streets. why some homeless advocates say it may not be enough. plus, months after a deadly crash killed the family of 4 francisco city leaders reveal new traffic safety measures. we show you where. and it's a party at a show in the skies over the san francisco bay this weekend. >> well, you can expect at this year's fleet week. >> good morning. thank you so much for joining us here on the kron. 4 weekend morning news. i'm stephanie lin. it's saturday october the 12th. let's get you started with a look at your weather with dave sphar heyday. >> all right. good morning, stephanie, in. good morning, everybody. we have a change of venue going on not just for this weekend but into next week. about some real october weather settling here? and we've got it for you as well some light rain showers are

kind of dealing with particularly up in the north bay. they're going to stick around through much of the day to day in terms at least cloud cover. first things. first, though, there's a layer of clouds and fog, low level moisture. let's call that will cover everything mount shot for you. give you a general idea where that is. you get right above it. yeah. the years fairly dry up there. but the ceilings are low for our flyers today. unfortunately, stormtracker 4 just kind of tracking what rain we have. it's really hard to find because it's just a light drizzle. it's more cloud cover than anything else and looks like it's going to be favoring the west more than anything else. it will open up for the east bay in the south bay, but it looks like the north bay and the coast. you're looking at a lot of overcast for today as well. and there's a close, a little shot there with the wind gusts for you. now, as far as those temperatures are concerned, we have a lot of 50's on the board for right now. going to be a pretty pleasant afternoon and really, in fact, weekend, a little bit better chance of seeing some sun. it looks like for tomorrow hour by hour again for today after a chilly start. 53 57 going on by 09:00am. and 64 at 10. we

mentioned earlier, it's going vary across the region about seen that sunshine and so forth. we're gonna have more details on that coming up in just a bit. stephanie. all right, dave, thank you. >> the state plans to give the city of san jose nearly 5 million dollars to address homelessness. but as kron four's jeff moment learned, other cities got a lot more even though they have smaller populations of unhoused people. well, i both chance says her tent was swept when she lived columbus park by the san jose international airport. >> she still close to the airport, but even closer to the guadalupe river, the site of another expected encampments. we basically say sweeping as good as long as you have somewhere for people to she tells us she doesn't mind the sweeps as long as there's a shelter to go to or some kind of housing. now, with 4.8 million dollars given to san jose by governor newsom's office, those proposed sweeps will be much more likely. mayor matt mahan saying in a statement to kron 4, quote, these dollars will help us continue clearing

encampments and reclaiming our shared public spaces. what we build permanent, an interim housing, safe parking and safe sleeping sites for our homeless neighbors to access as an alternative to the street. unfortunately, it puts people at risk shot. cartwright is an unhoused advocate. she says san jose got less money than other cities because of politics may had originally saying he would only sweet people if they had somewhere to go like a shelter, but now sweeps have happened throughout the summer. other cities around the state have received much more money. berkeley got 5 million antioch, 6.3 million and richmond, 10 million dollars. you know how many of these people are expendable the time to help people is running out every year from june. first, october, 8th this year, 7 unhoused people died from the heat says he hopes that will be curbed by sanctioned tent sites. but cartwright says the act of sweeping someone in general can put them at risk, as long as he achieved his goals of clearing people from the crease are clearing people from from the streets. that's

fine. the number of dead unhoused people is irrelevant. >> the mayor's office hopes the first safe camping sites will be ready to go here in san jose by early this coming spring. now we reached out to the governor's office to asked why san jose got so little funding compared to other cities in the first place. we did not hear back reported here in san jose. jackie moment kron 4 news. >> state lawmakers are demanding an update to a federal homelessness program. they say might not be working. lawmakers from several cities say they're not getting their fair share of funding to fight homelessness. they say the formula that determines how much cities will get is outdated and prioritizes the age of the homeless population over the city's number of unhoused people. democratic congressmannscott peters from san diego has been pushing the department of housing and urban development. he says to change the existing guidelines. >> our homelessness. >> in absolute somewhere 35th in the country the funding you get from this formula has been

