will, but we still got to play this song and dance of not only the scattered clouds and mix sun and clouds. >> but also to that passing shower. still with us. we have to go through this again today tomorrow, even into tuesday. little bit until we finally get a really earnest break. just a couple beauty shots for you here. san jose checking in san jose state. beautiful sunrise happening there. meanwhile, here's the east bay shoreline all lit up bit. still, some scattered clouds and to make note of. but going to see a lot of sunshine for this morning before another round of very light. scattered showers move across the region. just check in storm tracker 4 just to see what's going on here. not much to report here. we do still have that flood advisory, small little area there in santa rosa that will linger all the way until tomorrow morning. it looks like now way upstream. you can see it's still wrapped up in the pacific. we're getting pieces of energy coming across the bay. so that's why we're still in the range of things. but this major force of energy is not really across the bay like it was before. so the intensity is now gone. that's good news. most of our readings in the

40's and notice some 30's, too. that tells you that note, not only are on the cooler sector of this front, but also we're getting some drier air working in here a little bit, too, with some clearing patches here or there. so we'll start off with some mostly sunny skies going on here for the morning hours. 51 looks like by 10 o'clock, but don't let that for you. there still is. scattered showers remaining in the forecast to see the clouds build on lady for today. i'll have more on your forecast coming up in a step. dave, thank you. >> we're staying on top of a tragic story in the north bay, the sonoma county sheriff's office says 2 people are dead after drowning in flood waters. proffers lindsey ford has the latest from deputies. >> the storms hitting the bay area turned deadly saturday with the discovery of 2 bodies in sonoma county. the first man's body was found just before 9 in the morning. a community member walking along the pine or creek trail called in reporting what appeared to be a body floating in the creek. santa rosa police

arrived finding the body of a man in his 60's a few hours later. a second person died in guernville lawyers can be really dangerous conditions change really rapidly, especially when we have such heavy rains like we did. >> at around 11, 30, the sonoma county sheriff's office responded to a call reporting a person stuck inside of a car in flood water. sonoma county sheriff's on real fire and sonoma county fire responded to the call at highway one 16 and may's canyon road. but they were too late. the person called in saying they could see that the vehicle was bobbing in the water. and if there was a person inside the vehicle and that's what caused both fire and law enforcement crews to get out here as quickly as possible to conduct a rescue. sonoma county sheriff's office with the public to make note flood water is deceptive, even a flood water seems calm. do not kayak walk or attempt to drive through flood water doesn't take very much to sweep

vehicle away. >> and he can go from okay to not okay. asked. >> the identities of both men who have died is yet to be released. both departments will notify their next of kin before releasing names and both deaths are still under investigation in sonoma county, lindsey ford kron. 4 news. >> the military, west off-ramp from 7, 80 westbound in solano county is back open this morning after being shut down for our saturday because of flooding. caltrans says its crews had problems getting the drains cleared because of the heavy rain. if you're headed to the sierra, the chp warns that travel conditions are dangerous. take a look at this traffic video from yesterday morning shows snow blanket a part of 80 near donner summit. several rounds of heavy snow are expected to hit the region through tuesday. in the south bay with more rain and cool temperatures expected in the bay area. homeless advocates are among those worried about keeping people safe and alive. growth was moment reports on the critical work they're

doing. >> now these deaths come as recent storms have been moving their way throughout the bay area. senate and house residents scrambling to find any safe haven they can away from that absolute torrential rain that includes hiding underneath bridges like those that run along here on capitol expressway. >> steve stayner, that bridge. trying fine-tune his safety. we can stay junior account who has called this section of the want to live river home for nearly 2 decades. the neighbors not to to kind with constant run-ins with the car dealerships nearby. and recent storms making life harder and harder to live on the street. this bridge is where him and around 20 others are hunkering down for multiple days of rain. it's getting worse every year. we know getting closer. kidney right around living on the streets. the storms will soak your clothes, washed away your belongings. you don't

have secure and could leave you with hypothermia. this recent rain spell comes after 3 unhoused people in santa clara county were reported dead within just one week when looking at the weeks prior. you can see this is a slight increase. i'm sure it's weather related. john cartwright is a local unhoused advocate and says these deaths could increase as temperatures continue to drop and the wet weather continues. and then the other side, what we came across on junior as she was handing out supplies like hand warmers and blankets and now it's a mad dash to get the supplies to people before more rain is forecasted from sunday through wednesday. just more misery trying to, you know, hunker down, get supplies as much as possible. but nobody who's outside is looking forward to the rain with his friends and his puppy. spike junior says he hopes he still has some more winters left in the tank. know 55 years it's getting getting since 2021, the number of deaths in the

unhoused community has been trending slightly downward. but with moines campus week's planned and proposed 10 sites by the city. folks like junior are asking for more compassion. >> it's 10 tarpon to replenish those who would use. stumbleupon this. you know. we should do. we death to commute? we reached out to the coroner's office to confirm if these dots were weather related. >> we're still waiting to hear back but city and the county do say they will have more shelter space available during the upcoming storms in san jose. jack moment. kron 4 news. and the east bay oakland police arrested 5 people in 2 separate investigations this week. >> the most recent was a shooting that injured a teenager. it happened thursday night on walnut creek in the neighborhood. the victim is hospitalized with injuries. officers arrested 2 people just blocks away from the shooting and say they found 2 guns. police also arrested 3 people connected to a robbery that happened near snow street and 70th avenue earlier this

month. again, 2 guns were found which officers say are linked to that property. developing this morning, the city of oakland's finance department says the city is, quote on the verge of bankruptcy. city leaders must close a projected 115 million dollar deficit before next june four's dan kerman has the details. >> there are no good and easy decisions on tough decisions. we are under no illusions that the choices before us are easy. oakland city council members are now faced with making dramatic budget cuts. they were unwilling to make back in july. but there is no more kicking the can down the road at tuesday's council meeting, the city's f nance team made it clear the city of oakland is on the brink of fiscal collapse unless the city council acts before the end of december. the past. december of this year. >> we lose the ability and the time to make adjustments to ensure on solvency. the city council was told its reserves have been used up. and if

oakland continue spending at the current rate, the city will end this fiscal year in june of 2025. with a deficit of nearly 115 million dollars and risk insolvency closing the gap won't be easy reductions in public safety budget. now unavoidable to effectively address. >> the current year shortfall police and fire services are on the chopping block because they're responsible for most of the overspending with the police department projected to overspend its budget by 51 million dollars and the fire department projected overspend its budget by 34 million dollars opd chief floyd mitchell told the city's finance committee earlier in the day. they're already taking steps to address the overtime budget. we implemented measures to really pull back all of our discretionary or special assignment overtimes. other than that, the officers are, you staying late for us, but specific assignment. >> how cuts to police and fire will impact public safety are

unclear. but the firefighters union caution, the consul against reductions, city firehouse, closure can make the difference for your family retelling. a tragic story with a happy ending or a tragic story with a terrible ending. >> to be clear, we have already close one firehouse in the grand lake neighborhood and this contingency budget is not surgical. it does not look for ways to find all available funds before looking to cut cost, cutting measures. it simply takes an ax directly to the heart of the city, the vital services that we all provide every single day. the city council is set to look at specific budget cuts at its december 3rd meeting, dan kerman kron. 4 news. >> coming up on the kron 4 morning news. the supreme court says a multi million dollar class action lawsuit can proceed against social media company. meta. the risks. the company is accused of hiding concerning people's personal data. plus, hotel workers across san francisco are still on strike this morning after walking off the job more than 2 months ago.

