>>so let's start with what's the current state of internet access in that country. why are you so concerned about it? >>it is the worst in the world and among its competitors earn that reputation its worse north korea, russia, china, some of the most oppressive regimes and the world and in the united states, about 44% of iranian american. some people came from iran to the united states, have family members over there. and so the regime uses it kind of it's like a two-fer and that press information that's coming in. and so they control what people receive as far as news and information so they can use that as disinformation and misinformation because they're not actually competing against the troops. so this would allow the united states for the first time ever to be responsible for providing and deploying technical solutions to the people of iran have access just like you and i do to free and open information.
11:42 pm
>>what how did these restrictions impact people here in the bay area or across the united states named united states. what does that mean for us? >>earlier today i met with members of the iranian american community and they shared how hard it is for them to communicate with family members. how hard it is for their family members and iran to receive information about what's actually going on, especially when it's just a one-way feed of information. and if you were to try and get inventive and use a vpn or some other device that can get around iran's restrictions. you are putting yourself at personal risk of being arrested, jailed even executed. and then they've done that in the past. and so what we believe is that if people have more access than more people will demand freedom. and so that's what this is really about is connecting the iranian people to freedom because we believe that that's what they would choose if they had a choice.
11:43 pm
and how do you actually do this? it's one thing to talk about it. but what does it actually mean as far as the technology that you need or the policies that you need to put in place. >>the beautiful part of this is once we get past and by the way, i have a republican co-sponsor and claudia tenney is going to help me get it passed. there are so many in the iranian american community here and the bay area who work and tack both hardware and software can be a part of that solution. we're seeing this in ukraine, by the way, where is you know, takes out ukraine's access to the internet that, you know, technical solutions provided by the united states, you know, to create, you know, wi-fi hotspots. it's something that we've been able to enable and then also many bay area companies are helping, you know, power, africa and the same, you know, in the same manner satellites and other wi-fi capabilities. and so, you know, give me the problem just in that we pass this bill and now we have to go to the
11:44 pm
brightest minds and community to deploy technologies. but the first thing we need to do is to pass the bill. >>and it is bipartisan in nature to think that that increases your chances of this actually happening. >>i passed legislation that i coauthored with one of the most conservative republicans, jim banks of indiana called the masa act that put sanctions on iran that passed and is you know, effectively helping us as we look at tools to hold iran accountable. so we have a record of passing legislation in the house in a bipartisan way and i seek to build on that. you know, credibility and foundation to get this passed. >>there are some people push back on this and say, well, why is he focused so much on what's happening another country wisely, not focusing on something that's happening here in the bay area. there. internet deserts, even in our own community. it is there a response that you have to them? >>yeah, i hope you would like to somebody who can walk and chew this morning. as with habitat for humanity is we,

you know, put money into the community that i delivered for 10 new homes in hayward. but the people who showed up in a roundtable hosted today live in the community and for is iranian americans. this is one of the most important things to them is to be in contact with their family just my district. this is really remarkable. stat over 40% of the people i represent were born outside the united states. and so we are very much connected to the rest of the world. what happens in the rest of the world? very much affects, you know, our livelihood, our culture, our family here in the east bay. >>and you were in hayward today helping out with habitat for humanity. i understand. >>yes, yes. we have affordable housing crisis and it's very hard for you to hope about your life if you don't have a home to live in. so this is an effort to try address that crisis. our office delivered a million dollars to this project. 10 new homes will

