potentially dangerous driving conditions across the bay area. moving some cars stranded in flood waters. plus, a live look now at san francisco international airport. and we are tracking the delays and cancellations. you might encounter this morning. and a local group is working to make sure our most vulnerable neighbors have somewhere to go as rain continues to drench the bay area. is it 7? >> with weather alert. and you can see the effects of that powerful atmospheric river. >> right here on your screen right there. this continues to dump inches of rain across the bay area. and we are staying on top of its impacts. good morning. thank you so much for joining us here on the kron. 4 weekend morning news. i'm stephanie lin. it's saturday november the 23rd and we are officially under a weather alert. let's send it over to meteorologist dave spahr for a look at our latest forecast. dave, you've been busy.

>> now will step and it's really starting to improve. really as we go to the weekend and particularly into next week. now, there is still some a light rain showers are going to jump in and out of the forecast over the next couple of days. but the trend of the heavy stuff is gone. now and it looks pretty good going forward. in fact, some blue skies even appearing in through there a little bit. there you see the east bay all completely covered up. that's the issue. we have a lot of water that's at the ground. so even though we get some skies opening up a little bit, we'll still have a problem. now, here's is some problems you can see that warning that still remains up north there near the russian river runner park. that is with us as the only warning that's on the board. in fact, the flash flood watches that we had earlier. they've all since been pulled on storm tracker 4. there is a little line leftover up there in the north bay, as you can see of some moderate rain, a little bit hanging on. but most of the people are going to see just some very light rain showers going on today. looking for some afternoon clearing happening today as we take a breather before yet another wave of some scattered showers, some or all of

saturation. that's still on the ground. this is what's upstream. you can see that atmospheric river subtropical jet really is what it is. and it's all broken up right now. so it's not supplying us that moisture like before you lose that moisture, you have the dynamic still, but you don't have much in the way of action are actually getting some dry air in the mid layers of the atmosphere. temperatures are not going to move too much. even if we do get the sun because it's going to fight through some of the operation is going to continue to cool us off. so we're going with right now some lower 50's, as you can see there. just a quick contrast to you. it's a little cooler this morning than yesterday. hour by hour. they've got to keep those light rain showers in the forecast. it looks like all this morning again, improving as we get into the afternoon. more on that weekend forecast. we come back, stephanie. >> all right, dave, thank you out. take a look at all of this flooding happening in the north bay. now this is video from rohnert park where some people ended up abandoning those stuck cars. kron sara stinson spoke with those affected. >> reyds good. but then again, too much red. sometimes because have yes.

>> a rough for drivers stuck in floodwaters in rohnert park. some girl was energia. >> right in the middle of the four-way stop just completely sunk several cars could be seen abandoned in front of the costco on redwood drive off of rohnert park expressway. >> while some drivers turned around to avoid the flooding. most when for many ways. and there's been a lot of people trying to go through it. >> i wouldn't suggest it seems like 2 or 3 other vehicles have gotten stuck there. so. yeah, fair warning to all of you folks out there don't drive through a giant puddle. >> the water was up to my knees while walking on the sidewalk. city crews in police showed up to manage the situation. several cars also got stuck at the intersection of commerce boulevard and enterprise drive. >> video shows cars getting towed and pushed out of the deep waters. lot of our stuff. i've seen. >> my friend's car, almost 4

off the bumper going through it. >> tyler denson is a high school senior. he decided to make a core memory with friends on this stormy day. but powell boarding in the middle of this intersection for fun with friends. >> something i'll remember unlike 20 years. >> but it's not all fun and games, especially for drivers navigating dangerous road conditions just wide and slower and making sure. but windshield wipers are good. look where you're going and make sure that, you know, you're not going to get stalled out in the middle of a puddle like a jedi flooding became so bad here does streets. students at marjory khan elementary school had to be evacuated. >> taken by bus to a nearby community center. that's where parents could pick up their kids. we know this happened at at least one other school in the district. they fully water has receded since then. i'm sara stinson reporting in rohnert park. back to you. >> meanwhile, crews are waiting for the storm to pass so they can shore up this hillside in healdsburg. the heavy rain caused a mudslide friday morning on one of this

to drive crews put down plastic to address that problem. and take a look at this roadway. flooding led to slick driving conditions in san francisco. kron four's dan kerman reports on some of the hardest hit areas. >> friday cars on san francisco's marina boulevard. look more like boats on a lake as the storm finally reach south of the golden gate. pooling water like this and the embarcadero was the order of the day along folsom street barricades were up to prevent the type of devastating flooding this area has seen in past years. 24th and dolores overflowing storm drains ended up flooding the crosswalk a block away. it was a similar story at 23rd and delors some kids managed to make the best of the flooding. and it wasn't just on surface streets. northbound 2.80, just shy of john daly boulevard flooded due to overflowing storm drains that brought traffic to a crawl just to get past another muddy lake.

