with the kron on app. i'm stephanie rothman, for-profit bus and one month's time. it's in the latest san jose case. 2 women have been charged with human trafficking after police found them operating a brothl right off mckee road kron. 4 shaq moment has reaction tonight from their neighbors. >>san jose police the months to investigate this specific broth on east side. san jose and when they were able to make an arrest, they were also able to find and rescue to human trafficking victims. but the city council member who represents that district, peter ortiz tells me he's afraid that the human trafficking suspects are preying upon latino and asian immigrants in that community. >>for months right off of what he said. san jose's busiest intersections. a brothel was running in plain view. i live. >>in the apartments next to where this brothel was discovered. city council member for district 5 peter ortiz says this recent bust comes as a shock. these are people's daughters. these are

people's family members. san jose police say they found 2 victims of human trafficking at this apartment after a months long investigation. the apartment is now boarded up the ring camera broken on the floor. >>that's she nelson lives in the same apartment complex and said while the months were going on with this brothel functioning. >>she had no idea. yeah, it would have been nice to know. >>from the officer roles, then a farm what was going on. police say this is the 4th brothel bust in san jose just this month. >>3 of them were in the same neighborhood. these investigations go back months with officers going undercover as clients. police records show text messages exchanged between investigators and people accused of running the brothels. they include photos of the victims sent to the detectives and offer its like $120 for 30 minutes or $160 for an hour. police say they

were then sent the address to where these brothels were allegedly happening, which led to the arrests were working with the san jose police department as well as the county and their human trafficking task force to make sure that we can identify instances of this throughout our neighborhood authority says human traffickers prey on latino and asian immigrants in east side. san jose, they may not speak english fluently and and so they less likely raise those concerns. too much trafficking is a crime that is horrendous. you know it. it preys on are in and it's innocent and most vulnerable populations. and and we're not going to stand for that. in a city council member, ortiz says that he's looking forward to eventually cracking down on more brothels throughout east side, san jose. but he may not have to wait that long as >>this week, governor gavin newsom signed off on several bills which will now be laws which will make it better protections for human trafficking victims and also make it easier to prosecute human trafficking suspects reported here in san jose jacmel. but kron 4 news.

>>on the peninsula, 14 year-old faces attempted murder charge tonight after allegedly stabbing a high school student. the sad thing happening shortly after noon today at the south san francisco high school police say the 14 year-old got into a fight with a 16 year-old student and ended up stabbing the older teen. some students we spoke with say this incident is impacting their mental help. >>it's killing me right now not know whether the kid is ok or mentally. yeah, i'd say really my heart right but prayers out to the family. >>the 16 year-old was transported to a nearby hospital with non-life-threatening injuries. we will, of course, update you. once we get more information. and vice president harris arrives in san francisco tonight. it's ahead of a presidential fundraising event tomorrow. the men called an afternoon with vice president kamala harris will have to cut prices starting at $500, even more

around the bay area this time of year. that means pretty good weather specially for fall. right? nice weather out there now. a couple patchy fog likely to form as we head through the night tonight. it's tomorrow morning. so plan on some patchy fog to start out your day early on. and then the fog on the boat pull back toward the coastline it's going to linger out for the beaches of senior. have those nice clear skies like we had today. you'll see it on the models. start pick up on it too. patchy fog begin moving along the coastline as early as tonight and tomorrow. well, we're going to cool things down just a little bit. not bad in the san francisco lot of 60's out there tomorrow afternoon. so today we're tapping out the mid 80's. so that's a big pullback from what we had today about 60 right. the sunset patchy fog out toward the beaches. cooler weather right along the immediate coastline, probably 50's and some low 60's sneak inside the bay. start out with patchy fog in the morning that sunshine breaking through about 10, 11 o'clock in the morning. and then you're off and running with really comfortable weather. 67 degrees in millbrae about 71 degrees. foster city. 75 degrees in palo alto into the south bay. you've got some 80's and some 90's likely as we head toward the interior valleys well inland tomorrow

afternoon. and then we're going to get back some hotter weather. i think as we get into next week. so this weekend catch a little bit of a break from the heat. it's been up and down all week long going from hot to much cooler. and then one of those temperatures up again getting a little hot in parts the bay area today. but i think by tomorrow we cool things back just a little bit. then as we get in toward next week, guess what? we start cranking up that temperature again. and there we go by tuesday and wednesday. likely going to see some triple digit heat returned to the bay area. thanks, lawrence. >>napa police have identified the victims in yesterday's double homicide that georgina padilla and ralph patino. the 3rd, the incident happened shortly before 10 yesterday morning on lincoln avenue about a mile away from napa high school officers found padilla and with gunshot wounds outside the house. about 4 hours later, police tracked down the suspect who shot himself after leading police on a chase. and then a standoff. the suspect has been identified as bell. those are juarez. he is in custody and recovering at the hospital.

