>> this is a picture girls like surprise me with auburn odds. just like any other parent. she thinks the world of her 2 daughters, fathers. here we are old has the this is what a lot of this stuff is happening. but she's even more proud as it's been 5 years since her daughter spoke out against their longtime taekwondo instructor. >> and family friend andrew side, a man who taught her daughter's taekwondo for more than a decade. so the girl saw a big brother, bob knox says he abused power. a group of kids camping. >> and he would be sleeping in the tent with all the kiddos. eventually the daughter spoke out and so was charged early 2019. his case was then postponed for years due to pandemic restrictions. but on monday, he will be sentenced, convicted of molesting mob. a dog's 2 daughters. you think

there's a gratifying feeling on this as a parent? >> i place my kids in his hands. so him being arrested. i can't tell you how that really feels. now. part of his sentencing is that has to spend 60 days on house arrest, which he's already done because the case has been delayed so many times. another component is registering as a offender. under megan's law for up to a decade. but one of the big issues that the parents have is that, sir, is still the owner of this taekwondo studio and can still work with children even after his sentencing. >> another big issue is that the offender registry laws say since he is the owner of this taekwondo studio, it's really up to him to declare himself as a offender to families and he had his rights taking care of now that he's guilty, who's protecting the innocent? we reached out to the district attorney's office and they never gave us an explanation as to why he can still work with kids. >> they also told us, sir, has to report his offender registry to his students. but

when we clarify the part of the law that excludes business owners, they didn't respond. this is a loophole in our law. >> there needs to be something to protect our skits more. > we tried to reach out to and recite with 2 different phone numbers. we tried to reach him on facebook. >> email and instagram and we have not been able to hear from him. but the district attorney's office did tell us if he does violate any part of his sentencing, he could serve prison time reporting here in san jose. jack moment. kron 4 news. >> cal fire employee is in

custody accused of setting multiple small fires in the north bay cal fire. law enforcement arrested robert hernandez this morning at the howard far as fire station. investigators say hernandez set fires across sonoma county and guy bill healdsburg and windsor hernandez is an engineer with cal fire, according to the agency, he's been connected to 5 small fires within the last month he was booked into sonoma county jail on arson charges. switching gears now, live music, pretzels. plenty of beer and a cute dog dressed up in leader jose. >> it's a block party in downtown san francisco tonight and it was packed barktoberfest. it's the first events be held in california's first-ever and her team. and so october fest is an annual event in the city. but because of the new entertainment zone designation, people were allowed to drink alcohol on front street between california at sacramento

livermore. 83 in concord is 77 for high in santa rosa. but as we head through the weekend, these temperatures only going to rise, especially inland. you're gonna be in the 90's. i think get a little hot as we head in towards sunday and monday right now that storm system that rolled through the state is now making its way east. and you can see some rain toward the vegas area. also parts of arizona's. we're seeing most that move out of town now looks like high pressure settle in nicely just in time. so tomorrow we're going to watch these temperatures warming up. you're probably in the 80's in san jose under mostly sunny skies starting out some patchy fog in oakland early plenty of sunshine, warm weather by the afternoon. kind of touch and go. you can see that fog kind of burning off hanging out the sunset all day long about 63 degrees downtown. unless the governor has a different proposal. >> that is going to do. get come up with something better. folks like me are left with no other option. >> antioch mayor lamar hernandez store urging other city leaders to support a measure that would increase

penalties for retail and drug crimes. this comes after governor newsom expressed opposition to it. mayor thorpe is asking other bay area leaders to stand with him on voting to pass prop 36. he says reforms already passed by the governor. help have helped combat large retail crime operations. but many small businesses still have to deal with. the petty theft were seeing. the measure would also provide lifesaving resources to treat people dealing with drug addictions. >> local level, we don't have anything. my. >> region is unique as an eastern contra costa county. there are no homeless shelters, know congress at homeless shelters. there are no places for people with mental health issues go to. and so we've been left to dry. and that's not fair for the citizens of antioch. it's not fair for the citizens of eastern contra costa county. >> newsom says if passed the bill would have significant consequences for marginalized communities. and tonight, caltrans is closing a section of i-680, for the weekend.

