kron. 4 news at 11, 30 on stephanie rothman are following breaking news out of the east bay. the berkeley city council meeting just minutes ago wrapped up an approved a resolution detailing when the city can clear encampments the pose health or safety hazards when it comes to the homeless, the ordinance makes it clear that providing shelter is first and foremost, but the amendment detail, 6 exceptions. if that's not available, this includes the fire department determining that encampment poses a fire hazard or a health hazard, a public nuisance is located on a city street median or in the roadway in an area where their schedule city work or interferes with utility companies, construction and maintenance. and at the meeting, council members emphasized their desire to provide shelter, but the need for also regulating potential hazards. homeless advocates voiced their concerns about the city's treatment of those living on the streets saying they have nowhere else to go while a slew of other residents spoke in favor of the resolution. >>this is not a crime. what is

spotted her body in the water near the boats. her identity has not yet been released. alameda county coroner's office is working to determine the cause of death. and tonight, an evacuation order remains in effect for parts of lake county due to an earlier brush fire. the harper fire broke out this afternoon near clearlake it for just about 4 acres due to the hard work by firefighters forward. progress was stopped shortly after 06:00pm. cal. fire crews are, however, still on scene and monitoring for hot spots. nearby. the larger boyles fire is burning just 50 miles south of there. this ochlarger sparked over the weekend and has since burned 81 acres. it's also destroyed at least 30 homes and other buildings. right now it's around 50% contained and for a check on conditions in the area, we turn to kron 4 chief meteorologist lawrence karnow. >>it now things are really

prime to burn rapidly. and now we're going to see some winds kicking up in the next 24 hours. we've got some active fires out there right now. got to watch very closely. here are the very latest conditions in and around that fire temperatures in the 60's and the 70's. we are looking at winds mainly out of the northwest at about 10 miles per hour. and so not very strong right now. but i think overnight tonight that will likely begin to change. you can see the more of a westerly component that win. watch what happened in the forecast models that we take you through the night tonight into early tomorrow morning. starting to pick up more of a northerly component. that is a drier that is an offshore wind possibly developing as we head toward tomorrow morning. and those winds begin to wrap watch as we head toward the afternoon. you know, it's the color change. get a lot of red showing up there. callers got temperatures winds combining to make it pretty dangerous out there tomorrow. maybe some gusts as high as 30 plus miles per hour at clear lake. and that is dangerous with some active fires. thanks, lawrence.

>>tuesday was world suicide prevention day. it's the second leading cause of death for preteens and the 3rd leading cause for older teens and young adults. kron four's justine waltman spoke with doctor katherine right out. i

psychiatrist at kaiser permanente. santa rosa to learn more. so what do you think behind this troubling trend of this increase in youth suicide rates. >>yeah, that's a great question. you know, i think part of it has to do with awareness and we're detecting it with the covid-19 pandemic. there was an increased awareness symptoms across the nation due to this uge stressor we all shared and and i think our young people in particular felt that and there was an increased awareness around mental health issues. so certainly be able to understand what are the warning signs for someone at risk for suicide starting those conversations with you, the youth in your lives is an important starting point. so let's start what are some of the warning signs? sure. so it's good to focus on 3 things. people's words, their behaviors. and also they're feeling so people who are at

risk for suicide. well, start to say things like i'm not worthwhile or might start to talk about they buy have changes in behavior where they're starting to look up ways to kill themselves or do more risky things start to withdraw from friends and family and they may also it express feelings such on bearable, hopelessness, symptoms of depression or anxiety, extreme anger. these are all signs that you can be looking out and how can you tell us a friend or a family member or co-worker of someone who's saying these things that they that they're actually serious, that they're not just words. you know, i would one of best tools as humans to express what's going on inside of us is word. so certainly understanding, you know, and taking people seriously when they say these things coming from a judgmental stance. so having a conversation about

you can do really hard thing to have a conversation about, though, because i think it's a topic that's a lot of stigma around so there's some resources that you can use such as speaks 5 to save lives. also find your words whose are web sites that are freely available to the public that can help you start those conversations with people in your life where you might be worried about suicide each and even if you're not worried about suicide. having conversations with young people about, you know, what is suicide, what are the risk factors and things that they can do to prevent mental health issues when they should seek help can be really helpful just to start those conversations and what are some of the barriers that need to be removed in order to help people get the help that they need. that. that's a huge question. i think some of biggest things that we can do as individuals are reducing stigma. you know, when we start to have these conversations, when you highlight, you know, suicide awareness on the news when we