15 to 18 depending on the year. we just want to match up. >> peters has pushed to change that formula for more than a decade. he says while many agree the formula could work better, some homeless advocates say changing the algorithm could hurt those who are benefiting from the current system. take a look at this. someone smashed in the window of a family own hardware store in san francisco's castro district. cliff's variety share these images of the damage on social media. they say they got a call from police at 4.30 friday morning. they were told that several other businesses in the neighborhood also got their windows smashed the same day. the windows will be boarded up until at least next thursday. meaning these halloween displays will not be out for a while. and police arrested 2 in connection to an illegal casino and drug bust in san jose. officers served a search warrant on a home on meadow glen way and they found guns, meth and 7 illegal gambling machines police say

both suspects were not allowed to have firearms due to past convictions. and this morning, san francisco court clerks are threatening to strike after months of stalled contract talks. their contract expired in september. a union rep says they met with court officials multiple times but have yet to reach a deal. the union claims a staffing shortage is causing problems. they say 70 misdemeanor cases got dismissed in august because they couldn't be processed in time. the union also claims the delays are making things worse in overcrowded jails. mediation session is scheduled october 22nd. if the 2 sides can't reach an agreement by next week. and the first round of safety improvements in san francisco's west portal neighborhood are now complete. this after a deadly crash in the area killed a family of 4 kron four's. dan kerman walks us through the changes. >> it was in march when a vehicle jumped a curb and slammed into a bus shelter, killing a family of 4 in san francisco is west portal neighborhood that led to calls to improve traffic safety in

the >> friday, the mayor city staff and community members gathered to celebrate the completion of the first round of traffic improvements. >> the problem wasn't just low and west portal. the problems were at the center and sent him that we needed a neighborhood white approach to traffic, calming balancing safety improvements without turning people away from neighborhood businesses was no easy task. but is no did have some pretty significant restrictions for cars to get on to westport alive. >> will baumgartner is a member of the community group that worked with the mta to better balance. everyone's needs rather than. >> try really restrict cars in a massive, massive way was more about. changing the character of the streets in the larger area so that one can drivers are entering the west portal area that they are giving. they're getting

messages from the way that the street is design, that this is a place to slow down. >> among the changes, installing traffic calming measures, a new low of this sent a and will loan the streets adding vehicle restrictions and transit lanes converting linux way to one-way southbound traffic and adding speed bumps and move on a street between terrible and 14th avenue. also no more left turns from northbound west portal. on to you, lois street, no westbound through traffic on new low at west portal and no left turns from southbound west portal and of ascent, a street. >> this is about trying to make sure that we have a transportation network and infrastructure that allows for bikes that allows for people who are walking that allows for those who are catching muni and vehicles to be able to move around this city safely and efficiently. >> the hope is to have this project completed in the fall. dan kerman kron, 4 news.

>> and fleet week is officially in high gear. check that out. starting with the parade of ships friday morning, the san francisco fire, but was the first to enter the bay from under the golden gate bridge. really cool sites here. then came the uss somerset and the uss tripoli. the blue angels perform again today and on sunday. look at that time information. so cool. 30,000 people a day are expected to pack the marina green visitors can also check out 140 different exhibits featuring every branch of the military. >> i think for civilians they get the opportunity to talk to people in uniform, find out there just like they are. you'll also see an element of service across all the people that are involved. >> the robotic dog that you're seeing on your screen there does showcase with the military is doing i was just one example. the expo is also meant to give visitors a chance to learn about career opportunities with the armed forces. this all happens on

and all that. yeah. water colors in the background there, too. so it's the marine layer making a lot of noise here for us this morning. this is good stuff, though, to happen during fire season like this is a minute and a major amount of rain or anything like that. but >> it's enough to kind of moisten up the the lower levels of the atmosphere, which is right with the doctor ordered for all of this, not much upstream yet, but we're going to see some mid week. we'll be talking more about that. but again, for your weekend here, lot of cloud cover part of the in the north bay and the coast. now better clearing up what happened for the east bay. i'll show you the future cast in a bit right now are temperatures 50's inland slower 60's light at the east bay shoreline up north. got some 50's to 58. meanwhile, 4 san francisco, here's futurecast. look at that. clearing the peninsula south bay in the east bay. but problem areas up north and you'll notice it looks like this was the favorite there in the north bay. you're going to fight a lot of that cloud cover. along the peninsula and a good chunk of the bay looks like things will open up nicely this afternoon. pence

