happened on wednesday night. he's been identified as 20 year-old from to larry, the county video from the citizen app shows the scene on mission street near the 16th street. bart station shortly after the shooting. police say they arrested 2 people last fall. and glass falls from the sales floors east tower in downtown san francisco. crews say they were installing a new class pain this morning when it fell from the top of the 30 storey skyscraper. the glass shatter on the street cracking to ground floor windows of a nearby building. a building inspector day come on site and issued a violation to the sales force building. there were no other reports of any injuries. now, as we take a live look at the embarcadero, it's looking pretty out there. clear and nice low of the weather be like this weekend. for that. we turn to kron four's kathy trafton kathy. is the last hot day. it was really scorching inland. the

heat advisory continued. >>and now it has expired at 8 o'clock this evening. just to give you an idea of the temperatures inland, take a look here. today was the hottest day and look how they drop off quite a drop for this weekend and even cooler as we head into the workweek right now, it's still warm in antioch at 81 degrees. fairfield, 72, everyone else pretty much in the 50's and 60's. a lot of green on this map indicates coolish temperatures. so what's happening will high pressure which has been with us for quite a few days is finally starting to edge away and as it does so it makes room for us a couple areas of low pressure to look at that trough coming in our direction. that signal some very cool conditions. here comes another one right out of the gulf of alaska. so we are certainly in for a change in the temperatures. it'll be moderate conditions across much of the bay area and in some areas, even some pretty good amount of fog overnight.

>>in the south bay, health officials are warning students about the dangers, a assault on campus. san jose state university is working with santa clara valley health care to inform students of resources available for victims of assault. officials say assault cases are more common at the start of the school year. and while anyone unfortunately can be a victim, freshman girls are those most likely to be targeted. the school says they go to great lengths to help their his students. >>do a lot of education about consent and what that congregate housing setting in the community and beyond. so it really is helping students think about what a positive, supportive relationship looks like and what the boundaries would be associated with. >>did you know that? do you

>>kron four's your local election headquarters. a judge is postponing former president trump sentencing in his hush money conviction until november election. the judge delayed sentencing until november. 26 that several weeks after all, the votes will be cast to explain that decision. kron four's justine waltman spoke with uc berkeley political science professor stephen fish. >>so is this a win for the trump team? >>not necessarily. i think that this delay and this is

something that the democrats can't really complain that much about. you could argue this is preferential treatment and of course, in some sense it but this is a very special circumstance. we're in the final, you know, over the final stage of a presidential election and for president to be sentenced at this stage, would risk making the whole election look political. the whole trial look very politicized and that would risk making it looks like the democrats are trying to rather than be trump at the polls too long, you know, to use the courts to derail. now, of course, the democratic party and even the justice department don't don't control this joint or the judicial system, but it could create that appearance. so i don't think this is necessarily a good thing for trump. what's more not doing the sentencing now, the judge who's but been a very competent, very, you know. impartial judges. first, we can tell so far get stuck in continue to control the case after the election. if he

if you go in for sensing now, trump could appeal it and then it would be high to higher courts. and the judge in this case would no longer control it. >>and this is just one of many cases. but he's been convicted in this on. >>that's right. that's right. and of course, this is, you know, this is a big black mark on his record on the other 2 cases have been delayed. the supreme court ruling came through that basically said the trip president can do anything he wants and time absolutely game-changing crazy and unity case that could be came through recently. but this is a conviction that he will be sentenced in november after the election. and we'll see then what happens. and of course, you know, whether he's elected president are not gonna make a big difference as well. ballots early voting to start soon in some states anyway. so people know this information about >>trump and will be getting their ballots that they can mail. and even before the november election, the official date of the election.

>>sure. yeah. i mean, people people have been well aware of trump's felonies all along, whether it affects the election or really depends on what kamala harris does with it. if you know, she just kinda lets this go and doesn't really use it or campaign. it's probably not gonna make any difference in the election. trump has been, you know, under indictment for a now convicted for so many different crimes that people are just kind of immune to it. but if harris does something, the biden really didn't do and that frankly, hillary clinton didn't do and really stick it to trump like really mobilize her status as former prosecutor who put people like trump in jail and really bear down on this kind of hard nosed law-abiding long per person prosecutor versus a felon and her campaign. this on announcement about the sensing being delay. is the fact that this is back in the in the news again, could really end up benefiting. hear

