129 million dollar budget deficit by june next year. and alameda county has a new interim district attorney this morning. what a permit decision could be made. the county's top prosecutor. it said. good morning. thank you so much for joining us here on the kron 4 weekend morning news. i'm stephanie lin. >> it's saturday december the 7th. let's get your day started with a look at the weather with dave sphar. good morning. >> morning, stephanie. good morning, everybody. >> lot of sunshine, at least to start off our day a little bit the way some patchy fog make note shore and we have essentially a dry system is going to play out for the morning day for the morning hours and for us this afternoon as well. that's where we go through that cloud cover in there for the afternoon. here's what it looks like in the east bay shoreline. there you can see it to some hazy sunshine to get things started, but a decent amount of sun. but

here's that dry made note of it's a lot of action for no action, if you will. we get a lot of cloud cover with this is a drop south on your saturday, however, will see much better clearing. it looks like into sunday pretty much for everybody. so we'll do much better job of clearing things out for you on sunday afternoon. meanwhile, how those temperatures been on the cool side shore, some 30's even well inland, tried. ali, you're looking at the upper 30's up north, a mixture of 30's and 40's. however, these numbers are an improvement from this time for 24 hours ago as we were in the category of the plus category some selective spots negative in some others. hour by hour forecast pushes us through the 40's well into the 50's. you can see by 11 o'clock. still got to make note of those scattered clouds, though, in temperatures, not bad in the mid 60's. nice little kind of spring breeze, if you will, for afternoon, too. we'll have more on this forecast coming up for in a bit. stephanie. >> all right, dave, thank a long time. san jose state university professor says shoes resigning this semester over the university's response

to the ongoing war in the middle east. that's after more than 2 dozen students set up an encampment on campus. pope was jack moment reports. >> the professor here at san jose state says that she can no longer work here at the university after seeing how the university suspended a professor over their assistance with student protesters demonstrating against the war in gaza. >> it was a call for me to do more research. san jose state professor rachel mcloughlin has called the school home for decades. it's her alma mater and she's been teaching here since 2004, but now she's resigning because she said she's dissatisfied with the university's handling of the protest against the war in the middle east. >> the university administration. was responding to the encampments, which too, you know, repressed. >> it can't last several weeks. last semester protesters were demanding san jose state disclose and divest

from any possible investments. it has in companies that benefit israel. the university did disclose its investments but told the community it has no direct ties to israel destructive. it's dangerous. it terrorizes other faculty from not speaking out. still student protesters in mcloughlin say san jose state did not do enough to support the calls against the war. it is. it's been an ongoing journey of learning. understanding where the university and the administration is, which is to repress. walk. movement towards expressing. this may. of genocide saying kill was suspended from her teaching position at san jose state. >> she helped the student protesters and says their negotiations with the school for not as successful compared to other schools like sf state and sacramento state who altered their investments. my campus was never honest enough

to actually give actual data for where those investments are. san jose state told kron 4 it does not currently have a response to the professor's designation, but students on campus say they supported. all i can say is, you what she did on her part was. >> good. but it's unfortunate that she had to do it. across the street next to the martin luther king library. protests are alive and well. i hope he gets a lot of publicity because there are a lot of people who feel the same way she does. but that's a very brave. >> stepped up now, according to professor mclaughlin resignation letter last day teaching on campus will be december. 20th. and as for doctors saying, kill her suspension is still ongoing. reporting here in san jose jacmel that kron 4 news. >> new video shows the desperate escape of a convicted killer outside of bakersfield. take a look at this. cesar hernandez was seen jumping out of a prison van and running away from a corrections officer on monday. police are still looking for

him. hernandez was being taken to a court appearance. he was convicted of first-degree murder in los angeles county back in 2019, hernandez was serving his sentence at a state prison in delano. and one person is in critical condition after a fire broke out at his home in martinez. firefighters say they responded to the blaze near the intersection of arthur road and palms drive just before 8 friday night. crews say a woman managed to get out on her own. firefighters rescued a man and a dog. the man was taken to the hospital in critical condition. the dog died. the cause of the fire is under investigation. santa clara vice mayor anthony becker is resigning after he was convicted of perjury for lying to a civil grand jury that crews found guilty of leaking a confidential report to the san francisco forty-niners containing accusations that becker and other council members had an ethically close relationships with the forty-niners football