>> and that was our dan kerman reporting. there was also a lot of flooding on freeways across the bay area on this was the situation on interstate 2.80, headed towards downtown san francisco near the mayor pose a street exit at least one car did get stuck out there with its hazards on. and you're taking a live look at sfo this morning. now as some holiday travelers, they face some long flight delays at bay area. airports right now flood aware is reporting 66 delays and 3 cancellations. we'll keep you updated on those numbers throughout the morning. it said it the fire department remains on high alert to respond to any emergencies. the keeping an eye on creeks and streams. heavy rain is still yet to hit the south bay kron. four's jeff moment shows us how residents there are doing up. >> commuters in silicon valley friday stuck in this raid. and this win. outside the safeway

in santa clara. it was a mad dash to get the essentials for a rainy weekend. >> we do expect more rain to of the funding base. and yeah, i'm looking forward to it now. we have games that getting cancer. that's not true. fascinated about that. but yeah, i guess as she says this rain in the south bay is much needed. >> but he's concerned about flooding. yeah, we are about that, but i hope it doesn't a vote in that state. officials telling kron 4 this week they don't expect serious flooding. but caution drivers kn the highways when we have. >> a wet roads that becomes you even more of the focus make sure that we are so down even beyond what to driving that increase in volume chp, san jose public information. officer ross lee says standing water on the freeway can cause drivers to lose control of their cars. when that happens, he says you should let go of both the brake and the gas and hold the steering wheel

>> back to the kron 4 weekend morning news. let's take it over today for a look at our weather situations was going on there. okay. i did. do in their 70 going 70. good morning, everybody. and we have kind of a mixed bag of what's going on, depending on where you are. and throughout the day today. >> we have sun and clouds mixture. we do have some showers left over will show you on radar in just our beauty shot here at half moon bay. there you can see considerable cloud cover going back to stormtracker 4. there you can see up in the north bay is where the concentration of the rain still is. more the way of showers. we have a closer zoom in here. what's going on? and until 9.15, we're still tracking some of that heavier are some of the flooding issues that we still have remaining up in sonoma county. again, that should expire 9 this morning. we're adding to some rain. that's 0.1. but point to is from the rain that we already had environments going to continue to process this. and keep in mind in your local neighborhood and so for driving around, watch the puddles and so forth and, you know, turn around, don't drown

slogan again. well, you should take that to heart as well. that's gonna be something to think about over the next couple of days. when you're out and about a little bit here. watch out for flooded roads, even though we may not be talking about them, they may be in your neighborhood issues. you never know how deep that water is because that's where we run into problems in the first world in terms of flooding deaths with that people sometimes just forget a line. just always go right through it. no problem that be can be a problem on stormtracker you have. but again, the rain showers continue up in the north bay, even though they will subside are still some absorption by the environment that has to happen over the next several days. and we're going to continue to see this variable clouds develop this afternoon, early shower tomorrow, variable clouds, then some late day north bay showers. again, these are again, modest, not the heavy stuff that we've been through next week. shower hit monday into tuesday. a little bit there looks like we're drying out as we head into the holiday weekend. we have the kind of tap it off with another little hit of some showers going on for friday. looks like that's still a little cloudy there.

but there is a disagreement on models going long-range. some of the models say might get another hit as we get into thursday night into friday. that's a little bit more potent. so still checking up on all of this. but these hits appear to be very modest. even the last one we get into friday. real quick check checking the temperatures. we're not going to see a lot of movement here. even if we see the sun come out because all that's going to do is cause of operation which absorbs heat. so not going to get much progress on our temperatures because of this. our weather headlines, the kind of put this together here for you. a few showers early. then some partial clearing for you. then we've got showers for sunday afternoon to get these nice breaks in here. and tomorrow's break will probably be early in the day. and then as we start to get into modest showers in and out for your monday tuesday before the holiday looks good for turkey day and then dry shopping into the weekend. we got a high. it's starting to build with that. we want to see a high this go around now to kind of turn this all off. it's going future cast here. give you a general idea today. you can see again sun and clouds,