and a crash led to some major traffic delays in the east bay today. take a look at these pictures shared by chp. there you see a car flipped and standing on its roof. chp says the crash happened just before 6 this evening on westbound 5.80. that's east of lot. lakeshore avenue in oakland at the start off or westbound lanes were blocked and they have since reopened. but there's no word yet on what led up to this crash. and a victory rally today on lombard street. a bill introduced by state senator scott wiener aims to enhance safety on state-owned streets. governor newsom signed it today and it requires caltrans to prioritize road improvements for pedestrians, cyclists and public transit riders on the state-owned roads. the department now must come up with a plan to prioritize public transit on these corridors by january 2026. create a plan to improve the ryder experience by 2028.

news at 11 30. i'm stephanie rothman a little more than 24 hours since hurricane helene made landfall. it's now been downgraded to a post-tropical cyclone. take a look at the damage left behind, though. plenty of it. the storm left a path of destruction across florida and the entire southeastern united states. it's killed more than 40 people in 4 states. helene is the first known category 4 to

hit the big bend region since records began in 18, 51. >>the destruction, though, was immediate. the strong winds and the rain were snapping trees, tearing apart homes and causing flooding as far north east as tennessee. least. 54 people today required rescuing from hospital roof. all this as 4.6 million customers from florida to virginia were without power. >>and while the way the rain has subsided over a million people still remain under flash flood emergencies. >>state leaders pleading for caution and patients. >>the end of the rain is not the end of the threat. we can't stop the way the waves. >>can't stop the rushing water can stop the and certainly can't stop trees from being uprooted. >>president biden says 1500 federal emergency crews have been deployed to help leans aftermath. california is sending 150 firefighters and support personnel. and

florida's capital city crews are working to make streets passable and bring power back on reporter asher redd from our sister station in tallahassee gives us a closer look at some of the damage. >>hurricane helene may landfall as a category 4 storm just before it shifted east away from tallahassee. now, while that shift tallahassee on the weaker side of the storm, that does not mean that damage like this would not happen at its worst city. officials say tallahassee saw at least 50 roads that had been blocked due to downed trees. this particular tree falling on an apartment building in a wooded residential area. millions of people across the southeast are without power due to the effects of helene 53,000 of those without power. we're right here in tallahassee, linemen from as far as rhode island and connecticut have restored a majority of those power losses. as for the unincorporated parts of leon county, they have made tremendous strides in cutting and tossing all trees blocking their major roadways. are county officials also say that

there are still a few branches that are tangled up in some of those power lines in the unincorporated areas in tallahassee, florida, a master >>back california. governor newsom has signed a bill to protect vulnerable youth in residential treatment facilities. paris hilton actually sponsored this bill. she was a victim of the system herself. this video shows her at the state capitol earlier this year. she was lobbying in support of the measure known as the accountability in children's treatment act. she know the bill would require the state department of social services to publish data about every incident in which seclusion or restraint was used against a child in treatment. the same u.s. then notify parents when such a strain has been used against child. helton sponsored the bill hoping to prevent conditions. she says she experienced herself in a residential treatment facility when she was a kid. the legislation is expected to take effect in the new year. a ranch owner from santa rosa is

impacting borrowing rates broadly across the housing market for those looking to buy right now >>well, it may be more affordable to borrow to for the same price to home. i'll be sitting about $400 and in bay area markets. well, over $1000, a month that homebuyer saving for the typical price time. just because interest rates have fallen so much earlier this year. >>okay. got your report. also says the average 30 year mortgage rate fell to 6.1% in mid-september from roughly 7.2% at the end of april. this was before the fed made its latest cuts. can you walk us through what was happening there? >>the market was anticipating that that was going to great economic data on inflation have been coming and things are looking good. so already mortgage markets are moving and that's why came down even before the meeting when the fed did last meeting with basically what the market was hoping they would do, which is the bases plans. they also signaled that they were going to go to slurp is moving forward. so that makes news is

