this afternoon. we're looking southwesterly winds and those winds. we're kind of whipping around the temperatures in the 90's this afternoon. but that said that fire up a little bit to the north and then eventually that when turn more wesley and then started to spread toward the east. things have changed. now, a lot of those winds are calm that has given the firefighters an upper hand, at least for the short term. but overnight tonight we're expecting those winds to change again. more of a northerly component to the wind. and so that fire is going to start to change in direction and push the embers and flames down in this direction overnight. tonight into early tomorrow morning. going to be watching that very, very closely as likely going to see those winds ramping up as we head through the night tonight and early tomorrow morning. red flag warnings have been posted across parts of the bay area. ironically, they've been lifted in the north bay near clear lake, but we are expecting some gusty winds to develop outside. so really going to be very, very careful this weekend as fire danger going to be elevated throughout the weekend. things

are bone dry out there. of course, we've had record heat this week to start out october and those temperatures combined with just a long summer of high heat going to lead to high fire danger as we head toward tomorrow morning humidity. yeah, it's going to back off. you're starting out fairly moist early on tomorrow morning and then by the afternoon on a sunny start to see that move down in the teens and low 20's and parts of the north and the east bay fire danger going be running high. we all need to be careful this weekend. >>thanks, lawrence. and the south bay. we're hearing from a san jose city council member who police say are investigating last night the san jose police department told us they're looking into a council member but did not say who or why. well, now councilmember omar torres says he's the one and says he was wrongfully detain and question. he sent us a statement saying in part, these accusations are entirely false. i cooperated fully with sjpd and turned over. my pastor is without issue as i have nothing to hide. this

attention was based on misinformation provided to law enforcement in response to a police report i filed against individual for extortion and stalking and is a clear after tele ation from this person. i want to be clear that i am the victim in this matter, end quote. and we spoke with san jose mayor matt mahan earlier today. he says he's waiting on the investigation to play out and is waiting for the facts before making an official comment. of course, we're working to get more details and we'll keep you updated. a san jose family has been shaken up after a burglar steals a whole say filled the valuables from their home. take a look at this. the burglar was caught on camera. there. in the safe to the car before taking off with the getaway driver family says they were at their kids soccer practice when this happened. saturday morning, the burglar broke into the home through a sliding glass door. raonic the master bedroom eventually stealing jewelry, cash reporting documents as well as the safe containing even more valuables. family says they've

>>what are signs of heat exhaustion and hack in bay area? residents be outdoors and exercise safely in this heat. fans are those questions. kron four's justine waltman spoke with doctor todd white sundberg chief of sport medicine. at kaiser permanente in santa rosa. >>so there's a difference between feeling uncomfortable in the heat and when it's actually dangerous and the past couple days with this heat wave, this we've seen that it can become a problem. >>definitely. he canned become problematic really quick. and it's always to be important to anticipate that you want to make sure that you're well hydrated, particularly on high. i heat events like we have this weekend. so if you know you're going to be outside, you want to hydrate going into that. you want to

wear appropriate clothing. and you also have to be careful about what you're doing, how much you're exercising, how much heat you're exposed to. >>and so there's a difference between heat exhaustion and heat stroke. can you go over that for us? >>yeah. heat exhaustion is just kind of when you get tucker doubt. so you've been out in the heat. may be your little t hydrated and you're not feeling good. whereas heat stroke is when actually your body gets into trouble in your core overheats. and that's when bad things can happen. that's when you can start having oregon shut down and there can be some long-term you really never want to get to that point. and again, that's why it's important to anticipate if you're going to be out in the heat, you want to think about that ahead of time, particularly children and the elderly? >>is there i always feel for people have to like work outside someone that used to have to kind of do that. i'm like really hot days. you have any advice for people who are like stuck out there doing construction are their reporter in the heat. >>well, fortunately now there

are some new safety regulations to protect our workers outside. so over a certain temperature, there's built-in breaks for hydration and shade to make sure that they don't get into trouble. and most of the people that work outside are pretty well versed in educated in the safety tips so that they don't get into trouble. but again, it's shade appropriate clothing, hydration. and then you have to be careful with other things like caffeine, energy drinks, energy drinks can have a lot of caffeine and sugar in that. and then you can basically lose a lot of your hydration status from that and also alcohol. you can get into trouble really quickly if you're drinking in the heat. so because they're the wrong type of hydration there. >>we have 3 big football games in the bay area this weekend. the forty-niners at levi's. were they thinking that it could be the hottest game play there ever? plus stanford is playing and it's college gameday for cal playing the hurricane. so could also be hot there in berkeley. advice for the players if they're