front office. he could face up to 4 years in county jail and will be sentenced next month. we are now learning how the city of oakland plans to cut its massive budget deficit. in a report published friday, city officials are proposing dramatic cuts to the police departmint and several fire stations four's. dan kerman reports. >> the closing of 6 fire stations and the elimination of police special units, 2 police academies and a slashing of the police overtime budget. that's among the recommendations in this new report by oakland city administrator to close a budget deficit projected to be 129 million dollars by the end of this fiscal year in june of 2025. any of these impacts potentially huge for the police department and the way we police and public safety. >> among the cuts, the proposal projects a savings of 25 million dollars through a reduction in police overtime. and the elimination of special opd units as well as another

nearly 7 million dollars in savings by cutting to police academies. police department operates that nearly that's where we should that is and it survived over time. we have. >> bandit or a time where we work traffic and forth inside. sure related operations before the backbone our patrol opening positions and that only way please purpose-built the function of the law as it has been over time. >> tim dolan with the oakland police officers association says none of these cuts foster a safe for oakland. >> because packs or increase in 9-1-1 response time. if we have less officers outside and lynn calls also for future attrition. levels not out of the county's reduced our staffing levels down. and it will have to collapse specialized park. and that means we might have not have a traffic enforcement division on the streets. so the motor cops outside.

>> the proposal would also see the fire department making dramatic cuts running out to fire stations. now at a savings of 5.5 million dollars. phase 2 would see the shuttering of 4 additional fire stations with a savings of 7.6 million dollars. the report says the cuts will most certainly reduce response time. the face to cuts also called for the elimination of 91 full-time positions throughout city departments. the city council will decide whether accept this budget balancing plan at its meeting on monday. dan kerman kron, 4 news. alameda county has a new interim district attorney. >> attorney royal roberts will act as the county's top prosecutor, at least through february. the change goes after voters recalled da pamela price. roberts will run the da's office until alameda county supervisors appoint a permanent successor. that may not happen until february. in alameda county drivers were stuck on 5.80, after a big rig

>> where new pictures show the damage left behind frey from a 7 point. oh, earthquake off the coast of humboldt county who say the strong shaking loose and week rock and soil. the quake was felt all the way here in the bay area. and after that shake, more than 5 million people in california and oregon under a tsunami warning. one san francisco, the tsunami warning brought into question the city's emergency sirens. sirens were silent on thursday as alert notifications instead popped up on cell phones. the siren system has been offline since 2019 season emergency team used to run them. >> weekly test, but they haven't been you sense the department executive director says even without the sirens, the warnings they sent out affected. >> we're very, very fortunate that we incredible, robust notification system. in san francisco and regionally. we many more tools, of course, that we did in the 1950's and that system was built. and

yesterday the notification system worked. it really did get to people it immediately. and then we were able to follow up and push out information as it you know, as we became aware. >> the department is still looking at whether the siren system will be rebuilt. we're told that is still being assessed. any recommendations will be brought to the city's incoming administration. >> as it turned out, there was no real tsunami. but i'm thankful for that. and we've got big the waves this year. breaking over the seawall happen. nothing happened us that. >> pacifica residents reflecting after tsunami warnings rolled across the city, forcing evacuations at some schools and businesses. residents were told to leave low-lying areas out of an abundance of caution. county officials downgraded the alert at one point reissued. the tsunami warning. >> at one point during one of those refreshes, we saw that it had been canceled. we're

not really sure what happened at that moment. make contact with cal oes and the national weather service operation center. they're like, no, it's on. we refresh the page again. it's on. so then, you know, we deleted that information. we reassure the information. >> so a lot of back and forth there. it sounds like as for the sirens, the county spokesperson said the weather event did not warrant using those. yeah. so. fortunately a lot calmer this morning after all of that looking is just gorgeous. outside of this is a live look at the city of san francisco at 7.16 this morning. got the water colors out there. stuff like that. yeah. very nice. oranges off to the distance there. underscoring some high cloudiness we have today and also see a little bit of hue. >> you can see here for more half moon bay picture herald things, a lot calmer this morning. it will be interrupted by some scattered clouds this afternoon here. it's not going affect everybody the same way. but then tomorrow we'll have much better clearing. so we have too much cloud cover this