>> 7.13, this morning live look outside from our mount tam camera. just a gorgeous view to wake up to this morning. it almost looks like something out of a fairytale day. it doesn't. it was a beautiful sunrise earlier, stephanie, we have some great color is a your now. it was like an airplane. >> advertisement and some of this moisture is kind of a leftover moisture that we already have on the ground. just pope thrown back up

there, too. we're seeing actually some dense fog in the central valley up to the sacramento valley. some of that holy fog, as they like to call a little bit there. it's the radiation fog. it's different than what we tend to get in the bay area, which is known and wikipedia and so forth as a deduction. fog so base camp in the north bay is the only spot that we actually see any little weather advisories hanging on. this has to do with written minor river flooding up in sonoma county. this will be with us until 04:00am tomorrow. we don't have any watches. now, however, as far as advisories, ins urban and small stream flooding type of things, particularly. those may still pop over the next several days. they will be very organic, kind of coming and going throughout the period based on what the immediate conditions are. so there won't be anything that will be 6 hours in advance of this happening. it's because it's happening as we speak. the environment, stoves or being everything that we've had. so it's still going to be very wet for the week ahead, even though the heavy stuff is pretty much gone. we're looking for another little minor surge happening into tuesday, which will talk about

half moon bay. it looks like we need some better clearing happening out there. as you can see, they're calm seas while we're at it. putting this together for you today. the variable clouds, paris way of phrasing it with some scattered showers at work tomorrow, variable clouds, more spotty rain. but it looks like from the maps that we're looking at here. this is the best surged that we're going to get left over from this system here. then for this week, it's unsettled through tuesday, rain clearing and showers back on friday again and again. very, very modest for your friday. finally, driving drying out earnest for the weekend. let's get to the future cast here for today. you got to get some daytime heating, which is going to help a little bit. and then we start to see some afternoon evening showers scattered about here. then that starts to somewhat clear out. but here's the surges. not really is impressive. and this model here as some of the as we've been looking at, but still it's there and it's gonna cover different type of geography than we're seeing today to folks may be more in the south. they will get this peninsula little bit more on the east bay that blows on out

tuesday. do the same program again favoring the south. this go around rather than the north that won't last all day either. and then a pop here of wind step back to today. now you can see it coming from the south for today. and then on monday going the same thing again. but the winds a little bit more in the east and the south bay. this go around and remember was saturated ground with all those utility poles and so forth, even if they're not getting that much more rain, they don't have much resistance on the ground. they can blow over and cause problems. there. highs today, maybe a little bit better with some lower 60's. we're gonna get probably some morrison today. then we're going to fare probably for tomorrow. so we're kind of watching for things over the next couple of days before we can finally put this to rest in just a little reminder, you know, when you're driving out about particular thanksgiving, going to unfamiliar areas. home at night. the environment has absorbed all of this, even though we're not getting much more. so there will be puddles and places. you know what puddles just little caution. slow with that. yeah, that's some good advice there. it's a lot of danger.

my community has said that. >> gofundme has been set up to help the bar recover. so far. it has raised more than $20,000. sfpd says they have at least one person in custody in connection with the crime. and for your help this morning, the cdc is warning that whooping spreading quickly in california. at least 1700 cases have been reported this year, which includes a spike in bay area cases, 20% of state cases are being traced back to marin county experts warn the numbers will likely continue to rise because the sickness is highly contagious. they're advising people to stay up to date on the latest vaccines. in the south bay, the san jose city council voted to approve the environmental impact report and rezoning of good samaritan hospitals. 21 acre 1.2 billion dollar expansion this came after an hour of public comment and mayor matt mahan making it clear the vote was only about the report and the hospital needing upgrades to ensure it will be earthquake safe by 2030. the

planned expansion will include more square footage for 2 new hospital wings, medical offices and 2 new parking garages. in the east bay. the oakland public library is reopening its main branch, the library branch on 14th street is reopening december 2nd. the bridge was closed since may for upgrades. the library got a new roof, electrical system, other building improvements as well. a celebration is planned featured tours of the newly renovated spaces, special programs and family friendly activities, although welcome to attend and will keep you posted on the date when we've got it. still ahead on the kron 4 morning news deputies in marin county say a man pretended to be a bay area realtor for weeks. >> how he allegedly got away with stealing thousands of dollars worth of jewelry from people's homes. and after the break, some people living in the south, they will see their power bill go up next year. just how much more you can just how much more you can expect.

>> in the south bay, you could be paying more for your power bill next year. silicon valley power is set to increase rates by 5%. that bump was approved by the santa clara city council last week. city leaders say the price increase will help silicon valley power be a reliable and sustainable power system. the hikers into effect january 1st. and the supreme court will allow a multi-billion dollar class action lawsuit to proceed against social media company. meta. that is the parent company of facebook. and in that lawsuit, investors claim at a failed to disclose the risks of people's personal data being used by cambridge analytica. that's a consulting firm that supported president elect donald trump during his 2016 presidential campaign.

meta previously paid a 5.1 billion dollar fine and reached a 725 million dollars privacy settlement with facebook users over this issue. new this morning, a local author is featured in time magazine's top 100 must read books of 2024. tommy orange from oakland is an indigenous writer. the book featured is wondering stars. it is both a prequel and sequel to oranges previous novel. they're there which is set in oakland, the book was also longlisted for the 2024 booker prize, which marks the first time a native american made the list. still ahead on the kron 4 morning news. well, we're still getting hit with the rain. our friends in the north >> are getting ready for some more snow. a look at how they're gearing up and the conditions you can expect in the sierra.

>> now on the kron, 4 morning news in the north bay. the heavy rain caused the russian river to overflow. take a closer look at the impacts. plus, public safety officials warn the community about potential flooding in areas recently impacted by wildfire. why they say these burned out areas can get dangerous during the wet weather. >> well, let's try work fighting for our benefit thousands of san francisco hotel workers are still on strike this morning. we've got a breakdown of their demands.

all right. welcome back to the kron. 4 morning news. i'm stephanie lin, thanks so much for joining us this morning. and we continue our coverage with a look at your forecast with dave spahr high day. a good morning, stephanie. good morning, everybody. and >> still got a little bit of a break with cooking on right now. however, there's more rain along the way, not just today, but into tomorrow as well. we don't have any actual a flood watch is a little minor. little flood advisories going on up in sonoma county with river action. but beyond that point again, enjoy the break and the sunshine early in the day later today. again, that will start to change a bit. here is stormtracker 4 for you. it's pretty quiet right now. and the clouds even into motion looking pretty good on that front as well. now we're starting to produce our own clouds. we get that daytime heating and that can also get some of these showers a little bit when they do develop what we're looking at, a scattered showers today. sun and clouds mixture. we're getting the suns right in the sun right now. unsettled early part of the week with a break on wednesday and thursday. we say that because friday there still is that little chance of

seeing a passing little shower in nice break and then some showers friday and then breaks of sun with that as well. heading into the weekend, looks like it is dry in clearing good shopping weather and cool with 60's in place. hour by hour forecast keeps us mostly sunny. it looks like here and temperatures into the 40's of minor little weekend. warm-up is expected in time for the weekend when to get more into that longer range forecast and talk about these bits for the early part of the week, particularly of rain jumping in and out of our forecast. 70. >> all right, dave, thank you. let's take a look at these high water levels at the russian river in sonoma county. can se how close high up on the riverbank it got there. this was at hillsborough veterans memorial park on saturday morning. and proffers charles clifford spent the day in sonoma county monitoring the flooding risks. >> well, here in sonoma county on saturday on the weather did dry out a little bit. there were occasional scattered showers, but for the most part, folks had a chance to dry out and assess the damage

guerneville. on saturday, the russian river's depth peaked at 34 and a half feet around 8 in the morning while downtown flooding. this apartment us e- complex along river road on the eastside of town did have water up to the front doors on the south side of the river. flood waters blocked nearly road prompting neighbors to set up a temporary ferry service for people stuck on either side. elsewhere around sonoma county, flood waters continue to cover fields and roads in the low lying areas near the russian river and along several creeks along river road. the sonoma county fire department swift water rescue team was on standby all day. at least one rescue was reported there guernville the national weather service is predicting that the floodwaters will continue to fall until sunday evening or possibly monday morning when a new round of less powerful storms is expected to arrive now by saturday afternoon. the flood waters here in sonoma county had receded enough. that's some of the roads that had been closed, including slusser road have reopened.