mixture. if left over stray showers, then we go somewhat dry pattern except on the south. but you can see a little bit there in the peninsula as we get to tonight, relatively quiet overnight. here comes that rain shower activity into sunday morning. and that will be that a little hit that i mentioned earlier now because of so many problems up there, these flood advisories can pop in and out throughout the entire period coming go. there's the winds a little bit of a brisk breeze at times, not the wind, the stuff that we've been through before. however, no statements for any of that. but there will be some times that breezy condition to keep in mind. notice this kind of hugs the coast into your sunday. and again, a lot of saturation is up on the grounds were always going to get operation that fights our highs, which are basically the thermometers not going to move at all. now again, we're talking long-range into the weekend. what are the holiday rather, what does that look like? we'll take a little bit closer. look at that. coming up in study. dave, thank you. >> in the south bay, a manager of a san jose boxing gym charged with sexually assaulting 3 women while on

the job. prosecutors say tristan, our fee, who owns why bx fitness assaulted to customers and a worker. the santa clara county district attorney's office says our fee also assaulted a minor in 2019 at a different boxing gym in menlo park. he is set to be arraigned next month and could face years in prison if convicted. investigators believe there may be more victims. anyone with information is asked to contact police. a republican state senator is fighting back against a policy he says will raise gas prices. capitol correspondent eytan wallace spoke with the lawmaker and has reaction from governor gavin newsom. >> committed to do the very best i can to drive these prices back down. >> anyway, i can. that's why state senate minority leader brian jones says he's offering a bill to repeal new regulations. the california air resources board approved at this meeting 2 weeks ago. the motion passes, in fact, by a 12 to 2 vote. the majority of the members on the

california air resources board also known as card approved the measure. the new policy officially makes changes to what's known as the california low-carbon fuel standard or lcfs program put in place more than a decade ago aimed at reducing transportation emissions. supporters of the latest update including governor gavin newsom say it will protect the environment and reduce emissions by an additional 30% in the coming years. a low-carbon fuel standard is allowed us to transition now almost half. >> of our dirty diesel, diesel and a diesel's created thousands and thousands of jobs. but on the flip side of this very analysis from the air resources board found the proposed new policy could increase gas prices by $0.47 per gallon in 2025. and potentially even more in future years. another analysis found increases could jump as high as $0.65 per gallon. the analysys came to that conclusion noting the new policy could lead to higher costs for refineries cost that then could be passed down to

consumers. >> while air resources board staff members say their report was never intended to be an end. be all prediction of gas prices and of since walked back to forty-seven sent analysis. jones says he does not buy it. he's concerned gas prices will go up. it's the everyday california. >> he's trying to make it here and stay here in california. it's going to feel and he's not the only lawmaker expressing concerns last month. all republicans in the state senate and assembly wrote this letter to resources board urging its members to hold off on the policy until more information could be released about impact on gas prices around the same time, democratic state senator melissa hurtado and democratic assembly member esmeralda soria wrote their own letters dpexpressing concerns. >> jones hopes they will join him and supporting his bill to repeal. the latest regulation were being too burdensome on the taxpayers and the residents of california. i think we'll get some some bipartisan support in this bill. and i'm hoping we get enough to get a pass up on the governor's desk. but even if

his bill makes it to the governor's desk, newsom has implied he will veto it. when asked this week if he's concerned resources board regulation could lead to an increase in gas prices. this was new sums answer completely reject that premise. >> as it relates to your concern around gas prices, which i think they're one of the most important issues in this state and this nation you have in place by the oil companies. big oil is been schooling. and if you think big oil has your back, you got another thing coming. >> and jones will formally introduce his bill when lawmakers return here to the capital in the coming weeks reporting at the state capitol. eytan wallace kron. 4 news. >> we hope this morning. the cdc says less than 20% of americans have received the latest covid-19 vaccine. they say only about 18% of us adults have gotten this latest shot just under 35% got a flu shot in a survey by the pew research center about 60% of americans said they probably will not get an updated vaccine this year. it's

and drug trafficking. friday farley was convicted on 4 counts of first-degree premeditated murder among other charges. his sentencing date is december 16. this morning, the san mateo county transit district and the union representing bus operators and mechanics reached an agreement for a 15% wage increase 400 members get a 4% increase in the first year. and a 3.5% increase in the second year and 30 year. they also get another 4% in the final year. in the east bay. opd has 2 safe exchange zones for people buying and selling goods online. the 2 locations are there on your screen and these locations will be monitored by surveillance cameras to make sure your exchanges safe put. police are reminding people to meet in a public area as well. it bring someone with you and if something feels off reschedule or cancel that meta. still ahead on the kron 4 weekend morning news, a local girl being hailed a hero

