>>parking in san francisco is about to get even more difficult with a new warning about parking to class to close the crosswalks. the city plans to start enforcing a new state daylighting law on january. 1st. >>but warnings have to start go out today. this has a lot of drivers concerned about a loss of parking spots. kron four's sara stinson spoke with residents today and has more. >>at the start of the new year, drivers must park at least 20 feet away from a crosswalk. that's about the distance from the camera to me as well from the car that you can see this new daylighting law. it's a concept to create more visibility for cars and pedestrians. it is a struggle to finparking spot in san francisco. impossible. sometimes you have to circle the block and starting january 1st, it might get even harder. the city's transportation agency sfmta plans to start enforcing a state daylighting law that went into effect earlier this year. it requires

drivers to park at least 20 feet or about one car length from a crosswalk. while the law aims rove safety at intersections, it's going to take away more than 10,000 parking spots in the city. a shortage of parking spaces is not what we need right now at all. if it's applied. >>just a certain areas where thare scscscscschools and maybe children at risk. we're senior centers. that's another thing. parking is really short changed right now. so i think that >>this is not a good thing for the city. the goal of the new laws to better protect pedestrians so far. 21 pedestrians have been killed in san francisco, the executive director of walk sf jodie medeiros released a statement to us saying in part, quote, daylighting is one of the cheapest and easiest solutions for making streets significantly safer, reducing traffic crashes by up to 30%. this new law will save lives in san francisco and improve safety for everyone who uses the roads, including

drivers think it's a great o pr i've seen couple of people hit by cars here just on this block after witnessing far too many crashes. the general manager at the stinking rose andras. tommy says he hopes this helps, you know, they're looking at their phone and they're walking on the street being a driver myself. i think it's probably good to have a little more you a little more time to react. walk sf says neighboring cities like oakland and alameda do a great job demonstrating daylighting with paint and signage. sfmta says there might not be assigned to tell you to park 20 feet away. >>and it's really going to be up to you. that's why they're spending the next 2 months warning drivers that way on january. first, you can avoid a $40 ticket. i'm sara stinson reporting in san francisco. back to you. >>well, likely due to some of the rain and wind. we've been seeing a large tree fell over in san francisco's ashbury heights neighborhood into the backyard of a lower terrace. and the owner

believes it happened around 10 this morning and knocked over a fence. but thankfully no one was hurt with that. we're going to send things over to chief meteorologist lawrence karnow for a check on your forecast. lawrence. >>we're going to see more storms rolling in. i think even later this week, a couple rain clouds going to be headed our way in. well, we're gonna get things going once again out there tonight. we're kind of kit between the system. so some patchy fog forming in spots. otherwise, mostly clear skies temperatures or get a little chilly outside. turn out to be a nice little soaker that we had over inch of rain on mount tam santa rosa, almost 3 quarters an inch over half an inch in pacifica, san francisco four-tenths over a 3rd of an inch in oakland and even just under a 3rd of an inch in san jose. that is a pretty good storm for the entire bay area. so what we need is a little bit more work. it's a little bit of a break. now you see that storm system rolling on by eventually ending up in the sierra nevada, bringing lots of snow in the high country. but clearing things out now. but there's another storm there in the pacific. it's just beginning to develop now.

and that is going to be the next one that bring some more cold air as more rain here in the bay area. in fact, expecting that to move in here. not tomorrow. we're going to get a little bit of a break. we'll see some passing clouds, but by the end of the day on wednesday, get ready, some more rain coming your way. >>thanks, lauren swell. this morning's rain was certainly a welcome sight for firefighters are on the bay area this year. crews have dealt with multiple red flag warnings that resulted in wildfires across california and the santa rosa fire marshal says this rain is beneficial after what's been a very dry fall. >>for us, that's great news significantly reduces the virus and potentially could actually result in the ending of our local fire season within the city of santa rosa have unfortunately seen a lot of the fires that we do have continue to be human caused. so for us education outreach awareness is critical, especially as as we roll into each season. >>and there's been an increase of devastating fires in sonoma county since 2017, which is

why public knowledge of prevention. it's super crucial. the risk of wildfires is year-round, but the chances lessened during the winter. and it oakland, the school board leaders are set to discuss school mergers this week. the district faces a 95 million dollar budget deficit for the next year and their proposed fix merging 10 schools into campmpmpmpmpuses. the fact that schools are here on your screen. officials say e declining enrollment and the end of covid relief funds. and nothe superintendent says these mergers would preserve each school's unique strengths and traditions. the board of education will discuss this on wednesday and then have a vote on it on december. 11th. atherton police are investigating 2 back-to-back burglaries from over the weekend. officers say the first case happened on friday on cat catalpa drive. residents told police a was in their home between 7, 30 10,

