francisco city attorney is suing the owners of an abandoned property in the south of market district. he says the property has become a danger to the public. the city first issue notices and fines to the owners but has been since received a response. kron four's. sara stinson brings us the latest details straight from the site. >>this property is essentially a large pond filled with algae and trash. now neighbors trying to make light of the situation, putting up signs saying warning no lifeguard on duty. another one naming the lake, but it's also causing major safety concerns. and that's why it's now at the center. >>of a lawsuit. you know, the concern my. >>i hope that we're not getting anything not. >>chrissie time walked her dog every day by this property on shipley street in san francisco's south of market neighborhood. she says several neighbors have expressed concerns to the city about the property accumulating water and trash for about a year.

yeah, it's probably time. it it down call. casey owns harvey's place. he says he gets constant mosquito bites working next or out by me. i yeah, i can show you guys. i have the biggest of the night now. san francisco city attorney david chiu is suing the owners of this property saying it endangers the safety and health of the public subject and the neighbors and nearby residents to a blighted parcel of land filled with very large ponds of standing water. >>mosquito infestation, graffiti, overground vegetation, piles of trash. several companies are listed as the owners in the lawsuit. it states they purchased the vacant lot in 2018 to build an eight-story building with 127 housing units. >>but construction came to a halt during the pandemic. in recent years. the owners have violated a number of local and state health and safety codes for city departments have

issued code violations and fines adding up to more than 1 million dollars. you can see notices tape to the gate ordering them to train the water from the vacant lot and disposing of debris. but they've been unresponsive. so our hope with the lawsuit is that a court will step and neighbors wonder how much longer this will go on. what's going to happen with owners. do. >>meet their responsibilities. then the judge has a number of different options. but it's possible they may be forced to sell the property, reached out to one of the main companies that owns the land. but i did not hear back in time for this report. we'll just have to wait and see if any of the owners respond to the lawsuit and how the judge decides to move forward. i'm sara stinson reporting back to you. >>now on to an alarming attack caught on camera. we want to warn you some people might find this video disturbing. >>san jose police sharing this from june showing a group of people with machetes attacking a man. this happened in a parking lot on alum rock avenue just east of 6.80. the

victim was stabbed several times and was taken to the hospital with major injuries. just last week, police arrested 3 suspects on attempted murder charges tied to this case. see in the graphic video. >>it wasn't just being, you know, punch with he was being kicked, but he was also being slashed machetes. we have no room in san jose and in our community for violent criminals, such as these 3 adult male suspects. >>police are still investigating the motive behind the attack. they say the victim didn't know the men, but the u.s. all came about 5 hours after they first met. san francisco unified students. parents and staff are calling for a pause on plans to close schools. the district which is facing declining enrollment was expected to release the list of recommended closures this week but postponed the announcement to october advocates gather outside the district office today saying

further and further south, we did have reports of a few scattered light showers around the bay area, not much, but it was very, very active in the high country. look at that. numerous thunderstorms, dozens of lightning strikes in the high country, though, settling down as the sun began to set today on the energy up there. the storm, though, not done. it looks like it's going to drive all the way down into southern california as it does still spinning up some more moisture. so we've got another winter weather advisory. this is the second one this week in the southern sierra nevada, looking as much as maybe one, maybe 4 inches of snow. we'll see some video of some snow total past today. getting a nice dusting of snow there. more on the way. southern california. of course, they've got the fires down there. so the good news is it looks like they're going to get some rain. the downside is mia. they're gonna get a lot of rain and well possibility of some flooding there as well. so some flood watches have been posted in southern california had their watch out for that. they are, though going to start out a few clouds early on tomorrow morning. and then i think as we head toward the afternoon, little more sunshine, the temperatures are still be running below the average for comfortable many spots about 79 degrees in san jose. much

