suv collided with the person riding a bicycle on the freeway. all 4 northbound lanes near 7th street were shut down for more than an hour, forcing traffic to divert to 7 street and west grand avenue. chp reopen to the lanes around 10, 30 and they now say an ongoing investigation is happening. and in san francisco, police are in the area of 24th and mission where they say a man was shot and suffering life-threatening injuries. officers say the victim was taken to a hospital. they don't provide any other details about the incident, though. and a developing situation in the middle east tonight. israeli military says it's completed what it calls targeted and precise strikes on military targets in iran. it's not yet known exactly what the targets were, but iran state media reported the sounds of explosions around its capital. tehran. the israeli military said the strikes were in response to iran's attack against their country. the white house is

francisco cannabis business is cleaning up after a burglary. the whole incident was caught on camera. take a look at this. it happened around 3 yesterday morning at the california street cannabis company on clement street. the owner says several items were stolen and there's damage to the store's front window. also inside the business as well. police say they tried to pull over the suspects, but they got away. the commercial dungeness crab season will start late again. this marks the 7th year of delays and to protect humpback whales along the coast. the season opener was originally scheduled for november. 15th, but the state department official wiles lightfoot says they are now reevaluating the risk to the wales on or around that date to potentially open the season sometime later in december. >>well, coming up, election day is just 11 days away. and the campaign trail is heating up. we'll take a closer look at some of the races in just couple of it.

service will be offered during the final week of voting. that's next monday, which is october. 28, and they'll run through election day on november. 5th, you can request assistance from the city by contacting the department of elections. kron 4 is your local election headquarters as some residents in the oakland hills recover from the keller fire that broke out a few weeks ago. some voters are being asked to weigh in on a ballot measure that would raise millions for wildfire prevention measure is a tax that requires two-thirds voter approval to pass and would add a $99 single-family homes and a $65 tax for condos and apartments. only voters whose neighborhoods are affected by the tax will decide the measure's fate since only property owners in that area will actually pay the tax. the funds will be spent on enhancing fire patrols on high fire danger days, hiring more coats, ai-da vegetation that is try and performing annual property inspections amongst oher things. lawmakers and

awareness month and recently doctors change their recommendation for women to start getting their mammograms. starting at age 40. >>kron four's justine waldman spoke with doctor laurie kim ng colleges at kaiser permanente in sandra fell. >>so the original recommendation had been that women should start getting screened at age 50 and now they're saying age 40, why did they make that change?

>>well, research has shown that women under the age of 50 there has been increased incidents in the development breast cancer. one percent per year because of those research and data. now the american task force and american cancer society recommends screening at the age of 40 years old. and please know this is for a normal risk. average women, women who have a family history or a past history or genetic history of breast cancer. they need to be screened earlier and it's a part for them to talk to their doctor and they may need additional screening such as breast. mris, something fun to do. once you turn 40 like a rite of passage of this point. >>do go every year every other year. assuming you have a normal test result half and you have to keep going after that. >>we're no u b every other year starting at 4 years old. however, like i said, you have a risk factor. a personal history. >>that you should talk to your doctor about getting screened annually and the

recommendations starting age 40 up to age. 75. but i want women to know that if you're over the age of 75 and you're you are going to be living for more than 10 years. ask your doctor to get your mammograms. and is it still true that catching breast cancer? and it at its earliest stages is still the best place to be like if your best chance of getting. >>the treatment that you need. that's right. >>that's why screening saves lives. that's why it is so important for women of normal average resting can start getting their mammograms at age 40 before a lump appears. if you can detect it earlier, it equates to earlier stage and better survival rates. and so what are the risk factors who is most at risk for getting breast cancer? now there is women who have a genetic mutation, which is 5 to 10% of the population there. a higher risk of developing breast cancer. if you have a family history of breast cancer, so look into your not only your mother side your fab your father's side

because each contribute to the development of breast cancer. if you have a hereditary mutation, our personal risk. but we also know there is modify or risk factors and the united states obesity is on the rise. and even we know that that could cause breast cancer and alcohol use as well. so are there some lifestyle changes that people can take to try to reduce their risk? yes, exercise don't consume so much alcohol in moderation and keep a clean, healthy diet. avoid processed foods processed meats, red meat, plant-based diet. exercise is so very important to decrease the risk development of breast cancer. i'm so glad you could come on talk with us. doctor laurie kim colleges to kaiser permanente. and sandra felt so important. >>that we have this conversation. the older i get, the more friends and family members i have that are impacted by this. i'm glad we could raise some awareness today. thank you for having me.

