stephanie rothman. we're following a deadly crash that happened earlier today in san francisco. police say a box truck hit and killed a woman in the glen park neighborhood. kron four's. sara stinson spoke to witnesses and has the latest details. >>a woman was struck and killed in this busy glen park intersection by this truck, neighbors who live and work here say they're devastated by this and they hope drivers are more careful. >>it was heartbreaking be honest for both side of the lady and the driver to just. >>it didn't mean obviously police tape greetedcustomers at viking. a vietnamese restaurant on diamond street thursday as police investigated a deadly crash. dylan one works there and heard it happened at the intersection of bosworth and diamond streets just before 3 in the afternoon i saw trump went past and our look at the screen. >>and as a people rushing over to the corner and i what a peek outside. ladies was on the ground. >>when police arrived, medics tried to save the woman hit,

but she died at the scene. police have not released any information about the victim. the driver of the box truck stayed to cooperate with the investigation. he was visibly upset on scene. they were devastated. so yeah. a both the truck was carrying hospital beds. it belongs to the company hill-rom. we reached out to them but did not hear back. kron. 4 reviewed security video we obtained from a nearby market showing the truck turning right and hitting the woman walking in the crosswalk. police are using that video to figure out what led up to the crash. they say drugs and alcohol are not believed to be factors. once police cleared the scene, people dropped off flowers at the site of the crash. the supervisor for this district rafael mandelman wrote on x saying, quote, our hearts are with the victim and her loved ones to guide the careful. just careful. oh, my god. janela kuz lives nearby. she says this tragedy has her extra worried about pedestrian safety. >>car still respect, stop

signs, some tax even slow down to just plow right on through la cruz has this advice for pedestrians. it's making eye contact and making sure it's clear before you crossed super important. >>police spent more than 3 hours of the scene investigating. they're still trying to figure out the cause of the crash. i'm sara stinson reporting kron. 4 news. >>now developing news. firefighters are investigating a fire that is damage homes, displacing 6 people. the fire is currently under control. san jose fire says the fire broke out though shortly before 7 tonight at a home along monterey road about 3 miles north of coyote creek golf club. in addition to damaging a home, the fire also damaged 2 greenhouses and outbuildings. the cause of the fire is under investigation. and 2 people and 2 dogs are displaced from their home in san francisco tonight after it caught on fire. firefighters say the fire started around

tomorrow, likely to be a warm one. >>well, it's a first of its kind lawsuit going after website that create fake harmful images of women. san francisco city attorney david chiu announced the city is suing 16 websites accusing the owners of creating fake nude pictures of women and girls without their consent. she says these web sites allow users to use open source, artificial intelligence to place the faces of real women onto nude bodies, possibly violating federal and state laws against revenge and child. >>these images are used to bully, humiliate and threaten women and girls. the fbi has warned of an uptick in extortion schemes using ai generated non-consensual. and the impact on victims has been devastating. on their reputations, their mental health loss of autonomy. and in some instances causing individuals to become suicidal.

health officials confirmed west nile virus is popping up in our area to discuss the uptick in cases kron four's justine waltman spoke with doctor christmas c the system health officer asked santa clara county's public health department. so what i wanted to just clear up here since now, we've had one person who died in santa clara county and another person who got sick. do we know that they got west nile virus while they were in your county? >>it's hard to say where somebody contracting west nile virus because it's disease transmitted by mosquitoes. so it's not super clear. and this is not the only county where there's been this guy identified hour or so at that may be. >>helps people. the baby also not at the same time, but then we have this mosquito that was found in atherton how it was a bird with the west. now those found in atherton. how did

that come about and what do you do once you have that information? >>around this time of the summer, this is generally been west. nile virus starts to appear and it's been it's carried by birds and mosquitoes humans get is they're getting bitten by mosquitoes. and so it's not that unusual to see west nile virus in birds and mosquitoes. it's just another surveillance signal for us to let people know to be on alert and trying do what they can to prevent mosquito so what other parts of santa clara county have you found? birds or mosquitoes with west nile? >>yeah, our victor control district does surveillance of her sons gear stop the county, our free to them on their website great. >>graphics that anybody can access to. take a look at where the persons get >>and this spring, the best way to to sort of killed these mosquitoes. >>spring is definitely one way. but there's also things that people can do in their everyday lives to decrease the risk of getting bit by a mosquito. easy thing. that's probably the most proactive thing people can do is to make