afternoon. just hang in for tomorrow. we'll get some better sunshine in here for put it all together here. can supple clouds develop mild and breezy. still, you notice temperatures popping a little bit more. so in the south bay today afternoon, clearing expected tomorrow. windy late. a little bit hinting at arrival of some offshore winds coming our way early into next week. now, sunny, early in the week with all of that going forward and then becoming unsettled will say by thursday and friday is a series of other systems coming our way gets really kind of interesting again. but we're getting to the wet season. so very much typical with this. but it's a little plume of some moisture from the south of those things tend to give us a nice doses of them. lots of moisture coming our way, too. we'll show you that later. 61 with some scattered clouds, san francisco variable clouds, oakland, warm, san jose up to 69 and you'll see that the south is little bit of an outlier compared to the other areas around the bay for today. again, this is why we say considerable cloud. you can see some variable clouds working in here. yeah. tomorrow morning, we start off with that game plan. but already before noon it clears on out. we're back to good,

solid sunshine. finish off your sunday afternoon. get much better. clearing expected tomorrow, actually get some cooler air in here, although not a whole lot. the way of wind, little bit an onshore breeze up to it. now we're breeze up to it. now we're starting to develop tha offshore wind. the notice will be in some of the valleys in the east bay. you might see some localized winds working in here, but it's an optically that the bigger picture here, we'll see those offshore winds start to develop here. the initial footprints working their way up here in the north bay. you can see it in the east bay as well as we hold this discourse. there's no statements involving all of that. and we do have some insulation from some recent rains. it leaks high temperatures today. we've got the lower 60's. the look down here south san jose morgan hill up to 69 warming much more so even then the east bay. but all -hat traffic that we have coming our way. we'll get a little bit more to that later as it'll be a different type of pattern. this is just some cloud cover. we're getting that not much action at it, but the next we'll have a lot of rain and everything like that. oh, wow. we're hoping maybe the timing will

be the rain will happen at night and then maybe give you a date. i'm just kind of turned off a little bit. but yeah, it's still early out for that because a lot of shoppers, you know, okay. well, we'll see what happens. thanks for keeping track of the forester. thanks, dave. >> when you county, the town of oroville holding its christmas tree lighting and calling on the community to come together to support the 2 children critically injured after a school shooting. zach boetto has the latest. >> hundreds of butte county residents turned out here tonight to support their community in this time of need. and also to come together to pray for these to kindergartners, still fighting for their lives in annual holiday gathering in the town of oroville. >> has a deeper meaning to it. this year after a local school shooting shook the community just 2 days ago. tonight, we're going to pray for roman mendez and allies will for the 2 young feather river adventist school students ages 5, 6, making it through to planned surgeries. friday but remain in critical condition.

at the downtown oroville christmas tree lighting families gathered around the tree with candles and phone flashlights in support of the 2 young boys and the community members still feeling the impacts of wednesday's shooting the most just time to meet with these families. that's our main concern. now we got there and the good digger them in best possible and we just pray god's blessing building up heat and every one of individuals city leaders joining in prayer and highlighting the people's determination to come together in this time of need. this is what i love about our community wear, revealing waste and we fight for one another regardless that a little in nearly a and that's just the beauty now as the school where the shooting happened remains closed through the weekend. >> and investigators continue to uncover more about the shooter. >> glenn ligon community members are standing in solidarity with the young

victims who are still fighting to recover. they have the best care and we've got a mighty god that we can pray to. >> to finish the miracle. >> the support for the school shooting victims does not stop here tonight. there will be chilly buffet fundraiser happening here in orville at the southside community park on monday night butte county, zach boetto kron. 4 news. >> in the east bay potentivlly harmful levels of radiation have been detected at a popular bayfront park. the state ordered environmental report reveals excessive levels of radioactive waste at the albany, bold, the park known for its public art installations and hiking trails was formally a landfill for construction debris. officials say multiple areas in the park tested positive for waste. that is likely a byproduct of the landfill. the city of albany is required to submit an action plan to the water board by the end of the month. and jetblue is eliminating a number of routes across the u.s., including all flights from san jose. the changes go into effect next