warmer weather, though, on the horizon as we get to saturday, some places pushing 90 degrees even hotter than that on the way. thanks so much, lawrence. >>the city of martinez votes unanimously to pass new rules to crack down on homelessness. they fall multiple cities across the bay area including berkeley and paulo alto recently updating their rules on how to deal with the rays encampments that pose a health and safety risk. city council members tonight say encampments in certain areas threaten public health, safety and welfare of those in the camps as well as the residents there by this includes the damage to public property fire risk unsanitary conditions, environmental harm, and blocking maintenance and emergency crews from their work. these are just some of the reasons for change. personal property is not allowed on any public land and there has to be a clear path to public property. the police chief was there to share what his officers see stray from the work on the grounds certain individuals who don't want to accept the sheltering.

>>and so we encounter i'm on a regular basis going between, for example, like shopping centers, sidewalks, cetera. so by cleaning this up will have the opportunity that if they don't want to go through those routes, we can take enforcement action. >>the municipal code prohibits camping on public property between 11:00pm and 08:38am. unless shelter is available and they refused to say these new amendments will bolster enforcement in order to protect the health and safety of the community. back in april, the city council draft an enormous prevent encampments or at or near major landmarks. and this new ordinance strengthens limits on the homeless. oakland airports. new name is confusing. some travelers and despite protests and a lawsuit from san francisco, the city continues to use it in response to this. the city of san francisco has filed an injunction asking a judge to force oakland to stop using their name in the lawsuit. attorneys listed several examples of how the name

cut interest rates today for the first time in 4 years. >>this decision expected to have a big impact on americans, mortgages, loans and savings to break this down. further kron four's justine waldman spoke with family wealth advisor with morgan stanley george and chatty. >>so what do you think? this was highly anticipated and a bigger rate cut. then what people were anticipating? >>well, i believe it's a happy >>because the federal reserve's job is to manage the monetary system. if economy gets, you know, too hot, they've got to make rates really, really high. if the economy gets to call the have to make it really low to stimulate the economy in this case, without inflation, they've had no choice. but

these rates now. >>we all know that if you keep rates high for a long period of time, it will kill an economy. it will put us into recession. so so the fact that they're lowering, but lenny rate to banks is really a very, very, very very, very positive thing for consumers also for the economy. >>so they were saying the experts in that story we had before you, it's going to take a series of cuts for us to really feel the effects. powell saying we're not saying mission accomplished, but they are encouraged by what's happening. so there will be other cuts in the future. >>well, the fed is very cautious. and so they've been we've been complaining that they've been delinquent lowering the rates allot sooner. so this you know, well, excepted well appreciated question is now the markets will be looking at, you know, what will they just again next month and the month after we think likely well and will probably be, you know, about a point less than what we are right now. how does it affect the economy? there's always a lag factor. >>for the for the bigger part of economy, for the consumer. but there are some things that directly affect the consumer

today because when the federal reserve lowers the lending rate, the banks, the banks will also make adjustments and auto loans, credit cards, mortgages, savings, student loans. >>so if i'm someone that wants to buy a house, i've been looking in, i'm trying buy a new car. should i like try to do these things now or wait for these other rate cuts to come? >>well, i was hoping you would start with mortgages because there's not a direct correlation to the federal reserve lowering the rate by 50 basis points and the mortgage rates going down. but actually of the mortgage rates today are the lowest level they've been since february of 2022, but the rates don't move in tandem with the federal rate. so right this month we're seeing rates probably about the well, actually may. they were averaging about 7.2, 2, and now they're averaging 6.2 and you can find many rates below below 6%. but the consumer. do, you know, don't be frozen. the consumer has to reduce their total debt because the banks when they

when they when they loan money to you, they look at your total debt, including mortgages and student debt and its ratio of debt to income. so now's the time to really get an otter, you know, lower your debt as the rates come down and you lower your debt. more people are going to get qualified. so, you know, with rates below 6% more people will. but it still, you know, out of out of touch, really, for, you know, just your common everyday person trying buy a home. now today. >>so all in all, though, you think that this is a move in the right direction. well, it sends a signal. this is that we're getting inflation down. the federal reserve's been very cautious. the stock market has really fought the federal reserve thinking they're going to do this. they're gonna do that. you have to listen to jay powell, the fed chief. and today, i think you mentioned this earlier, a quote from shape how he said the labor market is actually in solid condition. that's important. and our attention with our policy move today is to keep it there. so then reserve chiefs agreed to this except where there was one to center. so it's a positive sign.

