rollout since a popular shopping district in san jose started charging visitors for parking kron. 4 shock moment explains why some customers as santa row say it's been quite the headache. >>for hours on end on friday, many customers here at santana row were stuck in long lines going to multiple different levels of these parking garages that just recently started charging people to park here at santana row. make people think the lines were so long. it appeared that the people who are monitoring those parking meters were just letting them roll right through. >>going up. >>it's the first full week of business since these were installed at san jose's high end shopping destination, pay stations at santana row. that site on europe are callous park and then will charge me for trying a parking is crazy. even during the rollout customers weren't satisfied. santana row told us it's because everywhere else in this part of town, they have paid parking so customers with park for free at santana row

police say the driver remain on scene and is cooperating with the police. one person is dead tonight after shooting this afternoon in berkeley. it happened just before 01:00pm on adeline street near fairview. police say the victim died at the scene. this is berkeley's 3rd homicide of the year. no word on the suspect's so far. but an investigation is ongoing. 3 months on the job. and police chief floyd mitchell says the town still has a long way to go in the past 3 weeks. he says west oakland has seen a rise in crime. officials said most of the attacks were targeting asians, people and elderly residents, 7 teens and one adult have been arrested for the crimes. meantime, chief michel is assuring the public, though his officers are doing everything they can to protect the community. >>does happen. we're city, we are taking it seriously and we are getting the resources that we have there to address the this crime and try to prevent

between khalil road and shell avenue. this comes after earlier this week, santa clara county health officials confirmed human cases of the virus, one in which a person unfortunately died. and happening now lanes of highway 1, 1, on the peninsula are now closed for road work. the closures affect one northbound and one southbound lane between redwood shores and east palo alto. caltrain says crews are working to improve highway barriers. both lanes are expected to reopen early monday morning. the stage is set for tomorrow night. another planet entertainment is bringing the first of the golden gate park concert series. it's the same producer behind outside lands and now one week later they're expecting big crowds again with 50,000 people set to attend the sold out event. the one-day event will include music acts, deftones and

>>you're watching area of low pressure approaching the bay area's been really a nice weather week around the bay area. temperatures though looking to take a nosedive over the weekend as we've got a weak little weather system that's going to come rotating on bringing with it more clouds and some much cooler temperatures out there right now. sfo, you've got some nice conditions. little breeze out there right now. but watch this. you've got low pressure spinning off the coastline that trough. it's going to be in the deep in and drop right off the coastline. that is going to ramp up that marine layer cooling down the temperatures sticking around for sunday as well, although may warm up just slightly. and then guess what? after that. but we're going to see much cooler temperatures again, i think the following weekend. interesting, though, you'll notice on here off a sunny start to look some rain moving into far northern california, maybe toward crescent city in eureka. i didn't see a couple of sprinkles in mendocino when that be something. but overall, i think not a bad week and we're just gonna have to deal with a lot of fog in the morning. some drizzle along the coastline the next couple days cooler than average warming. back up, though, on monday.

santa clara county fairgrounds. official is accused of taking kickbacks worth thousands of dollars. the district attorneys office filing charges of bribery and extortion kron four's. michael thomas has the latest details

>>the santa clara county district attorney's office says it was the county fairgrounds marketing director that was running this kickback scheme, adding that at one point she was collecting up to $4,000 a month >>believe been well as far as as her name and at the time her title was the events and marketing director for the santa clara county fairgrounds. she's no longer there and is now facing felony charges of bribery and extortion. officials say last september they got word of this scheme for a whistleblower and after investigating, they learned that the former director was asking a security company for part of its pay from its contract with the fairgrounds. they say that the owner of the security company at the time refused at first. but in response, a director allegedly accused the company's guards of sleeping on the job, putting its contract at risk. she then allegedly offered to intervene and save the company from losing its contract with the fairgrounds, but only in exchange for some cash. the da says it was summer of 2020 and because of covid in the economic uncertainties, the security company paid up. how much? well, officials say it started off with payments of

