tonight. a strong storm is barreling down on the bay area and it sets bring some flooding to parts of the north bay. the rain is expected to be accompanied bliss. strong winds calm for she. meteorologist lawrence karnow is tracking the store. >>scattered showers elsewhere now is starting to dive south. and so you're seeing out toward the golden gate bridge, that rain now moving in heavier amounts of rain, some pockets of rain of moderate heavier amounts going to be picking up as we head throughout the night tonight. flood watches still in effect for the entire north bay. they are running well above the average 200% of normal from those storms in november. and now they're seeing another round of rain, some of the mountains in the north bay already over 2, 2, and a half inches of rain could see another 3 plus inches of rain overnight tonight and tomorrow morning. so that will likely led to some rapid rise and some of the creeks mark west creek, green valley creek, santa rosa creek are all watching. some rapid rises there. even the napa river near saint alina is probably going to crest near flood stage just below that by about

11 o'clock tomorrow morning. and we're watching because the high tides out there to go along with that gusty winds. you bet about that. just this last hour, we had a gust of 53 miles an hour point rest, but they're just beginning to pick up around the bay area. i think in the end winds going to be the biggest story of the storm system likely to bring down some power lines and causing problems all across the state. yeah, you're looking at that rain begin to move in right now and that heavy rain begin to pop up, especially north of the golden gate bridge. but already seeing some branches of that heavier downpours began to move in. you can see him out there right now. you see the yellows and the oranges, even some red outside. so this just really getting the get go on. and as it does, it's going to push further and further south throughout the night. oakland, you're seeing some pretty good downpour. same san leandro and along the peninsula. most of that just light so far. but that is going to be ramping up over the next couple of hours. and we've got a strong wave developing on the backside of this. >>all right. thanks. lauren in the north bay rainfall over the last few hours is causing flooding already in part santa

rosa. that's where we find kron four's. sara stinson, who has the latest on the store. >>we've seen constant rain in santa rosa, but now we're seeing it coupled with intense wind gusts. and this is what we're going to see into saturday morning. so it's a dangerous situation, especially when you get this over saturation that we're already seeing the waters rising in parking lot. >>the north bay hit hard by storms slamming the bay area. a tree came crashing down on anderson road in forest hills just before 7 friday night. an hour later, a car slid off a highway. 101 on-ramp and had to be towed. a flood watch is in effect for the north bay until sunday afternoon. the national weather service warning of possible flooding rising creeks and streams santa rosa fire marshal warning drivers to heed to the potential road. closure signs. the flooded signs. >>not attempt to drive through those flooded roadways. if they do exist.

>>water quickly accumulated in several areas of mendocino avenue. one of the driveways to santa rosa high schools started to flood. and at this taco bell, the water levels only continue to rise in the parking lot. some who experienced the last major storm 3 weeks ago worried this one will pack the same punch it's yeah, i got call was to 4. so. >>again, same every about that yet. >>wind is a major concern which could cause more trees to come down and possible. power outages to prepare. people could be seen running in and out of grocery stores gathering supplies after work friday. i wanted some comfort food. >>because i'm just have hunker down. and and just relax. i think there are a lot of people here doing the same eye-popping for the best. >>we get some groceries the i'm going to sit home. for absentee.

>>we've already seen city streets as well as highway 101 have a lot of accumulation of water. so make sure if you have to drive during the storm that you're taking it slow out there. you're leaving a lot of space between you and the car ahead, which thankfully we're seeing out here. drivers seem to be taking this seriously. for now, i'm sara stinson reporting in santa rosa, back to you. >>thanks, carol. coming up later in the show, we head up to the sierra to check in on the snow conditions in the high country. cafe worker jumps into action to stop a man from stealing a customer's bag there you can see from surveillance video. it happened this morning at carlin's cafe and san francisco's mission district. police say the thief used pepper spray to fight off the employee, but that didn't work. the employee and witnesses were able to hold him down until police got there. he was later arrested in the manager of the cafe says the employee got pepper sprayed in the face, but he's recovering. san francisco.