why interest rates really didn't change much that ok. so let's talk about housing prices for us here in the bay area, which areas you see the biggest drops happening and can recommend. >>and recommend prospective buyers. take a look. there. >>homes that are sitting on the market are homes that may need some work or overpriced to begin and not so much any particular neighborhood. it's really just the homes that were a bit over ambitious with pricing to begin with another's homes are coming down in price with mortgage rates coming down. are much more affordable than they would have been. if you had thought just a few months ok, and what about people looking to sell in the bay area? what's your guidance for them at this time? or higher should be coming back to the market now. the rates are lower but still important to get your house move in. ready the most moving ready. homes are the ones that typically get the most offers. people don't want to deal with work like, i paint or delayed maintenance right before the move and said getting all those things in

order is the best way to prepare for right. and what is your advice for those with existing mortgage payments when it comes to refinancing? well, you don't have to refinance or entire loan. you could get a he lockridge is a second mortgage essentially. and i would like take some equity out of your home without touching it. that original mortgage people have gained a lot of equity is since the pandemic because of how value got. also people are paying down the mortgage. need to an actual money, whether it's before a home renovation project or something else, a home equity line of credit is a good way to get that do you anticipate mortgage rates to continue falling in? what about the cost to acquire property are expecting those cars to go down. mortgage rates will come down between now and the end of next year. but anticipate that and in that time, prices will go up because people will try to take advantage of comic trade-in already gunned down. so if you wait too long for it fall even more, you may end up paying more in terms of the sticker price and demand in a wash. i think it's the best to

built in the 1960's, there are no professional sports teams playing here. what all goes well in the years ahead, this entire site will get a makeover and professional sports will return starting next year. >>in an emotional and rousing display a's fans said goodbye to their team during thursday's final home game at the coliseum. but the cheers have faded away. the a's are moving on. the coliseum now sits quiet, but definitely not forgotten. in recent months, the oakland-based african american sports and entertainment group or a a s a g has reached deals with the city of oakland, alameda county in the a's to take over sole ownership of the property, which includes the nearby oakland arena. they are now working with a developer to re. imagine the future of this historic location. >>i'm really excited about the new chapter of the site a ball. that is the entertainment group's president. he says they are looking at possibly dividing the coliseum. >>into 20 different development pads that could be used for housing, open space and retail. and while a final plan is probably still a few years away, he says the public will be part of the process.

the opportunities for what we can build there. >>are extremely open and the community is going to have a lot of input in the east bay regions going to have a lot of input into that. >>also says that in all versions of future redevelopment, there will be sports. he says the coal seams immediate access to several forms of public transportation and the fact that the site is already set up for professional sports makes this location very attractive starting next year. the oakland roots men's soccer team will play home games here, says they're talking to other leagues as well to hopefully bring back those cheering crowds. we you know, excited about all aspects of this of this development. but major league sports will be back in oakland says it's not beyond the realm of possibility that one day a major league baseball team or an nfl team. >>could return here to the oakland coliseum. but for now in the east bay, charles clifford kron, 4 news. >>taking matters into their own hands and knees. oakland's

residents and volunteers met up along a busy corridor they say is plagued by blades and illegal dumping kron four's. philippe coste spoke with some of those neighbors who say they hope the day of action helps to clean the streets for good. >>stephanie allen has called east oakland home for more than 40 years. she lives a few blocks away from macarthur boulevard in myers street legal dumping and a nearby encampment are tarnishing her community. i do a lot >>complaining. >>but i want to part of the solution to that is why she joined up with other neighbors and volunteers friday morning picking up trash along the corridor that is struggling to keep families and businesses in the area ever come out and make their own community to help come out, to pick up trash to get along with each other and they can do that. it all due to law order that. >>a gathering marking councilmember tree. where reads 3rd community safety

>>kron four's your local election headquarters. we are now officially less than 40 days until election day in california. republican party leaders say they're not wasting any time. our capitol correspondent eytan wallace spoke one-on-one with the party chair about new efforts to reach voters. >>knocking on doors and making phone calls and turning out the vote. that's exactly what california republican party chair jessica millan patterson says the state gop has been doing and we'll continue to do to reach voters. now less than 40 days until election day in just a week and a half until ballots go out in the mail to every registered voter in the state. >>the republican party is here and we're here to help. it's a message she hopes resonates with every voter, but especially with specific demographics of voters. >>who historically have largely not registered with the republican party, including many in the latino community, work that we've done. anderson, who is the first latina to ever lead the

