air and streaming online with the kron on app. i'm stephanie rothman. well, bay area woman joins a long list of alleged assault victims of sean diddy combs. new lawsuit now claims as its grace hip-hop mogul was part of a group that raped a woman at an apartment in orinda kron 4. sarah stinson has the latest details >>new lawsuit filed by a bay area woman alleges sean diddy combs sexually assaulted her with the tv remote back in 2018, the woman is publicly named in the 62 page lawsuit as ashley part ham, her attorney ariel mitchell speaking on her behalf that he filled a range that he would even think to do something like that. court documents say it all started when part him met a man named shane peers at a bar in february 2018 where he face timed diddy. but mitchell says her client was not impressed and instead made an accusation against the rapper that he thought mr.

combs had something do with to box murder in the lawsuit says diddy remarked that per him would pay for her statement over a month later, piers invited part him over to his home on loma vista drive. and she says did he showed up with his entourage? the complaint claims pardon was drugged and violently raped by diddy, his bodyguard, pierce and 4 other people not identified. mitchell says before her client tried to leave the home, she grabbed a knife for self-defense. and when she got to the backyard, there was a confrontation between mister combs my client anywhere. he wanted her to say that things were consensual. want her to take money from him parham says when she refused to comply, a knife fight ensued with ditty she had. >>was ready to drive in and says that turned around and started pleading for his life away case. she got snack battle. a state of, you know, range and just ran away. mitchell says once per him

escaped, she called the contra costa county sheriff's office at a neighbor's home. offer to >>call an ambulance far offered take her the hospital. the lawsuit says per him also filed a report with orinda police in april of 2018 and with walnut creek police while she was at the hospital. but neither department launched an investigation. we reached out to the contra costa county sheriff's office. they said, quote, a report was taken on march 23rd 2018. we take these cases seriously. and detectives thoroughly investigated the accusations. it was later determined the claims were unfounded. we also rached out to walnut creek's police department and they said, quote, after thoroughly reviewing our records, we can honestly say the walnut creek police department had no involvement in the investigation of the year in the incident described in the complaint. now they are making point was on found it odd that it was because you didn't do

>>we're seeing that offshore wind event likely going to kick in with the next 24 hours. of course, we had a weak cold front come to this morning. and that's what happens often. look at these fronts. go through the low moves to the east and sets up in the great basin. all of sudden high pressure builds in behind it and the defeat those to pressure systems start to generate those winds. and so we are expecting things to get gusty as we head toward tomorrow afternoon and that really ramp up. i think thursday night into friday. that's when those blustery winds really settle in. so red-flag warnings posted across most of the bay area all the way the coastline least along the san mateo county coast areas inland. you could see some gusts over 60 miles an hour across the mountain tops the diablo range. the oakland hills, very gusty winds there in the north bay as well saint atlas. peak are also looking at some very gusty winds along the coastline to go along with that. here's a look at the some of the forecast model winds as we head to the night tonight. still enough of the sea breeze. and that means even by tomorrow morning, not high fire danger. but you notice the wind direction

each other. police say the first attack happened yesterday morning on a muni bus near brian's and 3rd streets. police say the suspect repeatedly had a 90 year-old man on the head and then kicked him after he fell to the ground. the victim was taken to the hospital with life-threatening injuries. and then just hours later near the powell, bart station, the suspect was seen shoving a man to the ground, then kicking his head, the victim, a 68 year-old man uses a walker and is expected to survive. berkeley specialized care unit is one step closer to becoming a fully operational system. today. berkeley's mayor police chief director of crisis services and director of the specialist care unit announced together that the facility is now open. 24 hours a day, 3 days a week, they'll be from sunday through tuesday. >>watching, especially as care unit was one recognition of fact that we need to provide more resources for people that are in a behavior health crisis who are on our streets to connect them to outreach in

superintendent succeeding mary-ann dewan who was fired without cause earlier this month. and it's of the board president said, quote, doctor heineman brings decades of experience and dedication as an educational leader in the classroom. as a school principal. and as the district superintendent. the santa clara county superior court is denying an appeal to reinstate the county's former superintendent doctor mary ann dewan. the court ruled taiwan did not provide enough evidence that she could win her case in court. and earlier this month, the board of education voted to fire her. they didn't give a reason as to why. now to oakland, where oakland unified officials say the quality of the school water is now improving schools in the district have been suffering for a while now from lead contaminated water. parents and teachers have been blaming the district for notifying them months later after students were already exposed. district officials say in august 22 schools had higher level leds. then what was allowed at the time? they say 82% of water outlets were