30 at night rating. multiple rooms and the other burglary happened sometime between last thursday and saturday at a home on fairfax avenue. the burglar broke in through a window, ransacked a room and stole several items. it's not clear if these burglaries are connected, police are asking neighbors to check surveillance cameras for possible leads. driverless robotaxi excess started testing on san francisco streets it's focusing on the soma neighborhood rides are not available to the public during these testing phases. and only 6 past employees are allowed to ride in them while they rk out these kinks. zoox has no manual controls within the vehicle, unlike waymo's, which has, of course, a steering wheel brakes and gas pedals inside the car. says they hope to have rides available the public in the next year. the award-winning san francisco restaurant cassava is closing its stores after 12 years in business. in an instagram

post, the owners cited the current economy in the city as the reason why they plan to open a smaller cafe, though that will be takeoff, focus. they'll be in the jackson square neighborhood right now. the restaurant's last day of service is expected to sit sunday, november 17th. as the weather gets colder. high school officials in the east side and are asking the community to support a program to help students experiencing homelessness in the district. the east side union high school district and the east side education foundation are encouraging people to help and donate the money they raise will go towards the mckinney veto program which provides warm clothes and gift cards to eastside students during the holiday season. this year, the a more than 1000 students and families will experience homelessness during the holiday season. >>it's been nearly one week since election day, but it still could be several weeks until we know the outcome of close races across the state. in fact, there are still millions of ballots yet to be

>>stephanie rothman. as we approach the one-week mark since election day. say why there's still millions of ballots yet to be counted. our capitol correspondent eytan wallace spoke with california's top elections. officials and shares when we can expect the final results to be certified. >>while statewide, it will still be a while until all of the votes are processed and counted. in fact, final certification of the results here in california still weeks

away. in california, the counting continues according to the secretary of state's office as of the weekend leading up to veterans day statewide, there were still about 4.9 million ballots left to count. we tell people to be patient. you will get the final count. that's the message from california's election chief secretary of state dr. shirley weber. >>she points out county elections offices have until december 5th. exactly one month after election day to certify results from their webber's office has an additional week to issue a final certification of the results statewide. nothing is official until it's official. in fact, bas that were postmarked on or before election day but have not yet arrived in elections office. can still count as long as they arrive. no later than one week after election day. >>and in addition of that, webber says signature verification slows down the vote, counting process. that's because the voter signature on each ballot return envelope is matched with the signature. the state already has on file.

we have machines that can match it. and if the mask is not guaranteed in terms of the machine itself, then we actually do hand hand verification if for some reason you don't sign that ballot, we will try to find you. >>we will actually see thththth every ballot is coded. so we know your dress. we can basically go and try to find people and have them come in and sign their ballot. so we make every effort those remaining votes could make all the difference in the weeks to come in a handful of close legislative and congressional races across the state that are still too close to call the systems we have in place are really robust. >>but it also means that it slows down the process a little bit. and that's that's a, you know, compromise. we have to deal and congress is scheduled to certify the electoral college presidential results in early january officially proclaiming donald trump is the winner and incoming president of the united states reporting in sacramento, eytan wallace kron. 4 news. >>well, california voters have rejected a measure to amend

the state constitution and ban forced labor in all forms. the current law bans forced labor except as punishment for a crime which has raised concerns about prison labor conditions where incarcerated people often work for less than a dollar. an hour. this initiative was part of a broader reparations proposal to address discrimination in the state. several other states, including alabama and oregon, have recently passed similar amendments. and the fate of the great highway still yet to be decided. the latest numbers on that ballot shows san francisco is prop k still needs about 80,000 votes in order to be finalized. it passed the 2 mile stretch of the upper great highway between lincoln way and sloat boulevard was closed to cars. 7 days a week to create a public space for people. and governor newsom is heading to the white house to meet with biden administration officials. it remains unclear who specifically newsom will me with. but in a statement