when maybe a little bis of a little shower here or there. let's get into tonight. and again, a passing shower across the bay. better clearing find if you folks up north, it looks like and for the east bay little chunk, though, here for the peninsula, some variable clouds were not entirely going to shake this off all weekend long as we wait for the whole system to kind of play out, it's kind of getting snagged as a drop south. that's early in the season. the systems don't have a lot of moisture with them just yet. the next one's going to get good try for us. middle of the week again by winter standards. it doesn't have a lot, but certainly this time of year that'll be a nice treat. getting into monday. it looks like much the same before we start to open up a little bit early into the week. just want to go through the winds, the arrow direction, not unusual on shore. yes, we do have a little flip offshore here of those winds a bit as and the sunday evening. but by that point, we've already had a little bit of a wet season pass through or i'm sorry, what system then? ok, we can take those offshore winds. at that point. we'll have some ground level moisture got to help out with all of that. but

a little get a little pop of the winds are making note up. what's forecast look like for today? mild 70's across the board, 70 san francisco again, dogged by a lot of cloud cover. better clearing for oakland here. 79 meanwhile for san jose and you saw how that opened up pretty nicely there. also in the east bay, the bigger map, we have different colors here going on here for you. the greens are fighting back a bit as we start to get into real adam. meanwhile, try valley, you're treated to a lot of 70's. we'll get more on this in the weiner forecast. 73 for a napa, 70 san francisco in 79. meanwhile for morgan hill next couple of days with all of this again, 79 today, 78 tomorrow and looks like much the same for your monday. and then again, waiting for the reset your middle of the week. another system coming by. what to ok? so for the flyers going on today, though, low ceilings we have to deal with just about all day to the san francisco in points towards the north because at that cloud cover you saw there. that's we're going to be around in some form for today with unusual is

right above. but it's very dry. we got a nice layer of dry air right about there. yeah, wow. so consider for folks who are heading out of fleet week today. yeah. >> all right. thanks a lot. a san francisco officer is recovering from injuries this morning after police say suspect tried to hit him with a stolen car. it happened thursday afternoon on 3rd street in jamestown avenue. officers say when they tried to stop the car with a deflation device. the suspect tried to hit the officer. police say the suspect then hit another car, causing it to roll over. officers say the suspect tried to run off and then heard an officer in the process. the man was eventually arrested. both officers and the driver in the car that rolled over were taken to the hospital. they are expected to be okay. well, a new report claims the san francisco zoo was unsafe for both animals and visitors. kron four's terisa stasio reports. >> blistering report on the san francisco zoo. the san francisco animal control and welfare commission railing on

the zoo calling the enclosures extremely outdated and failing to meet basic criteria for the best interests of animal welfare. also adding that the enclosure requirements are minimal and frightening, unsafe or animals visitors alike can grill was smashed and kill and >> you know, the usda find the zoo at the time. justin barker is a former zoo keeper and founder >> of san francisco zoo watch on nonprofit involved in animal advocacy. the report really painted a damning. >> picture of san francisco zoo barker points to several tragedies at the zoo, including the death of a baby girl. it when a malfunctioning hydraulic door crushed the one year-old in 2014. >> in 2011, a squirrel monkey was stolen from its cage and in 2007, a siberian tiger escaped and killed a man.

>> and injured 2 others. zoo has been run into the ground because of poor management. and so i really think the only solution is the city finds a new organization. the zoo owned by the city. i'm run by the nonprofit san francisco zoological society put out a strongly worded statement that reads in part the san francisco zoo received the report which has serious inaccuracies. our animal care experts will thoroughly review the report and provide a thoughtful response at a later date. and in a more appropriate setting. mayor london breed, who has sought to get pandas to the san francisco zoo added this quote, the mayor agrees that the zoo is in need of revitalization, which is why bringing a global attraction such as the pandas would be ideal to expedite and invest improvements and enhancements where necessary. as for visitors, they had these

of rain, particularly up in the north bay. >> that's a nice little sign of things to come. it's nice to get this >> fire season as well to kind of. that and everything down a little bit sfo. you can see some sun coming through there. no delays being reported out that way. even though there's a little bit of leftover fog actually peeling away. and speaking of that fog, look what it does all day today. and this is this overcast business. i mentioned earlier, it looks pretty much mostly cloudy for a good chunk of the north bay. there. it's right there at that line from san francisco. and that goes out to sea. so a lot of the peninsula should clear out and particularly in the east and the south bay's as well. our temperatures, meanwhile, right now holding in the 50's and the 60's across the board, as you can see up north there, the some 50's hanging on as well. so for you what you can expect today, a look ahead. we've got clouds and the west and up in the north bay to east bay. clear. and look, people should be mild tomorrow. kind of variable clouds for everybody and nice for the bay going on in inland with temperatures in the 70's now next week, we do have