justice on wednesday, the trial of nima, many continued with a court hearing from a crime scene. investigators who worked on this case. the prosecution is alleging that in the early morning hours of april, 4th of last year, many fatally stabbed. 43 year-old bob lead 3 times. they claim that many believe that lee had provided his sister khazar well, many with drugs and that the 2 had engaged in inappropriate behavior. the defense claims of the many wasn't looking out for his sister's well-being and many was acting in self-defense when he stabbed leave. they also claim that bob lee was a heavy drug user who was under the influence when he many in court on wednesday. investigators who have worked on this case took the stand. the crime scene investigator responsible for gathering dna and fingerprint evidence spoke about what she found at the scene of the stabbing. and inside bob lee's hotel room, the defense focused on what evidence was and was not collected from the alleged murder weapon. a paring knife found at the scene. they also showed images of drugs, including cocaine that were found inside lee's hotel room as of early wednesday

and 2 teenage boys were allegedly seen running away from the crash. alameda county district attorney pamela price is addressing reports her office had to throw out 1000 misdemeanor cases. that's because they miss the deadline to file charges as kron four's. dan kerman reports prices blaming a backlog of cases left to her by the previous administration. >>alameda county district attorney pamela price says she doesn't know how many cases her office has had to dismiss because they were beyond the statute of limitations. that's because she says the case management system she inherited has no way to track that. which he does know is she inherited an incredible backlog of cases when she took office, which no one told her about in january of 2023. we were given little to no information. >>about the issues that existed in this office. one of price's assistant da's discovered a backlog of

staffing. what's your response to that? >>it's, you know, the right now the executive team for the opioid. it's for person. they get the same data i get actually they get to see the data before i get to see it. and so we all know that crime is trending downward. it's really sad to see that people are playing politics during this election's election cycle. but, you know, all the data shows and it's clear as day is that we this year we're on track and it's nothing to brag about as we need to do more. but we're on track to actually have less than 100 homicides in the city of oakland. this hasn't happened since 2019 since 2019. and so we know that property crimes, all crimes across the city, it's trending downward. it is working. and so we're really happy for those results. but of course, it's not good enough. one life is one too many. and we're going to continue to do the hard work so that we can get to what would incentivize the police union to say that those things are true? well, i don't know what the political motives are. maybe it's because they have the same person

representing them in sam singer. you know, former chief leronne armstrong, his run for city council. know there's a lot of things that could be speculative or what have you. but that is a common denominator they say. >>all right. well, last night's city council, they renew the contract for the shotspotter gunshot detection system. supporters say that that system does help officers respond to shootings quickly. critics say that there's no evidence it actually reduces crime. it's expensive. what are you sick? >>well, what i can tell you is that i'm really on a happy to see that the city council passed because what i can tell you, i work closely with the police chief and the assistant chief to combat crime in the city of oakland. and i can tell you that this been so many time for shotspotter have gone off. we didn't get a phone call. police and officers and we have saved lives may have saved lives. we have shown up and help with cold getting illegal guns off of the street. so i do believe

that it is a strong investment to public safety. and i'm glad that they were able to pass it 9. it's my understanding passed with parameters for reports to come back every year, which i agree with. >>we like to talk about some events that happened over the last few days. it seems like members of your city council aren't entirely on the same page when it comes to the sale, the coliseum, there's at least one person who says the city is now looking at its contingency budget. now cuts are already being made. is that true? >>well, you know, in the contingency budget let's back it up a little bit coming into office. we inherited 360 million dollar deficit that we would have to address. we always knew that this addressing this will be difficult and hard in all of this happened because of the pandemic. so we always have to sell the coliseum in the background. we pushed it to the forefront. council members who are having a hard time understanding this process. they just wanted us to a stand around idly. let the cards were they at fall where they may, including depleting our