>> the chp says the state capital is safe after evacuating lawmakers over e-mail threat that threat caused all kinds of disruptions, senate and assembly staff who received the email were told to work from home all capitol tours and even a choir performance were canceled. investigators have not said who threat was addressed to, but the governor was not at the capitol. 5 buildings, including 2 homes caught fire in san jose friday afternoon. take a look at some of the damage there. crews say the fire started on stow avenue near san antonio elementary and spread to the home on how their place crews say one person was taken to the hospital for smoke inhalation. 8 people in total were displaced, included 3 pets. no word yet on what caused the fire. and new this morning, a federal judge in san francisco is limiting the scope of a lawsuit filed by advocates for the homeless who say they want to prevent the clearing of encampments. judge

donna view ruled those advocates lack standing for several of their claims. the coalition on homelessness based in the tenderloin neighborhood filed this suit back in 2022. and they along with several other homeless advocacy groups claimed kevin clearance were cruel and unusual. and san francisco police officers used arrests and citations to make them leave. plaintiffs have until december 18th to file an amended file, an amended complaint. the city of oakland is hosting a special giveaway of people can pick up free gift cards for gas and groceries. today. community ready corps or crc will give away gas cars, clipper cards and organic produce as well. the first 50 people to arrive at our cohen grand west grand avenue by noon. we'll get a $25 gas card and $100 worth of organic produce as well. still ahead on the kron, 4 morning news downtown san francisco is officially lit for the holidays. >> we're taking a look at the festive giant. our projections festive giant. our projections just got to see in first.

good morning. welcome back to the proper morning news. i'm stephanie lin. let's start you off this half hour with a look at your forecast with dave sphar. a good morning, stephanie. good morning, everybody. bad way to start things off here a little bit. the way some haze going on shore. >> and a bit of the way, some patchy fog potentially as well. now we do have the interruption of some variable clouds going on this afternoon compared to tomorrow afternoon. >> which should clear out just about for everybody. first things first, check it out for our mount tam picture. how about that action? it's okay look directly at the screen here. it's ok, it's not directly looking at the sun, but again, that hazy sunshine underscoring that we don't see much upstream in stormtracker 4, but later on, we'll probably see some of those scattered clouds work their magic across our skies for the afternoon. our temperatures are in the 40's with some pockets of 30's inland. so we did cool off a little bit overnight. not a whole on the way of winds, but it will get breezy and a few areas this afternoon, a little bit more. so though, tomorrow. so early fog, some variable clouds on balance today. that is looks

like afternoon clearing for your sunday, breezy in windy late. and you're going to notice that uptick getting us into early next week. this is the offshore wind variety, then dry and cool early into the week. lower 60's. so a bit cooler than today and showers to finish our week and settled into next unsettled weather into next weekend. still kind of piecing together how that's all going to come. now we've got 46 by 9 o'clock by 11 will do about 58 and mostly sunny. some partly cloudy skies. start to work in here by 4 by one rather. coming up a little bit here were kind of march for what we expect into next week. we get past the weekend and to let you know about the unsettled weather. we spoke up, stephanie. >> breaking news out of hayward this morning. police are investigating a hit and run involving a bicyclist around 12:30am, a cyclist was struck by a red hyundai elantra at willing and his spirit boulevard. that car which left front, which had left from earlier pursued by another police agency crashed into that cyclists before

speeding off. there were police. they did quickly locate the car involved but the passenger and the driver board that car. they both fled on foot. both suspects were arrested. the driver was taken h into custody on charges of felony hit-and-run and dui. injured cyclist does remain in critical condition at a local hospital. as we learn more, we're going to continue to update you with the latest. in san francisco. a clothing store in north beach is picking up the pieces after being broken into for the 5th time. charles clifford spoke with the frustrated business owner. >> early thursday morning, this man was captured on surveillance video breaking into vacation. a vintage clothing store along grant street in north beach. he smashed the window in the front door and stole a handful of items. owner kristin klein says she's relieved that damage wasn't too bad but says this is the 5th time in 6 years that her store has been robbed. >> we got lucky time our alarms went off. the police were here. the neighbors called 9-1-1. report of things

not as horribly damaged as it has been in the past, but it it's crazy that it keeps happening. >> kristen moved vacation from the tenderloin to north beach a few years ago and she says she loves the neighborhood. >> north beach is like a postcard cierran sus coats, most beautiful neighborhood. it's so lucky to be here. but the fact that she and many of her fellow small business owners have been repeatedly robbed is frustrated. >> the police department is investigating this case. but so far no arrests have been made and the suspect has not been identified christian hopes the city can step up efforts to protect small businesses. i don't know what the right answer is for that. but i know that it shouldn't be the norm. >> in a city like this for every business owner to be ranking the trauma of each time. their business has been broken into and expecting it to happen again. >> by friday morning, kristen and her team at cleaned up the mess and fix the door. she's now looking forward to a busy weekend in north beach, including staying open late for the night market friday evening along grant street. she's hoping for a good

