steps by the fda to make the drug more accessible will remain in place. had the challengers prevailed access to the abortion pill would have become more challenging even in states where abortion is legal. both sides say despite today's ruling, the fight over abortion rights is far from over. this decision was based not on the merits, but on a lack of standing. >>we are not yet out of the woods. atf and our clients

will continue to advocate for women's health and to restore common sense. safeguards for abortion were hopeful that the fda will be held to account for putting politics about women's health. >>and the court still has several other major rulings to release. that's expected to happen by the end of this month. the u.s. supreme court unanimously voted to allow the drug mifepristone in abortion medication. for more on this kron four's darya folsom and james fletcher spoke with san jose state university professor grace howard. >>this might surprise a lot of people considering you know, where to the makeup of the court and the fact that, you know, they just did roe v wade, you think will to same court. how did they come to this decision? >>so this decision wasn't really about this decision was about standing in this case. we had like a random handful of health care providers. one of them was a dentist. you were making very hypothetical

claims about how maybe one of their patients could take abortion pills and maybe they could have complications and maybe they would be required to then treat them the court did not buy into those hypotheticals. usually if you're going to make an argument like this, you have to demonstrate that this medication does to these health care providers and they weren't able to make that claim so less about protecting abortion and more court procedure. get on to that part about like the health claims cause. >>it also seems like this is something to be taken up with. the fda they a problem with the fda. so shouldn't be taking up with the fda. >>writing the fda does have they approved this medication 20 years ago. and in that time we haven't seen evidence that this is a harmful medication. it's a remarkably safe i think one of the reasons why people are breathing a sigh of relief today as if the court had

decided differently, it could mean that if you have a problem with any medication, you could just bring a frivolous to and try to change those regulations. that could be 4 more moms that could be for contraceptives. so it's it's good that the court did not buy into that. however, the battle over contraception like allergy and abortion legality is far from over. >>yeah, i was going to say this is not a done deal. what do you anticipate is the next attempt, the next approach to trying to achieve these goals because those on that side of the argument are they said they're they're determined to see laws changed. >>yes, the goal is to ban abortion at the national level and to ban contraception at the national level. this is not a hypothetical. we know that this is so the things i'm looking at currently there's another supreme court opinion. we're waiting on this case is about. i've been referring to it as how almost dead do you

have to be before you can get emergency care related to abortion? i'm the concerned about the potential outcome there. i'm also watching the comstock act. this is a law from the 1800's. it's anti vice law and it made it a crime to ship obscene materials through the and how they're defining obscene materials that included contraception, even medical textbook sometimes. yeah, because right. the whole of sanity. i know when i see it kind of thing, right? what actually can go back to how did you need to be thing? what it what did you mean by that? can you explain a little more? >>you know, it's a it's a sort of shocking collection of words. what's happening in this case that comes out of idaho. idaho has passed some of the most rigid abortion bans in the and where it used to be pretty standard to include exceptions to these bands for things like your health, more and more states are carving out health and limiting it to life. only so

let's not having your emergency. abortion care could result in sepsis, you could lose a leg. you're still going to be alive. so it's not okay or not. okay. those are the kinds of things we're trying to carve out. in some cases. this is literally life and death stuff. you have to wait until someone is almost to treat them without violating the state's for health care providers. that could mean, you know, depending on where you are potentially life in prison. so the stakes here are really high. >>it seems as though the argument for years had been this needs to be an issue that the states decide for themselves. but it seems more and more recently left. they're bringing these challenges to the court that would implement a nationwide federal level. band which seems to run counter to what the argument was prior to this. >>yes, i think if you trace the anti-abortion arguments over the last few decades because this has been a decades long fight on their

part. >>you'll see that the message is whatever it needs to right. the message used to be exclusively. we need to protect fetuses for a little while. the argument was we need to protect women from these, you know, dangerous pills, these overzealous abortion providers. >>right. so the the the language in the framing of this issue they're very skillful at shifting it. >>okay. so of the things that you mentioned are any of those cases that you're also watching? will those be announced at any point this year? are those arguments going to take us into next year? >>i think that this issue is going to take us into bar into the future. but for the things i mentioned in particular the emergency medical care case could come from the supreme court any day. it will probably come out this month. the comstock act stuff that we're going to sort have to wait for the elections, right? because whoever the next president is and could full-on

oakland is one step closer to revitalizing the 112 acre coliseum site in east oakland. on wednesday, the city agreed to sell its share of the site to the african american sports and entertainment group. but as kron four's, dan kerman tells us there will be no facelift to the property until the development group buys the other half. and that could be a challenge. >>kaplan, promised i'd re i in council thank you. the motion passes with a >>by unanimous vote, the oakland city council signed off on selling its 50% share in the oakland coliseum to a a

london square. >>well, we were talking about this in our afternoon meeting like jack london square, alzheimer's disease. they got award. like trying to put the 2 pieces together of how this happened. so you're the perfect person to ask. >>no problem. so job and it's for and the port of oakland post, many dozens of family friendly events at the square every single year. we try to have events that are tied into our local community. and last september was world alzheimer's awareness month. so we chose that has something to go and support community with all timers affects one in 3 seniors that live in alameda county. so we wanted to help get the word out about that raise funds and awareness be yet still have an that was exciting the jack london square to attend. so we had an amazing drone show that had very cool images to support all timers awareness and what else to do. >>have planned for the

