stephanie rothman. we start tonight with a bomb cyclone, an atmospheric river hitting the bay area tonight. >>and bringing with it rain and n the forecast lingering well through the weekend. kron 4 meteorologist lawrence karnowere e e e e tracking the storm. florence. >>really has been getting pounded some of the mountains there over 8 inches of rain and counting. u gegegegeget in san francisco are talking about too tense of an inch of rain shield really been focusing to the north that atmospheric river event. and there you go. the national weather service has issued flood watches across the entire north bay. and we've seen some rapid rises on some of the crease colgan creek. you see some minor flooding there and the possibility of some more overnight tonight. here we go. you've got your bomb cyclone spinning off the coastline that rapidly deep in the area of essususure. and we're going to see another one just begin to develop on the backside that will likely become another bomb cyclone, bringing more rain to the entire bay area as we head in toward . bubububut still the focus tonight in the north bay. you see the heavy rain

boy. it is really comingn to the north. and this has really been a train of moisture last 12 hours just continually bringing rain and i'm very heavy towards santa rosa. further south now and petaluma making its way in toward parts of iran as well. but we're going to see that continuing tonight and tomorrow. maybe a little shift more further to the north, but there's a lot more rain to come. >>thanks, lauren, as well. the north face feeling that most of today's storm, a flood watch has been issued in the area until saturday morning and they're still neighborhoods with roads closed in santa rosa working to recover from today's flooding. kron. 4 shock moment reports. >>at the end of road drive here on wednesday night. fire crews for santa rosa say the end of road drive here was shut down because of fears. the creek behind me here would flood homeowners in the area. tell us that when that creek floods, the park floods, and could even bring storm surge to their homes, potentially putting their homes in danger. i did have a chance to catch up with some santa rosa

residents at the hardware store catching up on some last-minute gear. freeman's open. prove minutes. santa rosa. the staff is the all day wednesday taking orders for well. >>and over the phone and there's been quite a few people coming in last minute. shopping assistant store manager alicia man's says they gis to people in town, but they ran out today. so if you do stop and she says, i'm just being prepared and making sure that they are coming in getting everything they need that one. so i don't have to keep driving staff customers like jose luna replacing the fog here. some little pomp and work stopped working. he says his backyard flooding because of this broken pub use. make sure see what was with this going it's, you know. >>and again and fernando marin came in for an umbrella. he sys he's a roofer and business is g we in the rain. idea that this 2 for

that. >>we look in the rain for the leak road in santa rosa like industrial drive and college avenue were flooded, but water levels were cleared by city crews and fire crews. the fire department tells us here at road drive it will remain closed. >>as the danger of the park here, flooding remains now. many of the homeowners here on road drive say they're not worried yet, even though they know that there are still a couple days remaining of this storm, they're saying they're waiting to see when that flood water could come over the creek. meantime, if you do live in santa rosa and are in need of free sandbags, you could go to friedman's home appliance starting at 09:00am on thursday. they will have restock full a free sandbags reporting here in santa rosa. jack molmud kronws. >>and the storm also delayed travelers at sfo tonight and a few minutes. we'll get all the details from kron four's lindsey ford. but in the meantime, take a look at this. a large tree falls on a in far as bill evening. sonoma county firefighters say this is on cozy court where crews say the tree damage, the

ceiling and kitchen of the home also knocked down some wires and damage a car. a woman was inside the time when the tree fell and she was taken to the hospital for an injury. her condition is unknown at this time. but crews say she managed to get out of the house by herself. crews estimate the home suffered a anywhere between 50,000 to $100,000 in damage. in the town of around marion county. people spent the day stocking up on groceries. one woman says she stopped by to get supplies for her parents and, you know, work at this grocery store. so we're used to having. >>rain and flooding in the past few years. and some slides. fairfax gets hit with all those elements. so it's really good that people go ahead prepare for storms like this because have rain for the ne7 days. >>employees at the fairfax market say many shoppers picked up firewood ice, an prepepepepep meals like frozen foods. and this storm system