turnout. we had so many people saying what can we do to help? how can we support you? can you do? >> it's just shopping. you there's so many small businesses and see what still innocent member when we support any them. so walk down to the store, go >> in san francisco, charles clifford kron, 4 news. >> in mountain view, police are asking for the public's help to find a missing 9 year-old girl. and a 44 year-old woman. take a look at your screen here. this is a lynch is 4 feet tall on the left-hand side there weighs 60 pounds and has dark hair. she was last seen around midnight near a school avenue. police believe she may be with the missing woman involved in this. claudia, on the right hand side, who could be driving a 2014 honda crv with state license plate. 7 fd g 7, a 7. claudia is 5 feet tall. weighs 140 pounds and has orange and blond hair. anyone with information is urged to contact police. >> with people in san francisco have been sentenced to spend their life in prison for the 2017 deadly shooting

of a photographer in twin peaks. >> police say the 71 year-old victim went to the location to take photos and that's when the convicted para robbed him shooting him and then strine to sell his camera. less than an hour later. and american canyon high school teacher accused of molesting 2 children has taken a plea deal. the pe teacher was arrested in april. his sentencing is scheduled for next month. the da's office says bread roll will be sentenced to 15 years in prison and registered as a offender for life. he must pay restitution to the victims and be subject to a 10 year restraining order. former principal at the high school was charged in june for failing to report will was suspected child abuse case. in the east bay. police in san leandro have increased the reward money to help crack a cold case as quote was philippe djegal reports. investigators believe this deadly shooting was likely a case of mistaken identity. >> while ramirez would have turned 31 years old next week,

the same week, 10 years ago, the aspiring police officer was shot to death parked in his driveway on kenilworth avenue in san leandro. it was grateful the family, but not up for the role florida not a floor. >> you know, people that you know, they're looking and because he he was loving people love. he seemed like yet a bright future. i him. and it was just cut short. >> he shot the police department has not announced any new leads in this homicide. investigators have stated was likely a case of mistaken identity. but this week the city council increase the reward money. henry mears is case from $50,000 to $150,000 and is also offering the same amount for information leading to arrests and convictions in 2 other cold cases, including the 10/9/2010, double homicides arias robinson and kwame. none. and the march 22nd 2013 murder of delon allen pan. we

have for that we believe in justice. >> for the victims of crime, somebody has to be out all something. and we just, you know, clean, you know, today and it leads to the right they did to come forward. in a statement, san leandro police chief angela averett says in part, quote, our detectives remain committed to pursuing all leads and working tirelessly on these investigations. >> however, community input is critical. someone out there knows something that could make the difference is line. you know, >> that they can to an end and this leads to go on cold by providing a renewed interest in incentive. >> for folks in the public to come forward with information. we think it helps families understand that they're not forgotten. it demonstrates our commitment to justice. but more importantly, we hope that the renewed focus on these cases well, actually result. >> in just he over the years the community has held

>> border patrol believes that a cartel member was involved in this incident. that happened in the chula vista area within the san diego sector. you can see several men who had just illegally scaled one fence. we're working on crossing the other into the u.s. helping illegal immigrants enter the country illegally. the cartel is now angry over what happened claiming that the incident happened without cause or remorse. in a statement, border patrol said on november 27th agents arrested 2 individuals near the san ysidro port of entry during a human smuggling incident. both individuals were part of a group who used a ladder to scale the border barrier to enter illegally into the united states. upon arrival at the incident location and age and driving a border patrol vehicle collided with an individual who then absconded into mexico. now this memo suggested shooting could possibly occur over the next few days, reminding all agents to remain vigilant sources within border patrol leadership say that any time the cartel threatens to shoot

an agent, it should be taken seriously. and the san diego sector should be on high alert. now. back in october reported that the a cartel was actually give information to fire at agents in the u.s. law enforcement say this escalation in violence is concerning, but it's also expected because it's going to continue getting harder for the cartel to operate this way and the way it has been and continue making the money that they have been congress saying that they are 13 billion dollar a year industry >> this is the difference of the evolution of the cartels. they no one anymore, especially the u.s. law enforcement. we know that they have no regard they do whatever they want to mexico in the run-up. hello government over there. but the big difference here and the focus is that, in fact, they do have the resources and fact do have the capabilities and will use against us. >> now sources are telling us that the agent involved in this incident, he was actually responding to those illegal immigrants entering the country. breaching that first barrier. now they say that he