another system. we're watching. it looks to be about wednesday in this will be a heavier dose of rain that we're experiencing this morning and will provide some cooler relief to that we've experienced thus look, hour by hour we go through the 50's. you can see by 10:00am. we're up to about 62 for those inland valleys. a look at what it looks like across the whole region for highs today as well as that extended forecast in a bit. stephanie. >> what this day? they? >> family and friends demanding justice for an east bay man who died in police custody. they gathered friday outside the oakland courthouse where a former officer is standing trial for involuntary manslaughter was the good reports? >> in >> supporters of 26 year-old mario gonzalez who was killed in 2021 after an encounter with 3 alameda police

department officers rallied on friday outside of the oakland courthouse that we're going to continue to come out here and fight that change the conditions because the truth is on our side. justice is on our side where former officer eric mckinley is standing trial for involuntary manslaughter. he is now the only officer facing charges in connection in gonzales, its case voluntary voluntary. but it's matt logarithm animal his probation. the maximum is 4 years that with good guess what? good at after the 2 other officers, cameron leahy and james fisher. >> had their charges dropped because they were not properly filed within the three-year statute of limitations who officers are. >> good to be able to walk off today. technicality off some paperwork from the da's office be interred in late. shame on them. >> supporters say this moment for them is heartbreaking, especially for the gonzalez

family with you i love her so to see her go through this. heart heartbreaking. it really is. i hope something comes of mckinley. they have spoken with the da's office but believe it is out of their hands wasn't the best. the conversations they obviously did. >> here are concerned. so they acknowledge us. but we also asked for appeal. apparently that but that cannot happen anymore. i guess it's if they're washing their hands for me. we reached out to the da's office for comment but have not heard back as of news time lezla gooden kron. 4 news. >> santa cruz county, a jury convicted a former bay area rock band member this week of murdering his girlfriend. police safety of old milo lengyel strangle dallas herman at her house and in december 2023, the trial which began in august took a dramatic turn when jury members listen to an audio recording from herman's

phone. prosecutors say it painted a vivid image to jurors of what occurred the night of the murder. leo was found guilty of first-degree murder and is set to be sentenced november 7th. a boat launch gone wrong. take a look at this. a car and a boat trailer ended up in lake berryessa deputies from napa county say this happened last weekend. they remind the public to please remember to put carson park and to use emergency brakes while launching a boat or getting a boat out of the water. former san jose mayor sam liccardo and assemblymember evan low faced off friday night in their first and only debate ahead of election day. they're running for a seat in the u.s. house of representatives. the debate was hosted by nbc bay area telemundo. 48 and k 2 e d well, a called for more federal help to address homelessness in the south bay city. lowe said liccardo failed as san jose's mayor. >> we use one very simple measure reduction of street

homelessness, not our measures, the county of santa clara's. and by that measure, while homelessness was rising everywhere else in 2022, it was produced being reduced by 11% in san jose because we are launching innovative programs that were working and we need a federal partner that when a bus to make those programs work better, a state auditor, independent auditor on the city of san jose during mr. carter's tenure. and you know, that audit found the audit found that homelessness increased 40%. he talked about a plan of homelessness and addressing with a plan fails. >> there is a debate that the and the candidates also talked about proposition 36, a statewide ballot measure that supporters say we make it easier to increase penalties for drug and retail theft crimes. new this morning, santa clara county is seeing a slight drop in the number of deaths among the unhoused. this comes despite an opioid crisis and thousands of people still living on the streets as of october 6, there have been

159 reported deaths in the county compared to last year's 169. the most significant decreases whether or not a person died from fentanyl. so far there were 21 fentanyl related deaths compared to 51 last year. there were 6 deaths during this last week, rather during the heat wave. officials are stances have yet to be determined. governor gavin newsom's, oil and gas proposal says that that he says will lower prices at the pump is now one step closer to becoming law. the state senate officially advance the measure yesterday afternoon capitol correspondent eytan wallace brings us reaction from democrats and an executive from chevron who believes newsom's plan will do more harm than good. >> eyes. 23 knows 9. the measure passes with that vote. the state senate narrowly advanced governor gavin newsom's, oil and gas proposal. his plan will allow the california energy commission to require oil refiners in the state to hold minimum fuel reserves doing