$2500 a month than soon went up to $4,000 a month. we reached out to the fairgrounds management team who sent us a statement saying that they are working with the da's office and will continue to do so. adding that there's no place for this behavior at the fairgrounds that the director resigned back in may saying, quote, we are dedicated to upholding the proud traditions of the santa clara county fairgrounds in ensuring that it remains a place where families can create happy memories for years to come. >>the da's office says that the former director is expected to turn herself in adding that if she is convicted, she could spend up to 4 years in jail. that's a very latest here in the newsroom. i'm michael thomas will send it back to you live in the studio. >>san jose setting an undesirable record for the first time. the median price of a home in the city surpassed 2 million dollars. this comes ahead of sweeping changes that will affect commissions paid. >>well, over the past few years, we've all seen the videos online on social media, of large groups of people breaking into stores, smashing windows and taking off with

armfuls of merchandise. today governor gavin newsom signed 10 bills designed it making that a thing of the past friday. governor gavin newsom signed 10 bills designed to crack down on organized retail theft. the bills focused on auto theft, retail theft and property theft. they allow among other things, the ability for retailers to file restraining orders against repeat offenders. they require online retailers together information about the sellers. >>in order to crack down on the resale of stolen goods and to make it easier to prosecute car break-ins. >>these bills will strengthen existing laws enhance other laws. the tools that these bills provide, we'll provide more cracking down on organized retail crime, more accountability. >>more people being brought to justice. and so i think the collective message is clear. if you round sack our stories, if you attack our people, if you in danger, our communities. we welcome for you. but some including san jose mayor matt mahan. it said that the bills don't do enough to confront some of the causes

heavyweight champion cain, velasquez pleaded no contest to attempted murder today. those charges stemming back to a high-speed chase in 2022. when the former fighter shot at a suspected pedophile kron four's. rob nesbit spoke with the deputy district attorney who has been the main prosecutor in the case from the start. >>the case against cain, velasquez has been in the spotlight for the last 2 years because of his celebrity status, but also because of the way he took the law into his own hands. cain, velasquez faces multiple charges, including attempted murder after seeking revenge on suspected pedophile. harry goularte who allegedly molested one of alaska's his children at a daycare. the former ufc fighter engage in a high-speed chase across san jose. firing shots at goularte and goularte's mother and father-in-law. the intended target was uninjured but his father-in-law survived being hit by several bullets. he took the law into his own hands and we have excellent law enforcement in this county. and that he should

have gone and used them. instead he put the lives, the lives of so many people in danger. velasquez changed his plea from not guilty to no contest friday kron. 4 legal analyst michael cardoza. explain the difference between that and a guilty plea i'm not going to contest the s. >>it's got enough evidence to connect mates. i'm not going invent. i did this. so i will plead no contest. cardoza says this is often done when a defendant is worried about civil lawsuits for the same crime. >>the former ufc fighter has gain several supporters, including a group that called for him to be free of his charges is status as a celebrity is not something that i consider crafting resolution to this case. and what i'm going to the judge and asking him to hold this defendant accountable for his actions. the 2022 incident took place along highway 101, as well as an 11 mile stretch of busy san jose streets.

allow qualified retired officers to work for the solano county sheriff's office full time to learn more about this kron four's justine waltman spoke with the bill's author, state senator bill dodd. senator, thank you for joining us. appreciate your time. >>well, thank you very much for your interest in this bill shows. why is this the best thing for vallejo right now? well, simply put, the city of orlando has budgeted 132 officers. and right now only have 100. excuse me. 132 officers there budgeted. they only have 3, 6 officers on patrol. this is not good a city of 123,000 people and doesn't lead to safety on any given night. you might only have 3 people on that role. we just this bill. also, the sheriff, tom, for our florida county sheriff can step and

deputies like are you already seeing people wanting to do this? >>i personally haven't. but i've been told by the sheriff ed, executive officer, former sheriff of napa county, actually john robertson, that there is interest in that. you know, whenever you pay retired there's always questions because what we're concerned about, of course, is double that so what we have here is we have a window of 3 years to be able to do this to be able allow these people to come in. let's health emergency situation in while. the county is recruits and also the city of waco is kerr has been recruiting for some time. yeah. i wanted to know why was only going to be for 3 years that they thought. >>during that time that the vallejo police department be able to hire enough officers. but it sounds like it's some sort of salary. >>there were tired and their pensions. is that what you mean by double dipping?