but for now in the north bay, charles clifford kron, 4 news. >> san francisco crews have been working to help the homeless during the wet weather. they've been handing out emergency blankets and ponchos and checking for any signs of hypothermia. this is a list of the drop-in centers providing temporary shelter and resources for the homeless city. officials say that if you see someone who looks like they need a place to go, you can refer them to one of these locations. up north in butte county, public safety officials are keeping an eye out for potential flooding in the burn scar areas left behind by the park fire. you may recall that was the largest fire to burn this year so far in the state of california. it burned more than 429,000 acres across butte and tehama counties and destroyed more than 700 buildings. cal, fire crews are monitoring this area before the next round of storms moves in. >> the problems that we're we're looking at in the scar areas is essentially just debris runoff. as you guys did it earlier with lack of education on the hillsides, from the fires that we've had,

the moisture does nothing to kind of soak into. so within minutes, first couple days of the stormy kind of use. looking analogy the water will just kind of roll off of the hillside. so it takes a little bit for to soak up. but at any debris, the hillside could come down. >> as always, authorities are telling people to have a plan and a go bag. if there is any potential severe flooding in that area. will be atmospheric river this past week as people who live along. i-80 feeling both concerned and hopeful about the season ahead. but we shadix has the story from the truckee area. >> well, residents here in truckee, along with downtown businesses are excited about the snow and are getting ready for what hopefully will be a big winter. >> even a snow. even rain in the past few days. yeah. but the 16 year-olds from truckee high along with many local businesses can't wait for the

heavy stuff and stay and blue zone just down the road from downtown truckee is a one-stop shop for skiers and snowboarders. so it becomes one are at or think we're kind of in a weird little pocket here in truckee where a lot of these big storms will kind of. >> barely misses. we think we're going to get into the kind of barely misses. and then other times we get storms that we're not really expecting that. come in. give us with thanksgiving. brings a lot of families in the town. >> and really, really ramps up business, especially with black friday following right after. >> we will will be will be cranking here. pretty good. >> by late sunday, the national weather service tells fox 40 there should be between 3 to 8 inches of snow just below the 7,000 foot elevation. just started his work outside truckee variety in downtown truckee, which he and his wife of own for 40

years. part of decorations. oh, i love week. >> but it but it will get there. looked like the hallmark channel. i that so much. >> we're looking forward to some snow which will make a really nice and then that help everybody come up have a good time up here. that includes alicia yamamoto, who made the track to truckee from tipper on this is fair lawn and rodeo have to be like the snow. that's why we're here. the second i saw snow in the forecast was like, alright, we got to book a trip. they love the snow. actually just arrived today. >> so we got a little bit, walking in. but otherwise, it's actually beautiful drive up in truckee rowena shaddox. >> in oakland, police are looking for the driver of a minivan. they say ran off after being pulled over on friday. officers tried stopping the van on 5.80, near harrison street and there was a chase after the driver took off. officers say a handgun was thrown out of a car. the

passenger was arrested, but the driver is still on the loose. in north bay. a man is facing several charges after allegedly pretending to be a realtor and stealing jewelry and cash from 2 open houses. the murray county sheriff's office says the first incident happened last month in the sleepy hollow area of marin county. joshua lamont is accused of taking a self-guided tour and stealing $15,000 worth of jewelry the month and apparently did the same thing in the kent woodlands neighborhood stealing roughly $10,000 worth of jewelry and checks. his bond was set at $400,000. thousands of san francisco hotel workers remain on strike this morning demanding higher pay and health benefits. this is video of a recent demonstration from last week. these workers walked off the job more than 2 months ago. lindsey ford has the details. >> hotel employees on strike say that with the pay they're getting now it's not cutting it. they're struggling to pay for essentials like gas rent

increase for a day pass and a $0.10 increase for seniors and people with disabilities. these changes begin on january. 1st, muni says it's making these changes to help offset any rising costs. and new this morning, francisco parking enforcement takes a break this thursday for thanksgiving with no parking regulations enforced citywide, including meters and street sweeping but a black friday parking meters will be in effect, along with street cleaning from midnight to 06:00am residential parking permits and daytime street sweeping will not be in force friday, but vehicles that are causing hazards like walking bike lanes or driveways could still be ticketed or towed. sanibel city council approved plans to transform historic murphy avenue into a permanen pedestrian mall. the renovation includes more bike parking, cessible pathways, improve signs, and it's part of a larger effort to revitalize downtown constructions expected to start in 2025. officials say completion is projected for

temperatures upper 40 upper 30's near about 40 going on. however, this has been the atmospheric river, which tends to be the lower latitudes of moisture, not these cold winter storms in the gulf of alaska, but doesn't mean you can't get winter storms with this that we're going to get. this is the next batch. now, this is not what already happened. this is monday through wednesday is what we're going to get again, that all turns to snow. the talk about a couple more feet added to this will be some wind issues as well. getting up there about 50 miles per hour for the very high elevations. but the key issue is the snow levels around 7,000 feet or so. that's not real real high. we've seen them as highs about 9,000 feet, sometimes 10 when the see what it's very early season system. but when you get to the knee-deep of winter and it's a cold winter storm boy get those 9 to 5, 4,000 feet, even 3 end and the local bay area here, our local mountains will get some snow as well. so you don't tend to get that as much with atmospheric rivers. got a lot of moisture, though. that's true. scattered showers today. sun and clouds mixture as we go for forward unsettled early

into the week, we've seen a little surge coming in here. it's more apparent actually on tuesday, they bring the south bay. but the good news is it's nudging to the south here and for a few showers on friday lingering we mentioned that is kind of an addendum. it's not compared to everything we've been through. it's not really that noticeable. but still kind of leftover giving us thanksgiving is a break, at least and wednesday looks like to clearing out for the weekend dry but cool with the 60's should mention the weekend there, ok? so we get to the weekend. looks like finish off this month. on a dry note after everything we've been through short term forecast here we see the development of the scattered showers at work. this does favor the north bay a little bit. we flipped the data monday and you see the surge from the south north gate, north bay also get some of that to another break. and there's that secondary surge at again. this was the one where a little bit worried about here with some of the longer a longer model ranges telling us that they were disagreeing with some of them getting yes, another really deep atmospheric river. good news is this has been sinking

of the south. so that will keep us kind of better can see this. we're talk about. here's one search happening. that will be tomorrow morning. again, that will be in central coast. it looks like a break in the action when this is all breaking up. that's good news, too. then let's get out to the end of the week. this is the other issue as well. that's farther to the south. so we're in the very northern quadrant. everything that goes forward and look at this. this haghs is waiting for its chance, which means fair weather dry, clear skies, maybe get those temperatures in the south bay, even warming up to the upper 60's. not too shabby. rainfall totals going forward. now monday morning looks like san francisco a little bit better than a quarter of an inch to all of this. so decent rain there and getting out to tuesday will add to that and maybe a little bit over half of an inch. by the time we get to wednesday and going forward. we do know add to that longer range forecast for you again, unsettled for the early part of the week here. temperatures stay in the cool upper 50's. we start warming up by the time we get to the weekend. so it's kind of timed