was fixated on the 2 men that were on the wall, scaling the wall when he actually approached that incident and collided with that suspected cartel member. now, right now, the u.s. attorney's office is investigating this incident and so as customs and border protection's office of professional responsibility. back to you. in the south bay auditors say san jose housing department workers have no formal process for enforcing. >> the city's tenant protection policy. the current policy requires landlords to get valid reasons for evicting tenants. well, the auditors say when housing department they're informed of a landlord violating the policy in most cases, an email or phone call is made to that landlord. but renters claim. that's process is not only solving the issue. on the other side of spokesperson with the city's housing department told the san jose spotlight that landlords are usually cancel eviction notices when they're informed of potential violations. and the recently approved plan provides

week. stephanie. >> a longtime san jose state university professor says she is resigning this semester over the university's response to the ongoing war in the middle east. that's after more than 2 dozen students set up an encampment on campus protesting the war. well, it was jack moment reports. >> the professor here at san jose state says that she can no longer work here at the university after seeing how the university suspended a professor over their assistance with student protesters demonstrating against the war in gaza. >> it was a call for me to do more research. san jose state professor rachel mcloughlin has called the school home for decades. it's her alma mater and she's been teaching here since 2004, but now she's resigning because she said she's dissatisfied with the university's handling of the protest against the war in the middle east. >> the university administration. was responding to the encampments, which too, you know, repressed.

>> it can't last several weeks. last semester protesters were demanding san jose state disclose and divest from any possible investments. it has in companies that benefit israel. the university did disclose its investments but told the community it has no direct ties to israel destructive. it's dangerous. it terrorizes other faculty from not speaking out. still student protesters in mcloughlin say san jose state did not do enough to support the calls against the war. it was. it's been an ongoing journey learning. understanding where the university and the administration is, which is to repress. walk. movement towards expressing. this may. the genocide saying kill was suspended from her teaching position at san jose state. >> she helped the student protesters and says their negotiations with the school

were not as successful compared to other schools like sf state and sacramento state who altered their investments. my campus was never honest enough to actually give the actual data for where those investments are. san jose state told kron 4 it does not currently have a response to the prof.ssor's designation, but students on campus say they support it. all i can say is, you what she did on her part was. >> good. but it's unfortunate that she had to do it. across the street next to the martin luther king library. protests are alive and well. i hope he gets a lot of publicity because there are a lot of people who feel the same way she does. but that's a very brave. >> stepped up now, according to professor mclaughlin resignation letter. her last a teaching on campus will be december. 20th. and as for doctors saying, kill her suspension is still ongoing. reporting here in san jose jacmel that kron 4 news. >> in video shows the desperate escape of a convicted killer outside of bakersfield. hernandez was

seen jumping out of a prison van and running away from a corrections officer on monday. police are still looking for him. hernandez was being taken to a court appearance. he was convicted of first-degree murder in los angeles county back in 2019, hernandez was serving his sentence at a state prison in delano. one person is in critical condition after a fire broke out at his home in martinez. firefighters say they responded to the blaze near the intersection of arthur road of palms drive just before 8 friday night. crews say a woman g to get out of the propertywner own firefighters rescued a man and a dog. the man was taken to the hospital in critical condition. the dog died. the cause of the fire is under investigation. sinclair vice mayor anthony becker is resigning after he was convicted of perjury for lying to a civil grand jury. becker was found guilty of leaking a confidential report to the san francisco forty-niners containing accusations that becker and otcil members had an ethically close relationships with the forty-niners football front office. he could face up to 4

years in county jail and will be sentenced next month. we're now learning how the city of oakland plans to cut its massive budget deficit. and a report published friday city officials are proposing dramatic cuts to the police department and several fire stations kron four's. dan kerman reports. >> the closing of 6 fire stations and the elimination of police special units, 2 police academies and the slashing of the police overtime budget. that's among the recommendations in this new report by oakland city administrator to close a budget deficit projected to be 129 million dollars by the end of this fiscal year in june of 2025. any of these impacts potentially huge for the police department and the way we police and public safety. >> among the cuts, the proposal projects a savings of 25 million dollars through a reduction in police overtime. and the elimination of special opd units as well as another nearly 7 million dollars in

