>>thanks for joining us on kron. 4 news at 11, 30 live on air and online with kron on. i'm stephanie rothman. a large and destructive rally taking place through the streets of san francisco today. more than 2000 striking hotel workers march downtown this evening. >>the rally eventually stopping and blocking the cable car tracks at powell street. 85 people who are few says the spurs were arrested by sfpd. our cameras caught several being taken into custody. the workers from hilton, hyatt and marriott properties have all been on strike since september. this was their largest demonstration. yet the workers say they left san francisco and believe tourism will recover. but that's why they're demanding the restoration of jobs that cut. during the pandemic. >>really committed to providing people from around the thing that i think that we can get back to write and draw

>>the workers are also demanding better wages and affordable health care. more than 10,000 hotel workers across the country have gone on strike since labor day. san francisco officials install barriers on another street in the mission to her workers. the barriers are something many residents have been advocating for. but with that come another set of problems. crop for sara stinson explains. >>a lot of muck are mixed reviews from people who live on shotwell street. some say they are relieved because they're starting to see stuff. you are workers there. but others say the barriers have caused a whole new set of safety concerns. >>so happy this longtime san francisco resident says the minute the city put up barriers on shotwell street, she could rest easy. it's like dan, ok, literally, i have my first night. good sleep. because i got woken up almost every night, even clothes

sfmta installed barriers a week ago to deter work in the traffic flow. it causes in the middle of the night and many people who live here say it's working. you are >>and it's no longer racetrack for 3. it's gotten a lot quieter. i hear the racing cars down the street, residents, a prostitution got worse on shot. well, after the city put up barriers on camp street last year. and now the same system has been put in place on shotwell street between 19th and 21st streets. >>but some say they've got new problems throughout the day. cars regularly coming and getting stuck and having to turn around. and it's a very narrow street. >>neighbors say that people continue to turn around in their driveway and then other drivers get frustrated, go around the barrier and onto the sidewalks. there's definitely some safety problem. people say this chaos could be avoided with better signage. the hope is that drivers will eventually get used to the changes. the signage is not great at the

end of its kind of year when it should be right here. it is a not a through street. >>yes, i screwed up on capp street multiple times whether people like the new barriers or not. most people agree on one thing that this is not a permanent solution to illegal prostitution. i do have a business on the street. so it like to see that migrating there. so it is a game walk more. so it just seems like. >>why are we making things complicated for something that's not an actual solution? find that very frustrating. >>sfmta says these barriers are part of a pilot program. they're still assessing the effectiveness of them. emergency vehicles like fire trucks. they are able to drive over the barriers. now a man who lives further down shot well, where there are no barriers tells me he wishes the city included his area in the pilot program because now there's a ton more noise and workers there. i'm sara stinson reporting back to you. >>new speed cameras are coming to parts of san jose. this as city leaders approved the

installation and use of more than 30 cameras in the spring of next year, they'll be at least one new cameron, each of the city's 10 districts. the hope is to improve roadway safety. if one of those cameras catch you speeding more than 60 miles per hour. i think it's starting off at $100 will automatically be sent to you. turning now to weather taking a live look now at downtown san francisco from sutro tower. looking like a nice night. it's definitely been chilly this week tracking all the rest of your week's forecast. we turn now to kron 4 sheet meteorologist lawrence karnow. lawrence. >>i've already seen some showers begin to pick up end in san francisco. you're looking sfo. the clouds are gathering, but we are seeing not raindrops elsewhere in the santa rosa. some light rain. inverness also begun bay and further out these down to richmond. you're starting to see some showers. also delay almost that very, very light so far will pick up throughout the night and spread south as we head throughout the night into early tomorrow morning. that's not expected to be a big storm, but the first of a couple of that are going to begin to move through. first

