>>thanks for joining us. you're watching kron. 4 news at 11, 30 live on air and online. i'm stephanie rothman. man was shot and killed in our in the neighborhood. today. police and the sheriff's office are still investigating. but we now know one person has been detained for questioning. kron 4 sarah stinson joins us from the area with the latest details. >>police spent more than 7 hours investigating this deadly shooting here at the intersection of las vegas laws spiral roads. there's a lot of shock and sadness in this. normally quiet or in the neighborhood because, you know, the city is so quiet in orinda neighborhood shaken up by a shooting that unfolded between 2 drivers at the intersection of las vegas and laws. spiral roads. orinda police got a call around 11 thursday morning. >>in a 9-1-1 audio, you can hear operators telling responding officers that the suspected shooter is one of the people who called it in. >>alright, rather for our got

wrong law. and questlove. my called an estate fired shots after perfect option. >>many neighbors say they heard the gunfire heard when a bang. >>and actually sounds like a gunshot, but enter into some kind of strange. and my dog started barking. and so i went out to the police. police say officers found the person shot and tried to save him, but he died at the scene. the contra costa county sheriff's office responded to help investigate. >>they say a person has been detained and both people involved are from orinda. several neighbors say road rage between the 2 drivers led to the deadly shooting. people driving >>i mean, i've heard of road having around here, certainly on the freeways, but i didn't expect to hear outside my house chilly news, roads costly and i've noticed an uptick in a driver aggravation. everybody's going a little faster being a little less nice to each other. i

guess this is. what happens when it goes too far. >>orinda police say this is a rare and unfortunate homicide and their heartfelt condolences go out to those affected by this tragic incident. they did not give any information about the 2 people involved. i'm sara stinson reporting in orinda. back to you. >>alameda county district attorney pamela price is facing harassment. it accusations from her own employees. they say price is making criminal threats and intimidating them for taking part in the recall campaign against her lawyers representing them wrote a letter today to price along with county counsel and chief assistant da. the letters as price has showed, quote, mob boss tactics, including hiring private armed security for her office and courthouse. the letter notes that no other da in the country county's history has use private armed guards and security has always

been provided by the county sheriff. the letter also goes on to say, price has retaliated against prosecutors who do not support her election and warned employees a possible arrest for engaging in the recall campaign against her. the letter asked prices, stop the threats. we've reached out to the da's office for comment but have yet to hear back. well, your pg e bill is about to go up again. the california public utilities commission has approved another rate hike for the utility starting next month. the average customer can expect to see their bill increased by about $6 pg. e says this is to help cover the cost of wildfire mitigation and recovery as well as the response. the historic storms that hit california at the end of 2022. but opponents of the rate hikes a pg e spent more money than they needed. and while $6 may not seem like a lot, we added to the other recent what rate hikes pg e is making power unaffordable.

sunny and nice. san francisco, 77 oakland, 86 san jose in on the big board. here's a look at high temperatures inland. you see it again around 90 livermore, 91 for concord and 91. so that's still kind of business as usual. a little bureau relief along the east bay shoreline, but still some lower 80's hanging out there as well. >>thanks so much, dave. the oakland police officers association is criticizing the mayor and other city leaders for not protecting residents and small businesses. in a statement today, the think governor newsom for increasing the chp presence in the city and helping provide protection for the residents. in the same statement, the police officers association also criticized oakland's leaders for what it called unwillingness to fully fund and staff. the police department earlier today, oakland mayor sheng thao responded to that criticism speaking with kron 4 stephanie lynn. the officer can tell you that under my administration, i have actually given more

police officers charged in the death of mario gonzales. want the case dismissed for what their lawyers are calling a technical error. >>the lawyers representing the officers say a probable cause statement and an arrest warrant were not field within the three-year statute limitation. >>you know, i it's amazing because as you just said, there's a three-year statute of limitations. why do you wait to the last day to file the case. but yet they did. >>so are you looking at is a matter of neglect or could this be a way to sort of back out of this?