fiscal year. describe it as being roughly balanced. in fact, in this new california fiscal outlook report released by penix legislative analyst's office or wednesday, the projected state budget deficit in the fiscal year to come is expected to stand at about 2 billion dollars. that is much less than the 45 plus billion dollar deficit. state leaders have to act on during the previous budget year. >> so why the major improvement in the state budget situation says there are a number of factors including revenues coming in higher than expected. he also notes the legislature and governor took the unusual move of working on the upcoming budget more than a year in advance action. they took includes reductions or delays to some spending and withdrawal of about 7 billion dollars from the state's rainy day fund. those actions allowed. the state is saying that the state's budget would be ballots for the upcoming fiscal year as well absolutely a positive development. california department of finance deputy director hd palmer spoke with us behalf of the newsom. administration. well, the latest budget

analysis is welcome news to the administration. palmer notes. there are a lot of uncertainties, including policies from the incoming trump administration that governor newsom believes could negatively impact the state budget. things like. >> very high increases in tariffs, changes in illegal for migration policies that could affect california's economy. we need to be mindful of the fact that that's an added uncertainty. but even as the newsom administration prepares to take on trump in this report, pennock emphasized the state has no capacity for any new spending, including what could amount to 10's of millions of dollars in funding. governor newsom may need to take the trump administration to court. >> what's more after the coming fiscal year? the leo's analysis projects deficits of about 20 to 30 billion dollars in future years. republicans say that is reason alone to rein in on spending. we clearly have a spending problem. >> and that's why the oversight is so very important. now and to start

first reported, the average f% cost for a dozen eggs was at or below $2. it's now hitting new records at $4 and $0.82. there have been several cases of humans infected with bird flu in several states, including california. and in san jose, historic japanese american farmhouse will be relocated instead of being demolished over the summer. the san jose city council voted to turn the away house into and property into urban housing. organization's wanted to preserve the property. they fought to move this measure and they argued that the house serves as an important reminder of japanese american history in the area. the farmhouse will instead now be moved to san jose's history park by next summer. amazon founder jeff bezos donated 2.5 million dollars to homeward bound of marin. the county's homeless shelter. the money will bolster services at the shelter, expand supportive housing and help families seeking employment. last year, the shelter serve 245 parents

thanks so much for joining us here on the kron. 4 morning news. i'm stephanie lin. >> it's sunday november, the 24th and we continue our news coverage for you this hour by getting a look at the weather with dave sphar high day. hey, good morning, stephanie. good morning. everybody that starts the day. sunshine and clouds mixture, but they'll be the return of some more showers. it looks like this afternoon into the evening and we have more on the monday and a little bit into tuesday as well. not necessarily heavy doses, but there. >> definitely in the forecast. first things first. nice shot here, the east bay shoreline to some scattered clouds, the distance with a's as well. don't forget, we have a lot of surface moisture along with all of this as well. mark west creek up there in the north bay, sonoma county. that is due to some of the rain that we've had and that's of the flooding situation there looking at minor flooding. but still with us until 04:00am tomorrow, we are getting additional rain to to add to this as well as we talked about and these types of things are going to pop up. looks like the next couple of days get some localized

flooding and then it goes away. then we get it again. it goes away. we don't really get into the clear. doesn't look like to the 2nd half of the week. and as you can see right now, stormtracker 4 looking pretty good as we see some expect sun and clouds down south is where the heavier rain will come up. you can see up looming up here from the subtropical jet. the good news is the latest models are telling us it is favoring to the south central coast is going to get hit many times this week along with all of this as well into the holiday weekend, actually proper, too. meanwhile, our temperatures how we out with all about. well, for now, little cooler actually in the 40's telling us we're getting some drier air relatively speaking with some clear skies and then mixture as well. let's give you a quick comparison here. the net numbers are mostly negative here compared to 24 hours ago are at the hour by hour. forecast is pretty simple least for the morning hours. kind of mostly sunny to some scattered clouds and nice warm up to the mid-fifties. but it will not be that way this afternoon. again, another dose of some scattered showers and we repeat again for monday, probably much less sun

for your monday morning. that part of the forecast coming up in a stephanie. dave, thank you. >> we're staying on top of a tragic story out of the north bay. the sonoma county sheriff's office says 2 people are dead after drowning in the floodwaters. crawford's. lizzie ford has the latest from deputies. >> the storms hitting the bay area turned deadly saturday with the discovery of 2 bodies in sonoma county. the first man's body was found just before 9 in the morning. a community member walking along the pine or creek trail called in reporting what appeared to be a body floating in the creek. santa rosa police arrived finding the body of a man in his 60's a few hours later. a second person died in guernville. live wires can be really dangerous conditions change really rapidly, especially when we have such heavy rains like we did. >> at around 11, 30, the sonoma county sheriff's office responded to a call reporting a person stuck inside of a car

in flood water. sonoma county sheriff's on real fire and sonoma county fire responded to the call at highway one 16 and may's canyon road. but they were too late. the person called in saying they could see that the vehicle was bobbing in the water. and if there was a person inside the vehicle and that's what caused both fire and law enforcement crews to get out here as quickly as possible to conduct a rescue. sonoma county sheriff's office with the public to make note flood water is deceptive, even a flood water seems calm. do not kayak walk or attempt to drive through flood water doesn't take very much to sweep vehicle away. >> and he can go from okay to not okay. fast. >> the identities of both men who have died is yet to be released. both departments will notify their next of kin before releasing names and both deaths are still under investigation in sonoma county, lindsey ford kron. 4 news.

>> the military, west off-ramp from 7, 80 westbound in solano county is back open this morning after being shut down for our saturday because of flooding. caltrans says its crews had problems getting the drains cleared because of the heavy rain. and if you're headed to the sierra, chp warns that travel conditions are dangerous. these are what the current conditions of looking like this morning off highway 89 close to donner pass several rounds of heavy snow are expected to hit the region all the way so tuesday. so be careful out there in the south bay, more rain and cool temperatures expected in the bay area. homeless advocates are were among those who are worried about keeping people safe and alive. it was moment reports on the critical work they're doing. >> now these deaths come as recent storms have been moving their way throughout the bay area, sending unhoused residents scrambling to find any safe haven they can away from that absolute torrential rain that includes hiding underneath bridges like those that run along here on capitol expressway. >> and steve stayner, the

bridge. trying fine-tune his safety. we can stay in new junior account who has called this section of the want to live river home for nearly 2 decades. the neighbors not to to kind with constant run-ins with the car dealerships nearby. and recent storms making life harder and harder to live on the street. this bridge is where him and around 20 others are hunkering down for multiple days of rain. it's getting worse every year. we getting colder. kidney right around living on the streets. the storms will soak your clothes, washed away your belongings. you don't have secure and could leave you with hypothermia. this recent rain spell comes after 3 unhoused people in santa clara county were reported dead within just one week when looking at the weeks prior. you can see this is a slight increase. i'm sure it's weather related. john cartwright is a local unhoused advocate and says these deaths