this. but again, it depends on what the democrats to and finally, as we're kind of running out of time here, i just want to get your thoughts as >>first debate between harris and trump is coming up next week. >>well, a lot rides on this for you know, there was to there's this debate over the debate itself in terms of whether the mikes would be elected on their guy was speaking or not. and here's one of the mikes on. so trump could just bring, you the ramble on and make a fool of himself. and just people wanted to turn the mikes off because they don't trust their like be quiet with what harris is speaking he won that one. but i don't think it really makes all that much difference with. this is going to be, of course, very different debate than what we saw with with biden and to z very competent debate or just think about a profession. you know, she's the prosecuting attorneys. so being in this contentious debate situation and in her case earlier in courtroom is something he's very comfortable west. and so i would look forward to a much stronger democratic

father and son charged in the appalachian school shooting in georgia where 4 people were killed made their first court appearances friday, 14 year-old colt gray is being charged as an adult and facing capital punishment. both father and son will remain behind bars. and now we're learning also about gray's mother and her troubles with the law reporter elizabeth prann has the latest. >>initially around 8.30, we saw cold. but i want to start with what we saw right around 9.20, eastern time. colin gray, 54 year-old father of the 14 year-old suspect was brought into the courtroom. he was read his rights. he does have counsel. he was asked by

the judge his education level. he said that he reached 11th grade his ged. he said he has the right to remain silent and then the judge went on to read him all of the possible years. he could face behind bars with the charges. so these 2 felony charges of second degree murder, 4 felony charges of involuntary manslaughter and 8 charges of cruelty to children in the second degree. you count all those up, he could face a maximum of 180 years behind bars. he denied the motion to accept bonds and he now knows that he will have his preliminary hearing on december 4th, 2024. 08:30am. that's actually the same day that his 14 year-old son will also have his preliminary hearing. let's talk about what we saw. >>this morning, another stunning turn of events where we did not see the sun virtually. we saw him in person. he arrived with a green shirt khakis, walked into the courtroom. he was also read his rights, said if

refused to testify, it won't be held against him again. no request for bond didn't enter a plea and only spoke to confirm his name. the optics that i want to talk about is that we are seeing victims families in the front row in the gallery. you can hear a lot of them wiping away tears and sniffling. so the 2 story lines here, the family, the the family who is facing now a litany of charges and the victims, families who are simply trying to come to terms with the grief that they're experiencing. they also want to talk about the mother. her name is 43 year-old marcy graham. she has faced a number of charges in that of the criminal justice system in 4 counties in the state of georgia over the past, just about 20 years, she's faced domestic violence charges, drug possession charges as recently as november, aggravated by battery against a 73 year-old woman, false imprisonment and the probation charges that she faced in december prevented her from contacting colin or called without a 3rd party. she does not have custody of cold and

wildlife rescue in auburn has to new residents. the non-profit is currently caring for 2 orphaned bear cubs that were found in yosemite. that was by the department of fish and wildlife. >>cristina bautista reports from the facility where the cubs are now being cared for. >>just to my right is actually the enclosure where the to bear cubs are currently living and receiving the care that they need. these 2 cubs are not related and were found in 2 different locations near each other. it is believed one of the mothers was killed by a car and the second mother was not located after examining the cubs. they're believed to be about 8 to 9 months old and in good health. the facility is responsible for daily feeding and cleaning. the director tells us these bears will be going into what they call hyper phases 2 where they will increase the amount of food they consume, which comes at a high cost at the height of their hyperplasia. when we

>>the family of a man killed over a year ago in san francisco. tenderloin neighborhood is frustrated. the prime suspect remains on the run. so now they're seeking justice by filing a civil lawsuit. kron four's dan kerman reports. >>it was a year ago august that only insurance executive ryan pincus came to san francisco for business on the night of august. 3rd after having dinner with friends at the house of prime rib family members say he began walking back to his hotel. the marriott, marquis forth and

mission. >>he never made it as storms to mena. no parent wants ever get that call. ryan's father says and he's walked to the hotel. ryan was confronted by an on-duty security guard at the hotel. bees you at mason and eddy streets. minutes later, attorneys allege the security guard shot and killed pincus been over a year. it's very frustrating. >>we'd like to see this punished for his crimes. but so far they can't locate san francisco. police confirm they've identified a person of interest but don't know his whereabouts. so now the family is seeking a different road to justice. >>they filed a wrongful death lawsuit against the security company that employed the alleged gunman for negligent hiring and supervision. we think that this security guard should not have been carrying a gun that the security company should have been adequately supervising this employee to make sure that he wasn't using a gun. unsuspecting passers-by. the

security firm says it won't comment on pending litigation. the family attorney blair kettle says they hope by filing this suit they can get access to the security video showing the shooting and find out what exactly happened. we're looking to see what we can learn both from the defendants as well as other eyewitnesses on the scene. we think that the civil lawsuit is going to help us get those so we can get some measure of closure and justice for the family. >>dan kerman kron, 4 news. >>the oakland police department will remain under a federal oversight. this began more than 20 years ago after the infamous oakland riders case settle in court requiring the department to complete 55 task as kron four's rob nesbitt reports. the department still has to left to complete and a federal judge is making sure they get it done. >>the integrity of the oakland police department came into question in a big way back in 2000 when civil rights attorney john burris took the department to court over the open riders case engaging in