>>the way pamela price talks about going after police officers. i doubt they meant to back out of this, they could have backed out of it without looking incompetent. and that's exactly what this looks like. it looks like an competency in her office. she came in with no criminal background, no criminal experience prosecuting people very, very little of sending people and then civil rights attorney. exactly. and then there were higher runs of people that had no criminal experience and in our defending people are prosecuting people. so to my mind at times i see things like this. and i think you don't even know what you don't know and the way they filed this probable cause certificate, was unconscionable in a sense because what it is, it's it's like an arrest warrant. it's like a rest. but he didn't say arrest. it said we all have the right place officers to stop and detain and that's why

from tracie, who's accused in the shooting has been speaking to the media. he says that his client should be charged with robbery instead of murder because he was trying to rob guy not trying to kill him. a long struggle ensued and then eventually each each man reach each person, got shot here. he also doesn't want his client charged as an adult and da brooke jenkins hasn't yet decided to charge an as an adult. so what do you think will happen there? well, it's an interesting quiet mayor because she the district pattor gonna petition the court and that what they call a transfer hearing to transfer the juvenile to adult court. i got to thank some politics is going to come in here because she's running for office. she's up for election. so does she not do that and say no, let's keep him as a juvenile. that opens her up to

criticism, right? but if she files the petition. >>that ball or can has kicked over to the bench and nuts. judge, you decide whether he should stay in juvenile court or go up to adult court. and there's a big difference between the 2. well, i'm reading here. the california law prevents prosecutors from charging minor as an adult without judicial approval. so well, that's interesting, because in my career that started a while back. >>da's used to be able to directly file. >>and then the voters put now we want judge's approval. then it went back to direct filing and now it's gone back yet again. so the history here is up and down. but right now it's in the judge's discretion upon a motion by the da to transfer it to adult court. the judge makes a decision so she kicks it has the judge, as i say, and the judge says no one keeping him in juvenile court. she to go. not that judge don't be upset with so you've seen in red and no. do

you think this 17 year-old should be charged as a juvenile or i really think you should be charged as an adult because his car into automatic weapon. so he brought the gun to the party and now to say, gee, he shouldn't be charged with, you know, an attempted murders like, oh, wait a minute, you come with a gun with a gun, an automatic, assume you would use it if something went awry like this, it's going to be hard to prove. i don't think the defense attorney will win this with a motion don't charges is not fair. i think it has to go a hearing either in adult court or juvenile court. alright, now that begs another issue because if it stays in juvenile court, you can only keep to least 25 years of age. right. when you stop the california youth authority, a k a see why a that's been abolished. and what the state did was going up and for this and more go back to the counties. so if he stays in

juvenile court and if he gets convicted in juvenile court, he stays with the county of san francisco. they like most counties don't have enough money to keep these kids in a long time or to educate them. and i try i mean, they're doing their best with their funding. but now you've got i've got to think in 3 or 4 years ago, we can't keep doing this. they're going to kick him out the back door. so i bet if they do that, he'll get out before his 24. well, this one is so highly charged that people are keeping an eye on it. see do you think it'll get now swept under the rug? no, i don't think it'll be swept under the rug. but yes, we all pay attention. >>i cases that happened 3 years ago, which of us even the news doesn't go back and go. what happened? are you still in prison? you know, he might get a little blurb it get out. but that's the problem. he goes to too. the the cities, juvenile justice system and here. at some point that we can't keep doing this. we've got to get him out of here. so all right. it's a

seeing them out to get away with an untold amount of jewelry. kron four's philippe djegal reports the strong armed robbery happened at the home consignment center which has been targeted in the past. >>empty display cases with the back panels busted out the jewelry showcased inside of them stolen at the home consignment center in danville wednesday afternoon by who police described as 5 masked black men wearing dark clothing. i'm amazed this is going on and they said this is the 3rd time at least 3 times in 3 decades. an employee tells customer mardi and crown for this business has been robbed. wednesday's robbery mears, one carried out here in december when surveillance cameras captured 3 men shattering the display cases and taking the jewelry. employees understandably scared when this happened. one worker tells me that they feel helpless during these incidents because there's not much they can do said were there and they have a gun he said, they just come do it.