so. the governor argues will result in more fuel supply, which in turn will lead to lower prices at the pump and prevent price refineries have to temporarily go down for planned or unplanned maintenance. senate president pro tempore mike mcguire supports the governor's efforts. the reason why this legislation passed today. >> it is because of the vast majority of democrats who are here. in the sun. believe this was not only the right decision but important decision to protect consumers at the pump. >> in a statement, governor newsom commended the senate for advancing his proposal, writing in part, quote, californians are one step closer to getting the protections they need against a big oil's price spikes. still at least 5 democrats expressed concerns with the proposal and abstained from voting on it all together. republicans also opposed to newsom's proposal arguing it will lead to increased regulation and will force refineries to hold onto supplies instead of releasing them into the market that they argue will ultimately hurt.

everyday drivers increase prices. bakersfield. republican senator shannon grove expressed frustration after democrats blocked a republican proposal to pause the state's $0.60 per gallon gas tax for one year. my colleagues were serious. they would have taken up that bill. it's all been killed by the democrat majority. as for the bill that did advance many in the oil industry are firmly against. this is not good policy. and the wall says the president of chevron's downstream midstream and chemicals division earlier this week. he some legislative leaders, this letter urging them to reject newsom's proposal. he's at costa, chevron's california operations ultimately hurting the average consumer and chevron's 4,000 plus employees statewide. >> need more regulation. what we need is the opportunity for companies like chevron continue invest in california. if we don't see investment case to continue to do the things we do, we will go away. >> and the state assembly is expected to formally advance the governor's proposal to the governor's desk this monday

kind of showing up a little bit. this keeping enough moisture in the atmosphere here, which is good news with all the fire season that we have still in place until get formally into the wet season. lower 60's line at the east bay shoreline in the new got your 50's and a hodgepodge of some 60's to mostly 50's up north. but you're going to be dealing with a lot of cloud cover for today. middle of the was this interesting? this is a juice year system. winds come with it as well. so the middle of the week finally get like a bona fide winter like system that's coming from the northwest. it's going to bring down temperatures, bring some rain, the whole drill. we hope to see a lot more of this when the winter months com, but there is finding that will change of venue, find it will get some cooler temps on the backside of all of that as well. so we'll keep this fall trend keeping up and not the dry stuff either. and in time for next weekend of this one doesn't do it for you. looks like high trying to develop in our west coast. however, not like heat spike stuff. it will just look like a and mild fall weekend may be that of the warm side with some 80's going

>> good morning. thank you so much for joining us here on the kron 4 weekend morning news. i'm stephanie lin. it's saturday october the 12 and we continue our news and weather coverage with a look at your forecast. first with dave sphar heyday. hey, good morning there, stephanie. good morning, everybody. and we have a forecast that has a couple little raindrops ended up picking up in the north bay. we've been seeing overnight. now, some of that may continue a bit, but it's the cloud cover. >> that's going to remain up in the north bay. in the coastal clear out for the east bay in the south bay. it looks like for much of today, but still dealing with all that cloud cover. not an issue for us. a photo no delays being reported out that way. again, we're put this into motion. can see a whole lot except a couple echoes are showing up on the radar. so it's still possible you xight get a few little stray showers. but again, the bigger issue is going to be that cloud cover, particularly for the air show today. and this is going to extend down to about san francisco and with a line along the coast. much of the east bay will be 2 impacted by

this winds right now. kind of variable. but because the moisture in the ground that kind of helps out at the lower levels of the atmosphere. so offshore winds, not a problem. and we do see an offshore when pop later, by the way, 50's and lower 60's are taking hold over. most of the bay is real estate 50's. meanwhile, you can see up north the breakdown for you today. looks like this will do about 58 at 09:00am going into the 60's. it looks like by the late morning hours, slightly better clearing particularly few folks in the east bay along the east bay shoreline. as we get to around noon, slow going, however, up in the north bay. that will change a bit for tomorrow morning forecast and a bit, stephanie. all right, dave, thank you. >> the state plans to give the city of san jose nearly 5 million dollars to address homelessness. but as kron four's jacked moment learned other cities got a lot more even though they have smaller populations of unhoused people. susie, so chance as her tent was swept when she lived columbus park by the san jose international airport.