the area around them. just not comfortable for mosquitoes. mosquitoes like breed and bulls of standing water all the times. you see that outside if there's phases or tires so people can just go around whether living where they're working and dumped over those areas of standing water. so that's one way to kind of prevent it. how do you even know if you have? >>west nile to begin with? because sometimes people don't even show symptoms. >>yeah, that's some cases of west nile virus don't have symptoms of very mild symptoms. common symptoms are similar to like symptoms, people fever, headache, body aches. and so people experience symptoms that the best thing to do is go there, medical doctor and they can make a determination about whether any further testing is needed. >>is there a specific? demographic that's more vulnerable to getting west nile or is it anyone who gets mosquito bite is possibly able to get this? >>i don't think there's a particular population that's more susceptible to being infected by this. certainly folks that are more susceptible to severe disease.

see with other infectious diseases, folks that are older, folks that other severe medical problems and people that are immunocompromised. and this is something that will just see more and more of. >>happening not only in santa clara county, but elsewhere in the bay area are are more mosquitoes popping up with this virus? >>it's hard to say in the past few years we've seen between one and 3 west nile virus cases in humans per year. and these are the first 2 cases this season. so keep an eye on. it will keep surveillance and yeah. >>do you have any other advice? >>now, i think what a single court part of the most proactive thing people can do is just to prevent mosquitoes from being in their area in the first place good as like stagnant water. so anywhere you see water collected in a pool in a puddle entire be sure to dump that out decrease the number mosquitoes there in the first place. >>all right, doctor christmas see from the santa clara county public health department. thank you for joining us. >>san jose

state university officials are set to open a new affordable living space for undergraduate students. kron four's will tran is in san jose with the details. >>it's probably one of the fanciest dorms in america when it's done and it could be available as early as 9 months from now. look at rightbehind me. this is the old fairmont hotel. don't call it fairmont because they have a new name. it's called by hilton. but by the time it's over, it will be a dormitory for san jose state university students groundbreaking a little bit later today, which we will cover. in the meantime, let me show you artists, renderings.

this has been in the works for the past year or so. it's going to cost 165 million dollars. but it addresses san jose state's attempts to find affordable housing for their students. it's a struggle not just for them, but first, cities and universities across the country. what's going to happen is it will have all the amenities like dormitories across the country. they'll have a fitness center. you can either, of course, still have dining police presence. they'll have entertainment. all the bells and whistles because it will be brand new renovating this place will cost 40 million dollars and then ultimately san jose state will take it over once they pay the final bill. and the great part is the students. they should be able to afford it. i'm sure the university will work with them. so it's not free, but it's affordable housing to the students and it's only 7 minutes away from campus.

>>kron four's your local election headquarters at the state legislature. it's a big day for hundreds of bills. no. nasa spends day lawmakers officially decide which he says the legislation will move on in the legislative process and which will die. our capitol correspondent eytan wallace has more. >>well, indeed, it's a busy day here at the state capitol. we will soon learn whether many bills, all kinds of topics advance or not. and that's what we're seeing. several groups make one final push to get bills they're supporting to the finish line. big activists making their voices heard outside the state capitol, all to urge support for a b 2.70, also known as the california fair elections act. the bill would allow voters to approve a plan for political campaigns to be publicly financed by taxpayer dollars public financing of campaigns allows us to get away from private money,

owners in san jose's evergreen neighborhood are fed up this after being targeted by burglars several times now, 2 break-ins and less than one week at one restaurant as kron four's rob nesbitt reports he speaks with the owners who say they're now worried they may have to shut down. >>the funny farm restaurant in san jose has been broken into 6 times since they opened 2 years ago. it's why a city council member and police were here today to figure out a solution. security cameras have caught burglars in the act at the funny farm restaurant, but no named suspects yet. and co-owner monica levi is frustrated with the continued last 2 or 7 days apart. and before the same people came 6 weeks apart. >>and the other 2 seem to be random. one was just like welcome to the neighborhood broke in. still everything.

