of the south bay. cal. fire crews are responding to a business on fire in morgan hill. video shows flames and smoke coming from a napa auto parts store on monterey road. just about a mile north of morgan hill caltrain station. no word yet on what sparked the fire. but an investigation is underway. and dangerous and deadly pedestrian safety advocate speaking out tonight after 2 deadly crashes on san francisco's lombard street in just 2 weeks. >>state senator scott wiener is currently waiting on the governor to sign a bill aiming to make state-owned roads safer. kron 4 sarah stinson has the latest details. >>the non-profit walk assesses putting the word out about the 2 recent pedestrian deaths by putting signs up so far. more people have now died after getting hit by cars this year compared to 2023. new signs hang along. san francisco's lombard street working to sites where a pedestrian got

hit and killed by a driver. the nonprofit walk says the 2 recent deaths are adding on to an alarming total. we've now had 18 pedestrian deaths in san francisco. a 7 year-old woman was hit by a driver on september 12. >>at the intersection of lombard and laguna streets, she has since died from her injuries. then on saturday, a 52 year-old man was hit and killed by a car on lombard and goff streets. my heart broken for. 2 families who just lost loved ones 2 weeks right here. the sign's caught the eye of ohana magnussen who has lived off of lombard for nearly 30 years sends a message to me that it's not safe to walk around in neighborhood. magnussen has also been driving for lyft and uber in the city for a decade. she says she sees a lot of reckless driving. i see people running red lights, least 5 to 6 times a day. and it's just a disrespect for human life and has to stop. >>and have you ever seen anyone pulled over?

>>almost lombard street is one of the main arteries for drivers to get to and from the golden gate bridge, marta lindsay with walk sf says speeding has become out of control. and number one thing that needs to happen on this street is to come down. and right now it designed in a way that encourages drivers to go way too fast. its speed limits 30 miles an hour. despite being next to resident, you know, these are residential streets. >>a bill put forth by state senator scott wiener aims to help make stay on streets like lombardi safer. make sure. >>caltrans is working closely with the city of san francisco on lombard 19th avenue, all of the various state on roads and san francisco to safety. i know a lot of art is a very fast street. this is senator wiener. second time putting forth a bill like this. the last one got vetoed by the governor, but he's hopeful this one will get signed. the governor has until september 30th to sign or veto bills.

>>i'm stephanie rothman. governor newsom officially signs a gun control bill written by san francisco assembly member haney. the bill notifies the people mentally incompetent to stand trial. so they get banned from buying guns currently in california. if a court finds a person's mental illness is making them incompetent to stand trial during a felony criminal proceeding, they are banned from buying or owning guns until the court restores those rights. but those deemed mentally incompetent in misdemeanor cases do not have that report it to the doj. haney says this bill closes that loophole. and governor newsome also be doing 2 bills. one would have acquired public high schools to make condoms available to students in his veto message. newsom says he appreciate the bills commitment to the health and safety of students. but added that the bill would have created ongoing cost pressures to the state in the millions. the governor also rejecting a bill that would have required

state agencies administering homeless programs to report the costs and outcomes of those programs. the bill's author says he wrote it after a state audit shows california spent more than 20 billion dollars on homelessness programs. yes, phil, to track the outcomes of its actual spending in his veto message. newsom says he fully supports efforts to increase accountability and effectiveness of state homelessness programs. but added he recently signed other bills that address the same concerns. in response to the veto assembly member josh hoover wrote this in part, governor newsom is doubling down on his failed response to homelessness. congress will likely avoid another election year. government shutdown. lawmakers are teeing up votes to pass a funding plan that will keep the government running. alice through december, 20th artes at our dc's raquel martin reports. this bill is expected, though, to move quickly. this was probably one of the least dramatic funding fight that

just wasting away in the environment. but what if they could be recycled and reused? one big on the governor's desk says they absolutely should. and >>the truth of the matter is that the battery that is in the electric vehicle, it's very useful. even at the end of life of the vehicle. that's why state senator ben allen says he authored senate bill 615, if signed. it will require battery suppliers and automotive manufacturers to when possible. >>recycle electric vehicle batteries. the bill which is now on the governor's desk specifically will put in place guidelines for manufacturers to recover the battery once an electric vehicle has reached its end of life and then get that battery back into the supply chain. for reuse that battery could either be refurbished and turned into a new electric vehicle. battery. >>it could refurbished to be a different type of battery. it can also be broken down into its component parts and used for new batteries or other types of technological uses.