>>so that the next move here that they could make their fight to more meetings one in november and december with the vision here to have 4 more rate cuts in 2025 and to then in 2026, that's according to the associated press. but one of these meetings is happening like right after the election. like what do you think this will do for the economy and politics? if you can weigh in on that, i'd be curious. your thoughts? >>well, i think, you know the politics, i'd put that aside. fact is we have had high inflation. started about 4 years ago. the federal reserve's been working on, you know, getting it down. i believe the federal reserve is not motivated by politics, even though we do have an election in november. so, you know, maybe it is but likely not. they have to worry more about getting inflation down in the economy. but it's a good sign that inflation isn't out of control it and what they have to start working. of course, you know, aunt on the core inflation, like, you know, buying food and those sorts of things that consumers actually use on a daily basis, which are still quite high.

and that could be for a number of reasons, not just inflation, but also, you there's been a lot of consolidation providers of a lot of these food products. and so they can kind of manage their costs and they can have higher rates and so maybe the rates are bit high. maybe shouldn't be that high. when we go buy food, they should be lower. so that will be the administration, you know, current or the administration coming in. we'll have to deal with after the common person. >>wait and see. george, thank you for joining us. appreciate you. taking some times. we could talk about these historic interest rate cuts. appreciate it. pablo youth base

burglary and as kron four's philippe djegal reports, even though the suspect is in custody, the damage has already been done. >>when you've got create this open up, you get reduce a quarter century has passed since andrea williams first visited davis park in san pablo. and it has since become his second home. countless baseball and softball games and great memories to last a lifetime. yet as of monday, he can't bear the sight of the burned out comics box that once stored baseball and softball equipment for kids my guy called me, you know, i was devastated monday morning. williams learned over the phone that more than $100,000 worth of stuff was torched, gloves, baseball, soft in a golf cart. among many other items were intentionally set on fire. williams is president of the san pablo baseball association and says the loss puts the nonprofit youth leagues upcoming season in jeopardy. arrested the suspect who is deceased sanchez. he's

proposition k that the ballot measure that would turn a portion of the great highway that runs along ocean beach into a park kron. 4 charles clifford spoke of people who are against making the historic highway car free. >>right now, the upper great highway between the san francisco zoo in golden gate park is open to traffic during the week, but it becomes a public park on weekends this fall. voters will get to decide whether or not that section should become a permanent park. and today we're hearing from people who are opposed to the idea. this november voters in san francisco will be asked to decide the fate of proposition k if it passes. san francisco is park code would be amended to. >>establish new recreation and open space by restricting private vehicles at all times on the upper great highway between lincoln way and sloat boulevard, voter approval would lay the groundwork for one day, turning the stretch of the upper great highway into a permanent park with only emergency vehicles like ambulances being allowed to drive here. supporters of the

plan c is a chance to build. san francisco is next. great public open space. but opponents say that the great highway is a critical vehicle route for people driving across the city. and that closing it could increase traffic in nearby residential neighborhoods. people live in the richmond who need to do need to work say they work work in daly city and they work in other parts of the city. >>they need the great highway and pushing them on other city streets increases the opportunities and danger of accidents because so many intersections, they also point out that this section of the upper great highway already has park space that there's already a bicycle path. >>already park bench is already a path to job on the great highway on the west side of it. and also on the east side of all site. if prop k passes, the city would need to begin the process of obtaining permits to build a park and make traffic improvements to the area. at this point, there is no finalize designed for what an eventual park here would look like. the city says that redesigning the area