watching. also for the fans who are going to be going out there sitting in the stands sitting in the sun. a lot of the seats at levi stadium or just like right in the direct path of that sun blaze. >>they are the players. if you watch football, you'll see the trainers running onto the field and actually hydrating them. and usually they waited players before and at halftime and after the game. so they're very well taken care of. in sports physiology in the sports literature. it's well known that your hydration status affects how you play. so your performance is based on your hydration status so they're well taken care of the fans. another story again, if you know your community and that direct sunlight, you want to make sure that you're hydrating, you want to avoid alcohol and you need to take breaks. get in the shade and cool off. it's also important to take care of each other. so parents take care of the kids. you want to take care of these older adults because older adults, the elderly and the kids really just aren't as efficient cooling off. so

was detained and served with a search warrant in connection to a criminal investigation involving sexually explicit material and then alleged relationship with a minor. >>all i can really say at this time is that there's an ongoing investigation. we have to let our san jose pd detectives do their jobs. it's not my job to speculate or be involved in that. that is their responsibility. they will carry out that investigation when our police department has more information. i am confident that they will bring that forward as soon as they possibly can. and we will. we will all learn more. >>he says that he was wrongfully detained and that this claim about misconduct is baseless. to think that he can still serve on the council during the investigation. >>you know, we have to let the investigation carry out. we have a presumption of innocence in this country. we have detectives that work to get to the truth as soon as they have information, i know

recommendation as i understand it before the end of the month. that has always been our timeline was to have someone brought forward in the fall. that still has to come to us as a city council to evaluate her choice and ultimately of proof or or not. we're as i understand it down to her last 2 candidates and she should be bringing forward a recommendation before the end of the month. so we're very excited for that to happen. do you know if there any internal candidates being considered? >>including current interim police chief, paul joseph, to see a candidate. my understanding is we've we've had candidates both from inside and outside the department and just say, you mentioned acting chief joseph, i >>really enjoyed working with him. i think he's doing a tremendous job of leading the department providing continuity and working very closely with with the community. so we'll we'll see though. it's ultimately the city manager's role to bring forward a recommendation after a thorough evaluation. and then the council has to make its decision. all right.

>>earlier this week, san jose tried to offer some tax breaks and some parking benefits trying to lure some businesses. a downtown. how's that going and how how bad is the problem in downtown san jose? >>yeah, we just improve incentives. you know, the story of downtown is really a tale of 2 downtown's on. on the one hand, we're the fastest rebounding downtown overall driven by the experience economy. the only city in the country that has rebounded faster in the downtown in terms of foot. traffic has been las vegas which pretty hard to compete with. but what's driving that rebound in san jose is activity nights and weekends. its restaurants live music bars, festivals. it has not been the return of the office worker. and so like cities across the country as you're referencing, we have high vacancy rates about 30% commercial vacancies and downtown our effort to get businesses to lease office space downtown really come

down to these 2 incentives. the city will be offering 2 years of free parking and 2 years of 0 city business tax or any business that as leasing office space and is new to our downtown with a minimum 4 year lease. >>and is this trying attract small businesses are bigger. corporations are you'll take doors are open. you'll take anyone you can get. >>stuart doors are open and downtown downtown is definitely open for business. we have we have lowered the threshold to 25 100 square feet to try promote small acquisition. we want to see smaller we're making a big push around it, creating ai startup ecosystem which already have over 20 ai startups that are venture-backed in our downtown right next door to san jose state university, which by the way, produces more technical

degree graduates every year than any other university in the state of california. but we are we're very happy to see any office use move down town of any size. all right. >>earlier today, you were just at a press conference where the state the state, i believe, was trying to put some investments into redevelopment creations of local parks where these local parks in san jose. and why is this such a big deal? >>well, yeah, thanks for mentioning that section of the privileged earlier today of taking a walking tour with secretary of the interior deb haaland all the way from washington. the department of the interior has provided a grant program in san jose competed the foreign and one with some assistance from our state park programs. you're right about that. we secured a 4.5 million dollar grant to build a park in the spartan keys neighborhood just south of downtown the traditionally underserved neighborhood. historically had a lot of industry and manufacturing has