could increase as temperatures continue to drop and the wet weather continues. and then the other side, what we came across john and junior as she was handing out supplies like hand warmers and blankets and now it's a mad dash to get the supplies to people before more rain is forecasted from sunday through wednesday. just more misery trying to, you know, hunker down, get supplies as much as possible. but nobody who's outside is looking forward to the rain with his friends and his puppy. spike junior says he hopes he still has some more winters left in the tank. now, 55 years it's getting getting bad out since 2021, the number of deaths in the unhoused community has been trending slightly downward. but with moines campus week's planned and proposed 10 sites by the city. folks like junior are asking for more compassion. >> it's fun to be put there so she use. stumbleupon this, you know. we should do. we death to commute? we reached out to the coroner's office to

confirm if these dots were weather related. >> we're still waiting to hear back but city and the county do say they will have more shelter space available during the upcoming storms in san jose. jack moment. kron 4 news. >> in the east bay open police arrested 5 people in 2 separate investigations this week. the most recent was a shooting that injured a teenager. it happened thursday night on walnut creek in the neighborhood. the victim is hospitalized with injuries. officers arrested 2 people just blocks away from the shooting and say they found 2 guns. police also arrested 3 people connected to a robbery. it happened near snow street and 70th avenue earlier this month. again, 2 guns were found which officers say are linked to that robbery. half moon bay police arrested 2 people suspected of breaking into an elementary school. it happened early saturday morning at hatch elementary just off of highway one. the man and woman are accused of having a knife and loaded pellet gun when they entered campus. deputies responded

around 03:30am, after an alarm went off. 42 year-old jose ne and 32 year-old jessica morales were taken into custody. they face charges, including burglary and conspiracy. authorities say they were already on probation for other offenses. developing this morning, the city of oakland's finance department says the city is, quote, on the verge of bankruptcy. city leaders must close a projected 115 million dollar deficit before next june kron four's dan kerman has the details. >> there are no good and easy decisions on tough decisions. we are under no illusions that the choices before us are easy. oakland city council members are now faced with making dramatic budget cuts. they were unwilling to make back in july. but there is no more kicking the can down the road at tuesday's council meeting, the city's finance team made it clear the city of oakland is on the brink of fiscal collapse unless the city council acts before the end of december. the past. december of this year. >> we lose the ability and the

time to make adjustments to ensure on solvency. the city council was told its reserves have been used up. and if oakland continue spending at the current rate, the city will end this fiscal year in june of 2025. with a deficit of nearly 115 million dollars and risk insolvency closing the gap won't be easy reductions in public safety budget. now unavoidable to effectively address. >> the current year shortfall police and fire services are on the chopping block because they're responsible for most of the overspending with the police department projected to overspend its budget by 51 million dollars and the fire department projected overspend its budget by 34 million dollars opd chief floyd mitchell told the city's finance committee earlier in the day. they're already taking steps to address the overtime budget. we implemented measures to really pull back all of our discretionary or special assignment overtimes. other

much actually through the north bay again tuesday. but that point there now for the rest of this weekend is unsettled through tuesday. just mentioned. and we get a little bit of a break on wednesday and thursday before there is that slight little chance of getting some rain showers and all of this, too. but the longer range forecast models are really looking good on this because the concern was some of these of these last-minute ways. we're coming our way there. they are still coming, but they're now favoring the south. so that's good news from our perspective. let's deal with today. now again, some of the spotty showers. they come and go. they still, however, can make conditions worse and more problematic. looks like a little dose to the santa cruz mountains thrown in here, too. let's get to monday morning. there you have surging up from the south and again hits a little bit at the north bay and then another one is expected into tuesday. as you can see the coverage area there. that's more of a light to moderate rain shower activity to in southwest and his heavy too. the winds, they're going to be popping here and they're they're going to favor the coast. it looks like for this afternoon. but the east bay, you get a little

morning, the cdc is now warning that whooping cough is spreading quickly in california. at least 1700 cases have been reported this year, which includes a spike in bay area cases, 20% of state cases are being traced back to marin county experts warn the numbers will likely continue to rise because the sickness is highly contagious. people are advised to stay up to date on the latest vaccines. in the south bay to san jose city council voted to approve the environmental impact report and rezoning of good samaritan hospitals. 21 acre 1.2 billion dollar expansion. this comes after an hour of public comment and mayor matt mahan making it clear the vote was the was only about the report and the hospital needing upgrades to ensure it will be earthquake safe by 2030. the planned expansion will include more square footage for 2 new hospital wings, medical offices and 2 new parking garages. in the east bay. the oakland public library is reopening its main branch. the library is on 14th street. it's reopening december 2nd.

some rain showers as well. not most of the statements that if mount tam our picture there. there. you can see the nice shot of the bay with the bay bridge behind us there. little bit the way of some low-lying cloudiness. and there's some fog, particularly in the sacramento valley. some of that cooley fog. that is a radiation type of fog that is different from our bay area. advection, common fog. we do have a little bit of an issue up there in sonoma county. little flooding in the mark. west creek. that's going on until but 04:00am tomorrow. but given the fact run as little bit more rain tonight could be some other issues that develop. and that will also spread out to the south bay, too. we'll get much better coverage. it looks like for tomorrow. here now some scattered showers today. sun and clouds, mixed that we're getting the sun part with some clouds in there, too. right now. meanwhile, some unsettled weather for early into the week with a break expected wednesday and thursday because

sonoma county monitoring the flooding risks there. >> well, here in sonoma county on saturday on the weather did drive a little bit. there were occasional scattered showers, but for the most part, folks had a chance to dry out and assess the damage guerneville. on saturday, the russian river's depth peaked at 34 and a half feet around 8 in the morning while downtown was spared from any serious flooding. this apartment complex along river road on the eastside of town did have water up to the front doors on the south side of the river. flood waters blocked nearly road prompting neighbors to set up a temporary ferry service for people stuck on either side. elsewhere around sonoma county, flood waters continue to cover fields and roads in the low lying areas near the russian river and along several creeks along river road. the sonoma county fire department swift water rescue team was on standby all day. at least one rescue was reported there guernville the national weather service is predicting that the floodwaters will continue to fall until sunday evening or

possibly monday morning when a new round of less powerful storms is expected to arrive now by saturday afternoon. the flood waters here in sonoma county had receded enough. that's some of the roads that had been closed, including slusser road have reopened. but for now in the north bay, charles clifford kron, 4 news. >> san francisco crews have homeless during the wet o- weather. they've been handing out emergency blankets and ponchos and checking for signs of hypothermia this is a list of the drop-in center is providing temporary shelter and resources for the homeless city. officials say that if you see someone who looks like they need a place to go, you can refer them to one of these locations. up north and you county public health safety officials accuse me public safety officials. they are keeping an eye out for potential flooding in the burn scar areas left behind by the park fire. the park fire was the largest to burn in the state this year. torching more than 429,000 acres across butte and tehama counties destroying more than 700 buildings.