from the rain today while dealing with the aftermath of several inches of rain. and the snow storm in the sierra left us a winter wonderland. just look at that. find out which tahoe resorts are getting ready to welcome visitors for the season. and another live look now at stormtracker 4 radar showing rain over parts of the bay area. we could see scattered showers left over from that atmospheric river right now on your screen, you can see that rain falling over parts of san francisco, santa rosa and half moon bay as well. we are going to continue tracking all of those developments. of course. let's check in now with the you are ready to talk about this. >> yeah, absolutely. okay. sfo for you, stephanie. or talk about the delays. about 15 minutes is what the laser cooking with all of that. however, no to some clearing trying to happen there a little bit as well. yeah. so what we got going on, even though we don't necessarily get more moisture from the

pacific. we're getting some of that, too. but not like before. remember, skies open up evaporation. think of like racquetball. we do. the servant operates, boom, the sky's the wall and it condenses up there and comes right back down again. so we can produce our own rain showers throughout these clear patches that develop. so we gotta keep him here. light rain showers throughout the all morning hours right now. we've been tracking a lot that's been up there in the north bay where we have this flooding problem. flood warning going on till 9.15. there's the coverage area there. santa rosa rohnert park. this is of course, the russian river area where it's going to still be a problem here until about 9.15. but the even for some local areas, urban street flooding going to still be with us, even though we don't add too much more to going forward there you can see the rain showers up in the north. a little closer inspection to see exactly where it is. but again, it breaks up considerably. this is not the rain mask. the heavy rain mask that we're dealing with from before just putting it together here for you can see how across most of

the bay area is not experiencing much the way of rain showers. so a good recovery. we're getting more the way of runoff here. however, again, the atmosphere the she's been the environment has to absorb everything we've been through. so it will take it several days to really get into a good recovery here. but we're not going to be adding too much more to even though we're not totally done with the rain getting into next week have more on that longer range forecast for you coming up in about stephanie. all right, dave, thank you. >> white staying in the north bay now live look outside. can see that parts of the area taking a slight break from the heavy rain this morning live look at the russian river in sonoma county. but lots of folks there. they are now dealing with the cleanup process after those heavy rains that swept through earlier this week. kron four's gayle ong reports with the latest from sonoma county. driving long star road near west marks station road in windsor. >> vineyards and driveways submerged in water. a few

miles across town. the winds are golf course under water. turning into a lake this after days of relentless rain from an atmospheric river flooding parts of sonoma county and the north bay in santa rosa. record rains, swamp local roads like this known trouble spot river road and slusser road where one man lost his car. the car has since been towed away. but we found this man watching a friend get stuck near the same area that you call. they fill out for us it again. go through years. they put a sign right there? i mean, if you look, he says the feat that is for both these deep right there. >> if you have a big monster truck, you're not going go there. >> most of the flooding problems happened at creeks like mark west creek. but concerns now about the russian river rising this weekend. the first significant storm of the season also triggered mudslides in and around the north locals plan to stay on top of preparations before the next storm and driving in and

around rural sonoma county. you can expect several road closures due to flooded streets until further notice. reporting here in santa rosa, gayle ong kron. 4 news. in the east power outage left some people stranded and multiple businesses closed in downtown walnut creek. >> it was less the good and spoke with neighbors just trying to stay safe. >> both let's say they have never experienced anything quite like this. we saw several contra costa county fire engines responding to calls roussel me that part of the downtown area lost power, including some shops. this resulted in some people getting stuck in elevators, according to the fire department for people were stuck into elevators located in parking structures. the department says they believe it's due to the storm but cannot confirm this and power was restored to some stores, but not all some people we talked to say they are not happy with this weather so close to the holiday. >> well, i mean it before said we're not traveling for

thanksgiving saying yeah. trying to tie possible. but yeah, it's got it. >> the atmospheric river also dumping all of this snow in northern california. ski resorts are open. we're getting ready to open in tahoe this week. sierra at tahoe is set to open this upcoming friday and on peak and kirkwood are set to welcome visitors in early december palisades, which is celebrating its 75th season is already welcoming guests. beautiful sight of them. william mountain resort just off of i-80, is also open. a reporter chloe curtis gives us a look at the conditions there. it's that time of year again. ski season. >> bringing even more energy to the tahoe region. that beds are going to be full and all the hotels, the restaurants, the starting to fire and it's really great to see everybody coming back is it feels like