>>well, it's official voters in alameda county have approved their recall of district attorney pamelanow the supervisors will begin a search for her replacement kron. four's will tran is an a cococococounty with the latest. >>if the board supervisors, they probably will tackle this issue come january. they cannot start now even though it's all but official that pamela price is no longer the district attorney of alameda county reason why they cannot start is because votes still being counted. and once it's all then they can start looking for her replacement,

which probably we'll be in that position, at least 18 months. pamela price was trying to stay in office, but ultimately the voters of alameda county decided overwhelmingly that they did not want her to prosecute criminals in this particular county. they believe that she was soft on crime. they started the recall effort 10 months ago. amla price actually started her campaign saying that she not t t t want to overcharge criminals. that if possible to probation instead of jail time, she stuck by that. and ultimately the alameda county voters did not like that. we got a chance to talk to some of her supporters. they believe that initially she never got a fair shake. >>where the da that involved winning with just 53% of the vote. and so her political opponents were never satisfied. and and we're also in a place where they would want to take advantage of situations like perceptions of

>>oakland diocese plan to settle with more than 330 assault survivors is now facing pushback. the dicey of oakland created a trust fund to settle hundreds of lawsuits. however, survivors attorneys called the plan a scam and a sham that further

traumatize is the survivors. kron four's terisa more. you know, it's an insulting offer. >>to these 400 survivors. who had a lifetime of harm and pain. >>that is damac new event. he is with snap the survivors network of those abused by priests. he spoke with me about the latest development between the oakland diocese and hundreds of survivors alleging years of abuse by priests. we are aware. >>the oakland diocese has. 3 to 4 billion dollars in real estate. a 3rd of it is in vacant land. and so it doesn't affect their missions. it could be sold. >>on friday, the diocese of oakland announced the creation of 160 million dollar fund. that is in part funded through real estate sales of land as well as from the roman catholic welfare corporation

and schools last year, the diocese filed for bankruptcy at the time survivors. attorneys called it a ruse to hide assets. >>and they're saying to a bunch of survivors. don't have those skills. i'm gonna give you this piece of land. trust me. it's worth 40 million dollars. don't worry. it's going to be ok and do in any can't it's going to take for 5 years to get that piece of property sold. it in fact, going to be rezoned to housing and then sold to a developer. >>last month, the archdiocese, los angeles agreed to pay to hundreds of survivors of clergy assault and attorney for oakland survivor says that those proceedings were honest and transparent with an end goal of helping heal from the harm of being abused. >>even 160 million. may sound like a lot of money to some people divided among 400 is not a lot. when you compare it

long awaited by firefighters. one red flag warnings went into effect in the bay area last month. dry conditions were a big concern. now, kron four's rob nesbitt spoke with santa rosa fire out how this week's wet weather will help them. >>the bay area woke up to rain drops monday morning. it's evident to how helpful that rain is to preventing wildfires. when you drive around and see dry, golden brown grass. the sound of rain hitting the sidewalks is helping fire officials breathe a sigh of relief including santa rosa fire marshal paul

leventhal. looking forward to the rain that we're expecting this weekend really reducing that local risk here this year. firefighters have dealt with multiple red flag warnings that resulted in wildfires all across california. >>including these flames in the oaklanhills last month. lowenthal refers to this rain as beneficial rainfall after what's been a dry fall. so for us, that's great news significantly reduces the fire risk and potentially could actually result in the ending of our local fire season within the city of santa rosa grass brush and other vegetation, access fuels and firefighters able to calculate the risk of wildfires based on how quickly those fuels are able to be cured. it can be anywhere from hours to 1000. our fuels for us. right now, the beneficial rainfall that we have is really minimizing the risk for those light flashy fields. but we need the rains to continue. we need the back-to-back beneficial storms. >>to help with our heavier fuels, the risk of wildfires the chances of a spark lessened during the winter months. it's why bay area counties continue to

town of paradise marked the anniversary of the deadly camp fire by dedicating commemorative mural reporter chloe curtis spoke to the first responspend days and even weeks on the front lines there to learn why the campfire was different from anything they've ever seen before. >>you know, at the time the mission is to save lives. right? and so you just push forward. 6 years after the camp fire, many first responders say it's hard to believe it's been that memories of that day. still fresh propane tanks exploding a letter you can hear ammunition going off just. >>total sensory overload. >>the morning of november, 8th