>> the problems that we're we're looking at in the scar areas is essentially just debris runoff. as you guys did it earlier with lack of education on the hillsides, from the fires that we've had, the moisture doesn't think that kind of soak into so within first couple days of the storm, we can use looking analogy the water will just kind of roll off of the hillside. so it takes a little bit for to soak up. but at any debris, the hillside could come down. >> cal, fire crews are monitoring the area before the next round of storms comes in. the recent wet weather has people living along. i-80 feeling both concerned and hopeful about the snow season ahead. rowena shaddox has that story from the truckee area. >> well, residents here in truckee along with downtown businesses are excited about the snow and are getting ready for what hopefully will be a big winter >> even a snow. even rain in the past few days. yeah. but

the grant county sheriff's office says the first incident happened last month in the sleepy hollow area of marin county. joshua lamont is accused of taking a self-guided tour in stealing $15,000 worth of jewelry. lamont then apparently did the same thing in the kent woodlands neighborhood and still rouly $10,000 worth of jewelry and checks. his bond was set at $400,000. well, thousands of san francisco hotel workers remain on strike this morning demanding higher pay and health benefits. take a look at this video behind me here of a recent demonstration from last week. those workers walked off the job more than 2 months ago. kron four's lindsey ford has the latest. >> hotel employees on strike say that with the pay they're getting now it's not cutting it. they're struggling to pay for essentials like gas rent and groceries. >> let's try work fighting for our benefit. hotel workers chanting on the megaphone they

there. attwood know, yeah. looks great on just keep it up. but >> upstream later this afternoon, we have the pitter patter of rain returning a bit broken up, though, not quite the mass of rain that we experience from last week. there's our mount tam pick a little bit. there you see some old looks. looks some people enjoying some of the bay right now. as you can see, the bay bridge off towards the distance. now, the sierra forecast. sunny. but in terms of breaking up the early snow that they've already had. so it's moved out monday. tuesday got snow showers, colder temperatures. let's get back to that. now we have a winter storm warning this a new one now monday through wednesday. now there you can see the coverage area through tahoe are looking to maybe about 2 feet with this. and it's really above 7,000 feet is where all this is going to be occurring for the most part now with atmospheric rivers, you don't get the snow levels to dip much lower. usually you got to get those cold pacific storm systems, all the gulf of alaska to help out a bit. and you don't get as much from that. but it does dip a little

bit further downward. a check what we got going on here. scattered showers for today that over the afternoon evening affair here, sun and clouds mixture. and settled early part of the week. as we talked about wednesday. thursday is a break in there. a few showers on your friday, but nice breaks of sun should be jumping in and out of that. and then into the weekend. clearing and dry nice to say that. cool. but in the 60's and you'll see actually warmer temperatures in the south bay. so this is what happens today. couple scattered showers and and it's gonna be little shy for the sun. but the scattered showers to rain with that then was we get into tuesday. that's we start to get a little bit of that surge of some more commitment of the shield of rain, which remains the south, not particularly real, real heavy, but it might be a little bit longer lasting through that on tuesday. this is the big perspective. there's that little bit of surge on monday morning. and then another one into tuesday. then finally starting dip to the south. giving us a break on thanksgiving. scattered clouds still with us friday.

the absolutely. absolutely. you know, we can go back to pandemic where everybody was locked down. the mental health was an parents are struggling. people were trouble funds. we were able to step up and intervene and just by doing so engage a sense of community that we had lost touch with for a while. so in that is the most roared rewarding part. so program is now as strong as it's ever been with the help of donors. so what type of donations would you say are in the highest demand right always always toys little children. you if you have a kid, if you were a kid, if you know a kid you know that how fast they grow and, you know, a little toy that they got last year might might not be suitable a year later when they're larger. toys for older girls are always in high demand older, i mean, the 10 to 14 year-old girls don't always have, you know, they don't want the teddy bears their mortgage than the

barrels. sometimes place is doing very well. >> and they'll have just bag of toys and say, please leave the barrel. but we've got to get these well, that's great. our volunteers. all the way through december will go out, collect those toys. they we don't have very much time to catalog them. they go into the warehouse onto the shelves and then right back out to a family in incredible. so. >> again, this is a program that we do hear more of during the holiday season, but people can actually help you're around all year you know, it is this firefighters toy program, but we have historically been help fleeing families. >> in tragedies, fires, house fires, we were able to send a bunch of toys and bikes to maui after after the huge fire where people lost everything. hurricane sandy, we're able to send a whole bunch of stuff out. so we are active all year round. okay. very good. >> so again, let's put that qr code for folks so that people have a chance to scan it. and if they want to donate and help out of families and local

here's a shot of the east bay shoreline. you can see all the sunshine in place. we're having a beautiful june. a full-on morning. your day here. there you can see what's going on. storm tracker 4, not much. that's nice to see. and again, urban and small stream flooding as we see in sonoma county. just a little spot there. that is until early tomorrow morning. we do anticipate, however, there will be another dose of some scattered showers going on for this afternoon and this evening. and then pretty much cloudy into monday. we're another doses coming our way to the good deal is that this line is now drifting to the south and progressively so when we get these surges, they will be more central coast rather than across the bay as we experience from before. and it's also much more broken up to all looking good. and it looks like thanksgiving will come in pretty nicely as well. getting a nice little break and that action can completely say goodbye to the rain until we get to this weekend. however, next weekend weather got 50's on the board and some 40's. we've warmed up a touch. the air is a little drier this morning that we had from yesterday in the quick

with the discovery of 2 bodies in sonoma county. the first man's body was found just before 9 in the morning. a community member walking along the pine or creek trail called in reporting what appeared to be a body floating in the creek. santa rosa police arrived finding the body of a man in his 60's a few hours later. a second person died in guernville. live wires can be really dangerous conditions change really rapidly, especially when we have such heavy rains like we did. >> at around 11, 30, the sonoma county sheriff's office responded to a call reporting a person stuck inside of a car in flood water. sonoma county sheriff's on real fire and sonoma county fire responded to the call at highway one 16 and may's canyon road. but they were too late. the person called in saying they could see that the vehicle was bobbing in the water. and if there was a person inside the vehicle and that's what caused both fire and law enforcement crews to get out here as

quickly as possible to conduct a rescue. sonoma county sheriff's office with the public to make note flood water is deceptive, even a flood water seems calm. do not kayak walk or attempt to drive through flood water doesn't take very much to sweep vehicle away. >> and he can go from okay to not okay. fast. >> the identities of both men who have died is yet to be released. both departments will notify their next of kin before releasing names and both deaths are still under investigation in sonoma county, lindsey ford kron. 4 news. >> the military, west off-ramp from 7, 80 westbound in solano county is back open this morning after being shut down for hours saturday because of flooding. caltrans says its crews have problems getting the drains cleared because of the heavy rain. and if you're headed to the sierra, chp warns that travel conditions are dangerous. take a look at the current conditions this morning. what it look. looks like off highway 89 close to

with constant run-ins with the car dealerships nearby. and recent storms making life harder and harder to live on the street. this bridge is where him and around 20 others are hunkering down for multiple days of rain. it's getting worse every year. we know getting closer. kidney right around here, living on the streets. the storms will soak your clothes, washed away your belongings. you don't have secure and could leave you with hypothermia. this recent rain spell comes after 3 unhoused people in santa clara county were reported dead within just one week when looking at the weeks prior. you can see this is a slight increase. i'm sure it's weather related. john cartwright is a local unhoused advocate and says these deaths could increase as temperatures continue to drop and the wet weather continues. and then the other side, what we came across on junior as she was handing out supplies like hand warmers and blankets and now it's a mad dash to get the supplies to people before more

rain is forecasted from sunday through wednesday. just more misery trying to, you know, hunker down, get supplies as much as possible. but nobody who's outside is looking forward to the rain with his friends and his puppy. spike junior says he hopes he still has some more winters left in the tank. know 55 years it's getting getting better. since 2021, the number of deaths in the unhoused community has been trending slightly downward. but with moines campus week's planned and proposed 10 sites by the city. folks like junior are asking for more compassion. >> it's 10 tarpon to replenish those who would use. stumbleupon this. you know. we should do. we death to commute? we reached out to the coroner's office to confirm if these dots were weather related. >> we're still waiting to hear back but city and the county do say they will have more shelter space available during