savings by cutting to police academies. police department operates that nearly that's where we should that is and it survived over time. we have. >> bandit or a time where we work traffic and forth inside. sure related operations before have to backfill for patrol opening positions and that only way please purpose-built to function well as it has been a top over time. >> tim dolan with the oakland police officers association says none of these cuts foster a safe for oakland. >> because packs or increase in 9-1-1, response time that we have less officers outside calls also for future attrition. levels not out of county means reduced our staffing levels down. and it will have to collapse specialized part and that means we might not have a traffic enforcement division on the streets. so the motor cops outside. >> the proposal would also see the fire department making

dramatic cuts running out to fire stations. now at a savings of 5.5 million dollars. phase 2 would see the shuttering of 4 additional fire stations with a savings of 7.6 million dollars. the report says the cuts will most certainly reduce response time. the face to cuts also called for the elimination of 91 full-time positions throughout city departments. the city council will decide whether accept this budget balancing plan at its meeting on monday. dan kerman kron, 4 news. >> alameda county has a new interim district attorney attorney. will. roberts will act as the county's top prosecutor at least through february. the change goes after voters recall da pamela price. roberts will run the da's office until alameda county supervisors appoint a permanent successor. that may not happen until february. in alameda county drivers were stuck on 5.80, after a big rig filled with chocolate caught

also count on the work ethic of man's best friend. joining me live in studio this morning, our lauren canning and josh davis with the san francisco fire department along with their search canines. good morning to you, guys. good morning. thank you so much for being here. we really appreciate you and the work that you do. thank you so much. so to start off you know, tell us a bit about friends that you brought with. you are really excited to meet them. yeah. so this is this is barney and basco. they are members of the san francisco fire department but also resources with california task force 3 and both canines that came from the search dog foundation. just incredible. and tell us a little bit about the program. how long has it been around for? >> the program dates back way before our time. it's been going on for years. it started off with. >> major disasters previously of letting up by the name of wilma started the program. search dog foundation and you saw a need to transition dogs to help with rubble piles we have the full time staff their training, the dogs beatings,

teach him how to search teaching them how to bark. and it's a great program for the dogs and for fire department to use as a resource and how often are the both of you deployed on different search and rescue missions? would you say? so? we actually we did get deployed to hurricane milton, but it's it's very situational. you know, i mean, we. >> we're ready if you need but that for for us in particular, that was our first deployment. but we are training these dogs to be ready for it every single week. so we're out there at rubble, piles doing the training. we do truly training daily, but we're actually doing the search and rescue work weekly to keep them ready for whatever it is that comes across. yeah. we were just showing some video of one of the dogs do. it looks like a bit of a practice 1, 0, was it an actual search and rescue encounter there? the video since you guys what was a practice some of our trainings that that we're doing with them on a weekly basis? that's incredibie. and what is involved with this training? so we go out and we have various locations that are mimicking rubble,

>> destroyed areas. this one in particular is a building search that we did at contra costa's training site. and we hide victim. so we go out there. we had a victim. the victims have toys for the docks of to them. it's just a big see with dogs and teaching them to be ready. so when they go out, they don't know the dangers of what's going on to them. it's just a game. so they have fun with what makes the perfect sort of summer search and rescue k 9? you say? >> for very high drive a lot of times. like all stay like where we get our dogs from search dog foundation. a lot of times what it is. it's the shelter. dogs that they end up finding and it's usually hard for them to be in a home setting without this kind of work. and so it it's high drive might like to play a lot. i mean, at the end of the day, really like he had said, this is just a big game to them. and so for these dogs in particular, both of them, they can go from completely asleep to in full search mode. just seconds. he and that's that's really what you need for these kind of canines. that is just

incredible. basco giving you some incredible icons there, by the way. and you might just so will behave. mind the slaughter. slobber on that's incredible. and so you work a search and rescue basically anywhere in the country. wherever you know, you could be deployed at a moment's notice. that's correct. yes, so we are resource for the city of san francisco. >> but we're also resource for the state. and then we're a part of the task force. that's a few a federal response with fema. so, yeah, we're we're ready to go at any moment. and what would you say is your favorite part of the job? for me, it's the docks. it's a rewarding. i get dog to work every day with me. the crew loves him. >> moos time he thinks is a therapy dog. walk the station, but just getting the opportunity play, hide and seek with the dog. every time we go in yeah, well, wonderful. and how about for you? >> you know, it's 5, a 2 year-old daughter. but when i watch him be successful, i get the same feelings i do with my own kid. also just watching them succeed and do the things that they were meant to do. it's an incredible feeling. well. >> and how many dogs are?