all kinds and misconduct assaulted. kind of beatings, kind kind of evidence. lime perjury. when the case settled in 2003, the department was placed under federal oversight with 55 past to resolve. burris says there are 2 tests left the integrity of the internal affairs investigations and the consistency of discipline. a federal judge issued this order friday regarding internal affairs reporting saying, quote, the court can no longer tolerate the lack of integrity, consistency and transparency with which internal affairs has operated the chain of command. now, an internal affairs report to the chief and then the chief has to meet on a regular basis with the city attorney, the mayor's office, the city manager's office and a monitoring team. the order requires those meetings every 2 weeks. and that chief floyd mitchell update participants on important cases. the status of investigations and timelines for completion. chief michel was unavailable for comment friday. he took over as head of the department in may for us as the turnover of police chief has created a lack of consistency and

about the dangers of assault on campus. kron four's charles clifford has the latest details as we start the new school year. >>well, the start of the new school year can be very exciting for returning students to new students. but there are also dangers historically more than half of all assaults on college campuses occur between the beginning of the school year and thanksgiving. it's known as the red zone. it's during these months that students, especially those who are away from home for the first time 10 to experiment with alcohol and drugs as they try to make new friends. well, anyone can be a victim of assault. freshman females are those most likely to be targeted in an effort to keep students safe. santa clara valley, health care and the faculty of san jose state university are urging students to be aware of the dangers. the school says they go to great lengths to help new students. >>we do provide new students training as bystanders so they observe behaviors, appears and be prepared to respond and report if they observe something. we also do a lot of

>>we're right here along franklin boulevard. what we're learning from advocates about the changes that need to happen on roadways like this, where able to catch a couple of bicyclists just a little bit earlier in the evening. we didn't seem to have any sort of protection around them when they were heading down this roadway. they were also able to enter weed into traffic. and of course, these are young kids we're talking about. so just goes to show you some of the dangers these pedestrians, bicyclists good or encounter when dealing with roads like this. and of course, the tragedy that happened to kaylee is just beyond it along these advocates saying so many of these tragedies could have been avoided. and we're learning some key takeaways from advocates as we walk you through this, joe sosa and kaylee jean, 2 women in the prime of their life are tragically killed just days apart while riding scooters. both women were tragically struck by cars. sean was killed wednesday night around 6 along franklin and consume this road. it was only 18 years of age. so it killed on august 29th along al hombre boulevard in the morning by a

while average wages ticked up. in other words, this a goldilocks report not too hot, not too cold, but that left wall street a bit frustrated because they couldn't figure out what these numbers would mean for the pending rate cuts from the federal reserve. will the fed be aggressive and announce a half point rate cut or will it take a more moderate stance? announced a quarter point rate cut. today's numbers provided no sense of direction. and so we had the sell-off. tech shares led the way down with ai chip maker nvidia, the current darling of wall street down 4% today. now, let's take a look at retirement planning at the moment. current retirees, the vast majority, 71% say they're not working anymore in any capacity, which is the very definition of retirement. but a new survey from cnbc finds only 11% of people nearing retirement age say they don't expect to be working in any capacity after they hang up their spurs. in fact, most 53% say they do expect to have to keep working after retirement.

in some cases. that's the stay busy or stay fulfilled. but in most cases, this is a reflection of financial insecurity as a generation of people lacking the means for a comfortable retirement, prepare for their sunset years. for what it's worth. then guard says that the average for a one k account has about $134,000 in it. that is a fraction, a small fraction of what most experts say is required for a comfortable retirement. back to you.

what a week we have in store going to be quite different than what we experienced the last few days. now, the golden gate bridge, you'll notice the street lights, the headlights look, just a little bit fuzzy. it's an indication of moisture in the air. so we've got the low clouds, some fog, perhaps even some drizzle in some areas. if you're heading out this late hour in terms of fog will. here's the forecast showing a lot of gray right along the coastline pushing on in as we know for the golden gate. we'll put this in motion because by tomorrow morning when the sun rises at 6.45, we'll see in many areas across the bay area blanketed in fog, but not everywhere. you might notice some areas will be clear. so that's great news by tomorrow afternoon, the fog pulls back and then sort surges back inland overnight tomorrow night, typical forecast for us. high pressure has been our dominant weather feature for many days. finally, it's going start to move off to the east only to be replaced by an area of low pressure. look at this big trough setting up. this is an