one coming through tonight into early tomorrow morning. and you can see by early tomorrow morning really drag into the south bay snow from the sierra nevada behind. that will clear things out for trick or treaters by tomorrow night. then we get ready for more significant storm. not a huge storm but more significant moving in as we head in toward friday night and early into saturda morning. nice to see the rain coming back in the bay area. rain amounts get out of the 2 storms, maybe about a quarter an inch or so in a san francisco, maybe about a 3rd of an inch in half moon bay. more than that, some place in the north. they could see upwards of a half an inch of rain. of course, that be nice to see temperatures yet chilly. these storms coming off the gulf of alaska numbers in the 40's in the 50's for overnight lows tonight. by day tomorrow, you can see some sunshine and some passing clouds on halloween. temperatures going to be in the 50's and the 60's all around. that looks like the next couple days. but we're going to see a return of some raindrops coming our way as we head in toward friday afternoon the weekend. you're starting a little bit wet on saturday. don't forget, we fall back this weekend. then as we get into next week's good reason. we're getting some rain here by next week.

we could be looking at some gusty winds, maybe higher fire danger as we head toward next week, too. thanks, lawrence. >>well, tonight, san francisco police are looking shooter responsible for seriously injuring a man you see here. this is video of the scene shared on the citizen app. police say the shooting happened shortly after 6 this evening in the area of ellis and joan street in the tenderloin. they say the victim has been taken to the hospital with a life-threatening injuries. election day is just days away. now in san francisco, residents are holding another rally against one of the most controversial measures on the ballots. that's prop k it would lay the groundwork for making the city's great highway, a permanent park if it passes the city's park code with the chance to establish new recreation and open spaces. this is what the new park could look like. it was tricks private cars at all times on the great highway between lincoln and slot boulevards only emergency vehicles will be allowed through opponents to say that

the probably cause a lot of traffic in nearby neighborhoods. but supporters say it would expand the city's open space. community together. >>it's given us a place to to meet. neighbors spent time with neighbors and it's given us an opportunity create a new amenity for san franciscans across the city to enjoy. >>right now, there are no finalize plans for the look. but the design phase would come later if it passes and include public input. the city of oakland is set to receive 20 a million dollars from the state. that's to help address homelessness. governor newsom made the announcement today saying mayor sheng thao was pleased to receive the grants. >>and this will help with a sustaining credible work that their team, our team here at the city of oakland it's created has completed for long-term solutions address homelessness. >>this grant money can be used to create permanent housing rental and move in assistance

>>come back. i'm stephanie rothman tonight. another blow for oakland mayor sheng thao, the nor cal carpenters union is now endorsing her recall. the union which represents more than 36,000 members originally said they weren't taking a stance on the recall. but earlier this week they filed a cease and desist order

against the mayor accusing her of falsely using their endorsement in a state of the union says, quote, by falsely using our name and logo, it shows she cannot be trusted further. she has not have the strength of character to apologize for her transgression against our members, many of whom live and work in oakland and are suffering the high crime rates. lack of affordable housing and other ills that our city is facing. well, mayor tells campaign responding to this saying in part on october 10th, the mayor was assured by leaders of the carpenters that she had their support. their internal confusion is an issue for their members, not the mayor. and in santa clara election election officials are reaching out to the next generation of voters. they've been going to schools encouraging 16 17 year-olds to pre-register for future elections. a spokesperson for the registrar's office says they visited 80 schools in the south bay this year and they've been giving students eat, giving students easy to understand examples on why

>>on election day, californians will have a lot of propositions to look at. one of them is proposition 5. it's a ballot measure seeking to make it easier for local communities to pause. bond measures. our capitol correspondent breaks down prop 5 and has reaction from its supporters and opponents >>it's one of the major statewide measures on your ballot prompt 5, if approved by boaters. it would make it easier for communities to borrow money specifically lowering the voter threshold needed to approve local bonds that help fund infrastructure and affordable housing projects. as it stands today for the state constitution. any time a local government puts a bond measure on the ballot in need at least 2 thirds voter approval to pass, but should prompt 5 become law. local bonds would need just 55% to pass the current system is really.