police arrested 5 people in 2 separate investigations this week. >> the most recent was a shooting that injured a teenager. it happened thursday night. our walnut creek, rather walnut street in the neighborhood. the victim is hospitalized with injuries. officers arrested 2 people just blocks away from the shooting and say they found 2 guns. police also arrested 3 people connected to a robbery. it happened near snow street and 70th avenue earlier month. again, 2 guns were found which officers say are linked to the robbery. developing this morning, the city of oakland's finance department says the city is, quote on the verge of bankruptcy. city leaders must close a projected 115 million dollar deficit before next june kron four's dan kerman has the details. >> there are no good and easy decisions on tough decisions. we are under no illusions that the choices before us are easy. oakland city council members are now faced with making dramatic budget cuts. they were unwilling to make back in july. but there is no more kicking the can down the

road at tuesday's council meeting, the city's finance team made it clear the city of oakland is on the brink of fiscal collapse unless the city council acts before the end of december. the past. december of this year. >> we lose the ability and the time to make adjustments to ensure on solvency. the city council was told its reserves have been used up. and if oakland continue spending at the current rate, the city will end this fiscal year in june of 2025. with a deficit of nearly 115 million dollars and risk insolvency closing the gap won't be easy reductions in public safety budget. now unavoidable to effectively address. >> the current year shortfall police and fire services are on the chopping block because they're responsible for most of the overspending with the police department projected to overspend its budget by 51 million dollars and the fire department projected overspend its budget by

34 million dollars opd chief floyd mitchell told the city's finance committee earlier in the day. they're already taking steps to address the overtime budget. we implemented measures to really pull back all of our discretionary or special assignment overtimes. other than that, the officers are, you know, staying late for us, but specific assignment. >> how cuts to police and fire will impact public safety are unclear. but the firefighters union caution, the consul against reductions, city firehouse, closure can make a difference for your family retelling. a tragic story with a happy ending or a tragic story with a terrible ending. >> to be clear, we have already close one firehouse in the grand lake neighborhood and this contingency budget is not surgical. it does not look for ways to find all available funds before looking to cut cost, cutting measures. it simply takes an ax directly to the heart of the city, the vital services that we all provide every single day. the city council is set to look at specific budget cuts at its december 3rd meeting. dan kerman kron. 4 news. >> the city of panel has a new

longer range forecast. we're going to walk through some of surges of bubbles up that happen, which again, good news with these latest model runs. put us in a much more amiable position in terms of what we're looking at in terms of rain. stephanie. dave, thank you. >> a copper is your local election headquarters and after a very tight race, the city of berkeley officially has a new mayor. issue joins us live this morning. thank you so much for being here. thank you so much for having me. absolutely. so i mean, congratulations on winning. is a very close challenging race. how are you feeling? >> i feel great. you know, i'm i'm super grateful. we were just talking a representation and how important it is to see more asian american, especially women positions of power like this. you this is actually a history making moment because you're the first asian american woman to be elected as mayor of berkeley of. and how does this moment feel for you? that's right. i mean, it feels amazing to me. i remember watching tv and being so excited when i was a little

kid to see even people on television and and now, you know, to be representing my city, i'm incredibly honored to do you anticipate your unique sort of cultural background and perspective to shape your leadership role in any way here? yes, absolutely. chinese and indian and being a child of people who were incarcerated during world war 2 and the japanese american camps. i think that that's really shaped how i view justice and the importance of the role government to making sure we treat all equitably and fairly and that's definitely shaped my views. now, if you receive 51% of the ranked choice votes to spare at rate choice vote this past election. huge just edged out councilmember sophia han. we have those numbers on the screen there for folks. what you say gave you the winning advantage at the very end there. >> you know, i think that our our message really resonated with people. they were excited for a reset at city hall. that's what we're talking about. really focusing on the

issues. >> i've really been clear about the fact i'm a very pro housing candidate that someone who wants to make sure that we have safe streets that people can go around the city. and then also, you know, we had some very big endorsements at the end, which were very helpful for us. yeah, i'm going digging into a little bit about what you said about city hall in need of a reset. how are things going to change under your watch? yeah. i mean, i think that it has been a very tumultuous year at the very beginning. we had 2 city council members resign. we also lost or city manager and i'm going to be really focused on unifying the city council, bringing us together, getting us on the same page so we can focus on our problems. all right, you've taken a bit of an unconventional route. so could say it's it's getting into your current position you have a background, a nonprofit consulting, you're president of the league of women voters are you ready to take on the challenges that come with the mayoral office? yes, absolutely. you know, i definitely wouldn't have run for this position if i didn't think i was ready. and you know what the mayor's

responsibility is is really being the face of the city leading the city council meetings and the league of women voters is very much about procedure process. so i feel very prepared to do this role. and what is the first challenge that you like to tackle your first day in office? yeah, i think that the first challenge is going to be, you know, helping the city council come together. we have many new city council members and some folks who have been there before. so really creating those bonds and being able to set the scene for the next 4 years is going to be very important for me. and how do you envision collaborating with mayors and other major cities here in the bay area to get things done in terms of the big issues facing californians and residents here. yeah, of course. so many of the issues that i'm focused on our regional issues on focused on housing, homelessness, public safety and infrastructure. so we need to be able to work with our neighbors to be able to get things done. and i'm very excited to be collaborating with other mayor. standby. is there a specific of pet project that you envision really championing are taking on this year. yes, absolutely. you are speaking about earlier in the news, but homelessness is incredibly important to me,

especially as the weather has been getting so cold and my living on the streets. there any measures that you're seeing in berkeley that, you know that you think could be improved upon when it comes to addressing the issue of homelessness, especially given this cold weather? yeah, i do think that there needs to be more coordination and communication between the organizations and agencies that are working on these issues. i think that's a huge part of it. but mental health is also very important to me. and we need to make sure that our services that we provide out on the street are offered. 24 7, mental health issues being addressed in the city of berkeley right now when it comes to the homeless and are there any areas of improvements that you see could be me? yeah. so we have something called the specialized care unit, which is a non police response to mental health crises. and it's available not just to our in-house community, but i think that that's a community that oftentimes needs that service. and i know they're working very hard to get fully staffed and up 24 7. but like i said, i think this is one of the resources that needs to be

looking at high water levels at the russian river in sonoma county, this was at healdsburg veterans memorial park saturday morning. kron four's charles cover. he spent the day in sonoma county monitoring the flooding risks there. >> well, here in sonoma county on saturday on the weather did drive a little bit. there were occasional scattered showers, but for the most part, folks had a chance to dry out and assess the damage guerneville. on saturday, the russian river's depth peaked at 34 and a half feet around 8 in the morning while downtown was spared from any serious flooding. this apartment complex along river road on the eastside of town did have water up to the front doors on the south side of the river. flood waters blocked nearly road prompting neighbors to set up a temporary ferry service for people stuck on either side. elsewhere around sonoma county, flood waters continue to cover fields and roads in the low lying areas near the russian river and along several creeks along river road. the sonoma county fire department swift water rescue team was on standby all

day. at least one rescue was reported there guernville the national weather service is predicting that the floodwaters will continue to fall until sunday evening or possibly monday morning when a new round of lessepowerful storms is expected to arrive now by saturday afternoon. the flood waters here in sonoma county had receded enough. that's some of the roads that had been closed, including slusser road have reopened. but for now in the north bay, charles clifford kron, 4 news. >> san francisco crews have been working to help the homeless during the wet weather. they've been handing out emergency blankets and ponchos and checking for any signs of hypothermia. this is a list of the drop-in centers providing temporary shelter and resources. city officials say that if you see someone who looks like they need a place to go, you can refer them to one of these locations. up north and you county to public safety. officials are keeping an eye out for potential flooding in the burn scar area left behind by the park fire. the park fire was the largest a bird in the state this year torching more than 429,000 acres across

butte and tehama counties destroyed more than 700 buildings. >> the problems that we're we're looking at in the scar areas is essentially just debris runoff. as you guys did it earlier with lack of education on the hillsides, from the fires that we've had, the moisture doesn't think that kind of soak into so within first couple days of the storm, we can use looking analogy the water will just kind of roll off of the hillside. so it takes a little bit for to soak up. but at any debris, the hillside could come down. >> cal, fire crews are monitoring the area before the next round of storms moves in. the recent wet weather has people living along. i-80 feeling both concerned and hopeful about the snow season ahead. rowena shaddox has the story from the truckee area. >> well, residents here in truckee along with downtown businesses are excited about the snow and are getting ready for what hopefully will be a big winter.