community because that's some of what attracted the group that recognize to do with this award is that they love the things that you're doing to provide for the community. >>pt. so what we did was for the home and we have different activities going we had a little puzzled by set out in one of the areas of the center. people would come take pazos leave pazos give them they're elderly family member. the puzzles help he says of alzheimer's, keep their memory lasting longer because they have to put the pose together, used brain functions that support their memory. so we wanted to definitely touched upon that, you know, with the alzheimer's disease. and then we also collected puzzles near the management officer jack london square. and need puzzles were then donated. so the seniors that were afflicted by the disease could use them. >>so you're also were recognized as part of winning this award for increasing foot traffic to the square, which

also help boost those local businesses there. it's always great to see, you know, oakland, getting a little more attention positively and also business going up to when you were there, did you notice? but more people were showing up to shots rang out. >>and that's, you know, definitely part of the program. even we want to do here. we want to support the local businesses, support the cmmunity, bring people to the square so they can experience what a beautiful place in 2 years. is to be here at the waterfront in oakland. >>and you beat out 72 other finalists to get this a gold award. do you think you have something like up your sleeve to try to like to repeat for next year? >>yes. >>definitely. we have some really cool things planned for later this year, which i can't really talk about yet. >>but it was very much very extreme honor to get this award is the word used to only be for the united states and now it's a global award. so it's higher stakes. a lot more competition from countries all

the california legislature officially passed their proposed state budget. it comes as california faces a massive deficit with cuts on the way capitol correspondent

eytan wallace has reaction from democrats and republicans in shares. what role the governor still most plane to get the final spending plan to the finish line >>well, what lawmakers here at the state capitol approved is, in essence, just a place holder to beat the june 15 deadline requiring them to pass a proposed spending plan or else they would not get paid. it's a spending plan democrats say will benefit the state while republicans argue it's not sustainable. measure passes with that democratic members of the legislature officially approved their proposed budget for the coming fiscal year. >>backers of the proposal say the 294 billion dollars spending plan. we'll invest in key programs including local homelessness services and will reverse the governor's proposed cuts to state funded social services, including in-home care for eligible undocumented californians and cash aid for low income californians in the cow works program. >>we are insistent that we will not balance this budget on the backs of the poor.

among the largest proposed investments k through 12 public school spending last year. our budget funded students that just a shade over $22,000 per people. this year's budget will be over $24,000.3. people we are doing right by students by educators, by parents in the state of california. but it comes as the state faces a deficit. the governor more than 27 billion dollars as a the legislature spending plan includes proposed productions including 1 billion dollars in cuts to climate programs and an additional 1 billion dollars in cuts to prison programs. the proposal also calls for the elimination of 10,000 vacant state jobs. we had to make some difficult choices and some difficult challenges. >>we have done that in a way that we have been slaves or focus on protecting those core priorities. but republicans say they're frustrated with much of the spending plan, including a proposal to pass some tax credits for larger businesses. >>over the next 3 years, they say that directly contradicts the governor's promise not to

increase taxes. that is definitely an absolute tax rate increase and the governor would have a very difficult time defending it. otherwise, republicans also say the proposed budget includes spending priorities. they believe the state cannot afford, including a $25. minimum wage increase for health care workers. that's a 2 billion dollar item which not a sustainable spending plan. and then we have known deficits going into the budget years after the 25 26 budget. also, this body is out of touch. >>this budget is out of control and the people are out of money. vote no on this budget. but the democratic super majority overwhelmingly passed the spending plan in both chambers and now they must negotiate a final budget with the governor negotiations are going well. i'm obviously a lot of issues to discuss a lot of issues that we're working but i feel like we're making some good progress and hope we can have some news to share in the next couple of days. it. >>and lawmakers and the governor must agree to and sign a final budget deal by july. first reporting at the state tom wallace.

arrested along a bike trail in sacramento county. all of them linked to homeless camps. zach boetto has more. >>pd says these arrests started with community concerns about crime happening in these homeless encampments. so close to these bike trails like the sacramento northern bike trail here. and you can just see how close some of these homes are to this bike trail. and on the other side, very close to homeless encampments, sacramento police over several weeks arrested 12 people, some with warrants after watching them engage in illegal drug activity as a result, police recovered a bunch of illegal items, including one loaded 45 caliber handgun, a loaded privately made gun with a high capacity mag one zip gun made out of the stapler wrench and pipe. 26 grams of fentanyl. 20 grams of amphetamine and a bunch of drug paraphernalia like packaging and syringes. we did speak with a runner who jogs along trails in the area frequently. he says the

church. we're told that it's a vacant building. so possibly occupied by homeless. now, the call came in around 3.15, this morning about 50 firefighters responding to this. they were able to knock it down within 30 minutes. unfortunately, not much to salvageas for the cause of the fire still unknown, whether it's an accident or arson. >>we don't know at this time if they are connected. what we do know is that we had to them within 24 hours. our firefighters arrived on scene for the second one. they did have heavy fire showing on arrival quickly spread to the adjacent church. and went defensive on this where we had fire showing through the roof. i on arrival. >>as i mentioned, this is the second blaze this weekend. 48 hours. so what you're seeing is the first fire which was on june, 11th. it started on the roof causing heavy damage inside the church and also to the building next door. the cause of the fire for the first one. also still under investigation. unfortunately, for the people in this neighborhood, they've lost their place of worship. >>every community needs church. that provides

has the details on both crash investigations. >>hello there. yeah. here in fort in last night there were 2 crashes at the same crime scene and police say they were the kinds of crashes that are perfectly avoidable as you'll see in a moment. one of the crashes was caught on video. this is the moment a tesla crashed into a fullerton police car right around midnight on wednesday near orange torp in court. this is body cam footage of a police officer and dispatcher who was on a right along running out of the way just in time. police say the tesla crashed into the patrol car even though the patrol car's lights were on and flares were set up in the street to warn drivers that the road was closed. while police don't believe the tesla driver was under the influence, they do believe he may have been distracted.