health officials are reporting the first flu death of the season. they say the person was over the age of 65 and had not received annual flu vaccine. they're now reminding everyone it's never too late to get vaccinated. not only against the flu, but covid and rsv. they say it's especially important if you are age 65 and older or have underlying medical conditions. oakland police are looking for a person who they say may be connected to the deadly shooting of this teenager on your screen. 17 year-old kelly and albert bundy was killed in november of 2021. investigators recently releasing that picture showing a person of interest next to a black car believed to be infiniti coupe. they say the shooting happened near carrington avenue. and if you recognize the car or the person or have any information you're asked to give police a call. the fbi has confirmed the san francisco police department played a role in tracking down the suspect. the shooter of the united healthcare ceo. the fbi saying

their new york office received a tip from sfpd on december 4th about the possible identity of the suspect. the tip was then sent nypd as part of their investigation. meanwhile, the new ceo of united health group has provided his first public response following that deadly shooting in the new york times. andrew witty wrote the american health system does not work as well as it should. and he understands people's frustrations. last week united healthcare ceo brian thompson was gunned down in new york city. luigi mangione is charged with the murder. however, united healthcare says the 26 year-old was never ensure by the company, which is raising some new questions about why thompson was the one targeted. former house speaker nancy pelosi has been hospitalized in europe after she reportedly tripped and fell during an event in luxembourg. she was there to mark the 80th anniversary of the battle of the bulge in world war. 2. her spokesperson tells us she is currently receiving excellent treatment

from doctors but will need to cancel the remainder of the event she had planned. we're still trying to learn more about the nature of her injury, but she should be returning to the u.s. soon. the san francisco bay ferry has purchased 3 new additions to their electric feet fleets. the ferries will start running in 2027 and will be used to connect treasure island and mission bay. the hold up to 150 passengers last month. the port of san francisco was awarded 55 million dollars to build an electrified more of the ferry landings. >>a driver in union city. what they said happened before the shots were fired.

>>welcome back. i'm stephanie rothman. drivers are heading on to the sierra to hit the snow. zach boetto reports on what chp officials want you to know to stay prepared on the roads. lot of people on this friday night headed east up the sierra trying to get to tahoe or over the mountain for their weekend activities. but they are facing some very wet road conditions here at nyack as a very snowy road conditions. the further east you go and up the mountain. a lot of people are chain ready and getting those chains on quickly to keep going up the mountain. but there are some people pretty unprepared and facing some serious delays. >>by the lights on the side of highway 80, you can tell it's that time of year when almost everybody has to pull over to put their snow chains on their

tires before heading to and from the sierra is a little light on the floor. so getting down, there was a challenge. but >>yeah, like that. it's like maybe 30 minutes we bought chance and we figured there would be people here to help with chains. but we are or off. >>while some travelers are more prepared than others, the snowy conditions are causing problems for all kinds of drivers. the chp road hazards page around 7.30, was filled with people having car troubles. and chp officials say they're getting ready for a long weekend of helping people get out of trouble. several people out there. we've got a few extras even called in on. >>on overtime to help cover the area. we've got working very closely with caltrans deal with that chain control. and main thing is just being around to try to keep everybody slowing down and good following distances and be able to quickly respond to incidents. officer lineman with the chp says people get hit every year when putting their chains on their car.

>>so what's even more important when it's actively snowing to pull is far to the side of the road as you can. it's going to be crowded. we are predicting a lot of snow. people just need to be prepared. make sure you bring your chains. >>you know how to put them on or be prepared to pay to have input on and drivers friday echoing the chp officials comments about being chain ready to keep your friends and family traveling with you in the holiday spirit. make sure you know how to chains. look at to put your chains on beforehand. say not up here in the snow struggling on. if anything, do it well, before you get up to the mountain, i would suggest. some warm clothes. it's cold out much colder here in this year than it is in the sacramento valley or in the bay area here on this friday night. so if you are headed this way, make sure you got a winter clothes and probably some gloves. if you're thinking about road conditions. good idea to go ahead and check the caltrans quickmap. you can get up to

the case and the officer who pulled the trigger has been placed on administrative leave. a new law taking effect on january. first could leave you with a parking ticket if you're not careful at the start of the new year, which is very soon drivers parking within 20 feet of a marked or unmarked crosswalk will receive a $40 fine. this is all due to a new law known as daylighting law nc cream or visibility for drivers so they can see pedestrians before the crosswalk. california joins more than 40 states with the daylighting mandate. britain warnings started going out in early november. tonight. groups are asking how an offensive plate number got through the california dmv. as sandra mitchell reports, the plate openly mocks october 7th hamas attack on israel of the more than 31 million vehicles on california streets and freeways, one cyber truck with a personalized license plate has caused outrage. it's repulsive.