>> in the north bay, a man faces several charges after allegedly pretending to be a realtor and stealing jewelry and cash from 2 open houses. the grant county sheriff's office says the first incident happen last month in the sleepy hollow area of marin county. joshua l mont is accused of taking a self-guided tour and stealing $15,000 worth of jewelry that month and apparently did the same thing in the kent woodlands neighborhood and still roughly $10,000 worth of jewelry and checks. his bond was set at $400,000. well, dozens of san francisco hotel workers remain on strike this morning, demanding higher pay and health benefits. this is video of a recent demonstration from just last week and these workers walked off the job more than 2 months ago. how for lindsey ford has the latest. >> hotel employees on strike say that with the pay they're getting now it's not cutting it. they're struggling to pay for essentials, like gas rent and groceries.

>> well, let's try work fighting for our benefit. hotel workers chanting on the megaphone they want major hotels like san francisco hilton agree to a proposal. their union wrote detailing higher wages for hotel workers and better health benefits. long as they signed the contract, ready to fight selma. an employee at san francisco hilton is a single mother of 4. she says the wages at hilton aren't cutting. is so hard people to afford, especially when you have family. >> and they we we asking a big race couple dollars along with selma. norma brambila has worked at hilton for 9 years. she says she's striking because ever since the pandemic. >> her workload has increased, but her pay hasn't. you know, the cost of living out here. almost unbearable. >> and we need the pay increase so that we can at least be in line with, you know, the cost of living

replicate that here in the bay. and that's where you'll start to see. snow is mount hamilton, for example, not the elbow, even sometimes in the east bay hills of its even that cold, which is sometimes does happen. scattered showers today, sunday, sun and clouds s% mixture for today. we do see the rain developing a little bit this afternoon. it will be spotty a little bit more committal for tomorrow. it looks like into tuesday with another break for wednesday thursday zone. so good for the holiday. a few showers for friday question mark on that. it looks like that may come together but very, very spotty with that with a break earnest by the time we get for this weekend. cool with 60's. but you might see a bump in temperatures for the south bay back to today. now here's the showers developing. they may cause more additional little problems here. so stay tuned on that front into monday. you see kind of everybody gets it with spotty to scattered showers. the sun is little bit more shy and more of a surge of moisture as you'll notice here into tuesday. kind of like the last hurrah. that was one of the things were kind of concerned about with some of the earlier model runs that

things like that. we're going to be further to the north. instead, they're further south. good news with that. and then there's another little surge of develops as we just showed you. this is wednesday. and then as we get into the weekend, here we go head into friday. that's way down south. now at that point, as we're in the clear high pressure takes over for a couple of days in the weekend. so we're going to go into december on a dry note that will feel nice as far as how much rain we get. let's take it out to monday afternoon about a half of an inch of rain at that point about 01:00pm. and as we go all the way out to about tuesday, that's when wednesday this is about when this little unsettled part of the early part of the week is done. san francisco collecting about 0.62 with all of that, a look ahead for the next several days. again, unsettled to start things off. we get our breather on wednesday. you're okay. and for friday. well, sort of us. we have ham and then for friday may be a little isolated shower. and then for the weekend, high and dry, it looks like so that will be some good news. there turkey geier him guy. >> on turkey. i definitely sorry. definitely into

apologizing. i think okay. >> all right. happening right now tis the season of giving and bay area firefighters are making it easy to help a child in need. earlier today i spoke with michael director of the san francisco firefighters toy program and how you can make a difference this holiday season. happy holidays to you to you. thank you for having yeah, thanks so much for joining us this morning. we understand you had a very busy couple of nights. all the rain in the city. yes, that's true. active duty. there's disco firefighter 26 year veteran and i'm still working. >> in the yes. when the rain came, we were very thank you to you and all your peers for yeur service to the community would love to talk to you about your tort program. thank this is a very special program has been around since 1949, correct? 1949. it started in the back of the firehouse couple fighters with some time on their hands noticed some people in their community need a little bit of help so that

their idle hands, they >> got busy refurbishing bikes and toys and and basically helping the community. that was 75 years ago. and to this date, we've grown to be one of the largest charities of its kind in the nation. only second to the toys for so but largest local fire firefighter driven to program. have you seen the need for toys and different types of donations go up over the absolutely. absolutely. you know, we can go back to pandemic where everybody was locked down. the mental health was an parents are struggling. people were trouble funds. we were able to step up and intervene and just by doing so engage a sense of community that we had lost touch with for a while. so in that is the most roared rewarding part. so program is now as strong as it's ever been with the help of donors.

so >> what type of donations would you say are in the highest demand right always always toys little children. you if you have a kid, if you were a kid, if you know a kid you know that how fast they grow and you know, a little toy that they got last year might might not be suitable a year later when they're larger. >> toys for older girls are always in high demand older, i mean, the 10 to 14 year-old girls don't always have, you know, they don't want the teddy bears their mortgage than the jewelry and more thus the fashion things. those are actually what we're really searching anything at all will help. >> some good guidance there. now, other other ways that people can help out you 100%. we are 100% donation driven program. >> if you can't help by going physically bring its oil, which is always fun to do, going to the toy store, finding something nice. you you can scan our qr code, which will take you directly to our donation and you can do

out there. we have us army of volunteers that come down to art union location in the bayview where we acted doubles as a distribution. the toy collection and distribution center here in december. yes. and so we do have that qr code code pulled up for people that we can bring that up. just a real quick here. so people scan that will take people directly to the donation site. rental can donate any amount. it's not a venmo. it's a stripe accounts. we take you straight to donation site. any amount will help. it goes directly to our toy program. okay. fantastic snow. >> i think it's important to to help people understand exactly through the process that you guys go through to collect all of the toys and donations. so start with the barrels, correct? >> if you've been around town and businesses are part partner with us and they collect, you can see our barrels everywhere. they've got the big teddy bear where the firemen you can donate at at those locations. any

firehouse will collect toys. they have barrels inside the firehouse and it's just again, it's about bringing back that sense of community and just the reward of giving. >> back. yeah, we're very local. so it's it's a francisco residents specifically. but we have partners throughout this state through the nation. we get help from everywhere. and how long do those barrels going to be out for what happens after all the toys are collected? that's a great question. during the again, as i mentioned, we have an army of volunteers who they go out. they collect those barrels. sometimes place is doing very well. >> and they'll have just bag of toys and say, please leave the barrel. but we've got to get these well, that's great. our volunteers. all the way through december will go out, collect those toys. they we don't have very much time to catalog them. they go into the warehouse onto the shows and then right back out to a family in incredible. so. >> again, this is a program that we do hear more of during the holiday season, but people can actually help you're around all year you know, it