>> she still close to the airport, but even closer to the guadalupe river, the site of another expected encampments. we basically say sweeping as good as long as you have somewhere for people to she tells us she doesn't mind the sweeps as long as there's a shelter to go to or some kind of housing. now with 4.8 million dollars given to san jose by governor newsom's office. those proposed sweeps will be much more likely. mayor matt mahan saying in a statement to kron 4, quote, these dollars will help us continue clearing encampments and reclaiming our shared public spaces. what we build permanent and in term housing, safe parking and safe, sleeping sites for our homeless neighbors to access as an alternative to the street. unfortunately, it puts people at risk shot. cartwright is an unhoused advocate. she says san jose got less money than other cities because of politics may had originally saying he would only sweet people if they had somewhere to go like a shelter, but now sweeps have happened throughout the summer. other cities around the state have received much more money. berkeley got 5 million antioch, 6.3 million

and richmond, 10 million dollars. you know how many of these people are expendable the time to help people is running out every year from june. first, october, 8th this year, 7 unhoused people died from the heat may or may says he hopes that will be curbed by sanctioned tent sites. but cartwright says the act of sweeping someone in general can put them at risk, as long as he achieved his goals of clearing people from the crease are clearing people from from the streets. that's fine. the number of dead unhoused people is irrelevant. >> the mayor's office hopes the first safe camping sites will be ready to go here in san jose by early this coming spring. now we reached out to the governor's office to asked why san jose got so little funding compared to other cities in the first place. we did not hear back reported here in san jose. jackie moment kron 4 news. >> state lawmakers are demanding update to a federal homelessness program they say might not be working. lawmakers from several cities say they're not getting their fair share of funding to fight

homelessness. they say the formula that determines how much cities will get is outdated and prioritizes the age of the homeless population over the city's number of unhoused people. democratic congressman scott peters from san diego says he's been pushing the department of housing and urban development to change the current guidelines. >> our homelessness. >> in absolute numbers is somewhere 35th in the country the funding we get from this formula has been 15 to 18 depending on the year. we just want to match up. >> some homeless advocates say changing the current system could hurt people who are benefiting from it. take a look at this. someone smashed in the window of a family own hardware store in san francisco's castro district. cliff's variety share these images of the damage on social media. they say they got a call from police at 4.30 friday morning. they were told that several other businesses in the neighborhood also got their windows smashed in the windows will be boarded up until at least next thursday, meaning that these halloween

displays will be no doubt will not be out for a while. police arrested 2 men in connection to an illegal casino. a drug bust in san jose officers served a search warrant on a home on meadow glen way and they found this guns, meth and 7 illegal gambling machines. police say both suspects were not allowed to have firearms due to past convictions. this morning, francisco court clerks are threatening to strike after months of stalled contract talks. their contract expired in september. union representative says they've met with court officials small couple times but have yet to reach a deal. the union claims a staffing shortage is causing problems. they say 70 misdemeanor cases got dismissed in august because they couldn't be processed in time. the union also claims the delays are making things worse in overcrowded jails. the mediation session is scheduled october 22nd. if the 2 sides can't reach an agreement by next week. and the first round of safety improvements in san francisco is west portal neighborhood are now complete. this after a

that strikes the ground. but it warren moy suns up the lower levels of the atmosphere. when we say october in that in the same sentence, that's 2 thumbs up. we got to keep doing that because this is still fire season getting into sunday. looks like some better clearing starts to happen. but still we're dealing with us all the way out to monday. quite a bit of cloud cover. so the coast not looking so great in terms of seeing the sun really come out in full force until this whole system plays out. i mentioned earlier about that low level moisture which we have. we do see the winds start to flip a little bit sunday night into monday, a little bit that sometimes a problem. but again, because we've had the recent rain helps out a little bit. so we can kind of say, but we've got to get a little bit of this, 70 going on. san francisco called variable clouds. it's a positive way of saying it afternoon. clearing for oakland at 70 to 79 and mostly sunny. meanwhile, for the south bay high temperatures today, tri valley looking at the upper 70's up north, a mixed bag of 60's and 70's and the next couple of days, temperatures don't do a whole lot again. some better clearing happening in spots