opposing side, proposition 5 makes it easier to raise taxes. and we don't want to do that. susan, shelley of the howard jarvis taxpayers association notes will prompt 5, does not in itself raise taxes. she argues it will serve as an engine for local governments to do so more easily. this adds up specifically. she says local bond measures require the government to borrow money that money. she points out accrues interest over time, putting local governments further into debt. the most concerning she says as part of local bond agreements, local governments have to increase property taxes on their constituents to pay back that debt, particularly adds up for people who are on a fixed income who are going to see extra charges on their property tax bill over and over again for everything the government wants to do until it gets to the point where they can't pay those tax bills. and if you can't pay your property taxes, the county will sell your house for you. people will lose their homes so we shouldn't be messing with the 2 thirds that requirement. it's an important

taxpayer protection and this is just one of 10 statewide propositions set to appear on your ballot reporting at the state capitol. a tonn wallace kron. 4 news. cash ceo bob lee's murder >>cash ceo bob lee's murder trial resumes wednesday. that's after it was briefly interrupted last week by the san francisco superior court wrkers strike now kron four's lezla gooden has more as she's been following this story and has the very latest. >>on wednesday, we heard from several officers working this case and they discussed video surveillance and other evidence. and take a look at this video from court earlier. jurors for the first time saw video according to prosecutors. the moment bob lee was stabbed by me memo many under the bay bridge on april 4th, 2023, the videos from a nest camera taken at a residence. 9 stories up and they are 2 figures seen in the video. many is dressed in white and liam black says

prosecutors. the other video watch by the jury was a clear street view of lee staggering on main street and bleeding heavily and looking for help police ex-wife gassed in court watching this video. lee is then seen flagging down a white car who stops and then drives away. the witness was never found, nor did they call police. now, prosecutors many did not take lee back to his room at one hotel. instead took him to a dimly lit street under the bay bridge to kill him. the officer on the stand in charge of gathering video. surveillance says they did everything they could to find a better video of the stabbing. and as bob lee was dying many is bm w was seen going through the tunnel and heading back to his home and emeryville at 02:47am. look just being done. we the sheriffs service is going pass. the san francisco did a great we also heard that officers served search warrants to cause our department, her husband's

donald trump be present. and i think that actually tags along with some of the messaging that's going on right now, especially after the the rally madison square garden. and with that set off out there in in in sort of the world. but he's sure to cause eating reference that you just get through that and just talked about the fact that this is a guy who you know is is anti democratic and all things that he's he stands for. and no matter whether you're a democrat or republican, there's only one way to make sure. but this guy doesn't come back and hear brush and time again. you have to close the door and you have to get rid of him. and this is this is the best the only way to do that in our system is to make sure that he loses on november 5th. you know, well, that have any resonance out of our out out of california. we don't we don't know. but, you know, there are a lot of people who in that age group who grew up watching his movies and what to say. >>all right. yeah. another threat that i picked up on in his. a message to america was

the fact that as you said, he always considered himself an outsider when it came to traditional politics right now, he says doesn't trust politicians, even though he was one for that. brief moment in california history anyway. but he says my time as governor taught me to love policy and he went on to explain that that meant that it required working on with others on either side of the aisle. it says without insulting them to win your next election. and he is grabbing onto that thread that i think a lot of undecided or just even centrist voters are your night for which is a washington that actually worked together to get things done and didn't try. and one up either side of the aisle just to score points with the basin and to win their next election. you think that's going to resonate with some people who might still be persuadable? >>i'm a lot of james. i don't think so. i think what you really in through that i look at is fact that he's not happy with what how washington is. he's unhappy with the way politicians are behaving. he's