what the city of alameda is calling neighborhood greenways phones beautiful. they're kind of an eyesore. city officials say the neighborhood greenways would create low stress streets designed to allow bicyclists and motorists to safely share the road. calm traffic prioritize people walking and biking and improve safety for all cyclists and levy supports this project because there's a lot of places that i don't feel very safe, sir. but when there's designated areas that really feels good. and that means i can bike to school with my kids and we can go in a lot of the trails. the city of alameda is asking the community for feedback on a proposed 10 mile stretch of greenways and slow streets. >>some of the streets involved include pacific avenue, san jose avenue and more in street. the bearkats have to go away. >>any other measures to discourage traffic's much as possible. i would. >>really welcome robert lowe lives on one of the slow streets. i just love the barricades and >>being able to live on a street where cars aren't supposed to drive, but

you have a right. >>to a trial within a certain amount of time. but most defense attorneys going unless your clients in custody. some will waive time. so in other words, kick that count can down the road. now, the reason i was laughing because here's the da's office and the public defender's office. thank god they're in lockstep on this. and they're pointing to the bench and do not our fault. look to the judges. so what's going to happen? i would think there may be some sort of judicial review where some judicial commission comes into the court and says, wait a minute, why are all these delayed? your you are open last thursday. why did you try a civil case now? civil cases do not have precedence over criminal criminal cases go first. but so if they see civil case is being tried, judicial council may go. wait a minute, what's going on? and

so are they pointing the finger at the judge is is will not arrive when i enter their point right there. that's why i laughed. >>lucky you guys are in lockstep because if it was only one of you, some judges may get a little cross the about that. when you walk in courtroom. well, i heard one of the public defenders say that the defendants now are the victims here. but the true victims takes extra they are the victims they're being denied justice around that's absolutely true. so you've got to look at each individual case and get to the bottom of why should this particular case? be dismissed? and only the counselor, the investigators can get to that. but apparently the district attorneys also say, yes, we have been denied speedy trials and the excuse was covid. you notice i covid. let's kick the can down the road now. good defense attorney. oftentimes i've often said, you know, in

cases it's like a fine wine. you want to let age a little bit. so you don't rush to justice in certain cases and they're all sorts of reasons that defense attorneys do that. but the people that are supposed to stop that from happening are the judges or the district attorneys say no, no, no, we are going to try and they're going to look at even more cases and they may throw those out. it's a problem there. there's a problem. but look our to seeing this down the road. one of the cases that they kick out. >>and then that person goes on to re-offend. well, that happens a lot. i mean, judges are. i mean, a lot of people get upset. >>judges, for example, or somebody are lower bail and that one person out of 1002 1005 1000 goes out to commit a crime, you know, another crime that wants a judge is fall. noel want to they're making decisions every day. and once in a while, people will do

through a lot of change recently to talk about the big headlines coming out of the city from for stephanie lin sat down for a one-on-one conversation with mayor sheng thao. >>mayor, of course, we would like to continue with the topic. we also discussed a bit live last time that you were here, governor gavin newsom's, executive order to state agencies to clear out homeless encampments. and you mentioned that this is something your city has been actively been involved in even before newsom's order. so could you provide some clarity around how effective those cleanups have been to addressing homelessness in oakland?

>>you know, it's it's very interesting just because in the sense that we need new housing stock, right? we need the interim housing and we need a permanent housing, including permanent, supportive housing, many people we find on the streets are unable to live on their own. and so until we get resources for the permanent supportive housing and this is going to be a little bit of whac-a-mole. however, city of oakland, we've started this work. we took down the largest encampment in northern california, and that was what street where we saw blocks and hundreds of people in our streets. and we were able to actually housed 85% of the people that live there, which was 100% of the people that we asked for services. and if they want to services, they receive debt. you know, we're going to team to do the work. i do believe that there's dignified of doing this work. however, you can't live on the streets in a tense. you know, it is not safe for the people who living in the tents. it's not safe for the neighbors. >>the mayor of san francisco has said before that she's going to be assertive and moving encampments a direction