ropes of things, you and be prepared. also to maybe not sleep through the wants to spend time with want see us. so hugh going right now, literally now, would you say, i mean, so walk us through the plan will services is facing now, too, as well. how many animals you have available is the demand pretty high in terms of fostering just getting the animals into new homes. >> it's quite high. so our intake has increased a lot this year. roughly 27%. and so i'm expecting probably about. >> 4,200 dogs just now this year. so for 2024, but fortunately, we're so fortunate that we have and amazing foster team. and adopters and fosters we've got a lot of support through the community. so even though our intake is going to be very

high, we're very grateful that we have a lot of people coming to adopt and helping to foster as well. we're sure the number of the available dogs on your screen right now for people who are tuning in. >> just so many animals that are looking for that forever home. if people want to help out, besides adopting other ways they can do that. oh, absolutely. we have a great nonprofit. friends of oakland, animal services always donate. you can share social media posts. you can also. foster fostering is temporary. so it's not, you know, a commitment for another decade, but it's >> really, really needed. we also need kitten foster's as well. not just for dogs. yes. and since also in the month of >> october's, i just mentioned adopt a shelter dog month. it's also a time to consider pet safety as well. so what

now one step closer to becoming law. the state senate yesterday afternoon for officially advance that measure. capitol correspondent eytan wallace explains. >> eyes. 23 knows 9. the measure passes with that vote. the state senate narrowly advanced governor gavin newsom's, oil and gas proposal. his plan will allow the california energy commission to require oil refiners in the state to hold minimum fuel reserves doing so. the governor argues will result in more fuel supply, which in turn will lead to lower prices at the pump and prevent price refineries have to temporarily go down for planned or unplanned maintenance. senate president pro tempore mike mcguire supports the governor's efforts. the reason why this legislation passed today. >> it is because of the vast majority of democrats who are here. in the sun. believe this was not only the right decision but important decision to protect consumers at the pump. >> in a statement, governor newsom commended the senate

for advancing his proposal, writing in part, quote, californians are one step closer to getting the protections they need against a big oil's price spikes. still at least 5 democrats expressed concerns with the proposal and abstained from voting on it all together. republicans also opposed to newsom's proposal arguing it will lead to increased regulation and will force refineries to hold onto supplies instead of releasing them into the market that they argue will ultimately hurt. everyday drivers will increase prices. bakersfield. republican senator shannon grove expressed frustration after democrats blocked a republican proposal to pause the state's $0.60 per gallon gas tax for one year. my colleagues were serious. they would have taken up that bill. it's all been killed by the democrat majority. as for the bill that did advance many in the oil industry are firmly against it. this is not good policy. and the wall says the president of chevron's downstream midstream and chemicals division earlier this week. he some legislative leaders, this letter urging them to reject newsom's proposal. he's concerned it

the golden gate bridge. looking like such a nice sight to wake up to this morning. but of course, we're hoping for some good conditions for the blue angels as they take to the skies later this afternoon. i mean, day, what are we looking at? >> for chance, not going to get too much better than that. stephanie, good morning. and good morning, everybody. we're gonna have the continuation of this lower level moisture kind of hanging around, particularly from san francisco points up towards the north. here's a look at the sutro camera. again idea. the fog starting to mix a little bit. you see blue skies aloft. but at this lower level moisture doesn't show up real well in stormtracker. however, those splotches of some showers here and there remain all day today took the up in the north bay. most temperature readings are in the 50's with some lower 60's as well. putting up to the north here. you see kind of a mixture there that's going to be couple little bit as it remains a little cooler up in the north bay because of that lower level moisture that just doesn't want to go here. it is on future cast for you can see in the mid afternoon. quite a bit of cloud cover up north. a

couple little splotches of a few afternoon showers there here. and there this may be overdoing a little bit and they have fight through some burger evaporation. so it's not a security guarantee. you're going to get it. but it does moisten up at least the ground level of the atmosphere. that's good news. we're talking about fire going on. i know that it kind of spoils the weekend a little bit. but we definitely could use this to keep the atmosphere a little dry now, if that's a strike out for sunday looks much better. better clearing everywhere. although we're still dogged by some cloud cover along the coast here on the peninsula. but opening up pretty much everywhere else. and then the clouds return temporarily on monday. before we have a break. temporarily until the sky gets here. yeah, middle of the week. another system now that's a juice year. what? this is going to be bona fide rain. it looks like for the whole bay area and cooling us off on the backside of all of that and hang on next weekend. looks pretty good. another high building. no heat. spike business here. maybe something decent 80's sunshine we got it all building here for you. so we'll get some more rain