unhappy with the with the fact nothing is getting done. despite all that. and despite all of that, he he's out there saying that threat to this country, they gave me everything is donald trump and you have to be a if you're an american, it's your duty. go to the polls and vote against him. you know, you can vote against them is a vote for kamala harris. >>and then the very end after he says the only way to do this is to vote for her son will also do want to add, he says. >>turn the page, put this junk behind us. and even if you disagree with vote because that is what we do as americans. >>respect in the process of voting. we've been doing stories about voter pulling volunteers being sort of attacked is, you know, and people 9 timid dated at various polling places. you gotta respect the process and respect the results. he was really hit that. are burning

ballot boxes in the state of washington? these misses out. >>these are things that we're going to monitoring really closely between. now and probably through the couple days after the election. i went through and i wrote wrote an op-ed, you know, 4 years ago talking about the need to get national guard secure to secure the ballot counting centers in michigan. i think that probably that need to be expanded well, beyond that and not just to the ballot counting centers but to the actual ballot boxes themselves, what it will. and there are so many close races. there's so many stakes and again, then you have a voice like arnold schwarzenegger, hollywood, but not really hollywood alpha male, you know, so do we trump is actively trying to court, by way, people who want to be that be that kind of person and, you know, everybody is going to be a lot lot lot of interesting things going on between now and the next 6 days. all right. well, we're excited for you to be part of

business owners. it's up to us to you make sure that we heed that call in sacramento, covering local news that matters, christine, about the stuff. fox 40 news. >>in the south bay, the san jose city council approved the use and installation of speed safety cameras. the hope is to improve roadway safety kron four's will tran is in san jose with more details. >>the city council basically cut the red tape and sped things up because they want the speeding cameras to slow drivers down. so they voted unanimously to go ahead and install. 33 cameras throughout san jose. yes, the police officers, they can still give you a ticket for speeding. but those scammers, they only have one job and they never take a day off. so what's going to happen is now that they approved it. it's going to be installed in early spring and they say is actually will be installed about 6 to 8 weeks sooner and they were planning to install them. so that's

good news to drivers and pedestrians in san jose because this city dealing with epidemic for years with traffic fatalities. to the point where in a 6 year window from 2016 to 2022, of all the traffic fatalities that happened within san jose. they say one 3rd of them, they can directly tie 2 cars going too fast. so what's going to happen is once they're installed, they will look at your license plate and send you a ticket. now the ticket ranges on how fast are going. if you're going faster, then say 16 to 25 miles per hour over the listed speed limit. it's $100. and if you go excessively fast, it could be as much as $500. i can tell you, san jose is not the only city in the bay area that will get the cameras ultimately oakland and san francisco as well as this is a state program.

2 trillion dollars. we wanted to dive into this a little further in fiscal year. 2020 for the treasury department says the federal government spent a total of 6.7, 5 trillion dollars a score to make those proposed cuts that would mark around a 3rd of that federal spending being cut exact details of this plan for mosque still remain unknown. but this has brought some concerns about what could see an impact around a quarter of fiscal year. 24 spending went to social security while 13% went to both medicare and national defense and a smaller percentage went to veterans benefits and services as well as educational and training programs. this all comes after former president trump announced back in september an idea to create what he called the government efficiency commission tasked with eliminating fraud and improper payments as well completing a financial performance audit of the entire federal government. musk said he would lead the commission if the opportunity came up and he said he would do so without being paid

watched our groups and agencies already exist. we will note, including nonpartisan government accountability office which identifies waste and investigates federal spending. but on the topic of government spending just this week, the department of defense inspector general released a report alleging that the air frce overpaid by around 80 times the normal price for spare soap dispensers for the c 17 military transport aircraft. the inspector general even included pictures of the soap dispenser side-by-side with a far cheaper commercially available. a one in a statement, the inspector general wrote, quote, the air force needs to establish and implement more effective. an internal controls to help prevent overpaying for spare parts for the remainder of this contract, which continues through 2031. the inspector general added that over paying for those spare parts could reduce the overall number of spare parts, therefore, impacting the readiness of the c 17 military airplane.