he says the bill is especially important the state sees more and more electric vehicles on the roads. >>data from the u.s. department of energy showed as of 2023, the state had more than 1.0. 2 million electric vehicle registrations. all of it comes as california prepares to ban the sale of all new gas-powered cars by 2035. if we could figure out a better way to make sure that we're collecting those batteries. >>when the cars are at their end of life. turning those batteries into something useful as a second generation is a 3rd generation. we're going to save ourselves. a lot of cost. a lot of environmental damage. a lot of need to go off to other countries to extract some of these these just smart policy and approach terms of what we can do. wendy's batteries at the end of their lives those soto's works for redwood materials company already doing work in california and across america. >>to recycle ev batteries and get them back into use. redwood fully supports senator allen's bill. a huge opportunity for us to retain

without crucial benefits, including health insurance kron four's lezla gooden spoke with the workers about what's next. >>yes, just 48 hours ago, the food and beverage workers here found out that they will not receive severance pay or any health benefits. many of them have been working here from 20 to 30 years. and they tell me it's a terrible way to say goodbye. oakland a's workers are devastated after learning on monday they will not the benefits or severance pay after their final day. when you're 24 years. i remember when i first started unite here, local 2 who represents the hundreds of workers here at the coliseum says the decision to deny workers benefits. they have already earned violates their union contract. we also made a request to air march. said no to expedite arbitration, the work wouldn't have to wait a long time. and they also said number. >>they are filing a legal grievance as their next steps.

not used to is gun fire. breaking out now. we've been showing you all throughout the day where that car eventually came to a stop. but i was able speak with a neighbor and she was mentioning to me that she actually saw the suspect vehicle enter into her freeway for a short period of time and she heard shots ring out from here as well. and of course, we've reached out to the sheriff's office are working to confirm additional details. the sheriff's office mentioning to me that they're not able to release the identity of the suspect just yet as they're trying to get a hold of that family. they're also not able to tell me why that individual was pulled over in the first place or if the suspect has a criminal past. and with that, we want to go ahead and pay the situation for you and take you out to a map. county eputies say they attempted to pull over all for pickup at marysville road near shadow brook trail and browns valley. the truck didn't stop triggering a chase. a truck would lead authorities through neighborhoods and eventually come to a stop.

east bay home overnight, destroying everything in sight and killing a man who had been planning to get married. police now calling this a murder investigation. and union city police say a 66 year-old man died after the fire sparked early monday morning. that's near 14th and f streets. officers say they were able to evacuate everyone, but unfortunately the victim did die from his injuries at the hospital. police had initially arrested a man and a woman in connection to the case. but the woman has since been released. police didn't tell us the details as to why, but they said the investigation is ongoing. and we went to that house today and found a woman who lived in the house looking for anything that could be saved with her daughter in law as her translator, the woman told us in spanish that the man who died was her fiance and he saved her life. in fact. >>so that you don't it. in yet again

>>i'm happy to say that we have experienced in the last 72 hours. 0 shooting, sycamore square and the corridor along which it rests in antioch is incurred 15 gang-related shooting since labor day. and so far the police department has not made any arrests in response, police have increased its presence in the area. we've had a staffed. >>2 men car that's been out there since last week. the chief has recently extended that staffing it through this week and into next week. the sycamore corridor radius extends about 3 blocks and sycamore square has long been known locally as an open air drug market. >>and during a news conference at city hall wednesday, mayor lamar hernandez thorpe said if you had his way, he would shut the entire shopping center down regardless of where you live in this city where you live in the hills or you live in sycamore, everybody in this community deserves peace and tranquility. mayor hernandez thorpe is exploring short-term solutions to the problem. >>he is requesting more help from the california highway