also taking a toll on public transit. bart says it's running trains at a slower speed because of the rain and transit agencies are advising travelers to expect some delays. so keep an eye on those schedules before you head out. stay with kob 4 on air and online as this stormy weather moves through our area. you can find current conditions as well as weather headlines on our website. kron 4 dot com. well, there you see thousands of hotel workers taken to the streets in downtown san francisco during today's rain. not stopping them from getting their voices out there saying companies are threatening the city's economic recovery for the past 2 months. they've been asking for higher pay extra staffing and affordable health re benefits. more workers are expected to vote to go on strike tomorrow. more than 400 hotel workers will be joining the approximately 2000 workers that are already on strike.

and new tonight, muni riders you will soon have to pay a little more money to take a trip through the city. the agency is announcing a $0.25 increase for a single writer using a clipper card. that's a $0.50 increase. four-day pass a $0.10 increase for seniors anople with disabilities. and these changes will begin very shortly on january. 1st, muni says it's making changes to help offset the rising costs. today. cities across the world are observing transgender day of remembrance. this video from last year when city leaders flew the trans flag outside city hall for nearly a quarter of a century november 20th has been dedicated to honor members of the transgender community who died. this as a result of violence, suicide or other unknown causes. it's all an effort to highlight the threats that transgender people continue to face today. ucla law estimates there are mo transgender people ages 13 and older in the u.s. right now.

flooding in the area with the atmospheric river expected to continue into the weekend. the city is getting ready by putting out signs and of course, and backs to stave off the flooding. we'll take a ow a a a a at sfo whe storm has led to dozens of flight delays and cancellations there as we head into the holiday season. kron four's lindsay for joins us from the airport wit travelers have been dealing with the disruptions due to the weather. lindsay. >>according to flight aware, nearly 300 flights were delayed at sfo on wednesday, an outright 50 flights were canceled. airport officials say that's about 26% of a s delayed and about 4% canceled here at sfo. and with this being the first day of what's expected to be days of wet and windy weather. >>more travelers are likely to be dealing with headaches. this couple from sacramento has been trying to get to costa rica for the past 2 days. they were supposed to fly out to l a x and then to

the latest break in to take place in that neighborhood nearby mars bar, an oasis among others that were recently targeted as well. the owner of the snp gull says the burglary has been a blow to the lgbtq+ community in the neighborhood. >>well, it is is different. and it's hard me, though, that knowowowowow, one way or the ot always and then attack on our community. hundreds. we did make make sure bp but my community has responded mason. >>gofundme has been set up to help the bar recover so far has raised more than $20,000 to help in its efforts. police say they have a least one person in custody in connection with this crime. over in morgan hill. police are investigating a shooting thatkilled a man. it happened just this morning by tenant avenue and monterey road near the safeway gas station. there. police arrested the suspect shortly after, but they're still looking into a motive. and detectives of the

south bay are looking for a suspect tonight wanted in connection to a stabbing somali festival. police in gilroy say the young man on your screen was one of 5 men who assaulted a victim and stopped him with an edged weapon back last temper 28th. that victim is expected to be okay. detectives say they've already arrested for other suspects. health care ers at ucsf are on strike. they say the university of california has engaged in unfair and illegal practices and now they want help. and police say they want to see improvement as many of them claim. they're doing the work of 2 people and not being paid enough. >>people that are on the frontline to do the essential work, the critical work to keep our communities going. been asked to do more and more and more with less and less and less are getting priced out of their communities. we're getting priced out at the checkout counter. they've had enough. it's time for the