hundreds of san mateo county sheriff's deputies speaking out over what they're calling a toxic work environment. kron four's will tran has the latest details on the allegations. >>it is not uncommon to disagree with your boss or management, but in this case instead of staying internally, now the public knows what's going on as far as their complaints. we are talking about the deputies, about 800

of them at the san mateo county sheriff's department. and many of them came out swinging in a news conference saying that the sheriff instead of doing something about it, she is supporting the chief of staff, victor on lay. they claim that on lay is creating that toxic work environment by implementing policies that the union did not agree on. they have to agree on by policy. they say including staff at the jail. how many people need to staff it as well as overtime requirements and they want the sheriff christina corpus to do something about it. but instead she is standing by her chief of staff and she is coming out swinging against the allegations. and i'll mention that in just a few moments. but first, let's hear about the allegations. >>most employees are not willing to risk their livelihood and ability to provide for their families. it seems now raised on these legitimate fears to intimidate workers into compliance.

to talk to a deputy. he did not want to go on camera, but he says not. everybody is against the sheriff or on lay that he believes they're doing a great job that these people filing the complaint, they don't speak for the entire department that the board of supervisors they are fully aware of what's going on and they actually reached out to a judge to conduct an independent third-party investigation into this entire situation. back to you.

change at oakland airport has been going on for months. and this new lawsuit from the city of san francisco isn't just about traveler, confusion. it's also about trademark infringement. and if you asked travelers what they say, well, they can see both sides. >>a san francisco bay, oakland international airport. that's a name change that happened earlier this year and has been causing havoc in lawsuits ever since. if you ask east bay residents what they prefer, well, its this open international all day. the oakland international airport. i like that. oakland, just oakland, crazy. it's also the name the san francisco city attorney. for first they filed a motion tuesday calling for preliminary injunction to prevent further confusion for travelers saying that between june and august, they found multiple people landing at the wrong airport tagging the wrong locations on social media and experience in chaos when trying to order a lyft or uber and says he experienced it firsthand was very confusing for my lyft driver. we almost every to san

though, some people may find this video disturbing kron four's terisa stasio has the story. >>it was a gram and gory assault. all captured on surveillance video. this graphic crime unfolded in east saint is a on june 27th around 10:00pm and a parking lot on alum rock avenue just east of 6.80. you can see the suspects. police say all armed with machetes lifting the blades, then striking the victim. >>and they all had machetes and they violently attacked the victim. when our officers arrived, they located an adult male victim suffering from multiple stab that sent as a police spokesperson. stacey, she see in the graphic video. i'm he wasn't just being, you know, punch with fans. he was being kicked but he was also being slashed. machetes. >>she says now months later, a major development, 3 people arrested. heiress, eddie, her arena and roll laureano.

>>now whatever suspec suspects, rain is actually homicide suspect from a 2005 homicide here in san jose. suspect reyna was also arrested and convicted for the homicide. our detectives center officers who responded to to the scene did an outstanding job taking over this investigation, making sure that these dangerous suspects are behind bars. we have no room in san jose and in our community for violent criminals, such as these 3 adult male suspects. >>she says the motive behind this morbid and shocking attack is unclear. they do know the victim didn't know the men that the assault came about 5 hours after they first met with the victim. >>altercation that took place earlier today was somewhat close to the vicinity. also in the san jose. i'm not sure about what they're fighting for our fighting about, but that's all part of investigation. as we determine the modus, the circumstances, the 3 machetes that were use, i'm not sure if all 3 were located but were able to have adams time to all 3. did have the weapons used for the attack.