that might also include criminal penalties. do you agree with that approach? >>you know, with that being said that the penalty part of it, the criminal penalty, part of it would be that we would have to collect the evidence from opd and then handed over to district attorney's office. and so that's work that's done in a different different organization through that but what i can tell you is that here in the city of oakland, we're working aggressively to ensure that areas where our kids, our babies, where they populate, where our young people are, that those areas are cleaned again. you know, this is a regional effort. and so without the permanent supportive housing stock, you know, it is just going to be a little bit like whac-a-mole. and so that's the frustrating part. so what are the challenges to getting more of that support of permanent housing for the homeless? >>you know, it's it's just funding. we have many churches and faith-based institutions in the city of oakland who are interested to even leasing or selling their land so that we can build either permanent supportive housing or affordable housing, deeply

affordable housing so that we get people off our streets. but without the federal funding in the state support, we're not able to do that because it's not something that the nonprofit developers are able to afford on their own. and so i'm going continue to lobby for the federal level for more funding so that we can actually build out more of the permanent supportive housing. okay. >>we'd like to turn to another topic now also involving governor gavin newsom. and that is cell phone use in the classroom. this week he wrote a letter to schools to restrict student's cell phone use during school hours. he says that this is going to help improve concentration among students at lead to better academic and social outcomes. mayor, do you encourage oakland unified to do the same? >>absolutely. you know, as a mom myself, i always tell my son that the phone is only for emergencies for pick-up and drop-off after school. and so, you know, when our kids are in school, i think it's incredibly important that they interface with there with their classmates, with their teacher and really get the

full breath of the learning experience. i do believe i call me old school, but do believe that we're leaving too much into the technology and not enough time doing, you know, riding bikes, outsider, you know, having play dates and what have you. and you know, i do agree with him that we need to limit access to our cell phone use in school settings. got it. has that directive been a shared with oakland unified? i do know if district officials do plan to implement that policy. >>you that's a good question for the superintendent. of course, the city ustr to separate public entities. but i can just tell you again, from my all personal experience that i i think that there is huge value in making sure that our kids are paying attention in class of that. they're learning. >>got a perhaps those district officials are listening now they'll take note well on the topic of back-to-school, we know that they're do consent continue to be concerns about campus safety back in may. we know that there was that triple shooting at skyline high school during a graduation ceremony. so have you had any discussions with the district about safety

measures as kids go back to school? >>absolutely. you know, coming in this is the first administration has been working very closely ust, knowing understanding that they no longer have a police force. and so what i've been doing since last year is sending our area captains to ensure that they understand the layout of the schools that they are that are in their jurisdiction so that they understand the secrets and what have and to better offer their services in case of emergency. so we have annual events where opd ust city usc administrators come together to learn these different tactics together. with that being said, you know, school is a priority. and that is why before school started, we said that public works to claim any of the streets across the whole city to ensure that our kids could actually walk to school in a safe and clean neighborhood. >>all right. we like to turn to the issue of sideshows in your city recently, as you likely know, a group of neighbors in the san antonio area started installing their own barriers on roadways to

prevent this type of illegal activity. we know that the city did take those barriers down. we did speak with residents in the affected area and i believe we have some sound to play from that interview. >>we did inquiries about getting an actual roundabout put in the concrete ones that you see sometimes in berkeley. we were told that somebody has to die first before they'll do anything about that. >>so basically that resident was told, hey, somebody has to die first in the intersection before the city will do anything. what is your response to those residents who don't think the city is doing enough? you know, have the same frustration and this is why under this leadership, we have new leadership in the department of transportation. >>you know, a council member, i was told the same thing. i just you know, i saw that there was a walking school bus on 35th avenue, which is, you know, as cars are speeding there. and i asked for a stop sign and was told they didn't

have the data and just like the the constituent has talked not waiting for someone to die for us to do something. and so we are changing that culture here in the city of oakland and whoever is interested in that change of culture. we have to remove them. and that's exactly what i have done. and so with that being said, we are putting you know, environmental designs in other areas to ensure that there are no sideshows to ensure that the community feel safe. you know, and part of that is to make sure that people have a good night's sleep without all the noise and the danger that comes with it. so we've already started that work. of course, we're moving as fast as we can. and we're going to continue to put out, you know, the deterrence, environmental deterrents. so that's i can't happen. but i want to implore to the community that police work with the city. i know that you may have had frustrations in the past, but that leadership is gone now and it is under new leadership and for them to reach out to us so that we can work with to put in, you know, the environmental design that will work and won't cause other people to be harmed.