12:42 am
readjust being back in the classroom, the quality of their sleep becomes more important than ever. >>to discuss ways you can encourage healthy sleeping habits in the teenager in your life. kron 4 stephanie lin spoke with doctor rebecca white chief of pediatrics at kaiser permanente, sandra fell. >>to start off. how much sleep would you say is a healthy amount for teens and they're busy parents as back-to-school season picks up. >>a great question. we recommend are teenagers 8 to 10 hours of sleep each but the vast majority of kids really need closer 9 to 10 hours of sleep each night. i think most of our teens like to think there that can do that just needs h. but what we see in practice is that 9 to 10 hours, it's much better for most markets in k 9 to 10 hours every night. wow, ok, so. >>walk us through the impact. a good night's sleep can have on our brain function and our physical health. >>yes. so when you're
12:43 am
sleeping, your immune system is strengthening up for the next day. so we know that our teams to get adequate amount of sleep. tend to get sick clashed in kids who don't get enough sleep. we also know that your performance, whether that's athletic performance or your school performance will improve. when you get enough sleep. there was a study that came out a few years ago. they looked at basketball kids. so excuse me, some kids in college playing basketball and they sleep their regular sleep and tests their performance and then they had them sleep. an extra hour. for the next few weeks and their performance improved 10%. wow and show him getting adequate sleep. we know that it's vital for your physical mental health in your performance. >>okay, guys. so we talked about the benefits, but how much harm can a lack of sleep have on the body? >>yeah, that's a great questions. still lack of sleep is a one of the leading
12:44 am
factors for issues around mental health and our change mental health is a huge focus that we have especially coming out of covid. and we know that teens who don't get enough sleep are at increased risk to have anxiety and depression. >>ok, got it. so both very concerning issues, which is why one encourage at least 9 to 10 hours of sleep in our teens every night. now, of course, we all seem to know a teenager but likes to sleep in late is there a reason that certain scenes, tennis like to sleep in and how much sleep is too much sleep. >>yes. so what we know for teenagers is that there's an actual physiologic process as you go through adolescence, where your circadian rhythm gets pushed back a little bit and show teenagers naturally want to go to sleep closer to 10 to 11, sometimes midnight because that's what their circadian rhythm is doing. and so if you're going to sleep that late, you can see that you're gonna need to sleep and later, right to try to get adequate amount of sleep. but
12:45 am
what's happening with teenagers is they have to go to school, right and show school time. you have to wake up at a certain time. so if you're not going to bed early unash, you don't get adequate sleep. one of the ways we test with our teens on how they're doing with sleep this by asking them how a few sleeping on the weekends. because in general, if your body is getting the right amount of sleep each night, you're going to go to bed and wake up around the same time each day. and so if kids are sleeping in chill 10:00am 11:00am and noon on the weekend and they usually get up at 07:00am. on a school day. we know that there's multiple hours of sleep that they're missing through the week. and so we talked to them about how to help get to sleep a little bit earlier. so you can get more consistent sleep each night. >>got it. and what are some easy ways that we can encourage some good sleeping habits in teens and also for the busy adults among us too. >>to recommendations are the same like you said, whether
12:46 am
you're a teenager or whether you're an adult. and so you want to limit caffeine in the afternoon or the evening. you want to try and get some exercise every day. but you want to avoid vigorous exercise 2 to 3 hours before you go to bed. you want to avoid screens. one hour before bedtime. and so for our teens, we do a lot of conversations around cell phones and getting off their cell phone and not keeping it in their room at night. and then you want to get early morning light. first thing when you wake up, that's going to help with your circadian rhythm to wake you up. like i said, you want to trust, really try and get into a habit of going to bed at same time and waking up around the same time every day. >>got it and wanted to add an additional question for you here based on what you were just saying the screen time, right? making sure that we're not on our phones, at least an hour before bedtime is. so what is the effect that that screen time can have like? because i know a lot of people who like to scroll on that and just keep the phones next to
12:47 am
the bed. so what's the effect that has a floor on the phone? right up to the moment before we turn the lights out. >>if there's you'll hear a lot of talk about blue light and and how much that stimulates yoon on how significant that is. but we know that just a bright light in general is tricking your brain into thinking that it's daytime and not nighttime. and at night time your brains going to calm down. just shut up a nice. just want a nice rhythm to be able to fall asleep and show the screen tricks your brain so that it doesn't calm down and you just have a harder time falling asleep. >>and got it. all right, doctor, rebecca, white, white chief it's a

big week at the state capitol. lawmakers have just a few days left to vote on hundreds of bills before the end of the legislative session this weekend, capitol correspondent eytan wallace has a look at some of the major bills they taken up so far. >>you know, we're talking more than 700 bills. lawmakers here must take up. but the running at a time, the big deadline fast approaching. at the state capitol. the clock is ticking. lawmakers have until their key deadline this saturday evening to take up 725 bills before the legislative session officially comes to an end. this is where it all comes down to the final week of session, a georgia school of law at and professor chris mckinlay notes bills coming up for a vote this week touch on all kinds of topics. there's a myriad of issues from labor issues, energy transportation, criminal justice reform. >>there's all kinds of measures that the legislature is dealing with on housing.

the state senate this week took up assembly bill 18, 40 if signed into law. it would allow undocumented californians to apply for the state's first time homeowners assistance program for the program qualified applicants could receive as much as $150,000 in state funding and down payment assistance. >>this is a common-sense bill that allows individuals many of whom were essential workers during the covid crisis to be able to get in line and hopefully buy their first home. but as the state faces a multibillion-dollar deficit, governor gavin newsom and the legislature have not yet appropriate any money for the program. >>republicans argue allowing undocumented californians to qualify for the program. >>would be too costly. we are in a complete budget deficit and, you know, subsidizing housing for people that are not here legally is not something that we should be doing. i do. i do not support any way, shape or form, especially when there's so many americans standing in line waiting for housing

opportunity to open at. but in the end, secretary, please call the role of the measure narrowly passed the state senate by a party line vote. >>the legislature is also expected to take up a package of bills to regulate artificial intelligence and a pair of bills to prohibit retail and grocery stores from offering plastic bags at checkout. plastic waste is choking our planet. what we want to do is reduce plastic pollution. and the way to do that is by saying to people you can use your reusable bag right or you can be offered a paper bag. so these will be the 2 options that are available at the grocery and there won't be a plastic option. the republican lawmakers believe it's government overreach. they're just looking for more reasons to control people's lives. >>i'm very frustrated that we have to regulate everything. california, tell you what kind of car you have to drive with kind of strong you can have what kind of lawnmore you can use or not use in california. where does it end? >>should the bills make it to the governor's desk? he'll have the entire month of september to decide whether to

it. let everyone know that we have a great process and secure. >>and you can look for your voter information guides in a little over a month and we're going to sending ballots so that those are received by voters fully a month before the election at minus. 29 today were 69 days from the election. you'll be getting your ballot. is in 40 days from now? >>and is that universal or i know you're contra costa county, but can the other bay area counties expect the same similarly absolutely working coalition with our counties. it's california election code that we are following in terms of our processes and mailing everybody about so people should states. in fact, we're unifying our messages in a shared media market. so if you're if you're hearing this in a county other than contra costa, you really can check your mail, october 7th for your ballot. >>get ready to vote. and we encourage everyone to vote early. good plan. so voting is