>>as for the victim who is not being identified it. so i can't speak to the injuries in terms of the nature and the damage it causes, whether it makes life threatening or threatening. we're just lucky and fortunate that this victim did survive the attack theresa still co kron. 4 news. >>the long-awaited interest rate cut has finally happened. the federal reserve cut interest rates on wednesday for the first time in 4 years. kron four's washing correspondent maddie beer-temple is in dc with more on that decision and what it means for your loans. overtime rate cuts mean lower borrowing costs for mortgages, credit cards and car loans. >>but experts say it will take a series of cuts to really see the effects. stocks initially shot up after the federal reserve announced a half point interest rate cut chairman jerome powell explained the move the u.s. economy is in a good place. and and our decision today is designed to

keep it there. inflation hit a forty-year high in june 2022. >>this august it feel closer to the fed's goal. patient approach over the past year has paid dividends. inflation is now much closer to our objective. and we have gained greater confidence that inflation is moving sustainably toward 2%. the cut signals a focus on the job market, which has slowed in recent months. greg mcbride with bankrate says the federal reserve does what the economy needs. so now's the time to start taking the foot off the brake. the cut is expected to be the first of a series of rate cuts over the next several months. mcbride says that will ultimately ease the burden of carrying debt credit home equity lines of credit. >>those rates will stare step lower as the federal reserve cuts rates. the federal reserve's next meetings are in november and december. powell says they'll consider future rate cuts one at a time. we need a good strong start to this. and that's really. >>a sign of our confidence confidence that inflation is. >>is coming down.

>>now, mortgage rates were already starting to drop in anticipation of this move. powell says the cut will only improve the housing market in washington. i'm maddie beer-temple. in southern california. arson. investigators are trying to determine what caused an explosive house fire. >>the levels one property and damaged another. some pets are now missing after that incident reporter kimberly cheng is in monrovia with the latest developments. >>2 homes were impacted by this fire. you can see them right behind me there. one was destroyed, reduced to rubble. the other has significant damage. monroe via's fire chief said 2 people lived in the house where the fire started. nobody was there at the time and they're still trying to find one of the occupants. video shows a home fully engulfed our son. investigators are trying to determine the cause of an explosion and fire at a house on the 600 block of colorado boulevard in monrovia.

neighbors called 9-1-1 around 03:30pm, tuesday. i tried to get the hoses on the cars. >>so the cards didn't go up and it went off real good. i mean, it was in flames. they would then wasn't just smoking. it was in flames. >>and i was in the shower and i big explosion and felt like something happened in my house. i heard a big boom. >>and i thought it was earthquake. so when i looked out the door, >>i saw all of the smoke. police say nobody was inside when it happened. monroe via's fire chief jeremy sanchez said one of the occupants was nowhere to be found. one of the occupants is accounted for. one occupant is unaccounted for. the fire spread to an adjacent house. there were occupants inside and when they escape the fire, their cat took off. flyers like this are posted around the neighborhood asking for help to find low key. last seen near colorado and all live. multiple agencies were at the scene wednesday. no injuries were reported.

>>well, the city of martinez has approved new restrictions on homeless encampments. the new urgency ordinance was passed wednesday night by the city council. it details stricter city camping regulations and limiting where people can set up camp under the new measure. personal property is not allowed on any public lands and encampments cannot block a street sidewalk or other public right way because of safety concerns. the police chief was there tonight to share what his officers see straight from the work on the ground. >>certain individuals who don't want to accept the sheltering. and so we encounter i'm on a regular basis going between, for example, like shopping centers, sidewalks, cetera. so by cleaning this up will have the opportunity that if they don't want to go through those routes, we can take enforcement action. >>martinez follows other bay area cities like berkeley and paulo. also looking to enforce cleaner and safer encampment sites. and people living near the great highway in san francisco are fighting to keep it open to cars prop k in the

dockworkers on the east coast are threatening to strike next month. >>it's a move that was shut down ports all across the

country, including putting pressure here on the remaining docks in the bay area. kron four's justine waldman spoke with mike shake up the pacific merchant shipping association to learn more. so this strike will be for dock workers on the east coast. what will happen here on the west coast that? >>already seeing and experiencing on the west coast. are owners. that means importers and exporters diversifying. away from dependency on trade lanes in the east coast and gulf coast ports. how a long beach, oakland, seattle, tacoma, vancouver, bc also pretty significant. direction of cargo away from those ports in order to make sure the card still flowing not bottled up. in case there's some sort of labor action and a couple of weeks. one of the stats i read was for every day of a port strike. experts say it takes 4 to 6 days to clear it up. so could have.

