announced an expansion of healthcare coverage thursday. it's for residents who are uninsured and undocumented. a survey was put out to the public to find out the barriers they face when it comes to getting coverage. now, kron four's rob nesbitt has the results and shares with us. >>the new survey in contra costa county show that undocumented residents have a fear of accessing health care because they worry about being deported for contra costa health. the new basic health care plan being offered is about making sure residents

tonight. new information is coming out of georgia. details reveal georgia police interviewed the shooting suspect more than a year ago. >>looking online post threatening a school shooting but investigators didn't have enough evidence to do anything at the time. reporter elizabeth prann has the latest on the investigation into the appalachian school shooting, including what we're learning now about the victims. >>certainly quite a different scene when we arrived yesterday, cars were parked almost a mile away as families were rushing to the scene to meet with their loved ones. 1900 students attend the high school behind me. we're learning more about the 4 victims. in fact, a special

needs bus driver just recently drops flowers at the scene here. one of the victims was a special needs. his name mason sherman horror. he was diagnosed with autism. is family desperately trying to get in contact with him after they heard there was a shooting at the school. the mother saying he gets scared with loud noises to approach quietly and tell him that his mother was coming. another victim, a christian angelo's friends are left speechless, saying he was sweet and carrying a gofundme page for him has been started. richard asked a law also has a gofundme page as he leaves behind a young family, a math teacher, defensive coordinator for the football team and 53 year-old christina eyre. also a special needs teacher. we're learning more about the chaos that unfolded. there's a new emergency detection system. but what we hear is that the gunman left a second period classroom. he tried to enter his classroom again. but the students saw that he had a gun. he wasn't allowed in and then shots were fired. there are 9 victims still receiving

treatment. 8 of them students, one of them, it takes a teacher and they are all expected to survive. a lot of questions surrounding the investigation that took place last year. there was not probable cause for an arrest when that sends 13 year-old was questioned by fbi agents as well as his father. he allegedly sent photos of guns threatening school violence. he denied that. and the father said that there were weapons inside of the home, but he did not have access to them. we have heard from the sheriff, of course, we anticipate another press conference sometime today. but as you know, this 14 year-old who is being held in a juvenile detention center will be facing charges as back to you

kron four's gayle ong with the city's first completed upgrade in 20 years. >>inside oakland's 9-1-1, call center dispatchers using new computer software while responding to emergency calls an upgrade. mayor sheng thao says will increase pickup called times when we came into office calls that were picked up at a time between 0 to 15 seconds was only at about 37%. and then now today we're seeing that those calls are being picked up at 51%. >>between 0 to 15 seconds, mayor thao, as the city's goal is to meet the state standard, that 90% of calls to emergency dispatch centers must be answered within 15 seconds. officers within their system. they will have the upgraded version within their vehicles. and so when a call comes, comes dispatch will actually receive more information on the front in helping to navigate officers or fire department to the situation in a lot quicker way. as for the new software, the system is motorola premier >>it is running their latest