oakland police department to 610 officers brownie out 5 fire station. and as your mayor, absolutely not. we have to do better. and so this is why i pulled coliseum sell to the forefront to help us with a softer landing. this is never been meant to be a silver bullet to actually solve a decades old issue here in the city of oakland. and so with that being said in march, you know, we already froze many of the vacancies that we currently have. and then we just again for another round of vacancy so that no one has lost their jobs. another round of vacancies just recently in. so we're doing this in process way in a thoughtful way and not a knee-jerk way. i know that the freshman councilmember councilmember johnny ramachandran may not understand how the government process work, but we don't work on calendar years. we work on fiscal year. that starts july one to june 30th. and so with the new purchase and agreement, we're actually going to receive 110 million

dollars within this fiscal year with the total amount of one. 25. so unless the council members have other solution, which i have heard of, none, you know, i invite her to be part of the solution instead of just thinking about how we're going to cut police and so to be completely clear. >>is the city at risk of slashing police stuffing a closing any fire stations? >>yet, this is a really great question, stephanie. we just receiver quarter for a report in van that will be discussed com next week. october 22nd. and this is a normal process rate. every year we go through and then come november, we'll get the full report of our quarter one revenues and expenditure until that time. we can't actually we need to make some changes to the current budget or we may not make changes to current budget. so we have to wait. impatiently, wait for our finance team to get those numbers together and we're on track and on schedule to get those numbers out again, i know the freshman councilmember may not

understand this process, but it's the normal process that we go >>i see. so it's unclear at this point whether or not any police jobs fire stations will actually close. >>that's exactly right. you know, if they need of these decisions need to be made, they will be made in november. when we come to actually discuss the quarter for report in these meetings are already scheduled because, again, it's part of the process. and so we would have to make those changes. are council members are going to have to make those changes because they are in charge of the budget. >>well, we are just a few weeks away from election day. we know that there's been an ongoing push to remove you from office. how confident are you? but you're going to beat this. and what would actually happen if a recall went through? >>well, i can tell you that if people are concerned about our current budget and fiscal stance right now, they should be really worried about this recall. this recall will count cost taxpayers and upwards of 10 million dollars, 10 million dollar funds. 35 officers somewhere. where would we get that money? that's first and

foremost. second off. if i do get recall, i will leave office immediately putting in place council president pro council president passed until january where they will be a new council president chosen and that council president will take the helm and then from that point, we'll have a special election in late april ca made the new mayor was abc. did and that new mayor has a month to balance a budget deficit a month. and then from that point, the following year because they only sent out my term the following year, we'll have another mayoral election. so that's 5 mayors within 3 years. and so if people thought the crime, it what was an issue last crime will be harder than if this recall goes through. and so not just that want to remind everyone that this is funded by one billionaire and this billion billionaire has spent, too. it has invested 2 billion dollars into coal. we all know that poll really wants to come through oakland, previous mayor libby schaff strong,

said no to call on standing strong and continue to say no to coal. and so i want all oaklanders to know the facts before they go vote. and i encourage everyone to vote consists of consistency in oakland is headed on the right track. some vote no on the recall. >>can you speak to who this person is? that is funding. these efforts are at his name is philip dreyfus and he lives in piedmont. and so all of the chaos that he will cause for the city of oakland he doesn't care about because he doesn't live here in the city. however, he will be able to actually gain money from me being ousted because i am a strong note on coal mayor, just like mayor libby schaaf. >>let's move on to the topic of the heat a burger corridor. there been a number of closures and gas station robberies in that area. but i roundtable just held its grand opening there on friday. so can you walk us through exactly what's happening here? is this business, the exception? >>absolutely not. and i just want to first thank you so much, stephen. and thank you

cough among babies is spreading throughout the country. for more on how you can stay protected. kron four's justine waldman spoke with infectious disease physician dr peter chin. hong. so we know that this trend is going up more cases this year than last year across the country. are we seeing that here in the bay area? >>we're seeing it even more in california and in the bay area than the rest of the country. but just slightly more. >>why do you think that is? >>well, there a few reasons. the first like many other infections. we saw this in our city a couple years ago. people getting together. there wasn't a lot of mutiny during their early days of the the second reason is that because the pandemic, lack of access to good getting into pediatricians offices, example, many babies didn't