become more of a residential neighborhood. lot of families, a lot of children, no parks, the nearest park from where this one will be located is a 30 minute walk, which along roads that are not all is as safe as they should be. so this going make a big difference for families in our city and spartan keys neighborhood. really appreciate the collaboration of the biden-harris administration. the newsom administration at the state level and collectively we put together the money to build an incredible amenity that will give our young kids and one of our most disadvantaged neighborhoods, access to nature and outdoor recreation. yeah, it's hot out there. i want citizens were like 30 something. >>31 days away from election day. you're are supporting prop 36, which would srengthen criminal penalties for repeat offenders for drug and thefts. the opposition is prop 47. >>and it would change would change parts of i do support prop 36 so much. >>well, because we see the crisis of homelessness, untreated addiction and retail theft, another property crime

playing out on our streets every single day. and the answer is treatment. it's to have accountability for treatment. i was in san francisco yesterday with the recovery community. nearly 100 individuals who are recovering addicts who said you cannot have recovery without accountability. i've seen this in my own family having loved ones who struggled from serious addiction. when you have folks who are trapped in a cycle of addiction, chronically homeless, sometimes committing crime in order to fund that addiction. we have a responsibility to intervene. it's the right thing to do. it will save lives. it's it's the right thing to do for that individual who's trapped in a cycle of addiction and can't make a rational decision for their self care. it's also the right thing to do for our broader community that deserves to be safe. people deserve to build, used their park, small businesses deserve to be able to operate safely and serve their customers and we need to stop paying this theft tax that we're all paying and spending billions of dollars. just managing this

homelessness crisis, it's time to get people indoors and a shelter or treatment and give them the support they need to turn their lives around. and so with that, you have an update on tiny home progress. these shelters they are trying to do for the homeless people in san jose. >>i do. thanks for us she just broke ground on a roof or are on an expansion that will add room for an additional 100. and 44 individuals will come straight. >>off the streets and have their own tiny room with access to services, including security, sanitation. he's manager meant opportunity to turn their lives around. it also means fewer impacts on the rest of the community. will we can get people indoors and connected to services. that's just one project of many that we are moving forward. in fact, over the next year, we will be adding roughly 1200 new safe and manage spaces where people can be. that's tiny homes converted, motel rooms, safe parking spaces or even

building out. our first safe sleeping site is an alternative to the unsafe. and unmanaged encampments that have plagued far too many of our california cities. >>and finally here, how are you staying cool during these heat waves? the top there in the south bay. >>it is. well, you know, it's it's fun turn on the sprinklers for the kids to run around the backyard. add word, you know, just trying to stay in the shade and and play in the water a little bit. but we are, by the way, for those who need it. just on a more serious note, we have cooling centers open in the city of san jose. you can find more on the city website if you need access to an air-conditioned space place plug in your phone, access a bathroom, we have all of our libraris and community centers as well as 3 cooling centers that have extended hours.

governor newsom today announced new safe and saying he says will help address the issue of homeless encampments across state, including right here in the bay area. capitol correspondent speaks with the governor and house his message and explains why some are skeptical. >>are demanding results. that was governor gavin newsom's messages he announced the state is granting a combined 130.7 million dollars to local governments across the state specifically to address the issue of encampment. we need to be democratized our streets and doing a compassionate way. why use intact support the people that are out there, the underlying causes. but we need to take back the streets. the governor has a warning what are called encampment resolution grant studies 18 local city and county governments across the state

from as far south as carlsbad to as far north of san francisco and cities and counties in between, including by salia and san bernardino newsom says the local governments receiving the funding must adhere to all state housing and homeless laws or risk losing the funding local government. if you play by the rules are established. >>we want to provide care. it's not just sticks, but if are unwilling to play by the rules, we're not going to provide new funds and we will call back. funds were no longer interested in funding via the city, receiving the largest share of the funding. sacramento governor awarded 18.2 million dollars to the capital city. >>sacramento mayor darrell steinberg reacting to the news. very good day for the city and we tend use these resources. so how will the money be spent? while steinberg says a portion of the funding will go toward a program to help people transition out of encampments like this one in north sacramento. >>into subsidized housing, a larger chunk of the funding will go toward doubling the size of this tiny home facility in north sacramento