>>exactly. so, you know, they're getting a salary and then on top, getting their pensions. this is why legislature, i don't know what it was 15 years ago it was called cap or a reforms for, you know, for for retirees throughout the state of california. it's a good law. but when you have emergency situations like this, there's got to be some opportunity. and i would say there's, you know, 3 years job is not done and we haven't got where we need to get. they could always bringing this forward an extended for another 3 years. and let make no mistake about it. there's shortage of officers all throughout the state of california. but there's no other. police department in the city, california. this anywhere near shore is the city of least apart. >>is anything being done then to help the department and actually hire officers to be

matthew perry case. authorities say tooth officers and a woman known as the ketamine queen are among those accused taking advantage of the actor before his death nearly a year ago. now, legal documents are detailing matthew perry's last moments alive. reporter kareen wynter has the latest. >>a celebrity preyed on by criminal drug network. that's how authorities describe the death of actor matthew perry. in a stunning investigation, the day of his job, the stars personal assistant kenneth iwamasa allegedly gave perry 3 injections of ketamine with perry telling that assistant as detailed in the indictment. shoot me up with a big one. moments later, he was dead. they knew what they were doing was wrong. >>they knew what they were doing was risking great danger

to mr. perry included in that drug distribution network that led to the arrest of 5 individuals to california physicians. >>doctor mark chavez and doctor salvador plasencia and a woman known as the ketamine queen jasveen sonia he is physician told abc news his client did administer ketamine to perry but that his actions were criminal. he was a patient. he did receive ketamine treatment therapy. >>under medically supervised conditions and in accordance with. best medical practices. it was. >>all about for medical treatment. investigators say the defendants preyed on perry's long publicized addiction issues for money. perry had previously received treatment with ketamine for his anxiety and depression, but turned to this drug network when doctors cut him off with supplies. this case, we're not talking about legitimate ketamine treatment. we're time out to doctors who abused the trust they had abused their licenses.

>>to put another person's life at risk. authorities followed the trail of evidence in this case, including text messages that detail the role of the defendants. >>in one text message from october, 12th erik fleming who allegedly sold ketamine to perry's team wrote i wouldn't do it if there wasn't a chance of me making some money for doing this. perry's doctors also sent tax, according to officials writing. i wonder how much this moron will pay. let's find out. prosecutors say at one point they sold perry 20 vials of ketamine for $55,000 in cash. those files only cost $12. a piece. authorities say one of the doctors even trained perry's assistant on how to injected with ketamine and said on one occasion, the actor received such a huge dose. he froze up still, according to the indictment, they kept giving it to him with perry sometimes receiving as many as 6 shots a day perry's family released this statement. we were and still are heartbroken by matthew's death, but it has helped to know law enforcement is taking this case very seriously. we look forward to

justice taking its course. we're hoping unscrupulous suppliers of dangerous drugs will get the message. kareen wynter, ktla, 5 news. a man accused of killing a placer county woman who went missing last week. >>appeared in court for the first time. a body believed to be patricia patella right was found thursday down embankment off a highway in nevada and now her boyfriend brent clifford has been arrested on multiple charges. this includes cada stefani and reports from placer county superior court with the latest details. >>today's raid that happened a little bit earlier in the afternoon and it was specifically focus on those identity theft charges that brent clifford is facing. these charges are in connection with his girlfriend's disappearance. brent clifford was wheeled into the courtroom today, appearing stoic as the judge read off the identity theft charges. he's facing the court appointed him a public defender and a request to