there's more uncertainty about where the a's will play next season. a deal has been reached to have them play at a minor league ballpark in sacramento until their new stadium is ready. but now one of the baseballs, most high-profile asians are on sure. kron four's. dan kerman brings us the latest details. >>well, major league baseball maintains it is a certainty the a's will play their 2025 season in sacramento as planned. the league admits it's still working out. details with the players association now one of baseball's most high-profile agents is raising questions about whether the a's will actually end up playing in center healthpark. the issue is it's outdoors you hurst this outdoors for major league players. i played it your church leaks at hot service don't say my concert 130 degrees. we have no major. feel it's better astroturf that are outdoors. they're all due course. we're talking about players, things that

>>to discuss all the latest headlines coming out of the city of oakland. kron 4 stephanie lin spoke with oakland mayor sheng thao. take a look. >>all right, mayor. so let's start with some developing news that came in just this morning about the a's we are hearing. there is a chance that he might not play in west sacramento because the players association reportedly has not signed off on the move yet. now we did get a statement from major league baseball saying and this is a quote. it is a certainty that the a's will play their 2025 season in sacramento, but since this move hasn't actually been agreed to yet, this does raise the possibility the team we'll need to find a landing spot next season. so mayor, have you heard anything from the a's? are the group that bought the coliseum about the a's showing interest in staying in oakland? >>well, and i have not heard anything from the oakland but i'm not convinced that this will be, you know, the a's last game is coming up. and i don't i'm not convinced that that's going to be their last game in the city of oakland. you know, with that you stated, you know, scott, the

biggest agent in all of sports came out today to say that should work cg, the new owner, the coliseum to stay in oakland. and we absolutely welcome them back. there would be no losers in all this. it just be a win all around. all right. heard it here first. okay. so. >>let's turn now to the issue of public safety in the interest of time. well, mayor oakland saw another violent weekend, some dangerous sideshows, one of which took over the bay bridge, at least 2 deadly shootings, tv news crew that was robbed. now you've hosted a number of town halls with police chief michel over the last few weeks. can people expect some serious change in the coming days? >>you know, i would tell you this is that we are already seeing the serious changes. you know, crime is going to happen. we don't crimes to happen. and trying to prevent as much as we can through our ceasefire program. but our data is showing that crime is trending downward to the point where pre-pandemic numbers now. now, does it feel safe?

that's what we're working on is like people still don't feel safe. and with the sideshows these dangerous sideshows we have now a new director who is going now and i am charging him deterring the sideshows before it happens because it does become really dangerous with the guns. and tonight, hundreds of people, there's no way i will be sending officers to a situation like that. so we just got to make sure we create the environmental design to make it so that they can't even start the sideshows to begin with. and this work has already started. and still, you know, for instance, and on bancroft avenue where we seen high hot spots for sideshows, we've already put in deterrents. it's working also at skyline. you know, it's working in so if there is a you know, this is a lot of the different streets that we need to actually implement deterrence. and so we're working as fast as we can to get to your spot. if you are seeing sideshows in your neighborhood, we just ask that you be a little bit patient.

we've only been in office for over a year, but we are taking this very seriously. it's a culmination of so many decades of allowing this to happen and not doing anything about it from previous administration. and just like my neighbors, i'm sick of it. >>ok, so you mentioned the police response or so today the oakland police officers association, they sent letter to governor newsom thanking him for the increase of the presence of chp officers in oakland and that letter also did blame your administration for not doing enough to ensure safety in the city. again, that's according to letter by making cuts to police staffing his services. so what is your response to the police officers association? >>you the police, peel away executive board is made up of 4 people, you know, any officer can tell you that under my administration, i have actually given more tools to the police department so that they can actually do their job in a safe way. that includes getting cameras