have everything from civics lessons to cost less. with specific phone banks that occur in each one of these community centers. efforts like that, according to patterson, have helped the gop make inroads statewide. >>in fact, voter registration numbers released by the state show between october 2023 in july of this year. >>california saw increase in registered republicans by nearly 200,000 voters. in that same time period, registered democrats saw a decrease of more than 112,000 voters and no party preference. also take down by more than 64,000 voters. patterson believes that could help candidates and a handful of close congressional races, including the race for california's 9th congressional district. just south of sacramento between incumbent democrat josh harder and his challenger, republican stockton mayor kevin lincoln going to washington. my focus is policies that help facilitate economic opportunity. feeling confident out 2024, i feel very good about 2024, but so too, are democrats even with republican

gains registered democrats still outnumber registered republicans by about 2 to one in california. and as pertains to this congressional race harder recently held this fundraiser featuring democratic house minority leader hakeem jeffries. hundreds of people showed up. people are fired up and they're ready to go. they are excited about what they're seeing across our community and can keep that up. but republicans say they're the ones with the momentum. >>the enthusiasm is 100% on our side. we're not just going to be holding the house majority in california. we're going to be growing reporting him or tom wallace kron 4 news. >>fentanyl has become the leading cause of death among young adults now surpassing accidents and suicides throughout the country. we continue to witness a steady increase in drug overdose. fatalities leading to an ongoing public health crisis just this month, placer county became the second in the state to convict a defendant all related murder, making it the 3rd fentanyl related murder conviction for the county reporter kristina. but he says in auburn where the latest

fence and albert lay to trial for placer county was held. >>in a sit-down interview with da geier, we spoke to him regarding how office is choosing a tackle for a and a related cases. he described it as an aggressive enforcement and prosecution of the fentanyl epidemic when it comes to people who are selling fentanyl, our community. >>we will be very aggressive and very tough on ultimately prosecute for murder if they if they kill people. we've done that now on 5 separate occasions and 3 of those have resulted in convictions. the latest conviction in place or was of carson on september 17th. a jury found showy 23 guilty of murder for selling cade web. >>a pill that contain deadly amount of fentanyl in 2021. making it the first spend all related trial to go to a jury in placer county and second in the state. i was very happy with the results. i don't take it lightly that we are charging a young person with murder. >>but under the facts and circumstances of this particular case and the law,

it was the right thing. guyer says that with the combination of aggressive prosecution in educating the community on the dangers of fentanyl can lead to getting the opioid drug market off the streets. >>he has been an advocate for the one pill can kill plaster campaign. the charity raises awareness on fake pills made with fentanyl that can lead to death. it is an aggressive campaign to get the word out there in hopes to save lives. geier said placer county has removed enough off the streets to kill 4 generations of placer county residents. currently that population is over 400,000 when asking da guy or what his message is for those selling the deadly drug. this is what he said. number one, stay out of placer county. if you come into this county, a new cell. >>we will lock you up if you sell and kill will lock you up for murder. and i hope that that message resonates with dealers all over the state and the a's are becoming more and more aggressive and hopefully people will just choose a better path just to put that

the blaze. the share more about the story kron 4 stephanie land spoke with pulitzer prize winning author on wayne and oakland artists. many fine. well, thank you so much for being here. it's incredible to have local talent here as well. could you walk us through the story line and what is fired you to really bring this to life? >>i think your idea first right? >>yeah, i was my idea. so in 2020, there are so many unprecedented things happening. and so i was using our and creativity to process and feel through the the the year. and i thought, well, what are kids doing? children doing right now to understand climate catastrophe, global warming, all these big feelings. and so i wrote a story about a girl and how she uses art to process that. and actually the story start out as a wordless storyboard that i then sent to visit. what was your reaction when you saw the storyboard? i'm not an artist. i can't anything so impressed by stick figures, but many it's actually much more

talented than that. so just impressed. i was intrigued by the premise and by the sketches. and so then i wrote story that we and i name the character. simon after your daughter after my daughter and then our editor thought, why would that make a great title? >>so it is a book about the wildfires, but also about some owners of spunky little girl. >>who uses the power imagination. and as the father of a daughter, i really wanted to have a story. but a strong central girls character. it really is as beautiful work. and i really hope that people who are watching this do have a chance to check it out. >>we actually are playing of some video. i believe you giving a presentation about the book you interacting with some fans, perhaps of the book a great side by side moment but, you know, a few moments in the story did stand out to me as they were evacuating from this fire. the mother, she does turn to simon and she said that she'd been through this before. and i think that's a line that is so relatable. i for so many of us, especially those of us immigrant stories. so how did you draw from your own