of the heavy flooding. it's a very dynamic situation. they were able to come out here. claire. the debris out of the storm drains. and so that cleared up this flooded area. but in other parts of santa rosa, it is dicey to say the least. take a look at this video. you can see for yourself now. flood waters came in so fast. this is often dutton avenue near o'hare court. you can see several cars got trapped in water ways just as the rain came in so fast in rose quickly and several cars got trapped. here's paul owens all with santa rosa fire department and a lot of our smaller creeks are quickly rising other at their capacity and which is now causing backups into our streets. so we're getting a lot uisancncnce, flooding and ponding on roadways. >>which is definitely keeping our city's public works. streets crews very busy this morning into the afternoon. >>their goal is to get a try and clear as much debris out

of storm drains inlets as possible to keep water flowing where it can, but also placing a lot of message boards and flooded science, streets to get drivers to avoid those locations or a slowdown in some locations. oftentimes there are flooded signs where people are able to pass. but we asked people in those locations where it's not necessarily a closed street, but e may be water along the curtain bell curb and gutter a slowdown. we see time and time again where people are driving through those flooded shoulders atigh rararararate of speed. they hav potential to crash but also create unnecessary property damage for the people that resign or work in those immediate areas. again, we're here on industrial avenue in santa rosa. crews out here. >>they shut down a section of the road earlier just because it was super dangerous. many he vehicles going around the flood waters and then some just going right through the flood waters and again, officials saying be careful

officers on board. 1000 new officers by 2025, i believe easy working. pretty good work in about 6 academy class is out here and we have 4 new people starting next week, which is really gonna help us. >>good in kron. 4 news. >>our team coverage continues now with reporter kimberly cruz who spent the day in the sierra and shows us the conditions there amid this atmospheric river. >>we started the day in truckee where we weren't seeing much snow come down. but now in soda springs, it's a completely different story. this has been the conditions for the past few hours. snow coming down consistently and at times combined with wind gusts so aggressively coming down. but just take a look around as whole area is covered in snow. we can even see the roads at this point. we're also starting get an idea of how much of it is sticking in accumulating in this area. i just want to give you some perspective. i stick my foot and you can see where the snow is coming up to my ankles here now, locals in

>>the is also seeing a lot of snow. for more on what to expect as you make your plans. kron four's justine waltman spoke with andrew shorts with uc berkeley's central sierra snow lab. so how does it look out there? hoch snow are you seeing? >>well, it's really starting to come down now again, up to this point. so far, it's looking like we have around 4 inches and we're expecting about another 6 to 12 overnight tonight. so looking around that 10 to 20 inches range that we have been expecting for this first real big push in the storm. and how comre to like the start of other?

>>winter season says this. what we want to be kind of kicking the season off with. >>absolutely. you know, the last 2 seasons, even though 2 years ago was the second largest year on record here to live. and last year was slightly above average. they actually started quite dry. and realistically speaking any moisture that we early in the season late fall early winter that really helps poke up our soil moisture. so when spring comes we can get that runoff to come downhill replenish our reza bore so we're off to a good start. >>some if it doesn't stay cold and it's still get some wet weather in the sierra that the rain could kind of melt. some of that snow. >>potentiall we're seeing snow overnight tonight. more than likely tomorrow. we will see transition rain probably around midday. there's really 2 different things that can happen with our can kind of soak into our snow. full swing

>>and idea of activating the waterfront has been in discussion for several years now. but now sacramento yor r s have the resources and the funding which starts with the another week, another big announcement here in sacramento. mayor darr steinberg announced a 46 million dollar plan to modernize sacramento's old town waterfront, which will be presented to the city council next week. you need to do everythihihihihing can maintain historic nature. >>and so making a more modern experience for end the plan would be to update the public market buildings, a great food and restaurant opportunities replaced the old board walk and re docks. >>idea is to attract more tourists to the area and increase access to the river for the waterfront. the california state parks agency will blved in the plant allocating 7 million dollars in state funding to make the waterfront more accessible. yeah, we own a little strip of the that's part of the state historic park and it's one of the few arere the public