winter out here. >> and the mountain got more than a dusting leading up to opening day. everybody's gearing >> we've got some snow on the way right now and it's going to snow basically all the way until that thanksgiving holiday. >> is usually one of the first ski resorts to open every year welcoming thousands of start visitors. and this year is a big one for the resort are so excited to celebrate 60 years of teaching people to ski and snowboard here on donner summit. and this is where everybody learns to ski and snowboard. >> while boreal mountain the first to open in this year this year. it is opening right on schedule appear on donner summit. we get a little bit more snow than some of the other folks. sometimes 800 inches in a year. we've already seen just over a foot this year come through. and as you can see, it's starting to stack up for the next week. >> and the east bay road damaged by a storm earlier this year. no longer opens

oakland police made multiple arrests and seized weapons and 2 separate investigations and the first 2 suspects were arrested wednesday in connection to the shooting of a teenager on walnut street. that victim is recovering in the hospital. police also recovered an ar 15 and another weapon. in the second case, police arrested 3 suspects for an armed robbery that happened earlier this month on 70th avenue. and the east bay and police say a 10 year-old stopped a carjacking by punching the suspect several times on wednesday. it happened when she and her sister were waiting in their car while their mom was in the store. officers save a little girl, john, from the back seat and punched the man several times and then fell from the driver's seat and ran off on thursday. aaliyah who happens to be the niece of an antioch police officer was presented a gift for her bravery. the manager of the san jose boxing gym is charged with sexually assaulting 3 women while on the job. prosecutors say 41 year-old tristan, our fee, who owns why the x fitness in san jose us all to to customers and employees. the santa clara

subtropical jet, they are much warmer and therefore have a lot more moisture with them to. that's what we get dumped on so much. therefore, your snow levels tend be a little higher. you got to get those cooler systems to get those snow levels much lower. that's we also start to sometimes see some snow right here in the bay area. a little bit too snow a little bit happening today tomorrow, mostly sunny 39 burr. 41 meanwhile going on for monday. storm tracker 4. there you have it up in the north bay here. some spotty showers going on. we have that flood warning in place here as you will notice continues into about 9.15, or so for today. so kind of putting it all tracking it together. you can sometimes see a little bit. the redevelopment here of some rain showers, some of what is happening is not just the extra moisture coming our way, but we're getting some of operation from the ground that is producing some of the rain showers. so it rates comes back down again, too. that keeps our temperatures down. however, when we do that, so few showers left over early. then some partial clearing

bit. at least taking a breather. not much happening, get some sunshine and here looks okay for thanksgiving. maybe some scattered clouds. we can deal with that. now there is a little bit of a kind of a bump that happens from the south of some rain. that is central coast, mostly in socal. that will probably for the most part steer clear of the bay area, but might actually at the peninsula in the south bay a little bit bulging up just temporarily. but look at the wind pattern here. this is a high we want to see a high right now. that's going to shut everything off. it looks like as we head on to a dry weekend. how about how much we're getting taking you out till sunday afternoon. so san francisco picking up about a quarter. but you see up here in the north bay to getting a little bit more. that's again, sunday. there's more to come as we talked about for sunday afternoon monday, we have a half of an inch added to san francisco. is rainfall totals by tuesday morning from this point going forward, they're the snow. you can pick up in the mountains and they actually them at the lake is going to nice and hamburg later on again. snow levels,

light. you probably won't hear any more flash flood watches. we could see a warning pop up here and there for some localized conditions. however, sort of at organic as we go. here's a quick shot of the east bay shoreline. you can see some of that blue sky trying to appear on through just a little bit. there. back to our flood warning here. this covers up in the north bay. usual notice their long 1, 1, bit and rohnert park is into this as well as the russian river area. so that's a problem area. that remains until 9.15. the flood warning is in place. that will be some local problems still around your neighborhood and everything. and so and keep in mind with some flooded roads there. don't chance it turn around stormtracker 4 notices. some of the showers going on up there in the north bay and then we put it into motion to get a general idea of what happening. and it's still the flow pattern we're familiar with, however, there's not as much moisture in which this has to work with that we get this. they like going on here that actually adds to some of this through the process of about ration even for the pacific proper. there you can

of sonoma county, multiple law enforcement agencies say that if you don't have to drive in that area, that it's best to stay home. but at least from this perspective here, live look now out of the russian river. things are looking pretty calm. and take a look at all of this flooding in the north bay. now this is video from rohnert park where some people ended up abandoning their stuck cars. kron four's. sara stinson spoke with those affected by this. >> reyds good. but then again, too much red. soeetimes good cars have yes. >> a rough for drivers stuck in floodwaters in rohnert park. some girl was >> right in the middle of the four-way stop just completely sunk several cars could be seen abandoned in front of the costco on redwood drive off of rohnert park expressway. >> while some drivers turned around to avoid the flooding. most when for many ways. and there's been a lot of people trying to go through it. >> i wouldn't suggest it seems like 2 or 3 other vehicles