further. the arraignment was granted continuing the arraignment until monday. hear the charges clifford was facing today. >>2 counts of identity theft and one count of fraudulent use of an access card according to the criminal complaint, clifford has been accused of unlawfully obtaining part. heller writes personal information and using that information for an unlawful purpose or to obtain and attempt to obtain credit goods and services and medical information and the name of poor teller right without her consent. under the 3rd count, the complaint alleges clifford fraudulently used an access card with the intent to defraud patella. here's what we know so far on august. 9th patel right was reported missing on august 14th. clifford was charged with identity theft on august. 15th for tell wright's body was found on the same day. clifford was named the suspect in the homicide in reno on that same day, clifford was charged with murder in placer county. the placer county seriff's office held a press conference yesterday sharing what they discovered at the embankment when they located a

a 24 year-old man from santa rosa on friday morning. the highway patrol says armando martinez followed a driver for reportedly cutting him off last week and then just a window punch and folding knife to assault the victim and vandalized the victim's car. investigators say martinez also found the victim on social media as art of making criminal threats. chp says the victim had managed to take pictures of the suspect and they helped investigators to identify and arrest him. san francisco police say these cars were involved in sideshows in the city back in june. sfpd announced today that they seize 5 cars. the first sideshow happened near embarcadero and washington streets in the early morning hours of june. 10th. police say objects were deliberately set on fire during this sideshow. officers also responded to another one near the mission district. the same day. and happening now lanes of highway one on one on the

gavin newsom receiving applause as he signed 10 bipartisan public safety bills into law. he says. >>will combat the statewide issue of retail theft. there has to be some accountability because of the legislation i signed. there will be accountability included in the bill package, the california retail theft reduction act. it will create a penalty of prison time up to 3 years for those convicted of stealing property with the intent to resell it. the legislation will also allow for what's known as aggregation, meaning several thefts committed by one person over a two-year period can all add up to meet the larger penalty for grand theft. also included in the package, a bill to increase penalties for car break ins in another to expend diversion and rehab programs for people in lieu of present. this goes to the heart of the issue and it does it in a thoughtful and judicious way. democratic legislative leaders echoing a similar sentiment. if you break these laws, you will pay the price. it is that simple.

but the bills do not touch prop 47. that's the 2014 voter approved a law that change certain nonviolent crimes from felonies to misdemeanors and loosened the penalties for offenses like retail theft when the items stolen are valued at less than $950. supporters say prop 47 resulted in criminal justice reform and reduced california's prison population. but opponents argue it let criminals off the hook. >>earlier this summer, prop 36 a ballot measure to reform prop 47 officially qualified for the november ballot. governor gavin newsom has long opposed prop 36 even as a bipartisan coalition of da's and some democratic mayor say it must be passed to reform prop 47, unintended consequences of prop 47 are unacceptable that there has to be accountability proper. 36 takes us back to the 1980's, the war on drugs, mass incarceration promotes a promise that can't be delivered. republicans say they support the retail theft. bill package newsom signed here, but they argue the

just a little bit above the average in san francisco, 70 degree. 74 in oakland a check and warm 85 degrees right at the average. a little more 88 degrees today. 90 on the hot side in concord and 92 degrees. one of the hot spots in santa rosa out the door. now, though, you've got 50's along the coastline, cooling off the patchy fog, moving it toward the beaches. 67, pleasant in palo alto, 70 and warm in san jose right now. still 74 in antioch, but overnight tonight watching this, there's going to be a strong surge, a low-cost moving well on shore, not just inside the bay, not just in to the east bay, all the way in the central valley by tomorrow morning. and it's just going to be slow to break up. and as we head throughout the morning, you'll notice a lot of clouds kind of lingering toward the afternoon. then a cold front going to move in. boy, the model tries even bring a couple sprinkles and parts of northern sonoma county. we'll see if that happens or not. i think we'll see some drizzle at least. but finally breaks up a little bit toward lot of part of the afternoon. but overall, it is going to be cooler than normal. low pressure kind of dropping in along the coastline. that will be the story throughout this weekend and probably next weekend to
