you're watching kron. 4 news at 11, 30 live on air and streaming with kron on. i'm stephanie rothman. that'll councilmember in san jose is now seeking absence from city council meetings for 2 more weeks. >>omar taurus has not attended any city meetings in. crime allegations against him came to light a staff member with another san jose councilmember sent us a copy of this memo from torres. it asked the city council to excuse his absence from the meeting last night and the next 2 tuesday to take care of his quote, mental health in the memo, torres says, quote, the allegations made against me have significantly impacted my emotional and mental well-being and after careful reflection and kunce consultation with my health care provider. it is clear that stepping back temporarily is essential for me to heal. taurus at his office will remain fully operational and that he is committed to returning to his duties. the san jose city council is set to vote on this request at their next meeting on tuesday.

and torres has been facing growing calls resign in all of this. that includes mayor matt mahan yesterday. the council voted to remove tourists from all of his counsel sign. it meant the council can remove torres if he misses 5 meetings in a row without valid reason. if the council approves says requests he won't have any, an excused absence through the first week in november. now san francisco where at the palace hotel workers are on day 3 of a strike. they're joining thousands of other hotel workers across the country who say they're fighting for a fair contract, but their message also means hours of chanting, honking and drumming. kron four's there sits and spend time at the palace hotel to see how it's affecting its guests. >>whether it's hotel guests, people walking or working in the area. tell many tell us that this strike is just far too loud. some people were covering their ears while others were wearing noise, canceling headphones.

police officers are being accused of misconduct that led to deaths and serious injuries. aclu is urging state officials to investigate and decertified the officers connected to the deadly on-duty shootings. according to the nonprofit, the city has paid more than 13 million dollars in settlements to victims of police misconduct. earlier this month, the organization filed a complaint against the department for keeping officers on the job after those shootings. >>coming up, the picked off a new season portland. we checked in with some fans excited for the stated.

crashes are a leading cause of death for teenagers in the u.s. and this week officials. so why is teen driving so dangerous? i guess there little inexperienced. >>sure. there's there's an experience. also, you know, driving is new to them and it's exciting and they want to share it with their friends. and that can often lead to distractions. cellphones music, too many people talking in the car. and what have you all those things sort playing the dangers that teens experience while driving. >>and not to mention there

>>that's good. that's a good thing. can parents do or grandparents? caregivers, neighbors say the teenage drivers tonight or this afternoon after they're learning about this to try to keep these kids safe, not only keep them safe, but other drivers on the road too. >>i think one of the big that, you know, parents and need to be aware of is the rules. you know, there's very specific rules, especially for teens when they got there their learner's permit. you know, they have to have an 18 year-old driver with if you have a new license for the first year and you can't drive between the hours of 11:00pm and 05:00am unless you have a 25 year-old licensed right with you. you can't transport someone under the age of 20 years old unless you have a licensed driver with so a lot of these rules are in place but are ignored and they're there for a reason. and it's so that they driver doesn't get distracted by friends or make bad decisions or fall asleep or that kind of thing. so really when you know, those

powerful branches of state government. the california legislature. it's 80 assembly members and 40 senators determine policy impacting your life, everything from oil and gas to education to the taxes you but this election, this body will see considerable turnover to significant change over in the makeup, the composition of the california state legislature this year, mcgeorge school of professor chris mckay leases specifically of the 120 lawmakers who currently serve about 25% are leaving the legislature either because they're running for another office. retiring or they've turned out of office after serving the maximum 12 years allowed in the state assembly and senate. all of that means this election, california voters are about to elect a huge new class of lawmakers to state office over 30 new legislators will join the california assembly and senate come december. the second.

complaint has now >>the equal protection project was formed in 2023 to fight discrimination in any form, mostly focused on higher education. santa clara university is the project's current target saying a university program discriminate against anyone was not black. a civil rights complaint against santa clara university was filed wednesday with the u.s. department of education, equal protection project founder william jacobson says the university's black corporate board readiness program or be cbr is the reason which is limited to black executive you can only apply to it if you are black violates the law. you cannot have a program that is open only to one race or excludes

virus, obviously mutating to infect cows and becoming especially deadly in california. researchers are desperately trying to figure out why the mortality rate among california's dairy cows has been as high as 20%. there's also an uptick in human infections of the 27 human cases. about half are california dairy workers. most are fighting mild in symptoms such as conjunctivitis and fever, researchers have yet to figure out how where and when the h 5 n one virus is spreading at dairy farms. we do not know nearly enough about how this virus is transmitted among animals. that's why what we're doing right now is really important. >>so we are evaluating the spread on one of but then we definitely need to consider some other avenues to experts say the virus has been tracked

past elections. >>less than 2 weeks to go, millions of votes already cast. i'm connell mcshane with newsnation. you know, americans in many states across the country are not waiting to head to the polls. total early votes have already eclipsed 20 million. that number is rising fast. most of the ballots are coming in by mail. but millions of americans also voting early at in person voting places. you can expect the number to continue to rise before election day as more states open up their early voting places and has more americans head to the polls now in 2020 during the pandemic, more than 101 million voters cast early ballots. most of those votes came in the last few weeks of the contest. you can see that 10/18/2020, right about now and the election cycle. only 28 million voters had cast their ballots 2016, which, of course, was a non pandemic year. total 47 million americans voted early. i'm connell mcshane. that's the news nation political minute. some of those temperatures

popping up in the 80's. i think very close by tomorrow. as high pressure just gonna hold on for at least one more day. but after that, things begin to change. a nice look, though, from the east bay hills, the berkeley hills, you're looking. >>clear skies out over the bay right now. no fog to speak of along the coastline are looking good. but with clear skies are going to likely see some cool temperatures developing throughout the night tonight and tomorrow morning. little busy out there on the golden gate bridge right now. but there are no clouds across the golden gate bridge. so overnight tonight we're gonna keep things clear. tomorrow we're waking up mostly sunny side up. the temperatures are going to be warming up and looking very nice as we head toward the middle of the day in the afternoon as we get into friday and this weekend things begin to change. the clouds start to thicken up. you know, there's even a chance we could see a few showers as we head toward a lot of part of the weekend out the door right now. 56 in pacifica. 59 now in san francisco, 60 in sausalito. 54 in napa and 69 still fairly warm for this time of night in fairfield off the coastline, though we've got that our low pressure spinning around that is going to merge with the system up in

the gulf of alaska. you'll see right here on the long-range forecast model as we head through time, a merger that would pretty big storm for the pacific northwest. but by the time it gets here, just not a whole lot of energy, a slight chance showers as we get into sunday. doesn't look like much behind i think we see that area of low pressure kicks in the east over the great basin. we may be talking about some more fire danger and gusty winds as we head toward tuesday. and then in the halloween there's a slight chance we could be talking about more showers and then another one right behind that. he's getting a little more active. nothing too crazy yet in the pacific, but looks like things are going to start picking up overall. i think net temperatures tonight going to be little chilly in spots. we've got a lot of 40's and 50's by day tomorrow numbers. well, not bad at all. the san francisco these warm days. we've got 70's in the san francisco along the coastline, 60's and 70's. as you get inland, comfortable weather out there. that's for sure. and it's going to stay that way for least tomorrow. and then after that, not friday. should be a nice day. we're gonna see nice. warm month. that will begin to cool things down. those clouds really begin to roll in. so over the next few days, everything begin change the clouds