2018, you would see vehicles that were burnt. sacramento county sheriff's office detective gabriel rodriguez working graveyard shift when a call for mutual aid came in for a fire burning in butte county, a fire that ultimately forced more than 27,0un from th responded to that request. >>driving in emergency status all the way up to galley and heard ice. i was walking into the restaurant, sergeant travis sailors was off that day. he's headed out to grab a bite to eat with friends defense got them for you right now. but when the call for help came turn around back to the car tax, my buddies and let him know i was gonna make about night with back to the house. a packed a i wasn't even sure what i really needed when we got to the fairgrounds together, both men have over 30 years experience in law enforcement. at the time. neither can know that they were headed toward california's deadliest and most destructive wildfire in history. when we pulled in the command post, you can see active fire around the command post. i've been to plenty of

fires in my career. i've never seen father. she's homeless. detectivrodriguez and sergeant taylor spent days on end helping evacuate survivors and forcing road closures and protecting the homes still stand a lesson learned by both men in 2018 that they still carry with them in 2024. >>is value of preparation and leadership. >>although i don't live in the mountains community, it is something to be prepared. something have communication, something to be aware of. and as far as law enforcement have the tools ready to go. so when you do have a call to assist the community were able to respond as quickly as possible at that intersection her law enforcement and firefighters from across the state and country came to help. including 90 firefighters from the sacramento metropolitan fire district so many fires. battalion chief chris vestal still remembers the wind that thursday morning in member standing out there thinking god, this is bad. this is really going to be a bad day. if anything starts. >>and all of a sudden my phone

starts lighting up with these notifications that there was a fire up in butte and paradise. >>seasoned firefighters like vestal knew it wasn't going to be pretty from the get-go. our helicopter deployed really early and send back some videos. >>it was really just a sobering moment where i think all of us and we're still here wow, this is this is going to be one of his career fires. this is going to be historic, not thinking that was going anything like what it actually turned into. >>and just as the situation evolves, as did firefighters mission on the ground, our initial crews, they went up there as firefighters trying to put out the fire, tryng to save lives. after that, it went to the mop up and trying to stop the fire and keep the case mourn for their cattle and then a transition to assisting with the search and rescue. >>out of tragedy, vestal says the camp fire brought thousands of firefighters, law enforcement and first

difficult with some new warnings about parking too close to crosswalks. this is a place to start enforcing a new state daylighting law on january. 1st, but written warnings have started to go out on monday and this has a lot of drivers naturally concerned about a loss of rkini sara stinson spoke with residents and has more details. >>at the start of the new year, drivers must park at least 20 feet away from a crosswalk. that's about the distance from the camera to me as well from the car that you can see this new daylighting law. it's a concept to create more visibility for cars and pedestrians. it is a struggle to find a parking spot in san francisco. impossible. sometimes you have to circle the block and starting january first, it might get even harder. the city's transportation agency sfmta plans to start enforcing a state daylighting law that went into effect earlier this year. it requires drivers to park at least 20 feet or about

weather gets colder, high school officials in east san jose are asking the community to support a program that will help students experiencing homelessness in the district. the side union high school district and the east side education foundation are encouraging people to help and donate the money raised will go towards the mckinney veto program which provides warm clothes and gift cards to students during the holiday season. this year, the estimate more than 1000 students and families will unfortunately experience homelessness during the holidays. the san francisco sheriff's office is warning the public tonight about ongoing phone scams that have caused victim $6,000 in just the past week. according to the sheriff's office that these are calling from u.s. foods. caller, i d they could be sf sheriff's office or sf city hall. for instance, they then demand thousands of dollars for things like failing respond a federal warrant or subpoena and request you pay using wire transfers, bitcoin's gift cards or venmo anyone who

capitol correspondent eytan wallace spoke with california's top election officials and shares what we can expect the final results to be certified. >>while statewide, it will still be a while until all of the votes are processed and counted. in fact, final certification of the results here in california is still weeks away. in california, the counting continues according to the secretary of state's office as of the weekend leading up to veterans day statewide, there were still about 4.9 million ballots left to count. we tell people to be patient. you will get the final count. that's the message from california's election chief secretary of state dr. shirley weber. >>she points out county elections offices have until december 5th. exactly one month after election day to certify results from their webber's office has an additional week to issue a final certification of the results statewide. nothing is official until it's official. in fact, ballots that were postmarked on or before election day but have not yet arrived in elections office.