what's going to be like for the rest of your week. we turn now to kron 4 chief meteorologist lawrence karnow lawrence. >>a little storms going to roll on through. i don't think they'll officially bring the and a fire danger, but they're gonna put a pretty good didn't know. i think especially that one that comes through friday and into saturday. that will be a little more significant. but out there tonight, we are seeing scattered showers begin to pop up around the bay area. of course, starting out the north. they first spreading south and that that's where we're at right now. so far looking good. lot of clouds over sfo, although no delays there as we at around the bay area tonight. yeah, the scattered showers going to be moving south all the way down in the santa clara valley in the santa cruz mountains. slight chance of a few lingering showers very, very early in the morning. i think in the santa clara area. but after that, we clear things out with some partly cloudy skies, kind of a cool, brisk halloween outside. but staying on settled, we've got another storm system of the doors looking to stay open for that next one as we get into friday. meantime, though, you can see that front making its way into northern california, then dropping in our direction. and that's where we sit right now. you see some of

those pop-up showers now making their way into san francisco stretching across the bay to and we're gonna see more of that as we head throughout the night tonight into early tomorrow morning. some of these not real heavy bands of rain coming through. this is more of a light rain that's moving into san francisco right now along the peninsula. we're going to see more as that system moves on through early tomorrow morning breaks up. we start to clear out your skies by the afternoon. you're looking good. the showers are going to stay well to the north as we head toward tomorrow evening. but we're far from done the system in a roll through overnight tonight that we're gonna start to clear things out as we head toward morning. so the commute on look really wet. there's a slight chance, a lingering shower and then we're going to dry things out nicely for trick or treaters looking good. then after that, though, yeah, the clouds gather again. we get ready for that next storm. this one looks a little more significant. you start to the colors showing up on our forecast model, the yellows, the oranges, even the red that moves on through as we head toward friday night early into saturday morning. that will probably more substantial amount rain in the bay area. so that's all good news to bring an end of the fire. she's least we're trying we head toward these next couple of days. rain totals, maybe a

street. and according to police, an elderly man took out a large amount of cash got inside his car. well, that's when the suspect distracted the victim and stole the money right from the front seats. the suspects were also wanted by authorities in connection for an attempted robbery in contra costa county. they now face several charges, including grand theft and elder abuse. 3 vendors have been charged for operating a criminal enterprise at the oakland coliseum. flea market. alameda county prosecutors say this happened from march of 2023 through april of this year. investigators allege the trio had stolen $350,000 worth of property from 10 different retailers, including kohl's, macy's of 4 and target. they're accused of then selling that stolen property at the flea market. if convicted, the suspects could be facing 3 to 9 years in prison. a man accused of starting a grass fire in santa rosa has now been arrested.

supreme court is considering a handful of election-related cases just days before a november 5th. our washington correspondent maddie beer-temple reports on the legal disputes before election day and the ones expected after it. >>the supreme court today is letting virginia remove roughly 1600 suspected noncitizens from its voter rolls. a previous court blocked the purge because it's too close to election day. the trump campaign calls the ruling a victory. the best way

to have an election is very simple. >>paper ballots, voter id proof of citizenship. >>data from state show that cases of noncitizen voting are rare. the white house says it is already illegal for non-citizens to vote in federal elections and it is a federal crime that is punishable by prison and fines. the court is also weighing whether pennsylvania can count the provisional ballots of voters whose mail-in ballots had problems with them. the court has to be very careful in how it decides cases. georgetown law professor nielsen says the court tends to use restraint when it comes to considering cases so close to an election. ideas that people have developed reliance and what the rules are. >>and if you come up, they won't know what the rules are. they won't know exactly what to do in other legal challenges. a pennsylvania judge is extending in-person voting in a suburban philadelphia county. >>the trump campaign had sued seeking an extension after complaints that people in line to get a mail-in ballot were