barricades were up to prevent the type of devastating flooding this area has seen in past years. 24th and dolores overflowing storm drains ended up flooding the crosswalk a block away. it was a similar story of 23rd and delors. some kids managed to make the best of the flooding. and it wasn't just on surface streets. northbound 2.80, just shy of john daly boulevard flooded due to overflowing storm drains that brought traffic to a crawl just to get past another muddy lake. >> and that was dan kerman reporting for us. there was also a lot of flooding on freeways across the bay area. let's take a look at the situation interstate 2.80, heading towards downtown san francisco near the mayor poses street exit. at least one car got stuck with its hazards on. and a live look now at sfo this morning. we could see some overcast skies out there. the run was looking pretty slick as well. we know that travelers are facing some flight delays at different bay

>> 8.12, this morning live look outside now at the russian river in sonoma county. brought to you by our photojournalist jarrett. now you can see as he starts to pull out of the the screen of the scene there, what the river level is looking a bit high. not surprising given all of the wet weather that that region has seen over the last couple of days. let's check in now with dave for more on his thoughts on all of this day. what are you thinking? >> okay. good morning, stephanie. good morning, everybody. at the atmosphere, the the environment house to absorb all this rain that we've had upstream. so it'll take a while to kind of work its way through the system and kind of being chipped that a little bit here by pockets of showers on and off. so it's not like we're going into a sunny mode and complete turn it off. we'll be adding to that a little bit of the next

few days, but not a lot. that's the key issue. half moon bay actually see some blue skies trying to work in here as well. back to the radar. we were just up the santa rosa there. we see that red indicating if they're under a flood warning as we speak for about another hour or so tracking the rain, as you can see, starting to fill out a little bit here. we've got the peninsula little in the east bay, but most of it up here in the north bay, closer inspection with some of the cells when they hit some of the higher elevations, you get a little bit closer to maybe a spurt of some moderate rain. but for the most part, the should be mostly light. as far as the rain showers are concerned. there you see it starts to feel a little bit. the very end. this loop here for greater coverage. but still patches of open sky. developing with this at the same time. so that's what you get experience for the next several days on and off. rain comes and goes skies open up, close up, open up, close up. so putting it all together for you. today is variable clouds, early shower with all of that. there little bit better by the afternoon. up tomorrow, variable clouds with a late they shower thrown in here,

too. the next week we've got showers monday and tuesday, just like we've been talking about. so it's the same kind of drill. and then there's a break into wednesday, which, by the way, we've been talking about the models. they pretty much all agree with wednesday and pretty much on thursday, but a little bit of disagreement heading into the end of the week here. now the one we're going with here is going to say maybe a little shot of rain on friday. nothing real heavy. and then we've got a dry weekend in store for us with all of that will definitely take that. so few showers early with some partial clearing. then we got some showers for the sunday afternoon here a little bit. mostly in the north bay and mata showers for in out monday. tuesday zone looks pretty good again for the holiday shopping. this coming next weekend. actually. and we'll be on the dominance of high pressure by that point. back to futurecast. now, kind of underscoring all of this and notice how things open up for the most part, little bit around the carquinez strait there in the early afternoon, little late shower down there in the peninsula. just a touch. we start off sunday. okay. but then as you can see,

mid morning, we start to develop some rain. i know it looks pretty intense out to see here, but that actually will lose a lot of its punch by the time it gets onto land. winds are going to pop with this a little bit, too. again, nothing like we experienced already except to say was saturated ground. even a modest breeze. however, a good stiff breeze may still cause some problems, too, because you don't have much resistance from the ground can still knocked things over. that's a possibility. it has been known to happen sunday. you can see in a little pop happens with all of this as well. again, not intense winds, but we don't have a lot of resistance here from all the rain. all right. might see some lower 60's going on here for high temperatures. but not much more beyond that point. i'm gonna walk a little bit more into that longer range forecast kitchen. the thanksgiving holiday weekend. again, still watching some rain showers as we get to friday, but an improved weekend, stephanie. >> in the south bay, a manager of a san jose boxing gym is charged with sexually assaulting 3 women while on the job. prosecutors say

also known as card approved the measure. the new policy officially makes changes to what's known as the california low-carbon fuel standard or lcfs program put in place more than a decade ago aimed at reducing transportation emissions. supporters of the latest update including governor gavin newsom say it will protect the environment and reduce emissions by an additional 30% in the coming years. a low-carbon fuel standard is allowed us to transition now almost half. >> of our dirty diesel diesel and a diesel's created thousands and thousands of jobs. but on the flip side of this very analysis from the air resources board found the proposed new policy could increase gas prices by $0.47 per gallon in 2025. and potentially even more in future years. another analysis found increases could jump as high as $0.65 per gallon. the analysys came to that conclusion noting the new policy could lead to higher costs for refineries, cost that then could be passed down to consumers.