can actually get down to the river. and so we've got over 7 million dollars to rehabilitate that whole area creates a more gathering spaces, make it easier for people to get down to the river measure and pass in 2022. >>allowing hotel tax money to be used for anything that promotes tourism. this proect funding would essentially come from this source. >>according to visit sacramento, the city has about 15 million visitors annually who spend more than billion dollars on our economy. you know what's great about using hotel like the tourists are actually paying for. is not coming out of the local taxes. it's not coming out of local spending. it's coming out of business this market. and addition to the plans to upgrade the waterfront. the mayor also announced they would ask the city council to approve the detailed terms sheet with the construction at the convention center hotel. there's still work to do on this, but we're now ready to present a term sheet. >>that will lead to finalization of the plans and

ultimately construction to begin as soon as possible. city officials say sacramento needs more hotel rooms to host larger conventions. so this new hotel would be a game-changer. 350 room hotel connected to the same credit union convention center that change that equation for us that allows us to go out and bigger convention hotel stays have declined by 20% in california. but as sacramento, they have increased by 80% visit. sacramento says it's due to music festivals in the area. >>this is why the mayor will ask for 2 million to be allocated to visit sacramento. that would focus on festival funding. we are laying the groundwork for doing so much more. >>as mentioned, these plans still have to pass their city council and they will be presented with those next week in sacramento covering local news that matters christine about the stuff. fox 40 news. >>biden administration officials and lawmakers went in front of a senate committee on wednesday to advocate for new disaster relief funding.

threquest has a 90 billion dollar price tag that ash. but those testifying argue it's well worth the cost to help hurricane affect the region's recover washington, d.c.. correspondent hannah brandt has the latest. >>hurricane helene's impact by the numbers had senator thom tillis holding back 102 lives lost. 151 homes destroyed. and he says that's just in north carolina. other southeastern states sustained major storm damage to both tillis and georgia. senator jon ossoff testified about that on wednesday. the numbers are staggering, but this isn't about numbers. it's about families and rural communities and senators are urging their colleagues to support and 98 billion dollar package for disaster relief. they say without more ral assistance, they're storm from regions can't recover their tears. they need action. will they push to pass funding to respond to immediate recovery needs leaders say it's also time to start thinking about

the next storms. these needs have rapidly exd ououououour available funds and without a supplemental, our ability to respond disasters could be jeopar fededededederal emergenc management administrator deanne criswell says it's vital to replenish the agency's funds now transportation secretary pete buttigieg says he's storms become more intense and take more frequently. they have to rebuild strategically. we know that investing in resilient infrastructure up front can save lives and reduce the cost of rebuilding. and senator tillis argues lawmakers also need to rethink policies to improve future federal disaster response efforts. we've got to react differently to storms. this may be the first, but it won't be the last like we've saying in north carolina and we owe it to the american people to be ready to do better in washington. i'm hannah brandt. >>on wall street, a video reports another blowout quarter and new york's 5th avenue is no longer the world's most expensive shopping streets. here's david lazarus with money. smart to explain.

>>hey there ai chip maker and walleet darling nvidia reported its quarterly results afteclosinininining bell today. and it did not disappoint. profit exceeded expectations. revenue nearly doubled and the company said they expect sales to surge in the current quarter as well. but they did suggest perhaps sales could be slowing. that's a potential red flag that investors are going to take a look at, especially considering the sky-high valuation of this stock. those shares have nearly tripled this year alone. otherwise, stocks close mixed today as traders were again, focusing on the latest batch of earnings shares of target plunged. 21 1% after the big box retailer widely missed expectations for profit revenue and foot traffic. comcast was up slightly after it confirmed that it will spin off its cable networks as a separate company so that it can better protect the value of its movie studio and its theme parks. now, let's look a little more closely at the