>>for the first time we're hearing from the head of the california air resources board amid concerns of a proposed a new policy, some believe could increase gas prices. our capitol correspondent eytan wallace breaks it down. >>it's called california's low-carbon fuel standard or else the offense. in a nutshell cfs, a state program aimed at reducing carbon dioxide emissions that come directly from transportation fuel. the program does so by imposing rules on the oil industry, specifically regulating the carbon

intensity in such fields. cfs is one of california's signature climate programs and has been really effective. dr. steven cliff is the executive officer of the california air resources board carb, the state agency in charge of overseeing air pollution and climate change related programs across california, including lc offense. he says all cfs has benefited the environment since it was created more than a decade ago and will help the state achieve its long-term goals to transition away from fossil fuels is means dramatically reduce climate impacts and improve public health. >>the low carbon fuel standard has been a driving force for innovation and investment and a strong more than 4 billion dollars investment in cleaner fuels and technology, which means new businesses and jobs. but just 3 days after the election, 14 members of the air resources board, including 12 appointed by the governor will vote on a proposal to impose stricter regulations on lcf us that supporters say will help the climate. but on the flip side of this very analysis from the air resources board found the

attorney pamela price is successful, it will be up to the alameda county board of supervisors to appoint a replacement. that a point to da will serve until the next general election in november of 2026, whoever wins that election will serve out the remaining 2 years of prices term, which runs through the end of 2028, things are a bit more complicated at oakland city hall. if oakland mayor sheng thao loses the election once those recall results are certified likely in december city council president nikki fortunato bas would become the acting mayor until a special election is held within 120 days meeting sometime in the spring of 2025, whoever wins that special election will serve out house term, which finishes at the end of 2026. but here's the wrinkle. if past is elected to the alameda county board of supervisors in this november's election, she

wasn't it wasn't in the bay area. ironically was in new york when i was living out there and doing journalism out there that tired of the hit. anything i got to hang out with the with that. they picked me up in a limo cherry. and phil and we went to the i love the way you guys were mentioning she feels great musicianship in his study of classical music because they took me to the metropolitan museum of opera rehearsals and it was just hilarious because we're all stoned out our pockets. we're you know, it was that it was back in the day it was just amazing to be around music. and phil was just great spirit yeah, he'll be sadly missed. but we're so lucky that we had him really are. >>i read that he was maybe just 4 years old when he but listen, just grandmother's radio and listen to the new york philharmonic. interestingly, how was phil most innovative musically? >>well, i mean, you put me on the spot there. i mean, it's just a really unique player. i mean, the classical background like that gave him, you know,

guess phil was what's may be in his early 70's when he was trying to open that venue first in fairfax and then he ended up getting it done in sandra fell great venue. you know, kids could run around there. they had this fenced-in area. they had live shows outside inside along the canal there just seen an eye when many times it was a covid casualty. but, you know, speak to his passion for entertaining and bringing people together to take that on late in his life and then have it haven't run for about 10 years. >>yeah, that venue of the great room was amazing. walk in there and it was like being in his living room and there was such an intimacy. and i think, you know, again beeing so local and it really was family. you know, you really felt like here in somebody's backyard. and then the great room you felt like you know, like i said in their living room and it was just such a a beautiful, you know, i'm from the bay area. there's something about about the beauty of you know what a

their latest crackdown on sideshows officers seized more than a dozen cars involved in dangerous activity on the bay bridge last month. kron four's rob nesbitt reports on the technology used to help track them down. >>when it comes to making arrests and towing vehicles involved in sideshows, chp is able to use license plate readers and cameras to help

with their investigations. as was the case with their most recent crackdown. >>this is the chaos that unfolded on the bay bridge during the early morning hours on september, 8th, hundreds of people cars took part in the sideshow. according to sergeant andrew barclay in the illegal activity block, both directions of traffic on the highway, not only traffic lanes blocked, but also shoulder is blocked, which obviously leads to some very difficult, very difficult situation for our officers have to try to work the first sideshow. blocking westbound lanes was dispersed by police in 25 minutes. and the second on the eastbound lanes took about 16 minutes to stop after more than a month of investigating chp gather list of 23 vehicles involved. thanks to flock cameras placed around the bay bridge. this system that enables us to obtain vehicle license plates. find where vehicles may have gone after that one specific incident, multiple teams of law enforcement were deployed throughout the state wednesday going to the addresses of where vehicles involved were

washington correspondent basil john reports on the uptick in early ballots. >>less than a dozen days left until election day, many americans across the country have already cast their votes. thanks to early voting voters like the convenience voting early so far, more than 20 million voters have cast their ballots. michael mcdonald with the university of florida tells me more voters are taking advantage of it in state after state once they adopt some form of early voting, you'll start seeing the numbers creep out from election cycle to election cycle. mcdonald's says the big difference this year it appears republicans have embraced in-person early voting. and pass. the democrats are the ones who tend to vote in large numbers. that in-person early voting is offered with republican officials urging supporters to embrace early voting. some states like north carolina are seeing record turnout. we will likely see a significant majority if not 2 thirds.