>>our storm coverage continues now in the north bay where kron four's philippe djegal reports from santa rosa which saw significant flooding with the last round of wet weather. >>anticipated wind gusts of up to 58 miles per hour and substantial rainfall through the weekend in santa rosa drawing eyes that creeks and streams prone to flooding as we continue to get more rains and the soil start to get more saturated. those winds have the chance of bringing down trees. santa rosa fire marshal polo and poll says his department is not up staffing for the weather event but adds emergency crews are always on standby. so if we do have an incident that require some sort of a swift water response similar to what happened a couple weeks ago. >>those teams are able to quickly be mobilized. points here to airway drive in the north part of town. >>on friday, the area remained mostly dry through the early afternoon. but on november, 20th, the area flooded and a shelter-in-place was ordered for approximately 200 people

living or working nearby, mainly because they were trapped by the water and could not get out until the order was lifted. 3 hours later, a lot of their vehicles were flooded, were actually being moved around by water. >>that prompted a large response from us. lowenthal says the city received more than 14 and a half inches of rain during that stretch. which complicates matters moving forward. that was also the first significant storm we've had of the year when the soils are really able to absorb a lot of that moisture. and we had that storm later in the season. things would have been a lot different. we would have a lot more widespread flooding, which is why drivers are advised to stay off the roads if possible and certainly do not pass through roadblocks. >>which are closed for a reason in santa rosa. philippe djegal all kron. 4 news. >>as president elect trump vows to follow through with his mass deportation plan. a new california bill is meant to protect schools and childcare centers from the immigration enforcement raids. capitol correspondent eytan wallace spoke with a state lawmaker who authored the bill

and shares how federal immigration officials are responding. >>protect our immigrant students, something member elm road suit. he says that's the goal of his new bill. ab 49 also known as the california safe haven schools and child care act. if signed, it would prohibit employees at california k 12 public schools and childcare facilities from allowing officers with federal immigration and customs enforcement also known as ice to enter a school site or child care facility for any purpose without first providing valid identification. a written statement of purpose, avella judicial warrant and approval from the school district superintendent or director of the child care center. we need to protect these sensitive locations. we shouldn't have our children being afraid of going to school. >>and we shouldn't have parents being afraid of dropping the kids off sochi himself. a democrat who serves as the chair of the assembly education committee says if ice officers do meet the requirements to enter a school

facility, his bill would still restrict their access only to areas where no children are physically present. he hopes his bill sends a clear message to the estimated 1 million california k through 12 public school students who have at least one undocumented parent. we're going to stand up to protect them. and that's what this bills. he also wants his bill to send a clear message to president-elect donald trump, ending the agency scale back its radar stream. is fear you know, has been triggered a president elect donald trump's threat of mass deportations. and this bill is seeking to address that that that our students are having ice school sites, you being torn away from their their parents, their family members. we reached out to ice to ask if the agency takes part in immigration enforcement raids at schools. well, they said they would not comment on routes to tease legislation.

they did direct us to guidelines on the u.s. department of homeland security's website directing officers to refrain from enforcement actions at or near with the federal government describes as protected areas including schools. >>places where children gather medical or mental health care facilities and place of worship. still, the guidelines make clear. there are exceptions of officers doing their to be a national security threat, imminent risk of death, violence or physical harm. hot pursuit of an individual posing a public safety threat or a hot pursuit of unobserved border crosser. still mertz note. those are just guidelines that can be broken. that's why he believes his bill is so important. we want. >>schools and our child care centers to be safe havens in one children to be feel safe. coming to school. we want parents to feel safe, dropping their kids off at schools. and that's what this bill is about. >>and the bill is expected to come up for its first committee hearing early next year reporting at the state tom wallace kron 4 news.

>>so were right about 7,000 not exactly at the tippy top of the mountains, but up here on donner summit where we do get plenty of snow. >>and what are you expecting? you know, with the forecast when you project it out over the next several days. >>realistically, it's it's the next 24 hours that are the interesting period. it's looking like we're going to be getting about another 2 to 3 feet of snow in that time. so there's a likelihood to have white out conditions. but the heavy snowfall rates and the intense winds, roads going to be a disaster. but temperatures will be relatively cool. luckily, this won't be that backbreaking sierra cement that we're used to, but it'll be a little bit lighter and fluffier because of those cool temperatures. >>people here that i think they automatically think good for skiing and snowboarding. but obviously you noted that the driving at least for the next 24 hours is going to be dangerous, if not impossible. so what you're best suggestion for folks who might be

southern california. moreno valley police are searching for a naked intruder on the prowl in one neighborhood. there. >>residents say he tried to break into a home and when he couldn't get in, he then wandered into the backyard. shelby nelson has reaction from residents who want this person caught. >>yeah, very bizarre story. and we just talked to the folks who live at that home. they were actually at home at the time, but had no idea this guy had jumped over the retaining wall into their backyard and really just made himself comfortable on their patio furniture. take a look at this first video that we've just obtained. this is from december 10th. you see this guy in the backyard at night. all he has his socks. at one point, he attempts to open a door to the home. thank goodness it was locked. the