warm. so in the clear lake area here, the latest fire conditions there. temperatures in the 70's winds have calmed down and that is great news for firefighters. they be able to slow down that fire. but overnight tonight, those winds expected to ramp up outside and more of a northerly component to that wind, which will push that fire further south of the continues to burn. so that's what we're watching right now is red flag warnings have been taken down in the north bay and continuing other parts of the bay area. you get toward the oakland hills, you get toward the santa cruz mountains for black hawk camino and toss to harm scotts valley. the all posted there through tomorrow morning expecting some gusty winds of 30 miles per hour tonight into early tomorrow morning. even some gusty winds, i think by tomorrow afternoon. but yeah, they continue not only here but all the way down in the monterey bay area. we've got some gusty winds and high fire danger in the forecast for tonight and tomorrow. the winds, yeah, they're expected to kick up, in fact, beginning to turn offshore overnight tonight into tomorrow morning. and that's the concern. you get those dry, offshore winds, fire danger going to be critical into early tomorrow

a hospital after shooting himself on the day of the incident. the shooting happened on the morning of september 20 on lincoln avenue about a mile away from napa high school officers found georgina padilla and ralph andino, the 3rd dead. police have not said what led to those shootings. tonight we're learning a man was killed after being hit by a bus and multiple cars in fremont. investigators say the crash happened yesterday morning in the area of mission and warm springs boulevard. they say the man was standing in the road when a passenger bus crashed into him and he was then hit by several other cars. officers say all the drivers are cooperating with the investigation and the cause of the crash is still under investigation. but they do say to you, it does not appear to be a factor. in walnut creek. police are looking for a group of people who use sledgehammers to rob a jewelry store. this happened thursday afternoon near main and monte apolo boulevard. according to police, the 4

probably be a little hot, especially in the afternoon as many people attend this free concert. this year's hardly strictly bluegrass festival in golden gate park runs friday, saturday and sunday there over 70 artists performing on 6 stages including cat power. and charlie overbey on friday, allison brown on saturday and abby posner and ag limit blue summit on sunday for anyone attending the festival this weekend. there are a few things to keep in mind. the national weather service has issued a heat advisory for san francisco that runs through 11:00pm saturday. they predict that saturday and sunday should both be sunny with a high near 78. some fog is possible in the mornings, but that's unlikely to last all day. hardly strictly is a free event, which means there will be large crowds of people. if you're anywhere near golden gate park this weekend, expect traffic delays. there's also very limited street parking in the area and organizers recommend that instead of driving attendees take public transportation use rideshares bike or walk to golden gate park. there is some paid parking available, but it's very limited. and finally,

the biden administration, student loan relief plan. a missouri judge is temporarily blocking it. >>this just hours after a georgia court allowed a temporary hold to expire, tens of millions of borrowers now wondering if their debt will ever be forgiven. news nation's elizabeth prann has the latest. >>the victory for the biden administration was short-lived. the president has been trying to make student loan forgiveness stick. it's been shot down or halted by courts. we're seeing in swing states and red states. a lot of legal jujitsu just this week alone, as you know, we're just about a month away from election day. so in georgia, judge essentially told republican lawyers they didn't have a case leaving the restraining order to expire. so in theory, it could roll out for well over 25 million people who are waiting for

either partial or full student loan debt relief. hours later, a missouri judge filed an injunction. so it's back in limbo. let's look at some of the state missouri, alabama, arkansas, florida, north dakota and ohio all filed suit after the president proposed this forgiveness for borrowers. so the district judge in georgia said the lawyers didn't prove that biden 73 billion dollar loan forgiveness program would hurt tax revenue in georgia. in other words, they didn't have a case. the judge previously ruled in missouri that perhaps that state does have a standing to file suit because unlike georgia, the state does offer a nonprofit student loan service, which could lose millions in funding with this presidential program. it's far from over. and basically it's going to slug up and down the judicial system. the st. louis based district judge is matthew slept. that is a trump appointee and he basically said the program must be halted while it's reviewed. despite the administration's attempt to keep it rolling.

crisis. the country's been fearing averted for now, tens of thousands of dockworkers across the country returning to work today after ending their strike temporarily. >>the biden administration and a variety of industries have been warning about the dire economic consequences. the longer the strike went on. now news nation's ryan bass reports from the port of tampa with more. >>dockworkers and ports across the country, including here at port tampa bay checked into their shift this morning. i went back onto the job after that tentative deal was reached in there, strike increasing their pay. but the key thing here is it didn't clog up the supply chain with the economy and critical hurricane relief supplies which come through ports like this one in tampa can now get to the families that need them as they continue to recover from hurricane helene. 45,000 workers went back on the job this morning at 36 ports across the country ranging from maine to florida to texas as a crisis was averted with that current contract extended until january 15th. now that