>> in san francisco on friday, a man was found guilty of committing a quadruple murder and the hayes valley neighborhood. the jury found 36 year-old lee farley killed his victims as they were stopped in a car on the duda street in 2015 farley fired at least 18 bullets into the car, killing all 4 victims. he had previously been convicted of burglary, shooting assault and drug trafficking on friday for ali was convicted on 4 counts of first-degree premeditated murder. among the other charges, his sentencing date is december 16. and new this morning, the san mateo county transit district and the union representing bus operators and mechanics reached an agreement for a 15% wage increase 400 members get a 4% increase in the first year. a 3.5% increase in the second and 3rd year. and another 4% in the

this half hour now with meteorologist dave spahr who's got latest on our weather alert. dave, what should we know? a good morning, stephanie. good morning, everybody. let's give you a quick shot of sfo to even talk a lot about that with the delays cooking their that about a 50 minute to near hour delay with this going on. >> you do see some blue skies trying to make their appearance ever very much in the way of what wet runways and delays that have already caused kind of a domino effect through the chain of events here. looking into the morning hours, we're going to continue on with some light rain showers here with a mixed bag of sun and clouds with this. can't rule out. maybe a rainbow trying to come out there. but to 56, it looks like by 11 o'clock still to have that flood warning in place for probably another. 45 minutes up here to santa rosa area, including the russian river runner park that we've been talking a lot about as well back to stormtracker here. you can see where the relatively heaviest rain is as we speak. most of his actually in marin. but there's still a little bit left over in sonoma. and this is another key issue, even though you're not getting rain right now or even that much you've already

now. >> at the russian river in sonoma county. these pictures being brought to us from our photojournalist jared out there. we could see him. >> next, that russian river there, the levels looking quite high. the river, a love of flowing quite nicely, though. now. well, earlier this week we did see cars in this region that were completely submerged in sonoma county. multiple law enforcement agencies say that if you don't have to drive through the those areas, it's best to stay home. but again, just a very nice live picture of the russian river from sonoma county, which you can see the water levels looking pretty high there given the recent rain that has fallen over that region. and staying in the north bay while parts of the area. well, it's seen a slight break from the heavy rain this morning. people living there are still dealing with the cleanup kron four's gayle ong reports from sonoma county. >> driving long star road near west marks station road in windsor vineyards and driveways submerged in water.

a few miles across town. the winds are golf course under water. turning into a lake this after days of relentless rain from an atmospheric river flooding parts of sonoma county and the north bay in santa rosa. record rains, swamp local roads like this known trouble spot river road and slusser road where one man lost his car. the car has since been towed away. but we found this man watching a friend get stuck near the same area that you call mayfield out for us it again. go 3 years they put a sign right there? i mean, if you look, he says feat that is for both these deep right there. >> if you have a big monster truck, you're not going go there. >> most of the flooding problems happened at creeks like mark west creek. but concerns now about the russian river rising this weekend. the first significant storm of the season also triggered mudslides in and around the north locals plan to stay on top of preparations before the

next storm and driving in and around rural sonoma county. you can expect several road closures due to flooded streets until further notice. reporting here in santa rosa, gayle ong kron. 4 news. >> in the east bay power outage left some people stranded and multiple businesses closed in downtown walnut creek lezla gooden spoke with neighbors just trying to stay safe. >> but people we spoke with say they have never experienced anything quite like this. we saw several contra costa county fire engines responding to calls, sell me that part of the downtown area lost power, including some shops. this resulted in some people getting stuck in elevators, according to the fire department for people were stuck into elevators located in parking structures. the department says they believe it's due to the storm but cannot confirm this and power was restored to some sort, but not all some people we talked to say they are not happy with this. weather is so close to the holiday.