personal experiences perhaps to craft this story on the refugee? my parents are refugees, i think are descended from refuge and by one generation. >>and it's not just the refugee experience that makes me think about climate refugees today. but the fact that in getting on. >>there have been climate refugees in addition to war, refugees. and so i knew stories about getting on being flooded during hurricanes and typhoons and the like. and comes at you one of the most most endangered countries by sea water rise. so just want incorporate all that. our background is getting these refugees and means americans and the fact that we're all connected now to the climate. yeah, absolutely. how did you tap into what that was just swept just describing there to really bring those words in those ideas to life. >>so it was a really collaborative project actually in their original story board. there was a moment of memory of the bones of the story of the mother telling the daughter about something that happened to her in vietnam and its vet pushed even further and added the words out of the tax and added the gentleness to the story. yeah, you both

do such a fantastic job with % is you want to add another thing you're this gentle as we can make it into horrible and of course, you know, we wrote this book i think a year ago were finished a year ago. and then as we now everything's changed. i mean, there's still there's there's climate. there's a flooding flooding getting on those fires in california. so we just got in the situation that has existed for very long time. it's going to be a really important part of our future as well. absolutely. something else and want to bring up was a new kind of tapped into this in your earlier response. but the main character, simon, she taps into or artistic abilities as a way to process of bring her peers together during a very unpredictable tumultuous time. can you walk us through the decision to make her creativity and her artistic perspective? a focal point of the story as well. >>well, that's because you're an artist. yeah, so definitely them artist. and i also think that >>for i think that the experience of being a child is in a sense of powerlessness, like what can they do? have these big kids, all these big people are running around

making these decisions telling me what to do. there isn't very much agency as i want to tell a story about childhood agency, creativity as a form of agency, creativity as a way of being able to imagine a future process, the world and really understand what's going so i mean, i think being artist is central to the story. kind of sad that all little kids are artists and they all of that role and do creative things somehow. >>a lot of that is lost as we grow up and we, you know, we discover other talents over discouraged from being artists. and so i want to tap into that universal experience at all. i think all kids love to play with color and shapes and sizes and drawing. >>and to empower them to recognize that this is actually something really important. it's not just play, but it's very serious play. as we tie things off here, you know. >>love to get your perspective on this that we live at this time of tremendous global upheaval. the feels like right or abroad, there's mass shootings. there's a lot of political divisio here in our country. and of course, there's the ongoing threats of natural disasters and climate change. to your point, do you see this work as a way of

but nice look outside tonight. what a beautiful day. and a gorgeous evening out there, too. and some temperatures. yeah, they warmed up quite a bit again. in fact, it was 19 degrees. warmer in san francisco today jumped a good 12 degrees in san jose. 16 degrees warmer than 24 hours ago in napa. so yeah, those couple last couple of days and really we said these temperatures soaring so how about san francisco? that's a hot day for san francisco, right? 86 degrees, of course, that was live. maury be thinking not so bad, but for san francisco. 86 is a pretty hot day. 89 in oakland, 94 and hot in san jose. 97 in livermore, 96 in concord and 95 degrees in santa rosa. playing this all week long, we've been kind of up and down we're going to do it again as we head toward this weekend sees temperatures going to start to drop a bit. and then next week as well. go right back up see these temperatures soaring, maybe some triple digits early in the next week. but overall, i think the pattern looking favorable for a cool down. we had a little bit of an offshore wind that changes tomorrow and just that slight change in the wind

brings us that night. cool air off the ocean waters and help to drop the temperatures. in fact, much cooler in a san francisco over 20 degrees cooler probably by tomorrow afternoon in san francisco. so high pressure going to try scoot out of town here as we head through the weekend that begins to slide to the east. and as it does temperatures going back off then on monday, all of a sudden high pressure builds back in. these temperatures are going to get hot as we head in toward next week. alright, numbers around the bay area. looking like this tomorrow plan on 60's in the san francisco might need a light jacket if you're headed toward the coastline. upper 50's low 60's there inside the bay. patchy fog giving way to sunshine and 67 degrees in millbrae. 69 in san mateo, then you're gonna see a lot of 70's and 80's in the south bay by tomorrow afternoon, the space to come back up into the upper 80's inland. more about 87 degrees in pleasanton. so these temperatures running right about the average for this time of year. so we're going to cool things off just a little bit tomorrow and on sunday. but after that, what we're talking about another round of some hot weather this could be at this could be the last really of the season is we're going to see a big change. the pattern coming our way as we get into next week,