working with the private, the privacy commission and the council members. this is something that no other mayor has been able to do and then thanking the governor for the chp response. well, guess who asked the governor for the chp recent response? it is me, you know, last year i went and i asked knowing that we don't have enough officers on our streets like 4 years now. that's the governor to partner with me to bring chp in. this is why we see a surge, a chp officers in the city of oakland. we're also working with probation and then and the feds. they are here in the city of oakland supporting opd as well. and so, you know, the 4 members of the appeal executive board can go ahead and play politics. but it's about the solutions and is about the action that is being taken. and so we're really excited to continue this partnership with the governor. i spoke with him just a couple weeks ago when he was here in the town with us and he's really excited for our continued partnership itself. we're going to continue the

work that we know that will work and save lives and make said the city safer again. our crime numbers are down negative. 33% over the, you know, a drop in a climb in year to date crimes. and that includes 21% decrease in homicide. 54% decrease in burglaries. and so we're not going to stop there. we've got to do more. and a part of that is also upgrading our infrastructure that the city has not upgraded in over 20 years, right? is what that means. is that your 9-1-1 call should be picked up within 15 seconds. when i came into office, they were being picked up with you know, only 15% or 30% was being picked up within 15 seconds. now we're seeing 52% be picked up within 15 seconds. that's not good enough. and so we updated our cad system. cad is how dispatchers locate officers and fire fighters to get to the scene. now with this upgrade we can see we can send that information to the nearest officer so they can

get to the situation a lot faster. and so with all these upgrades under my administration, we're doing the actual will work. we're just not sending out letters complaining about, oh, the things that we know have been happening for decades now, actually doing the real work. and so i invite everybody to join us in figuring out solutions to these decades old problems. >>okay. mayor, you also mentioned upgrades to the 9-1-1 emergency response system. we know that your office has been working to make up for a shortage of 9-1-1. dispatch dispatchers as can you share where staffing stands on that? now? >>absolutely. and so we are funded for 79 dispatchers. and right now we have 68 of those positions filled. so coming into the city of oakland, there were about 25 positions that were vacant. and when i walked into city, that is not ok. and so what we've done is we immediately started hiring people and their 2 changes that we're doing to the hiring process. we're bringing them in as a cohort like we do with

police officers and firefighters. this is an emotionally taxing job. so we want to bring them in as a cohort so they can support each other. number 2, we were only hiring before as vacancies became open. know we're not doing that anymore. i've directed staff to continuously hire people for dispatching jobs because it's incredibly important for me that when someone calls on their worst day 9-1-1, that they get their call picked up within 15 seconds. and so with that being said, this is also, you know, again, i stated that calls are now being picked up at 51% within 15 seconds. this is while the 20 trainees that we have are still being paired with senior trainers. and so by next year, they're going to be able to pick up the calls on their own. so you're only going to see that number increased. and so that more calls are being picked up within 15 seconds. >>all right. so staying on the issue of public safety would also like to ask you p g's federal oversight. we know that period has been extended.

can you explain your role in helping to end that oversight and how conversations have been going with the current new chief. >>you know, the current new chief, there is a reason why i chose him, you know, and he is not going to be somebody who's just sweep things under the rug because, you know, he believes like the person who committed the crime with an opd is his friend. and so we want to be very clear that we are held under the federal oversight oversight and extended because of the previous chief leronne armstrong. that is, you know, and then the judges about the judge about had it. and so what he is changing through his order is that he said to us that he does not one the next chief or the chief michel to come in and state. what the previous east case stated is i didn't know or i didn't read every document or what have you. he said that is not an excuse. and so now he's having i-eighty report directly. it is the internal affairs

division where they police themselves to report directly to the chief instead of to a deputy chief. i am also will someone from my office or the city administrator's office will also be present to hear those conversations so that, you know, we don't see what just took place. the reason why now we're under the federal oversight still isn't because rank and file our police officers on the ground are doing anything wrong. it is because the top brass from sergeant all way to the chief that they have been found along and doing certain things under the previous administration under the previous chief. and so that is the real reason why we're still under this federal oversight. and now the judge has directed me the city administrator and the police chief to be fully hands on. and so that there is no excuse where there's a chief who can say will i i you can expect me to read everything. you know, that is not excuse. that's good enough for the judge. and i agree with him. and so we're going to continue to do the work to try to get to get the city out of the federal oversight.