>>4 news at 12 30. i'm stephanie rothman. we start tonight with more weather news because a bomb cyclone and the atmospheric river hitting the bay area tonight has set in with wind and rain >>in the forecast, it's lingering through the weekend. kron 4 chief meteorologist lawrence karnow is tracking it all for us. larry, it's what's the latest. >>well, rain moving on shore as we speak. and we've got yet another atmospheric river event headed our way. the showers across the golden gate bridge, of course, very tough today to go along with some gusty winds. look, some of the rain totals i've got over 8 inches of rain before some of sites went out in the north bay mountains, northern sonoma county over 8 inches, but not over 8 inches. austin creek, santa rosa, how about that? the urban areas over 5 inches of rain petaluma almost 3 inches of rain over 3 inches in san anselmo. but it h really been a north bay event. you get to san francisco had

just over a quarter of an inch of rain. so we do have those flood watches that continue right on through tonight and tomorrow night as well. the rain continues to fall outside the water running down in many of the creeks in the tributaries. some are flooding there now that atmospheric river event and that bomb cyclone combining to bring that very heavy rainfall outside another band of heavy rain just beginning to move onshore. now it is going to keep things going as we head throughout the night tonight. >>thanks, lauren well. take a look at this. a large tree falls on a home in far still this evening. sonoma county firefighters say it's on cozy court crews say that tree damage, the ceiling in commission of that home, also knocking down some wires and damaging a car in the process. woman was inside at the time the tree fell and was taken to e hospital for an injury. her condition is unknown, but crews say she managed to get out the house by herself. crews estimate the home suffered anywhere between 50,000 to $100,000 in damage.

office and shows one of their deputies reacting to coming into contact with fentanyl. but in newark and it's a visceral and hard to watch reaction and many believe it is common when accidentally exposed to this deadly drug. but there are some out there who are now saying that this reaction could be from something different. a lot of the videos you see people passing out. it's not from the fentanyl. it is from the fair, the fentanyl. lieutenant martin paterson says that risk of exposure to fentanyl is something that they take very seriously. we deal with it daily. it's a lot more preval we've gone into rooms before where they've been smoking it. it was in a hotel room. you couldn't see the back wall. that was so much smoke. >>because of things like that, we have bought the proper quote, we have gas mask we use. we have gloves. >>different different equipment that we use to try to protect us from lieutenant patterson emphasizes that fentanyl is an extremely deadly drug. he says that with the department's experience, accidental exposure is not as easy as some realize. it's an opinion that a doctor andy

russell shares. >>and outlines some myths behind accidental fentanyl exposure. one is that you can overdose on it by touching it. that's absolutely false. it's there is only one formulation that you can sort through your skin and it specifically formulated as a transdermal patch. >>it's something that's absorbed very slowly. it's not something that you would touch and be able to overdose on from that quick touch, the ability to become intoxicated from secondhand inhalation type of exposure also is pretty low. we've had concern of of cases like that. didn't pan out he person had actually been exposed. the fact remains that fentanyl is still an incredibly lethal drug, but it's misconceptions like ththat allow fear and ignorance to prevent someone from using lifesaving narcan on individual who is actively overdosing. there's not very many other measures that can save someone's life. the event of an acute overdose. and it's not a drug you can administer years to yourself. you know, once you've overdosed, you're

fact, in this new california fiscal out report released by penix legislative analyst's office or wednesday, the projected state budget deficit in the fiscal year to come is expected to stand at about 2 billion dollars. that is much less than the 45 plus billion dollar deficit. state leaders had to act on during previous budget year. >>so why the major improvement in the state's budget situation? penix says there are a number of factors including revenues coming in higher thththththan expected. h notes the legislature and governor took the unusual move of working on the upcoming budget more than a year in advance action. they took includes reductions or delays to some spending and withdrawal of about 7 billion dollars from the state's rainy day fund. those actions allowed. the state is saying that the state's budget would be b for the upcoming fiscal year as well absolutely a positive development. california department of finance deputy director hd er spoke with us on behalf of the newsom. administration. well, the latest budget analysis is welcome news to the administration. palmer notes. there are a lot of