resident who lives here says that was at about 08:20pm. the naked intruder proceeded to stay there all night. at some point he cozies up on the patio furniture still without the residents knowing and then look at this video. this is the next morning. they say he stayed until 09:30am, in the morning. he still make one of the residents spots him on the surveillance camera. another person who lives there had just got home from work in the morning. he told the guy to leave and then called 9-1-1 by the time officers arrived, the guy was gone. the riverside county sheriff's department says they are investigating after officers responded to the 24,000 block of patrician court. some neighbors who live nearby had no idea this happened. timing is crazy. >>and we should plunged ask don't i, you know, it start taking every if he spoke to a few days. yes, for sure cure. you the resident who spoke to me said this guy left in a 2 door white mercedes. >>again, the riverside county sheriff's department says they are investigating. that's the

father is facing serious allegations, including placing some of his kids in cages. the judge now finding him competent for the case to move forward. vanessa murphy reports. >>now travis toss will likely have his day in court as he's accused of severely abusing his children. and one of the key pieces of evidence in this case is video, which is extremely difficult to watch. your metro police rescuing 6 children as 2 of them are in a dog cage in june of 2023. the news now investigators first obtaining this video and a grand jury watched the video and indicted dots on multiple charges including 38 counts of child abuse. then the criminal case against him was at somewhat of a standstill after clark county district court judge kristi craig found

first, we're going to toss it over to kron 4 chief meteorologist lawrence karnow who is tracking it all and already some rain that's starting to hit the san francisco city areas. well, lawrence. >>as we head through the night, boy, it turned out to be a real soaker this evening as the storm system finally sagging south, making its way across the greater bay area now and more on the way as we head throughout the night tonight, a lot of yellow lot of orange around the bay area. even some pockets of red out there. those are moderate, some heavier downfalls of up rain coming down now to oakland richmond, concord. also, samara fell and you're seeing rain just about everywhere you go. south bay, even seeing some showers now that is going to be picking up as we head throughout the night tonight. we've got wind warnings up tonight along the coastline that we're going to see some gusts maybe as high as 50 miles an hour. plus, maybe even 60 to 70 miles an hour the main peak. right now we've seen some of those gusts already over 50 coast side overnight. tonight, there may be a little bit of a lull as we head toward about 3 o'clock in the morning or so. and then it's going to pick up again.

contract while old episodes will continue to stream on max and on pbs. new episodes will vanish from max after the current season. max says that the streaming network is focusing more on adult content. so elmo, big bird and cookie monster will need a new neighborhood to hang out in. the problem is that advertisers aren't that keen on kids content. so it's unclear how another commercial streaming service could afford sesame street or even whether it would want to. yeah, sesame street will be a natural fit for netflix, a or amazon prime video. but it's not attractive to marketers. the economics of distributing possibly the most expensive kids show out there. don't quite pencil out and how pricey is well, according to some estimates, it costs about 100 million dollars a year to produce sesame street. the producer of the show sesame workshop says it's already thinking about re imagining the show for next season. >>i'm not sure quite what that means, but i wouldn't be surprised if the elmo starts talking about the money saving

niner fans hope you're hanging in there. it's been a tough season last night, especially. >>really an ugly loss. 12, 6 at home to the rams which essentially ended the team's playoff hopes their 6, 8, with only 3 games remaining. of course it was raining. the team has had a ton of injuries, but still in the biggest game of the season. the offense just did not show up. kyle shanahan's team could only muster a pair of field goals and a season low 191 total yards. get this the last time the forty-niners didn't score a touchdown in a way back in 2019, more than 5 years ago. defense for the most part did its job. they held the rams to 12 points. that's a rams team that scored 44 last week against the bills. believe it or not, shanahan and john lynch may have bigger issues to examine them. that last, though, you've got to take a hard look at the locker room situation now you have a player quit on the team in the middle of the game. that's what appears de'vondre campbell did last night refusing to go into the game. instead walking back to the locker room in the 2nd

fell and you're seeing rain just about everywhere you go. south bay, even seeing some showers now that is going to be picking up as we head throughout the night tonight. we've got wind warnings up tonight along the coastline that we're going to see some gusts maybe as high as 50 miles an hour. plus, maybe even 60 to 70 miles an hour the main peak. right now we've seen some of those gusts already over 50 coast side overnight. tonight, there may be a little bit of a lull as we head toward about 3 o'clock in the morning or so. and then it's going to pick up again. we're going to see another round, some very gusty winds, 40 50 miles per hour, even on over the east bay hills. so we're gonna likely see some trees coming down tonight as the storm system comes through. time now for as we head through the night tonight. you can see the storm system winding on through. then we get ready for that next area of low pressure moving on. and i think that's a dangerous one that's going to see some very strong gusty winds and some very heavy rainfall. maybe some lightning strikes. we've heard some reports now of some lightning already around the bay area with the center that low coming right overhead. there's a chance you're going to see that as well. so as we head through the next couple days, we are going to get a little bit of a break on sunday by monday. more rain on the way.