>>ok, how confident are you that they do happen while you're in office? >>you know, i know that a lot of mayors and she says there, it's going to happen under my leadership. what i'm going to do is just make sure that we follow the process. we have a process in place. if you just follow the process and the rules then we will be in this situation and the chief agrees. you see the chief is somebody who isn't going to be able to gain something by helping those who are committing crimes within the department. and so with that being said, i feel confident that we have a very strong team to get us out of the federal oversight. i'm not going to go as far as to say that we're somehow so unique that we're going to get us out of the federal site. but what i can say is we're going to follow the process. we're going to follow the rules. you know, the chief has a whole new executive team that's working for him, you know. and so we're going to hold integrity to the fire. and that's how we're going to get out of the oversight. >>oakland mayor sheng thao, thank you for your time this afternoon. amazon is

calling it quits at one of its grocery fulfillment centers. hello, the closure impact employees while reporter tony salazar has more details on just that. >>that's right. amazon said this moves comes as the lease is coming up and not about reducing the workforce. they also went on to say that when it comes to developing future side to a may prompt a closer upgrade of existing sites, it's a move that set to impact over 150 employees with the possibility of leaving them without a job. but amazon told us this morning they are there to help are saying in part, we appreciate our team's hard

work and commitment and we're supporting impacted employees to find new opportunities within amazon, including at nearby fusselman sites. that warehouse is expected to shut down on october 30. and since the company says it decided not to renew its lease for the location along ramos drives. this all comes as amazon also decided not to renew a lease at another facility in irvine that is set to close on november 7th and is set to impact approximately 162 people. meanwhile, amazon also mention that the closer of both of these developments will not impact customers. that is the very latest reporting in west sacramento covering local news that matters. i'm tony salazar, fox

it's taking a closer look now at the mention products after a study cause researchers the sound the alarm, washington, d.c., correspondent hannah brandt explains. >>uc berkeley researcher jenny share stunt and her colleagues wanted to take a closer look at tampons for products that millions of women rely on each month and their study found toxic metals like lead and arsenic present every tampon brand they tested. it's not reason to throw away your tampons just yet, but it is reason to be concerned to pause, to ask questions because she notes exposure to those toxic metals are linked to dangerous health impacts. but right now we don't know if medals we found can come out of the tampons or if they could be absorbed by the body. we don't know if they could or could not be contributing to any kind of help that the toxic tampon study caught the attention of lawmakers in the democratic women's caucus and they called on the food and drug administration to investigate. we want to make sure that the fda and our

>>well, it's not often we see democrats and republicans united in opposition to something. governor gavin newsom is trying to achieve. but as it pertains to his propose on oil and gas, that's exactly what the governors of nevada and arizona >>are doing. what you're looking at the letter, arizona's democratic governor katie hobbs and nevada's republican governor joe lombardo center, california governor gavin newsom opposing his proposal calling for a special legislative session this fall to regulate california's oil and gas industry. it plan would require oil refiners to have a minimum fuel reserve on hand doing so he says will increase supply in the market and thus lower prices at the pump. he believes his plan will protect against price spikes in the event, refineries have to temporarily go down for planned or unplanned maintenance. this was newsom speaking about his plan just last week, touting it for going after oil companies. he accuses of making mega profits on the backs of consumers. they've been gouging and then

>>a 4.7 earthquake jolted los angeles thursday morning. it was centered north of malibu and felt as far as orange county and san diego reporter omar lewis has more from residents. >>the good news is no damage or major injuries were reported from this 4.7 magnitude earthquake with the epicenter, just 4 and a half miles south of malibu, folks who live and work in this area say they saw and felt the shaking. this is video from inside scott's malibu market where you can see an employee holding on as the coffee machine rattles. you can also see the shaking lasted several seconds. the earthquake was felt across los angeles reaching as far as temecula. here's what we know so far. the initial quake was first reported as a 5.1 magnitude earthquake, but has since been downgraded to 4.7. it all happened just after 07:28am. on thursday. according to the u.s. geological survey immediately following a second smaller quake with a magnitude of 2.8 struck the same area. the epicenter was located