games at the oakland coliseum. dan kerman kron. 4 news. >> east bay residents are speaking out. that's against the closure of the pittsburg, antioch amtrak station. those protesting the closure expressed frustration at the san joaquin joint powers authority board meeting today. they say city leaders fail to notify them of the decision to close and relocate. >> decommissioning discussions. they went on so long and they involve so many players. it is convoluted. and i understand why members of the public and others say they can't find a neat path of communication, particularly to the city council by by any of the entities. >> as of now, leaders are moving forward with the relocation to oakley. the nation's longest-serving park ranger betty reid soskin celebrated her 100rd birthday today. staff and students from the middle school named after

her nelson brought gather to honor her with handwritten cards and photos from her career. soskin has owned a record store authored books and been honored by president barack obama and mills college in oakland. when asked what her advice for the young people are. but he says she tries to live in the moment. >> i have read every single day individually i've never tomorrow, had anything to do with and always absolutely immediate time. >> since retiring, betty has been working with the filmmaker to complete documentary about her life. the film will focus on her experiences as a young african-american mother living in walnut creek producers are hoping to have the film completed by next year. and it's time to wake up and smell the concern. the world's largest and second largest coffee producers are having some trouble with their crops.

and for my reading of all the legal documents in the da did not follow procedure, did not do what they should have done and particular case. but then like i say, as a judge then kick this case out of court and not give the family their day in court, no matter which side of the fence you're this one because remember, district attorney o'malley said this case doesn't rise to manslaughter, but then you had pamela price who won the election. and so the winner goes the spoils because this is what alameda county voters wanted at the time. and that's the the have their pleas prosecuted by pride. she's doing exactly what she said she would but notwithstanding

>>so how hopeful are you that this is going to make a difference for bringing union square back to life? >>well, we think it's great news. we've been watching this and are really glad to see that it's finally here and we're thankful to 17 and governor newsom for signing that now. and, you know, union square is where people come to shop, dine and play. you know, we have 12,000 hotel rooms, lots of shops, lots of places to eat. but, you know, we don't have a lot of people living in union square and actually we see moving into the future that that to change. and we would like to see square toward being more of full service urban neighborhood where people live, where people work, where people do all those other things. and we think this is one of tools we need to keep moving toward that. it take a while. it won't happen overnight. but this is a really critical moment. unlock those possibilities. we've got lots of beautiful buildings, some were not well utilize on the upper floors and we love to get going with this see how

many we can convert over the next few years. have you gotten any early interest at all yet from the housing developers at this time? >>folks are waiting to see, you know, that the economics of these projects tricky. it's expensive to convert. >>and really until this happened, it didn't really work very well. i know there's lots of people that are interested and we will certainly we do all we can to reach out and sort of make sure that everyone owns the buildings in union square really all of downtown. that this is something they can do make sure they know how it works connect them to the right people. >>what do you also think that bringing housing to union square is the most effective are the best option opposed to attracting more local business to the area? >>it's not an either or we have to do both. i think we're still committed to our ground floor. space is being fully occupied by retail and restaurants and entertainment uses. and this is really for what happens above the ground floor so much opportunity in

these buildings to to do housing and other things above the ground floor. it's really not an either or we should really be doing both is it can certainly as we can. >>all right. got it. and so maybe is to your point, these changes will take some time. write the bill does go into effect of january next year. potential construction is going to take some time as well. so walk us through the situation that union square faces right now. i should people be concerned about their personal safety and what is the foot traffic looking like at this time? >>from traffic is steadily going up. you know, it dropped during the first year of covid and has every year. since there's more police and other security that we've ever seen incidents to occur. but you've got to really look at them from the larger picture. pretty few and far between. >>you see a picture that showing that one of the events we have in union square. office is right in the middle. i walk around that. go to it's clean. it's you know, it

anywhere in person. the state department announced the changes this week to meet a surge in demand. data shows more americans than ever are catching flights abroad. thing in 1995%, of americans have passports and now just over half of americans have there has been real need. the online renewal process is available to adults. 25 years old and older. >>with a 10 year passport that either expired in the last 5 years or will expire in the next year. the state department says online renewal will not change the speed of the process. the current target is 6 to 8 weeks for a new passport. but with a backlog of pandemic era applications complete, we are actually returning passports much faster than that. the state department tested out a pilot of the online program in june and plans to expand who's eligible in the future. the now 24, 7 online portal can be found at travel dot state dot

volunteers will head out to local beaches, help pick up trash and debris. >>that's all for the california coastal cleanup day. it's the largest volunteer events in the states. kron 4 stephanie land spoke a santa clara valley water district board. vice chair richard santos to learn how the cleanup goes beyond just the beach. so first off, what people think of california coastal cleanup most folks might think of picking up litter from their local beach, right? but >>here in the bay area, there are lots of other waterways that need some cleaning up to. so tell us a bit about the areas that your where you're hosting cleanup events this year. >>know, we have a lot of rivers, a lot critics who caused the 2 biggest ones of the guadalupe in know the main crease, the goat flow to the bay. so israel vital that we continue maintaining enough, the hazard materials and trash and you name it. and so we're very blessed to have volunteer the make america great. >>yeah. and you mentioned those 2 waterways,