>> in the search and rescue unit over off a san francisco fire for san francisco fire. we currently have for canines that are ready to deploy for canine for today. all right. so really, are there other cases that are currently deployed in other parts of the country right now? are you basically all back at home? we're all home right now, ok? got it. and, >> you know, helping the public maybe learn more, even help out if if that's something that you are, there's various start pitching there's various organizations, the search dog foundation is probably the biggest one. >> they are a nonprofit that take funding and trained dogs and give the dogs to the fire departments and fema, as well as california task force 3. well, also give a lot of resources. and then one of our team teammates, tim howling. he has started organization called hd search dog, fun. >> and that's specifically to get funding to the training and equipment that it is. we need kuz it on some level. it is a very underfunded resource he's done incredible work. there's there's a big training

maybe a mission that you both went on recently that and maybe a memory that really stood out to you with your. >> working with your incredible animals here. >> we recently deployed to hurricane milton in florida. we were pre position there just in anticipation they were expecting hurricane. luckily, it wasn't as big to hit as hurricane helene, but just how to go out the door, work with the other crews work with the other resources that fema sends out. it was great to watch the dogs just hang out with the other members that were away from their families as well. >> yeah, there's nothing like the spirit and companionship of animal there. they really just uplift people, spirit, especially when they're going through a tough time. yeah. and i say we station and are we were set up in places where a lot of the evacuees and these dogs provided a ton of hope for the people of florida as well as our teammates. you know, if there's a lot that comes with these deployments they did way more than i even expected them to also some very good boys. yeah, yes, able to do it.

in san francisco is limiting the scope of the 2022 lawsuit filed by homeless advocates who want to prevent the clearing of encampments. judge donna ryu wrote ruled that those advocates lack standing for several of their claims. the coalition on homelessness based in the tenderloin neighborhood, joined with several other homeless advocacy groups on the suit claiming homeless excuse me claim the encampment clearing cruel and unusual. and san francisco police officers used arrests and citations to make the homeless leave. the plaintiffs have until december 18th to file an amended complaint. the city of oakland is hosting a special giveaway. people can pick up free gift cards for gas and groceries. today. community ready corps or crc will give away gas cards, clipper cards and organic produce the first 50 people to arrive at arco on west grand avenue by noon. we'll get a $25. gas card and $100 of organic produce. still ahead on the kron, 4 morning news downtown san orancisco officially lit for the

bit, stephanie. >> breaking overnight in the east bay, a person is in critical condition and 2 people face felony charges after a crash in hayward. they were police say it happened around 12, 30 this morning at e inrsection of luling and his spirit boulevard. we're told the cyclist was hit by a red hyundai elantra officers say they quickly found the car involved, but the driver and passenger had run off. both suspects were arrested on feny h and run charges. we'll keep you updated on this developing story, including the victim's condition as soon as we learn more. in francisco, a clothing store in north beach is picking up the pieces after being broken into for the 5th time. charles clifford spoke with the frustrated business owner. >> early thursday morning, this man was captured on surveillance video breaking into vacation. a vintage clothing store along grant street in north beach. he smashed the window in the front door and stole a handful of items. owner kristin klein says she's relieved the damage wasn't too bad but says this is the 5th time in 6 years

people in san francisco have been sentenced to spend their life in prison for the 2017 deadly shooting of a photographer in twin peaks. police say the 71 year-old victim went to the location to take photos. that's when the convicted para robbed him, shooting him and then tried to sell his camera less than an hour later. and american canyon high school teacher accused of molesting 2 children has taken a plea deal. teacher was arrested in april. his sentencing is scheduled for next month. the da's office says bradwell will be sentenced to 15 years in prison and registered as a offender for life. you must pay restitution to the victims and be subject to a 10 year restraining order. the former principal at the high school was charged in june for failing to report. a suspected child abuse. >> child abuse, rather. >> in the east bay, police in san leandro have increased the reward money to help crack a cold case kron four's philippe djegal reports. investigators believe this deadly shooting