a pediatrician at kaiser permanente. santa rosa. first of all, walk us through some of the health concerns that might come to mind for people of all ages during this time of year. >>starters is going to be safety because kids are going to be walking around at night. they may not always be visible. cars may be driving a not see them. so safety on the streets would be probably the primary. concern. so having them. kids. well, that's the first concern in the second concern is what are parents going to do with all that candy? >>exactly. so let's break it down. let's get a little more specific. you're so first of all, what can parents do to keep their kids safe while they're out trick-or-treating or maybe at some the themed parties with their france. >>i think when they're outside to always be in groups. never let your trick or treaters go alone. kids should have kids in parents carry flashlights to increase their visibility. they have to make sure their costumes are not too long that

they're not going to fall and trip over them and that they have a good visibility through all their masks. all the superheroes need to know where they're going. yeah. also. pay attention to the things that you're always telling your kids when you're walking on the streets is to use the crosswalk. look both ways. when you cross the street and don't run on the streets, there's going to be a lot of kids out there. nd of course, an important reminder to drivers out there as well as to be extra vigilant on halloween night and the week of halloween. >>dr. what are some best practices when it comes to how much candy kids can actually have a are out there gathering. i remember when i was a kid, just i get a whole jacko lantern full of of candy. but lot of pieces there. but just how much can kids actually have, you know, in the coming days and weeks, post halloween? >>i think what's important think parents and kids to together set up an expectation of what they're going to do with all that candy. and i think a good idea is before

the night to ask your child, you know, you're gonna come home with a lot of candy. what are your plans for your candy? so it's good to get what the child has in mind, because it may be surprising to the parent and then set a plan of what you're going to do when you come home with all the candy and what are you going to do on the days following now, children consume a lot of candy at one time on halloween night, the day after it's not really going to be so dangerous for them. they may have some tummy but i think that's a good opportunity to teach your child to show them. when you eat a lot of candy or overindulge in food, this is what you may feel like it. maybe they can remember that as it's a good learning point. so i think its moderation is key, overeating on one or 2 nights is not going to be so bad for the child other than maybe a tummy ache and deciding how they're going to parcel out. that can be after

halloween night. >>i imagine it's also important to double check the packaging of different candies as well. are there certain? perhaps materials, choking hazards that kids in parents should be looking out for when it comes to what they're picking up in their trick or treat bags. >>lately, that would be age dependent. so if you have the small trick or treaters when generally what i remember coming home is you dump your big bag of halloween candy and spend it on the table. and that's a good opportunity for parents to look at any counties that look like they've been opened or if there's any homemade candies, probably good idea to eat those. if you know who gave them to your child then there's a smaller, hard candies that for. anybody really could choke on those. but the underage like the job breakers and the garbrandt neighbors things of that nature. they have to monitor their kids when they're eating them. so not running when you're eating candy win, parents have to really look at the age of their child and

maybe pull those candies out to have them in another place just to prevent any choking because can happen at any age. but of course, as the child is younger, it would be more of an audit. and of course we have halloween, which is kind of >>kick starting off the holiday season. we're starting to see more folks get together. probably, you know, eventually for thanksgiving in christmas, hanukkah, all those different holidays, any best practices when it comes to safety for children to keep in mind for families. as we look forward. >>as far are in general perhaps fitness things to keep in mind. so we're not overeating. >>so >>so i think keeping up the healthy habits habits that one keeps up. the other non-holiday days of the year. so that is having the kids go outside exercise, run around, play. do continue to do their sports trying to minimize time behind the screens. and

>>bias can be around the bay area. pretty comfortable temperatures compared to where we've been. but things are going to change drastically here in the coming days. finally get a little rain back in the bay area and well, some much colder temperatures definitely going to feel the season as we head toward halloween other right now, mostly clear skies. but we're gonna see clouds gathering throughout the night tonight. and so tomorrow morning, we'll wake up. i think mostly cloudy. but throughout the day, you'll see some sunshine in between some of the breaks in the clouds, mild, warm temperatures again, 70's, maybe even a couple low 80's and then sunday, the clouds really thicken up coming right out of the gulf of alaska. that's going to bring colder air. yeah. even a slight chance of a few showers, especially north of the golden gate bridge. all right. we've been tracking this area of low pressure all week long as call a cutoff low. finally getting caught up in the circulation with this next approaching storm system brings some rain along the coastline. the far northern california into oregon, the bay area, just some passing clouds. but we're

going to see more of those clouds roll in and they're coming out the gulf of alaska. and that's going to bring in some much colder air. let's time out the system for you as we head through the day tomorrow, looks like pretty decent other than a lot of cloud cover rolling in overhead. keeping things on the dry side. things begin to as we get into sunday. there you go. not much of a front kind of fall apart by the time it gets here but may leave behind a few hundreds of an inch of rain, especially in the morning and through about the middle of the day. and then behind that we get some cold air. in fact, some snow expected up over the sierra nevada rainfall amounts not going to be huge with this storm system. in fact, just a few 107 inch locally around the bay area. but temperatures yet tomorrow we should enjoy it. i don't think we'll see numbers like this for a while. 70 degrees. francisco about 70 in the mission coast layers generally in the mid 60's and many spots inside the bay should be very nice about 70 degrees in millbrae 70 in burlingame. 69 in brisbane, 74 in san carlos. 74 in palo alto, 78 degrees in santa clara and maybe a couple low 80's sneaking in some of the