you're going to avoid most of the traffic, but we want to talk traffic. we have a list some of the busiest roadways in the country and one northern california roadway. it that list. the i-80 east on tuesday 07:30pm, very specific that real way from san francisco, sacramento. that commute could be more than 3 hours. >> and a reminder to service your car head of time in case of any wet and snowy weather. new this morning, oakland police made multiple arrests and seized weapons and 2 separate investigations and the first 2 suspects were arrested wednesday in connection to the shooting of a teenager on walnut street. the victim is recovering in the hospital. police recovered an ar 15 and another weapon. and the second case police arrested 3 suspects for an armed robbery that happened earlier this month on 70th avenue. the concord police department arrested 2 drivers on suspicion of dui during a checkpoint yesterday. drivers charged with dui can face fines and penalties averaging around $13,000 along with a

suspended license. police are reminding the public that impaired driving isn't just from alcohol, some prescription and over-the-counter medications can also affect driving. so always follow directions and warning labels. and while marijuana is legal driving under its influence is not. in the east bay. antioch. police say a 10 year-old stopped a carjacking by punching the suspect several times on wednesday. this happened when she and her sister while we're waiting in the car while their mom was in the store, officers say the little girl jumped from the back seat and punched the man several times and then fell from the driver's seat and ran off on thursday. a lion who happens to be the niece of an any a police officer was presented a gift for her bravery. for your health this morning. the cdc confirming this week that a child in alameda county is the first to be infected with bird flu in the country. officials say the pair that rather the patient experience mild symptoms and is recovering no one who lives with the child tested positive for bird flu. no word yet on how the child

picture from i forget what i had it set for. but let's jump over here now if we can. so we can i got a sweet than that to about that action. all right. little bit of a breeze going on to this downtown san francisco bay bridge off towards the background and the cloud cover. but the blue skies appearing on through mount tam picture. well, it's still leftover rain drops here, but you can see the wet pavement in place. sierra forecast could see the return of snow still today and to monday, taking a breather tomorrow. notice the cool temps, a slight recovery a little bit as we get into monday stormtracker for this. what's left over with the heaviest stuff to the north's remaining in the north bay marine. but it extends all the way to solano county little bit along the east bay shoreline. and then we do have that flood warning that's in place now. that will be another half hour to about 9.15, or so. meanwhile, we put it into motion. you see again, the breaks in action. this is not like they're atmospheric river of before because it's run out of a lot of moisture with that. the pattern is still there. so we get daytime heating, as i mentioned earlier is like racquetball

and evaporates hits the sky condenses again. and we have showers yet again. also, we'll get that happening from the ocean, too. but it's not the deeper moisture we've experienced. so a few showers and a breeze to without partial clearing goes on here. then showers evening for sunday and mostly in the north bay. it looks like and we start to get into modest showers in and out monday, tuesday, as i talked about with a breather on wednesday, thursday. and it looks like it's dry into the weekend. we might revisit some of this a little bit on your friday. here's the short term forecast for today. opening up the skies pretty good for most of places for today. however, late this afternoon evening, we do has see the return of some light rain to the south of looks like we go over this again tomorrow. i know that looks pretty intense on the futurecast lose a lot of its punch. by the time it gets across the bay. and so that should be light rain showers. but again, the system's pretty much filled. so we could have some flash flood warnings that pop. but as far as the watches are concerned, most likely

that won't be reinstated. but watch out for those little warnings localized. so there we have that hit on sunday. we talked about we take on a breather on tuesday. wednesday with looks nice. and then a little balding up temporarily. as we talked about earlier on tuesday. so we might have some rain. showers still linger as late as that friday looks pretty good. this is again, that chance of rain on friday. then it dissipates. and i like this particular model run here because that really clears us out nicely for the weekend as high pressure starts to build rainfall totals. give you a general idea from now until sunday evening. maybe san francisco getting about a quarter of an inch of bumping that up to half of an inch. by the time we get to tuesday morning and not really adding much more to that as we go forward all the way through wednesday. a look ahead in your 7 day forecast. again, rain jumping in and out. looks like it's dry as we head on tc the weekend, although friday got to watch out for maybe some return showers going to some grub. what's going on? 70? >> all right, dave, thanks so much. november is indigenous

peoples month in our next guest is serving up a celebration of native american culture. you may have seen her on the food network's chopped and beat bobby flay. she's also the james beard award finalist oakland's chef chris to walk the 5 joins us live this morning. good morning to you. good morning. yes, and it's so lovely to have you thank you in. so first of all, to recap and review for our viewers to tell us a little bit about your unique cultural heritage and how you really inject that into what you do. allow. well, i am kick traveling road and kick, approve out. >> my trial was from oklahoma and just so happen to be born raised here. and california and i come from a lot of different intertribal foods and so when it comes from in a tribal foods, i really try to blend that our restaurant menus where people can see this to diverse of indigenous peoples foods where it comes from and we're at source. that's an important thing. now, i imagine that there is a