have celebrities come out and talk about their own mental health issues. when we talk about our own mental health struggles, i urge neither shows just or day to day mental health with their friends and family started the stigma ties those conversations, it can be really helpful because in our cultures, in our communities, in our society, there is a lot of stigma around seeking mental health and mental health issues. so decreasing that stigma because we all the struggle from day to day of my experience, stress and have different ways dealing with that. so having this conversation, stigmatizing, that's probably one of the easiest things that we can each do and then staying connected to each other. it's really easy with things like social media or with how busy our lives are to not truly connect with people and taking the time to make this connection to have conversations can very helpful as well. doctor katherine, right out who is a psychiatrist kaiser permanente santa rosa, thank you so much for joining us. talk about >>world suicide prevention day. appreciate your thanks for having me. so if you or someone you know, is in need

public is getting a look at the new piece of technology that could be used to reduce fire danger. kron 4 charles clifford has the latest details. >>well, here in california, we are headed into a very dangerous time of year when it comes to wildfires. conditions are extremely dry pg e cal-fire are always looking for ways to improve defensible space. clear away that dry grass and brush and now one

bay area company has created a tool that could help. >>the car size remote-controlled machine has a burned chamber ground level that can incinerate dry grass. resulting smoke is then burned inside the chamber and mixed with water. what comes out the top? it's mostly steam. the resulting from ground is also sprayed with water normally prescribed. burns are done with a hand crew and careful planning, but often such burns are canceled due to weather conditions like wind in theory burned but could clear dry vegetation at any time. regardless of the weather butts, ceo says the company which is based in the bay area, has been developing this tech since 2020. they wanted to make a tool that can create defensible space in any conditions. >>as it moves funds, it extinguished says and mop-up and it doesn't invade and small c can now bring this nation knowledge of prescribed fire next to smoke since community's needs to take that infrastructure needs to hire reason remains in power lines.

and just an hour ago, the berkeley city council meeting approved the crackdown on problem out a homeless encampments. the resolution details when the city can clear encampments that pose health or safety hazards. the ordinance makes it clear that providing shelter is first and foremost, but there are some exceptions, 6 of them to be exact, including the fire department determining that an encampment poses a fire hazard or as a health hazard, a public nuisance is located on a city street or in the road in an area where there is schedule city work or interfering with utility companies, construction and maintenance work. and at the meeting tonight, council members emphasized their desire to provide shelter, but also the need for regulating these potential hazards markets. homeless advocates voiced their concerns about the city's treatment of those living on the streets while slew of residents spoke in favor of the resolution. >>this is not a crime. what is the crime? is public urination

>>tonight, evacuation order remains in effect in parts of lake county due to an earlier brush fire. the harbor fire broke out this afternoon near clear lake. it burned just 4 acres due to hard work by firefighters preventing it from spreading forward. progress was stopped shortly after 06:00pm on tuesday. cal, fire crews are, however, still on scene monitoring for hot spots overnight. and nearby. the larger boyles fire is burning just 15 miles south of there. it sparked over the weekend and has since burned 81 acres. it's also destroyed at least 30 homes and buildings right now. it's around 50% contained. and speaking about these conditions, we got a check on the weather conditions out in the area. we turn to kron 4 chief meteorologist lawrence karnow for that lawrence. >>right in the heart of fire season. now dangerous. get these fires going specially with the impact of some wind coming our way. so yeah, they've stopped these fires for now. they've got to watch

these embers very quick carefully as we're going to see that the wind really kicking up as we head toward tomorrow afternoon right now is kind of backed off a bit. temperatures in the 60's and some light winds out there right now as we head toward tomorrow morning, things egin to pick up. you see more of westerly component win. now, i think overnight tonight that begins to change little bit more of a northerly component. that's going to be more of a drier, offshore wind. so by tomorrow morning, all of a sudden you start to see clear lake 18 mile an hour winds start to see some of those callers filling in around the fire burn areas. and there you go. by the afternoon, the winds really ramping up or talking 20 and some 30 plus mile an hour gusts around some active fires and that could be dangerous even if they haven't had a chance. but those all the way out, as far as humidity is concerned, it looks like things are going to get a little moist overnight tonight. but by tomorrow after guen dry now down to about 30, 40%, so dangerous fire conditions around a good part of the bay area. >>thanks, lawrence. hundreds of stolen catalytic converters have been found in some pop low. investigators also found

your local election headquarters. a new kron. 4 emerson college poll may spell trouble for incumbents. san francisco mayor london breed. this poll shows her running neck and neck with former mayor mark farrell, which challenger daniel lurie not far behind kron four's. dan kerman has the details. >>san francisco mayor london breed may have a difficult time getting re-elected. new kron 4 emerson college poll finds 51% disapprove of the job she is doing compared to 27% than approve of her work. the new poll also finds breed and former mayor mark farrell running neck-and-neck with just over 20% of likely voters selecting them as their first choice for mayor challenger daniel lurie is not far behind at 17 and a half percent. but political analysts say what stands out for them is hillary's commanding lead of 21% when voters selected their second choice for mayor second