>>along rippling impact here does the port of oakland. that's our port here in the bay area. that have any of these automated the cranes or shipping containers, anything like that? >>no. and and the >>on the west coast is very stable right now. employers and long-term on the west coast during the middle of a multi-year agreement that was negotiated between the employers and water was several years ago. so this this potential labor action is confined to the east coast in gold coast. and so on the west coast, where we're ready, our marine terminals and ports are prepared. taking steps necessary to accommodate this cargo on the ship has been going on for some time. and not just because of the potential for for action over this contract on these cause, but also because of actions in the red sea with the good days there's been some diversion and folks really want to make

we're bringing to town. absolutely. so, first of all, tell us a bit about how you're feeling about the festivities this year. i imagine it's been quite a bit of work to get to this point. you know. its an interesting job. this is an interesting job to be able to talk to people about christmas all year round for more. so really about celebrating all year round. but yes, we we just went on sale officially yesterday. so i mentally tears in my teammates with cocoa and will want and from excited, you know, this is a really big deal for us to be bringing on new show to san jose. we have the opportunity to return year over year for a while now and we have brand-new to santa's a show called reindeer games. so for those who maybe haven't been to enchant our world's largest christmas light maze is are based on original stories that christmas stories are all stories that we produce in house. >>and reindeer games. the maze experience is sort of like the

manifestation of that story and as a guest of inc and you're going through that story and you're finding the missing sculptures and in this particular story, they are missing sleigh bells that the reindeer wear around their to fly, to be able to fly and the forest friends of theirs have lost them. and so as you wander through the maze, you're finding these gigantic absolutely stunning larger than life sculptures different forest animals and and the missing sleigh wow, that sounds like a lot of fun. and we, of course, had that split screen moment when we were playing that video. >>of previous years, people enjoying the maze. tell us a bit about what makes this the largest christmas maze in the world. oh, my gosh. that's a good question. so everything that we produce inch and is a regional from start to finish. it takes 7 different artistic skill sets to bring one of the sculptures to life from ideation to what you see when you're at paypal park. >>we we dream up. experience that takes up the entire pitch

at petco park. its massive these sculptures that the tree at the center of the maze. you can see it at the center of the maze is 100 feet tall. it is. it is a stunning, a stunning piece of our history to witness in real life for us, we are incorporating ice skating into into the middle of this larger than life. lit experience having. i mean, there are just hundreds and hundreds of people to kind wander through this space and they're finding a surprise until it's around every corner. >>yeah. and how long would you say that this whole experience would take say for a interested participating. >>is such a good question. get asked this really regularly. i would say for starters, it depends on your frame of mind to you're going with. you're going with a friend group. you can hang out for a couple hours easily. i have 2 little girls of a 5, 8, year-old. so i asked to me in a really big venue like this, it'll be

probably around 90 minutes before a need to sit down and take a break. and that just kind depends it. and then, you know, as a mom, you can make all the plans that you want to make off and but those little ones kind of dictate what you're doing. so i would say at least 90 minutes and you will have a very incredible experience. and if you have it in you to go a little bit longer, there is just so much to so much experience. we have them. really excited. we used to program a main stage early days of inc. and we're bringing that back to the experience this year. so there will be local acts on a main stage to catch just a great place in the event experience to kind of just take a breather. i this is just really large. then you and you typically don't go to paypal park and expect to wander around a whole bunch. when you when you're 10 activations there this experience, we are asking you to really explore everything. and so i think yeah, with kids and i think about bringing my girls, i'm
